Hello, I'm Ros Atkins, this is Outside Source.

:00:07.:00:10.

Really only one place for us to start.

:00:11.:00:15.

Things are getting tighter in the States.

:00:16.:00:19.

If the focus Hillary Clinton and heard the e-mails it is not on

:00:20.:00:25.

Donald Trump on his scandals, good news for him. Iraqi forces are

:00:26.:00:33.

approaching the city limits of Mosul, trying to seize the city back

:00:34.:00:37.

from the Islamic State group. Our Johnny I'Anson is with them and we

:00:38.:00:42.

will send you his latest report -- our reporter is with them. Costs for

:00:43.:00:49.

repairs run into the billions. We will run you a report from here. And

:00:50.:00:53.

the story of a Bangladeshi woman who is being shamed online for a rape

:00:54.:00:59.

that happened 15 years ago. We will play you that ends well. Across the

:01:00.:01:04.

our we will return to the BBC newsroom in Washington is BBC and

:01:05.:01:09.

Anthony Zurcher so if you have anything to do with the FBI story or

:01:10.:01:13.

any other element of the campaigns, you can reach us here, by e-mail or

:01:14.:01:16.

on social media as well. It might just before we go to the

:01:17.:01:42.

USA, outside source is not on at the usual time, to do with the fact that

:01:43.:01:47.

times change in the UK and the USA at different times in the year so

:01:48.:01:50.

for one week only for some of you in a different place, we will be back

:01:51.:01:56.

at the right time wherever you are in the world, soon. As we mentioned,

:01:57.:02:02.

things are getting tighter in the race for the next president of

:02:03.:02:03.

America. This is the latest poll of polls -

:02:04.:02:03.

Hillary Clinton's lead You can see how the gap wading

:02:04.:02:11.

through September and October and is now tightening up. Donald Trump is

:02:12.:02:17.

on 46%, Hillary Clinton on 49%. A 3-point gap.

:02:18.:02:17.

And this does not take into account the story that's dominating.

:02:18.:02:20.

The FBI announced on Friday that it's investigating a new cache

:02:21.:02:23.

of emails that may be connected to Hillary Clinton.

:02:24.:02:28.

Other candidates have turned to the issue in their rallies today.

:02:29.:02:31.

I'm sure a lot of you may be asking what this new e-mail story is about,

:02:32.:02:44.

and why in the world the FBI would decide to jump into an election with

:02:45.:02:51.

no evidence of any wrongdoing, with just days to go... That is one side

:02:52.:02:57.

of things. Use the other. You have to give the FBI credit. It was so

:02:58.:03:02.

bad what happened originally and it took guts for the director to make

:03:03.:03:07.

the move that he made in light of the kind of opposition he had where

:03:08.:03:12.

they are trying to protect her from criminal prosecution. You know that.

:03:13.:03:19.

It took a lot of guts. I really disagreed with him. I was not his

:03:20.:03:24.

fan, but I tell you what, what he did, he brought back his reputation.

:03:25.:03:30.

Let's bring in Anthony Zurcher live from the BBC newsroom. You will be

:03:31.:03:34.

with us across the hour on Outside Source. But Hillary Clinton says she

:03:35.:03:38.

wants to understand why this was done days before the election. Are

:03:39.:03:43.

we any closer to understanding that? I don't think so. We are getting

:03:44.:03:47.

leaks from inside the FBI giving some details and apparently the FBI

:03:48.:03:53.

had discovered these e-mails that may or may not be related to the

:03:54.:03:58.

investigation to Hillary Clinton's private e-mails. The only got a

:03:59.:04:02.

warrant to look at it earlier today so they had not looked at it. Or a

:04:03.:04:05.

late last night, so they do not know what these e-mails are or have any

:04:06.:04:10.

idea. All we know is that they might be related. James Corby sent a

:04:11.:04:14.

letter to Congress saying he was keeping them up to date on it and

:04:15.:04:20.

that is where we stand. All of this avalanche of speculation is coming

:04:21.:04:25.

from that. Because there were so many questions, everybody was

:04:26.:04:27.

surmising and guessing from the language of his letters. The whole

:04:28.:04:32.

thing is just a big mess and this has happened so close to an

:04:33.:04:39.

election. I think the concern is the FBI director would have had is that

:04:40.:04:43.

this may have leaked out ahead of him, so without him putting his

:04:44.:04:47.

letter and his side of the story out it could be an even bigger disaster.

