Good evening. Caring under the spotlight. | :00:10. | :00:14.
For the first time, States`run care homes in Jersey will be inspected | :00:15. | :00:17.
and regulated, after the government unanimously passed new legislation. | :00:18. | :00:22.
I think it is a good day for those vulnerable patients in our | :00:23. | :00:40.
community. We are standing in the middle of a | :00:41. | :00:48.
squire iron age house. The discovery made after a two`month | :00:49. | :00:50.
dig in this field. For the first time, States`run care | :00:51. | :01:00.
homes in Jersey will be inspected and regulated, after the government | :01:01. | :01:03.
unanimously passed new legislation. The Health Minister herself told | :01:04. | :01:08.
the assembly that the current system wasn't fit for purpose and | :01:09. | :01:10.
didn't protect people from `buse. From carers not turning up to work, | :01:11. | :01:13.
to court cases over the quality Jersey's dated legislation didn t | :01:14. | :01:20.
protect those who needed it. There have been quite a few | :01:21. | :01:40.
complaints into the inspecthon Department about the type of care | :01:41. | :01:44.
being given. We know a couple of those have ended up in court. It is | :01:45. | :01:46.
a real issue today. It's hoped | :01:47. | :01:47.
the new law will change that. Previously only private card | :01:48. | :01:49.
homes in Jersey were inspected. Now States`run care | :01:50. | :01:52.
homes will be checked. Care workers ` including those based | :01:53. | :01:53.
in islander's homes ` And an independent regulator, | :01:54. | :01:56.
the Health Care and We are very much aware that there is | :01:57. | :02:12.
a big gap in the law in auxhliary carer, nursing agencies and those | :02:13. | :02:17.
providing care in the community They haven't always been registered. | :02:18. | :02:24.
Health and social services have not been regulated or inspected either. | :02:25. | :02:26.
There was a rush to put this through the States and no one voted | :02:27. | :02:29.
against it ` a clear messagd things weren't right. | :02:30. | :02:31.
It's a complex law and one that will take some ironing | :02:32. | :02:34.
But if all goes to plan, within the next two years, Jersey's care system | :02:35. | :02:38.
Aurigny's new jet made its first commercial flight | :02:39. | :02:45.
The States owned airline botght the Embraer 195 for around ?25 lillion | :02:46. | :02:51.
It was felt it was necessarx to help guarantee that life`line service | :02:52. | :02:57.
makes its first commercial flight today. | :02:58. | :03:19.
It's interesting to see how much of the journey time it has cut by being | :03:20. | :03:30.
a jet. It's a big aeroplane. And very excited. I didn't realhse that | :03:31. | :03:34.
this would be the first flight. I feel quite fortunate to havd a crack | :03:35. | :03:35.
at it. And among the passengers ` @urigny's | :03:36. | :03:37.
boss, pleased it's finally here It's here, it on`time and on budget. | :03:38. | :03:42.
It looking great. When Flybe pulled out of Gatwick, | :03:43. | :03:47.
Aurigny was quick to put A bigger plane ` | :03:48. | :03:49.
which it hopes will help it meet Typically, it could last 25 to 0 | :03:50. | :04:08.
years. We feel it will bring a lot of value for many years to come | :04:09. | :04:10.
And expecting to fly around000, 00 more passengers to the capital | :04:11. | :04:12.
each year ` despite this massive investment, Aurigny says its | :04:13. | :04:14.
All the States have asked us to do is break even, not to make ` profit. | :04:15. | :04:26.
We are expecting to be on track by the end of this year. Our rtnning | :04:27. | :04:27.
rate will be to break even. And with its finances on thd up | :04:28. | :04:31.
Aurigny says there's no need for passengers to worry | :04:32. | :04:34.
the costs of getting the Gatwick Meanwhile, air passengers from the | :04:35. | :04:36.
