moment. That has got to be a good thing. | :00:00. | :00:00.
Tonight, on Reporting Scotland: The internet films that police in | :00:00. | :00:12.
Scotland hope will improve their public image, after scandals | :00:13. | :00:16.
elsewhere in the UK. An EU decision means cross-border | :00:17. | :00:19.
private pensions will cost more if Scotland votes for independence. | :00:20. | :00:26.
The Rangers chairman warns the club could go bust, if fans withhold | :00:27. | :00:30.
season-ticket money. And the battle to keep our beaches | :00:31. | :00:34.
clean - there's been some improvement, but the amount of | :00:35. | :00:35.
litter remains shockingly high. Good Evening. The organisation | :00:36. | :00:55.
representing rank and file police officers in Scotland has spent | :00:56. | :00:58.
?100,000 in an attempt to "decontaminate" the service from | :00:59. | :01:01.
scandals in other UK forces. The Scottish Police Federation has | :01:02. | :01:04.
released three films online, which show the work police officers do, in | :01:05. | :01:07.
a bid to improve perceptions of the force after allegations of | :01:08. | :01:09.
corruption and wrongdoing, particularly in the Metropolitan | :01:10. | :01:20.
Police. Tim Reid has this exclusive report. | :01:21. | :01:34.
You are scum! Just go home. Calm down! | :01:35. | :01:41.
A powerful message about the scenarios about the judgements and | :01:42. | :01:43.
that they must police face every day. -- dilemmas. The film as part | :01:44. | :01:53.
of a campaign to show that Scottish policemen are the good guys and not | :01:54. | :01:57.
the villains. The reason, pro-police morale because of incidents like the | :01:58. | :02:04.
plebgate A4 -- plebgate affair involving former Cabinet Minister | :02:05. | :02:07.
Andrew Mitchell which many believe has affected their image. | :02:08. | :02:13.
The Police Service has been coming under incredible criticism and | :02:14. | :02:16.
pressure. Particularly over the last 12 months. We are trying to | :02:17. | :02:21.
decontaminate the Scottish brands of policing from that which has been | :02:22. | :02:24.
heavily vilified in England and Wales. Following the murder of | :02:25. | :02:30.
Stephen Lawrence and claims of corruption, the Home Secretary | :02:31. | :02:34.
ordered a judge-led inquiry after a damning report. | :02:35. | :02:39.
It is imperative that public confidence and trust and the police | :02:40. | :02:42.
is maintained. I do not believe corruption to be | :02:43. | :02:45.
endemic and the police and it is clear that the majority of policemen | :02:46. | :02:48.
and women conduct themselves with honesty and integrity. Does Police | :02:49. | :02:53.
Scotland meat contaminated from such events? | :02:54. | :02:58.
The force refused to comment. The Scottish Police Federation | :02:59. | :03:04.
represents 13,000 rank and file officers and spent ?100,000 on three | :03:05. | :03:07.
new films to try to change public perceptions. The videos have been | :03:08. | :03:11.
shown to politicians at Scottish party conferences and reviewed by | :03:12. | :03:15.
thousands of people online. Today we shot them to a few more people but | :03:16. | :03:20.
are they necessary? Most people would be able to tell the difference | :03:21. | :03:23.
between the police force in England and the one up here. That is nothing | :03:24. | :03:29.
to do with us at all. I have always found the police men and women to be | :03:30. | :03:35.
extremely polite and professional. The Police Service in Scotland has | :03:36. | :03:41.
already gone under a huge overhaul with the merging of several | :03:42. | :03:44.
different units. But several headlines like these can impact | :03:45. | :03:49.
morale. They hope these videos will address that. | :03:50. | :03:53.
