Hello, I'm Ros Atkins, this is Outside Source. | :00:11. | :00:16.
David Cameron has been in Parliament, defending those | :00:17. | :00:18.
proposals to reform the European Union. | :00:19. | :00:24.
In the single market, free to travel around Europe, part of an | :00:25. | :00:30.
organisation where cooperation on security and trade can make Britain | :00:31. | :00:33.
and its partners are safer and more prosperous. | :00:34. | :00:34.
Donald Trump lost to Ted Cruz in Iowa. | :00:35. | :00:36.
But now he says there was fraud involved, and has called | :00:37. | :00:39.
No sign of that happening. We will also play you the latest report from | :00:40. | :00:49.
Clive Myrie, who has been in Lebanon, meeting some of the million | :00:50. | :00:52.
Syrian refugees that are living there. And in sport, we will see who | :00:53. | :00:59.
fares best when a Formula one car comes up against the Bath rugby | :01:00. | :01:01.
team. Important developments in the war in | :01:02. | :01:25.
Syria. The United Nations has called a temporary halt to talks that were | :01:26. | :01:29.
going on with an aim to end hostilities in Syria. This is | :01:30. | :01:32.
interesting, coming in from the Reuters news agency. The French | :01:33. | :01:35.
Foreign Minister has accused the Syrian government and allies of what | :01:36. | :01:38.
he says is torpedoing peace talks. He blamed a large offensive | :01:39. | :01:41.
on the city of Aleppo backed The Syrian army says it has broken | :01:42. | :01:44.
the siege of two towns. Nubl and Zahra - which have been | :01:45. | :02:03.
blockaded for around three years. The government says it has broken | :02:04. | :02:08.
the siege. This all comes on the eve | :02:09. | :02:11.
of a fundraising conference here in London to help those | :02:12. | :02:14.
affected by the Syria conflict. They will be encouraged to donate | :02:15. | :02:22.
aid to help the millions of people affected by the conflict. One | :02:23. | :02:27.
country certain to be on the agenda is Lebanon. At neighbours Syria and | :02:28. | :02:38.
has been profoundly affected. It has a population close to 6 million. | :02:39. | :02:44.
Over 1 million Syrian refugees are registered as living there at the | :02:45. | :02:48.
moment. This visualisation shows you the different places where refugees | :02:49. | :02:53.
are living at the moment. There are hundreds of red dots. We are going | :02:54. | :02:58.
to focus on one place, south from Beirut. Clive Myrie has been there. | :02:59. | :03:06.
We will hear from Clive, speaking in a moment. First, here is his report. | :03:07. | :03:10.
The bags of supplies, blankets and clothes, | :03:11. | :03:11.
Hand-outs for Syrian refugees in Lebanon, | :03:12. | :03:16.
who all hoped the exile was temporary, but for whom the months | :03:17. | :03:19.
Of those who fled Syria, 70% now live in extreme poverty. | :03:20. | :03:27.
This man says he wants to work, but it's tough. | :03:28. | :03:31.
He would get less than $13 a day, and there are too few jobs anyway. | :03:32. | :03:36.
Countries like Britain say they want the labour market opened up, | :03:37. | :03:46.
so more refugees can work - then they won't try | :03:47. | :03:48.
But Lebanon argues the neighbouring war has wrecked growth | :03:49. | :03:54.
and there aren't enough jobs for their own people. | :03:55. | :04:00.
TRANSLATION: We depend on charities to help the refugees. | :04:01. | :04:05.
The numbers coming here are simply too great for us to cope with. | :04:06. | :04:09.
The war in neighbouring Syria has devastated Lebanon's economy. | :04:10. | :04:12.
Billions has been lost in tourism, trade and investment. | :04:13. | :04:15.
Unemployment is running at more than 30%. | :04:16. | :04:21.
So, calls to open up the labour market here are | :04:22. | :04:23.
Crop picking in Lebanon has traditionally been dominated | :04:24. | :04:28.
But newly registered refugees aren't allowed to work, and those | :04:29. | :04:37.
unregistered must find an employer to sponsor them. | :04:38. | :04:42.
At this warehouse in Beirut, we found several men | :04:43. | :04:44.
He says workers are often exploited, that he was not paid | :04:45. | :04:53.
for two months work, but there was nothing he could do. | :04:54. | :04:59.
Yes, these children, their families, have escaped a war | :05:00. | :05:01.
This half-finished shopping mall is home to hundreds | :05:02. | :05:12.
Most live hand to mouth, borrowing money, surviving on aid | :05:13. | :05:17.
