responsibility for killing her. Those are the headlines for you. Now | :00:00. | :00:22.
it's over to the business news. A big surprise in China as exports and | :00:23. | :00:29.
imports shoot up. What does it mean? And it's the latest technology gold | :00:30. | :00:34.
rush. Health apps that claim they measure everything from diabetes to | :00:35. | :00:39.
glucose levels. Is it time for regulation? Hello and a warm welcome | :00:40. | :00:46.
to this edition of World Business Report. | :00:47. | :00:48.
In a moment, we'll look at the state of the Greek economy. But first to | :00:49. | :00:53.
China where exports unexpectedly fell in March while inport growth | :00:54. | :00:56.
was the weakest in 13 months. However, the country's Customs | :00:57. | :01:02.
Bureau sounded an optimistic note saying that it saw a pick`up due to | :01:03. | :01:06.
an improving trade environment. Now, let's look at the figures. Exports | :01:07. | :01:14.
dropped 6. 6% in March as analysts expected a positive number. And the | :01:15. | :01:18.
import side saw a fall of 11. 3%. Here, too, a positive number was | :01:19. | :01:23.
expected. It's a bit more worrying as it may point to some weakness in | :01:24. | :01:27.
China's own economy. All of this left March with a trade surplus of | :01:28. | :01:35.
$#. 7 billion. Let's talk to Martin Patience. Disappointing figures here | :01:36. | :01:40.
though some would say that this they compare to last year's figures that | :01:41. | :01:44.
weren't as regulated as we could have expected? That's right. When | :01:45. | :01:47.
you speak to analysts, they'll say that you need to take the figures | :01:48. | :01:52.
with a pinch of salt. And many say that last year, exporters, not all | :01:53. | :01:57.
exporters, but some exporters were actually inflating the price of | :01:58. | :02:00.
their goods that had been sent abroad. What they reported was | :02:01. | :02:04.
actually higher than the amount sent. And the reason they were doing | :02:05. | :02:12.
that was in order to bring capital cash in to China. Many analysts are | :02:13. | :02:17.
saying that actually, as you were pointing out, we don't have a | :02:18. | :02:23.
straight comparison here and what we are seeing here is possibly a | :02:24. | :02:26.
correction. Certainly the authorities have said that they are | :02:27. | :02:32.
going to crack down on false data and they said this last month saying | :02:33. | :02:36.
that this could harm the world's second largest economy. Because the | :02:37. | :02:42.
discemancy is huge, isn't it? `` discrepancy is huge, isn't it? It | :02:43. | :02:46.
seems too big to be realistic? Yes, some would say that the discrepancy | :02:47. | :02:49.
is huge. Others would say that you have to look at other factors. | :02:50. | :02:54.
Demand, perhaps, isn't growing as strongly as China would like. It's | :02:55. | :02:57.
interesting ` we also had comments from Chinese officials saying that | :02:58. | :03:02.
they were facing increased competition in terms of neighbouring | :03:03. | :03:07.
countries, so China, when you look at it, is as a manufacturing base, | :03:08. | :03:12.
certainly salaries are beginning to rise. China is becoming a more | :03:13. | :03:16.
expensive place to do business. The economic model here has been built | :03:17. | :03:20.
on exporting cheap goods, and some companies will be looking to other | :03:21. | :03:24.
countries for other opportunities. There is some suggestion that may be | :03:25. | :03:28.
happening. Coupled with the correction in the figures, that's | :03:29. | :03:33.
what many analysts believe has led to this big surprise today. OK, good | :03:34. | :03:37.
to talk to you. Thank you. Now, nowadays, there are no fewer | :03:38. | :03:42.
than 100,000 different mobile apps on the market to help you monitor | :03:43. | :03:46.
your health. Using a smartphone, you can monitor your blood pressure and | :03:47. | :03:50.
insulin levels or the amount of daily exercise. All of this could | :03:51. | :03:53.
make people look after their health much better and slash healthcare | :03:54. | :03:56.
costs. But the European Commission suspects that the growth of the | :03:57. | :03:59.
mobile health industry carries risk as well. In a Green Paper to be | :04:00. | :04:04.
released in a few hours time, it's recommending new regulations to | :04:05. | :04:12.
govern the sector. Genetic Digital ` a British company | :04:13. | :04:17.
` has developed an app for doctors to showcase their risk of getting | :04:18. | :04:22.
liver disease. It makes the medical data understandable. The amber light | :04:23. | :04:26.
means a moderate risk and red is high. This is one of 100,000 apps on | :04:27. | :04:30.
the market which help people to track their health. For healthcare | :04:31. | :04:34.
professionals, there are definite benefits in being able to help | :04:35. | :04:39.
reduce consulting times, to help transmit information more quickly to | :04:40. | :04:45.
other doctors. To integrate patient services with the surgery to their | :04:46. | :04:48.
patients. So there are lots of very good reasons for doing it. No fewer | :04:49. | :04:53.
than 500 new health apps come out every week. Most are sold through | :04:54. | :04:59.
online stores like iTunes or Google. Currently, it's up to the stores | :05:00. | :05:04.
themselves to judge which apps are good enough to go on sale. But with | :05:05. | :05:08.
so many products to sort through, there's always the risk that a rogue | :05:09. | :05:15.
app will creep on to the market. One which is unreliable or misleading. | :05:16. | :05:21.
