A reminder of the main story, Rolf Harris is beginning a | :00:00. | :00:00.
Jail for the leader of a gang of rogue builders who ripped off | :00:00. | :00:08.
elderly and vulnerable homeowners for shoddy driveway repairs. | :00:09. | :00:29.
Physically pushed people around. Premier presents brought | :00:30. | :00:54.
intimidation to those householders. They felt their in a position they | :00:55. | :00:59.
could not turn down. Two men involved | :01:00. | :01:15.
in a business ripping off vulnerable pensioners for driveway repairs have | :01:16. | :01:18.
been jailed for a total Bellway Paving, just one of | :01:19. | :01:21.
the names they operated under, was first featured on BBC Wales' X-Ray | :01:22. | :01:24.
programme nearly two years ago. Today, the judge at Newport Crown | :01:25. | :01:27.
Court said the men had deliberately targeted their elderly victims who | :01:28. | :01:30.
lost a total of ?67,000. Rachel Treadaway Williams was | :01:31. | :01:35.
in court. This is Tom Connors, the man in | :01:36. | :02:05.
charge of Bellway Paving. They are" giving a thumbs up but knowing he | :02:06. | :02:17.
faced jail. The judge heard how his business is operating under a | :02:18. | :02:39.
variety of names had scammed 40 vulnerable and elderly homeowners. | :02:40. | :02:55.
The youngest was 61. The eldest was 98. In total, they lost around | :02:56. | :03:08.
?67,000 for gracefully overpriced substandard and often completely and | :03:09. | :03:16.
necessary home and driveway repairs. Teddy and and therewith contacted | :03:17. | :03:19.
BBC where a couple of years ago. Tom Connors had calmed down for a | :03:20. | :03:21.
waterproof membrane he said they needed for their drive. | :03:22. | :03:39.
kind in Wales. Tom Connors was on top of the list. It does the end for | :03:40. | :03:47.
Bellway Paving. He and other defendants all admitted conspiracy | :03:48. | :03:51.
to defraud. He was jailed for 38 months. Two of them had suspended | :03:52. | :04:04.
jail sentences. They physically pushed people are put up their | :04:05. | :04:08.
presence brought an air of intimidation to householders and | :04:09. | :04:10.
they felt they were in a position where they had no choice. The judge | :04:11. | :04:18.
said these men had shown a lack of humanity and saw the victims for how | :04:19. | :04:22.
much they could take for them. They had been vicious in one case and | :04:23. | :04:28.
simply wanted to bleed their victim drive. | :04:29. | :04:30.
A Pembrokeshire MP has accused health bosses in West Wales | :04:31. | :04:32.
of relying on charities because there aren't enough GPs. | :04:33. | :04:35.
Simon Hart was sent a letter from Hywel Dda health board saying | :04:36. | :04:39.
the British Red Cross and the RNLI was helping to provide cover over | :04:40. | :04:42.
They say this is part of an additional service. | :04:43. | :04:48.
8.30am and there's a queue to see the doctor in Tenby. | :04:49. | :04:55.
This is a good morning. Today, everyone got an appointment, | :04:56. | :05:00.
sometimes they don't. The queues | :05:01. | :05:03.
in the morning are quite long, up to about 30 people some mornings. | :05:04. | :05:06.
I've just been standing outside here since 7.30 and I got | :05:07. | :05:09.
in through the door two minutes ago and I've been told I can't see | :05:10. | :05:12.
the doctor until 10.30. Sent away for a cup of tea, | :05:13. | :05:14.
basically. Tenby is not unique. | :05:15. | :05:16.
