That's all from us. On Newsnight on BBC2 in a few moments,

Wilkins reports. A beautiful beach on a beautiful

day. But today it was empty, mainly due to a chilly wind rather than its

latest water quality rating. This beach, Ladies Bay, was the only

Channel Islands beach to fail this year's Good Beach Guide tests. In

fact it's one of just 14 beaches of more than 700 across the British

Isles that was found to have poor water.

coastal crown, St Brelade's Bay, slipped in the rankings as it fell

from the top level to the guideline rating. It's unclear why so many

beaches have seen their ratings slip. But the Good Beach Guide says

it could be because of a number of reasons. Some of it can relate to

treatment or local run`off if there is a lot of agriculture in the

region. It is specific from each to beach. Usually a beach like Ladies

Bay would have 20 water samples sent to the Marine Conservation Society

for testing. But last year, in order to save ?20,000, only eight samples

were. And for the woman responsible for Guernsey's environmental health

says it reduces the chances of success. Unfortunately last year the

sampling programme in Guernsey, just eight samples were taken and so one

failure results in a 12% failure. So it does not achieve that 95%

criteria for the guide. Although Ladies Bay has failed, Environmental

Health is keen to point out that the bathing waters are safe and that the

Good Beach Guide only inspects beaches that are already considered

to be of an excellent standard. But for Guernsey PLC, good beaches mean

good business and I've been told discussions are under way to

consider increasing the number of samples the island collects.

Two Airbus airliners have signed up to Guernsey's air registry, a boost

to the service which has so far seen a slow start. The scheme means

pilots and businesses can register their aircraft locally, potentially

bringing in millions for the island's economy. However just nine

aeroplanes have signed up since it was launched last year. But as Penny

Elderfield reports, those involved are optimistic they can still make

the target of 60 planes on the register in the 12 months.

At its launch last year, expectations about Guernsey's new

aircraft registry were high. But months on, just nine planes have

signed up. I admit it is a slow burn to start with. The first months were

just being fully prepared to take applications and I'm sure we will

make money for the registry and for local businesses as well as covering

the costs. And this is one local business that's already making

money. Helping to get all the paper work in order for the latest plane

to register here, an Airbus 319. If someone owns an aircraft they need a

lot of services to support that, financing and legal services and

insurance and also more prone to cook things like the aircraft to be

maintained. So each registration is a big business opportunity for

Guernsey. And it's hoped more local pilots will also take the

opportunity to register their planes locally. Some seem keen, but say the

process takes time. A process though that Channel Islands Air Search has

started for the plane which will replace the one that crashed last

year. I have already reserved a registration just in case. But

nearer the time we will go and ask what letters would you like. Take up

may have been slow over the first few months. But those involved in

the registry are still optimistic that as its reputation grows, the

Channel Islands registry will really begin to take off.

Well, Jersey is to launch a rival registry in the summer. The island's

Economic Development Minister told this programme Guernsey's slow start

hadn't deterred his department. Jersey has always been of the view

that we have a strong proposition and we are still confident that the

Jersey aircraft registry will attract a significant amount of

interest. The working group have been positive in early assessments.

We are on target to get it up and running and once we have that as

part of our legislation it will be a valuable asset.

Meanwhile, a French charter airline has launched flights between the

Channel Islands and Normandy. Ma Compagnie is launching ad hoc

services from Guernsey, Alderney and Jersey to Cherbourg airport using a

cessna aircraft like this one. Those behind the flights say they may

launch a scheduled service depending on demand.

Changes could be made to Jersey's Millennium Park in an attempt to

tackle anti`social behaviour. Police are working with the local community

following concerns about noise and disruption from young people using

the park. There are plans to give skaters a dedicated area.

this time of the year. Strong enough to have some effect if you are out

all day long. It stays dry on Thursday ten, just a little more in

the way of cloud on Friday. It is good night from us and I leave

hopefully warmer. This is a summary and the look at the National

forecast. The sun has set on another beautiful

day. Like last night, temperatures have taken a nosedive this evening.

It will be a cold night for the middle of April. Temperature is well

down into single figures in towns and cities. Across eastern England

in rural spots, close to freezing. We are expecting another frost

across many parts of England and where. For Northern Ireland and

Scotland, temperatures were covering later in the night but for most of

us, a cold but sunny start. The last one for a while. We will see cloud

increasing across Northern Ireland and Scotland, the breeze freshening

and rain heading into the far north-west. Further south, a sunny

day for most of England and Wales. Clouds are rare and temperatures

will bounce back nicely. On the coastal fringes, quite cool. The

breeze will have an edge to it. Inland, warming up nicely and former

than today in some places across southeastern England. For Northern

Ireland and Scotland it will be a cooler day than today with the

breeze increasing and cloud and rain, particularly