The EU has decided not to introduce legislation that would have made it | :03:54. | :03:56.
cheaper to operate private pensions in an independent Scotland. In a | :03:57. | :03:59.
surprising switch, the European Commission has decided to stick to | :04:00. | :04:02.
the current regulations on cross-border pension funds. Our | :04:03. | :04:06.
economics correspondent Colletta Smith is here to explain. What's | :04:07. | :04:13.
going on? Essentially this is about how much | :04:14. | :04:16.
people would have to put into private pensions at Scotland was to | :04:17. | :04:20.
vote Yes. Lots of schemes would become cross-border and EU rules say | :04:21. | :04:25.
they must be funded differently meaning that people would have to | :04:26. | :04:29.
pay more. A few weeks ago we had equal indication from the EU that | :04:30. | :04:32.
they would change that rule to mean that it would be cheaper to fund | :04:33. | :04:35.
those cross-border pensions, but today they have switched direction | :04:36. | :04:38.
and they have said that they will not change the rules. A lot of | :04:39. | :04:42.
industry experts say that the upcoming referendum could have a | :04:43. | :04:49.
huge impact. I believe that could have had a factor in this decision, | :04:50. | :04:53.
it is clearly less controversial to maintain the status quo than to make | :04:54. | :04:57.
a change that would have made Scottish independence somewhat | :04:58. | :05:04.
easier. Why this sudden switch? The EU say they are making sure that | :05:05. | :05:08.
pensions are securely funded, but whatever the reason, private | :05:09. | :05:12.
pensions are likely to become more expensive in an independent | :05:13. | :05:16.
Scotland, something the government you must address. This demonstrates | :05:17. | :05:21.
that things have not changed at all. In November we gave a clear | :05:22. | :05:25.
assurance that pensions would be delivered and supported within an | :05:26. | :05:30.
independent Scotland and the arrangements for strengthening the | :05:31. | :05:34.
financial health of cross-border schemes would be taken forward as | :05:35. | :05:37.
part of the negotiation process within the union. Pro-Union | :05:38. | :05:42.
campaigners on the other side of this debate say that the | :05:43. | :05:45.
announcement today as a blow for the Scottish Government's plans | :05:46. | :05:48.
post-independence. You're watching Reporting Scotland | :05:49. | :05:51.
from the BBC. Still to come on tonight's programme: Could Glasgow | :05:52. | :05:54.
benefit as well as Manchester did from hosting the Commonwealth Games | :05:55. | :05:58.
12 years ago? In sport: Rangers' chairman warns | :05:59. | :06:04.
the club could go bust if fans withhold season-ticket money. We'll | :06:05. | :06:08.
have the details. And Celtic are Premier League | :06:09. | :06:11.
champions, so what is their chief executive worried about? Find out | :06:12. | :06:16.
later. A group of senior financiers have | :06:17. | :06:19.
written a public letter criticising their trade body, Scottish Financial | :06:20. | :06:22.
Enterprise, for its sceptical approach on independence. They say | :06:23. | :06:26.
it doesn't reflect the balance of opinion within the industry. Our | :06:27. | :06:30.
business and economy editor Douglas Fraser has this report. | :06:31. | :06:38.
Scottish Financial Enterprise represents the finance industry and | :06:39. | :06:43.
while it believes many questions cannot be answered ahead of the | :06:44. | :06:47.
referendum in September, today it published a briefing for its members | :06:48. | :06:48.
seeing the following... More positively it believes Scotland | :06:49. | :07:05.
would become a member of the union. If there was a Yes Lock, we would | :07:06. | :07:10.
enter a period of discussion during which these important questions get | :07:11. | :07:15.
answered. For us, it is important to recognise and explain to our members | :07:16. | :07:20.
just how this process is going to unfold. With a strong Scottish | :07:21. | :07:24.
presence particularly here in Edinburgh, this is an industry that | :07:25. | :07:29.
is heavily regulated by government and its agencies and with most of | :07:30. | :07:32.
its customers and other areas of the UK, it has most -- more questions | :07:33. | :07:37.
than other sectors regarding what independence would involve. It has | :07:38. | :07:43.
said it is a neutral voice for the industry but critics argue this is | :07:44. | :07:46.
not the view of the Scottish Financial Enterprise board. It has | :07:47. | :07:48.
been said that... The single-minded focus of the | :07:49. | :08:07.
negative aspects of a Yes vote and the breath which purports to be an | :08:08. | :08:13.
partial, it is a very strange breath that is expressed in these terms and | :08:14. | :08:17.
only comes out with one possible set of scenarios and they are all | :08:18. | :08:24.
negative scenarios. Finance is a big employer and earn and it is fatal to | :08:25. | :08:27.
other businesses as well so there are high-stakes involved in winning | :08:28. | :08:31.
the battle for this sector. The amount of litter on Scotland's | :08:32. | :08:34.
beaches is still shockingly high, according to the Marine Conservation | :08:35. | :08:37.
