Welcome to Wales Today - live from the Commonwealth Games in Glasgow, | :01:04. | :01:16.
where it's been a day of drama - but for all the wrong reasons. | :01:17. | :01:20.
Team Wales has been rocked by news of another drugs suspension. | :01:21. | :01:26.
Reigning European Champion Rhys Williams has been withdrawn from the | :01:27. | :01:30.
The 400 metres hurdler, son of Rugby Legend JJ Williams, is | :01:31. | :01:37.
the second Welsh athlete to miss the Games over alleged drug violations. | :01:38. | :01:42.
He issued a statement saying he is utterly devastated. | :01:43. | :01:47.
Rhys Williams is having a really difficult season. Welsh hurdler Rhys | :01:48. | :02:03.
Williams did not know when he raced at Hampden Park at a Grand Prix in | :02:04. | :02:09.
Glasgow earlier this month that his season is about to get worse. A | :02:10. | :02:15.
you're in sample he submitted after the race was found to contain a band | :02:16. | :02:20.
substance. He has been suspended from all competitions including the | :02:21. | :02:23.
Commonwealth Games for an anti-dumping violation. In a | :02:24. | :02:26.
statement, he says he is devastated, as he had never knowingly taken any | :02:27. | :02:32.
banned substance and he had always been an advocate of clean sport. He | :02:33. | :02:36.
recognised the responsibility for the situation lies with him. His | :02:37. | :02:40.
former team-mates like Christian Malcolm don't think he is the sort | :02:41. | :02:45.
of person to cheat deliberately. Shocked, as shocked as everyone | :02:46. | :02:49.
else. Rhys is a good kid, someone who I know would not knowingly take | :02:50. | :02:55.
drugs. It is unfortunate this situation has happened and hopefully | :02:56. | :03:00.
we can get to the bottom of it. In recent years, Welsh and British | :03:01. | :03:04.
athletics have developed are no excuse culture when it comes to what | :03:05. | :03:09.
athletes put in their own bodies. They are given information about | :03:10. | :03:14.
what they can and can't take. The advice is strict. Only other | :03:15. | :03:18.
drinking from sealed water bottles, and avoiding over-the-counter | :03:19. | :03:21.
medicines unless they have been tested in one of the official | :03:22. | :03:27.
laboratories. A lot of athletes take supplements and sometimes | :03:28. | :03:33.
supplements may be tainted. Athletes are 100% responsible, whether it is | :03:34. | :03:38.
a contaminated supplement, you are 100% responsible. He understands | :03:39. | :03:43.
that. They will have to suffer the consequences. The sports supplements | :03:44. | :03:49.
will be checked as part of the legal process. One of the product he took | :03:50. | :03:55.
is manufactured by a company called Mountain Fuel. They are based in | :03:56. | :03:59.
Wales. Company bosses are cooperating and carrying out their | :04:00. | :04:03.
own tests, as he tries to discover how he gave a positive anti-doping | :04:04. | :04:08.
test. Sources close to the company say they are confident they will be | :04:09. | :04:13.
cleared of blame. Their website states that products contain no | :04:14. | :04:17.
active ingredients on the list of banned substances. Rhys Williams is | :04:18. | :04:23.
the second senior Welsh athlete to fail a drugs test in the run-up to | :04:24. | :04:29.
the games. Gareth Wharton was also suspended last week. Welsh athletics | :04:30. | :04:33.
say there will be an internal investigation. We will make sure we | :04:34. | :04:38.
are speaking to everyone involved in performance athletics in Wales, | :04:39. | :04:45.
understanding the risks out there and working with Sport Wales and | :04:46. | :04:52.
Team Wales to make sure if anything needs to be done, tightening up the | :04:53. | :04:58.
education, lessons to be learned, then they will be learned. It is the | :04:59. | :05:03.
news that Team Wales least wanted. Today, their management hoped to be | :05:04. | :05:09.
talking about medals. As they spoke to the media. Instead, they were | :05:10. | :05:13.
interviewed about the third athlete to pull out of the team in | :05:14. | :05:17.
controversial circumstances in ten days. It is a tough day but we have | :05:18. | :05:24.
a big team, the biggest team ever. Our job is to support that team. | :05:25. | :05:30.