They include a single mum with five children. | :05:18. | :05:30.
TRANSLATION: There is nothing to live for. | :05:31. | :05:32.
I would love to go home, but the war has gone on so long, | :05:33. | :05:35.
I guess I might be stuck in this room for a very long time. | :05:36. | :05:51.
This is the province she left behind. She, like millions of | :05:52. | :05:56.
others, trying to make a new life as a refugee. | :05:57. | :06:03.
We heard the woman at the end of Clive's report saying | :06:04. | :06:06.
I've been talking to Clive about how many others share that ambition. | :06:07. | :06:13.
Not necessarily, Marion is one of those who says | :06:14. | :06:15.
she would like to go back to her home, resume her life, | :06:16. | :06:18.
So much of Syria has been destroyed by | :06:19. | :06:22.
A lot of people don't have anything to go | :06:23. | :06:25.
Perhaps, in crude terms, you can split them along | :06:26. | :06:30.
Slightly older reugees might feel that they do want to go back | :06:31. | :06:35.
to Syria, resume their lives, pick up | :06:36. | :06:37.
There are others, perhaps younger, who feel that they | :06:38. | :06:42.
may be willing to take the chance to move to Europe, | :06:43. | :06:46.
to move further north from the Middle East, | :06:47. | :06:49.
It depends very much who you talk to. | :06:50. | :06:54.
At the bottom line is, a lot of these | :06:55. | :06:56.
people, all of these people, have issues as far as their refugee | :06:57. | :06:59.
In Lebanon, Turkey and Jordan, as you saw in my report, | :07:00. | :07:09.
That's making it difficult for them and | :07:10. | :07:13.
that is what the London conference is about. | :07:14. | :07:15.
It's about trying to make the conditions in their countries, | :07:16. | :07:18.
around the war zone itself, more palatable for the refugees | :07:19. | :07:20.
As a result, cut out the possibility of people getting onto rafts | :07:21. | :07:27.
and dinghies, and trying to get across the Mediterranean to make | :07:28. | :07:30.
I'm interested to ask you about the effect on Lebanese | :07:31. | :07:33.
What is the relationship between the communities of refugees | :07:34. | :07:41.
you have visited and the locals nearby? | :07:42. | :07:46.
I mean, they are neighbouring countries and cross-border trade | :07:47. | :07:51.
is huge between Syria and Lebanon, or at least it was before | :07:52. | :07:54.
Billions of dollars was generated because of | :07:55. | :08:02.
You get a lot of migrant workers coming over from Syria and working | :08:03. | :08:06.
So relationships have, by and large been good. | :08:07. | :08:09.
I think the welcome that the majority of the Lebanese | :08:10. | :08:11.
people have given to the Syrians has been | :08:12. | :08:13.
We spoke to one of the local officials | :08:14. | :08:21.
here today, who said that this town, which has a population | :08:22. | :08:24.
of about 20,000, close to a quarter of those | :08:25. | :08:26.
While they are welcoming them in, there is | :08:27. | :08:29.
no question about that, it is difficult, and social | :08:30. | :08:31.
They are calling for the international | :08:32. | :08:38.
community, and perhaps some of those people turning up at a conference | :08:39. | :08:41.
in London tomorrow, to get their heads | :08:42. | :08:42.
together, get more donor aid and to get more money to help those | :08:43. | :08:45.
countries in the region who are trying to deal | :08:46. | :08:48.
with what is one of the worsening refugee crises that the world has | :08:49. | :08:51.
Certainly in the last 20 or 30 years. | :08:52. | :08:57.
If you would like to see that report, share it with somebody else | :08:58. | :09:04.
will get more information on the conflict, you can get that on BBC | :09:05. | :09:09.
News online. Time for sport. A really interesting story. | :09:10. | :09:10.
The highest-value football transfer January was confirmed today. | :09:11. | :09:12.
And for the first time ever the top buyer is | :09:13. | :09:15.
Guangzhou Evergrande have paid 46 million dollars | :09:16. | :09:21.
for Atletico Madrid's Colombian striker Jackson Martinez. | :09:22. | :09:26.
We tried to find a picture of the man himself | :09:27. | :09:31.
smiling as the deal is done - no luck though. | :09:32. | :09:38.
No doubt he is very excited about the match. Ore, the deals keep | :09:39. | :09:49.
coming from the big Chinese sides. This feels like a significant shift? | :09:50. | :09:56.
It could be. Yes. It doesn't often happen, $46 billion spent in China, | :09:57. | :10:01.
so soon after $31 million was spent on Ramirez of Chelsea, also going to | :10:02. | :10:06.
