President Putin calls for the West to condemn it. Now

:00:00.:00:00.

Welcome to Wales Today. Our top story: GP out-of-hours healthcare in

:00:00.:00:09.

Cardiff and the Vale of Glamorgan for patients like David and Beti is

:00:10.:00:12.

"diabolical" and should be overhauled, according to a health

:00:13.:00:21.

watchdog. I wish we could go back to the old days where our GP would be

:00:22.:00:29.

saying to us. I suppose that is too much to ask for.

:00:30.:00:34.

Also tonight: Failures in Malcolm Green's hospital care meant he bled

:00:35.:00:37.

to death after surgery. The inquest opens into his death.

:00:38.:00:40.

Owners of Asian restaurants and takeaways criticise the heavy handed

:00:41.:00:47.

tactics of immigration officers. The seal of approval for our

:00:48.:00:51.

beaches. More of them are recognised for excellent water quality.

:00:52.:00:56.

After the Ryder Cup, Wales is set to host our first senior championships.

:00:57.:00:58.

Organisers hope to attract 30,000 visitors to Porthcawl.

:00:59.:01:17.

Good evening. Patients are being let down by an out of hours service in

:01:18.:01:24.

Cardiff and the Vale of Glamorgan that is not fit for purpose. A

:01:25.:01:28.

patient watchdog says standards set for treating out of hours calls are

:01:29.:01:32.

not being met and in some instances patients have waited more than five

:01:33.:01:37.

hours. Cardiff and Vale University Health Board say there's been a

:01:38.:01:41.

significant rise in demand and a review is underway. Nick Palit

:01:42.:01:49.

reports. Beti George and her partner David

:01:50.:01:52.

Parry Jones enjoying the Easter sunshine in their Cardiff garden.

:01:53.:01:58.

But a week ago, David, who has Alzheimers, became extremely unwell.

:01:59.:02:02.

Beti feared he may have suffered a mini-stroke. She called the out of

:02:03.:02:07.

hours service and eventually they offered to send an ambulance.

:02:08.:02:10.

However, as it was a Saturday night, she was reluctant to take him to

:02:11.:02:14.

A, wanting a doctor to call at the house. After seven hours of repeated

:02:15.:02:23.

calls she gave up. I was told that these urgent cases have -- had been

:02:24.:02:30.

overwhelming them that day and I said maybe a suspected stroke would

:02:31.:02:37.

be regarded as urgent. They said a doctor would be out but nobody

:02:38.:02:44.

turned up so I rang back again. I was distressed, I suppose, to put it

:02:45.:02:50.

mildly. No matter where you live in Wales, the standards are the same.

:02:51.:02:56.

90% of calls should be triaged or medically assessed within 20

:02:57.:02:58.

minutes. That's only been achieved once in Cardiff and the Vale Health

:02:59.:03:02.

Board since 2013. Some patients had to wait even longer. One had to wait

:03:03.:03:07.

for more than five hours. The patient watchdog claims the current

:03:08.:03:10.

system isn't working and is putting a strain on A as a result.

:03:11.:03:20.

Consistently we are looking at the reports and the urgent calls are

:03:21.:03:28.

consistently in the red. Patients are waiting far too long. They are

:03:29.:03:34.

waiting far too long to be seen by a health care professional. But 75% of

:03:35.:03:45.

calls were answered within sex -- 60 seconds and life-threatening calls

:03:46.:03:49.

were dealt with in five minutes. Dr Charlotte Jones is chair of the

:03:50.:03:52.

General Practitioners Committee in Wales and says the problem with out

:03:53.:03:55.

of hours services isn't just confined to Cardiff and the Vale.

:03:56.:03:58.

There has been a gross underfunding of the out of hours services across

:03:59.:04:02.

Wales since 2004. The health board allocations have risen but in that

:04:03.:04:06.

time there has only been a small uplift in the funding to out of

:04:07.:04:11.

hours services which has impacted on the services they can provide. We

:04:12.:04:15.

have ever increasing demand from patients as well. Last month, there

:04:16.:04:19.

were more than 11,000 calls to the out of hours service in Cardiff and

:04:20.:04:22.

Vale. They say 86% of the urgent calls were dealt with in 30 minutes.

