And the weather should stay dry with sunny spells. All the details later.

:00:08.:00:46.

There's pressure for a major re`think on the future of Jersey's

:00:47.:00:50.

waterfront development tonight. It's after a major bank decided to pull

:00:51.:00:54.

out of moving into a multi million pound finance centre due to be built

:00:55.:00:57.

on the Esplanade car park site. It's come as a huge knock to the

:00:58.:01:01.

Government funded company behind the plans. Emma Chambers reports.

:01:02.:01:03.

It's costing the Government millions but its hoped this multistorey

:01:04.:01:06.

International Finance Centre ` planned for Jersey's Esplanade `

:01:07.:01:09.

will transform the island's leading industry and the Waterfront area.

:01:10.:01:16.

The Royal Bank of Canada expressed interest in housing 20% of this

:01:17.:01:19.

development ` but has decided to move into the new Dandara block

:01:20.:01:23.

planned just a bit further up the road, as they say "the 66`72

:01:24.:01:26.

Esplanade development was the most suitable." The loss of this major

:01:27.:01:28.

bank concretes concerns some politicians had about the finance

:01:29.:01:43.

centre. The States have got to decide what

:01:44.:01:48.

we do with the master plan. I do not think personally it works any more.

:01:49.:01:55.

It was designed to be built in boom times. We have not had boom times

:01:56.:02:01.

for seven years. Do we need another 2 million square feet of offices? I

:02:02.:02:06.

do not think so. And even though there's still no

:02:07.:02:09.

confirmed companies lined up, those behind the plans say there's still

:02:10.:02:12.

enough interest for the new Esplanade quarter to go ahead. There

:02:13.:02:17.

is such a shortage of grade a space. Now is not the time to be reviewing

:02:18.:02:23.

this master plan. We need certainty as to provide the tenants with

:02:24.:02:29.

confidence. Despite these reassurances, Deputy

:02:30.:02:32.

Power is holding a meeting about concerns for the future of the

:02:33.:02:34.

Esplanade development. In the meantime the hope is no other

:02:35.:02:39.

finance companies lose interest. A fourth person who was arrested

:02:40.:02:43.

this morning in connection with the murder of Colin Chevalier in Jersey

:02:44.:02:46.

last weekend has been released pending further enquiries. Mr

:02:47.:02:49.

Chevalier was found dead in his flat in St Helier last Saturday night.

:02:50.:02:52.

Earlier this week, 35`year`old Darren Neil McCormack appeared in

:02:53.:02:54.

court charged with Mr Chevalier's murder.

:02:55.:03:00.

Jersey Police have charged two more men with dangerous driving,

:03:01.:03:02.

following the death of Vitor Fernandes on Victoria Avenue. The

:03:03.:03:06.

22`year`old was killed in a car crash at First Tower last December.

:03:07.:03:10.

19`year`old Luis Carlos Alves Cardoso and 29`year`old Jeronimo

:03:11.:03:13.

Vieira Santos will appear in the Magistrates' Court on Monday.

:03:14.:03:18.

21`year`old Jose Silva was in court yesterday charged with death by

:03:19.:03:21.

dangerous driving. Baggage handlers at Jersey airport

:03:22.:03:24.

will begin industrial action on Good Friday following the breakdown of

:03:25.:03:27.

talks at a conciliation service today. Representatives of Servisair

:03:28.:03:31.

met union leaders today after the decision to cut workers' hours.

:03:32.:03:37.

Union members say they won't strike but will take some form of

:03:38.:03:44.

industrial action. The number of mothers breast`feeding

:03:45.:03:47.

their babies in the Channel Islands falls well behind many developed

:03:48.:03:49.

countries. Latest figures show around three quarters of new parents

:03:50.:03:53.

try it ` above the UK average, but near the bottom of the table if you

:03:54.:03:58.

look at the global figures. It's one issue raised in a report out today

:03:59.:04:02.

looking at the health of Islanders. Penny Elderfield reports.

:04:03.:04:06.

With Easter just around the corner a bit of a treat today, for this

:04:07.:04:12.

mother and toddler group. Not necessarily that nutritious. But

:04:13.:04:18.

tasty. But when these mums and grandmothers first had their babies,

:04:19.:04:21.

nutrition wise something they would no doubt have heard was that breast

:04:22.:04:27.

was best. It gives them a start in life.

:04:28.:04:41.

Breast`feeding rates are low. 77% of new mums in Guernsey give it a go.

:04:42.:04:46.

As do 75% in Jersey. On par with in England ` but globally the UK is

:04:47.:04:49.

falling behind, coming 25th out of the 36 developed countries.

:04:50.:04:52.

And the States want to improve on those figures.

:04:53.:04:54.

