Paying the price for bad service. it's | :00:00. | :00:12.
Why Guernsey's bus company has been fined thousands of pounds. | :00:13. | :00:20.
It hurts when you get fined, but it makes you focus, it helps you to | :00:21. | :00:24.
deliver a better service. Fears a child`parent contact | :00:25. | :00:28.
centre could close. We look back at a century of surf | :00:29. | :00:32.
culture here in the Channel Islands. Not providing a good enough service | :00:33. | :00:47.
has cost Guernsey's bus operator When it misses targets, | :00:48. | :00:50.
the States can penalise the company And in the past year, | :00:51. | :00:56.
it has done so every month bar one. Because the same can't be s`id | :00:57. | :01:04.
for all of the past year. Last summer was really | :01:05. | :01:12.
the low point for CT Plus. When so many services didn't run, | :01:13. | :01:15.
the States started to penalhse them Something that's happened | :01:16. | :01:18.
for 11 out of the last 12 months. To be fair to CT Plus, | :01:19. | :01:24.
the rules were tough. Unless 100% of services ran, | :01:25. | :01:26.
the Environment Department was able to issue service credits, | :01:27. | :01:29.
essentially reducing Last June, | :01:30. | :01:32.
when they only operated 92.4% of But with just 99.86% of services | :01:33. | :01:38.
running from July to Decembdr, and 99.96 this year, it still has | :01:39. | :01:49.
cost them more than ?7,000. With the total for the year coming | :01:50. | :01:55.
to ?76,679, or nearly 4% of They completely accepted it was | :01:56. | :02:12.
entirely down to them to correct problems, they took the pen`lties on | :02:13. | :02:19.
the chin, and now the service for the amount of money we have is | :02:20. | :02:24.
reasonable. How close were due to saying enough is enough? Very close | :02:25. | :02:30.
indeed. Had it not improved, I would have terminated the contract. | :02:31. | :02:37.
Most of that money has been reinvested into the buses, | :02:38. | :02:40.
but Environment get to say what it's spent on, rather than CT Plus. | :02:41. | :02:45.
It hurts when you get fined, but it makes you focus and helps you | :02:46. | :02:50.
deliver a better service. Now into the next year | :02:51. | :02:54.
of its contract, the slate's essentially been wiped | :02:55. | :02:56.
clean, and the threat of financial But the pressure to maintain a good, | :02:57. | :02:59.
reliable service will remain. A 23`year`old man | :03:00. | :03:04.
from Guernsey has been charged with assaulting a police officer, | :03:05. | :03:06.
using or threatening violence and escaping custody after an incident | :03:07. | :03:09.
on the Bridge on Saturday nhght Nathan Terry Thomson | :03:10. | :03:12.
of the Vale was remanded in custody and will appear at the Magistrates | :03:13. | :03:15.
Court again on Thursday. Two other people were arrested | :03:16. | :03:18.
after the incident. A service dedicated to helphng | :03:19. | :03:22.
separated Jersey families is to Milli's Child Contact Centrd | :03:23. | :03:25.
provides a place for children to meet | :03:26. | :03:29.
the parent they don't live with But a change of location me`ns | :03:30. | :03:32.
several volunteers can't continue. James travels from London to Jersey | :03:33. | :03:38.
just for the opportunity to spend He comes to Milli's as it's | :03:39. | :03:41.
a neutral ground for familids likes I would not have had a chance to see | :03:42. | :03:59.
my children, it was my last attempt to see them, because every other | :04:00. | :04:06.
type of contact had been blocked. It offered a lifeline, a chancd to | :04:07. | :04:09.
spend time with my boys. Milli's was set up in 2000 `nd on | :04:10. | :04:13.
average helps 60 families a year. Every Sunday, they're based here | :04:14. | :04:17.
at Bel Royal School, but thd planned move to Springfield School | :04:18. | :04:20.
in four weeks may not happen. Those in charge don't have dnough | :04:21. | :04:23.
staff to carry on, Unfortunately, it has two shot. When | :04:24. | :04:35.
you are dealing with childrdn, you have got to go through the training, | :04:36. | :04:39.
have the correct number of staff to ensure their well`being and safety. | :04:40. | :04:41.
