Welcome to Wales today. Tonight's headlines... | :00:09. | :00:13.
S4C plans to move its headquarters from Cardiff to Carmarthen. It is | :00:14. | :00:17.
being described as an economic and linguistic boost for west Wales. | :00:18. | :00:19.
Fears tonight that the dairy industry in Wales could suffer, as | :00:20. | :00:22.
supermarkets slash the price of milk. We are getting very concerned | :00:23. | :00:32.
about the type six they are using. Boosting trade with the east - hope | :00:33. | :00:36.
that a new partnership will help Welsh businesses break into the | :00:37. | :00:39.
Chinese market. With the family he thought he would | :00:40. | :00:43.
never see again - the Swansea father who says he is lucky to be alive | :00:44. | :00:48.
after being impaled by a metal rail. It has been a landmark in Llanfyllin | :00:49. | :00:52.
for generations - now the battle to save this famous local tree, brought | :00:53. | :01:01.
down in recent storms. It is hoped that underneath the fresh soil, one | :01:02. | :01:10.
or two healthy root could remain. In tonight's sport.. | :01:11. | :01:18.
On the eve of their final Six Nations' clash - the Tartan Army | :01:19. | :01:21.
arrive in Cardiff, with Wales hoping to end the tournament on a high. | :01:22. | :01:33.
Good evening. Spreading the economic, cultural and linguistic | :01:34. | :01:37.
benefits to more communities. Those are the reasons that have led S4C to | :01:38. | :01:40.
move its headquarters from Cardiff to Carmarthen. The broadcaster hopes | :01:41. | :01:45.
to be in their purpose-built premises at a new creative hub on | :01:46. | :01:58.
the outskirts of the town by 2018. Cardiff has been the base for S4C | :01:59. | :02:07.
since it started broadcasting in 1980. Cardiff has developed a | :02:08. | :02:17.
burgeoning media sector. They no longer need the presence of S4C to | :02:18. | :02:30.
flourish. We looked at the most beneficial alternative for the | :02:31. | :02:39.
broadcaster. With funding being cut and ratings in decline, they have | :02:40. | :02:45.
the say did to move on. It is a vision that I hope will be a | :02:46. | :02:55.
springboard for linguistic, economic and cultural advance in the region. | :02:56. | :03:05.
From 2018, this will be the new home for. Around 50 posts will be moved | :03:06. | :03:14.
here. The university hopes that 150 new jobs will be catered for the | :03:15. | :03:21.
region. It is not only in the context of clustering, such as also | :03:22. | :03:27.
developing new industries, which will go alongside the linguistic and | :03:28. | :03:38.
cultural advantages. S4C it intends to retain a presence in Cardiff, but | :03:39. | :03:47.
they are hoping the new launch will be to new audiences. | :03:48. | :03:50.
And Vaughan is here with me now. S4C have had a hard time lately. | :03:51. | :03:53.
They have had their funding slashed and viewing figures are poor. Is | :03:54. | :03:57.
this an attempt to reconnect with audiences? That is part of it. The | :03:58. | :04:05.
percentage of Welsh speakers in the region dropped quite steeply. They | :04:06. | :04:17.
will be attempting to connect with that audience, but it is also about | :04:18. | :04:22.
finance. I suspect they have not got a very good deal with the | :04:23. | :04:30.
University, but I think a lot of this will be driven by money. | :04:31. | :04:32.
You mentioned there about the creation of 150 new jobs. Could | :04:33. | :04:35.
S4C's move to Carmarthen be the catalyst for growth in the creative | :04:36. | :04:45.
industries sector? Doubtless certainly the experience in | :04:46. | :04:47.
Cardiff. There are other broadcasters in Cardiff. But you | :04:48. | :04:56.
have to say, the establishment of it in 1980, but there are other big | :04:57. | :05:05.
media agencies and that part of the country and it will be hoping to | :05:06. | :05:08.
build on it, but that is evenly jump to aim. But it is going to bring in | :05:09. | :05:15.
a lot of well-paid jobs for the alia. | :05:16. | :05:17.
