the smallest margins. That is all from us. Now | :00:00. | :00:15.
Good evening. Controversial plans to centralise some specialist hospital | :00:16. | :00:20.
services at five sites in South Wales will go ahead. It comes after | :00:21. | :00:24.
a patients' watchdog decided it would not ask the Health Minister to | :00:25. | :00:28.
review the proposals. Our health correspondent Owain Clarke has more. | :00:29. | :00:37.
How do you deliver better care for over a million people living in | :00:38. | :00:40.
south Wales is a question that has been up for debate for almost three | :00:41. | :00:45.
years. It is here at a fairly anonymous building in the middle of | :00:46. | :00:48.
a business park that the final go-ahead was given to redraw the map | :00:49. | :00:55.
of specialist hospital services. Members of the Cwm Taf watchdog met | :00:56. | :00:59.
to decide whether to ask the health minister to change plans to move | :01:00. | :01:05.
care my consultant led ANC -- A from the Royal Glamorgan Hospital. | :01:06. | :01:10.
In the event, by nine votes to three they decided not to. It was a very | :01:11. | :01:16.
difficult decision. The decision of the council was not unanimous. A lot | :01:17. | :01:21.
of turf and frank arguments. What he recognised above all else was these | :01:22. | :01:26.
are South Wales issues, South Wales problems and they deserve a South | :01:27. | :01:30.
Wales solution. It all started in January 20 12th when managers and | :01:31. | :01:34.
medical professionals from five health board started working | :01:35. | :01:38.
together to draw up plans. Wind forward to May of last year and six | :01:39. | :01:43.
options were slimmed down to four. In eight-week public officials | :01:44. | :01:48.
launched with an overwhelming response. By February this year, | :01:49. | :01:51.
bosses decided to stick with their preferred model meaning the Royal | :01:52. | :01:56.
Glamorgan Hospital would lose out. But amidst much local opposition the | :01:57. | :01:59.
health board responsible for that hospital decided to veto elements of | :02:00. | :02:03.
the plan. But in March, the health board fell in line after being given | :02:04. | :02:07.
assurances that is much babycare would remain local. It would be a | :02:08. | :02:13.
centre of excellence for bike gnostic services. The only have hope | :02:14. | :02:17.
left for campaigners want the local patients that what that local | :02:18. | :02:22.
patient watchdog would appeal to the health minister. Now, that will not | :02:23. | :02:29.
happen. If they remove the full A service from Royal Glamorgan | :02:30. | :02:31.
Hospital that'll mean many people will not choose to go as the board | :02:32. | :02:35.
want them to go either to Bridgend or Merthyr, they will go down to | :02:36. | :02:39.
Cardiff. I don't think Cardiff will be able to cope. The Welsh | :02:40. | :02:43.
Government says it is pleased the changes will be delivered. It argues | :02:44. | :02:48.
it will need -- lead to better care across South Wales. The map of some | :02:49. | :02:52.
specialist health care in South Wales can now be redrawn. But not | :02:53. | :02:56.
everybody is convinced patients will benefit. | :02:57. | :02:58.
Parents campaigning against cuts to nursery provision in Rhondda Cynon | :02:59. | :03:01.
Taf have won the latest stage of their battle at the High Court in | :03:02. | :03:04.
London. They'd sought a judicial review into the council's decision | :03:05. | :03:07.
to withdraw full-time nursery places for three year olds. You're going to | :03:08. | :03:13.
cut the corners off are you? Elena Powell has a full-time place in | :03:14. | :03:16.
nursery at Trallwng Infants School in Pontypridd. But she would have | :03:17. | :03:21.
lost it last September under plans by Rhondda Cynon Taf. For her | :03:22. | :03:26.
father, a councillor, relief that those plans have been stopped in the | :03:27. | :03:31.
High Court. My wife, like a lot of other women | :03:32. | :03:35.
in Rhondda Cynon Taf would not have been able to continue back into work | :03:36. | :03:39.
because they wouldn't have had the opportunity to go part-time for the | :03:40. | :03:42.
small amount of time which the child is in school. Massive impact on | :03:43. | :03:45.
families and single parents in Rhondda Cynon Taf because it's going | :03:46. | :03:49.
to be removing a wage coming into the house. Back home from the High | :03:50. | :03:53.