Society. Their latest beach survey claims there are two pieces of | :08:38. | :08:40.
rubbish for every metre of shoreline, although there has been | :08:41. | :08:42.
some improvement. Cameron Buttle reports. | :08:43. | :08:52.
This latest report says there has been a small drop in the amount of | :08:53. | :08:54.
litter found on beaches across Scotland. But it is a small drop and | :08:55. | :09:00.
the latter is still a big problem. Here in the speech on Edinburgh, | :09:01. | :09:04.
volunteers picked up 15 bags worth of rubbish within one day. 2268 | :09:05. | :09:12.
teams. In total, 45 beaches were served last September. One of the | :09:13. | :09:19.
worst was in Aberdeen were more than 2845 pieces of litter were collected | :09:20. | :09:24.
in one day. Proof, say those behind the report, that there is no room | :09:25. | :09:28.
for complacency with that small drop in the national figures. We still | :09:29. | :09:32.
have an average of two items per litter per beach and that is a | :09:33. | :09:36.
wake-up call that we have a long way to go to make our beaches litter | :09:37. | :09:41.
free. The report says most of the rubbish was simply dropped by | :09:42. | :09:44.
members of the public, some of it came from shipping and fishing, but | :09:45. | :09:50.
most worrying for environmentalists, as the large amount of | :09:51. | :09:52.
non-biodegradable material that is being flushed out of toilets at home | :09:53. | :09:56.
and eventually gets washed up upon the shore. | :09:57. | :10:00.
A look at other stories from the across the country: Dundee's video | :10:01. | :10:04.
games companies are set to benefit from new tax relief measures for the | :10:05. | :10:08.
UK industry. The European Commission has approved | :10:09. | :10:11.
the support for the sector, following a long campaign. Dundee is | :10:12. | :10:15.
home to around 40 video games producers. | :10:16. | :10:19.
Hundreds of North East schoolchildren have been learning | :10:20. | :10:21.
about the dangers of so-called "legal highs" at an event in | :10:22. | :10:25.
Aberdeen. It's the first awareness session of its kind by Police | :10:26. | :10:29.
Scotland, who hope to roll it out across the country. They have a | :10:30. | :10:37.
simple message: it is not illegal and it is not safe and it could lead | :10:38. | :10:41.
to a criminal conviction for yourself or worse, leads to the | :10:42. | :10:46.
death of you or a loved one. Another five birds of prey have been | :10:47. | :10:49.
found dead in the Conon Bridge and Muir of Ord area, bringing the total | :10:50. | :10:53.
number over the past week to 11. Their bodies have been sent to a | :10:54. | :10:56.
specialist laboratory for tests. Meanwhile, police are asking the | :10:57. | :11:00.
public to contact them, if they find any more. | :11:01. | :11:02.
Measures to improve dog control have been considered at a summit. | :11:03. | :11:04.
Politicians, dog experts and animal welfare charities were looking at | :11:05. | :11:07.
new schemes, including compulsory microchipping. They also discussed | :11:08. | :11:12.
how existing laws could be better enforced to keep dogs under control. | :11:13. | :11:17.
Scottish Borders Council has approved plans to move its schools | :11:18. | :11:22.
to a four-and-a-half-day week. The proposal will see all the region's | :11:23. | :11:25.
primary and secondary schools close at lunchtime on Fridays. | :11:26. | :11:34.
This week we've been looking at how Glasgow's East End is changing | :11:35. | :11:37.
because of the Commonwealth Games. Today, in the last part of our | :11:38. | :11:40.
series, our Games reporter, Lisa Summers, has been to Manchester. | :11:41. | :11:46.
It's been 12years since they played host to the Commonwealth Games, and | :11:47. | :11:50.
many say it was the city that set the precedent of creating a "legacy" | :11:51. | :11:52.
from a major sporting event. Like Glasgow, Manchester is a city | :11:53. | :12:06.
built on heavy industry. It has issues of poverty and high | :12:07. | :12:10.
unemployment and it is a city that likes it's sport. In 2002, the | :12:11. | :12:17.
