That's all from the BBC News at Six so it's goodbye from me

:00:00.:00:00.

and on BBC One we now join the BBC's news teams where you are.

:00:00.:00:00.

Hundreds of jobs at risk as Texas Instruments,

:00:07.:00:09.

one of Scotland's last big electronics companies,

:00:10.:00:11.

The news is described as a shattering blow to the area.

:00:12.:00:16.

Also on the programme: Holyrood's Forth Road Bridge inquiry

:00:17.:00:18.

is told that engineers wanted to replace the component

:00:19.:00:21.

which broke, causing its closure, five years ago.

:00:22.:00:26.

Hundreds of people are evacuated from their homes in parts

:00:27.:00:29.

of the Borders, after severe flood warnings were issued.

:00:30.:00:34.

Measures to protect Scotland's undersea world come up

:00:35.:00:37.

against fishermen worried about their livelihoods,

:00:38.:00:39.

And Andy Murray is into the semi-finals

:00:40.:00:45.

Older brother Jamie is also through in the doubles.

:00:46.:01:03.

The owners of one of the last big electronics factories in Scotland,

:01:04.:01:07.

Texas Instruments will phase out operations at their plant

:01:08.:01:11.

in Greenock over the next three years, putting hundreds

:01:12.:01:14.

They say production is being moved to more

:01:15.:01:18.

Work those leaving Texas instrument in Greenock this afternoon. At

:01:19.:01:36.

lunchtime, they were called to be a meeting to be told this plant is on

:01:37.:01:41.

borrowed time. Production work -- will be phased out in the next three

:01:42.:01:44.

years and the work moved to more efficient plants in Germany, Japan

:01:45.:01:49.

and North America. The plant, owned by National Semiconductor until five

:01:50.:01:53.

years ago, has been a major employer in the area for more than 40 years,

:01:54.:01:58.

making semiconductor chips for computers and phones. It still

:01:59.:02:04.

employs more than 365 and the site manager, who transferred from the

:02:05.:02:07.

previous firm, said in a statement this afternoon.

:02:08.:02:26.

The Provost of Inverclyde was working in this plant himself ten

:02:27.:02:31.

years ago. He is reeling from the news. As you know, over the last 20

:02:32.:02:40.

years, we have lost a lot of our manufacturing base. We had the

:02:41.:02:46.

shipyards, even IBM. They have all gone. Through the whole period, this

:02:47.:02:51.

plant was always there, and it is a real body blow to lose it. Texas

:02:52.:02:57.

Instruments says it will try to sell the plant off as a going concern,

:02:58.:03:02.

but now this global tech giant, one of the biggest manufacturers of

:03:03.:03:05.

semiconductor chips in the world, has decided to pull out, it may be a

:03:06.:03:10.

difficult task to find another company keen to move in.

:03:11.:03:18.

Has this come out of the blue? It certainly seems to have come as a

:03:19.:03:22.

major shock and surprise to people here. That is because, when this

:03:23.:03:29.

plant was taken over back in 2011, there were future plans and it was

:03:30.:03:32.

hoped it would go from strength to strength. But that has been -- not

:03:33.:03:38.

been the case, as of that meeting today. The local authority,

:03:39.:03:42.

Inverclyde Council, is setting up a task force. The Scottish Government

:03:43.:03:46.

has been in touch today to see if anything can be done. For the

:03:47.:03:51.

workforce, the 365 people who work here, it is a very glum night, even

:03:52.:03:55.

though they are being told the first redundancies will not happen until

:03:56.:03:57.

late in next year. Scotland's top law officer says

:03:58.:04:01.

he will not support attempts to bring private prosecutions

:04:02.:04:03.

against the drivers involved in two Frank Mulholland says in both

:04:04.:04:06.

the case of the Glasgow bin lorry crash in December 2014

:04:07.:04:10.

and an accident four years earlier, in which two friends died,

:04:11.:04:12.

he stands by his original decision The families involved can still ask

:04:13.:04:15.

the High Court in Edinburgh to allow You're watching Reporting

Scotland from the BBC. Still to come on

:04:22.:04:29.

tonight's programme: The underwater world

:04:30.:04:32.

around our coasts. Fishing crews say livelihoods

:04:33.:04:34.

are at risk by plans for a network In sport: Andy Murray's not the only

:04:35.:04:37.