We cannot operate. Denise was awarded an MBE in 20 0 | :04:42. | :04:45.
for voluntary service to chhldren. Not only does the charity | :04:46. | :04:50.
desperately need volunteers and relevant training, but `lso | :04:51. | :04:52.
some funds for equipment storage. Jersey's Health and | :04:53. | :04:55.
Social Services Department say. . For parents like James, | :04:56. | :05:08.
the work begins on trying to find a new neutral ground where he can | :05:09. | :05:11.
see his children. Guernsey tennis star Heather Watson | :05:12. | :05:20.
has won her first`round match at the She'll now play | :05:21. | :05:27.
world number four Simona Halep at She'll now play world number four | :05:28. | :05:37.
Simona Halep at Roland Garros. Over 100 artists descended | :05:38. | :05:40.
on Alderney this weekend for this year's Alderney Festival | :05:41. | :05:43.
of Performing Arts. The event is only | :05:44. | :05:45.
in its second year, It is a big event for a small | :05:46. | :05:59.
island. Over 100 artists performing in over a dozen locations, plenty to | :06:00. | :06:01.
see and do. Something that we have noticed this | :06:02. | :06:52.
weekend, there is an event for everybody, there is folk, chamber | :06:53. | :06:59.
music, singer songwriters, `nd really good food as well. The whole | :07:00. | :07:05.
thing is unique, you do not get this mix of food and fun and mushc at | :07:06. | :07:09.
this level, everything is great something for everyone. For many | :07:10. | :07:15.
people, the highlight was a stunning performance by the internathonally | :07:16. | :07:17.
acclaimed choir. Surfers are a regular sight | :07:18. | :07:28.
in Channel Islands seas. But did you know we've been doing it | :07:29. | :07:31.
for around 100 years, and it's now one of our most | :07:32. | :07:34.
successful sporting exports? All week, | :07:35. | :07:37.
we're looking at the impact The rolling waves surged up the | :07:38. | :07:51.
sounds and provide a good spot for surf riding. | :07:52. | :07:54.
The surfing scene in Jersey is bigger than it's ever | :07:55. | :08:01.
been, with scores of people in the water on a good day. | :08:02. | :08:04.
In the UK, it's estimated a million people took | :08:05. | :08:07.
to the waves last year, and in Jersey the sport's seen incredible | :08:08. | :08:10.
Quite a difference to where it all began. | :08:11. | :08:20.
The discovery of surfing in 195 , we were youngsters, it was a great | :08:21. | :08:31.
feeling, the vibe was fantastic and it was a progressive vibe, things | :08:32. | :08:38.
were changing so quickly. There is nothing but the rollers between us | :08:39. | :08:39.
and America. Modern surfing started in the island | :08:40. | :08:43.
after three South Africans saw this They became lifeguards and hnspired | :08:44. | :08:46.
local youngsters into the w`ves The founder of the UK's Musdum | :08:47. | :08:50.
of British Surfing says the Channel Islands' contribution to | :08:51. | :08:53.
surfing has been significant. People worldwide are recognhsing | :08:54. | :09:04.
this really deep history of Jersey and the Channel Islands surfing that | :09:05. | :09:07.
goes back the best part of ` century. It has always been a real | :09:08. | :09:12.
focal point for internation`l competition. | :09:13. | :09:15.
The Jersey Surfboard Club, the biggest in the island, | :09:16. | :09:17.
It's also the oldest surf club in Europe. | :09:18. | :09:20.
But current JSC president and photographer Dave Ferguson's | :09:21. | :09:23.
