Good evening. Controversial plans to centralise some specialist hospital

services at five sites in South Wales will go ahead. It comes after

a patients' watchdog decided it would not ask the Health Minister to

review the proposals. Our health correspondent Owain Clarke has more.

How do you deliver better care for over a million people living in

south Wales is a question that has been up for debate for almost three

years. It is here at a fairly anonymous building in the middle of

a business park that the final go-ahead was given to redraw the map

of specialist hospital services. Members of the Cwm Taf watchdog met

to decide whether to ask the health minister to change plans to move

care my consultant led ANC -- A from the Royal Glamorgan Hospital.

In the event, by nine votes to three they decided not to. It was a very

difficult decision. The decision of the council was not unanimous. A lot

of turf and frank arguments. What he recognised above all else was these

are South Wales issues, South Wales problems and they deserve a South

Wales solution. It all started in January 20 12th when managers and

medical professionals from five health board started working

together to draw up plans. Wind forward to May of last year and six

options were slimmed down to four. In eight-week public officials

launched with an overwhelming response. By February this year,

bosses decided to stick with their preferred model meaning the Royal

Glamorgan Hospital would lose out. But amidst much local opposition the

health board responsible for that hospital decided to veto elements of

the plan. But in March, the health board fell in line after being given

assurances that is much babycare would remain local. It would be a

centre of excellence for bike gnostic services. The only have hope

left for campaigners want the local patients that what that local

patient watchdog would appeal to the health minister. Now, that will not

happen. If they remove the full A service from Royal Glamorgan

Hospital that'll mean many people will not choose to go as the board

want them to go either to Bridgend or Merthyr, they will go down to

Cardiff. I don't think Cardiff will be able to cope. The Welsh

Government says it is pleased the changes will be delivered. It argues

it will need -- lead to better care across South Wales. The map of some

specialist health care in South Wales can now be redrawn. But not

everybody is convinced patients will benefit.

Parents campaigning against cuts to nursery provision in Rhondda Cynon

Taf have won the latest stage of their battle at the High Court in

London. They'd sought a judicial review into the council's decision

to withdraw full-time nursery places for three year olds. You're going to

cut the corners off are you? Elena Powell has a full-time place in

nursery at Trallwng Infants School in Pontypridd. But she would have

lost it last September under plans by Rhondda Cynon Taf. For her

father, a councillor, relief that those plans have been stopped in the

High Court. My wife, like a lot of other women

in Rhondda Cynon Taf would not have been able to continue back into work

because they wouldn't have had the opportunity to go part-time for the

small amount of time which the child is in school. Massive impact on

families and single parents in Rhondda Cynon Taf because it's going

to be removing a wage coming into the house. Back home from the High

Court and campaigners say it's an important victory. It's understood

the council acted unlawfully, it breached its statutory duties in the

way it reached its decision failing to consider key issues. We're just

normal parents really that felt that the council had done something

unlawful and were trying to rush through something that they

shouldn't be doing. Really, this isn't just a victory for us but a

victory in other things in RCT as well and to say to other people,

yes, you can change things, you can challenge the council because we've

done it and we've succeeded. And she's not the only one unhappy

with the council's plans. Many took to the streets in protest last

November. Cuts to nursery services would have saved the council here

?4.5 million. They're part of plans to save ?56 million over the next

four years. The council says it has no alternative other than make

significant reductions to services. It says officers will now consider

the detail of this judgement. Today's news has been welcomed by

parents but the council could appeal the judgement so their long fight

over nursery places may not be over yet.

140 jobs have been saved at a factory in Flintshire which makes

ready meals. Last month, Creative Foods announced its site in Flint

might not be viable any more. But an agreement has been reached to sell

the business to another company. David Wood Baking is due to take

over in June. Elsewhere, 40 staff have been made

redundant at a residential home for the elderly in Ceredigion that was

closed in February over concerns about care standards. Awel Deg in

Llandysul is due to reopen next year as a dementia care centre. The

council has denied union claims that it had a "hidden agenda" to close

the home and sell it off to the private sector. It says it's doing

"everything possible" to find alternative employment for staff.