China. You could say it is changing times. No secret, the Chinese | :10:07. | :10:10.
President is a big fan of football. No doubt he would love to see the | :10:11. | :10:14.
Chinese Super League turning into a superpower. It's not the first time | :10:15. | :10:21.
that big-money has been on players from Europe. The likes of Nicholas | :10:22. | :10:27.
Anelka and Didier Drogba came over, and it didn't exactly start a | :10:28. | :10:30.
massive spending spree. We will have to wait and see if it is a watershed | :10:31. | :10:35.
moment. In the meantime, a couple of games going on in the Premier | :10:36. | :10:38.
League. I can't watch them, I am on the Premier League. 0-0 between | :10:39. | :10:43.
Watford and Chelsea looks pretty good? Well, good for Watford. They | :10:44. | :10:48.
will take that against the champions. Chelsea still in the | :10:49. | :10:52.
bottom half. Funnily enough, against Watford Guus Hiddink started his | :10:53. | :10:55.
second spell as interim manager at Chelsea. Watford stay in the top | :10:56. | :11:07.
half of the table. Everton, 3-0 against Newcastle United. Newcastle | :11:08. | :11:13.
down to ten men towards the end. Aaron Lennon opened the scoring, | :11:14. | :11:17.
before two Ross Barkley penalties. Rob Elliott did his best to try to | :11:18. | :11:19.
keep the score down. In the end, Everton were much too good for | :11:20. | :11:27.
Newcastle, they stay in the relegation zone. Everton have only | :11:28. | :11:34.
scored nine in their last ten games. -- nine points. Not a good result | :11:35. | :11:38.
for anybody to do with Valencia, not least Gary Neville. Suarez, with two | :11:39. | :11:48.
goals. Lionel Messi with another hat-trick. It could have been worse. | :11:49. | :11:52.
Neymar missed a penalty in the first hour. Valencia, down to ten men. | :11:53. | :11:57.
Looks like Gary Neville are still looking for his first win in La | :11:58. | :12:00.
Liga. He will also be on his way out of the Copa Del Rey, despite the | :12:01. | :12:07.
lovely weather in rain, not having a great time. I'm going to play you a | :12:08. | :12:14.
promo video that is being watched an awful lot. This is a Formula one car | :12:15. | :12:22.
from Red Bull Racing. The forwards from the Bath rugby team, taking | :12:23. | :12:26.
place in the grand setting you can see there. Daniel Ricciardo at the | :12:27. | :12:37.
controls. 1000 break horsepower against 831 kilograms. This went on | :12:38. | :12:41.
for awhile. Plenty of effort in either direction. It ended up being | :12:42. | :12:52.
a draw. I guess in promo videos you get to choose the outcome, unlike in | :12:53. | :12:59.
sport. If you are watching in South Africa, there has been a really | :13:00. | :13:05.
significant development in one of the stories of the last few years. | :13:06. | :13:12.
President Jacob Zuma says he will pay back some | :13:13. | :13:14.
of the government funds that were used to upgrade | :13:15. | :13:16.
Specially adapted cars can be an essential tool for living a full | :13:17. | :13:25.
and active life if you have a disability. | :13:26. | :13:27.
They are available through the motability scheme, | :13:28. | :13:29.
But under new rules all members of that scheme are to be reassessed, | :13:30. | :13:33.
and so far nearly 30,000 have lost their cars. | :13:34. | :13:36.
Our disability correspondent Nikki Fox has been investigating. | :13:37. | :13:43.
These adaptations enable many disabled people to drive. | :13:44. | :13:45.
A hoist like this can cost thousands of pounds. | :13:46. | :13:52.
But help comes in the form of the Motability scheme. | :13:53. | :13:59.
Denise got this car on that very scheme. | :14:00. | :14:01.
As a child protection officer, for her this specially adapted | :14:02. | :14:08.
I can't physically get out without it. | :14:09. | :14:16.
Born without thigh bones, Denise says she cannot walk more | :14:17. | :14:18.
I can't even walk to work, so I would have to give my job up. | :14:19. | :14:27.
360,000 people like Denise are being reassessed as part | :14:28. | :14:32.
Following her assessment, Denise was told she is no longer | :14:33. | :14:36.
disabled enough to receive the money that helps pay for her car. | :14:37. | :14:46.
I have never, ever in my life, ever felt disabled until the past | :14:47. | :14:49.
It is supposed to be personal independence. | :14:50. | :14:52.
It was not personal and it is not making me independent in any way | :14:53. | :14:55.
Denise is taking her case further, and she's not alone. | :14:56. | :15:02.