Channel Islands can now transfer The low cost airline Norweghan is | :04:37. | :04:41.
launching direct flights, three times a week from Gatwick to JFK | :04:42. | :04:47.
airport in New York ` as well as twice weekly services to Los Angeles | :04:48. | :04:51.
and Fort Lauderdale in Florhda. Direct flights with Delta Ahr Lines | :04:52. | :04:54.
to New York were axed A woman's been arrested following | :04:55. | :04:56.
two separate incidents in Jdrsey The first time it happened was | :04:57. | :05:01.
in Liberation Square on the 22nd June, and the second was in the | :05:02. | :05:06.
Royal Square on the 29th of June. The 50 year`old is assisting | :05:07. | :05:10.
police with their inquiries. A 13`year`old girl is being treated | :05:11. | :05:16.
in hospital after being hit It happened when she stepped out | :05:17. | :05:18.
onto Longueville Road after 8pm She's was treated at the scdne | :05:19. | :05:24.
by paramedics, and then takdn to Her injuries aren't believed | :05:25. | :05:27.
to be life threatening. What skills do | :05:28. | :05:34.
employers really want? That's what Guernsey is | :05:35. | :05:36.
trying to find out. The States has commissioned a survey | :05:37. | :05:39.
of local businesses, to identify They say the results will hdlp shape | :05:40. | :05:42.
training courses on offer ` and help reduce the island's | :05:43. | :05:49.
reliance on housing licences. A butcher, a baker, | :05:50. | :05:52.
a candlestick maker ` traditional jobs from the ntrsery | :05:53. | :06:02.
rhyme ` but still valid tod`y. There's not many butchers ldft in | :06:03. | :06:09.
the island, so going into bttchery It's always good to have | :06:10. | :06:12.
a trade behind your belt. Bakery is one of the jobs where | :06:13. | :06:22.
you need to get your hands dirty so You can't learn it out of a book, | :06:23. | :06:25.
you have to physically work It would be nice | :06:26. | :06:33.
if there were more young people with With the islands dependency | :06:34. | :06:36.
on the finance industry, one skill we're not lacking here | :06:37. | :06:44.
in Guernsey is economics. But if we broaden it out further, | :06:45. | :06:47.
we see there are many other skills We need to make sure that all the | :06:48. | :07:03.
people with skills on the island are utilised so that we don't bring | :07:04. | :07:06.
extra people to the island with all the cast and extra burden on | :07:07. | :07:11.
resources that brings. Lane and her team are asking three | :07:12. | :07:15.
or 400 businesses to take p`rt in the 20 minute survey. If skhlls are | :07:16. | :07:22.
lacking, training can be provided. Knowing the skills that Guernsey | :07:23. | :07:26.
needs to improve its economx is very important. If we can help pdople who | :07:27. | :07:30.
are not in work to learn those skills, they can become part of the | :07:31. | :07:32.
workforce. The results will be ready | :07:33. | :07:36.
by September ` then it's up to local islanders up skill and give | :07:37. | :07:39.
the employers what they need. Coming up: If you thought through in | :07:40. | :07:56.
a Frisbee was fun, think ag`in. These guys take it really sdriously. | :07:57. | :08:06.
Guernsey's Commonwealth Gamds athletes have been told thex'll be | :08:07. | :08:08.
competing against some of the best competitors in the world at | :08:09. | :08:11.
Last night the 38 strong squad met for | :08:12. | :08:15.
a photo and were briefed on travel and security details for thd games | :08:16. | :08:19.
Those in charge say Team Guernsey is ready | :08:20. | :08:30.
They're certainly the best prepared team to enter the Commonwealth | :08:31. | :08:38.
Games. Whether or not that will translate itself into personal bats | :08:39. | :08:44.
and medals is difficult to say. The competition `` the level of | :08:45. | :08:46.
competition at the games is extremely high. You will be | :08:47. | :08:54.
competing against the best `thletes in the world rather than thd best in | :08:55. | :08:57.
the 20 or so small islands. Evidence of the first Iron @ge house | :08:58. | :09:00.
has been discovered in Jersdy, after a two`month dig in a field | :09:01. | :09:03.
in St Clement. The excavation has unearthed objects | :09:04. | :09:06.
dating back over two thousand years. But it's the dwelling | :09:07. | :09:09.
and surrounding lanes that have got archaeologists excited ` | :09:10. | :09:12.
as John De La Haye discoverdd. I?m standing in the middle | :09:13. | :09:17.
of the house...It may look like a line | :09:18. | :09:22.
in the mud to the untrained eye ` but to archaeologist | :09:23. | :09:27.
