A Briton is confirmed among the dead in the Brussels attacks as a suspect

:00:11.:00:13.

in the bombings is shot and arrested.

:00:14.:00:15.

The man is caught at a tram stop, one of several arrests by police

:00:16.:00:18.

in the Belgian capital as the investigation continues.

:00:19.:00:20.

Briton David Dixon is named as having died in the metro bombing,

:00:21.:00:23.

America pledges support for Belgium, and carries out strikes

:00:24.:00:27.

Has revealed it has killed a leading member of the so-called Islamic

State. We will come back with greater

:00:39.:00:38.

resolve, with greater strength and we will not rest until we have

:00:39.:00:41.

eliminated your nihilistic beliefs and cowardice, from

:00:42.:00:44.

the face of this earth. APPLAUSE

:00:45.:01:01.

Jeremy Corbyn calls the government's plans to change schools into

:01:02.:01:07.

academies as asset stripping education as he addresses the main

:01:08.:01:09.

teaching union. The ?250 million repair bill

:01:10.:01:10.

for the bridges and roads ruined And, remembering Ireland's Easter

:01:11.:01:13.

rising 100 years on. Belgian police have shot and wounded

:01:14.:01:27.

a suspect during an anti-terror Video footage of the operation

:01:28.:01:32.

in the Schaerbeek district of the capital showed heavily armed

:01:33.:01:35.

officers moving in on the man at a tram stop, several

:01:36.:01:39.

explosions were also heard. Meanwhile, the Foreign Office has

:01:40.:01:44.

confirmed that a British man, who'd been missing

:01:45.:01:46.

since Tuesday's attacks, David Dixon, who was 53,

:01:47.:01:51.

is thought to have been on the metro Our Europe Correspondent,

:01:52.:01:56.

Damian Grammaticas has the latest I must warn you, his report contains

:01:57.:01:59.

some graphic images. It's a police operation, the woman's

:02:00.:02:13.

voice says. Outside, they advance behind a bullet-proof shields. A

:02:14.:02:17.

child emerges and is hurried away. Lying in the tram stop a man has

:02:18.:02:22.

been shot in the legs, police still training their weapons on him. The

:02:23.:02:27.

view from across the street shows a bomb disposal robot approaching, he

:02:28.:02:31.

is holding a bag and they want to check if there are explosives. Then,

:02:32.:02:37.

officers moved in. This is the same Schaerbeek district where the

:02:38.:02:40.

Brussels and Paris attackers have safe houses. This operation, though,

:02:41.:02:43.

it seems was triggered by information gleaned from a raid in

:02:44.:02:47.

Paris yesterday where one man was arrested apparently preparing a new

:02:48.:02:52.

attack in France not linked to the Brussels bombings. They take the kid

:02:53.:02:58.

and they shoot the man I think in the leg. He was not dying, he was

:02:59.:03:02.

moving and the police asked him to put the bag far from him. That is

:03:03.:03:09.

what they did. -- he did. After, he tried to move. I was very shocked.

:03:10.:03:19.

Meanwhile, prosecutors today confirmed that one of the suspects

:03:20.:03:23.

who is thought made one of the suicide vests in the Paris attacks

:03:24.:03:26.

was one of the Brussels airport bombers. In total, some 300 people

:03:27.:03:32.

were killed and injured in these attacks, their fates are starting to

:03:33.:03:37.

become clearer. Some 40 nationalities touched, in total. The

:03:38.:03:41.

pain and suffering is felt not just here but far afield, too. From

:03:42.:03:48.

America to China, families are now morning and in the UK, too. David

:03:49.:03:53.

Dixon, an IT consultant from Hartlepool texted his family after

:03:54.:03:56.

the airport attack to say he was safe. The father of a seven-year-old

:03:57.:04:02.

son died soon after in the metro blast. Mason Wells survived the

:04:03.:04:07.

Boston Marathon bombing three years ago and survived again in Brussels

:04:08.:04:12.

but has severe burns. I remember seeing fire front of my face and

:04:13.:04:15.

also fired down by my feet on the ground. We were really close. I feel

:04:16.:04:21.

lucky to have escaped with what I did. Brussels' airport is still

:04:22.:04:27.

closed but the US secretary of state came to offer his support. He said

:04:28.:04:32.

criticising Belgium for security failings before the facts are known

:04:33.:04:36.

is inappropriate, adding the so-called Islamic State is lashing

:04:37.:04:39.

out in Europe because it is under pressure. We will not rest until we

:04:40.:04:48.

have eliminated your nihilistic beliefs and cowardice from the face

:04:49.:04:53.

of this earth. But what many here fear is that the terror network

:04:54.:04:58.

still lingers and despite the efforts to eliminate them, there

:04:59.:05:03.

could be more bloodshed to come. One update this evening. Exactly a week

:05:04.:05:08.

ago the Belgians arrested the Paris suspect and have been criticised for

:05:09.:05:11.

not getting more information out of him. Tonight the prosecutors

:05:12.:05:15.

released a statement saying they questioned him three times and he

:05:16.:05:18.

only cooperated wants to talk about events in Paris. He would say

:05:19.:05:21.

nothing about events following the attacks here in Brussels. He has

:05:22.:05:26.

exercised his right to silence. He hasn't helped them. Thank you.