:04:23.:04:26.

And of the most urgent cases, 81% had a home visit within the hour.

:04:27.:04:31.

But that's no comfort to Beti. She's still fearful that if David is taken

:04:32.:04:35.

ill again, they'll have no choice but to wait for hours in an already

:04:36.:04:40.

busy casualty department. Nick Palit reporting from Cardiff.

:04:41.:04:43.

And in Pembrokeshire, the care received by a well-known businessman

:04:44.:04:47.

has been criticised at an inquest in Milford. 82-year-old Malcolm Green

:04:48.:04:49.

died following routine cancer surgery in 2012. Abigail Neal

:04:50.:04:59.

listened to the evidence. Malcolm Green was a fit and active

:05:00.:05:05.

businessmen who at 82 still worked for the family run car dealership in

:05:06.:05:12.

Haverfordwest. In 2012 he was diagnosed with colon cancer and

:05:13.:05:15.

admitted to Withybush Hospital the surgery. But following the

:05:16.:05:19.

operation, Mr Green developed convocations. Internal bleeding that

:05:20.:05:25.

was not initially picked up on. He was treated but it was too late and

:05:26.:05:32.

he died a few days later. His sons have investigated the care of their

:05:33.:05:35.

father received and discovered lengthy delays in his treatment. On

:05:36.:05:39.

the 26th of June, Malcolm Green underwent the operation to remove a

:05:40.:05:47.

tumour in his colon. By the next day they were indications of a problem.

:05:48.:05:49.

His blood fresher had dropped diffidently. But the cause was only

:05:50.:05:54.

identified as internal bleeding by ten o'clock and although his

:05:55.:05:58.

condition was critical a second operation to stem the blood loss did

:05:59.:06:01.

not take place until three hours later. The surgeon in charge of his

:06:02.:06:08.

care was questioned about his movements that day and why he had

:06:09.:06:15.

not operated sooner. The surgeon had seen Mr Green briefly after his

:06:16.:06:20.

operation but he confirmed he had not examine him or been informed

:06:21.:06:25.

about the drop in blood pressure. He went on to run a cancer clinical

:06:26.:06:29.

outpatients at the hospital and was phoned three times to be told that

:06:30.:06:35.

he was unwell and his day period -- condition was deteriorating. The

:06:36.:06:39.

health board has apologised to Mr Green's family. They say an internal

:06:40.:06:46.

investigation has been carried out an action is taken to ensure these

:06:47.:06:50.

failings do not happen again. The inquest continues.

:06:51.:06:53.

Two of Wales' best young sailors have been cleared of all wrongdoing

:06:54.:06:57.

after a boat crash in Cardiff Bay in 2010 which left a schoolgirl brain

:06:58.:07:01.

damaged. Eleni Morris and Nia Jones were 17 at the time and had

:07:02.:07:04.

represented Great Britain. They've been cleared of failing to travel at

:07:05.:07:08.

a safe speed, failing to keep a proper look out and of piloting the

:07:09.:07:12.

boats without lights. A man's been arrested in Newport on

:07:13.:07:16.

suspicion of firearms and drugs offences. The 34-year-old was taken

:07:17.:07:19.

into custody after police believed explosives were being stored in a

:07:20.:07:23.

house in the west of the city. Bomb disposal experts later said the

:07:24.:07:27.

object found was safe. The man is being questioned on suspicion of

:07:28.:07:29.

possessing a firearm and cannabis production.

:07:30.:07:37.

The inquest into the sudden death of a teenage boy in Swansea has been

:07:38.:07:40.

opened and adjourned. The 15-year-old, named locally as James

:07:41.:07:42.

Lock, was found at Hendrefoilan Student Village last week. The death

:07:43.:07:46.

of the teenager, who was a pupil at nearby Olchfa Comprehensive School,

:07:47.:07:53.

is being treated as unexplained. "Nothing short of disgraceful".

:07:54.:07:56.

That's how one Welsh MP has described raids on Asian restaurants

:07:57.:07:59.

by immigration officers looking for illegal workers. Nia Griffith says

:08:00.:08:03.

restaurant owners feel they're being unfairly targeted and subjected to

:08:04.:08:09.

heavy handed tactics. The Home Office says the statistics show its

:08:10.:08:13.

raids are warranted and successful. Cemlyn Davies reports.

