Good evening, the headlines on BBC Newsline: | :00:13. | :00:18.
A man faces blackmail charges in Romania following a police | :00:19. | :00:20.
investigation into the death of schoolboy Ronan Hughes. | :00:21. | :00:25.
Arlene Foster says online abuse isn't influencing her policy | :00:26. | :00:28.
Could a court decision have catastrophic consequences | :00:29. | :00:32.
Will a long-awaited upgrade get Translink's wifi back on track? | :00:33. | :00:48.
It's a 50-50 thing if it works. Half the time it works and half the time | :00:49. | :00:53.
there is no Internet connection. Sell-out crowd gathers | :00:54. | :00:59.
in Belfast as Ulster and Munster meet in a much-anticipated | :01:00. | :01:01.
inter-provincial derby. And it's an eventful weekend - | :01:02. | :01:03.
lots of Halloween celebrations, the clocks go back and the Dublin | :01:04. | :01:05.
marathon on Sunday. A man has appeared in court | :01:06. | :01:07.
in Romania charged in connection with the death of the schoolboy | :01:08. | :01:14.
Ronan Hughes last year. The County Tyrone teenager | :01:15. | :01:19.
took his life after being tricked into sharing intimate images | :01:20. | :01:22.
of himself online, The suspect was arrested in a joint | :01:23. | :01:25.
operation between the police Our home affairs correspondent, | :01:26. | :01:31.
Vincent Kearney, reports. Ronan Hughes was a victim of what | :01:32. | :01:45.
the police call WebCam blackmail. Tricked into sharing intimate images | :01:46. | :01:49.
online, he took his own life hours after some of the pictures were sent | :01:50. | :01:54.
to his friends when he refused to pay a ransom. Speaking at his | :01:55. | :01:59.
funeral, the parish priest had harsh words for those responsible. Ronan | :02:00. | :02:05.
Hughes, dear people, did not take his own life. But the life of Ronan | :02:06. | :02:14.
was taken from him. And somewhere in the big world today, perhaps very | :02:15. | :02:27.
far from here, there's a man or a woman or a gang who are guilty of a | :02:28. | :02:34.
terrible crime. Ronan's parents said they believed their son had been | :02:35. | :02:39.
targeted by a gang based in Nigeria, but the investigation led in a | :02:40. | :02:45.
different direction. Its specialist cyber crime unit traced the computer | :02:46. | :02:48.
to Romania. They then worked closely with Romanian police and another of | :02:49. | :02:54.
officers flew to the country to arrest a suspect. The 31-year-old | :02:55. | :02:59.
appeared in court in Bucharest today charged with producing and | :03:00. | :03:04.
distributing indecent images of children, and blackmail. The man | :03:05. | :03:08.
will be tried in Romania on the charges brought before the court. We | :03:09. | :03:12.
will take our evidence to them and presented to them. That's led to | :03:13. | :03:18.
this arrest today, and charge. I would ask anybody who feels they've | :03:19. | :03:22.
been compromised online to contact the police. If you don't feel | :03:23. | :03:26.
comfortable contacting the police, please speak to somebody who can | :03:27. | :03:31.
come to us. The police have warned sexual predators are targeting | :03:32. | :03:35.
children and young people in Northern Ireland on a daily basis | :03:36. | :03:39.
for exploitation and abuse. This is potentially a huge success for the | :03:40. | :03:44.
PSNI. At the time of Ronan Hughes death you expected any arrest to be | :03:45. | :03:48.
made. The police will hope this arrest will send a strong message | :03:49. | :03:54.
that distance doesn't protect from prosecution of suspected Internet | :03:55. | :03:55.
crimes. The DUP leader has denied letting | :03:56. | :03:57.
online abuse influence her policy Arlene Foster says she will continue | :03:58. | :04:00.
to veto any attempt to change the law on marriage | :04:01. | :04:04.
in Northern Ireland, while those in favour of the reform say | :04:05. | :04:06.
they will continue their campaign. Here's our political | :04:07. | :04:09.
correspondent, Stephen Walker. Last November, for the first time, | :04:10. | :04:19.
