At the moment, expertise is being spread

too thinly across too many buildings and it all costs money.

The reality is that the current model is

If we continue to provide services in the same way,

using the same current models of care, demand projections show

:01:31.:01:34.

that ten years from now the HSC will need

:01:35.:01:37.

what does this ten-year plan mean for the public?

:01:38.:01:46.

There will be a short-term plan with a significant

:01:47.:01:50.

cash injection to address the current waiting list problem.

:01:51.:01:53.

There is to be significant investment in

:01:54.:01:54.

Also more GP training places, and more

:01:55.:02:00.

advanced nurse practitioners in the community.

:02:01.:02:05.

GPs are to have district nurses, health visitors and

:02:06.:02:09.

social workers to help bring care back into the community.

:02:10.:02:15.

While the report does not mention hospital closures,

:02:16.:02:17.

it says services within the five health trusts

:02:18.:02:20.

will have to meet certain criteria to prove they are viable.

:02:21.:02:23.

That could be the potential sticking point, as some

:02:24.:02:26.

hospitals may lose the services such as emergency departments

:02:27.:02:30.

According to the man behind the plan, that will mean

:02:31.:02:34.

That is one of the reasons why we did a

:02:35.:02:38.

political format where we approved some principles and all parties

:02:39.:02:42.

which means that hopefully the opposition would not

:02:43.:02:50.

be using, because of the importance of this

:02:51.:02:53.

change for the people in Northern Ireland,

:02:54.:02:57.

will not be using Health and Social Care as

:02:58.:02:59.

The Health Minister's trump card is having her

Side-by-side, both parties spoke with one voice.

We either try to manage the change

or we either manage the chaos that would come

if we did not tackle the huge issues that there are.

A 21-year-old man who was using his mobile phone while driving has

Edward Devlin had been using an app on his phone to look at used cars

In a tragic turn of events, the pole then fell and fatally

injured a 66-year-old man who'd been standing nearby.

Devlin was jailed for 13 and half months.

In what is believed to be the first case of its kind

Devlin had been using an app, Gumtree, on his mobile phone

It happened as Devlin was driving along this road

Ahead of him, a tank had parked up along the side of the road.

A car slowed down behind it, waiting to overtake.

:08:19.:08:21.

It was a straight section of road and Devlin should have seen

:08:22.:08:24.

the obstruction from 300 metres, but he did not.

:08:25.:08:26.

The court heard his attention was distracted.

He was using an app on his mobile phone

:08:31.:08:32.

When he did look up, it was too late.

:08:33.:08:39.

Swerving to avoid crashing into the car in front,

:08:40.:08:41.

he mounted a verge and struck a telegraph pole.

:08:42.:08:44.

who was standing outside his house.

:08:45.:08:48.

and died one month later in hospital.

:08:49.:08:53.

Today, Craigavon Crown Court heard that Devlin

:08:54.:08:54.

had two previous convictions for careless driving

:08:55.:08:58.

and has previously been disqualified from driving

:08:59.:09:00.

The judge also outlined the impact

:09:01.:09:04.

that Mr Bailey's death had on his widow.

:09:05.:09:07.

He said her life had been blighted by her loss.

Devlin was sentenced to 13 and a half months in prison.

He will spend the same amount of time on licence.

It seems low for somebody who has taken

Not just carelessness but dangerousness,

because it is dangerous to look at your mobile phone and it is

dangerous to look at it for that a sustained,

lengthy period and not be concentrating on driving,

:09:33.:09:35.

which should be your primary focus at the time.

The judge said this case highlights the dangers of using

:09:41.:09:43.

He said this is a particularly serious example,

:09:44.:09:47.

because the defendant was using the Internet to surf online

:09:48.:09:51.

He said that without mitigating factors, including the defendant's

:09:52.:09:56.

young age, the fact that he had admitted the offence and the genuine

:09:57.:10:00.

remorse that he had shown, he would be facing longer imprisoned.

The Justice Minister Claire Sugden has reversed plans to close

:10:10.:10:12.

Courthouses in Armagh, Ballymena, Lisburn, Limavady, Magherafelt,

and Strabane were are all earmarked for closure

under plans announced by her predecessor David Ford.

Claire Sugden said it wouldn't be appropriate

to proceed with the proposed closures at this time.