Commonwealth Games kicked off a huge regeneration project. The stadium, | :12:18. | :12:25.
once a coal mine, was a Velodrome. Steelworks and the chemical factory | :12:26. | :12:28.
were turned into a sports city for the games. This is the heart of | :12:29. | :12:36.
where the Commonwealth Games arrived in Manchester. Manchester City | :12:37. | :12:41.
football club is located here now. There is also tennis, athletics and | :12:42. | :12:45.
across the road, behind these new flats, as the Velodrome, home to the | :12:46. | :12:49.
British cycling team and 12 years later, as you can see, they are | :12:50. | :12:56.
still developing. What the Commonwealth Games gave us and this | :12:57. | :13:01.
sports city gave us was a focus for regeneration and it gave people | :13:02. | :13:05.
pride and the Elia and the belief that the at a future. What we have | :13:06. | :13:08.
seen 12 years later as notwithstanding the recession, | :13:09. | :13:14.
regeneration is continuing. Across the road from these facilities, the | :13:15. | :13:18.
picture is not quite so rosy. In Clayton, the crime rate is double | :13:19. | :13:22.
the national average and unemployment remains incredibly | :13:23. | :13:26.
high. Andrea and Corine our neighbours. They are not impressed | :13:27. | :13:38.
with the legacy of Games. There are plenty of people still unemployed. | :13:39. | :13:42.
If you are going to build something to benefit the community, you should | :13:43. | :13:48.
make sure there are jobs first. They are positive about the sporting | :13:49. | :13:52.
facilities, the Velodrome has been a huge success with waiting lists for | :13:53. | :13:58.
taster sessions. The transport infrastructure has also allowed the | :13:59. | :14:01.
whole of Manchester to reap the benefits. It has managed to | :14:02. | :14:06.
regenerate the east of the city and to pull in Manchester City football | :14:07. | :14:09.
club and also greeted some of the jobs they wanted to create although | :14:10. | :14:14.
she was involved. Manchester's is viewed as a success story and | :14:15. | :14:17.
despite the recession development continues. The Commonwealth Games | :14:18. | :14:22.
can provide an opportunity for regeneration, the question is for | :14:23. | :14:26.
Glasgow, will it lead to lasting change? | :14:27. | :14:30.
Let's get the sport now. The chairman of Rangers is warning | :14:31. | :14:33.
the club could go bust if - as threatened - supporters withhold | :14:34. | :14:37.
season-ticket money. That's after figures for the last six months of | :14:38. | :14:41.
2013 show the club made a loss of ?3.5 million. Eilidh Barbour has | :14:42. | :14:48.
more. Success on the pitch, is just two | :14:49. | :14:54.
weeks ago, Rangers secured back-to-back promotions. Behind the | :14:55. | :14:59.
scenes, concerns over the financial stability continue. Two years on | :15:00. | :15:03.
from liquidation and administration. This led to around | :15:04. | :15:13.
21 2p. The plot had been cut by around ?10 million. Fast forward to | :15:14. | :15:19.
the end of last year, entered a's report shows a worryingly barren | :15:20. | :15:23.
bank account of only ?3.5 million. It leads the obvious question that | :15:24. | :15:29.
where did the money go? That is a question without much of their own | :15:30. | :15:32.
ends up. Season-ticket money is becoming more important to the | :15:33. | :15:38.
financial future of the club. As some supporters continue to withhold | :15:39. | :15:41.
that season-ticket money until certain assurances are met, it means | :15:42. | :15:46.
Rangers are teetering close to another financial crisis. If they | :15:47. | :15:50.
didn't get the season-ticket money, they would have to go to external | :15:51. | :15:53.
investors. It would be expensive money, and arguably, investors may | :15:54. | :15:59.
get a large football club like Rangers with no ongoing fan support | :16:00. | :16:03.
and may not see it as a good investment. The fans who support the | :16:04. | :16:10.
idea maintain the decision is now down to the board to accept their | :16:11. | :16:16.
demands. The journey to return to the top of Scottish football | :16:17. | :16:20.
continues on the pitch. Off it, it seems to be less clear-cut. | :16:21. | :16:26.