One in five patients in Welsh hospitals are diabetic and their

care must be improved urgently. That's according to the family of a

man who died as a result of failures in 2008. David Joseph's family have

told BBC Wales that pledges made by Health Care Inspectorate Wales

haven't been kept. The inspectorate says it's making changes to its

inspection regime. It is an illness that affects

hundreds and 70,000 people in Wales. Without proper care, diabetes

can lead to serious side effects. Such as seizures, and consciousness

and strokes. Amelia Bertram knows that all too well. She lost her

father five years ago after staff at wrong place hospital in Aberystwyth

failed to treat his diabetes prop -- properly . He suffered a

catastrophic attack. He had a heart attack. This happened in an acute

medical starting and he died three months later. That according to a

new audit of diabetic care in hospitals this case isn't an

exception. Over a five-day period last September more than a third of

diabetic patients in Welsh hospitals experienced an error with their

medication. There are solutions that hospitals can adopt such as glucose

which can have a good impact. If we know that is a problem and we have a

good potential solution for that why aren't we seeing that implemented?

In 2012, BBC Wales's week in week out programme told the Joseph family

story and the body that keeps an eye on wheels's hospital made promises

things would change her stop but two years on it is said not enough is

being done. When you go into hospital unit of -- you should feel

you are safe or if you are the relative you should feel your

relatives say. That is not the case. In Wales, it is appalling. Health

Care Inspectorate Wales told that it is currently making changes to its

inspection regime for diabetic care. It will be sharing these with baby

Joseph's family. -- David Joseph's family.

Regional Rugby Wales has confirmed its received a further proposal from

the Welsh Rugby Union over funding and the release of players for

international duty. They say the latest service agreement will be

evaluated as a matter of urgency. The current agreement ends in just

38 days' time. Swansea City have reached a

settlement with their former manager Michael Laudrup after sacking him in

February. The club say they won't to be releasing details of the deal but

they've thanked him for the work he did during his time in charge.

Northampton Saints have ended their lengthy wait for a trophy beating

Bath 16-30 to win the Amlin Challenge Cup in Cardiff tonight.

The final at the Arms Park saw Wales wing George North start for

Northampton. Paul James was in the Bath side with Gavin Henson on the

bench. In tonight's Twenty20 cricket match

at Chelmsford, Glamorgan have lost to Essex by four wickets. The Welsh

side scored 189-6 with Essex reaching a total of 195.

It has travelled across 70 nations and tomorrow the Queen's Baton Relay

comes to Wales. It arrives at Cardiff airport and will spend the

next seven days travelling around the country. 177 baton bearers will

carry it through Wales. 74-year-old Norman Richards carried the baton at

the Empire Games when Cardiff hosted them in 1958. On Sunday he will

carry it again. I am just very privileged to be

involved again. It seems almost a full circle to carry the baton, to

go on to represent Wales and now to carry the baton again. Quite unique

maybe. We will be following the

Commonwealth Baton every step of the way on Wales Today, starting with

our update tomorrow at 6:50pm. A section of the A55 in North Wales

is closed because of flooding. It caused large tailbacks earlier for

travellers ahead of the bank holiday weekend. The road between junction

11 and junction 18 has been affected following heavy rain during the

afternoon. The westbound Conwy tunnels remain closed tonight for

safety reasons. Diversions are in place.

That doesn't bode well for the bank holiday weekend weather. How is it

looking? It is not looking so good for the

first part of the bank holiday. I am hopeful things will improve by

Sunday and Monday. There is a risk of thunder through tomorrow. Not

surprisingly, that is a yellow warning for the brain where

potentially be cut season flash flooding through tomorrow. The good

news is that night at the showers will clear away. We will get a brief

break from the weather. Temperatures getting down to about eight

Celsius. Low pressure is in Taj tomorrow and Sunday. -- is in

charge. Across part of Ebbw Vale, Tredegar and Merthyr Tydfil there is

a risk of rain so if you are going to see the baton Teikyo waterproofs

with you. It is going to be soggy. There is a dry start to the

morning. A dry start to Gwyneth and Anglesey. For the rest of the UK,

you can see that rain band swirling around that area, quite windy along

the south coast. Dryer for Northern Ireland and Scotland. There is an

offshore breeze taking the edge of the temperatures. In Wales tomorrow

afternoon, was that rain band clears, we have got heavy, thundery

showers. There is a risk of localised flooding. You take care

out there if you are travelling or camping. Sunday, more showers in the

forecast but not as intense as Saturday. The best day of the

weekend by far is Monday when we will look forward to something drier