Patients across Wales are complaining about the difficulty | :05:17. | :05:20.
in getting to see a doctor. Demand is going up and there | :05:21. | :05:24.
aren't enough to go around. GPs across the whole of Wales are | :05:25. | :05:30.
experiencing considerable pressure on their appointments systems, with | :05:31. | :05:32.
the ever increasing complexity of the care that we provide, the demand | :05:33. | :05:35.
for appointments, we deal with over 19 million consultations every year, | :05:36. | :05:37.
at least. Also, the fact that we have | :05:38. | :05:40.
a problem with recruitment and retention of GPs means that there | :05:41. | :05:43.
are less GPs to see patients and the ones that are there are struggling | :05:44. | :05:46.
to cope with the demand, and certainly I think the situation is | :05:47. | :05:49.
only going to get worse. Hywel Dda health board say the situation here | :05:50. | :05:53.
in Tenby has been caused by the resignation of four GPs which | :05:54. | :05:55.
they haven't been able to replace. But it's been their response to | :05:56. | :05:58.
questions about how they're going to handle the busy tourist season | :05:59. | :06:01.
that has angered the local MP. The health board say they've | :06:02. | :06:02.
commissioned additional services from the charitable sector, | :06:03. | :06:05.
including the British Red Cross and the RNLI to support Tenby over | :06:06. | :06:12.
the summer months. Lifeguards team up with | :06:13. | :06:14.
the ambulance service to deal with 999 calls | :06:15. | :06:20.
and can even administer some drugs. The lifeguards are here seven days | :06:21. | :06:22.
a week. They've got all the kit | :06:23. | :06:24.
and they're trained. They're more than happy to come | :06:25. | :06:28.
and help with anything so it's just a great resource | :06:29. | :06:36.
for the public to use. Partnership working is not new | :06:37. | :06:40.
but there are fears it could be used as a stop-gap. | :06:41. | :06:42.
To be told that actually the slack is going to be taken up | :06:43. | :06:44.
by, for example, the RNLI seems to me to be absurd. | :06:45. | :06:47.
The RNLI have got a busy summer ahead of them. | :06:48. | :06:49.
They've got lots of things that they've got to do. | :06:50. | :06:52.
They're a charity, and people pay their taxes to get a | :06:53. | :06:59.
good doctor service here in Tenby. Campaigners argue that uncertainty | :07:00. | :07:01.
over the future of Withybush Hospital is undermining | :07:02. | :07:03.
attempts to recruit medical staff in Pembrokeshire. | :07:04. | :07:06.
Hywel Dda say they are working with Tenby surgery to resolve | :07:07. | :07:07.
the staffing issues. Wales' largest health board still | :07:08. | :07:10.
has more work to do until it's fully fit for purpose, | :07:11. | :07:12.
according to a report out today. The study of Betsi Cadwaladr | :07:13. | :07:16.
University Health Board was carried out by Healthcare Inspectorate Wales | :07:17. | :07:19.
and the Wales Audit Office. It follows | :07:20. | :07:22.
a highly critical report last year, which led to the former chairman | :07:23. | :07:25.
and vice chair stepping down. The health board says progress | :07:26. | :07:29.
has been made but it recognises We found that progress is being made | :07:30. | :07:45.
in detecting the issue of infection control and prevention of infection. | :07:46. | :07:50.
That is a lot of work to be done in that area. We broadly acknowledged | :07:51. | :08:00.
the progress and had work the board has made in these areas but that is | :08:01. | :08:00.
significant work to be done still. A coroner who investigated | :08:01. | :08:02.
the death of a man after he was ejected from a nightclub has warned | :08:03. | :08:05.
that others could die At an inquest last month | :08:06. | :08:07.
a jury concluded the actions of two officers contributed to | :08:08. | :08:11.
the death of Hywel Hughes. These stills from CCTV footage shows | :08:12. | :08:25.
