every week. They are becoming so popular. I used to smoke about 25 a | :02:43. | :02:50. | |
day, super Kings. Since I have started these, 15 months ago, I | :02:51. | :02:57. | |
haven't smoked a cigarette. If the Welsh Government had its way this | :02:58. | :03:02. | |
place would have to close, but why? It argues e-cigarettes normalise | :03:03. | :03:04. | |
smoking making it appear acceptable. It claims research from | :03:05. | :03:08. | |
the United States suggests more young people are trying them. If | :03:09. | :03:12. | |
they become addicted they could move on to real cigarettes. It argues | :03:13. | :03:22. | |
that the evidence is limited. Others challenge those claims. The number | :03:23. | :03:28. | |
of studies show people are using them as effective aids to quit | :03:29. | :03:32. | |
smoking. The studies that are available don't suggest that | :03:33. | :03:36. | |
e-cigarettes at the news that some sort of gateway where you start | :03:37. | :03:39. | |
using them and end of smoking tobacco. Beyond restricting | :03:40. | :03:44. | |
e-cigarettes the government was to introduce food standards for | :03:45. | :03:48. | |
nurseries and care homes. They will force councils to open more public | :03:49. | :03:52. | |
toilets and have registers of tobacco sellers and tattoos | :03:53. | :03:58. | |
parlours. It wants to set a minimum price for alcohol, 50p a unit which | :03:59. | :04:03. | |
would mean a can of strong lager couldn't be sold for less than ?1 | :04:04. | :04:09. | |
50. We're having 30,000 bed days every year blocked due to problems | :04:10. | :04:16. | |
with alcohol. This is an epidemic. To tackle that we need drastic | :04:17. | :04:22. | |
measures. One of those should be minimum pricing. Are these | :04:23. | :04:29. | |
international students currently studying in Cardiff convinced? If | :04:30. | :04:34. | |
students want to go out, they still drink. They still find to alcohol. | :04:35. | :04:41. | |
You do to have fun, become more social. You are still going to buy | :04:42. | :04:45. | |
it if that is what you want. It isn't only the students who are | :04:46. | :04:49. | |
likely to give the minimum price plan hostile reception. Launching | :04:50. | :04:54. | |
his proposals, the health minister admitted he is likely to face a | :04:55. | :04:57. | |
challenge from the drinks industry. He could also face an even bigger | :04:58. | :05:02. | |
hurdle, the UK Government has claimed he hasn't got the power to | :05:03. | :05:05. | |
set a minimum price in the first place. I am quite sure there will be | :05:06. | :05:10. | |
pushed back from the alcohol industry as the husband in Scotland. | :05:11. | :05:15. | |
We can't necessarily prevent others from challenging our powers through | :05:16. | :05:23. | |
the courts. Maybe the UK Government. You could describe them as | :05:24. | :05:27. | |
trigger-happy in wanting to do that, to take legislation passed the | :05:28. | :05:30. | |
National Assembly to the Supreme Court. We're confident of our | :05:31. | :05:37. | |
ground. In the end, the health minister IDs improving people 's | :05:38. | :05:39. | |
health is one of the most powerful things a government can do. Here in | :05:40. | :05:44. | |
Carmarthen they argue the new law, at least in one respect, as have the | :05:45. | :05:49. | |
opposite effect. Clamping down on e-cigarettes, they claim, could | :05:50. | :05:54. | |
stigmatise the people trying hard to turn their back on tobacco. | :05:55. | :05:58. | |
A little earlier I spoke to the Chief Medical Officer Dr Ruth | :05:59. | :06:01. | |
Hussey. I began by asking her whether there was any evidence to | :06:02. | :06:04. | |
show that banning e-cigarettes will improve public health. | :06:05. | :06:11. | |
Our concern is that the growth, the rapid growth in the use of | :06:12. | :06:15. | |
e-cigarettes runs the risk of three normal eyes in smoking, making it | :06:16. | :06:21. | |
more common. -- pre-normalising the stop the consequence is that a lead | :06:22. | :06:25. | |
into an expectation this could be a gateway into conventional smoking. | :06:26. | :06:32. | |
It becomes more familiar to people. But there is no evidence that it | :06:33. | :06:37. | |
will improve public health. The argument is that we have made huge | :06:38. | :06:43. | |
strides in the last seven years since smoking was banned in public | :06:44. | :06:46. | |
places here in Wales, we have made huge strides in reducing the | :06:47. | :06:54. | |
evidence of smoking around as. The concern is we are seeing much more | :06:55. | :07:02. | |
frequent use of e-cigarettes in public places. The challenge is to | :07:03. | :07:07. | |
people who are concerned, to implement restrictions, they are | :07:08. | :07:13. | |
hard -- finding it hard to tell the difference. Many people say they | :07:14. | :07:16. | |
don't know. They don't want e-cigarettes. We do know this, | :07:17. | :07:25. | |
University College of London and Cancer research UK both save the | :07:26. | :07:27. | |
list are clear connection between the use of e-cigarettes and the | :07:28. | :07:32. | |
uptake of normal smoking. Could you be creating a problem? What we are | :07:33. | :07:40. | |
concerned about, this is emerging evidence day by day, our knowledge | :07:41. | :07:45. | |
about these products is we are seeing young people using them. They | :07:46. | :07:52. | |
don't know that is nicotine in them. In a sense, this is a precautionary | :07:53. | :07:57. | |
approach. This is uncharted territory in terms of the detailed | :07:58. | :08:01. | |
long-term evidence and follow-up of these because they are such new | :08:02. | :08:04. | |
products. Our consultation is a consultation. It is a question in | :08:05. | :08:09. | |
terms should we take this that? Would this help in making sure | :08:10. | :08:13. | |
smoking is not normalised again? The Chief Medical Officer Ruth | :08:14. | :08:16. | |