Other organisations make programmes for S4C. Will they be adversely | :05:18. | :05:22.
affected by this move? I do not think it will affect the Cardiff | :05:23. | :05:28.
media much. It has almost outgrown the country. A lot of what is new | :05:29. | :05:33.
deal is for the United Kingdom and international audiences. But what | :05:34. | :05:37.
this will do is maybe help other towns in West Wales. | :05:38. | :05:43.
Meanwhile, the ITV Wales studios at Culverhouse Cross, near Cardiff, are | :05:44. | :05:46.
to be demolished to make way for more than 240 homes. Plans to | :05:47. | :05:49.
redevelop the site have been approved by Vale of Glamorgan | :05:50. | :05:53.
councillors. ITV wants to relocate 100 staff to Cardiff Bay by June. | :05:54. | :06:00.
You may have noticed that the price of milk in our supermarkets has | :06:01. | :06:04.
dropped over the past week, but farmers in Wales say they are | :06:05. | :06:07.
worried that, if the promotions continue, it could leave them out of | :06:08. | :06:12.
pocket. Retailers say the price at the farm gate will not go down. Dede | :06:13. | :06:24.
accounts for almost one quarter of farming out boot in the country and | :06:25. | :06:30.
the foreigners are seeing the price discount was means it is being | :06:31. | :06:35.
devalued. The takes that they are using is driving the price down, so | :06:36. | :06:40.
they can get people into the supermarket and spend money | :06:41. | :06:46.
elsewhere. Unfortunately, little is one product which we take notice of, | :06:47. | :06:50.
probably because we buy it virtually every day. The latest cut in the | :06:51. | :06:59.
price of milk is not a cost in the production or supply and demand, but | :07:00. | :07:06.
the retail war, plain and simple. I drink a lot of milk, salt I like it. | :07:07. | :07:17.
It is ridiculously cheap. As the has-beens selling milk for ?1 for | :07:18. | :07:22.
four pints, but it was the decision of Tesco to match that last week, | :07:23. | :07:30.
dropping nearly 40p off its place. Within days, Sainsbury's and we | :07:31. | :07:34.
close followed suit. Morrisons have no opt the empty to dropping it to | :07:35. | :07:39.
the lowest price yet, the equivalent of 96p. The retailer said it will | :07:40. | :07:46.
take less of a profit and read the manufacturers will not be affected. | :07:47. | :07:51.
They say that for ?1 of milk, the farm will still be 73p. They say | :07:52. | :07:58.
that the supermarkets will simply take a smaller cut. But when the | :07:59. | :08:07.
stick to this? One would assume that if this goes on much longer, the | :08:08. | :08:11.
retailers will be looking for someone else to sheer the pain. | :08:12. | :08:17.
There are the processors, the people who run the factories, turning the | :08:18. | :08:20.
milk into the bottles and the farmers, who provide the milk for | :08:21. | :08:27.
the factories in the first place. Here, the turn liquid milk into | :08:28. | :08:34.
cheese every day. The current is coming along the top. It is the | :08:35. | :08:41.
consistency of scrambled egg at the moment. The Meech easier for the | :08:42. | :08:51.
major supermarkets. The branding we have done that enables us secure | :08:52. | :09:03.
more value for the product, rather than the commodity products which | :09:04. | :09:10.
May be discounted. Farmers are quick to vent their frustration. After | :09:11. | :09:13.
widespread demonstrations two years ago, the milk price has been rising. | :09:14. | :09:19.
If it starts to fall again, supermarkets know they could be in | :09:20. | :09:23.
for more protests. Two leisure centres in Denbighshire | :09:24. | :09:26.
will remain closed after the council said it could not afford to run | :09:27. | :09:30.
them. The sun Centre in Rhyl, and the Nova Centre in Prestatyn shut | :09:31. | :09:33.
earlier this year, when Clwyd Leisure, the trust running them, saw | :09:34. | :09:36.
its funding from the council cut. Welsh businesses are being given a | :09:37. | :09:39.
helping hand to export to Chinam after a new organisation was set up | :09:40. | :09:43.
to promote links between the two countries. The China-Britain | :09:44. | :09:56.
Business Council will work with the South Wales Chamber of Commerce in | :09:57. | :09:59.
Newport, to offer support to tap into the potentially huge market. | :10:00. | :10:05.