:08:14.:08:20.

Enforcement officers raid a premises in Swansea in search of illegal

:08:21.:08:26.

workers. This was one of 665 such visits in Wales last year. 379

:08:27.:08:36.

people were arrested. The Home Office says the figures show its

:08:37.:08:39.

methods work but critics say this approach is heavy handed and unfair.

:08:40.:08:49.

This Indian restaurant in Llanelli was last raided about a year ago.

:08:50.:08:53.

The manager told us no illegal workers were found but the business

:08:54.:08:56.

still suffered because of the way enforcement visits are carried out.

:08:57.:09:07.

They rush into the premises without showing a warrant. They go to the

:09:08.:09:12.

kitchen and drag all the staff into one line. They close the doors and

:09:13.:09:21.

stop us serving any customers or taking a new -- orders. The MP for

:09:22.:09:27.

Llanelli recently led a Westminster Hall debate where she described the

:09:28.:09:30.

way some restaurant owners have been treated as "disgraceful". Several

:09:31.:09:33.

other Welsh MPs also expressed their concerns. It is the way the

:09:34.:09:39.

enforcement officers have been disrupting these restaurants,

:09:40.:09:42.

frightening customers at the busiest times like a Friday night and

:09:43.:09:46.

conducting interviews with staff in the front window. There are ways of

:09:47.:09:53.

doing things which afford more dignity to the restaurant owners.

:09:54.:09:59.

The owner of this restaurant says he understands the enforcement officers

:10:00.:10:02.

have a job to do but because reputation is so important to a

:10:03.:10:05.

business like this one, he'd like them to act with more discretion,

:10:06.:10:08.

perhaps by visiting the restaurant when it's less busy or by conducting

:10:09.:10:11.

interviews away from customers. The Home Office says its visits are

:10:12.:10:15.

based on the intelligence they have and they're "timed to maximise their

:10:16.:10:18.

effectiveness". Safety issues must also be considered and so interviews

:10:19.:10:22.

can't be conducted in the kitchen for example. The simple message from

:10:23.:10:28.

the Home Office is that the best way for any business to avoid scenes

:10:29.:10:32.

like these is to make sure it isn't employing any illegal workers.

:10:33.:10:38.

House prices in Wales are on the rise. They're up 5.3% compared to

:10:39.:10:42.

last year. Across the UK, house prices are accelerating and selling

:10:43.:10:45.

for more than their pre-recession peak in 2008. The Office for

:10:46.:10:50.

National Statistics, who released the figures, says first time buyers

:10:51.:10:57.

are some of the hardest hit. Walkers and climbers are being urged

:10:58.:11:00.

to avoid Snowdonia's highest peaks during the Easter holidays unless

:11:01.:11:03.

they are properly equipped. Thousands of visitors are expected

:11:04.:11:06.

there, attracted by warmer weather and longer days. Mountain rescuers

:11:07.:11:10.

have said there are plenty of alternative routes. They warn the

:11:11.:11:13.

weather in the mountains can still change suddenly and without warning.

:11:14.:11:24.

At this time of year the main difficulty is the fact that the

:11:25.:11:28.

weather is so changeable. It has been a glorious day today but you

:11:29.:11:34.

can feel it is cold on the summit and it is significantly cooler than

:11:35.:11:40.

this and people can be caught unawares because of that.

:11:41.:11:44.

A beautiful day for a trip to our coast. And more beaches in Wales

:11:45.:11:47.

have been recognised for their excellent water quality with fewer

:11:48.:11:49.

failing to meet the minimum standard. The Marine Conservation

:11:50.:11:52.

Society says 109 out our 152 beaches met the highest grade. That's 11

:11:53.:11:58.

more than the previous year. Our reporter, Matthew Richards, is at

:11:59.:12:00.

Llandudno's West Shore, which has risen from the worst rating to the

:12:01.:12:10.

best. The water quality is excellent that

:12:11.:12:15.

you have to take my word for it because the tide is out. Hundreds of

:12:16.:12:17.

people have been on the beach today. It is not as well-known as

:12:18.:12:25.

land did not's Northshore but it has something to shout about. The good

:12:26.:12:29.

figures are partly down to the weather we had last year. Less rain

:12:30.:12:33.

meant less pollution washing and overseas. For beaches in Wales

:12:34.:12:38.

failed to meet the minimum required standards. More stringent rules are

:12:39.:12:43.

coming in which mean they could have deterred beer -- bathing altogether.