We are known around Europe. Jersey always punches above its wehght as | :09:24. | :09:35.
far as surfing goes. Everybody is so delighted for us to compete. | :09:36. | :09:39.
Some believe surfing is now part of island life. | :09:40. | :09:42.
Whatever the answer, it's certainly made an impact. | :09:43. | :09:51.
Tomorrow, we will see what hmpact it has had on the economy of the | :09:52. | :09:57.
Channel Islands. Plenty mord on the BBC radio Jersey breakfast show | :09:58. | :09:59.
everyday. Have the surface got an event to? | :10:00. | :10:13.
It is looking flat at the moment, but for the rest of us, it hs not | :10:14. | :10:18.
looking too bad. Some cloud at times, but also some sunshine. It is | :10:19. | :10:22.
often a dry picture, though not always. A stream of cloud rtnning | :10:23. | :10:29.
through the UK and into France, and we have just been sitting rhght on | :10:30. | :10:34.
the edge of that. All of thd cloud is thanks to a low pressure system | :10:35. | :10:38.
over the continent. It does not change a great deal through | :10:39. | :10:43.
tomorrow, so we continue to seek cloud seeding across Oz. Sole | :10:44. | :10:50.
uncertainty about the detail of the rain. We are sitting right on the | :10:51. | :10:53.
edge of this shower through tomorrow, but it is | :10:54. | :11:19.
largely a dry picture. For our coastal waters... | :11:20. | :11:37.
For the surface, the waves `re not especially big through tomorrow | :11:38. | :13:00.
A pop`up in `` a pop`up musdum in Plymouth today brought history to | :13:01. | :13:33.
life to celebrate a massive lottery award of nearly ?13 million. | :13:34. | :13:37.
Fantastic. It is the best p`rt of the job when you can see, in such a | :13:38. | :13:41.
competitive environment, yot can see the best projects getting through. | :13:42. | :13:45.
For Plymouth, an area with ` fantastic heritage but it does not | :13:46. | :13:49.
always managed to showcase ht as well as it can, it will now have the | :13:50. | :13:53.
opportunity to really be able to do that. The money will create a we | :13:54. | :14:20.
have boots from a woman who is the most travelled woman in the 19th | :14:21. | :14:24.
century and we have the earliest written recipe for a pasty. As well | :14:25. | :14:29.
as showcasing existing colldctions there will be material from an image | :14:30. | :14:38.
bank with more than 1 million negatives. Our earliest images from | :14:39. | :14:43.
the 1860s and we have a few wonderful collections that run right | :14:44. | :14:51.
up until 2002. One of them hn particular is a news archivd with a | :14:52. | :14:56.
lot of deposits from local photographers dating around from the | :14:57. | :15:01.
1920s and also from the 1890s. It is hoped it will double the nulber of | :15:02. | :15:04.
visitors to the museum to 200,0 0 a year. It is a lot of money but it is | :15:05. | :15:11.
good to know about history. It is really good because I take history | :15:12. | :15:14.
at A`level and I think it is an important thing so I am defhnitely | :15:15. | :15:19.
up for money being spent on that. 95% of objects that the reghon owns | :15:20. | :15:23.
will be on display for the first time. Ian Cooper is with us from the | :15:24. | :15:36.
television archive, has this safeguarded your future? It | :15:37. | :15:40.
absolutely has. We had amazhng news this morning from the Herit`ge | :15:41. | :15:43.
Lottery Fund. As a small nonprofit charitable organisation historically | :15:44. | :15:51.
we have always been consciots about the need to secure long`terl future | :15:52. | :15:55.
but we have never found the means to do that. This history Centrd really | :15:56. | :16:00.
does do that for us. It enables us to really get our material out into | :16:01. | :16:04.
the public domain to be celdbrated which is what it is therefore. It | :16:05. | :16:10.
gives you a home, doesn't it? Absolutely right. We are currently | :16:11. | :16:16.
about to move to central offices in the heart of Plymouth as a temporary | :16:17. | :16:20.
measure but then going into the new history Centre in five years time, | :16:21. | :16:26.
we will have a brand`new facility with our key partners, Plymouth City | :16:27. | :16:33.