Hywel Hughes grappling with security men outside a nightclub. He was | :08:26. | :08:28.
seriously injured but nobody realised. He was pinned to the | :08:29. | :08:34.
ground and he was handcuffed and tried to the police car. He died | :08:35. | :08:42.
later that night. Police had taken him to the custody suite ten miles | :08:43. | :08:46.
away. He died of asphyxia caused by his injuries. It is concluded last | :08:47. | :08:56.
month that the way he was that it contributed part to his death. The | :08:57. | :09:02.
coroner warns unless there are changes, that is the coroner warns | :09:03. | :09:06.
unless there are changes, that is in her report, the QC calls for | :09:07. | :09:07.
improved police training and guidance on positional asphyxia. She | :09:08. | :09:11.
questions the design of some police cars. They impede an officer 's | :09:12. | :09:22.
ability to see and hear AGT me. She says she is also concerned about | :09:23. | :09:27.
training and the lack of a requirement for doorstep to have | :09:28. | :09:30.
first aid qualifications. This evening, both with police said it | :09:31. | :09:36.
had received a copy of the report. It has also gone to the Home | :09:37. | :09:41.
Secretary. If that is reliable evidence that is a fault and that | :09:42. | :09:47.
fault leads to a real risk of injury or death, of course, they will | :09:48. | :09:58.
address it. Two security men were cleared by a jury of manslaughter in | :09:59. | :10:09.
2005. Charges of misconduct related dismissed for two others. The family | :10:10. | :10:14.
has campaigned to find out by he died. The coroner now says efforts | :10:15. | :10:22.
are being made to make sure nothing similar happened again. | :10:23. | :10:24.
North Wales Police officers will travel to Crete to join the search | :10:25. | :10:27.
for Arthur Jones, who's been missing on the island for two weeks. | :10:28. | :10:30.
They'll be joined by a member of the North Wales Mountain Rescue team. | :10:31. | :10:33.
The 73-year-old is said to be a keen walker, and hasn't been seen since | :10:34. | :10:37.
Llangollen International Eisteddfod could be missing several groups | :10:38. | :10:46.
of competitors next week after they've been refused | :10:47. | :10:48.
Organisers say some of the performers from countries | :10:49. | :10:51.
including India, Russia and Nepal have been competing for years. | :10:52. | :10:54.
The Home Office says it won't comment without knowing the details | :10:55. | :10:56.
Is London 'starving' museums and galleries here of funding? | :10:57. | :11:03.
That's the view of the head of National Museum Wales, | :11:04. | :11:05.
who's told this programme that a disproportionate amount | :11:06. | :11:07.
of public and private money is given to organisations | :11:08. | :11:09.
Our arts and media correspondent Huw Thomas reports. | :11:10. | :11:20.
London's museums, the jewel in Britain's cultural crown or a weight | :11:21. | :11:29.
around the institutions based outside the M25. The bus of the | :11:30. | :11:38.
National Museum of Wales says the London museums get more than they | :11:39. | :11:45.
deserve. Half ?1 billion goes to the national institutions in London. It | :11:46. | :11:50.
makes a huge difference. Half ?1 billion of play that many also | :11:51. | :11:54.
goes. This means the rest of the United Kingdom is relatively starved | :11:55. | :11:59.
of funding for it at and cultural provision. The paintings of Richard | :12:00. | :12:09.
Wilson at the neutral in Cardiff. Holding exhibitions like this is | :12:10. | :12:14.
expensive. The museum would receive ?23 million in funding from the | :12:15. | :12:17.
assembly government. It is effectively a cat. These galleries | :12:18. | :12:24.
already boast an impressive collection of art but that is a | :12:25. | :12:27.
sense that for all the effort to display the treasures that are | :12:28. | :12:31.
housed here, the museum is still outclassed and underfunded and paid | :12:32. | :12:36.
to the wealth that reaches its London competitors. The sponsorship | :12:37. | :12:41.
deals may be the only way to David money to Wales but one expert on the | :12:42. | :12:45.
arts believes it is time for creative fundraising. Think about | :12:46. | :12:53.
what you can do in Cardiff. You could change the planning system, | :12:54. | :13:00.
you could have camouflaged subsidies by encouraging low rates. You can | :13:01. | :13:07.
give tax breaks. Cardiff was created by a private individual. In | :13:08. | :13:14.
testimony from London will not be easy. The government admits as a | :13:15. | :13:17.
disparity. Fears for how the birdlife of | :13:18. | :13:21.