Latest figures show of all the appeals to do with personal | :15:03. | :15:05.
independence payments, 60% have been found | :15:06. | :15:06.
What is going wrong with the assessment process? | :15:07. | :15:12.
There are millions of people in this system, there will be mistakes, | :15:13. | :15:14.
if you do not get the decision you think is right for you, | :15:15. | :15:18.
we set out exactly why, which gives you the opportunity | :15:19. | :15:20.
to think well, actually, if only my occupational therapist | :15:21. | :15:22.
or my physio or my GP had submitted evidence. | :15:23. | :15:29.
Rightly, we have a system that allows for appeal, | :15:30. | :15:42.
For many disabled people, driving is the only option. | :15:43. | :15:45.
And the Motability scheme helps make that a reality. | :15:46. | :15:50.
But with hundreds of thousands of drivers still to be reassessed, | :15:51. | :15:53.
the odds are there will be many more who stand to lose their cars. | :15:54. | :15:56.
David Cameron has been defending his EU reform | :15:57. | :16:11.
The deal has been criticised by several of his own MPs. | :16:12. | :16:21.
If you're watching outside of the UK, world News America is next. | :16:22. | :16:26.
They've got more on Donald Trump accusing Ted Cruz of fraud | :16:27. | :16:29.
They're covering the story that a death certificate has finally been | :16:30. | :16:35.
Latest chapter in an epic South African story that reaches | :16:36. | :16:49.
It's about President Jacob Zuma and his private residence, which you can | :16:50. | :17:01.
see here. He says he will pay back some of the government funds that | :17:02. | :17:05.
were used to develop this complex. The figures are not small. It is a | :17:06. | :17:12.
place called Nkandla. The word in question was worth $23 million. You | :17:13. | :17:18.
can see the size of the compound. Let's look at what the money would | :17:19. | :17:23.
get you. Here's a satellite image of the property in 2006. Note the road | :17:24. | :17:28.
here. This is a picture taken much later, after the work was done. It | :17:29. | :17:36.
is not really recognisable. Apart from that road, the development is | :17:37. | :17:37.
substantial. President Jacob Zuma's announcement | :17:38. | :17:52.
that he's willing to pay for his refurbishments | :17:53. | :17:54.
in his private home in Nkandla comes just a week before | :17:55. | :17:56.
a constitutional court hearing which would be held right | :17:57. | :18:00.
here, in this building. The opposition political parties | :18:01. | :18:03.
have brought the President here to force him to comply | :18:04. | :18:07.
with the public protector's remedial recommendation, that he must | :18:08. | :18:09.
pay some of the money for the non-security | :18:10. | :18:14.
features which were These features include | :18:15. | :18:15.
a swimming pool, which some in the government | :18:16. | :18:22.
described as a fire pool. They include an | :18:23. | :18:27.
amphitheatre, a cattle That is what the | :18:28. | :18:28.
opposition party want President Zuma is also | :18:29. | :18:38.
avoiding embarrassment, not just here, but | :18:39. | :18:40.
also in Parliament. Last year, the opposition | :18:41. | :18:42.
party, EFF, were heckling and chanting, | :18:43. | :18:44.
pay back the money, just before President Zuma delivered | :18:45. | :18:46.
his State of the Nation He probably doesn't | :18:47. | :18:48.
want to see that again. But there are others who believe | :18:49. | :19:03.
that this move is to try and avoid the problem in the coming local | :19:04. | :19:06.
government elections. The African National Congress, | :19:07. | :19:08.
which President Zuma leads, They find that this issue has been | :19:09. | :19:10.
a sore point for the voters. They want to make sure that, | :19:11. | :19:14.
by the time they are out there, canvassing votes, that the issue | :19:15. | :19:17.
of Nkandla has been settled once Some opposition politicians have | :19:18. | :19:33.
been calling for the President to resign. My reaction was that it | :19:34. | :19:34.
feels very unlikely. Next let's bring in the analysis | :19:35. | :19:40.
of Nick Ericsson, a South African He's probably not going to resign. | :19:41. | :19:48.