They have to focus on their competition. We want to help them | :05:31. | :05:35.
perform to their best. Last summer, Williams was celebrating being | :05:36. | :05:38.
crowned European champion. Tonight, it is not clear if or when he will | :05:39. | :05:44.
be back on the track. Earlier, Ashley spoke to Baroness Tanni | :05:45. | :05:50.
Grey-Thompson, who led a review into the anti-dumping policy in 2008. She | :05:51. | :05:55.
knows Rhys Williams. This was her reaction. Shock. I haven't been in | :05:56. | :06:05.
sport for a long time where there is an adverse finding and there is not | :06:06. | :06:12.
a lot of surprise, but with Rhys I never imagined that he would go | :06:13. | :06:17.
through something like this. If an athlete hasn't deliberately cheated, | :06:18. | :06:21.
how can this failed test happen? The athlete education programme is | :06:22. | :06:25.
strong, telling you what your responsibilities. You are | :06:26. | :06:28.
responsible for every single thing in your body. There are websites, | :06:29. | :06:36.
people to call, officers who you can check every single product you take. | :06:37. | :06:42.
The advice these days is be very careful, don't take any products you | :06:43. | :06:47.
don't absolutely need, even down to vitamins and minerals. There is no | :06:48. | :06:58.
excuse. If in doubt, don't take it. Are you satisfied the education and | :06:59. | :07:04.
support programme that is there for Welsh athletes is good enough? Welch | :07:05. | :07:09.
athletics have said they will run an internal Lenten -- and in turn | :07:10. | :07:14.
linked to best edition into their education and that is important. | :07:15. | :07:17.
British athletics did something similar when Dwain Chambers came | :07:18. | :07:21.
back into the sport. It was confusing. It is important to figure | :07:22. | :07:26.
out what the athletes understood their obligations were. It is a huge | :07:27. | :07:32.
blow for Team Wales. It is a blow for athletics. I am grateful that | :07:33. | :07:39.
Rhys did not come into the village, because to remove him from the | :07:40. | :07:45.
village and for the rest of the team, that is really hard to deal | :07:46. | :07:48.
with. And it's been an afternoon | :07:49. | :08:01.
of medals for Team wales. It was a dramatic night | :08:02. | :08:03.
for our rhythmic gymnasts - they won Live to the Hydro - | :08:04. | :08:06.
Catrin Heledd is there. There has been an individual | :08:07. | :08:21.
all-round silver for Frankie Jones and a bronze for Laura Halford. For | :08:22. | :08:27.
those of you who may not be familiar with the format of this | :08:28. | :08:32.
competition, it is 16 gymnasts with four different pieces of operators | :08:33. | :08:36.
competing over four hours. The champion was a Canadian. What a | :08:37. | :08:40.
result for the Welsh girls. You could tell exactly what it meant for | :08:41. | :08:46.
them. As they stood on the podium just behind me for the medals | :08:47. | :08:51.
ceremony less than an hour ago, Frankie Jones in floods of tears. | :08:52. | :08:57.
She said after tomorrow, that is that. She will finally retire. She | :08:58. | :09:04.
has been a fantastic ambassador for the sport and what a way to retire. | :09:05. | :09:11.
Let's hope we may be able to change her mind! Tomorrow, more medals | :09:12. | :09:16.
could be up for grabs? Yes, they said they wanted some cake this | :09:17. | :09:21.
evening. They are not having their cake this evening. 9am tomorrow, | :09:22. | :09:26.
they will be back here for the individual apparatus finals, the | :09:27. | :09:31.
hoop, the ball, the clubs and the ribbon. We could get more medals. | :09:32. | :09:37.
They have hit the target of three and we could have more medals in the | :09:38. | :09:44.
hoop and ball. Both could medal and in the clubs, Frankie could do well. | :09:45. | :10:04.
The gymnasts really making their mark on these Games. | :10:05. | :10:07.
No golds yet, but I'll bring you right up to date | :10:08. | :10:09.
with the medal counter a little later in the programme. | :10:10. | :10:12.
