That's all from the team here in Glasgow. | :00:00. | 3:59:59
Good morning. You can | :00:00. | :00:17.
A Somerset teenager says if he doesn't get the psychiatric help he | :00:18. | :00:20.
Joe Dodd and his family who live in Radstock want him to be in hospital, | :00:21. | :00:25.
They say the local health service turned them down. | :00:26. | :00:29.
Our Health Correspondent, Matthew Hill, reports. | :00:30. | :00:34.
I can't carry on the way that I am living. | :00:35. | :00:38.
I have scars there, scars down my legs. | :00:39. | :00:40.
Covered in scars from years of self harm, Joe Dodd is | :00:41. | :00:42.
a very disturbed teenager who tried to kill himself in February. | :00:43. | :00:47.
I see the bad people that hurt me when I was young and I hear people | :00:48. | :00:50.
telling me to die and that my mum and dad don't love me. | :00:51. | :00:54.
He was sectioned under the Mental Health Act but | :00:55. | :00:57.
his mother says he was sent back to her a month later with no support. | :00:58. | :01:01.
And I found him on top of that building up there. | :01:02. | :01:05.
His conditions include post traumatic stress disorder, | :01:06. | :01:09.
something which Joe says stems from the time he was taken | :01:10. | :01:11.
into care as a 12`year`old because of his challenging behaviour. | :01:12. | :01:15.
It started in May 2012, when Joe disclosed about having | :01:16. | :01:18.
Joe needs psychiatric help and they are just saying he has not got | :01:19. | :01:27.
a treatable mental health illness and obviously I believe that PTSD is | :01:28. | :01:30.
And if he does not get help for his PTSD he hasn't got a future. | :01:31. | :01:38.
But a letter from another psychiatrist from the Priory group | :01:39. | :01:41.
says, if Joe is not able to be managed in the community, he should | :01:42. | :01:44.
be considered for an assessment at a specialist adolescent psychiatric | :01:45. | :01:47.
Another letter from a child psychologist who cared | :01:48. | :01:54.
for Joe in Maidenhead warns it is highly unlikely Joe will recover | :01:55. | :01:57.
And another letter from the local police warns that Joe is not able | :01:58. | :02:04.
Joe may begin to lose his ability to control his anger | :02:05. | :02:12.
and frustrations to the point that he may come to the attention | :02:13. | :02:15.
Inpatient services are not the cure for everything. | :02:16. | :02:24.
It is about a package of services before inpatient care, | :02:25. | :02:27.
And if that package isn't there, then you're going to have long`term | :02:28. | :02:35.
I'm either going to go too far and kill myself or end up hurting | :02:36. | :02:42.
In a statement the Child and Adolescent Mental Health Service, | :02:43. | :02:52.
which is responsible for Joe's care, says while it can't comment | :02:53. | :02:58.
on the case sometimes it's not in the patient's best interests to be | :02:59. | :03:03.
admitted to an inpatient unit, and there are a number of approaches | :03:04. | :03:06.
to supporting a patient safely and providing a package of effective | :03:07. | :03:08.
A giant waste depot in Swindon is still burning tonight | :03:09. | :03:16.
` with no indication of when the fire might be put out. | :03:17. | :03:20.
As the blaze enters its third day its emerged that | :03:21. | :03:27.
As the blaze enters its third day it's emerged that | :03:28. | :03:30.
the site has attracted criticism in the past from the health | :03:31. | :03:32.
and safety executive and another waste depot owned by the company has | :03:33. | :03:35.
We got a fine last year for a historic dust problem | :03:36. | :03:45.
Back in 2010, that was four and a half years ago. | :03:46. | :03:49.
Obviously we are pleased that the site is compliant. | :03:50. | :03:51.
There was a fire at Swindon Skip site, | :03:52. | :03:53.
There was a woodpile over there that caught fire at the end of last year. | :03:54. | :04:00.
Rescue charities along the Bristol Channel coast say they've | :04:01. | :04:03.
already had an increased number of call`outs since schools broke up. | :04:04. | :04:07.
The Burnham Area Rescue Boat has been out three times | :04:08. | :04:09.
Four rescue workers doing their best to free the tyres | :04:10. | :04:18.
Frantic, but fruitless ` as its owner looked on the Vauxhall | :04:19. | :04:32.
Frantic digging, I wear that the tides here come in quickly. | :04:33. | :04:36.
Frantic, but fruitless ` as its owner looked on the Vauxhall | :04:37. | :04:38.
Frontera had to be abandoned, and in a matter of minutes was floating on | :04:39. | :04:42.
The signs along this coast cannot be any clearer, but rescuers who | :04:43. | :04:46.
monitor these beaches have had their busiest start to | :04:47. | :04:48.
There is a thin layer of sand at the bottom of the beach with thick | :04:49. | :04:53.
mud underneath and, time and again at this time of the year, we see | :04:54. | :04:57.
This was the beach at Burnham last weekend ` perfect for | :04:58. | :05:03.
trapping cars, and then it is a race against time and the rising tide. | :05:04. | :05:08.