It's been a pretty bad day for Jacob Zuma. It's probably fair to say he | :19:49. | :19:53.
has had worse days. I can think of late last year, when he tried to | :19:54. | :19:58.
replace finance minister. Three in a week? We covered it on the BBC. If | :19:59. | :20:04.
he survived that, he can probably survive that as well. It hasn't stop | :20:05. | :20:09.
the opposition from continuing to say that he should resign. We have | :20:10. | :20:17.
elections coming up. They could be in for a drubbing because of the | :20:18. | :20:20.
negative publicity around these scandals. We waited to see. I first | :20:21. | :20:25.
thought was, how is he going to find this kind of cash? Is a hugely | :20:26. | :20:30.
successful man, the President. For any individual, this kind of money | :20:31. | :20:34.
is hard to lay your hands on? To be clear, is not offering to pay for | :20:35. | :20:37.
all of the money, he is saying some of it. He has been very specific | :20:38. | :20:46.
about how much he is prepared to pay. He says he's going to ask the | :20:47. | :20:48.
Attorney General and finance minister to come up with a son, but | :20:49. | :20:51.
he says he is prepared to pay money. That is gradually the crux of the | :20:52. | :20:54.
issue. Was that figure is arrived at, we will see if the order South | :20:55. | :21:00.
African populace will accept the fact that he has taken | :21:01. | :21:05.
responsibility for these non-security upgrades. I was going | :21:06. | :21:08.
to ask about this, the impression from afar is that the view of NICE | :21:09. | :21:13.
and Jacob Zuma are almost fixed by this point, because the issue has | :21:14. | :21:19.
been around so long. Has, since 2009, when a newspaper in South | :21:20. | :21:27.
Africa broke the story. Any hope that he might have, by making this | :21:28. | :21:31.
announcement, it interesting he made the announcement when the press is | :21:32. | :21:34.
already went out, when it was quite late at night, any hope that he | :21:35. | :21:44.
might have taken it out of the story by saying this is a bit far-fetched. | :21:45. | :21:47.
There is an African live page on BBC News. Let's update you on the Zito | :21:48. | :22:02.
virus. -- Zika virus. Most cases have been in Latin America and in | :22:03. | :22:04.
the US. The centre of the outbreak | :22:05. | :22:11.
is a place called Recife in Brazil. We are going to go over to El | :22:12. | :22:21.
Salvador. Several countries are advising women to hold off from | :22:22. | :22:27.
getting pregnant, if they can. In El Salvador that is not easy advice, | :22:28. | :22:31.
because contraception is not widely available. Katie Watson is there. | :22:32. | :22:37.
For these women, this is a rare chance to understand what options | :22:38. | :22:40.
they have when it comes to contraception. | :22:41. | :22:42.
But they don't like to use that word. | :22:43. | :22:44.
In this deeply religious country, these volunteers | :22:45. | :22:45.
Some women are not free to choose how to protect themselves, | :22:46. | :22:51.
They hide it, so when they do visits, they focus on counselling | :22:52. | :22:55.
With growing concerns about Zika, contraception and sexual health have | :22:56. | :23:01.
In theory, the government makes contraceptives | :23:02. | :23:05.

TRANSLATION: You go to the health centre and they say there | :23:13. | :23:18.
If there is, they are past their use by date. | :23:19. | :23:22.
TRANSLATION: Most of the time, young people won't go | :23:23. | :23:24.
The problem isn't just about resources. | :23:25. | :23:28.
El Salvador is the most murderous country in the world. | :23:29. | :23:35.
These soldiers are doing the job of the police, | :23:36. | :23:37.
Women struggle to get their contraception if the health | :23:38. | :23:40.
clinic is on the turf of an opposing gang. | :23:41. | :23:42.
Down the road is the state-run health clinic. | :23:43. | :23:44.
Ever since the man in charge was murdered last year, | :23:45. | :23:47.
Apparently, it is too dangerous here. | :23:48. | :23:52.
It is not just about violence and accessibility. | :23:53. | :23:54.
One in three babies here in El Salvador is born to a mother | :23:55. | :24:03.
Combine that with a conservative society and open access | :24:04. | :24:08.
to contraception is made even harder. | :24:09. | :24:10.
Which, for pro-choice campaigners, makes the government's | :24:11. | :24:11.
recommendation that women shouldn't get pregnant | :24:12. | :24:13.
Where is the responsibility of men to take an active role in this? | :24:14. | :24:23.
Rape and incest are extremely prevalent | :24:24. | :24:26.
and those are things to say to a woman, you should control this | :24:27. | :24:30.
when it is completely beyond her control, | :24:31. | :24:38.
or to a young person in a clinic, trying to be responsible | :24:39. | :24:41.
and is told, you are too young for this, | :24:42. | :24:43.
you should not be here, asking for this, humiliating them | :24:44. | :24:49.
But with so much unknown about the Zika virus, | :24:50. | :24:54.
governments are trying to stop it spreading anyway they can. | :24:55. | :24:56.
But the challenges here, at times, seem insurmountable. | :24:57. | :25:03. |