Last year, Wales exported almost ?300 million-worth of goods to | :10:06. | :10:08.
China. In comparison, Scottish exports were worth ?409 million. The | :10:09. | :10:17.
potential market in China is unquestionably exciting for Wales, | :10:18. | :10:20.
but tapping into it remains a challenge. This company in Bridgend | :10:21. | :10:26.
has been working at it for three years. It is a big challenge. It is | :10:27. | :10:34.
trying to present your Western products into the market. It is to | :10:35. | :10:41.
help address specific issues like this and to inform businesses here | :10:42. | :10:47.
that the chain -Britain Council opened a new office in the region | :10:48. | :10:57.
today. We all take note of what goes on there. It is the second largest | :10:58. | :11:01.
economy in the world, so we have to understand what is happening there. | :11:02. | :11:05.
Our creative industries and the higher education have already forged | :11:06. | :11:11.
solid links, but it is companies such as that which is run by Peter | :11:12. | :11:16.
Lewis which do best. He has been selling power control systems they | :11:17. | :11:20.
are indirectly for many years. He believes the new office in Newport | :11:21. | :11:26.
could be a major asset. We know very little about the economic system in | :11:27. | :11:33.
China and we're hoping they will be able advise us and give us | :11:34. | :11:38.
information about those systems. Clearly, it is a long way to China | :11:39. | :11:44.
and challenging, in terms of language and custom, it means that | :11:45. | :11:50.
our main markets will remain the European market and the United | :11:51. | :11:59.
States. The exports have been going, but we're China is concerned, | :12:00. | :12:07.
we have to play catch up. We have expanded into Europe and the United | :12:08. | :12:16.
States, but the south-east of Asia, the likes of Malaysia and China are | :12:17. | :12:23.
big new markets. Anything which can help us access these markets has to | :12:24. | :12:28.
be good. For companies like the bakery, it could transform the | :12:29. | :12:31.
business. "I'm lucky to be alive" - the words | :12:32. | :12:35.
of a Swansea father who was impaled by a metal rail after crashing his | :12:36. | :12:49.
car. John Helliwell from Gowerton does not remember what happened. He | :12:50. | :12:53.
has since been told he was not wearing a seat belt at the time. And | :12:54. | :12:57.
he is now urging others to make sure they belt up. | :12:58. | :13:01.
A father reads his daughter a story. It is an ordinary enough activity, | :13:02. | :13:04.
but for John Helliwell, this is another reminder of just how lucky | :13:05. | :13:06.
he is. John has just spent five weeks in | :13:07. | :13:10.
hospital after being speared through his body by a metal rail. | :13:11. | :13:16.
His wife Emma says surgeons told her they could see the operating table | :13:17. | :13:22.
through him. I cannot praise the medical staff enough for what they | :13:23. | :13:29.
did for me, and obviously my family. It was very shocking. It is | :13:30. | :13:31.
something you do not expect to happen to you. | :13:32. | :13:34.
John has no recollection of the accident, but Emma will always | :13:35. | :13:37.
remember what happened on her 31st birthday - and what the surgeons | :13:38. | :13:43.
told her. They did not know whether he was going to pool through. | :13:44. | :13:51.
Obviously, they did. When they told me they could see the operating | :13:52. | :13:54.
table through him, it made it so much worse. | :13:55. | :13:56.
This where the crash happened early last month. The damage and debris is | :13:57. | :14:02.
still here for all to see. It was eleven o'clock at night and John was | :14:03. | :14:05.
driving between Gowerton and Penclawdd. He was later told he was | :14:06. | :14:11.
not wearing his seat belt. John was rushed to Morriston Hospital, where | :14:12. | :14:20.
he underwent emergency surgery. The rail had narrowly missed his vital | :14:21. | :14:24.
organs, but he had also suffered a fractured pelvis and facial | :14:25. | :14:34.
injuries. It is an amazing thing, because I am always taking sure that | :14:35. | :14:39.
my wife and child always have the seat helped on, so I cannot | :14:40. | :14:43.
understand why I did not have one on that night. | :14:44. | :14:45.
As John continues to recover, he and his wife are planning a fundraising | :14:46. | :14:48.
night, to collect money for the hospital, knowing that without the | :14:49. | :14:51.
urgent care he received there, he simply would not be alive today. | :14:52. | :14:57.