:04:48.:04:51.

But it is a pretty big mess right now anyway. What we have been

:04:52.:04:54.

learning from you over the last few weeks, it is not so much about

:04:55.:04:58.

support for one side or the other but more about turnout and the

:04:59.:05:01.

impact these kind of stories can have? Exactly. That is what these

:05:02.:05:06.

last few weeks are about, getting people to the polls. Both campaigns

:05:07.:05:10.

know who their supporters will be and they will not see too many

:05:11.:05:14.

shifting from one to the other. What could happen is some supporters

:05:15.:05:18.

could get discouraged and stay home or could decide, I will not vote for

:05:19.:05:25.

Hillary Clinton, I will vote for victory, Green Party, and avoid the

:05:26.:05:32.

two major candidates. But some people are undecided between the two

:05:33.:05:40.

camps, but they are so few that it is almost not relevant, for that

:05:41.:05:46.

vote on November the 8th. We will be with you throughout the hour live

:05:47.:05:49.

from the Washington newsroom of the BBC. Another question, what happens

:05:50.:05:54.

if Hillary Clinton becomes president and is then found guilty of an

:05:55.:05:56.

offence flitting to these e-mails whilst she is in the White House? A

:05:57.:06:04.

question coming into us. -- relating to these e-mails. Yes, her husband

:06:05.:06:09.

Bill Clinton was impeached by the House of Representatives and tried

:06:10.:06:13.

in the Senate. The procedure for removing a president from office. A

:06:14.:06:18.

simple conviction or simple charges brought by the FBI would not be

:06:19.:06:21.

enough. That is something that has to be handled by Congress.

:06:22.:06:25.

Conceivably, if Hillary Clinton wins, she gets sworn in, then this

:06:26.:06:30.

becomes a huge deal and all this new information comes out and there is

:06:31.:06:33.

grounds for charging her with a crime, it would have to be handled

:06:34.:06:39.

by Congress which, conceivably, will still be controlled by Republicans

:06:40.:06:42.

and the House of Representatives, and perhaps by Democrat in the

:06:43.:06:47.

Senate, but it would be at the enormous mess, the bottom line. And

:06:48.:06:51.

Vinny, thank you for answering that question. Anthony will be live for

:06:52.:06:55.

us across the hour. -- Anthony, thank you for answering. We have

:06:56.:07:00.

comments from Belfast, from Warsaw, from lots of you watching the BBC

:07:01.:07:04.

News channel from elsewhere in the world or the UK. You can use the

:07:05.:07:08.

hashtag address you see in front of me on the screen. Or you can find me

:07:09.:07:14.

on social media as well. We will be back with Anthony in ten or 15

:07:15.:07:18.

minutes' time. In the meantime we must turn to Iraq because there are

:07:19.:07:20.

significant developments there. Iraqi forces are now

:07:21.:07:23.

under 2km outside Mosul. They city's been held

:07:24.:07:25.

by the Islamic State This approach is

coming from the east. Ian Pannell was with the Iraqi

troops as they attacked the last The final battle for

:07:31.:07:33.

