But Lebanon argues the neighbouring war has wrecked growth

and there aren't enough jobs for their own people.

The numbers coming here are simply too great for us to cope with.

The war in neighbouring Syria has devastated Lebanon's economy.

Billions has been lost in tourism, trade and investment.

Unemployment is running at more than 30%.

So, calls to open up the labour market here are

:04:22.:04:23.

Crop picking in Lebanon has traditionally been dominated

:04:24.:04:28.

But newly registered refugees aren't allowed to work, and those

:04:29.:04:37.

unregistered must find an employer to sponsor them.

At this warehouse in Beirut, we found several men

:04:43.:04:44.

He says workers are often exploited, that he was not paid

:04:45.:04:53.

for two months work, but there was nothing he could do.

:04:54.:04:59.

Yes, these children, their families, have escaped a war

:05:00.:05:01.

This half-finished shopping mall is home to hundreds

:05:02.:05:12.

Most live hand to mouth, borrowing money, surviving on aid

:05:13.:05:17.

They include a single mum with five children.

:05:18.:05:30.

TRANSLATION: There is nothing to live for.

:05:31.:05:32.

I would love to go home, but the war has gone on so long,

:05:33.:05:35.

I guess I might be stuck in this room for a very long time.

:05:36.:05:51.

This is the province she left behind. She, like millions of

:05:52.:05:56.

others, trying to make a new life as a refugee.

:05:57.:06:03.

We heard the woman at the end of Clive's report saying

:06:04.:06:06.

I've been talking to Clive about how many others share that ambition.

:06:07.:06:13.

Not necessarily, Marion is one of those who says

:06:14.:06:15.

she would like to go back to her home, resume her life,

:06:16.:06:18.

So much of Syria has been destroyed by

:06:19.:06:22.

A lot of people don't have anything to go

:06:23.:06:25.

Perhaps, in crude terms, you can split them along

:06:26.:06:30.

Slightly older reugees might feel that they do want to go back

:06:31.:06:35.

to Syria, resume their lives, pick up

:06:36.:06:37.

There are others, perhaps younger, who feel that they

:06:38.:06:42.

may be willing to take the chance to move to Europe,

:06:43.:06:46.

to move further north from the Middle East,

:06:47.:06:49.

It depends very much who you talk to.

:06:50.:06:54.

At the bottom line is, a lot of these

:06:55.:06:56.

people, all of these people, have issues as far as their refugee

:06:57.:06:59.

In Lebanon, Turkey and Jordan, as you saw in my report,

:07:00.:07:09.

That's making it difficult for them and

:07:10.:07:13.

that is what the London conference is about.

:07:14.:07:15.

It's about trying to make the conditions in their countries,

:07:16.:07:18.

around the war zone itself, more palatable for the refugees

:07:19.:07:20.

As a result, cut out the possibility of people getting onto rafts

:07:21.:07:27.

and dinghies, and trying to get across the Mediterranean to make

:07:28.:07:30.

I'm interested to ask you about the effect on Lebanese

:07:31.:07:33.

What is the relationship between the communities of refugees

:07:34.:07:41.

you have visited and the locals nearby?

:07:42.:07:46.

I mean, they are neighbouring countries and cross-border trade

:07:47.:07:51.

is huge between Syria and Lebanon, or at least it was before

:07:52.:07:54.

Billions of dollars was generated because of

:07:55.:08:02.

You get a lot of migrant workers coming over from Syria and working

:08:03.:08:06.

So relationships have, by and large been good.

:08:07.:08:09.

I think the welcome that the majority of the Lebanese

:08:10.:08:11.

people have given to the Syrians has been

:08:12.:08:13.

We spoke to one of the local officials

:08:14.:08:21.

here today, who said that this town, which has a population

:08:22.:08:24.

of about 20,000, close to a quarter of those

:08:25.:08:26.

While they are welcoming them in, there is

:08:27.:08:29.

no question about that, it is difficult, and social

:08:30.:08:31.

They are calling for the international

:08:32.:08:38.

community, and perhaps some of those people turning up at a conference

:08:39.:08:41.

in London tomorrow, to get their heads

:08:42.:08:42.

together, get more donor aid and to get more money to help those

:08:43.:08:45.

countries in the region who are trying to deal

:08:46.:08:48.

with what is one of the worsening refugee crises that the world has

:08:49.:08:51.

Certainly in the last 20 or 30 years.

I can't even walk to work, so I would have to give my job up.

360,000 people like Denise are being reassessed as part

Following her assessment, Denise was told she is no longer

disabled enough to receive the money that helps pay for her car.

I have never, ever in my life, ever felt disabled until the past

It is supposed to be personal independence.

It was not personal and it is not making me independent in any way

Denise is taking her case further, and she's not alone.

What is going wrong with the assessment process?

It is not just about violence and accessibility.

One in three babies here in El Salvador is born to a mother

Combine that with a conservative society and open access

to contraception is made even harder.

Which, for pro-choice campaigners, makes the government's

recommendation that women shouldn't get pregnant

Where is the responsibility of men to take an active role in this?

Rape and incest are extremely prevalent

and those are things to say to a woman, you should control this

when it is completely beyond her control,

or to a young person in a clinic, trying to be responsible

and is told, you are too young for this,

:24:42.:24:43.

you should not be here, asking for this, humiliating them

:24:44.:24:49.

But with so much unknown about the Zika virus,

:24:50.:24:54.

governments are trying to stop it spreading anyway they can.

But the challenges here, at times, seem insurmountable.