You want to do the best for your baby. The best you can do is

:04:55.:05:03.

breast`feed. The stats on breast`feeding are a

:05:04.:05:07.

small part of a wider snapshot of the health of the Islands, published

:05:08.:05:09.

today. Generally life expectancy here is better than the UK at around

:05:10.:05:14.

84 years for women, and 79 for men in both Islands.

:05:15.:05:16.

One issue where there's a difference though is teen pregnancies. In

:05:17.:05:19.

Jersey between 2010 and 2012 there were on average around 18 a year.

:05:20.:05:23.

But in Guernsey the rate was more than double that with 87 teenagers

:05:24.:05:26.

falling pregnant during that time. But both Islands are still below the

:05:27.:05:31.

UK average. But a problem shared by both islands

:05:32.:05:35.

is the number of people dying from preventable illnesses with 17% of

:05:36.:05:38.

deaths in Guernsey and 15% in Jersey caused by smoking.

:05:39.:05:42.

And for health officials the fact they're preventable is a key.

:05:43.:05:50.

We still have this big burden of disease. Even though globally we are

:05:51.:05:58.

doing well in terms of the average length of life, there are still a

:05:59.:06:04.

lot of preventable deaths here. So whilst we may all on average be

:06:05.:06:08.

living longer the report out today gives out a clear message about some

:06:09.:06:11.

of the health issues still facing the islands.

:06:12.:06:14.

Well Dr Susan Turnbull is Jersey's medical officer of health. I asked

:06:15.:06:17.

her why Jersey's teenage pregnancy rates are lower than Guernsey's as

:06:18.:06:19.

mentioned in Penny Elderfield's report.

:06:20.:06:25.

There is a major difference compared with the rest of the report. We have

:06:26.:06:31.

the contraceptive services available for teenagers. They do not have

:06:32.:06:35.

equivalent services. These figures will create the leverage to make the

:06:36.:06:44.

case for similar services. Breast`feeding rates are lower than

:06:45.:06:49.

other developed nations. Is it because mothers have to go back to

:06:50.:06:52.

work? There is an issue of women who have

:06:53.:07:07.

to work full`time. Women coming here often have to work full`time rather

:07:08.:07:12.

than part`time. But we can do everything possible to encourage

:07:13.:07:18.

women to breast`feed. But mate mean making it easier for workplaces. ``

:07:19.:07:33.

that may mean. The report reveals there are higher

:07:34.:07:36.

levels of lung and liver disease here and more incidences of various

:07:37.:07:39.

cancers. We've heard this before and nothing seems to have changed. Are

:07:40.:07:42.

people taking these warnings seriously or are we fighting a

:07:43.:07:44.

losing battle? These are the figures showing how

:07:45.:07:48.

lies are shortened. People die prematurely. It is a story that is

:07:49.:07:56.

going on. We will carry on doing everything we can to deduce it. Pars

:07:57.:08:13.

to reduce it. Still ahead ` we will talk to Jason

:08:14.:08:20.

Donovan. And we will have the weather

:08:21.:08:27.

forecast in a few moments. Decomposing human bodies in liquid

:08:28.:08:30.

nitrogen and the fastest cars on the planet. They might not sound like

:08:31.:08:34.

they have much in common but they were two of the big talking points

:08:35.:08:38.

at Jersey's first TEDx Talk today. The not`for`profit group has been

:08:39.:08:40.

putting on global events with inspirational speakers for decades

:08:41.:08:44.

but this is the first TED Talk to be held in the Channel Islands. Jen

:08:45.:08:52.

Smith went along to find out more. I am at Jersey's first TEDx topped.

:08:53.:09:07.

Tell me a little bit about the land speed record. We were the first ever

:09:08.:09:19.

to break the sound barrier on land. You must get a lot of interest in

:09:20.:09:30.

your ideas. Yes. There are 5500 schools on the programme at the

:09:31.:09:36.

moment. When we run the car next year you will get all the data on

:09:37.:09:41.

the car. Why are these talks important?

:09:42.:09:48.

The New World is all about innovation and creativity.

:09:49.:09:57.

The idea of TEDx talks is to inspire innovation.

:09:58.:10:01.

Here is the weather. Here is

:10:02.:10:12.

It stays fine throughout this weekend and in the run`up to next

:10:13.:10:22.

weekend as well. It is staying dry. Plenty of sunshine around. Fairly

:10:23.:10:27.

light winds. Here is what is going on.

:10:28.:10:35.

These weather fronts are making their way southwards over the next

:10:36.:10:39.

24 hours. They are delivering rangy Northern parts of the UK. As the

:10:40.:10:44.

front moves towards us it will become more week. For Sunday high

:10:45.:10:59.

pressure making itself known. Tonight we have clear skies for

:11:00.:11:04.

many. Temperatures fall away fairly quickly tonight. The winds will be

:11:05.:11:11.

fairly light. There will be some missed tomorrow morning. That should

:11:12.:11:21.

lift. Clyde Bush and then towards the end of the day `` there will be

:11:22.:11:28.

closed towards the end of the day tomorrow.