:05:27.:05:31.

The US military says it has killed a number of leading militants

:05:32.:05:34.

belonging to so-called Islamic State, including the man

:05:35.:05:36.

said to be the group's second-in-command.

:05:37.:05:39.

It described Abd ar-Rahman Mustafa al-Ka-dooley as the group's finance

:05:40.:05:42.

minister and said he'd been responsible for terror plots outside

:05:43.:05:44.

We can speak to our North America editor,

:05:45.:05:50.

What do we know about this operation? What seems to have

:05:51.:06:01.

happened is that special forces had been brought in, trying to intercept

:06:02.:06:05.

him and take him alive so they could question him about what he knew but

:06:06.:06:08.

a firefight broke out and he was killed. A very different method of

:06:09.:06:13.

operating from the usual drone strike. It also tells us that the US

:06:14.:06:19.

are getting increased intelligence now on who the people are who

:06:20.:06:24.

control IS and where to find them, critically. One other thing Ashton

:06:25.:06:29.

Carter said, the Defence Secretary, the momentum is moving our way. The

:06:30.:06:35.

anti-IS forces are shrinking the amount of land that so-called

:06:36.:06:38.

Islamic State hold and by attacking the finance minister today, is

:06:39.:06:43.

reducing the ability of IS to pay the foreign fighters. That has an

:06:44.:06:47.

important flip side. If they can't fight in Syria and there is no money

:06:48.:06:52.

to pay them, they could soon be heading back to Europe with the

:06:53.:06:54.

security implications that involves. Thank you.

:06:55.:06:57.

The Labour leader, Jeremy Corbyn, has told the National Union

:06:58.:07:00.

of Teachers this afternoon that the Government's push

:07:01.:07:02.

for academy schools in England will lead to the "asset-stripping

:07:03.:07:04.

Ministers want all state schools to have plans to convert

:07:05.:07:09.

to academies by 2020, arguing that it will

:07:10.:07:11.

From Brighton, our Education Editor Branwen Jeffreys has this report.

:07:12.:07:19.

opened after another failed, an early academy set up under a Labour

:07:20.:07:30.

government. Now, all England's schools will have to follow, even

:07:31.:07:35.

good schools will be forced to become academies. Today, Jeremy

:07:36.:07:39.

Corbyn came to one of the teacher union conferences, do voices

:07:40.:07:44.

opposition. There is not a shred of evidence that academies

:07:45.:07:48.

automatically improve standards. -- to voice his opposition. There are

:07:49.:07:51.

very real fears about the intention of the government and those who pay

:07:52.:07:55.

themselves exorbitant salaries to run academy chains. APPLAUSE

:07:56.:08:00.

Loud applause for that message, here. But it's not just teachers'

:08:01.:08:07.

unions that are angry about the academy plans. Some Tory councillors

:08:08.:08:11.

are as well. They say they are already doing a good job of

:08:12.:08:13.

overseeing their local schools. Since this academy was built, things

:08:14.:08:23.

have changed. A fresh start has led to a better school for local kids.

:08:24.:08:28.

And the head says she has much more freedom. She has introduced

:08:29.:08:31.

performance related pay, to keep good staff. One of the things that

:08:32.:08:36.

is so useful is that I have control over my budget. Because of that, I

:08:37.:08:42.

can employ are the sort of staff that meet the needs of this

:08:43.:08:46.

humility. I have just as many support staff as teachers. In

:08:47.:08:50.

primary schools it is simpler, most answer to the council. Here in

:08:51.:08:55.

Brighton they are considering their options, could council staff leave,

:08:56.:08:58.

to set up a group of local academies? You don't want a

:08:59.:09:03.

supermarket free style of education here in the city where these academy

:09:04.:09:08.

trusts come in, cherry pickers best schools and essentially be those in

:09:09.:09:12.

the margins of our educational system to fend for themselves.

:09:13.:09:16.

Today, this schools minister told me that they will press ahead, even

:09:17.:09:20.

though some in his own party are against these plans. Even in strong

:09:21.:09:25.

authorities, let alone the authorities where there are far more

:09:26.:09:28.

underperforming schools, this is about ensuring that we take the

:09:29.:09:31.

excellent and high performing schools, take that expertise and

:09:32.:09:36.

spread it. Schools, could also be learning a new language of

:09:37.:09:38.

competition between chains of academy schools. All against the

:09:39.:09:42.

background of union and counsel dissent.