MLAs voted for the first time in favour of lifting the ban on | :04:20. | :04:23.
same-sex marriage, but the move failed because the DUP deployed a | :04:24. | :04:28.
blocking mechanism called a petition of concern. Now their leader Arlene | :04:29. | :04:33.
Foster says her party will continue to use this method. It was a | :04:34. | :04:36.
manifesto commitment and unlike other parties we take seriously what | :04:37. | :04:42.
we put in our manifesto. We made it clear we would continue to support | :04:43. | :04:45.
the definition of marriage and we wouldn't be up for changing it. I | :04:46. | :04:56.
don't know what the surprises about because it wasn't a surprise before | :04:57. | :04:58.
the election or during the election, and certainly not as a prize now. | :04:59. | :05:01.
For some people this is personal. This is a picture from the wedding | :05:02. | :05:07.
of Tony. He's gay and he got married in England. The Sinn Fein politician | :05:08. | :05:12.
wants the law to change here. We all have families, we all have friends, | :05:13. | :05:18.
we all have relatives, neighbours, contacts who want marriage equality | :05:19. | :05:22.
to be brought to this part of the island. Their voice needs to be | :05:23. | :05:28.
heard. The Alliance party, the Green party and the SDLP have also | :05:29. | :05:33.
criticised Arlene Foster's remarks. I'm open to having a discussion with | :05:34. | :05:38.
Arlene Foster about how we can find a way through this because I don't | :05:39. | :05:42.
think it is sustainable to simply block progress because some people | :05:43. | :05:46.
disagree with it. Campaigners say if MLAs won't change the law, the | :05:47. | :05:52.
matter could end up in the courts. If the assembly is incapable or | :05:53. | :05:57.
unwilling on lifting the ban, it will fall to the courts to stand up | :05:58. | :06:01.
for the minority interests and make sure there is a solution to this | :06:02. | :06:07.
ongoing issue. Whilst the legal route is a possibility, politically | :06:08. | :06:12.
this issue will not go away. Stormont has voted on equal marriage | :06:13. | :06:17.
on five occasions. A sixth, it seems, is only a matter of time. | :06:18. | :06:23.
BBC Newsline has been told that a decision by the Supreme Court | :06:24. | :06:26.
in Dublin could have "catastrophic consequences" for part | :06:27. | :06:28.
The court ruled that a 40-year-old agreement allowing cross-border | :06:29. | :06:33.
access to inshore waters for mussel fishermen was unlawful. | :06:34. | :06:39.
Here's our agriculture and environment correspondent, | :06:40. | :06:40.
Northern Ireland's mussel fishermen get a lot of their baby or seed | :06:41. | :06:53.
stock from waters off Dublin Bay and Wexford. It's relayed on the sea bed | :06:54. | :06:58.
here and harvested when they are grown. A cross-border deal was cut | :06:59. | :07:03.
by civil servants in the 60s. Under it, fisher men from both | :07:04. | :07:06.
jurisdictions could access each other's inshore coastal waters for | :07:07. | :07:11.
juvenile mussels. But now that is under threat. It's a big problem for | :07:12. | :07:15.
men like Brian Cunningham, who make a living from the industry. That | :07:16. | :07:21.
decision is catastrophic to our industry because without the | :07:22. | :07:25.
additional seeds, resource in the south waters of Ireland we can't | :07:26. | :07:30.
exist. The Irish Supreme Court judge that the practice of harvesting | :07:31. | :07:34.
mussel seed by Northern Ireland registered boats in the Irish pub -- | :07:35. | :07:40.
republic was not lawful. It said it amounted to an exploitation... | :07:41. | :07:47.
In essence, the gentleman 's agreement drawn up by civil servants | :07:48. | :07:54.
40 years ago was not enough. Around ten Northern Ireland companies | :07:55. | :07:59.
wasting Carlingford and Belfast locks, and Lough Foyle, would have | :08:00. | :08:03.
gone south for seed. They are not sure how this will play out. The | :08:04. | :08:08.