Skomer Island will be monitored in future as researchers suffer | :13:22. | :13:25.
a cut in funding. Labour Party members in the | :13:26. | :13:35.
Cynon Valley have gone on strike in Labour has insisted its candidate | :13:36. | :13:38.
for the seat at the general election must be a woman, despite local party | :13:39. | :13:42.
members wanting to choose from a We feel we have been treated | :13:43. | :13:57.
shabbily by the party. If you are the party is not snowing and the | :13:58. | :14:03.
consultation process was a sham. We believe we have not got a proper | :14:04. | :14:05.
right of hearing or appeal. Our political correspondent | :14:06. | :14:11.
Daniel Davies joins us now. Is this damaging for labour? | :14:12. | :14:17.
Well they won't want it to spread to other seats | :14:18. | :14:19.
because there'll be eight seats with all-women shortlists. | :14:20. | :14:27.
Mr Williams says the biggest contribution party member make | :14:28. | :14:30.
is to choose candidates. And when their local MP Ann Clwyd | :14:31. | :14:33.
stands down next year, Mr Williams and his comrades | :14:34. | :14:35.
in the Cynon Valley Constituency Labour Party wanted a free choice | :14:36. | :14:38.
of male and female candidates. They've been overruled | :14:39. | :14:40.
and the result is this, pictures Labour didn't want you to | :14:41. | :14:43.
see, hundreds of empty envelopes and unused books of stamps sitting | :14:44. | :14:46.
in boxes at Mr Williams' house Hirwaun because of this strike. | :14:47. | :14:51.
Selecting a candidate involves writing to party members, booking | :14:52. | :14:57.
meeting venues, stuffing envelopes. In the Cynon Valley they're | :14:58. | :15:01.
not going to do it. Welsh Labour HQ will | :15:02. | :15:04.
have to do it instead. Welsh Labour says it makes no | :15:05. | :15:06.
apology for using an all-women shortlist. | :15:07. | :15:09.
Only 13 women have ever represented Wales in the House of Commons. | :15:10. | :15:14.
Will another be elected as in the Cynon Valley next year? | :15:15. | :15:17.
They're on strike, but Mr Williams says he and fellow members won't put | :15:18. | :15:21.
up an independent candidate as happened in a very bitter row | :15:22. | :15:23.
about all-women shortlists in Blaenau Gwent a few years ago. | :15:24. | :15:31.
At this stage, it looks unlikely that this row will | :15:32. | :15:33.
cost Labour a seat. It's a nature reserve of | :15:34. | :15:39.
international importance but there are concerns tonight that funding | :15:40. | :15:42.
cuts could impact on conservation Natural Resources Wales who've | :15:43. | :15:44.
taken the decision to cut the grant say they're taking | :15:45. | :15:51.
a more holistic approach. Our environment correspondent Iolo | :15:52. | :15:53.
ap Dafydd reports At the height of summer, these | :15:54. | :16:03.
cliffs are bursting with life. Razorbills, guillemot and her | :16:04. | :16:07.
friends are some of the species here. Most of the birds who died | :16:08. | :16:24.
here have died from malnourishment. Trying to make sense of how many of | :16:25. | :16:28.
these sea birds have been affected by the winter storms is important. | :16:29. | :16:34.
Here, there is a large colony of guillemot. That is a comprehensive | :16:35. | :16:37.
and specific research into their numbers. That is general on a drink | :16:38. | :16:46.
on the island as well of other sea birds. Because of the storms, and | :16:47. | :16:49.
additional 5000 guillemots are estimated to have died this year. | :16:50. | :16:55.