For now though, the rest of the days news - let's cross to | :10:13. | :10:15.
One in five children in Wales has additional learning needs. | :10:16. | :10:18.
And tonight there's a warning they'll be worse | :10:19. | :10:20.
off than their counterparts in England - if proposed legislation | :10:21. | :10:23.
One of the UK's leading education solicitors says new | :10:24. | :10:28.
Hayley Thomas has three children with a range of needs. | :10:29. | :10:37.
Autism, a heart condition and dyspraxia are all | :10:38. | :10:40.
Hayley had to fight for something called a statement | :10:41. | :10:45.
That is a document that outlines the child's needs | :10:46. | :10:53.
Schools by law have to provide this support outlined in the plan. | :10:54. | :10:58.
Around 12,000, 4% of children in Wales, have a statement. | :10:59. | :11:00.
Hayley says the process is important. | :11:01. | :11:03.
The statement is imperative to give them access to the curriculum. | :11:04. | :11:07.
I am pleased very difficult for parents going through the process. | :11:08. | :11:13.
Now there are proposals to change the system. | :11:14. | :11:28.
Currently support falls into three categories. | :11:29. | :11:31.
Statements, school action and school action plus. | :11:32. | :11:35.
The proposed changes would see all of these scrapped and replaced | :11:36. | :11:38.
It is these plans that some say could the same degree | :11:39. | :11:43.
of protection does not exist in Wales at the moment | :11:44. | :12:04.
There is not the same degree of protection available in Wales. This | :12:05. | :12:15.
White Paper is not doing anything to address that. | :12:16. | :12:28.
There is little understanding at the moment but we don't think to | :12:29. | :12:31.
have the legal status the statement has, which I find concerning. | :12:32. | :12:37.
An investigation into allegations of hygiene failings | :12:38. | :12:39.
at a poultry processing factory on Anglesey has been ordered | :12:40. | :12:41.
It follows claims by a newspaper that safety guidelines were breached | :12:42. | :12:45.
at the 2 Sisters Food Group plants in Llangefni and Scunthorpe. | :12:46. | :12:48.
No risk to public health has been found and the company has denied | :12:49. | :12:51.
What prompted this investigation? The day shift has ended here and | :12:52. | :13:10.
there is sensitivity about the fact this plant is in the spotlight. We | :13:11. | :13:16.
understand that the audit was due to take place today. 2 Sisters Food | :13:17. | :13:21.
Group produces poultry products for major supermarkets, but the article | :13:22. | :13:25.
in the Guardian yesterday said after a five-month -- investigation they | :13:26. | :13:30.
made allegations of hygiene problems this plant and a plant in | :13:31. | :13:34.
Scunthorpe, including carcasses coming into contact with workers' | :13:35. | :13:38.
boots and being placed on the production line. The company, in a | :13:39. | :13:44.
strongly worded statement, says the article is untrue, inaccurate and | :13:45. | :13:48.
misleading. They say any meat which touches the floor is regarded as | :13:49. | :13:52.
waste, not fit for human consumption. You have been speaking | :13:53. | :13:56.
to the Food Standards Agency. What have they said? They said they would | :13:57. | :14:01.
not do interviews at this stage, but they said they have recently carried | :14:02. | :14:07.
out an audit at this plant and did an investigation following the | :14:08. | :14:11.
allegations in the Guardian. They say they are satisfied the meet the | :14:12. | :14:17.
highest hygiene standards. Jeremy Hunt has asked for an extra | :14:18. | :14:21.
inspection to make doubly sure, looking at CCTV footage and if they | :14:22. | :14:26.
find anything, issuing a warning or maybe a prosecution. What have the | :14:27. | :14:32.
supermarkets had to say? Tesco, Sainsbury and Marks Spencer all | :14:33. | :14:38.
get their supplies of chicken from here and say they are carrying out | :14:39. | :14:43.
their own investigations and should find out shortly what the results of | :14:44. | :14:47.
the Food Standards Agency investigation is. Everyone hopes a | :14:48. | :14:51.
clean bill of health is given because this is a big employer. | :14:52. | :14:58.