Robert Waterhouse, this is The house stands within a l`ndscape | :09:28. | :09:43.
that includes hedges, ditchds and even ailing. If I walk out of the | :09:44. | :09:51.
house, we can walk along thd lane to another part of the site. | :09:52. | :09:53.
The team have been excavating this site for two months. | :09:54. | :09:55.
They've found evidence of an animal paddock ` | :09:56. | :09:57.
as well of bits of pottery `nd bones ` which all help build a picture of | :09:58. | :10:01.
But it's the shape of this first dwelling that shows early | :10:02. | :10:06.
In other parts of Britain, we have iron age houses which are chrcular. | :10:07. | :10:23.
Hearing we have a squire hotse which is much more normal with wh`t we | :10:24. | :10:25.
have found on the continent. With this dig coming to end, | :10:26. | :10:27.
Robert and his team are turning their attentions to other shtes | :10:28. | :10:30.
in the east of the island ` where they believe more evidence | :10:31. | :10:33.
of Iron Age life will be buried Fascinating stuff. I had a beautiful | :10:34. | :10:47.
flight back from Guernsey this morning. Is this good weathdr going | :10:48. | :10:49.
to last? We could use some rain across the | :10:50. | :11:03.
islands and we will probablx get a little bits. Not as much as we would | :11:04. | :11:06.
like but certainly some wet weather for the gardens and fields `s we | :11:07. | :11:11.
move towards this weekend. Lainly dry tomorrow but there might be a | :11:12. | :11:14.
fuse box of rain later in the day. We will get some morning sunshine. | :11:15. | :11:19.
Poised to moving is a line of cloud and rain which will probablx arrive | :11:20. | :11:24.
into the evening. It may be an overnight feature. Tomorrow night | :11:25. | :11:27.
and into the small hours on Saturday, it could be slow to clear | :11:28. | :11:32.
but will eventually moved ott of the way. A fresher feel come Saturday | :11:33. | :11:35.
with north`westerly winds and the risk of some showers. For the most | :11:36. | :11:43.
part, dry and a fine evening. There may be a bit more in the wax of | :11:44. | :11:47.
cloud floating around but it won't stop it being dry. 14 degreds is the | :11:48. | :11:54.
minimum temperature. Tomorrow we are expecting to see at least a morning | :11:55. | :11:59.
dry with some hazy sunshine. It does cloud over by the time we gdt into | :12:00. | :12:06.
the afternoon. It will take its time before it produces any rain. Towards | :12:07. | :12:11.
the end of the afternoon sun patchy rain will arrive across Guernsey. | :12:12. | :12:18.
The temperatures won't be as high today. `` high as today. 19 or 0 | :12:19. | :12:26.
will be the maximum tomorrow. There is a breeze coming in from the west | :12:27. | :12:33.
or south west. For the coastal waters forecast, the winds `re | :12:34. | :12:40.
south`westerly. Fair Nansen showery outbreaks of rain and gener`lly good | :12:41. | :12:42.
visibility. Times of high w`ter The outlook is for us to sed more | :12:43. | :12:59.
unsettled and cooler condithons For the surfers, bigger waves. We will | :13:00. | :13:04.
see slightly bigger waves tomorrow of two to three seats. As wd head | :13:05. | :13:10.
into the weekend, we will probably see some slightly higher waves so | :13:11. | :13:14.
good news for our servers. Hf you are heading into France, sole wet | :13:15. | :13:19.
weather here as well. Outbrdaks of rain across mid and central France | :13:20. | :13:20.
over the next 24 hours will stop. That's it from us. I'm back with | :13:21. | :13:28.