We've developed it both for Type 1 and Type 2 diabetes. The head of | :05:22. | :05:27.
technology at Diabetes UK demonstrates its app for diabetics | :05:28. | :05:31.
to track their blood sugar levels. But there are hundreds of diabetes | :05:32. | :05:35.
apps available, he says, and they work in wildly different ways. For a | :05:36. | :05:39.
doctor, you're going to be faced with quite a difficult and confusing | :05:40. | :05:42.
situation with apps measuring different things in different ways, | :05:43. | :05:48.
and therefore, being able to make consistent clinical judgements will | :05:49. | :05:50.
prove to be difficult unless there is either one app, which is probably | :05:51. | :05:55.
not a good situation, or if there's a common standard, which is one of | :05:56. | :05:58.
the things that the ECB Green Paper is looking for. The Commission | :05:59. | :06:03.
believes that with ever more patients tracking their health with | :06:04. | :06:07.
apps, medical care costs in Europe could fall by $140 billion in the | :06:08. | :06:12.
next three years. So it is reluctant to stifle apps makers with over | :06:13. | :06:16.
regulation. But to protect the most vulnerable patients, it says that | :06:17. | :06:21.
this huge new industry needs ground rules. | :06:22. | :06:29.
Now, on Tuesday, Greece sold 6`month Treasury bills at the lowest since | :06:30. | :06:33.
2010. Most of the buyers were foreign. Today, it's planning a | :06:34. | :06:36.
return to the international bond markets to are the first time in | :06:37. | :06:39.
four years with the sale of 5`year euro bonds. But even though the | :06:40. | :06:43.
country's borrowing costs are down and there are no longer fears that | :06:44. | :06:49.
Greece will crash, how much has the economic situation really improved. | :06:50. | :06:53.
Let's talk to the Foreign Exchange Strategy at CICB. Good to talk to | :06:54. | :06:58.
you. Leaders have been preaching about austerity for years and how it | :06:59. | :07:01.
works and can turn your economy around. Do you think that this is | :07:02. | :07:04.
proof that they're right? I wouldn't say that it is compelling proof, but | :07:05. | :07:11.
it is a realisation that Greece is being rehabilitated and it is being | :07:12. | :07:14.
allowed access to the international bond markets. That's good news for | :07:15. | :07:18.
the Greek government ahead of the European elections late next month. | :07:19. | :07:24.
Of course, the bond sale reflects optimism about Greece but it's been | :07:25. | :07:27.
a long and difficult road to get here with wage cuts and lay`offs. Is | :07:28. | :07:33.
it a price worth way paying for the Greek economy? We've seen the | :07:34. | :07:37.
economy shrink and unemployment running at 28%. That's the total | :07:38. | :07:40.
rate of unemployment. If you look at youth unemployment, it's more than | :07:41. | :07:43.
50%. So the price is hugely significant. The question is, of | :07:44. | :07:46.
course, what would have been the alternative? Because the Greeks were | :07:47. | :07:50.
under the umbrella of the eurozone so there were few and scant | :07:51. | :07:53.
alternatives. So you could argue that the pain has been undergone. | :07:54. | :07:57.
There are signs of optimism starting to come through. There are signs | :07:58. | :08:00.
that the eurozone, in general, is growing. That will filter through in | :08:01. | :08:06.
to the rest of the periphery and that will encourage some return of | :08:07. | :08:14.
growth in grease. E. `` Greece. OK, thank you very much. | :08:15. | :08:19.
Other news now and Wal`Mart is going ahead with its plans to build | :08:20. | :08:22.
another 50 wholesale stores in India in the next five years. That's | :08:23. | :08:27.
despite possible policy changes that should arise should a new government | :08:28. | :08:30.
win the election. Today to mark a turning point in the elections as | :08:31. | :08:34.
voters go to the polls in 14 states across the country. | :08:35. | :08:40.
BP holds its AGM at the Excel Centre in London. The CEO will be under | :08:41. | :08:46.
pressure to address issues surrounding the company's 20% stake | :08:47. | :08:51.
in a Russian company amid fears that Vladimir Putin could assets. | :08:52. | :08:55.
Investors will want to know how exposed the company is if events in | :08:56. | :09:00.
Ukraine unravel. And the Bank of America has agreed | :09:01. | :09:06.
to pay $783 million in fines and refunds amid accusations that it | :09:07. | :09:10.
misled customers about credit card services. Some $45 million of that | :09:11. | :09:14.
money will be paid in penalties to US regulators. The payout relates to | :09:15. | :09:20.
the lending giant's marketing of the payment and identity theft services | :09:21. | :09:24.
from 2010 to 2012. Let's take a look at the markets | :09:25. | :09:29.
before I go. And this is what the Asian markets look like right now. | :09:30. | :09:35.
We've seen the Nikkei have caution amongst investors in Japan after the | :09:36. | :09:42.
Bank of Japan's words earlier talking about a lack of monetary | :09:43. | :09:48.
policy coming up. The China trade figures not having as big an impact | :09:49. | :09:52.
as you would expect. That's it from me and the team. Do stay watching. | :09:53. | :09:55.
Goodbye. Most graduates in England will still | :09:56. | :10:09.
be paying back their student loans until they're in their early 50s | :10:10. | :10:15.
according to the Institute of Fiscal Studies. The ministers say that the | :10:16. | :10:21.
fees are helping poorer students. Studying at university has long | :10:22. | :10:22. |