The jury in the Alfie Selet murder trial has been sent home for the | :14:59. | :15:04.
night after its fifth full day of deliberations. The baby died in | :15:05. | :15:08.
Caerphilly last October. His mother's boyfriend Michael Pearce | :15:09. | :15:12.
denies murder and an alternative is charge of manslaughter. | :15:13. | :15:25.
Glyndwr University says it has sent it's response to the Home Office | :15:26. | :15:28.
following the suspension of the licence which enables it to recruit | :15:29. | :15:31.
students from overseas. It lost its trusted | :15:32. | :15:32.
Home Office investigation into visa fraud. The UK Visas and Immigration | :15:33. | :15:36.
Department now has 20 days to respond. | :15:37. | :15:38.
The drinks industry sometimes exploits vulnerable people | :15:39. | :15:41.
That's according to the Health Minister Mark Drakeford. | :15:42. | :15:44.
His comments come as a group of academics support his plans to | :15:45. | :15:47.
bring in a minimum price of 50 pence per unit - but will it work? | :15:48. | :15:50.
Getting around, put for Ray Preston from Cwmbran it is just soft drinks | :15:51. | :16:09.
-- getting a round in. I have spoken to him before about how his family | :16:10. | :16:14.
helped him give up heavy drinking, which nearly killed him. It was easy | :16:15. | :16:20.
to pick up a glass of whiskey, have a drink, and daughter out of the | :16:21. | :16:26.
kitchen and get another one. -- and walk out of the kitchen. I can't go | :16:27. | :16:33.
back. A group of academics has told the Welsh Government that to stop | :16:34. | :16:37.
people from hitting rock bottom, alcohol should not be sold for less | :16:38. | :16:44.
than 50p per unit. That is about ?1 50 per point. It would not make much | :16:45. | :16:50.
difference to many brands of cider, apart from ones with high alcohol | :16:51. | :16:55.
content. 50p for every unit of alcohol would make no difference to | :16:56. | :17:02.
these bottles of wine prices. Some of the drinks industry say there are | :17:03. | :17:08.
other ways of reducing the harm that alcohol can cause. But the health | :17:09. | :17:13.
minister says he has public opinion on his side with minimum pricing. | :17:14. | :17:17.
They see an industry which is sometimes exploitative of vulnerable | :17:18. | :17:22.
people, which prices its products at a level which does them harm. | :17:23. | :17:28.
Members of the public regard this as a sensible, modest contribution, | :17:29. | :17:32.
just one strand in a wider picture. What does raise make of the plans? | :17:33. | :17:39.
50p is the right unit price to be consulting on and we have no | :17:40. | :17:45.
proposals to go beyond that. A lot of what he said makes sense. I don't | :17:46. | :17:51.
think minimum pricing is the complete answer. They should stop | :17:52. | :17:54.
the supermarkets, nightclubs and other licensed premises from making | :17:55. | :17:59.
the offers, all you can drink, 241. The idea of a 50p minimum unit would | :18:00. | :18:06.
not have made any difference to you? No, I would have kept drinking. | :18:07. | :18:11.
Plans for minimum pricing have been referred to the European court of | :18:12. | :18:17.
justice, to decide if it is it EU rules. | :18:18. | :18:27.
People with genuine disabilities are being refused blue badges | :18:28. | :18:30.
for parking, following a crackdown to prevent abuse of the system. | :18:31. | :18:32.
That's according to Liberal Democrat Assembly Member, Peter Black, | :18:33. | :18:34.
who says he's helped several people win appeals against councils. | :18:35. | :18:37.
Councils took over eligibility tests from GPs two years ago. | :18:38. | :18:39.
The Welsh Government said tighter regulations ensured consistency, | :18:40. | :18:41.
The hot weather has seen the Coastguard deal with more than | :18:42. | :18:45.
2,500 incidents in the past month - ranging from struggling swimmers to | :18:46. | :18:48.
The Agency is asking people to take safety precautions, including using | :18:49. | :18:51.
beaches with lifeguards, checking tide times and always using | :18:52. | :18:54.