:12:44.:12:48.

Wales has a coastline to be proud of but sometimes beneath the surface

:12:49.:12:52.

all is not that clear as it may seem. Aberaeron South is one of four

:12:53.:12:57.

large beaches which did not make the grade this year. From 2016 those who

:12:58.:13:01.

don't meet the standards will have to display signs warning against

:13:02.:13:07.

going into the water. It has put me off now you've told me that. It

:13:08.:13:13.

looks gorgeous on a day like this. I suppose you never know what's out

:13:14.:13:17.

there. What kind of pollution are we talking about? As a parent I would

:13:18.:13:25.

worry about my child going into the sea. It is beautiful with the

:13:26.:13:29.

surrounding countryside, it's lovely. But that is hope for the

:13:30.:13:35.

lowest ranking beaches. And did not's west shore this year has been

:13:36.:13:43.

rated excellent. Obviously it's going to be an converging. We have

:13:44.:13:49.

fantastic beaches on the west shore and people want to enjoy it. They

:13:50.:13:53.

won't enjoy it if the water quality isn't very good. The coast may have

:13:54.:14:05.

taken a battering in winter but good conditions last summer are the main

:14:06.:14:09.

reason for an improvement in what quality. When we get a lot of storm

:14:10.:14:15.

water it can bring sewage into the water from agricultural sources of

:14:16.:14:20.

farmland or maybe from sewage treatment. It is not just people who

:14:21.:14:32.

will benefit from cleaner coastlines. These grey seal pups are

:14:33.:14:37.

being released back into the sea near Llandudno after being rescued

:14:38.:14:46.

and rebuilt -- rehabilitated. The seals usually go in the water and

:14:47.:14:52.

then swim off gradually. We'll stay here for the next hour to make sure

:14:53.:14:59.

they are gone. Usually you can't see them within 20 minutes. The Marine

:15:00.:15:04.

conservation Society says we should vote with our feet by avoiding the

:15:05.:15:09.

beaches that don't coming -- up to scratch.

:15:10.:15:14.

At the moment it's up to us to find out what the water quality is of any

:15:15.:15:19.

particular beach we want to go to but the onus will now be back on the

:15:20.:15:23.

beach to display signs saying they have not met the sufficient

:15:24.:15:29.

standard. Much more to come before 7:00pm.

:15:30.:15:35.

After the success of the Ryder Cup four years ago, Wales is set to host

:15:36.:15:38.

its first major golf championship. But is all the investment worth it?

:15:39.:15:52.

We have a lot of work to do but it will be finished on time, that's the

:15:53.:15:58.

message from the builders behind Newport 's new shopping centre. It's

:15:59.:16:01.

due to open next autumn after years in the planning and is expected to

:16:02.:16:18.

create 1000 jobs. It was supposed to be the first

:16:19.:16:22.

chapter in a fairy tale story for Newport. That is how the shopping

:16:23.:16:32.

centre was sold in this early promotional video which certainly

:16:33.:16:36.

didn't lack imagination. But unfortunately, this dragon could not

:16:37.:16:41.

deliver on his promise to breathe life back into the city centre. The

:16:42.:16:56.

plans were not dead and buried and the demolition of the imposing

:16:57.:17:00.

capital car park earlier this year for a new cheaper shopping centre,

:17:01.:17:06.

one that is meant to open next autumn. I am always confident but we

:17:07.:17:12.

have a lot to do. We need to bring more retailers to the market but we

:17:13.:17:18.

are on track. This shot shows the scale of the task ahead. In the

:17:19.:17:22.

middle of the city centre, this mass of brown earth needs to be

:17:23.:17:27.

transformed into ?90 million worth of shops and restaurants by next

:17:28.:17:37.

year. But this has come at a price. Protest is eventually lost their

:17:38.:17:41.

battle to save the Chartist neural, piece of Newport past close to many

:17:42.:17:48.

people 's hearts. It was destroyed to make way for the development. I

:17:49.:17:53.

thought it was wrong to just demolish it when they should have

:17:54.:17:57.

asked the people of Newport first. It will look lovely when it's

:17:58.:17:59.

finished. I have lived here all my life. This whole will eventually

:18:00.:18:08.

become Debenhams. Very soon people will begin to see the Newport

:18:09.:18:12.

skyline changing. But will this development is sure in the future

:18:13.:18:17.

people hope for? We'll find out next year when it opens.