Mosul is getting close. Many expected these troops to pause,

:07:34.:07:46.

but that isn't what happened today. It has just gone 6am,

:07:47.:07:49.

and as you can see, a large military We are with one section

:07:50.:07:53.

of the counterterrorism force, and we are told there

:07:54.:07:56.

was an armoured division that will move its way

:07:57.:07:58.

through the desert. There a column of Special Forces

:07:59.:08:07.

and a counterterrorism unit who will advance on the last two

:08:08.:08:09.

villages before Mosul. We are also told that if they have

:08:10.:08:12.

enough momentum and are able The roads have been laced with IEDs,

:08:21.:08:36.

out of the desert in a flanking manoeuvre,

:08:37.:08:39.

just going round the town of Bazwaya, which they

:08:40.:08:41.

are trying to get to. We are in the lead vehicle

:08:42.:08:43.

here with the commander Over there is the town of Bazwaya,

:08:44.:08:46.

where they are going If they manage to get through there,

:08:47.:08:50.

they will move even further We are moving along now

:08:51.:09:05.

inside a heavily armoured vehicle. There are two soldiers in the front

:09:06.:09:08.

here, and this man's foot belongs to a gunner up in the turret,

:09:09.:09:11.

carrying large calibre weapons, into what they think

:09:12.:09:14.

:09:15.:09:31.

of Bazwaya, which will put us The troops fought

from the other side of the town. Fighter jets are trying to give

:10:24.:10:26.

:10:27.:10:28.

situation. The few families left

:10:29.:10:30.

here have been trapped If they are ever to live in peace,

:10:31.:10:32.

this campaign needs a plan Today has been a successful mission

:10:33.:10:36.

for the counterterrorism forces. They managed to take the last town

:10:37.:10:47.

before the city of Mosul. The operations have

:10:48.:10:49.

stopped for today. They are now less than a mile

:10:50.:10:51.

away from the heart More families homeless,

:10:52.:10:54.

more lives lost, and the real Iraqi forces are now

:10:55.:11:07.

less than a mile outside If you want to see that report again

:11:08.:11:16.

or share it, you can find it on BBC News.

:11:17.:11:17.

Geert Wilders is one of the most high profile Dutch politicians.

:11:18.:11:20.

He's known for his anti-immigration policies.

:11:21.:11:21.

Today he went on trial for for inciting racial hatred.

:11:22.:11:24.

The charges relate to a rally 18 months ago when he led

:11:25.:11:27.

a chant for fewer Moroccans in the Netherlands.

:11:28.:11:28.

Geert Wilders wasn't in court today - but he's been on Twitter.

:11:29.:11:37.

"NL has huge problem with Moroccans. To be silent about it is cowardly.

:11:38.:11:40.

43% of Dutch want fewer Moroccans. No verdict will change that."

:11:41.:11:44.

Anna Holligan covering the case for us.

:11:45.:11:54.

The judge began by addressing Mr Wilders's absence. He was

:11:55.:12:02.

represented in court by his lawyer. The judge said he was aware of

:12:03.:12:07.

comments Mr Wilders had posted on social media and also a video

:12:08.:12:10.

statement he released before the trial saying his comments were

:12:11.:12:14.

justified. The Netherlands does want fewer Moroccans. They were

:12:15.:12:18.

protected, he said, by his right to free speech, and should be judged in

:12:19.:12:23.

Parliament, not caught. Then they played the footage. You can see Mr

:12:24.:12:28.

Wilders onstage addressing a cafe full of supporters. He asks them...

:12:29.:12:42.

TRANSLATION: He says this is a political trial and he is using it

:12:43.:12:49.

to promote his political agenda which is antiestablishment and

:12:50.:12:53.

anti-immigration and that matters because we are four months before

:12:54.:12:57.

elections here and some pollsters say this trial could actually boost

:12:58.:13:01.

his popularity -- he says this is not a political trial. The judge

:13:02.:13:05.

could ask Mr Wilders to attend the hearings which are expected to last

:13:06.:13:09.

for three weeks with the verdict due in December and they are being

:13:10.:13:15.

hurled here at Schiphol airport in the maximum security court because

:13:16.:13:18.

of fears for the politician's safety. A couple questions on the

:13:19.:13:24.

European elections -- US elections coming in and we will return to

:13:25.:13:28.

Anthony Zurcher in a few minutes' time. When Hillary Clinton and

:13:29.:13:34.

Donald Trump are not speaking about the FBI, it is free trade and about

:13:35.:13:37.

how that fits into their plans. I will play you this report from Samir

:13:38.:13:44.