Sheffield University as funding this assessment and that is concern that | :16:56. | :17:00.
this kind of rigorous research is losing government support. It has to | :17:01. | :17:08.
be done professionally and regular sleep otherwise you are wasting your | :17:09. | :17:13.
time. Counting birds will give you a cute index but ours gives you a more | :17:14. | :17:17.
sophisticated measure of what is happening in the population. Other | :17:18. | :17:22.
species are monitored but not in such depth. It is admitted that are | :17:23. | :17:39.
tough decisions on funding. We tried to make sure we understand every | :17:40. | :17:45.
element of the environment so they are not concentrating on one | :17:46. | :17:54.
species. Skomer Island is in Wales is only marine nature reserve. It | :17:55. | :18:05.
makes good policy when you can back this up with good information. We | :18:06. | :18:10.
would like to think this is something they will be putting more | :18:11. | :18:15.
effort into doing. Monitoring will also be taking place next year. | :18:16. | :18:19.
It's been revealed that a man from Cardiff, who called himself the | :18:20. | :18:22.
father of terrorism, tried to travel abroad to join extremists groups. | :18:23. | :18:25.
21-year-old Khuram Iqbal has admitted posting links to | :18:26. | :18:27.
Woolwich Crown Court heard that he posted more than 500 videos, | :18:28. | :18:30.
deemed as the most serious, illegal category. | :18:31. | :18:34.
Our reporter Jordan Davies is outside the court | :18:35. | :18:35.
He looked straight ahead when evidence against him was read out. | :18:36. | :18:54.
He called himself the father of terrorism. He has already admitted | :18:55. | :19:00.
using social media to spread extremist videos and articles. Some | :19:01. | :19:07.
modified the murder of Lee Rigby and the attacks in New York. When police | :19:08. | :19:11.
searched his home -- home, they found copies of a catalyst magazine | :19:12. | :19:22.
on his laptop. In court today, we also heard that three years ago, he | :19:23. | :19:26.
was arrested by Kenyan police in Kinnear close to the order with | :19:27. | :19:32.
Somalia will stop it was alleged he was trying to join an extremist | :19:33. | :19:37.
group in Somalia and he was deported back to the UK where he was | :19:38. | :19:40.
questioned by terror police here but was released without charge for | :19:41. | :19:46.
Saturday, we learned that sometime later he was stopped at Heathrow | :19:47. | :19:49.
Airport and was booked onto a flight to Turkey. He said it was for a city | :19:50. | :19:56.
break. The police did not believe him. Prosecutors today said this was | :19:57. | :20:01.
an attempt to join a terrorist cause. Two months later we know he | :20:02. | :20:05.
was arrested for distributing extremist material was up something | :20:06. | :20:11.
he is pleading guilty to. It will now be up to the judge and | :20:12. | :20:15.
appropriate sentence when they return. | :20:16. | :20:19.
Sport now, and Wales captain Ashley Williams will still be | :20:20. | :20:22.
at Swansea City next season after signing a contract extension. | :20:23. | :20:25.
There had been speculation the central defender was a target | :20:26. | :20:29.
But he's added another three years to his current deal, which | :20:30. | :20:34.
But it looks increasingly likely that Cardiff City captain | :20:35. | :20:38.
The Bluebirds have accepted a bid from Queens Park Rangers, | :20:39. | :20:42.
although it's possible other clubs could join the race to sign him. | :20:43. | :20:45.
Aberystwyth Town's debut in Europe turned into a nightmare. | :20:46. | :20:47.
They lost four-nil at League of Ireland side Derry City, | :20:48. | :20:51.
after having their goalkeeper sent off in the first half. | :20:52. | :20:55.
The second leg of their Europa League qualifying tie will be played | :20:56. | :20:58.
In the other matches, Bangor City also lost 4-0 to Stjarnan in | :20:59. | :21:03.
Iceland, while Airbus drew one-all with Norwegian side FK Haugesund. | :21:04. | :21:12.
No player in the ticket this evening. | :21:13. | :21:19.
Well, let's hope there's a bright weekend in store. | :21:20. | :21:21.
Time for the weather forecast. Through this evening, we have the | :21:22. | :21:36.
rain band pushing through. It will become patchy in the early hours of | :21:37. | :21:42.
tomorrow. By dawn, much of the country should be tried. A fairly | :21:43. | :21:49.