Scot in a semi final We'll also find out why the England

:04:38.:04:43.

rugby coach says Scotland The first junior club to reach

:04:44.:04:50.

the last 16 of the Scottish Cup. Engineers in charge

:04:51.:05:05.

of the Forth Road Bridge's maintenance wanted to replace

:05:06.:05:07.

the component which broke, causing its three-week closure,

:05:08.:05:09.

five years ago, a committee of MSPs Former bridge engineer Barry Colford

:05:10.:05:12.

told the Holyrood inquiry into December's closure that

:05:13.:05:17.

funding wasn't available because other issues posing

:05:18.:05:20.

a greater safety risk These were the scenes at the end of

:05:21.:05:36.

last year, as the Forth Road Bridge was closed because of a problem with

:05:37.:05:41.

one of the links. At the time, there were claims that the planned work to

:05:42.:05:44.

replace them had been cancelled due to a lack of funding. Today, former

:05:45.:05:49.

bridge master Barry Colford told the enquiry he had put forward plans for

:05:50.:05:54.

the improvements but other projects have taken priority. We prepared the

:05:55.:05:58.

capital programme, the board approved it, and then we had to

:05:59.:06:05.

ensure that we got the money for that capital plan, and that involved

:06:06.:06:11.

negotiation and discussion with transport Scotland. Did transport

:06:12.:06:15.

Scotland pull the plug on the funding? The funding came from

:06:16.:06:20.

transport Scotland and the Scottish Government so the answer is

:06:21.:06:24.

self-evident. The Scottish Government said, before the bridge

:06:25.:06:28.

authority Fetter was scrapped, it was responsible for prioritising

:06:29.:06:33.

repairs and it made no approach about funding those links. Ministers

:06:34.:06:37.

maintain that the problem which led to the bridge closure would not have

:06:38.:06:41.

been predicted. Barry Colford agrees. We spent a lot of time

:06:42.:06:47.

looking at the trust and links. A lots of engineers were assisting us.

:06:48.:06:55.

We didn't foresee the issue with the pin sticking, if that is indeed what

:06:56.:07:01.

the mechanism for failure was. As the enquiry continues, engineers at

:07:02.:07:04.

the bridge are working around the clock to try to strengthen the

:07:05.:07:09.

affected area. HGVs are still not allowed to cross but the Scottish

:07:10.:07:13.

Government is hoping by mid-February it will be open once again to all

:07:14.:07:14.

vehicles. Scotland's Government and councils

:07:15.:07:16.

are currently trying to agree on budgets to fund

:07:17.:07:18.

our local services. Ministers say the offer they're

:07:19.:07:20.

proposing is tough, but fair. But just days ahead

:07:21.:07:23.

of the deadline for councils accepting the deal, the body

:07:24.:07:25.

which represents them has CoSLA says it might make raising

:07:26.:07:27.

council tax all but impossible. Our Local Government Correspondent

:07:28.:07:33.

Jamie McIvor is with me now. Why's that option potentially

:07:34.:07:38.

now off the table? Councils have been getting more

:07:39.:07:48.

details today of the funding offer from the Scottish Government and it

:07:49.:07:55.

seems that any that tried to put up council tax would lose substantially

:07:56.:07:59.

more than they had predicted, so any rise in council tax would have to be

:08:00.:08:04.

large to be effective, and CoSLA argues it is now so punitive to see

:08:05.:08:09.

how any council could risk and increase. The big question is what

:08:10.:08:14.