Department of agriculture and environment says it is aware of the | :08:09. | :08:12.
ruling and its legal advisers are carefully considering it as it works | :08:13. | :08:16.
out what it's going to do next. While the mussel fleet is directly | :08:17. | :08:21.
affected, there are concerns also about how prawn boats, which | :08:22. | :08:24.
operated under the same agreement, might be left. And a small chink of | :08:25. | :08:37.
light this evening. The Irish Department of agriculture saying | :08:38. | :08:39.
that as the Supreme Court had made no order about what should happen | :08:40. | :08:41.
next, current arrangements should continue. The Supreme Court should | :08:42. | :08:44.
direct what will happen at a later date. | :08:45. | :08:46.
Translink is upgrading its free wi-fi service after complaints | :08:47. | :08:48.
Almost ?500,000 worth of updated technology is being fitted to trains | :08:49. | :08:52.
and buses and the company saying passengers should already be | :08:53. | :08:54.
Our business correspondent, Julian O'Neill, reports. | :08:55. | :09:03.
Free wi-fi is promoted heavily by Translink, but more customers mean | :09:04. | :09:09.
more gadgets and the system has struggled under weight of use. But | :09:10. | :09:16.
over past months Translink has been updating wi-fi technology on all | :09:17. | :09:21.
trains and buses at a cost of ?400,000. It's a move prompted by | :09:22. | :09:27.
customer feedback about the services's poor reliability. It's | :09:28. | :09:32.
good they are providing free wi-fi, but a lot of places provide it so if | :09:33. | :09:37.
you want people to use the train, you need a better service to make it | :09:38. | :09:41.
more of a selling point. Since they got the new buses, it's better. It's | :09:42. | :09:46.
not as a -- as good as it would be in your house. It's a 50-50 thing if | :09:47. | :09:51.
it works. Half the time it's OK and half the time there is no Internet | :09:52. | :09:56.
connection. Sometimes it is quicker but it depends how many people are | :09:57. | :10:02.
on the train. If there is a Haida mind, it can be quite slow. | :10:03. | :10:06.
Translink first introduced free wi-fi on its trains in 2012 and it | :10:07. | :10:12.
is a service which costs it around a quarter of ?1 million a year, but | :10:13. | :10:16.
the company says it has been a contributing factor in more and more | :10:17. | :10:21.
people travelling by train. Translink monitors Wi-Fi usage and | :10:22. | :10:25.
it says there is evidence of recent improvement thanks to additional | :10:26. | :10:29.
SIMM card is being fitted to carriages and turning up the | :10:30. | :10:34.
bandwidth. If I can use a similarity to water flowing through a pipe. | :10:35. | :10:40.
We've increased the diameter of the pipe by increasing the bandwidth and | :10:41. | :10:46.
providing more Sim cards and up-to-date equipment. But just as | :10:47. | :10:50.
before the system is not designed for video streaming and remains | :10:51. | :10:54.
broadly for web browsing. Translink wants it to remain free for | :10:55. | :11:00.
passengers and is looking at putting adverts on the wi-fi service to | :11:01. | :11:05.
cover annual operating costs of ?250,000. | :11:06. | :11:07.
The Northern Ireland Council for Ethnic Minorities says it's | :11:08. | :11:09.
The organisation, which has been in operation for 22 years, | :11:10. | :11:16.
said in a statement that it has been forced into the move | :11:17. | :11:19.
after failing to gain two grants which would have been worth ?90,000. | :11:20. | :11:38.
A West Belfast residents' group which successfully stopped | :11:39. | :11:40.
the redevelopment of Casement Park stadium two years ago has vowed | :11:41. | :11:42.
On Monday, the GAA announced proposals for a smaller stadium | :11:43. | :11:46.
This afternoon, the Mooreland and Owenvarragh Residents | :11:47. | :11:48.
Association announced its opposition to the project. | :11:49. | :11:50.
A short time ago, one of the residents spoke to BBC | :11:51. | :11:53.
GAA generally are a good organisation with good support and | :11:54. | :12:06.
most of our people around here are really behind them in the provision | :12:07. | :12:13.
of a stadium. It's the size. It's a provincial stadium in a place that | :12:14. | :12:17.
doesn't suit. Is it straight no or maybe? It's a straight no until we | :12:18. | :12:23.
get something more suitable involved for the area. | :12:24. | :12:25.