:09:43.:09:49.

Local councils say they need more financial help,

:09:50.:09:51.

to repair the damage to roads and bridges caused by this

:09:52.:09:53.

The Local Government Association says councils are facing bills of up

:09:54.:09:59.

to ?250 million and the final tally could be higher.

:10:00.:10:02.

The worst hit area is Cumbria, which sustained about ?175 million

:10:03.:10:05.

From there, our UK Special Affairs correspondent Jeremy Cooke reports.

:10:06.:10:14.

A raging flood, an elemental force of nature.

:10:15.:10:18.

Enough to change the landscape, enough to bring down bridges that

:10:19.:10:22.

The scale of the damage is overwhelming, and so is the bill

:10:23.:10:29.

It's a task which can take months, like here in Cumbria.

:10:30.:10:36.

Eamont Bridge was rocked to its foundations,

:10:37.:10:38.

The danger with this is getting into the water and we need the water

:10:39.:10:48.

flows to be suitable to get divers in, first of all,

:10:49.:10:50.

And for very much of the time since December, we've had very high

:10:51.:10:58.

water levels and very fast-flowing water, which has made it difficult

:10:59.:11:00.

and dangerous to get in to survey bridges.

:11:01.:11:02.

Across the flood zone, there's still plenty of evidence

:11:03.:11:05.

of just how high and fast the waters rose.

:11:06.:11:07.

The amount of damage has been immense, and many communities

:11:08.:11:10.

are still living with washed out bridges and closed roads -

:11:11.:11:13.

Of course, it's not just about money.

:11:14.:11:20.

For Carol Pollitt, dramatically rescued from the upper floors

:11:21.:11:23.

of her pub, the December floods were terrifying.

:11:24.:11:25.

It all looks a lot different now, but there are still bills to pay

:11:26.:11:28.

To be honest, I couldn't really see wood for the trees.

:11:29.:11:36.

There was so many jobs that needed doing.

:11:37.:11:40.

To start with it, it was to get rid of all the sludge that had been left

:11:41.:11:44.

behind, so we spent a full month cleaning and cleaning.

:11:45.:11:48.

It's estimated that the winter floods have cost insurance companies

:11:49.:11:51.

The Local Government Association puts the public bill for fixing

:11:52.:11:56.

infrastructure at ?250 million, which councils, it says,

:11:57.:12:00.

We'll either have to reduce some of our existing council services

:12:01.:12:09.

What we're saying is that Government's got to recognise

:12:10.:12:14.

Ministers say they are providing an extra ?130 million specifically

:12:15.:12:21.

to help councils repair roads and bridges.

:12:22.:12:25.

The Government also stresses it is to spend an additional

:12:26.:12:29.

?700 million on flood defences, bringing the total to ?3 billion.

:12:30.:12:34.

Ministers insist they stand squarely behind flood affected communities.

:12:35.:12:36.

Five people have been taken to hospital after reports of shots

:12:37.:12:45.

One man is in a critical condition after the incident

:12:46.:12:52.

Police believe the shots were fired from a vehicle,

:12:53.:12:55.

Officers say there's no suggestion the incident was terrorist related.

:12:56.:12:59.

Commemorations will take place across Ireland this weekend,

:13:00.:13:02.

marking the 100th anniversary of the 1916 Easter Rising,

:13:03.:13:04.

the rebellion against British rule that was a key moment in the history

:13:05.:13:07.

There will be ceremonies at historic sites across Dublin,

:13:08.:13:11.

with more than half a million people expected to attend events on Sunday.

:13:12.:13:14.

Our Ireland Correspondent, Chris Buckler, has this report.

:13:15.:13:25.

100 years ago, the backstreets of Dublin became a battlefield

:13:26.:13:28.

...smashing into this building beside us.

:13:29.:13:34.

Around the city, buildings were turned into makeshift garrisons

:13:35.:13:36.

and the city's post office, a military headquarters.

:13:37.:13:43.

The Irish Republic is entitled to and hereby claims the allegiance

:13:44.:13:46.

It was here, on Easter Monday, that Padraig Pearse read

:13:47.:13:52.

the proclamation, declaring a rising, a Republic,

:13:53.:13:57.

and the end of British rule, yet it was less than a week

:13:58.:14:00.

from the start of rebellion to the point of surrender.

:14:01.:14:02.

In that time, the lives of civilians, British soldiers

:14:03.:14:04.

and Irish volunteers were lost, and much of the heart

:14:05.:14:07.