Moret council will do. It had proposed an 18% rise. They have the

:08:15.:08:19.

calculators out in Elgin this evening and I think we may hear from

:08:20.:08:24.

the councils. Why is it such a big issue this year? Many councils say

:08:25.:08:29.

they are facing bigger cuts this year than anticipated. They have

:08:30.:08:33.

until Tuesday to decide whether to accept the government offer. The

:08:34.:08:36.

government accepts it is challenging but argues continues -- includes

:08:37.:08:42.

money towards education and social care. This is certainly not over

:08:43.:08:48.

but, as things stand, the odds on the council tax freeze holding have

:08:49.:08:53.

suddenly shortened. Critics will ask what the price to be paid by local

:08:54.:08:55.

services will be. Hundreds of people were evacuated

:08:56.:08:57.

from their homes in parts of the Borders earlier, after severe

:08:58.:08:59.

flood warnings were issued. Waters in Hawick and Jedburgh peaked

:09:00.:09:02.

early in the afternoon but two severe flood warnings

:09:03.:09:04.

remain in place. By midday, the rain had stopped and

:09:05.:09:15.

it seems that the river has now peaked. As you can see, there is a

:09:16.:09:20.

huge amount of rainfall coming off the surrounding hills, flowing into

:09:21.:09:26.

the river achieve yet which is flowing down through the centre of

:09:27.:09:30.

Hawick. At one point, they thought the damage could have been worse

:09:31.:09:35.

than it was. Only a month ago when the area flooded during Storm

:09:36.:09:39.

Desmond. All the homes on the bank, 300 of them plus a local primary

:09:40.:09:42.

school, they were evacuated because of the fear of flooding. Scottish

:09:43.:09:48.

Borders Council and the emergency services felt they had no option but

:09:49.:09:53.

to launch their emergency plan. We got by on the skin of our teeth

:09:54.:09:57.

today. It was a close call. It shows how fast this river can run and how

:09:58.:10:02.

high it can go. It rose five feet within an hour this morning. There

:10:03.:10:07.

is real concern for the town. It seems that Hawick has escaped

:10:08.:10:12.

widespread flooding, as has nearby Jedburgh, which was badly affected

:10:13.:10:16.

today, with around 50 homes evacuated. This morning it was

:10:17.:10:19.

described as chaos across the Borders, with many roads closed. It

:10:20.:10:25.

seems to be getting back to normal as water levels drop but there are

:10:26.:10:28.

warnings for more severe weather later in the week.

:10:29.:10:29.

A mental health watchdog has called for a full review of services

:10:30.:10:32.

for adults with autism, following its investigation

:10:33.:10:34.

into the suicide of a woman in a care home.

:10:35.:10:36.

The woman, whom they refer to as Ms MN,

:10:37.:10:39.

had been placed in an establishment which only specialised

:10:40.:10:41.

It comes on the day that campaigners prepare to launch

:10:42.:10:44.

a new pressure group to improve patient safety.

:10:45.:10:47.

Our health correspondent Eleanor Bradford reports.

:10:48.:10:56.

Ms MN had severe Asperger's syndrome yet she was placed in a care home

:10:57.:11:03.

which didn't specialise in autism but in learning difficulties. Nobody

:11:04.:11:07.

from the hospital disgorging her this macro discharging her told the

:11:08.:11:13.

hospital she had tried to take her life twice. They were left to rely

:11:14.:11:17.

on the advice of a GP who hadn't met her and didn't have her medical

:11:18.:11:21.

history. Six weeks later, she took her own life, and there is concern

:11:22.:11:27.

her story might not be unusual. Be services for people with autism and

:11:28.:11:31.

Asperger's are patchy, especially for people with complex needs, like

:11:32.:11:36.

Ms MN. The issue of her being a square peg in a round hole, being

:11:37.:11:40.

fitted to services which were not able to meet her needs, is something

:11:41.:11:45.

we could -- we think could be happening to other people.

:11:46.:11:48.