A short time ago, Ulster GAA said the proposed | :12:26. | :12:27.
design reduces the height, scale and capacity of the stadium. | :12:28. | :12:30.
It said, following positive feedback, it's very disappointed | :12:31. | :12:32.
The Prime Minster, Theresa May, has welcomed a High Court ruling | :12:33. | :12:40.
in Belfast which rejected an attempt to stop Northern Ireland's exit | :12:41. | :12:43.
The arguments of two separate groups failed to convince the judge, | :12:44. | :12:49.
How European does one man feel? British European or Irish European? | :12:50. | :13:04.
The victims campaigner Raymond McCourt showed campaigners at the | :13:05. | :13:08.
High Court he is now hedging his bets. He did so minutes after a | :13:09. | :13:12.
judge threw out his argument that a Brexit for Northern Ireland would | :13:13. | :13:16.
contravene the Good Friday agreement. I believe what we are | :13:17. | :13:22.
doing is correct. We live in a democratic system. 56% of the people | :13:23. | :13:27.
of this country voted to remain. We are right in what we are doing for | :13:28. | :13:32.
the people of this country. The other challenge came from across | :13:33. | :13:36.
party group of MLAs. Their claim that despite the referendum result | :13:37. | :13:41.
the government must get Parliament's approval to trigger Article 50 again | :13:42. | :13:46.
rejected. It's clear that it's not going to be resolved easily here or | :13:47. | :13:50.
in London. Meanwhile, every day we see further evidence of the threat | :13:51. | :13:56.
to our economy, our society, our business and agriculture from the | :13:57. | :13:59.
potential of Brexit, which makes it all the more important | :14:00. | :14:15.
that we establish that matters are dealt with in accordance with the | :14:16. | :14:19.
law both here and in London. Throughout his judgment, Mr Judges | :14:20. | :14:21.
-- Justice McGuire said triggering Article 50 is merely the start of a | :14:22. | :14:24.
lengthy process that may lead to changes in UK law. There is clearly | :14:25. | :14:26.
great disappointment for those behind the challenge today but it's | :14:27. | :14:29.
not over yet. There's likely to be an appeal to the Supreme Court and | :14:30. | :14:30.
Westminster is still watching. The old warship HMS Caroline, | :14:31. | :14:32.
which has been stationary in Belfast for decades, | :14:33. | :14:35.
was on the move today. As Sara Neill reports, | :14:36. | :14:37.
it was towed out into the open water A piece of history on the move. HMS | :14:38. | :14:50.
Caroline edges out of the Alexandra Dock in Belfast Titanic Quarter for | :14:51. | :14:56.
the first time in almost 30 years. The only surviving ship from the | :14:57. | :15:00.
Battle of Jutland, she's in need of repair. It's a wonderful sight to | :15:01. | :15:06.
see a World War I Kruse finally moving through Belfast. This ship | :15:07. | :15:15.
has a lot of history. Yes. She is fascinating, she is most probably an | :15:16. | :15:20.
iconic ship because she's the last survivor of all those who fought at | :15:21. | :15:25.
Jutland, 250 ships. She's the last one. And she has survived. Her life | :15:26. | :15:31.
is one of survival. A lot of it, overnight years, is here in Belfast. | :15:32. | :15:38.
Now a tourist attraction, choose undergone a multi-million pound | :15:39. | :15:41.
renovation inside, now it's time to make sure the hull is shipshape. | :15:42. | :15:44.
She'll be inspected at the Harland and Wolff drydock. She's a bit | :15:45. | :15:51.
creaky at the seams. It's time for her to have a bit of love and | :15:52. | :15:56.
affection. We really need to understand what the underwater hull | :15:57. | :16:00.
looks like and this is the purpose of the dry docking at Harland and | :16:01. | :16:04.