:18:18.:18:23.

Swimming, and Jazz Carlin is going for back to back British titles this

:18:24.:18:27.

evening. After setting the world leading 800 metre freestyle time and

:18:28.:18:30.

breaking her own Welsh record last night, she's qualified second

:18:31.:18:35.

fastest for tonight's 400 metres. The race will also feature Swansea's

:18:36.:18:38.

Ellena Jones, while Georgia Davies is in the 50 metres backstroke

:18:39.:18:41.

final. Carlin says she's hoping to do even better in this year's

:18:42.:18:49.

Commonwealth Games. I am really happy with that. Really surprised

:18:50.:18:54.

because I was not feeling great in the warm up. It is a good time but

:18:55.:19:02.

the Commonwealth games is my main focus and I want to be faster and

:19:03.:19:06.

come out on top there. Snooker and there are four Welshmen

:19:07.:19:09.

in action in the World Championship qualifiers. Jamie Jones, Matthew

:19:10.:19:13.

Stevens and Dominic Day are all level, whilst former world champion,

:19:14.:19:16.

Mark Williams, trails 3-1 in his best of 19 frames game. Wins will

:19:17.:19:20.

put them into the main draw of the World Championships, which starts

:19:21.:19:27.

this weekend at the Crucible. There's been a 20% drop in the

:19:28.:19:31.

number of women who are members of golf clubs here, despite an increase

:19:32.:19:35.

in the rest of the UK. More than 6,000 women were members of clubs

:19:36.:19:38.

last year, compared with almost 8,000 in 1985. That's according to

:19:39.:19:41.

the European Golf Association. But the Golf Union of Wales says they've

:19:42.:19:45.

seen an increase in female golfers who pay as they play.

:19:46.:19:52.

Staying with golf and it attracts some of the best players in the

:19:53.:19:55.

world and final preparations are underway ahead of the Senior Open

:19:56.:19:59.

Championship in Porthcawl. Four years after a successful Ryder Cup

:20:00.:20:02.

in Newport, Wales is now hosting a senior major championship for the

:20:03.:20:06.

first time. Our reporter, Tomos Dafydd, is in Porthcawl.

:20:07.:20:21.

100 days to go before the likes of Miguel Angel Jimenez, Bernhard

:20:22.:20:24.

Langer and Colin Montgomerie and Wales' Ian Woosnam will compete here

:20:25.:20:28.

in July. Organisers say up to 34,000 spectators are expected and this

:20:29.:20:31.

will be transformed in the next few weeks. A tented village will be

:20:32.:20:35.

built to cater for sponsors and spectators, the biggest of its kind

:20:36.:20:45.

for this competition. Golf is big business. Big claims are often made

:20:46.:20:48.

ahead of events about the economic benefit they can bring to an area,

:20:49.:20:52.

but when it comes to golf, people here tell me the investment is well

:20:53.:21:00.

worth it. All smiles before Wales plays host

:21:01.:21:03.

to one of the game 's most prestigious competitions. At the end

:21:04.:21:07.

of July some of the greats of golf will be competing for this trophy.

:21:08.:21:15.

Twice a winner on the European circuit, once on the senior tour,

:21:16.:21:21.

Mark Nolan from Penarth will be one of two Welshmen competing along with

:21:22.:21:25.