Initially, hospital bosses didn't think there was a need for an

:11:49.:11:52.

investigation and, when they carried one out, it was positive about the

:11:53.:11:55.

standards of care and it felt there were no lessons to be learned. It

:11:56.:12:01.

comes as campaigners prepare to launch a new pressure group. They

:12:02.:12:05.

want an independent NHS regulator with the power to prosecute if

:12:06.:12:09.

necessary. The mental welfare commission is saying, we hope our

:12:10.:12:17.

recommendations will be taken up. Well, you know, I hope every week I

:12:18.:12:21.

am going to win the lottery. We need more than hoping and we need more

:12:22.:12:27.

than recommendations. 20 years ago, I was regulating and inspecting

:12:28.:12:31.

health care and care homes. I would look at this report and say, these

:12:32.:12:37.

are the type of incidents which should have been eliminated by

:12:38.:12:40.

application of the law a long time ago. The Scottish Government says it

:12:41.:12:45.

does have regulatory bodies, of which the mental welfare commission

:12:46.:12:48.

is one. It says much has changed since this case in 2012, although it

:12:49.:12:54.

recognises that care for adults with autism could be improved.

:12:55.:12:56.

Tax rises are rarely proposed before elections,

:12:57.:12:58.

but that's just what the Liberal Democrats are doing.

:12:59.:13:00.

They lost more than two thirds of their seats in the last Holyrood

:13:01.:13:03.

election, but they're saying a penny increase is now needed

:13:04.:13:06.

to save the education system from Scottish Government cuts.

:13:07.:13:09.

The SNP say they're investing in education and a tax increase

:13:10.:13:12.

Here's our political correspondent, Andrew Kerr.

:13:13.:13:24.

Is there any monsters? No monsters but another scary election ahead for

:13:25.:13:32.

Liberal Democrats, according to be polls. They might not be able to

:13:33.:13:37.

grasp power, but they are using a new Hollywood power to present what

:13:38.:13:41.

they think is a far-sighted plan for the education system. Cause it is so

:13:42.:13:47.

urgent, because the SNP are cutting so deeply into our schools and

:13:48.:13:52.

colleges, we need to make that investment. The Lib Dems have been

:13:53.:13:57.

here before. Up until 2012, they suggested a similar policy. The

:13:58.:14:01.

money from the income tax increase would be directed to a pupil premium

:14:02.:14:06.

for those needing extra help at school, an expansion of nursery

:14:07.:14:10.

education, a so-called repair the college system after cuts, and

:14:11.:14:14.

stopping cuts to councils, which impact on schools. The Lib Dems are

:14:15.:14:20.

trying to peg the SNP into a corner with this policy. Willie Rennie

:14:21.:14:24.

accuses the First Minister of talking left but acting right. The

:14:25.:14:31.

SNP tried 1p for Scotland in 1999 but the investment didn't pay off at

:14:32.:14:37.

the ballot box. Today, the party say they are investing in education

:14:38.:14:42.

without the need for tax increases. The government has put ?5 billion

:14:43.:14:47.

in. We have an extra ?100 million fund and I think we are targeting

:14:48.:14:51.

that in the right place to the right areas at the right time, and it is

:14:52.:14:54.

more important that we do that than the Lib Dems get a tax increase to

:14:55.:15:00.

the poorest. The Lib Dems say their plan is bold, raising ?475 million.

:15:01.:15:07.

They say it will not be poorest, who benefited from their tax changes in

:15:08.:15:11.

government. It may be a refreshingly different campaign.

:15:12.:15:13.

Fishermen have been protesting at Holyrood over

:15:14.:15:15.

the Scottish Government's plans for a network

:15:16.:15:17.

The issue has come under renewed scrutiny from MSPs,

:15:18.:15:20.

amid warnings fishing crews' livelihoods are at risk,

:15:21.:15:23.

and claims those in favour of the measures have been

:15:24.:15:25.

Our environment correspondent, David Miller, has more.

:15:26.:15:37.

Making a living from Scotland's stormy seas is not easy and fisher

:15:38.:15:43.

men fear these plans will make it harder still. The government was

:15:44.:15:51.

happy and then the Minister went against his own signs. It makes me

:15:52.:15:54.

angry the Scottish supporting the fishing industry.

:15:55.:16:02.

Fisher men from across the west coast came to Holyrood to make their

:16:03.:16:10.

views known. Supporters of the marine protected areas came as well.

:16:11.:16:15.

This is a bitter debate with strong views being expressed on both sides

:16:16.:16:20.

and today it is Holyrood's rural affairs committee which has found

:16:21.:16:25.

itself at the centre of the storm. The committee rejected a bid from

:16:26.:16:31.