Neil Lennon says winning this year's Scottish Premiership title is the | :16:27. | :16:29.
best of his Celtic managerial career. The 5-1 win over Partick | :16:30. | :16:32.
Thistle last night secured Celtic the top flight title for the third | :16:33. | :16:35.
year in a row. But will Lennon's achievements attract clubs | :16:36. | :16:37.
elsewhere? The Celtic chief executive Peter Lawwell hopes not. | :16:38. | :16:42.
John Barnes reports. The Championship is Celtics for a | :16:43. | :16:50.
third successive season! It is number 45 in total. Winning the | :16:51. | :16:54.
Championship with seven games to spare make this a moment to savour | :16:55. | :17:00.
for the Celtic manager. This is the best campaign I've had as a | :17:01. | :17:07.
manager. We've won over 30 games. We've kept clean score sheets. The | :17:08. | :17:13.
alarm bells were ringing for Partick this all after the opening goal. | :17:14. | :17:16.
Liam Henderson scored his first goal for Celtic to make it 2-nil. Stefan | :17:17. | :17:25.
Johansen added a third. Christie Elliott could've pulled back for | :17:26. | :17:27.
Thistle, but it was all about Celtic. In the first few minutes, | :17:28. | :17:32.
Anthony Stokes claimed his second of the evening, for Kris Commons | :17:33. | :17:36.
Rhapsody number five. It was his 27th goal this season. Celtic got a | :17:37. | :17:43.
proper lap of honour, but that could not spoil another joyous night. How | :17:44. | :17:47.
long can they hold on to the successful manager? There have mean | :17:48. | :17:53.
no approaches for him yet. He is a great manager. Celtic is a big part | :17:54. | :17:58.
of Neil Lennon, as much as Neil Lennon is a big part of Celtic. I'm | :17:59. | :18:06.
hopeful that Celtic can provide his ambitions and aspirations as a young | :18:07. | :18:11.
manager. The answer now is whether Neil Lennon and Celtic will run off | :18:12. | :18:14.
and make it four in a row next season. | :18:15. | :18:16.
And you can see more of Celtic versus Partick Thistle and all the | :18:17. | :18:19.
mid-week Premiership action in Sportscene at 11:20 tonight on BBC | :18:20. | :18:20.
One. Now, a look at what else is | :18:21. | :18:28.
happening across Scottish sport. Andy Murray will drop to number | :18:29. | :18:33.
eight in the world rankings. That is after losing in straight sets to | :18:34. | :18:39.
Novak Djokovic in the Miami Masters. I was trying to come forward with | :18:40. | :18:48.
it. My game is not far from where I wanted to be. Scholar will take part | :18:49. | :18:53.
in a new European nations lead from 2018. It will involve all 54 embers | :18:54. | :18:58.
of UEFA in four divisions. But it is not a replacement for the Euro | :18:59. | :19:06.
Championship. United a four points behind after Caledonian's goal made | :19:07. | :19:12.
it easy for Ryan to score. The hearts manager says Sunday 's | :19:13. | :19:17.
Edinburgh derby is just like any other. Defeat could mean that the | :19:18. | :19:21.
hearts are relegated. It is not one game that will put, cuts down. We | :19:22. | :19:28.
just have to call down. -- Hearts down. Why-mac you can see more on | :19:29. | :19:36.
the BBC sport website. That is all from me. | :19:37. | :19:42.
Weather now, and Chris is at the map - you've had some extra help with | :19:43. | :19:45.
your forecast today, Chris? Yes. Before I give you tonight's | :19:46. | :19:48.
forecast, here's the story of how it's made - as told by the pupils of | :19:49. | :19:52.
Craigholme School in Glasgow as part of the BBC's School Report. | :19:53. | :20:06.