Hussein infill, looking at the American jeans industry and what

:13:45.:13:45.

traders doing for it. -- in full. The UK's Home Secretary -

:13:46.:14:04.

Amber Rudd - has provoked an angry reaction from campaigners

:14:05.:14:08.

and Labour MPs by ruling out a public inquiry into

:14:09.:14:12.

the violence which took place at Orgreave in Yorkshire

:14:13.:14:14.

during the miners strike in 1984. She said she'd taken the decision

:14:15.:14:16.

because ultimately there were no deaths or wrongful convictions

:14:17.:14:19.

as a result of the clashes But campaigners insist that

:14:20.:14:21.

South Yorkshire Police lied This was what Amber Rudd told MPs

:14:22.:14:24.

in the House of Commons. This Government has taken the time,

:14:25.:14:31.

has looked at the documents. I have been in post for three months, I

:14:32.:14:34.

have met with the families and with the campaigning MPs. The fact I have

:14:35.:14:39.

reached a different decision to the one he holds does not mean it is in

:14:40.:14:44.

anyway dishonourable. This is a difficult decision make. I have made

:14:45.:14:48.

it considering all the facts and I believe it is the right one.

:14:49.:14:56.

This is Outside Source live from the BBC newsroom.

:14:57.:15:00.

The US Justice Department has obtained a warrant to search e-mails

:15:01.:15:14.

held by an aide to Hillary Clinton. Donald Trump said the FBI has done

:15:15.:15:17.

the right thing whilst the Hillary Clinton campaign says it is passed.

:15:18.:15:22.

BBC Arabic have spent a lot of time covering the fact that Lebanon on's

:15:23.:15:31.

Parliament has elected Michel Aoun as president.

:15:32.:15:37.

A political stand-off has meant no-one's done the job

:15:38.:15:39.

for the last two years - but it was sorted when MPs

:15:40.:15:42.

convened for their 46th attempt to make a choice.

:15:43.:15:47.

South Africa's chief prosecutor has dropped fraud charges

:15:48.:15:53.

against the country's finance minister.

:15:54.:15:54.

Pravin Gordha described the allegations as

:15:55.:15:56.

The finance minister has been seen as standing up

:15:57.:15:59.

to President Jacob Zuma in cabinet and has warned against corruption

:16:00.:16:01.

In Australia police are investigating snake theft.

This video was shared by Macarthur Pets in Sydney

after an albino python was taken on Sunday -

:16:13.:16:14.

Italy's Prime minister Matteo Renzi has been leading

:16:15.:16:24.

the planning of how to rebuild after the earthquake on Sunday.

:16:25.:16:27.

MAP Aftershocks were felt in Rome but the

:16:28.:16:29.

In the tranquillity of the Umbrian countryside, lives are in ruin. It

:16:30.:16:49.

is hard to believe no one was killed there. The earthquake was Italy's

:16:50.:16:54.

strongest in nearly 43 years. Thousands of people are now

:16:55.:17:00.

homeless. In Norcia, this camp, set up the house then after earthquakes

:17:01.:17:03.

last week, is closed. They have all been told to leave the area. More

:17:04.:17:11.

shocks are predicted. TRANSLATION: We spent the last 24 hours here. We

:17:12.:17:17.

slept the night in the car. There is nothing left working in Norcia, no

:17:18.:17:21.

shops, no facilities. Whatever you need is not there. No toothbrushes,

:17:22.:17:28.

no food. No one except emergency workers can go into the old walled

:17:29.:17:32.

talent. Norcia's ancient buildings are now rubble. A structural -- as

:17:33.:17:38.

structural engineers assess the damage, the Italian government

:17:39.:17:43.

reckons the cost. The Prime Minister has promised the region hundreds of

:17:44.:17:46.

millions of euros but now the focus is on rebuilding communities. There

:17:47.:17:50.

is a big as yet unanswered question. How do you protect towns and

:17:51.:17:54.

villages like this which lie in an area notoriously vulnerable to

:17:55.:18:01.

seismic activity? For this woman, history repeats itself. Her father

:18:02.:18:05.

helped to reconstruct the town after an earthquake almost 50 years ago.