Conservative MSP Jamie McGregor to scrap the planned fishing

:16:32.:16:32.

restrictions after hearing this warning. Many people have said they

:16:33.:16:39.

are too scared to speak out publicly or make their views known and I have

:16:40.:16:45.

urged them to do so. It has exacerbated affairs. Campaigners who

:16:46.:16:49.

backed Marine protected areas claim the support of anglers and creel

:16:50.:16:55.

fishermen. Do they have something to celebrate tonight? We will not be

:16:56.:16:59.

celebrating until we see a recovery in our inshore waters and we see a

:17:00.:17:08.

more mobile marine environment and we see fishermen being able to catch

:17:09.:17:14.

fish, a good variety of species and not being reliant on the Proms and

:17:15.:17:17.

the scallops we have seen for the last decade. Feelings are running

:17:18.:17:23.

high. The fight over the future of Scotland's sees seems far from over.

:17:24.:17:27.

A look at other stories from around the country.

:17:28.:17:31.

Shareholders in Shell have approved the takeover of the energy

:17:32.:17:33.

Both companies warn that the deal would lead to thousands

:17:39.:17:43.

:18:40.:18:43.

He only checked it when the driver told him about the unclaimed win

:19:16.:19:18.

Let's get all tonight's sport now from David.

:19:19.:19:25.

Don't want to jinx him, but Andy Murray's doing the business

:19:26.:19:28.

Andy Murray is through to yet another Grand Slam semi-final.

:19:29.:19:33.

He beat David Ferrer in four sets to reach his sixth

:19:34.:19:36.

It means Murray faces the world number 14 Milos Raonic

:19:37.:19:41.

And as Kheredine Idessane reports, it sets up the possibility

:19:42.:19:45.

If you do not have a ticket, grab whatever seeds you can. Scottish

gloom. With a storm on the way, how far could them and get before the

:20:05.:20:09.

roof was closed? He started well taking the first set with a single

:20:10.:20:14.

break of serve. The second set was the most competitive, going all the

:20:15.:20:19.

way with a tie-break which featured this 27 shot rally. The Spaniard won

:20:20.:20:24.

the point and went on to level the match. The next move was Andy

:20:25.:20:31.

Murray's breaking for a 3-1 lead, before taking a break from the

:20:32.:20:35.

elements. It was an interruption which suited the Scot as he saw out

:20:36.:20:41.

the set 6-2. He closed out the match in three hours and 20 minutes and

:20:42.:20:47.

reached a sixth semifinal. I am trying to get through all of the

:20:48.:20:51.

match is the best I can and today was the best match I played here,

:20:52.:20:56.

especially from the middle of the second set onwards it was when I

:20:57.:21:00.

started to play well. Hopefully that will stand me in good stead. A piece

:21:01.:21:03.

of history has been made in Melbourne.

:21:04.:21:20.

For the first time in the open era two brothers are through to the

:21:21.:21:22.

semifinals of the Australian open, singles and doubles. Scottish

Scottish treble with Helensburgh's Gordon Reid also through to the

:21:27.:21:27.

semifinal. wheelchair event semifinal.

:21:28.:21:29.

It's ten days till Scotland kick off the Six Nations rugby at home

:21:30.:21:32.

to England and it seems the mind games are underway.

:21:33.:21:35.

The new England head coach Eddie Jones says Scotland,

:21:36.:21:37.

and not his team, will start the match as favourites.

:21:38.:21:47.

Before the storm comes the calm and before the six Nations championship

:21:48.:21:54.

this is just that, pictures and posing at the official launch. This

:21:55.:21:58.

is all about the head coaches and the captains meeting the media. At

:21:59.:22:03.

the moment in this room it is Scotland's turn, that is why Greg

:22:04.:22:10.

Laidlaw is in the chair. It came off the Aussie boy. He is captain again,

:22:11.:22:15.

but he is a leader scarred after that controversial 1-point defeat to

:22:16.:22:19.