Council, Southwest image bank, to really champion Plymouth and the | :16:34. | :16:36.
region's amazing history and heritage. Obviously the history and | :16:37. | :16:42.
heritage is so important, you have brought some footage and today which | :16:43. | :16:47.
I think is from 1912 of Plylouth town centre. Yes, Plymouth town | :16:48. | :16:56.
centre before the three towns became one in November 1914. This hs around | :16:57. | :17:02.
about two years prior to th`t and you are looking at early street | :17:03. | :17:08.
scenes of Plymouth. It is in and around union Street and over towards | :17:09. | :17:13.
what is now Royal Parade. You will notice it looks remarkably different | :17:14. | :17:19.
to now. Yes, it has been colpletely transformed. We will listen to | :17:20. | :17:24.
another clip which is from the 0s and has a bit of the Beatles. You? | :17:25. | :17:32.
Fine thank you. What do you think of Plymouth? It is OK, we haven't seen | :17:33. | :17:38.
much of it. We just drove in. That was a tiny crowd out there. It | :17:39. | :17:42.
doesn't worry us. It is not worrying me, isn't worrying you? I think it | :17:43. | :17:49.
will be bigger when we go ott. Yes. People will be able to come in and | :17:50. | :17:53.
the interactive with archivd like that when it is setup. Yes, the | :17:54. | :18:00.
cornerstone of the history bid was to make it use a lead for the | :18:01. | :18:04.
general public to come in and enjoyed this new interactivd | :18:05. | :18:08.
facility. It will really unlock our heritage and throw open the doors | :18:09. | :18:13.
and make it something that we are all clearly proud of but now we can | :18:14. | :18:17.
really get our hands on it `nd interact with it in a way that just | :18:18. | :18:22.
has not been achievable prior to this. Congratulations and thank you | :18:23. | :18:25.
The organisers of the Devon County Show say they didn t | :18:26. | :18:29.
have a Plan B for the torrential rain that forced the cancellation | :18:30. | :18:32.
who had tickets will be offdred a refund but it's not clear | :18:33. | :18:37.
whether traders who lost money will get compensation. | :18:38. | :18:39.
Pastis and pies, this busindss expected to sell up to 2000 of them | :18:40. | :18:57.
on Saturday alone at the Devon County Show. Extra staff were | :18:58. | :19:00.
brought in to sell it but it was all for nothing because the show was | :19:01. | :19:04.
cancelled. It is our biggest payday of the year so to be completely | :19:05. | :19:08.
thumped and dropped has been a pretty bad bird. It is not just the | :19:09. | :19:13.
lack of trade, it is also the stock that we had ready that we h`ve not | :19:14. | :19:18.
been able to use, it is all a fresh product. This was the reason. The | :19:19. | :19:23.
car parks were mud baths. Even a plan to lay stone paths on Friday to | :19:24. | :19:28.
be abandoned. It was like the Battle of the Somme out here, it w`s | :19:29. | :19:34.
absolutely unbelievable. Thd stone will be used and we will put tracks | :19:35. | :19:39.
in, using the stone that is here, but it is too early to make any more | :19:40. | :19:46.
decisions on what we can do. The Met Office says that on the day before | :19:47. | :19:50.
the event and the first day of the show sites nearby soared 20 | :19:51. | :19:55.
millimetres of rain. The Max average in England is 58 millimetres of rain | :19:56. | :20:00.
for the entire month. Over 30,0 0 cars park around the show and | :20:01. | :20:06.
organisers say that the park and ride service could not have coped on | :20:07. | :20:10.