Technology pioneered in Pembrokeshire is being used to track | :18:55. | :19:02.
A company based in Solva has developed new mobile | :19:03. | :19:06.
phone technology to record the birds' position. | :19:07. | :19:08.
The app is free and can be used in remote areas without wi-fi. | :19:09. | :19:13.
It's inventor told our reporter Abigail Neal how | :19:14. | :19:16.
mapping these sightings could help protect the birds. | :19:17. | :19:28.
Vultures. We love to hate them, vultures may suffer in the public | :19:29. | :19:36.
relations stakes but the truth is they need admirers now more than | :19:37. | :19:41.
ever. Under threat, they are disappearing. They have been | :19:42. | :19:46.
poisoning these vultures. 98% of vultures in West Africa have | :19:47. | :19:49.
disappeared, mainly from poachers putting out poison to kill them | :19:50. | :19:53.
deliberately. So they don't lead the game scouts to the Kills, where they | :19:54. | :19:59.
have killed rhinos and elephants. From his office in Solva, Doctor | :20:00. | :20:04.
Davies-macro has set up a project to try and map the state of all African | :20:05. | :20:11.
birds of prey, or raptors. -- Dr Davidson. His company has created a | :20:12. | :20:16.
free raptor For bird-lovers in Africa to use. You point the phone | :20:17. | :20:22.
at the Bird and it calculates its position accurately will stop it | :20:23. | :20:26.
gets recorded. You specify a distance, and approximate distance. | :20:27. | :20:33.
It takes away all the headache of managing geographic information. | :20:34. | :20:36.
That information is fed back here to West Wales. So far, they have been | :20:37. | :20:43.
sent 60,000 recordings. You can see how that changes over time. It is | :20:44. | :20:49.
going to be a longer term project than we envisaged. That is where the | :20:50. | :20:55.
real value will come in terms of saying what is happening to the | :20:56. | :21:00.
populations from the bird of prey point of view, but also saying what | :21:01. | :21:06.
is happening to the habitat and environment from our point of view, | :21:07. | :21:11.
because the raptors can indicate the health of an entire ecosystem. The | :21:12. | :21:17.
challenge is how to make the app so popular that technology developed | :21:18. | :21:21.
here in Wales can make a difference to the survival of species thousands | :21:22. | :21:24.
of miles away. At one point this afternoon | :21:25. | :21:35.
the medals were coming in thick and fast for Team Wales - | :21:36. | :21:39.
it was hard to keep up! Let me bring you an update | :21:40. | :21:42.
on how some It was silver this afternoon for | :21:43. | :21:44.
Elena Allen in the skeet shooting. She was beaten to gold by | :21:45. | :21:48.
Australian Laura Coles. It's Wales' 22nd shooting medal | :21:49. | :21:50.
in Commonwealth Games history. Para-cyclist Matt Ellis and his | :21:51. | :21:54.
pilot Ieuan Williams won bronze in In the Velodrome earlier the Welsh | :21:55. | :21:57.
pair broke the Games record and were in gold medal position, | :21:58. | :22:03.
but stronger rides from Australia and then eventual winners Scotland | :22:04. | :22:06.
meant they has to settle for third. Disappointment in the last hour of | :22:07. | :22:20.
the Cardiff cyclist Owain Doull. He had a chance of claiming bronze in | :22:21. | :22:24.
the four kilometre individual pursuit, but was beaten by a New | :22:25. | :22:28.
Zealand competitor. The Welshman finished fourth. | :22:29. | :22:38.
Over in the pool tonight, Calum Jarvis goes into the final | :22:39. | :22:40.
of the 200 metre freestyle full of confidence after he broke the | :22:41. | :22:43.
Also in finals are Jemma Lowe in the 100 metre butterfly and the men's | :22:44. | :22:48.
There are times when you just know a competitor is really enjoying | :22:49. | :22:52.
themselves and that was certainly the case for weightlifter | :22:53. | :22:54.
Just look how pleased he was with his performance. | :22:55. | :22:57.
He lifted 150 kilograms with his first attempt in the clean and | :22:58. | :23:00.
