the flight soon after take-off. And, this month, the crew | :06:22. | :06:26. | |
of an American fighter jet were "disorientated" when a laser | :06:27. | :06:28. | |

that anything that is as dangerous as that, that could bring down | :07:21. | :07:24. | |
aircraft, is something that should not be available for sale, either in | :07:25. | :07:28. | |
the hands of idiots or in the hands of people with malice, who are | :07:29. | :07:34. | |
terrorists? I agree with the noble lord. There are of course many | :07:35. | :07:41. | |
legitimate uses in the professional field, research, construction and | :07:42. | :07:47. | |
consumer products. But our primary concern, as is his, is with laser | :07:48. | :07:51. | |
pointers, where we agree that the need for powerful lasers is | :07:52. | :07:55. | |
questionable and we will take that into account and looking at a | :07:56. | :08:00. | |
legislative option. Is not the problem that the lasers are illegal | :08:01. | :08:09. | |
for sale in this country? They are powerful ones. So the problem is | :08:10. | :08:13. | |
they are bought on the Internet. They are illegal for certain this | :08:14. | :08:17. | |
country. Should we not look at ways of making them illegal to buy? | :08:18. | :08:23. | |
Technology does of course exist to counter laser dazzle and has been in | :08:24. | :08:28. | |
use with the military for some time. I saw a report that Airbus was | :08:29. | :08:33. | |
examining the use of protective film on its windscreens last year. Can | :08:34. | :08:40. | |
she update the house on whether this technology has got to? We are also | :08:41. | :08:46. | |
looking at this technology for exactly the reason the noble lord | :08:47. | :08:58. | |
suggests. The possibility of putting film on aircraft is being progressed | :08:59. | :09:04. | |

has been limited to aircraft. Is the problem not one that also affects | :09:11. | :09:16. | |

time before somebody dies. The problem is that the government | :09:22. | :09:24. | |
reacted very positively when the select committee made its report. | :09:25. | :09:28. | |
There is an action plan and nothing has happened. Whilst nothing is | :09:29. | :09:33. | |
happening, we can be sure that everything is happening in the other | :09:34. | :09:36. | |
countries that are manufacturing drones. Can I ask the Minister to | :09:37. | :09:42. | |
try and get some effort into this, because otherwise we will be in a | :09:43. | :09:47. | |
sad situation. I always like a challenge and I will certainly take | :09:48. | :09:50. | |
that challenge back. And it is important in these areas to work | :09:51. | :09:58. | |
with the EU and globally because there are now no boundaries and | :09:59. | :09:59. | |
safety has to go beyond UK. The Government has been | :10:00. | :10:04. | |
challenged over a decision by the security company G4S | :10:05. | :10:07. | |
to sell its Children's Services business, including the contract | :10:08. | :10:09. | |
to manage two secure units, one at the centre | :10:10. | :10:11. | |
of abuse allegations. The centres are at Oakhill | :10:12. | :10:13. | |
in Buckinghamshire, G4S sacked five members | :10:14. | :10:15. | |
of staff at Medway, G4S sacked five members | :10:16. | :10:18. | |
of staff at Medway, following a | :10:19. | :10:20. | |
BBC Panorama investigation. That move comes as a review of | :10:21. | :10:22. | |
youth justice services in England and Wales | :10:23. | :10:24. | |

there and that another training centre. I was surprised to learn | :10:53. | :10:57. | |
that they are able to sell their contacts to other private companies. | :10:58. | :11:04. | |
-- G4S has decided. They have an appalling record. Isn't the fact | :11:05. | :11:08. | |
they are allowed to sell their contracts rewarding their failure? | :11:09. | :11:14. | |
Absolutely not. It is our responsibility to ensure that | :11:15. | :11:18. | |
children are kept in circumstances which are decent and enable them to | :11:19. | :11:23. | |
have the opportunity to reintegrate. It is at the result of youth Justice | :11:24. | :11:29. | |
board monitoring and the work of my improvement board and as a result of | :11:30. | :11:33. | |
the wider work that Charlie Taylor has taken forward who we are | :11:34. | :11:38. | |
monitoring very carefully the health and welfare of children in all of | :11:39. | :11:41. | |
our secure training centres. And it will be the case that my department | :11:42. | :11:45. | |
will have the ability to scrutinise any organisation that takes over the | :11:46. | :11:49. | |
running of the centres, in order to make sure children are safe. I asked | :11:50. | :11:56. | |
how many find they had received since 2010 and how many times they | :11:57. | :12:04. | |
had breached their contracts. I have yet to receive a letter. I have | :12:05. | :12:07. | |
asked to written questions and still nothing. It beggars belief that this | :12:08. | :12:13. | |
information isn't immediately available to ministers on a contract | :12:14. | :12:16. | |
of this size. There is a question about what internal row is going on | :12:17. | :12:22. | |