A field military strategy, designed by men with more knowledge

:14:08.:14:15.

They were poets, they were scholars, they were writers, teachers

:14:16.:14:21.

What had happened under British rule, all of the Irishness was taken

:14:22.:14:27.

Relatives of those who fought in the rising will be

:14:28.:14:34.

It's thought Molly O'Reilly was just 15 years of age when she carried

:14:35.:14:42.

messages between its leaders through the dangerous streets

:14:43.:14:44.

Molly's account of what happened is held in Ireland's military archives.

:14:45.:14:54.

"I brought back a dispatch to hold the building at all costs".

:14:55.:14:57.

I have a daughter myself, who's 17, and I can't believe that somebody

:14:58.:15:00.

was out for the whole week at that age, dodging

:15:01.:15:03.

Initially, in Ireland, there was anger at the rebels

:15:04.:15:07.

for bringing violence to the streets of Dublin.

:15:08.:15:12.

But the execution of the rising's leaders changed opinions and marked

:15:13.:15:15.

a moment when support for a Republic truly rose.

:15:16.:15:19.

Given the deaths on all sides, there are sensitivities

:15:20.:15:26.

in marking this Centenary, but these commemorations are seen

:15:27.:15:30.

as important because in the story of the rising are the origins

:15:31.:15:33.

A man has been charged with inciting racial hatred on social media,

:15:34.:15:42.

after a message on his Twitter account said he'd confronted

:15:43.:15:45.

a Muslim woman in London about the Brussels attacks.

:15:46.:15:50.

Matthew Doyle, who's 46, and from South Croydon,

:15:51.:15:52.

will appear before magistrates tomorrow.

:15:53.:15:57.

The American comedian Garry Shandling has died

:15:58.:15:59.

His career spanned four decades and influenced

:16:00.:16:03.

He enjoyed a cult following for the sitcom

:16:04.:16:09.

He enjoyed a cult following for the sitcom It's Garry Shandling's Show

:16:10.:16:12.

in the award-winning "The Larry Sanders Show".

:16:13.:16:16.

It always falls on different dates, but could that change?

:16:17.:16:21.

The Archbishop of Canterbury wants churches to agree a fixed date

:16:22.:16:23.

for Easter celebrations, an idea that has support among

:16:24.:16:25.

Here's Our religious affairs correspondent Caroline Wyatt.

:16:26.:16:35.

For Christians, this is the most important religious festival

:16:36.:16:38.

The Archbishop of Canterbury, Justin Welby, was with the faithful

:16:39.:16:46.

in Kent today, marking when Christians believe Jesus Christ

:16:47.:16:48.

And yet, those in East and West celebrate Easter at different times.

:16:49.:16:54.

So, why can't Christians get together to fix the date?

:16:55.:16:57.

We started talking about it over 1,000 years

:16:58.:16:59.

Given the number of people and churches around the world,

:17:00.:17:08.

that seem to support the idea of having the same date for Easter,

:17:09.:17:11.

A better chance for a long time that certainly it could be

:17:12.:17:17.

It's a debate that might not quite be as old as the moon and stars

:17:18.:17:22.

itself, but it is certainly one that dates back to the earliest

:17:23.:17:25.

For centuries, astronomers such as those at Greenwich have been

:17:26.:17:30.

vital in predicting when Easter will be celebrated.

:17:31.:17:34.

It depends on two astronomical things, the spring

:17:35.:17:36.

It was the British monk the Venerable Bede back in about 700

:17:37.:17:44.

who came up with a nice easy way of remembering it.

:17:45.:17:47.

It's the first Sunday after the first full moon

:17:48.:17:50.

It was only in the year 664 in Whitby at this ancient Christian

:17:51.:17:58.

site that the Synod ended the squabbling as to when Easter

:17:59.:18:01.

should be marked in this part of the world.

:18:02.:18:03.

Now, though, there are hopes that the date for Easter

:18:04.:18:06.

On the second or third Sunday in April.

:18:07.:18:10.

Perhaps it will resolve one of the longest running

:18:11.:18:12.

As well as making it rather easier to plan your Easter holidays.

:18:13.:18:17.

The idea has come from the Coptic Orthodox Church.

:18:18.:18:21.

Although some other branches, like the

:18:22.:18:24.

Russian Orthodox, might be less keen to compromise.

:18:25.:18:27.

The difficulty is going to be that everyone is going

:18:28.:18:31.

to have to sacrifice, because we all have our own ways

:18:32.:18:34.

We have all calculated this way for centuries.

:18:35.:18:39.

So, this is one debate that could go on, long after we have finished

:18:40.:18:43.

There's more throughout the evening on the BBC News Channel.

:18:44.:18:57.

Now, on BBC One, it's time for the news where you are.