:18:06.:18:12.

Today, she says, we find ourselves reliving that catastrophe. My father

:18:13.:18:15.

says it is worse than it was back then. It has been a shock for us,

:18:16.:18:20.

for all the people who live and work here. Norcia's medieval walls were

:18:21.:18:27.

built into the shape of a heart. Broken now, one woman told us, but

:18:28.:18:30.

strong enough to survive. Now it is time for Outside Source

:18:31.:18:37.

Business. The world's biggest

:18:38.:18:42.

advertising company is WPP - and its warning that slowing revenue

:18:43.:18:46.

growth in the UK may indicate Its third quarter results

:18:47.:18:49.

showed worldwide sales up 3.2% on a year ago -

:18:50.:18:54.

the equivalent UK figure is 2.1%. Here are the thoughts of the head

:18:55.:18:57.

of WPP, Sir Martin Sorrell. If you look at it on a like-for-like

:18:58.:19:11.

basis year to date, we are up 3.8% on revenue, 3.4% in net sales, a

:19:12.:19:17.

little slower in the third quarter, it is true, on a like for like

:19:18.:19:20.

basis, looking at revenue or net sales, but there were strong

:19:21.:19:24.

comparatives last year. Geographically, the US continues to

:19:25.:19:28.

be strong. Continental Europe is strong. Places like India are

:19:29.:19:31.

strong, Brazil, better than expected. On Brexit and the UK, the

:19:32.:19:40.

UK has softened a bit in the third quarter, but overall we have done

:19:41.:19:44.

well, up over 3% whether looking at revenue or net sales, and I think

:19:45.:19:47.

the possible reason is uncertainty over Brexit. Whenever you have a

:19:48.:19:51.

conversation with the client on the UK, the first thing that comes out

:19:52.:19:57.

of their mouth is the potential impact on the UK of Brexit. If

:19:58.:20:01.

watching in the UK you will know there has been a lot of speculation

:20:02.:20:05.

around Carney, the governor of the Bank of England, and how long he

:20:06.:20:09.

will stay in the job. That appears to have been cleared up because we

:20:10.:20:14.

have heard in the last few hours that he will stay until 2019. That

:20:15.:20:21.

is one year longer than he was contracted to. He's talking about

:20:22.:20:23.

wanting to secure an "orderly transition" to Brexit. So Mark

:20:24.:20:28.

Carney is not going anywhere as governor of the Bank of England.

:20:29.:20:29.

Turning back to the USA... A major oil merger

:20:30.:20:34.

has been announced. It's between General Electric

:20:35.:20:35.

and Baker Hughes. This screen seems to have given up,

:20:36.:20:49.

so we will abandon that, but good news, Michelle? Tell us about the

:20:50.:20:52.

two countries and what they specialise in. General Electric is

:20:53.:20:57.

seen as something of a bellwether company, with its finger in many

:20:58.:21:01.

pies, from health care to oil and gas. It is the oil and gas side of

:21:02.:21:05.

the business that is drawing the headlines today because it has

:21:06.:21:16.

announced a deal with Baker Hughes, and issues side of the company is

:21:17.:21:21.

related to Howard Hughes who originally set up the company. The

:21:22.:21:25.

thinking behind the deal is that it oil price is low it is a good time

:21:26.:21:29.

to try to consolidate, save costs but also position yourself for the

:21:30.:21:32.

future when oil prices eventually go up again. Michelle, thank you very

:21:33.:21:37.

much indeed. We will stay in the USA and look at the issue of trade now,

:21:38.:21:41.

through the experience of its jeans industry. Samira Hussain reports. In

:21:42.:21:51.

its day this was known as the textile capital of the South, but

:21:52.:21:56.

here is what is left of one of these mills in Georgia. Kimberly started

:21:57.:21:59.

working here when she was just 16 years old. Everyone loved their job.

:22:00.:22:07.