Australia in the World Cup quarterfinal. I will take that to

:22:20.:22:24.

the grave with me and I will say that truthfully. It is difficult to

:22:25.:22:29.

take, but we do not deserve anything and nobody will give us anything

:22:30.:22:33.

easy and nobody should feel sorry for us. Scotland's form in the World

:22:34.:22:40.

Cup was outstanding, they have got a settled team and a good coach who

:22:41.:22:44.

has been there for a while. We have come together and have only had six

:22:45.:22:49.

training sessions together, so there is enormous pressure on Scotland to

:22:50.:22:54.

perform, not so much ass. Mind games perhaps, we will have to wait

:22:55.:22:58.

another ten days to see if they will work.

:22:59.:23:01.

Linlithgow Rose have become the first team from the country's

:23:02.:23:03.

junior leagues to reach the last sixteen of the Scottish Cup.

:23:04.:23:06.

The West Lothian club knocked out SPFL club Forfar Athletic last night

:23:07.:23:09.

Going where no junior club has gone before. That goal by this man taking

:23:10.:23:30.

Linlithgow Rose to the fifth round. We were just running on empty,

:23:31.:23:35.

running on adrenaline. Luckily enough we got a wee break. Their cup

:23:36.:23:41.

road has been a long one with trips to Galashiels, Inverness, further

:23:42.:23:49.

north to play Wycombe Academy, and two for fur. Throw in postponements,

:23:50.:23:53.

replays and the abandonment of the original game against Forfar, and it

:23:54.:24:01.

has been epic. It is over 2000 miles and the amazing thing is for a

:24:02.:24:07.

junior team to get to the last 16 of the Scottish FA Cup shows the junior

:24:08.:24:12.

game is still in good heart. Destination Dingwall next, to play

:24:13.:24:17.

premiership club Ross County for a place in the quarterfinals. We will

:24:18.:24:25.

listen to the game plan and sell the game. But on the day anything can

:24:26.:24:31.

That is it from me. is not over yet. That is it from me.

:24:32.:24:46.

It is a wintry and cold night tonight on the card and thank you to

:24:47.:24:54.

our viewer for the picture. It is chilly and there are frequent wintry

:24:55.:24:59.

showers. This is the chart and there either showers, most of them in the

:25:00.:25:05.

West. A few further east, but also dry conditions in Aberdeenshire and

:25:06.:25:08.

down towards the Borders, Dumfries and Galloway. Temperatures are low

:25:09.:25:13.

and in the countryside it is below zero. Tomorrow it is a windy start

:25:14.:25:21.

and we still have that warning for eyes across western parts of the

:25:22.:25:26.

country. Further east we will see a few showers with brighter weather

:25:27.:25:30.

through the course of the day until mid afternoon when we see this band

:25:31.:25:35.

of heavier and more persistent rain arrived. In the afternoon any dry

:25:36.:25:39.

weather is in the far east across East Lothian and five, Angus and

:25:40.:25:45.

Aberdeenshire. Further west it is wet and windy. The snow is really

:25:46.:25:53.

just on the tops of the mountains. Still dry in Aberdeenshire and the

:25:54.:25:57.

northern islands and Caithness, but it is windy. We have a Met Office

:25:58.:26:02.

warning in force because there is the potential for further localised

:26:03.:26:05.

flooding with difficult conditions on the roads. A second pulse of wet

:26:06.:26:13.

weather arrives as we had overnight Thursday into Friday. It is all

:26:14.:26:17.

connected to this area of low pressure in the far north and not

:26:18.:26:21.

only does that mean very wet weather, it means very windy weather

:26:22.:26:27.

as well. On Friday it is a wet start and then showers with bright spells.

:26:28.:26:32.

But you are likely to seek gale force gusts in the mainland and in

:26:33.:26:38.

the Northern Isles potentially storm force gusts and the temperatures

:26:39.:26:41.

take a tumble as we head through the day. That sounds grim. That is all

:26:42.:26:50.

from us and I will be back with the headlines at eight and more Scottish

:26:51.:26:54.

news, sport and weather in the late bulletin just after the ten o'clock

:26:55.:26:58.

News. Until then, have a very good evening.

:26:59.:27:01.