As well as this. That is a plastic bottle from who knows when, but it | :15:28. | :15:33.
shows just how long plastic hangs around the environment. The work to | :15:34. | :15:38.
clear plastic from the area has been filmed by Bryony Stokes. Sole of the | :15:39. | :15:42.
plastic has been sorted and given to artists to publicise the imlense | :15:43. | :15:45.

plastic. Visitors told us there needs to be greater cooperation It | :15:50. | :15:54.
has to be an international thing. Everybody has to do their p`rt and | :15:55. | :16:00.
play their role in keeping the countryside, the seaside, clean It | :16:01. | :16:05.
is a symptom of the amount of packaging available. Packaghng | :16:06. | :16:08.
becomes rubbish and we are accustomed as a society to throwing | :16:09. | :16:14.
it away. Maybe the 5p tax they will bring in more help with the banks. | :16:15. | :16:19.
Bottles, I do not know. Maybe they should start. `` maybe they should | :16:20. | :16:25.
start giving money back on them like they used it with the glass ones. A | :16:26. | :16:30.
major conference will take place later this month to try and find | :16:31. | :16:33.
ways to ensure our coastlind can be cleaner for us all to enjoy. | :16:34. | :16:36.
And tomorrow we'll be hearing about a Cornish surfer's idda to | :16:37. | :16:39.
remove plastics from our co`stline with his Two Minute Beach Clean | :16:40. | :16:42.
campaign, and it's attracting attention from all over the world. | :16:43. | :16:46.
Experts say it's crucial colmercial woodland | :16:47. | :16:48.
in the South West is expanddd to meet a growing demand for thmber. | :16:49. | :16:52.
In the next 20 to 25 years, the UK will experience "peak timber" | :16:53. | :16:56.
` that's when our domestic supply of wood will start decreasing, | :16:57. | :16:58.
As Spotlight's Andrea Ormsbx reports, at the moment, timber sales | :16:59. | :17:03.
There are 200,000 hectares of woodland in the south`west, just | :17:04. | :17:17.
under half of them are commdrcial. 50 of them are here in good stone | :17:18. | :17:22.
forest on the edge of Dartmoor in South Devon. There are 4000 tonnes | :17:23. | :17:28.
of trees to be harvested here. It will take about two months. These | :17:29. | :17:37.
trees are planted as a crop. As a country, we are largely depdndent on | :17:38. | :17:45.
imported timber. But with commercial crops like this, we become lore | :17:46. | :17:48.
self`sufficient in timber from the UK. It is big business in the UK, | :17:49. | :17:55.
forestry and the timber processing industry employing 32,000 pdople. | :17:56. | :17:59.
But when you think the UK is coloured by only 13% of fordst | :18:00. | :18:04.
compared to 40% in Europe, dxperts say there is plenty of room for | :18:05. | :18:09.
growth. Global population is growing by 3% a year. Global demand for | :18:10. | :18:13.
timber is growing with that growth in population. The UK is a net | :18:14. | :18:19.
importer of timber. It will never satisfy its own domestic deland for | :18:20. | :18:23.
timber. Consequently, we nedd to keep planting more timber, | :18:24. | :18:28.
establishing new planting shtes That does not need to be at the | :18:29. | :18:31.
expense of beautiful agricultural environments that we enjoy hn the | :18:32. | :18:35.
south`west. There can be balanced by their needs to be more planting of | :18:36. | :18:42.
commercial trees. Sales are booming. The wood from your local all over | :18:43. | :18:46.
the country. The south`west is getting a reputation for world class | :18:47. | :18:50.
timber. In the south`west, ` lot of the crops are being sent, so that | :18:51. | :18:54.
means removing smaller trees, leaving the bigger, larger `nd | :18:55. | :18:59.
better quality trees so that when it comes to harvesting them, they are | :19:00. | :19:02.
of better quality. There is a demand from timber in the south`west. It | :19:03. | :19:07.
takes 35 seconds to fail and cut a mature tree. And 35 years to grow | :19:08. | :19:13.
one. He that this forest, the thinking long term. `` here at this | :19:14. | :19:15.
forest. The waterwheels have been ttrning | :19:16. | :19:17.
at Finch Foundry near Okehalpton It's the last remaining | :19:18. | :19:20.
water`powered forge in Engl`nd, offering a remarkable glimpse | :19:21. | :19:23.
into a bygone world of industry It is now celebrating | :19:24. | :19:26.
it's 200th birthday. This is where history comes alive. | :19:27. | :19:41.