:11:29.:12:01.

The outlook ` good news. The high pressure stays with us. It will be

:12:02.:12:06.

quite pleasant. Thank you. Looking good for the

:12:07.:12:12.

weekend. That is offered no.

:12:13.:12:28.

Coming up, remembering one of the most famous lifeboat rescues. Plus a

:12:29.:12:39.

lot: Four legs against two. Who won in this contest of horsepower

:12:40.:12:40.

against Manpower? And we'll talk to Jason Donovan, the

:12:41.:12:44.

star of a colourful show wowing audiences in Plymouth Now for one of

:12:45.:12:47.

the most remarkable rescue stories in North Devon.

:12:48.:12:50.

More than a century ago, the lifeboat crew in Lynmouth had to

:12:51.:12:54.

drag their boat 13 miles up and down hugely steep roads all the way to

:12:55.:12:57.

Porlock just to be able to launch it. A documentary's been made about

:12:58.:13:01.

the extraordinary effort and it premieres in Lynmouth tonight. Our

:13:02.:13:06.

North Devon reporter Andrea Ormsby has the story.

:13:07.:13:13.

Calm today, but on the evening of January 12, 1899, the sea here was

:13:14.:13:19.

so rough, the lifeboat couldn't launch. But over this huge hill, the

:13:20.:13:27.

more sheltered harbour of Porlock. What followed was so remarkable,

:13:28.:13:31.

this documentary has been mean to tell the story. The boat was dragged

:13:32.:13:38.

by horses, the crew, and around 100 local people, up and down more than

:13:39.:13:42.

1000 feet in the dark all night, with no food. And then, from row out

:13:43.:13:45.

to the rescue. Ken Blakey, who lives in Lynemouth,

:13:46.:13:58.

used to be a TV graphic designer. Instead of having a real camera, I

:13:59.:14:02.

have an imaginary camera which I can move around in the computer. It has

:14:03.:14:06.

taken in many months to make this documentary. It is really, really

:14:07.:14:13.

blown me away, people's reactions. They have really taken to. Instead

:14:14.:14:16.

of just being a film, the whole community has been brought together,

:14:17.:14:20.

and it has really got about, the story. It was this man, the coxswain

:14:21.:14:25.

of the ship, who may be incredible decision to drag the boats to

:14:26.:14:29.

Porlock. Tonight, his great`grandson will be at the premiere of this new

:14:30.:14:34.

documentary. It's amazing to think that that man was related to me.

:14:35.:14:40.

It's just unbelievable, you know? Very proud. Very proud. It is a

:14:41.:14:47.

story that has captured hearts, soon to be turned into a ?15 million

:14:48.:14:50.

feature film. Shooting starts later this year.

:14:51.:14:55.

Who would win a race between a man and a horse?

:14:56.:15:00.

Two legs against four? You think the horse? It sounds like it would be no

:15:01.:15:04.

contest, doesn't it? Well, today, Adam Holland from Tavistock, known

:15:05.:15:08.

as Tango to his friends, took on a horse, also called Tango, over a

:15:09.:15:10.

10`mile course. Spotlight's Janine Jansen went along for the charity

:15:11.:15:17.

race at Yelverton Rock. Meet Tango, the five`year`old rescue

:15:18.:15:24.

horse. Versus 27`year`old marathon runner also known as Tango. So,

:15:25.:15:32.

Tango against Tango across ten miles of mixed to rain. Did I mention Adam

:15:33.:15:37.

was the youngest person ever to run 100 marathons, and he holds the

:15:38.:15:40.

world record for being the youngest and fastest person to run ten

:15:41.:15:44.

marathons in ten days? I think it is going to be Adam, definitely. The

:15:45.:15:50.

horse, I think. Somehow. The macro a man against a horse. The horse is

:15:51.:15:55.

good for a straight line run. Over a very short distance. But I still

:15:56.:15:59.

think the man will win. The horse has got to stop to go through

:16:00.:16:03.

gateways and cattle grids, whereas the horse `` Adam Levine go across

:16:04.:16:10.

them. But then when they get onto more land, the horse has the

:16:11.:16:15.

advantage of being to Gallup, whereas Adam can only keep up one

:16:16.:16:20.

place. It should be a close call. In about an hour and 50 minutes, and

:16:21.:16:24.

despite errors of course, adamant beats the horse. When we hit the

:16:25.:16:32.

downhill, obviously, Tango had to ease off, and I carried on. I felt a

:16:33.0:09:40

bit guilty leaving the horse behind. And
