That's all from us. On Newsnight on BBC2 in a few moments, | :00:00. | :00:41.
Wilkins reports. A beautiful beach on a beautiful | :00:42. | :00:45.
day. But today it was empty, mainly due to a chilly wind rather than its | :00:46. | :00:52.
latest water quality rating. This beach, Ladies Bay, was the only | :00:53. | :00:55.
Channel Islands beach to fail this year's Good Beach Guide tests. In | :00:56. | :01:02.
fact it's one of just 14 beaches of more than 700 across the British | :01:03. | :01:05.
Isles that was found to have poor water. | :01:06. | :01:21.
coastal crown, St Brelade's Bay, slipped in the rankings as it fell | :01:22. | :01:25.
from the top level to the guideline rating. It's unclear why so many | :01:26. | :01:29.
beaches have seen their ratings slip. But the Good Beach Guide says | :01:30. | :01:33.
it could be because of a number of reasons. Some of it can relate to | :01:34. | :01:42.
treatment or local run`off if there is a lot of agriculture in the | :01:43. | :01:48.
region. It is specific from each to beach. Usually a beach like Ladies | :01:49. | :01:52.
Bay would have 20 water samples sent to the Marine Conservation Society | :01:53. | :01:55.
for testing. But last year, in order to save ?20,000, only eight samples | :01:56. | :01:59.
were. And for the woman responsible for Guernsey's environmental health | :02:00. | :02:01.
says it reduces the chances of success. Unfortunately last year the | :02:02. | :02:10.
sampling programme in Guernsey, just eight samples were taken and so one | :02:11. | :02:17.
failure results in a 12% failure. So it does not achieve that 95% | :02:18. | :02:24.
criteria for the guide. Although Ladies Bay has failed, Environmental | :02:25. | :02:28.
Health is keen to point out that the bathing waters are safe and that the | :02:29. | :02:31.
Good Beach Guide only inspects beaches that are already considered | :02:32. | :02:34.
to be of an excellent standard. But for Guernsey PLC, good beaches mean | :02:35. | :02:38.
good business and I've been told discussions are under way to | :02:39. | :02:40.
consider increasing the number of samples the island collects. | :02:41. | :02:47.
Two Airbus airliners have signed up to Guernsey's air registry, a boost | :02:48. | :02:51.
to the service which has so far seen a slow start. The scheme means | :02:52. | :02:55.
pilots and businesses can register their aircraft locally, potentially | :02:56. | :02:57.
bringing in millions for the island's economy. However just nine | :02:58. | :03:02.
aeroplanes have signed up since it was launched last year. But as Penny | :03:03. | :03:06.
Elderfield reports, those involved are optimistic they can still make | :03:07. | :03:10.
the target of 60 planes on the register in the 12 months. | :03:11. | :03:16.
At its launch last year, expectations about Guernsey's new | :03:17. | :03:19.
aircraft registry were high. But months on, just nine planes have | :03:20. | :03:29.
signed up. I admit it is a slow burn to start with. The first months were | :03:30. | :03:34.
just being fully prepared to take applications and I'm sure we will | :03:35. | :03:39.
make money for the registry and for local businesses as well as covering | :03:40. | :03:45.
the costs. And this is one local business that's already making | :03:46. | :03:48.
money. Helping to get all the paper work in order for the latest plane | :03:49. | :03:55.
to register here, an Airbus 319. If someone owns an aircraft they need a | :03:56. | :04:02.
lot of services to support that, financing and legal services and | :04:03. | :04:05.
insurance and also more prone to cook things like the aircraft to be | :04:06. | :04:12.
maintained. So each registration is a big business opportunity for | :04:13. | :04:18.
Guernsey. And it's hoped more local pilots will also take the | :04:19. | :04:20.
opportunity to register their planes locally. Some seem keen, but say the | :04:21. | :04:24.
process takes time. A process though that Channel Islands Air Search has | :04:25. | :04:27.
started for the plane which will replace the one that crashed last | :04:28. | :04:35.
year. I have already reserved a registration just in case. But | :04:36. | :04:42.
nearer the time we will go and ask what letters would you like. Take up | :04:43. | :04:46.
may have been slow over the first few months. But those involved in | :04:47. | :04:49.
the registry are still optimistic that as its reputation grows, the | :04:50. | :04:52.