Finch Foundry. There is still an Finch Foundry. There is still an | :19:42. | :19:46.
atmosphere of when the water`powered forge was busy with 27 staff working | :19:47. | :19:50.
in a successful business manufacturing 400 tools a d`y. The | :19:51. | :19:54.
Finch Foundry will the second largest employer in the are`. They | :19:55. | :20:01.
were making things with a cttting edge tool. They were making nice, | :20:02. | :20:05.
hooks, beating all sorts of different tools. `` making `ll | :20:06. | :20:11.
sorts. We have free water wheels and the Hammer practice from 1740. You | :20:12. | :20:19.
can see things working here. It is probably the only place in Durope | :20:20. | :20:21.
where you can see it working together. For the last two decades | :20:22. | :20:27.
of its 200 year history, Thd National Trust have kept thd foundry | :20:28. | :20:30.
open, turning it into a livhng museum. This timber has been dated | :20:31. | :20:36.
back to 1750 and was taken from an old ship. It helps to build this rat | :20:37. | :20:39.
which has been working for `round 200 years. `` this track. It isn't | :20:40. | :20:47.
working at the moment. But H found this lovely footage of it in action | :20:48. | :20:53.
43 years ago. This is the h`ndle that runs the main sluice. People at | :20:54. | :20:57.
back and that releases the water and gets the real coming. | :20:58. | :21:00.
The real terms, but of course it will not run. That is due to | :21:01. | :21:05.
problems with the water pool and the pivots on the Hammer. It might cost | :21:06. | :21:09.
a lot of money. We are lookhng to raise that money. It is hopdd they | :21:10. | :21:15.
will be able to come up with some ordinations and bright and dars `` | :21:16. | :21:40.
bright ideas. Frisby is a proper sport and as Hamish Marshall | :21:41. | :21:45.
reports, more than half the GB team for the forthcoming European | :21:46. | :21:48.
Championships are from Exetdr. It started as some fun with a biscuit | :21:49. | :21:52.
tin lid on the beach in the 196 s. Now it is a proper sport and these | :21:53. | :21:58.
guys are amongst the best in Europe. Played on a football pitch, boys and | :21:59. | :22:02.
girls play together in a match which the referee themselves. You cannot | :22:03. | :22:07.
run with the discount if yot drop it when it goes `` then it goes | :22:08. | :22:11.
straight to the opposition. Additionally competitive. Rdally | :22:12. | :22:17.
fast and competitive. When xou see it being played at a high ldvel it | :22:18. | :22:25.
is really exciting. Just to show the speed of this game, Millie hs | :22:26. | :22:29.
counting to ten. I have to get rid of the Frisbee before she does that | :22:30. | :22:32.
I have to get rid of the Frhsbee before she does that what I've | :22:33. | :22:35.
always position. It is like scoring a try in rugby and each gamd lasts | :22:36. | :22:38.
for one hour. Fitness and skill are both tested. It is hard to keep up | :22:39. | :22:45.
with long points where we c`nnot score and they cannot score. It gets | :22:46. | :22:51.
tiring. Does it get practic`l? It does. You have to think of different | :22:52. | :22:55.
plays and things like that to help you in your friends. `` fence. They | :22:56. | :23:04.

and all for GB captain 's play here. Most people think of football, | :23:09. | :23:12.
cricket, rugby. Why do you like Frisbee? Since Year 7 it has been | :23:13. | :23:17.
there for us. I thought it would be nice to try and have carried on and | :23:18. | :23:23.
ended up at national level. It is related, the buzz around thd team. | :23:24. | :23:29.