Court and campaigners say it's an important victory. It's understood | :03:54. | :03:56.
the council acted unlawfully, it breached its statutory duties in the | :03:57. | :03:59.
way it reached its decision failing to consider key issues. We're just | :04:00. | :04:07.
normal parents really that felt that the council had done something | :04:08. | :04:10.
unlawful and were trying to rush through something that they | :04:11. | :04:16.
shouldn't be doing. Really, this isn't just a victory for us but a | :04:17. | :04:20.
victory in other things in RCT as well and to say to other people, | :04:21. | :04:24.
yes, you can change things, you can challenge the council because we've | :04:25. | :04:31.
done it and we've succeeded. And she's not the only one unhappy | :04:32. | :04:35.
with the council's plans. Many took to the streets in protest last | :04:36. | :04:39.
November. Cuts to nursery services would have saved the council here | :04:40. | :04:45.
?4.5 million. They're part of plans to save ?56 million over the next | :04:46. | :04:51.
four years. The council says it has no alternative other than make | :04:52. | :04:54.
significant reductions to services. It says officers will now consider | :04:55. | :04:59.
the detail of this judgement. Today's news has been welcomed by | :05:00. | :05:02.
parents but the council could appeal the judgement so their long fight | :05:03. | :05:06.
over nursery places may not be over yet. | :05:07. | :05:11.
140 jobs have been saved at a factory in Flintshire which makes | :05:12. | :05:14.
ready meals. Last month, Creative Foods announced its site in Flint | :05:15. | :05:19.
might not be viable any more. But an agreement has been reached to sell | :05:20. | :05:22.
the business to another company. David Wood Baking is due to take | :05:23. | :05:25.
over in June. Elsewhere, 40 staff have been made | :05:26. | :05:28.
redundant at a residential home for the elderly in Ceredigion that was | :05:29. | :05:31.
closed in February over concerns about care standards. Awel Deg in | :05:32. | :05:37.
Llandysul is due to reopen next year as a dementia care centre. The | :05:38. | :05:41.
council has denied union claims that it had a "hidden agenda" to close | :05:42. | :05:45.
the home and sell it off to the private sector. It says it's doing | :05:46. | :05:47.
"everything possible" to find alternative employment for staff. | :05:48. | :05:52.
One in five patients in Welsh hospitals are diabetic and their | :05:53. | :05:56.
care must be improved urgently. That's according to the family of a | :05:57. | :06:00.
man who died as a result of failures in 2008. David Joseph's family have | :06:01. | :06:04.
told BBC Wales that pledges made by Health Care Inspectorate Wales | :06:05. | :06:07.
haven't been kept. The inspectorate says it's making changes to its | :06:08. | :06:15.
inspection regime. It is an illness that affects | :06:16. | :06:19.
hundreds and 70,000 people in Wales. Without proper care, diabetes | :06:20. | :06:24.
can lead to serious side effects. Such as seizures, and consciousness | :06:25. | :06:29.
and strokes. Amelia Bertram knows that all too well. She lost her | :06:30. | :06:34.
father five years ago after staff at wrong place hospital in Aberystwyth | :06:35. | :06:38.
failed to treat his diabetes prop -- properly . He suffered a | :06:39. | :06:47.
catastrophic attack. He had a heart attack. This happened in an acute | :06:48. | :06:52.
medical starting and he died three months later. That according to a | :06:53. | :06:57.
new audit of diabetic care in hospitals this case isn't an | :06:58. | :07:01.
exception. Over a five-day period last September more than a third of | :07:02. | :07:05.
diabetic patients in Welsh hospitals experienced an error with their | :07:06. | :07:10.
medication. There are solutions that hospitals can adopt such as glucose | :07:11. | :07:15.
which can have a good impact. If we know that is a problem and we have a | :07:16. | :07:21.
good potential solution for that why aren't we seeing that implemented? | :07:22. | :07:29.
In 2012, BBC Wales's week in week out programme told the Joseph family | :07:30. | :07:32.
story and the body that keeps an eye on wheels's hospital made promises | :07:33. | :07:39.
things would change her stop but two years on it is said not enough is | :07:40. | :07:42.
being done. When you go into hospital unit of -- you should feel | :07:43. | :07:48.
you are safe or if you are the relative you should feel your | :07:49. | :07:52.
relatives say. That is not the case. In Wales, it is appalling. Health | :07:53. | :07:56.
Care Inspectorate Wales told that it is currently making changes to its | :07:57. | :08:02.
inspection regime for diabetic care. It will be sharing these with baby | :08:03. | :08:09.
Joseph's family. -- David Joseph's family. | :08:10. | :08:11.
Regional Rugby Wales has confirmed its received a further proposal from | :08:12. | :08:14.
the Welsh Rugby Union over funding and the release of players for | :08:15. | :08:17.
international duty. They say the latest service agreement will be | :08:18. | :08:20.
evaluated as a matter of urgency. The current agreement ends in just | :08:21. | :08:22.