Saturday but they hope that more people will use park and ride in | :20:11. | :20:16.
future. To actually deal with this and make it an exhibition vdnue Park | :20:17. | :20:21.
would cost millions. It is just not practical. In the meantime | :20:22. | :20:27.
businesses are left counting the cost of Saturday's lost show and | :20:28. | :20:31.
waiting to hear if they will get compensation. | :20:32. | :20:35.
There's concern in a south Devon village that it could changd | :20:36. | :20:38.
forever, now that the beautx spot has has been put up for sald. | :20:39. | :20:41.
Bantham near Kingsbridge is being sold for ?11 million by it's | :20:42. | :20:44.
Our South Devon reporter John Ayres has more. | :20:45. | :20:50.
Stunning sea views, a sort `fter location that comes with rental | :20:51. | :20:58.
income. Let us not for get the golf course and some farms as well. | :20:59. | :21:03.
Bantham is quite a place if you have ?11 million to spare. The s`le of | :21:04. | :21:07.
the village is worrying for local people who have got used to how the | :21:08. | :21:11.
estate company has looked after the area. They have done a wonddrful job | :21:12. | :21:16.
of looking after the estate since the 1920s. It will be tragic if | :21:17. | :21:21.
anybody takes it over and tries to develop it commercially. I grew up | :21:22. | :21:26.
just up the road. I virtually learned to swim on this beach and I | :21:27. | :21:33.
hope that it remains undeveloped. One would hope that whoever comes | :21:34. | :21:38.
around would look at what is here now and say, let us take thd best of | :21:39. | :21:42.
that, and if there is anythhng better, build on it. Not cole along | :21:43. | :21:48.
and think we can make a mint out of the surfing down here or solething | :21:49. | :21:54.
like that. There was a policy of renting cottages to local pdople so | :21:55. | :21:58.
this is not a wash with second homes and some of the families who live | :21:59. | :22:03.
here have done so before more than 50 years. Ideally Bantham whll be | :22:04. | :22:07.
sold as a whole although thd estate agent is marketing it in sm`ller | :22:08. | :22:11.
chunks to insure they get the interest. They are insisting that | :22:12. | :22:16.
existing relevance `` residdnts will be protected. There are a ntmber of | :22:17. | :22:20.
secure tenants so the village are worried about who the buyer will be | :22:21. | :22:32.
but our job is to find someone who will protect the estate and look | :22:33. | :22:35.
after it as our clients havd done over the last 100 years. Thdre has | :22:36. | :22:38.
been interest from as far away as Australia and Singapore and the | :22:39. | :22:40.
estate agents think it will take a few months to find the right buyer. | :22:41. | :22:45.
A fox cub which was found sick and badly injured by a walkdr | :22:46. | :22:49.
in Cornwall has made a remarkable recovery thanks to | :22:50. | :22:51.
The seven week old cub which has been named Forrest Stump | :22:52. | :22:56.
after losing his tail, is bding cared for at a wildlife retreat | :22:57. | :22:59.
Eleanor Parkinson reports on an unusual relationship. | :23:00. | :23:03.
When Forrest Stump was brought in a month ago he was weak and h`d had | :23:04. | :23:11.
his tail amputated after a serious injury and the Ranger did not think | :23:12. | :23:15.
he would survive but he credits his recovery to a special friendship | :23:16. | :23:20.
with a family dog. He was so frail that he needed something to give him | :23:21. | :23:24.
a bit of a boost. The minutd you left him he would start cryhng. | :23:25. | :23:30.
Barney lives at home with us and he was unfortunately dumped on us and | :23:31. | :23:34.
dumped in our barn a couple of years ago so he was a rescue dog himself | :23:35. | :23:38.
and he was very friendly so soon as he heard the fox cub wanted to get | :23:39. | :23:54.
involved. Because Forrest Stump has been hand reared he cannot be | :23:55. | :23:57.
released into the wild so hd will join the other hand reared foxes on | :23:58. | :24:00.
the farm. He will be in good company. This is also home to attain | :24:01. | :24:02.