It is great. Show me how to capture it properly. You want to catch it in | :23:30. | :23:39.
the gut like this. Like that? Yes, like that. As champions for the last | :23:40. | :23:46.
five years, this team probably did not need any more ageing recruits! | :23:47. | :23:53.
He is quite good, isn't he? Keep practising. Time for a look at the | :23:54. | :23:59.
weather. That might be a bit more difficult to model because ht will | :24:00. | :24:03.
be breezy tomorrow. Good evening. We have had a | :24:04. | :24:07.
reasonable day today. Temperature is 23`24 Celsius. It will not be quite | :24:08. | :24:15.
the same tomorrow. This picture gives you a hint. Rain is coming in | :24:16. | :24:19.
could turn out in the afternoon to be quite heavy and widespre`d. A | :24:20. | :24:23.
breezy day. More cloud than we have seen today. Rain will be in all | :24:24. | :24:26.
areas through the day and into the evening. It is all out here in the | :24:27. | :24:30.
moment in the mid`Atlantic. That clump of cloud. It seems far`away | :24:31. | :24:35.
but it will arrive in the morning and the afternoon. We are bdtween | :24:36. | :24:40.
those systems at the moment but we have lost their high pressure. We're | :24:41. | :24:43.
looking at low pressure takhng charge of the weather pattern. That | :24:44. | :24:47.
is the middle of the day on Friday. You can see a squeeze in thd | :24:48. | :24:53.
isobars. Into Saturday, low pressure is there but we will see sunshine | :24:54. | :24:57.
and a small chance of showers. It will be fresher and cooler. There is | :24:58. | :25:03.
a satellite picture from earlier. You can see the cloud that has been | :25:04. | :25:08.
slow moving and covering a large part of West Camel and North Devon. | :25:09. | :25:10.
Further south, lovely weathdr and sunshine. Here is where it was a | :25:11. | :25:19.
perfect summer 's day. The sun is out and the sunshine. We have had | :25:20. | :25:28.
some fine shots taken here. At this time of year, the poems alotd and it | :25:29. | :25:31.
is splendid. One downside is the pollen is very high which mdans | :25:32. | :25:37.
those who suffer from hay fdver have been suffering quite badly. The rain | :25:38. | :25:41.
tomorrow will help for sure because it will wash out a lot of that | :25:42. | :25:44.
pollen from the air. Let's follow the progress of that. Overnhght | :25:45. | :25:51.
increasingly cloudy. Might be a few showers overnight but it is | :25:52. | :25:55.
effectively dry" he. Just a few trips of rain possible across West | :25:56. | :26:02.
Camel. `` dry overnight. Temperatures will not fall luch | :26:03. | :26:08.
below 15`14. Further west, `nd mild night 16 the minimum temper`ture. | :26:09. | :26:15.
Tomorrow, it is all changed. Might get some early brightness in Dorset | :26:16. | :26:21.
and Somerset. Maybe 19, 20 hn the morning, but it soon cools down as | :26:22. | :26:24.
we see rain set in. Rain is widespread through the afternoon and | :26:25. | :26:28.
it is breezy. It will not fdel as warm. We will see temperatures down | :26:29. | :26:33.
to 17, 18 degrees. And a brhsk south`westerly breeze setting in as | :26:34. | :26:38.
well. There is the forecast for the Isles of Scilly. It is slow to move | :26:39. | :26:43.
out of their way across the, so quite a wet day in store. Thmes of | :26:44. | :26:52.
high water... And for our stffers, good news. The sufferer 's been | :26:53. | :27:00.
pretty quiet. `` it has been quickly quiet. Those winds are | :27:01. | :27:10.
south`westerly and up to force five, occasionally six in West Cornwall | :27:11. | :27:17.
and the Isles of Scilly. Thd weekend is not that bad. It is cool and | :27:18. | :27:21.
fresher. We will see sunshine on both days. The better of thd two | :27:22. | :27:26.
days will be Saturday. Heavx showers on Sunday. For all of us, a | :27:27. | :27:30.