Wolff. Caroline will spend around six weeks being cleaned and repaired | :16:05. | :16:08.
in the dry dock before this 100-year-old ship makes her slow | :16:09. | :16:10.
journey back to Alexandra Dock. The Munster rugby team | :16:11. | :16:14.
is in Belfast this evening Yes, not a ticket to be had - | :16:15. | :16:16.
all 18, 000 snapped up. Ulster v Munster in the Pro12, | :16:17. | :16:25.
always a massive occasion. The match, of course, | :16:26. | :16:32.
coming less than a fortnight since Munster coach Anthony Foley's | :16:33. | :16:34.
sudden death and that will make for an emotional evening, | :16:35. | :16:37.
as Gavin Andrews reports. This derby is a big test for Ulster, | :16:38. | :16:48.
who haven't beaten Munster for over two years. There's always a bit of | :16:49. | :16:56.
extra spice to these games. The teams get quite emotional about | :16:57. | :16:59.
these games so a massive challenge, but good to play in front of our | :17:00. | :17:03.
home crowd and hopefully they'll come and support us and we can put | :17:04. | :17:07.
in a good performance. Maintaining that unbeaten home record could | :17:08. | :17:11.
prove crucial. You look at last season, we lost two home games | :17:12. | :17:15.
against Scarlets and Munster and that cost us a home semifinal. We're | :17:16. | :17:20.
not looking too far in the future. We are looking one game at a time. | :17:21. | :17:26.
This is as big as it gets. We are really up for this game and looking | :17:27. | :17:30.
forward to it. But it's the night the composure given the context of | :17:31. | :17:35.
this match. You can't escape the motion. It's something you have to | :17:36. | :17:40.
take an bundle and internalise and use it as something you can put | :17:41. | :17:47.
forward in your game. You can't get distracted, you can't let it hijack | :17:48. | :17:50.
you, you have to use it properly and that's what we've spoken about this | :17:51. | :17:56.
week. It is a special week, playing Munster two weeks after they lost | :17:57. | :18:00.
their greatest son. We will feel it, to stand here with Munster. I've no | :18:01. | :18:07.
doubt the crowd will be great. There will be tears, but when it comes | :18:08. | :18:11.
down to it, we will have 15 men against 15. I think they will go | :18:12. | :18:17.
with each other. That's why it's expected to be one of the games of | :18:18. | :18:19.
the season. By this time tomorrow, Jonathan Rea | :18:20. | :18:21.
will, in all probability, have He needs just two more points | :18:22. | :18:24.
in Qatar and has been speaking to Stephen Watson about his title | :18:25. | :18:30.
defence and what, at times, has been He's about to step into the | :18:31. | :18:46.
Superbike record books. Along with his Kawasaki team, Jonathan Ray is | :18:47. | :18:51.
set to become the first rider since 1999 to win back-to-back World | :18:52. | :18:56.
Championships. And he's slowly started to realise how big an | :18:57. | :19:02.
achievement it is. I took it a little bit for granted how naturally | :19:03. | :19:07.
it came. This season I've felt like I'd had to work harder. I really | :19:08. | :19:11.
needed to earn leading the championship. Now we're on the brink | :19:12. | :19:19.
of winning, it's surreal. We've put a great season together. But away | :19:20. | :19:24.
from the track, and unknown to his adoring fans, was a personal family | :19:25. | :19:28.
problem which caused much distress this season. I broke down | :19:29. | :19:34.
emotionally at the start of the year after having our second child. We | :19:35. | :19:38.
struggled with him at the beginning, his condition. I was thinking if I | :19:39. | :19:43.
can never be world champion this season, it will be a miracle. Now | :19:44. | :19:48.
he's in great health and he has an amazing personality. It makes this | :19:49. | :19:53.
season even more of an achievement. It's not something I shouted about | :19:54. | :19:58.
at the time. We had so many sleepless nights. It's nice I can | :19:59. | :20:02.
look back on these moments that I've shared them with the people closest | :20:03. | :20:07.
to me and that means a lot. And he's thrilled to be able to add his name | :20:08. | :20:12.
to Northern Ireland's illustrious sporting role of honour. You only | :20:13. | :20:17.
have to look at golf. I'm not a massive football fan, but I jumped | :20:18. | :20:20.
on the bandwagon this year and bought myself and my sons football | :20:21. | :20:28.
shirts. We can be proud. It's David and Goliath. We are a very small | :20:29. | :20:33.
population but we produced the best in all sorts of sports. I'm happy to | :20:34. | :20:37.
fly the flag for motorsport, but I won't get ahead of myself. | :20:38. | :20:43.
