not being met and in some instances patients have waited more than five | :01:33. | :01:37. | |
hours. Cardiff and Vale University Health Board say there's been a | :01:38. | :01:41. | |
significant rise in demand and a review is underway. Nick Palit | :01:42. | :01:49. | |

Beti feared he may have suffered a mini-stroke. She called the out of | :02:03. | :02:07. | |
hours service and eventually they offered to send an ambulance. | :02:08. | :02:10. | |
However, as it was a Saturday night, she was reluctant to take him to | :02:11. | :02:14. | |
A, wanting a doctor to call at the house. After seven hours of repeated | :02:15. | :02:23. | |
calls she gave up. I was told that these urgent cases have -- had been | :02:24. | :02:30. | |
overwhelming them that day and I said maybe a suspected stroke would | :02:31. | :02:37. | |
be regarded as urgent. They said a doctor would be out but nobody | :02:38. | :02:44. | |
turned up so I rang back again. I was distressed, I suppose, to put it | :02:45. | :02:50. | |
mildly. No matter where you live in Wales, the standards are the same. | :02:51. | :02:56. | |
90% of calls should be triaged or medically assessed within 20 | :02:57. | :02:58. | |
minutes. That's only been achieved once in Cardiff and the Vale Health | :02:59. | :03:02. | |
Board since 2013. Some patients had to wait even longer. One had to wait | :03:03. | :03:07. | |
for more than five hours. The patient watchdog claims the current | :03:08. | :03:10. | |
system isn't working and is putting a strain on A as a result. | :03:11. | :03:20. | |
Consistently we are looking at the reports and the urgent calls are | :03:21. | :03:28. | |
consistently in the red. Patients are waiting far too long. They are | :03:29. | :03:34. | |
waiting far too long to be seen by a health care professional. But 75% of | :03:35. | :03:45. | |
calls were answered within sex -- 60 seconds and life-threatening calls | :03:46. | :03:49. | |
were dealt with in five minutes. Dr Charlotte Jones is chair of the | :03:50. | :03:52. | |
General Practitioners Committee in Wales and says the problem with out | :03:53. | :03:55. | |
of hours services isn't just confined to Cardiff and the Vale. | :03:56. | :03:58. | |
There has been a gross underfunding of the out of hours services across | :03:59. | :04:02. | |
Wales since 2004. The health board allocations have risen but in that | :04:03. | :04:06. | |
time there has only been a small uplift in the funding to out of | :04:07. | :04:11. | |
hours services which has impacted on the services they can provide. We | :04:12. | :04:15. | |
have ever increasing demand from patients as well. Last month, there | :04:16. | :04:19. | |
were more than 11,000 calls to the out of hours service in Cardiff and | :04:20. | :04:22. | |
Vale. They say 86% of the urgent calls were dealt with in 30 minutes. | :04:23. | :04:26. | |
And of the most urgent cases, 81% had a home visit within the hour. | :04:27. | :04:31. | |
But that's no comfort to Beti. She's still fearful that if David is taken | :04:32. | :04:35. | |
ill again, they'll have no choice but to wait for hours in an already | :04:36. | :04:40. | |
busy casualty department. Nick Palit reporting from Cardiff. | :04:41. | :04:43. | |
And in Pembrokeshire, the care received by a well-known businessman | :04:44. | :04:47. | |
has been criticised at an inquest in Milford. 82-year-old Malcolm Green | :04:48. | :04:49. | |
died following routine cancer surgery in 2012. Abigail Neal | :04:50. | :04:59. | |
listened to the evidence. Malcolm Green was a fit and active | :05:00. | :05:05. | |
businessmen who at 82 still worked for the family run car dealership in | :05:06. | :05:12. | |
Haverfordwest. In 2012 he was diagnosed with colon cancer and | :05:13. | :05:15. | |
admitted to Withybush Hospital the surgery. But following the | :05:16. | :05:19. | |
operation, Mr Green developed convocations. Internal bleeding that | :05:20. | :05:25. | |
was not initially picked up on. He was treated but it was too late and | :05:26. | :05:32. | |
he died a few days later. His sons have investigated the care of their | :05:33. | :05:35. | |
father received and discovered lengthy delays in his treatment. On | :05:36. | :05:39. | |
the 26th of June, Malcolm Green underwent the operation to remove a | :05:40. | :05:47. | |
tumour in his colon. By the next day they were indications of a problem. | :05:48. | :05:49. | |
His blood fresher had dropped diffidently. But the cause was only | :05:50. | :05:54. | |
identified as internal bleeding by ten o'clock and although his | :05:55. | :05:58. | |
condition was critical a second operation to stem the blood loss did | :05:59. | :06:01. | |
not take place until three hours later. The surgeon in charge of his | :06:02. | :06:08. | |
care was questioned about his movements that day and why he had | :06:09. | :06:15. | |
not operated sooner. The surgeon had seen Mr Green briefly after his | :06:16. | :06:20. | |
operation but he confirmed he had not examine him or been informed | :06:21. | :06:25. | |
about the drop in blood pressure. He went on to run a cancer clinical | :06:26. | :06:29. | |
outpatients at the hospital and was phoned three times to be told that | :06:30. | :06:35. | |
he was unwell and his day period -- condition was deteriorating. The | :06:36. | :06:39. | |
health board has apologised to Mr Green's family. They say an internal | :06:40. | :06:46. | |
investigation has been carried out an action is taken to ensure these | :06:47. | :06:50. | |
failings do not happen again. The inquest continues. | :06:51. | :06:53. | |
Two of Wales' best young sailors have been cleared of all wrongdoing | :06:54. | :06:57. | |
after a boat crash in Cardiff Bay in 2010 which left a schoolgirl brain | :06:58. | :07:01. | |

The inquest into the sudden death of a teenage boy in Swansea has been | :07:38. | :07:40. | |

enforcement officers have been disrupting these restaurants, | :09:40. | :09:42. | |
frightening customers at the busiest times like a Friday night and | :09:43. | :09:46. | |
conducting interviews with staff in the front window. There are ways of | :09:47. | :09:53. | |
doing things which afford more dignity to the restaurant owners. | :09:54. | :09:59. | |
The owner of this restaurant says he understands the enforcement officers | :10:00. | :10:02. | |
have a job to do but because reputation is so important to a | :10:03. | :10:05. | |
business like this one, he'd like them to act with more discretion, | :10:06. | :10:08. | |
perhaps by visiting the restaurant when it's less busy or by conducting | :10:09. | :10:11. | |
interviews away from customers. The Home Office says its visits are | :10:12. | :10:15. | |
based on the intelligence they have and they're "timed to maximise their | :10:16. | :10:18. | |
effectiveness". Safety issues must also be considered and so interviews | :10:19. | :10:22. | |
can't be conducted in the kitchen for example. The simple message from | :10:23. | :10:28. | |
the Home Office is that the best way for any business to avoid scenes | :10:29. | :10:32. | |

being released back into the sea near Llandudno after being rescued | :14:38. | :14:46. | |
and rebuilt -- rehabilitated. The seals usually go in the water and | :14:47. | :14:52. | |
then swim off gradually. We'll stay here for the next hour to make sure | :14:53. | :14:59. | |

conservation Society says we should vote with our feet by avoiding the | :15:05. | :15:09. | |