38 days' time. Swansea City have reached a | :08:23. | :08:25.
settlement with their former manager Michael Laudrup after sacking him in | :08:26. | :08:29.
February. The club say they won't to be releasing details of the deal but | :08:30. | :08:33.
they've thanked him for the work he did during his time in charge. | :08:34. | :08:35.
Northampton Saints have ended their lengthy wait for a trophy beating | :08:36. | :08:39.
Bath 16-30 to win the Amlin Challenge Cup in Cardiff tonight. | :08:40. | :08:42.
The final at the Arms Park saw Wales wing George North start for | :08:43. | :08:45.
Northampton. Paul James was in the Bath side with Gavin Henson on the | :08:46. | :08:48.
bench. In tonight's Twenty20 cricket match | :08:49. | :08:50.
at Chelmsford, Glamorgan have lost to Essex by four wickets. The Welsh | :08:51. | :08:53.
side scored 189-6 with Essex reaching a total of 195. | :08:54. | :08:59.
It has travelled across 70 nations and tomorrow the Queen's Baton Relay | :09:00. | :09:03.
comes to Wales. It arrives at Cardiff airport and will spend the | :09:04. | :09:06.
next seven days travelling around the country. 177 baton bearers will | :09:07. | :09:12.
carry it through Wales. 74-year-old Norman Richards carried the baton at | :09:13. | :09:15.
the Empire Games when Cardiff hosted them in 1958. On Sunday he will | :09:16. | :09:26.
carry it again. I am just very privileged to be | :09:27. | :09:32.
involved again. It seems almost a full circle to carry the baton, to | :09:33. | :09:40.
go on to represent Wales and now to carry the baton again. Quite unique | :09:41. | :09:43.
maybe. We will be following the | :09:44. | :09:45.
Commonwealth Baton every step of the way on Wales Today, starting with | :09:46. | :09:49.
our update tomorrow at 6:50pm. A section of the A55 in North Wales | :09:50. | :09:53.
is closed because of flooding. It caused large tailbacks earlier for | :09:54. | :09:56.
travellers ahead of the bank holiday weekend. The road between junction | :09:57. | :09:59.
11 and junction 18 has been affected following heavy rain during the | :10:00. | :10:02.
afternoon. The westbound Conwy tunnels remain closed tonight for | :10:03. | :10:06.
safety reasons. Diversions are in place. | :10:07. | :10:10.
That doesn't bode well for the bank holiday weekend weather. How is it | :10:11. | :10:11.
looking? It is not looking so good for the | :10:12. | :10:21.
first part of the bank holiday. I am hopeful things will improve by | :10:22. | :10:26.
Sunday and Monday. There is a risk of thunder through tomorrow. Not | :10:27. | :10:31.
surprisingly, that is a yellow warning for the brain where | :10:32. | :10:34.
potentially be cut season flash flooding through tomorrow. The good | :10:35. | :10:38.
news is that night at the showers will clear away. We will get a brief | :10:39. | :10:42.
break from the weather. Temperatures getting down to about eight | :10:43. | :10:46.
Celsius. Low pressure is in Taj tomorrow and Sunday. -- is in | :10:47. | :10:55.
charge. Across part of Ebbw Vale, Tredegar and Merthyr Tydfil there is | :10:56. | :10:58.
a risk of rain so if you are going to see the baton Teikyo waterproofs | :10:59. | :11:03.
with you. It is going to be soggy. There is a dry start to the | :11:04. | :11:07.
morning. A dry start to Gwyneth and Anglesey. For the rest of the UK, | :11:08. | :11:13.
you can see that rain band swirling around that area, quite windy along | :11:14. | :11:18.
the south coast. Dryer for Northern Ireland and Scotland. There is an | :11:19. | :11:23.
offshore breeze taking the edge of the temperatures. In Wales tomorrow | :11:24. | :11:26.
afternoon, was that rain band clears, we have got heavy, thundery | :11:27. | :11:31.
showers. There is a risk of localised flooding. You take care | :11:32. | :11:36.
out there if you are travelling or camping. Sunday, more showers in the | :11:37. | :11:40.
forecast but not as intense as Saturday. The best day of the | :11:41. | :11:44.
weekend by far is Monday when we will look forward to something drier | :11:45. | :11:51.
and brighter. That is Wales today from all of us on the programme. Do | :11:52. | :11:55.
have a very good bank holiday weekend. | :11:56. | :11:56. |