Down-to-earth but supremely talented, Jonathan Rea is on top of | :20:44. | :20:44.
the world again. In Gaelic games, it's | :20:45. | :20:48.
the quarterfinals of the Ulster Club Championship this | :20:49. | :20:50.
Sunday. BBC Radio Ulster will have live | :20:51. | :20:51.
coverage of all four matches Among those in action, | :20:52. | :20:54.
Slaughtneil, provincial football champions two years ago, | :20:55. | :20:56.
take on Derrygonnelly of Fermanagh. Several of the Slaughtneil players | :20:57. | :21:00.
picked up Ulster hurlings Finally, it's Paul O'Connell, | :21:01. | :21:02.
it's gone viral and it's been hailed as the greatest ever answer | :21:03. | :21:09.
on A Question of Sport. Here's the former Ireland | :21:10. | :21:14.
captain mesmerising Goran Ivanisevic was winning the | :21:15. | :21:26.
Wimbledon singles title, Bob what nationality is a? Croatian. He is. | :21:27. | :21:41.
Well done. So... They've put it in for us. Shall we move on? Have you | :21:42. | :21:46.
got it? It's a really long second word! It is. Borussia | :21:47. | :21:52.
Monchengladbach. Borussia Monchengladbach? Let's see if you're | :21:53. | :21:56.
right. CHEERING AND APPLAUSE. The full programme is | :21:57. | :22:06.
on BBC One at 7.30pm. The rugby is live on BBC Two | :22:07. | :22:08.
shortly. Cecilia Daly has the weekend | :22:09. | :22:10.
weather forecast. There's a lot happening. Fireworks | :22:11. | :22:27.
going off all weekend and it's the start of school holidays for a lot | :22:28. | :22:32.
of people. This is how we expect the weekend to sum up. Basically mild. | :22:33. | :22:38.
The mild weather will continue. Lots of cloud, but some brightness at | :22:39. | :22:43.
times, especially in the east. Some rain, but most of the noticeable | :22:44. | :22:47.
grain will be on Saturday night and through the early hours of Saturday. | :22:48. | :22:53.
Celebrations going on all weekend. It looks like a lot of dry weather | :22:54. | :22:59.
to come, not particularly windy. Halloween on Monday could bring a | :23:00. | :23:06.
few bits and pieces of drizzle, but we'll have more on that over the | :23:07. | :23:09.
weekend and on Monday. Some rain this evening that could affect the | :23:10. | :23:13.
match at Ravenhill. It is a mild night with temperatures in double | :23:14. | :23:17.
figures. To begin with tomorrow, likely to be a bit damp and dull, | :23:18. | :23:22.
but it's a Saturday so perhaps you'll have my year in an Denny | :23:23. | :23:27.
early-morning drizzle will move away quickly. Quite cloudy, quite liked | :23:28. | :23:32.
wins, but some brightness is possible here and there. Whether | :23:33. | :23:36.
brightness comes through, temperatures lifting to 14 or 15 | :23:37. | :23:41.
Celsius. The bets chance of seeing sunshine will be in Belfast and | :23:42. | :23:46.
Armagh. In the West it could brighten up, but more likely to be | :23:47. | :23:51.
cloudy. Just about dry everywhere through Saturday. If you're heading | :23:52. | :23:56.
out on Saturday evening, it's initially dry but we're expecting | :23:57. | :24:00.
rain to move in from about midnight. A wet spell coming in on Saturday | :24:01. | :24:09.
night. That will linger for a while into Sunday and many places will dry | :24:10. | :24:11.
out with some brightness coming through. Further west on Sunday, | :24:12. | :24:14.
still some thicker cloud and dues leave rain at times. We have the | :24:15. | :24:21.
Dublin Marathon on Sunday. Looking pretty mild. Still mild on Halloween | :24:22. | :24:23.
itself. | :24:24. | :24:25. |