Channel Islands registry will really begin to take off. | :04:53. | :04:57.
Well, Jersey is to launch a rival registry in the summer. The island's | :04:58. | :05:00.
Economic Development Minister told this programme Guernsey's slow start | :05:01. | :05:06.
hadn't deterred his department. Jersey has always been of the view | :05:07. | :05:11.
that we have a strong proposition and we are still confident that the | :05:12. | :05:16.
Jersey aircraft registry will attract a significant amount of | :05:17. | :05:20.
interest. The working group have been positive in early assessments. | :05:21. | :05:28.
We are on target to get it up and running and once we have that as | :05:29. | :05:32.
part of our legislation it will be a valuable asset. | :05:33. | :05:36.
Meanwhile, a French charter airline has launched flights between the | :05:37. | :05:38.
Channel Islands and Normandy. Ma Compagnie is launching ad hoc | :05:39. | :05:41.
services from Guernsey, Alderney and Jersey to Cherbourg airport using a | :05:42. | :05:45.
cessna aircraft like this one. Those behind the flights say they may | :05:46. | :05:48.
launch a scheduled service depending on demand. | :05:49. | :05:52.
Changes could be made to Jersey's Millennium Park in an attempt to | :05:53. | :05:56.
tackle anti`social behaviour. Police are working with the local community | :05:57. | :05:59.
following concerns about noise and disruption from young people using | :06:00. | :06:03.
the park. There are plans to give skaters a dedicated area. | :06:04. | :06:13.
A quick sports update and Guernsey football club beat Redhill this | :06:14. | :06:20.
evening. Well, that's all from the late team. Edward Sault will be back | :06:21. | :06:24.
with your next full news bulletin at 6:30pm tomorrow evening on BBC One. | :06:25. | :06:29.
The national weather forecast follows, but first here's David with | :06:30. | :06:39.
the local outlook. Goodnight. The weather was kind to us today and | :06:40. | :06:44.
will be kind to us tomorrow with more sunshine on offer. Not much to | :06:45. | :06:50.
spoil the view of the stars overnight tonight. Some very dry air | :06:51. | :06:57.
across as at the moment so it should remain clear all night. For tomorrow | :06:58. | :07:02.
there is little change. Unbroken sunshine. The sun is pretty strong | :07:03. | :07:10.
this time of the year. Strong enough to have some effect if you are out | :07:11. | :07:21.
all day long. It stays dry on Thursday ten, just a little more in | :07:22. | :07:29.
the way of cloud on Friday. It is good night from us and I leave | :07:30. | :07:33.
hopefully warmer. This is a summary and the look at the National | :07:34. | :07:41.
forecast. The sun has set on another beautiful | :07:42. | :07:45.
day. Like last night, temperatures have taken a nosedive this evening. | :07:46. | :07:49.
It will be a cold night for the middle of April. Temperature is well | :07:50. | :07:54.
down into single figures in towns and cities. Across eastern England | :07:55. | :07:58.
in rural spots, close to freezing. We are expecting another frost | :07:59. | :08:02.
across many parts of England and where. For Northern Ireland and | :08:03. | :08:05.
Scotland, temperatures were covering later in the night but for most of | :08:06. | :08:09.
us, a cold but sunny start. The last one for a while. We will see cloud | :08:10. | :08:15.
increasing across Northern Ireland and Scotland, the breeze freshening | :08:16. | :08:19.
and rain heading into the far north-west. Further south, a sunny | :08:20. | :08:26.
day for most of England and Wales. Clouds are rare and temperatures | :08:27. | :08:29.
will bounce back nicely. On the coastal fringes, quite cool. The | :08:30. | :08:34.
breeze will have an edge to it. Inland, warming up nicely and former | :08:35. | :08:39.
than today in some places across southeastern England. For Northern | :08:40. | :08:42.
Ireland and Scotland it will be a cooler day than today with the | :08:43. | :08:47.
breeze increasing and cloud and rain, particularly | :08:48. | :08:48. |
