Police have identified what were described as knowledge

in Scotland's counter-terrorism strategy,

The Scottish Police Authority says it was uploaded

It reveals that police found knowledge gaps in some councils,

which it expects will be replicated elsewhere.

Counter-terrorism training tools are now being developed for people

such as health workers, police and teachers.

The First Minister Nicola Sturgeon has warned there is some distance

left to travel before the financial deal underpinning

Ms Sturgeon told the Andrew Marr Show

that the Scottish government is busting a gut to agree a deal

A 43-year-old man has been arrested after armed police

were called to an incident in Peterhead.

The police described it as a disturbance,

and were involved in negotiations to bring about a peaceful conclusion.

No-one was injured, and police said there had been no threat

More talks are to take place to try to settle a row over how

the Scottish Government funds councils.

The Government had to move back the deadline for accepting

Many councils say they'll be receiving less cash than they'd

originally expected and want more details.

Here's our local government correspondent Jamie McIvor.

Around 100 days to the Holyrood election and council funding looks

set to become a big issue. One question is whether the council tax

needs to be replaced. Another is more immediate. Many councils still

have concerns over this year's government funding offer which is

tougher than most anticipated. About 75% of the budgets that local

authorities have spent on education, health and social peer, we have been

told that they are priorities, they have got to be protected. Any cuts

that come have to come and the other 25%, libraries, leisure centre,

roads. Overall, councils are facing cuts this year. The reason the

council tax freeze do not hurt people is that good people do not

pay council tax. It does help that of people because housing has not

been be valued for the last 25 years. People living in the most

expensive properties, their taxes have not changed. The First Minister

vigorously defended this year's funding offer. In terms of overall

revenue expenditure of local authorities, they're looking at a 2%

reduction before we take account of additional resources for social

care, additional resources through the attainment fund. So far, one

councillors has to put up the council tax and another lost or the

government it cannot accept of current funding offer. More may