I'm safely. We are all BBC news sports reporters. Witham we've done | :20:07. | :20:12.
a report about the weather. We've come to Glasgow to find out how the | :20:13. | :20:16.
forecast is put together at BBC. First, the weather office. How do | :20:17. | :20:20.
you find out what the weather will be? We speak to the Met Office and | :20:21. | :20:27.
the BBC weather Centre in London. We talk to them about five or six times | :20:28. | :20:31.
a day. We hold phone conferences. It is looking up at the model says, | :20:32. | :20:36.
what the computer says, and also the human meteorologists. Can you give | :20:37. | :20:41.
us any presenting tips? The best tip is to keep it simple. It is all very | :20:42. | :20:46.
well to talk about meteorology and be a mass and weather fronts and | :20:47. | :20:49.
everything that goes together to make the forecast, but unless you | :20:50. | :20:53.
will die down into whether it will be hot, dry, wet cold windy, it | :20:54. | :20:59.
doesn't mean much to the audience. The graphics are made up, and it is | :21:00. | :21:03.
now time to go to the newsroom to put it on air. Now we know how it's | :21:04. | :21:10.
done, it is talking about Scotland's ever-changing weather in | :21:11. | :21:15.
front of a green screen. This is BBC school news report. | :21:16. | :21:20.
Didn't they do well? Lets see if I can listen to my own advice and keep | :21:21. | :21:21.
it simple. The radar shows showers from east to | :21:22. | :21:32.
west. Those should fade away meaning tonight is largely dry. Fairly | :21:33. | :21:38.
cloudy. That cloud always big enough across eastern coastal parts to | :21:39. | :21:41.
produce featherlight patchy rain. There is drizzle further west. It is | :21:42. | :21:45.
dry overnight. But you first through the central and north west | :21:46. | :21:49.
Thailand's, but whether cloud themes and brakes, temperatures around four | :21:50. | :21:54.
or five Celsius. Tomorrow, it is fairly cloudy, especially around | :21:55. | :21:58.
Aberdeen and the Borders. Rather chilly here. Perhaps one or two like | :21:59. | :22:02.
outbreaks of rain. Once again, bright and sunny. Western parts of | :22:03. | :22:07.
the country are generally dry tomorrow, but there it slight fly in | :22:08. | :22:12.
the ointment is around the Borders. Some thicker cloud and outbreaks of | :22:13. | :22:17.
rain. Cold along the east coast with that easterly breeze. Seven or eight | :22:18. | :22:21.
degrees. North of Glasgow, it will be warm. Ten or 11, maybe 12 | :22:22. | :22:27.
Celsius. Around the Murray Firth, again, we see the effects of the | :22:28. | :22:31.
North Sea producing thicker cloud, and once again for the Northern | :22:32. | :22:35.
Isles, some cloudy skies with one or two light showers. We hold onto that | :22:36. | :22:38.
as we head towards Friday night. The weekend, the MS graphic. Let's keep | :22:39. | :22:43.
it simple. Mild air waking up from the south. -- the air mass graphic. | :22:44. | :22:52.
It will stay rather chilly. Some thicker cloud across the south-west | :22:53. | :22:59.
corner. On Saturday, it is a 3-way split. Ticket cloud, but in central | :23:00. | :23:05.
parts, largely dry. In the east, that cloud is big. Low cloud at | :23:06. | :23:10.
times. In the sunshine, the mid-teens. Dry bright and sunny for | :23:11. | :23:15.
Sunday. West is best for the weather on Sunday. Further east to are, | :23:16. | :23:20.
cooler and Deb at times. The simple forecast. | :23:21. | :23:23.
Now a reminder of tonight's main news: The UK's major energy | :23:24. | :23:26.
companies are to face a full-scale investigation into whether customers | :23:27. | :23:29.
are getting a fair deal. They've been referred to the | :23:30. | :23:32.
Competition and Markets Authority following public criticism and | :23:33. | :23:34.
political pressure over soaring bills. | :23:35. | :23:39.
And the Scottish Police Federation has launched a video campaign to | :23:40. | :23:42.
improve the public perception of the force after allegations of | :23:43. | :23:44.
corruption and wrongdoing, particularly in the Metropolitan | :23:45. | :23:48.
Police. And that's Reporting Scotland. I'll | :23:49. | :23:51.
be back with the headlines at 8.00, and the late bulletin just after the | :23:52. | :23:55.
Ten O'Clock News. Until then, from everyone on the team - right across | :23:56. | :23:58.
the country - have a very good evening. | :23:59. | :24:02. |