of the Welsh Government's proposals. The main debate as you mentioned | :08:46. | :08:50. | |
earlier is about the evidence and stop the Welsh Government claims | :08:51. | :08:54. | |
e-cigarettes can be a gateway to proper tobacco smoking. A study | :08:55. | :08:58. | |
published this month by the University of Leicester says the use | :08:59. | :09:04. | |
of e-cigarettes by individuals would never smoked is extremely rare. The | :09:05. | :09:09. | |
other debates would be about minimum alcohol price, has the Welsh | :09:10. | :09:11. | |
Government got the power to do that? The wealth -- Welsh health | :09:12. | :09:16. | |
minister thinks he has got the power. He wanted to go much further. | :09:17. | :09:24. | |
He wanted to place restrictions on fast food outlets, for example, but | :09:25. | :09:29. | |
found he didn't have the to do that. He is confident he has the power to | :09:30. | :09:32. | |
introduce a minimum price on alcohol. But this is consultation. | :09:33. | :09:39. | |

the value of their pensions was slashed. The Ford motor company, | :09:55. | :09:57. | |
which formerly owned Visteon, and the union Unite said they had agreed | :09:58. | :10:00. | |
a settlement. It follows years of campaigning by the pensioners, who | :10:01. | :10:03. | |

buoyant. For years, these pensioners have been travelling from Wales to | :11:48. | :11:52. | |
Westminster to put political pressure on the Ford motor company. | :11:53. | :11:56. | |
They hope today's deal means it will never have to come here again. The | :11:57. | :12:02. | |
deal needs the approval of 95% of pensioners. Ford said the agreements | :12:03. | :12:06. | |
were settled the legal claims made against the company but the details | :12:07. | :12:08. | |
were confidential. An inquest into the death of a | :12:09. | :12:11. | |
Newport teenager, who went missing in December last year, has been | :12:12. | :12:14. | |
opened and adjourned. Nida Naseer's body was found at the Wetlands area | :12:15. | :12:18. | |
of the city last month. The coroner said the cause of death has not yet | :12:19. | :12:22. | |

waiting longest foray psychiatrist appointment. There were 139 waiting | :15:49. | :15:55. | |
more than 14 weeks and the numbers wavers slightly before rising | :15:56. | :15:58. | |
dramatically from November of that year to the highest point in January | :15:59. | :16:01. | |
of this year. The latest available figures show 736 are now awaiting | :16:02. | :16:08. | |
the longest for an appointment. It has led to more work for this child | :16:09. | :16:14. | |
psychiatrist. She works privately. Long way to the public sector and | :16:15. | :16:18. | |
increasing demand for the services. My experience is there has been an | :16:19. | :16:24. | |
increase. But there has always been delay in being able to assess | :16:25. | :16:27. | |
children appropriately for mental health problems. Child health | :16:28. | :16:34. | |
experts recently told BBC Wales the service which treats children and | :16:35. | :16:36. | |
young people with mental illness is in a state of crisis. Opinions | :16:37. | :16:41. | |
rejected by the Welsh Government which is prioritising tackling | :16:42. | :16:46. | |
waiting times in its improvement plan. But the service is the subject | :16:47. | :16:51. | |
of an Assembly committee enquiry and was raised by the Liberal Democrats | :16:52. | :16:57. | |
today. As we have seen this so many Welsh Government strategy the words | :16:58. | :17:00. | |
on the paper are fine. But when it comes to action the Welsh Government | :17:01. | :17:06. | |