Still ahead tonight... Contemplating making it into the | :14:58. | :15:00.
record books - Gethin Jenkins will win his 105th cap for Wales when he | :15:01. | :15:07.
takes to the pitch tomorrow. A major change to welfare arrives in | :15:08. | :15:19.
Wales next month. It is called universal credit. The UK government | :15:20. | :15:25.
has faced stinging criticism for the way it has been handled. Daniel | :15:26. | :15:28.
Davies has been to Deeside in Flintshire, where they are preparing | :15:29. | :15:31.
for the introduction of Universal Credit and where the minister | :15:32. | :15:34.
responsible says it will help tackle welfare dependency. | :15:35. | :15:36.
The UK government has needed its flak jacket for universal credit, | :15:37. | :15:39.
with rows about delays and millions spent on software written off. | :15:40. | :15:42.
The principle of a simpler, more efficient, welfare system has got | :15:43. | :15:45.
widespread support, but the process of moving over to universal credit | :15:46. | :15:48.
has proved very difficult for the UK government. | :15:49. | :15:56.
It says it wants to get things right. It is much more than a simple | :15:57. | :16:05.
information technology system. It is a complete change for benefits. | :16:06. | :16:09.
From April seven, some people walking into this Jobcentre in | :16:10. | :16:12.
Shotton will be the first in Wales to be signed up. | :16:13. | :16:19.
At the moment, if you get one of these six benefits or tax credits, | :16:20. | :16:22.
your money arrives at different times. Under the new system, they | :16:23. | :16:34.
will be merged into a single sum, paid directly into your bank | :16:35. | :16:36.
account, once a month. And it is part of wider changes to | :16:37. | :16:40.
welfare that have included a cut to housing benefit, which Lord Freud | :16:41. | :16:43.
says has saved the taxpayer ?2 billion pounds a year. When you cut | :16:44. | :16:52.
welfare, some people miss out. But on the other hand, it can go the | :16:53. | :16:58.
other way. They have to be careful. I think it is getting a bit | :16:59. | :17:01.
aggressive, to be honest. The Welsh government has complained | :17:02. | :17:05.
about the effect on the economy and on some benefits it pays for - such | :17:06. | :17:22.
as free school dinners. This will be a gradual change. I think we have | :17:23. | :17:29.
moved from the Navy form of the benefit to being a transformation of | :17:30. | :17:31.
the culture of dependency. So it is a gradual introduction of | :17:32. | :17:35.
universal credit - a small step towards some very big changes. | :17:36. | :17:43.
You can see more on that story on Sunday Politics Wales on BBC One | :17:44. | :17:54.
Wales at eleven o'clock on Sunday. The community has been recognised | :17:55. | :18:04.
for their support of the family of April Jones. It was awarded on | :18:05. | :18:12.
behalf of everyone on the village for the difference that the maid. | :18:13. | :18:16.
Claire's here now with tonight's sport. | :18:17. | :18:23.
Good evening. Wales full-back Leigh Halfpenny has undergone shoulder | :18:24. | :18:25.
surgery today as his team-mates prepare for their final Six Nations | :18:26. | :18:28.
game tomorrow afternoon. There is no silverware at stake. Wales may not | :18:29. | :18:32.
be on course for a third successive Championship, but they are out to | :18:33. | :18:40.
finish the campaign on a high. Scotland have not won in Wales for | :18:41. | :18:44.
12 years, but thousands of supporters of still travelled here. | :18:45. | :18:49.
Just a stones throw away, it was all smiles for the Welsh team photo. | :18:50. | :18:55.