The painter and decorator from Holyhead topped | :23:01. | :23:05.
the B group and although it'll take something special to snatch a medal, | :23:06. | :23:10.
his family who've travelled up from North Wales will be there | :23:11. | :23:13.
We knew he was going to lift well. He was really up for it this | :23:14. | :23:29.
morning. We spoke before he went into lift. He was really confident. | :23:30. | :23:35.
He felt really good. We were keeping our fingers crossed. It is pride in | :23:36. | :23:42.
how he lifts, pride in his country, it bursts out of him. He has to show | :23:43. | :23:46.
it off. Bare this time yesterday - | :23:47. | :23:52.
but as we approach the end of day Three silvers coming | :23:53. | :23:57.
from the gymnastics And two bronze - | :23:58. | :24:00.
Laura Halford at the gymnastics Now a busy day tomorrow, | :24:01. | :24:04.
the Rugby sevens starts. Wales play three matches tomorrow | :24:05. | :24:09.
at the home of Rangers Football club and veteran weightlifter | :24:10. | :24:13.
Michaela Breeze is in action That's all from us - | :24:14. | :24:16.
on day two at the Games. A day that showed the two sides | :24:17. | :24:22.
of sport - glory and more success for our gymnasts - but also | :24:23. | :24:25.
the darker side - Rhys Williams, athletics captain failing a drugs | :24:26. | :24:28.
test, dominating the headlines. The weekend is upon us - | :24:29. | :24:32.
and there's a change It's hotter | :24:33. | :24:41.
in Wales than the Algarve. 29 Celsius in Porthmadog | :24:42. | :24:50.
again today. But temperatures are going to drop | :24:51. | :24:51.
over the weekend with a change Still | :24:52. | :24:57.
in the low to mid-20s tomorrow. But on Sunday it will | :24:58. | :24:59.
feel cooler and fresher. A relief to those of you who | :25:00. | :25:02.
don't like the heat and humidity. This evening, | :25:03. | :25:08.
generally fine and dry. Cumulus clouds will disappear and | :25:09. | :25:10.
another warm night for most of us. Tomorrow's chart shows a small area | :25:11. | :25:17.
of low pressure near Scotland. A cold front over Ireland | :25:18. | :25:26.
and that's heading our way. The sunshine hazy with patches | :25:27. | :25:30.
of high cloud. Feeling warm with hardly a breath | :25:31. | :25:39.
of wind. During the day, | :25:40. | :25:43.
cloud will increase spreading from I wouldn't rule out | :25:44. | :25:45.
an isolated shower, otherwise dry. Temperatures not as high as today, | :25:46. | :25:52.
especially on the west coast. So warm or very warm with | :25:53. | :26:00.
a light breeze. Pontardawe Rugby Club are holding | :26:01. | :26:08.
a proms night tomorrow evening Elsewhere, the odd shower - | :26:09. | :26:08.
otherwise a dry night. A few showers are likely, | :26:09. | :26:15.
especially in the north If you're hitting | :26:16. | :26:26.
the beach this weekend, Saturday the warmest day although not as sunny | :26:27. | :26:31.
as today with increasing cloud. The sea temperature | :26:32. | :26:37.
a refreshing 19 Celsius. Next week, | :26:38. | :26:44.
showers on Monday will clear. Tuesday and Wednesday mostly dry | :26:45. | :26:48.
and still on the warm side. Our picture this evening is | :26:49. | :26:53.
from Maddy Ottaway. The hot and humid weather is | :26:54. | :26:55.
on its last legs. The headlines. The reigning European | :26:56. | :27:21.
champion Rhys Williams is out of the Commonwealth Games after failing a | :27:22. | :27:25.
drugs test. The 400 metre hurdler, son of JJ Williams, is the second | :27:26. | :27:31.
Welsh athlete to miss the games over alleged drugs violations. He says he | :27:32. | :27:36.
is utterly devastated. I will have an update after the BBC News at Ten | :27:37. | :27:42.
PM. That is Wales Today. Thank you for watching. We will leave you with | :27:43. | :27:45.