Ian was them. He says the course could be challenging. The pot

:21:26.:21:30.

bunkers which are many and hidden, some local knowledge will play a big

:21:31.:21:34.

part. You have to know where they are. The main thing will be the

:21:35.:21:39.

wind. If the wind blows the scoring will be high. In spring sunshine

:21:40.:21:45.

this course is pristine but just three months ago the storm swept in

:21:46.:21:48.

some unexpected guests onto the Greens. He did not look happy and

:21:49.:21:54.

neither were officials. You have to keep a sense of humour. I happened

:21:55.:21:58.

to be playing on the morning when the fish was discovered and the

:21:59.:22:03.

photograph went around the world. Friends in Australia e-mailed me and

:22:04.:22:09.

it was entertaining. There was a piece of car dashboard in one

:22:10.:22:20.

banker. The staging of this competition is part of a wider plan

:22:21.:22:24.

to attract more golfers here. Visit Wales will invest ?300,000 this year

:22:25.:22:31.

alone, attracting tour operators, media and visitors from overseas.

:22:32.:22:36.

Latest figures suggest golf brought in ?38 million last year, that is up

:22:37.:22:44.

?4.7 million on 2012. Since 2004 the number of golf visitors is up more

:22:45.:22:49.

than 40% to more than 1.7 million golf visits. We thought Scotland and

:22:50.:22:59.

Ireland had the ownership of that territory but Wales has done a great

:23:00.:23:05.

job with the Ryder Cup being here and these golf courses are great.

:23:06.:23:11.

Organisers hope the event will attract big crowds which will

:23:12.:23:13.

underline Wales' ambition to become a leading golfing destination.

:23:14.:23:21.

It will start on the 24th of July. Many players have made their way

:23:22.:23:26.

through to the clubhouse for a quick trick and it is a beautiful evening

:23:27.:23:30.

outside. Derek has the weather forecast for us.

:23:31.:23:38.

Good news. There is more dry weather and sunshine to come tomorrow. Ideal

:23:39.:23:56.

for a round of golf. There was a frost in places last night but by

:23:57.:24:00.

this afternoon the temperature in Trawsgoed shot up to 17C. So more

:24:01.:24:03.

sunshine tomorrow, thanks to high pressure. Thursday, not so nice.

:24:04.:24:06.

More dry weather and sunny spells over the Easter weekend but the

:24:07.:24:09.

signs are it won't stay dry all weekend. Dry tonight. The sky fairly

:24:10.:24:13.

clear with another chance to see the ISS going over just after 9.00pm.

:24:14.:24:16.

And it will turn chilly again. Temperatures falling sharply, with a

:24:17.:24:19.

ground frost inland, especially in rural areas. Tomorrow's chart shows

:24:20.:24:22.

high pressure over Germany and that will keep much of Britain dry.

:24:23.:24:34.

However, a front will bring some rain to the north and west of

:24:35.:24:38.

Scotland and into Northern Ireland. For us in Wales, another lovely day

:24:39.:24:44.

tomorrow. Dry with lots of sunshine. Some high cloud in the north and

:24:45.:24:49.

west later in the afternoon. And after a chilly start, it will turn

:24:50.:24:54.

out pleasantly warm. Top temperature in the north east around 17C. Cooler

:24:55.:24:59.

on some coasts with a breeze off the sea. 13C in Abersoch. Beautiful in

:25:00.:25:06.

Bridgend tomorrow. A high of 14C in Porthcawl with a south easterly

:25:07.:25:10.

breeze. Fine in Flintshire tomorrow. Sunny and becoming warm. 17C in

:25:11.:25:17.

Queensferry with a light breeze. Tomorrow night, cloud will increase

:25:18.:25:21.

with a little rain in the far north and northwest after midnight.

:25:22.:25:24.

Elsewhere, staying dry and not quite so chilly as recent nights. 5C the

:25:25.:25:29.

low in Brecon. Thursday will be much cloudier. Spots of light rain and

:25:30.:25:34.

drizzle die out. Becoming drier and cooler. Only 10C in Conwy with a

:25:35.:25:41.

wind off the sea. Looking ahead to Good Friday, I wouldn't rule out a

:25:42.:25:44.

shower but otherwise dry with more cloud than sunshine. 11C to 13C with

:25:45.:25:48.

light winds. Saturday, dier and sunnier. More fine weather on Sunday

:25:49.:25:52.

but there is a risk of rain later in the day and on Monday. So there we

:25:53.:26:01.

are, turning chilly tonight with some ground frost but another

:26:02.:26:04.

gorgeous day tomorrow. Perfect for playing golf.

instances patients have waited more than five hours. Cardiff and Vale