It is not just cars that can get into difficulties here. | :05:09. | :05:11.
Over the past two days rescuers have had three call`outs involving | :05:12. | :05:16.
dog walkers where the pet has run onto the mudflats and the owner | :05:17. | :05:18.
has chased after it, not realising how quickly they can sink. | :05:19. | :05:23.
This long, warm summer means Burnham's beaches are busier than | :05:24. | :05:27.
ever, and most here enjoy the sand without ever having a problem. | :05:28. | :05:32.
But, despite the warnings, every single year there are always | :05:33. | :05:36.
just a few keeping the rescue volunteers on their toes. | :05:37. | :05:47.
The Commonwealth Games in Glasgow are officially open, and athletes | :05:48. | :05:53.
from the West are getting ready for the competiton which starts | :05:54. | :05:56.
tomorrow. Swimmer Siobhan`Marie O'Connor will be one of the first to | :05:57. | :06:00.
This is my scratch`off map where I scratch | :06:01. | :06:06.
off all the different countries around the world that I have either | :06:07. | :06:09.
Swimming has taken Siobhan`Marie O'Connor all around | :06:10. | :06:14.
This is where I keep all my medals, just on the end of my bed... | :06:15. | :06:20.
London 2012 was Siobhan's introduction to major international | :06:21. | :06:23.
But in Glasgow, she is really expected to shine. | :06:24. | :06:29.
I am definitely there to compete this time. | :06:30. | :06:31.
Before, there were no expectations on me. | :06:32. | :06:35.
This year, if I do not perform to how I think I can and how I want to, | :06:36. | :06:47.
if I do not achieve my goals I will be very disappointed. | :06:48. | :06:50.
The family photo album is filling up fast with Siobhan's achievements. | :06:51. | :06:53.
The Commonwealth Games will be another chance | :06:54. | :06:54.
for the family to see her compete live, if their nerves can stand it. | :06:55. | :06:59.
Even though I am there, I have got my head down. | :07:00. | :07:05.
I tend to watch the scoreboard rather than her. | :07:06. | :07:13.
The 6.00am starts for training at the University of Bath are tough, | :07:14. | :07:22.
And while the 18`year`old's friends are enjoying their summer holidays, | :07:23. | :07:26.
I would've loved to have gone to Glastonbury. | :07:27. | :07:33.
I was really jealous of my friends when they went there | :07:34. | :07:38.
Instead of Glastonbury, she has been packing for Glasgow, where she will | :07:39. | :07:52.
be one of the headline acts. That is the news under the sport | :07:53. | :08:05.
from across the West. I am going to say good morning and leave you with | :08:06. | :08:06.
the weather from Ian. Where we have seen some showers | :08:07. | :08:08.
and thunderstorms this evening they As we get into tomorrow, | :08:09. | :08:12.
there will be some parts of the West Country again prone to seeing | :08:13. | :08:16.
some showers and thunderstorms, as well, which if anything could be | :08:17. | :08:18.
heavier than some we've seen through It will be mainly towards the south | :08:19. | :08:21.
and south`west we have that threat. Otherwise a dry, fine, | :08:22. | :08:26.
very warm day for the majority. Through the course of the night, | :08:27. | :08:28.
temperatures settling from 16 to as high as 18 Celsius, | :08:29. | :08:31.
showers gradually fade away to the West, though it may take a while | :08:32. | :08:33.
for some of those in the western As we start tomorrow, dry | :08:34. | :08:37.
conditions, generally a good deal of sunshine around through the morning | :08:38. | :08:45.
and for many that is how things will We have a Met Office yellow warning | :08:46. | :08:48.
it for west and south western districts through the afternoon and | :08:49. | :08:53.
into the evening, this is where we have the greatest threat of seeing | :08:54. | :08:59.
some of the heavy, slow`moving downpours that could give some | :09:00. | :09:01.
localised flooding and could be slow A low risk of an isolated shower | :09:02. | :09:04.
for most other parts of the Temperatures tomorrow, safely | :09:05. | :09:10.
into the high 20s, 28 Celsius could Similar temperatures on Friday, | :09:11. | :09:13.
as well, a few showers around, but More cloud around on Saturday, | :09:14. | :09:20.
it looks dry however, Here's a look | :09:21. | :09:27.
at your national forecast. from the north. The national picture | :09:28. | :09:32.
comes from Philip Avery. Unusually, I can say good morning. | :09:33. | :09:48.
Wednesday has been noticeable for a number of reasons. From a | :09:49. | :09:50.
meteorological point of view, it was the warmest day of the year for | :09:51. | :09:55.
Wales and Northern Ireland. Nothing like it across the East of Scotland, | :09:56. | :09:59.
where the temperature was locked firmly into the mid-teens thanks to | :10:00. | :10:02.
the presence of the low cloud and fog. It is there again as it has | :10:03. | :10:08.
been, making inroads through the Clyde Valley is, to the Tyne Valley | :10:09. | :10:12.
and areas east of the Pennines. Another very close night, 17, 18 or | :10:13. | :10:20.
19, something of that order. It will take some time on | :10:21. | :10:21. |