With no title at stake, it was not one which will halt crying on the | :18:56. | :19:01.
whole of Fame, but the players are focused on finishing the | :19:02. | :19:03.
championship with a performance they can be proud of. It has been an | :19:04. | :19:11.
inconsistent to ornament for them. Sometimes, you can look back at the | :19:12. | :19:18.
performances and see that we did not execute things we did not do as well | :19:19. | :19:24.
as we should have done. But you do not want to be too hard on | :19:25. | :19:29.
ourselves. But we want to go out there and put a few of these things | :19:30. | :19:36.
right tomorrow. The coaches thinking the six changes he has made will | :19:37. | :19:43.
galvanise the side. Those who are back in the frame are determined to | :19:44. | :19:47.
make an impact. Nobody likes to be sat on the bench. I hope I can do | :19:48. | :19:54.
something. We have been doing a lot of good stuff in training. It has | :19:55. | :20:04.
been very disappointing. It is good that we have one more chance to get | :20:05. | :20:08.
things right at the weekend. There has not been so much riding on this | :20:09. | :20:12.
match as for the last two years, when we have been playing for the | :20:13. | :20:18.
championship. But we're desperate to get a win and finish with some | :20:19. | :20:24.
momentum. There's as much pressure, in a strange way, is playing | :20:25. | :20:28.
tomorrow as the errors playing for a championship. The year of Scott | :20:29. | :20:34.
Johnson is the Scotland coach finishes tomorrow. He has enjoyed | :20:35. | :20:41.
his fair share of triumphant feel you're at the Stadium here, having | :20:42. | :20:44.
been in charge of Wales a decade ago. Tomorrow, he will become the | :20:45. | :20:52.
most capped player for Wales, Jenkins, making his 105th | :20:53. | :20:55.
appearance. Wales Under 20s face Scotland at | :20:56. | :20:59.
Colwyn Bay tonight. That game live on S4C. And tomorrow, it is Super | :21:00. | :21:02.
Saturday. England play Italy first up, followed by Wales v Scotland, | :21:03. | :21:06.
kick off at 2.45, with the France v Ireland, the final match of the | :21:07. | :21:12.
championship. And it will be a poignant afternoon | :21:13. | :21:15.
for rugby commentator Huw Llywelyn Davies. After 32 years, he is | :21:16. | :21:18.
hanging up his headphones and stepping down from international | :21:19. | :21:21.
commentary. Enjoy the match Huw, and hope Wales can win for you. | :21:22. | :21:25.
Football and Cardiff city and Swansea city are both looking for | :21:26. | :21:36.
vital points this weekend. Cardiff travel to Everton, whose manager | :21:37. | :21:39.
Roberto Martinez says he is wary of a battling Cardiff side. Swansea | :21:40. | :21:45.
play fellow strugglers West Brom at home tomorrow afternoon. Cardiff are | :21:46. | :21:49.
18th in the table. Swansea are four points clear of the relegation zone | :21:50. | :21:52.
in 14th. Both managers know, with ten games left, everyone is fighting | :21:53. | :22:00.
for points. It is a very vital period for. A lot of the teams at | :22:01. | :22:04.
the bottom will play each other then the next couple of months. We have | :22:05. | :22:09.
to believe in our performances. Every game now from the to the end | :22:10. | :22:16.
of the season, is important, I know every manager will say that. The | :22:17. | :22:21.
orders is on others, we are at home. We have been playing well. Once we | :22:22. | :22:26.
get this code behind you, we need to get the supporters on our side. | :22:27. | :22:32.
You can hear more from Garry Monk on Sport Wales Tonight over on BBC Two | :22:33. | :22:40.
Wales from seven o' clock. Hundreds of people from a small town in Powys | :22:41. | :22:44.
have clubbed together to rescue a local landmark, which was flattened | :22:45. | :22:52.
by the recent storms. For years, the famous Scott's Pine - known as the | :22:53. | :22:55.
Lonely Tree - was a prominent feature of the hillside in | :22:56. | :23:00.
Llanfyllin. Jon Ironmonger has been to find out more. The tree has stood | :23:01. | :23:13.
here for generations, but was even some of the storms. Everyone was | :23:14. | :23:21.
saddened, but then the locals decided the thought that they could | :23:22. | :23:27.
actually save it. It has been here for generations, centuries. It is | :23:28. | :23:33.
nicknamed the Lonely Tree, but it is Ashley anything but lonely. Many | :23:34. | :23:40.
people have scratched their initials, proposed marriage or | :23:41. | :23:43.
scattered issues. But most simply want to take a photograph. It is | :23:44. | :23:50.
believed to give everyone good luck. It has prompted tributes from around | :23:51. | :23:54.
the world. These rebukes from around the globe are now been got together | :23:55. | :24:03.