Crow and a blind hedgehog. The job now is to get the fox cub fht and | :24:03. | :24:06.
teaching canine social skills. The main thing we cannot give hhm is | :24:07. | :24:10.
teaching him dog and fox ethquette and building up muscle and bone | :24:11. | :24:14.
strength. Lots of really vigorous activity is good for him and that is | :24:15. | :24:19.
where Barney comes in. Barndy has done such a good job with Forrest | :24:20. | :24:23.
Stump that they hope to introduce into the adult foxes in the next few | :24:24. | :24:27.
weeks where he will get a ndw home and a new family. | :24:28. | :24:34.
He looks so sweet. They have got them all therd! | :24:35. | :24:41.
I did not think dogs and foxes got on, might hate them, they go mad. | :24:42. | :24:47.
We have seen it all. And now Holly is here. Hello, Holly. He w`s | :24:48. | :24:54.
gorgeous, wasn't he. We havd seen some bright skies so far today that | :24:55. | :24:58.
cloud has been building as we move through tomorrow we will st`rt to | :24:59. | :25:02.
see more cloud around. Therd will still be sunny spells coming through | :25:03. | :25:08.
and we have a risk of showery rain. We have a swathe of cloud rtnning | :25:09. | :25:12.
through central and eastern parts of the country and out to the West as | :25:13. | :25:16.
well there is a bit more cloud around but we are sitting in the | :25:17. | :25:20.
middle and you can see we are sitting between weather systems On | :25:21. | :25:24.
Wednesday not a great deal of change and we will see cloud feeding across | :25:25. | :25:28.
us but on Thursday that front. To move that bit closer and we are | :25:29. | :25:33.
likely to see some outbreaks of rain. On Friday we see the rain | :25:34. | :25:48.
flowing through and the high pressure starts to build behind and | :25:49. | :25:50.
that is good news for Saturday. Back to the here and now. In the central | :25:51. | :25:54.
and east of the UK there has been a lot of cloud and rain. We h`ve | :25:55. | :25:56.
showers speeding through Dorset and Somerset and they will push into the | :25:57. | :25:59.
east of Devon and further wdst we will see sunshine. This evening we | :26:00. | :26:00.
will continue to see sharp showers will continue to see sharp showers | :26:01. | :26:03.
but they tend to ease down `nd it is a mostly dry night with somd clear | :26:04. | :26:06.
spells. Staying mild as we head through the early hours. Thdre is | :26:07. | :26:11.
brightness around in places tomorrow with sunny spells coming through but | :26:12. | :26:15.
cloud is thickening up from the east and it is likely to bring p`tchy | :26:16. | :26:18.
rain the further east you are but the further west you are thd longer | :26:19. | :26:22.
we you are likely to hang on to hang onto dry and bright weather with | :26:23. | :26:26.
some sunshine. Highs for tolorrow generally around the mid`tedns. Now | :26:27. | :26:34.
we take a look at the Isles of Scilly and a decent day in store | :26:35. | :26:39.
here. It is a bit further wdst and sunshine is coming through. It | :26:40. | :26:40.
should be a dry day. If we take a look at the waves for | :26:41. | :26:52.
our surfers... Now the coastal waters forecast | :26:53. | :27:17.
Thereafter, on Thursday we can expect outbreaks of rain whhch could | :27:18. | :27:22.
turn heavy at times. Friday is brighter but still with the risk of | :27:23. | :27:28.
showers. Saturday should be a dry day with sunshine coming through and | :27:29. | :27:30.
temperatures creeping that bit higher. | :27:31. | :27:36.
Thank you very much. That is it and I will be back at 10pm tonight. Join | :27:37. | :27:42.
me then if you can. We will be back tomorrow at 6:30 p.m.. Goodbye. | :27:43. | :27:47. |
