assessment ever of standards of care in Wales. Talks about the further | :01:07. | :01:12. | |
independent investigation in one year. Yet it shows problems over | :01:13. | :01:16. | |
several years. It is not going to address the real concerns. It seems | :01:17. | :01:23. | |
to pinpoint to some elderly care, but if somebody had lost a loved one | :01:24. | :01:27. | |
that should never have died that day, they should be included in this | :01:28. | :01:32. | |
report. The Welsh Government and health board issued an unreserved | :01:33. | :01:35. | |
apology to those affected by the failings at the Princess of Wales | :01:36. | :01:39. | |
Hospital in Bridgend and Neath Port Talbot Hospital. The Health Minister | :01:40. | :01:44. | |
went further. Each district general hospital in Wales will be visited by | :01:45. | :01:49. | |
a small group of independent experts, overseen from outside Wales | :01:50. | :01:53. | |
by Sir Ian Carruthers and Professor Andrews. They will carry out spot | :01:54. | :01:57. | |
checks on the care of older people. But there are claims denied that the | :01:58. | :02:01. | |
announcement was remarkably similar to the Welsh Government's response | :02:02. | :02:05. | |
to another damning assessment of elderly care in hospitals three | :02:06. | :02:11. | |
years ago, in 2011. The then older People's commission claimed some | :02:12. | :02:15. | |
elderly patients had been degraded and humiliated. The Welsh | :02:16. | :02:19. | |
Government's response back then was to introduce spot checks. Yesterday | :02:20. | :02:25. | |
we had a rehashed, re-spotcheck policy. But if it had been properly | :02:26. | :02:29. | |
in place since 2011, as was announced at the time, then some of | :02:30. | :02:34. | |
the issues that we've been hearing of in this report may not ever have | :02:35. | :02:39. | |
happened in the hospitals in Wales. The difference this time, according | :02:40. | :02:43. | |
to the Welsh Government, is that the new spot checks will be targeted in | :02:44. | :02:48. | |
four specific areas, hydration, medication, night-time sedation and | :02:49. | :02:52. | |
continence care. This time there will be held by night-time | :02:53. | :02:56. | |
Inspectorate Wales, instead by a team hand-picked by the Welsh | :02:57. | :02:59. | |
Government. However, spot checks will be started by themselves six | :03:00. | :03:05. | |
months later. The question is, has the Inspectorate been sidelined | :03:06. | :03:09. | |
question mark it was certainly criticised in the review yesterday | :03:10. | :03:12. | |

when standards of care are under the spotlight like never before, the | :03:50. | :03:54. | |
question is, is the body responsible for upholding them itself up to the | :03:55. | :03:57. | |
job? The latest official figures show the number of people out of | :03:58. | :04:01. | |
work in Wales fell by 5000 in the three months to March. The | :04:02. | :04:03. | |
unemployment rate here has stabilised remaining at 6.8%, which | :04:04. | :04:07. | |
is now the same as in the UK as a whole. Wales is one of only two | :04:08. | :04:11. | |
areas where the number of people in or looking for work has fallen, | :04:12. | :04:14. | |
compared with the same period last year Seven pupils from Pembroke | :04:15. | :04:17. | |
Comprehensive School needed hospital treatment today after experimenting | :04:18. | :04:20. | |
with what's believed to be a legal high. Police and the air ambulance | :04:21. | :04:24. | |
were called after a group of young people became unwell. None are | :04:25. | :04:33. | |
thought to be in a life threatening condition. A court has heard how the | :04:34. | :04:38. | |
accident in which a car crashed outside a school, hitting five | :04:39. | :04:41. | |
children and a lollipop lady, may have happened after the drivers | :04:42. | :04:45. | |
flip-flops got under the pedals. 62-year-old Robert Bell denies | :04:46. | :04:47. | |
driving without due care and attention and says he can't remember | :04:48. | :04:50. | |
the crash, which happened last year at Rhoose in the Vale of Glamorgan. | :04:51. | :05:04. | |
It was just before 9am, as children were pouring into Rhoose primary | :05:05. | :05:07. | |
school that the accident happened last June. Five children and three | :05:08. | :05:11. | |
women were injured one of them a lollipop lady, Karen Williams. She | :05:12. | :05:16. | |
later received an award for her actions trying to protect the | :05:17. | :05:21. | |
children. 62-year-old Robert Bell denies driving without due care and | :05:22. | :05:26. | |
attention. Today he told the court how he could recall nothing of the | :05:27. | :05:31. | |
accident. Fighting back the tears, he said the first thing he | :05:32. | :05:34. | |
remembered was hanging upside down in the car. When he got out and saw | :05:35. | :05:38. | |
the scene he said he thought he'd killed three people. Some witnesses | :05:39. | :05:45. | |
that day said he'd been driving the Audi convertible along the road | :05:46. | :05:49. | |
outside the school when it appeared to speed up, beer across the road | :05:50. | :05:53. | |
and hit bollards before flipping over. Karen Williams said she saw Mr | :05:54. | :06:00. | |
Bell, eyes wide open, gripping the wheel as the car came to water. But | :06:01. | :06:04. | |
another witness said he was coughing and his eyes were closed. His lawyer | :06:05. | :06:10. | |
told the court he was on medication which caused coughing. But the | :06:11. | :06:15. | |
prosecution lawyer put it to him that the flip-flops he'd been | :06:16. | :06:19. | |
wearing had ended up under the pedals and that could have caused | :06:20. | :06:22. | |
the accident. Mr Bell said he thought they'd come off as he tried | :06:23. | :06:29. | |
to free himself. Tomorrow the court will hear expert medical evidence | :06:30. | :06:31. | |
from two doctors. It's emerged the Olympic hurdler Colin Jackson is | :06:32. | :06:34. | |
involved in running a company that's invested millions of pounds in the | :06:35. | :06:37. | |
same tax avoidance scheme as Take That. Revenue Customs is expected | :06:38. | :06:41. | |
to pursue those involved to get the money that should have been paid in | :06:42. | :06:47. | |
taxation. Mr Jackson has been unavailable for comment. Councillors | :06:48. | :06:52. | |