to be put in the book. I have had an extraordinary response, from people | :24:04. | :24:06.
who used to live here, but also from strangers, who maybe just sort as | :24:07. | :24:14.
visitors. Robert has led efforts to save it. We are crossing fingers | :24:15. | :24:20.
touching wood that the advice from the ancient tree Forum is that if we | :24:21. | :24:26.
can save as much of the route as possible, then dry them out, it | :24:27. | :24:35.
could be saved. A fortnight ago, the base of the tree was completely | :24:36. | :24:41.
exposed and huge roots, where ripped out of the ground by the wind, | :24:42. | :24:47.
cutting off a vital supply of water and nutrient. But it is hoped that | :24:48. | :24:52.
underneath the fresh soil, there are one or two healthy roots remaining | :24:53. | :24:56.
which might just be enough to keep it alive. If it cannot be rescued, a | :24:57. | :25:02.
memorial will be built in its place. But most of the people are believing | :25:03. | :25:11.
that will prevail. Letters hope they are right. The singer Katherine | :25:12. | :25:15.
Jenkins has collected her OBE from Buckingham Palace. The 33-year-old | :25:16. | :25:17.
soprano from Neath was given the honour for services to music and her | :25:18. | :25:19.
charity work. Good news. There's plenty more dry | :25:20. | :25:38.
weather to come over the weekend. Not so much fog either with more of | :25:39. | :25:43.
a breeze. Now we've seen a big difference in temperature again | :25:44. | :25:46.
today. 15C in sunny Powys but a chilly 7C in Aberporth with fog. | :25:47. | :25:50.
Tonight dry. Perhaps a few fog patches in Monmouthshire but low | :25:51. | :25:53.
cloud and mist more likely. And not quite so cold as recent nights. The | :25:54. | :25:56.
temperature staying above freezing everywhere. Typically four to seven | :25:57. | :25:58.
Celsius. Tomorrow's chart shows high pressure to the southwest of the UK | :25:59. | :26:02.
over the Atlantic. More isobars over Britain and that means stronger | :26:03. | :26:05.
winds, especially in the north. Here's the picture for eight in the | :26:06. | :26:09.
morning. A cloudy start in the north and fairly mild. 8C in Bala with a | :26:10. | :26:20.
breeze. Further south, dry and brighter. A few gaps in the cloud. | :26:21. | :26:23.
Sunshine in Knighton and Carmarthen. During the day, the cloud will | :26:24. | :26:26.
become more broken. Most places enjoying a fine afternoon with | :26:27. | :26:29.
sunshine. In the NW and Snowdonia, though, the cloud a bit more | :26:30. | :26:32.
persistent. Top temperatures ten to 13 Celsius. 15 in Monmouthshire will | :26:33. | :26:36.
feel warm with a noticeable breeze. Cooler on windward coasts as the sea | :26:37. | :26:39.
temperature is still only eight or nine Celsius. Bright in Swansea for | :26:40. | :26:43.
the football and a nice afternoon in Cardiff for the rugby. Sunny with a | :26:44. | :26:50.
high of 13 Celsius. In The Vale of Clwyd tomorrow. A cloudy morning. | :26:51. | :26:53.
Brighter in the afternoon with a high of 12 in Denbigh. In the Vale | :26:54. | :26:57.
of Glamorgan. Dry and sunnier than today. Breezy with a top temperature | :26:58. | :27:01.
of ten in Llantwit Major. Tomorrow evening generally fine and clear. | :27:02. | :27:03.
Overnight cloud will increase with spots of drizzle in the north during | :27:04. | :27:07.
the early hours. Sunday a lot of cloud. Drizzle in parts of the north | :27:08. | :27:10.
and north-west. Otherwise dry. The best chance of sunshine in the | :27:11. | :27:14.
southeast. Next week will start dry but turning more unsettled by the | :27:15. | :27:25.
middle of the week with some rain. Have a good weekend. | :27:26. | :27:33.
The Labour leader has led the tributes to Tony gain, who has died | :27:34. | :27:43.
at the age of 88. And we will have more headlines at eight o'clock and | :27:44. | :27:48.
the main news bulletin after the ten o'clock news. | :27:49. | :27:50. |