Everyone was proud to do their job. We were happy, we worked hard. We

:22:08.:22:13.

made sure it got done right. We produced quality stuff. But enter

:22:14.:22:18.

the North American Free Trade Agreement and the textile jobs that

:22:19.:22:26.

built this city disappeared. I think why Donald Trump initially grabbed

:22:27.:22:29.

so many people's attention, particularly mine, was his stance on

:22:30.:22:35.

trade, and he signalled out how that deal transformed industry in this

:22:36.:22:39.

country. It dead, don't let anyone tell you different. He had me right

:22:40.:22:44.

there. Donald Trump's message of jobs moving overseas resonates in a

:22:45.:22:48.

community that used to employ 20,000 people in textiles. Now it employs a

:22:49.:22:55.

few hundred, and they all work here. Columbus today has a charming small

:22:56.:23:01.

town feel. The downtown pays tribute to it textile history, old mills

:23:02.:23:05.

having been turned into a pep lofts, and even the river, the reason so

:23:06.:23:11.

many textile mills came here in the first place has become a place for

:23:12.:23:17.

play -- us. This city's resilience is due to people like Jimmy who is

:23:18.:23:22.

attracting industries outside of textiles to Columbus and was doing

:23:23.:23:26.

so long before any trade deals were made. When you have over 50% of your

:23:27.:23:30.

workforce concentrated in one industry, that could become an

:23:31.:23:34.

unhealthy situation. None of us anticipated we would lose all of our

:23:35.:23:39.

textile jobs, but when it did happen we were down the road towards the

:23:40.:23:43.

diversification we were seeking. This is a city that has largely been

:23:44.:23:47.

able to survive the decline of the manufacturing industry. But many

:23:48.:23:51.

cities have not. The challenge for the next president will be to move

:23:52.:23:58.

past trade deals which have hurt many Americans whilst still

:23:59.:24:01.

confronting the realities of this country's increasingly global

:24:02.:24:08.

economy. Samira Hussain, BBC News, Columbus, Georgia. Thanks to Samira

:24:09.:24:12.

for that. I have had a word with the screen and I think it will behave

:24:13.:24:16.

itself no for our move to the newsroom in Washington, DC. A couple

:24:17.:24:23.

more questions for Anthony. Mike in the UK asks, why is the FBI

:24:24.:24:25.

announcing this investigation now? Why was it not aware of these

:24:26.:24:30.

e-mails? Apparently the director of the FBI only became aware of these

:24:31.:24:34.

e-mails recently. The FBI itself discovered them about two weeks ago

:24:35.:24:38.

in an unrelated investigation, and to draw the lines here, it was a

:24:39.:24:48.

former member of Congress's estranged wife who was... He was

:24:49.:24:55.

apparently using a laptop to send messages to a 15-year-old girl which

:24:56.:24:58.

is what sparked the investigation. When they looked at that laptop they

:24:59.:25:02.

discovered e-mails that may be related to Hillary Clinton's server

:25:03.:25:06.

then they inform their higher ups in the FBI and it worked its way all

:25:07.:25:09.

that the chain to the director who made the call on Friday and he

:25:10.:25:12.

decided he was going to announce this 11 days before the election. So

:25:13.:25:18.

apparently reopened this when no one apparently reopened this when no one

:25:19.:25:22.

was expecting it. We will leave it there and come back to you in the

:25:23.:25:25.

next hour with more questions. Thank you very much, Anthony live with us

:25:26.:25:30.

from Washington, DC. I can see questions coming in about the

:25:31.:25:33.

electoral college, and also about the tone of this campaign and

:25:34.:25:36.

whether perhaps it is worse than previous campaigns we have seen so

:25:37.:25:39.

we will speak about that. If you have questions on any part of the US

:25:40.:25:44.

election, this is the hashtag. If you are on Twitter, and you can also

:25:45.:25:48.

reach me with the e-mail address or on social media. The e-mail address,

:25:49.:25:52.

you will see that on the screen as we go along. I will be back with you

:25:53.:25:54.

in a couple of minutes'

:25:55.:25:55.
