lingering resentment following the First Minister 's resent -- failure | :04:54. | :04:59. | |
to turn up last week, there was no sign of it today. It was all down to | :05:00. | :05:07. | |
a misunderstanding. It was the same situation across Wales. The numbers | :05:08. | :05:11. | |
in Wales are relatively small compared to the north of England but | :05:12. | :05:15. | |
every single one of those affected will have had a dreadful Christmas | :05:16. | :05:21. | |
and New Year. Here in Talybont, it has happened before and they know | :05:22. | :05:23. | |
about the months of misery ahead of them as they tried to put back their | :05:24. | :05:32. | |
homes, put back their lives. As for the A55, work is due to start next | :05:33. | :05:38. | |
year on another bit of the road a few miles to the east of here. There | :05:39. | :05:41. | |
are plenty of people in this part of Wales tonight who will tell you that | :05:42. | :05:43. | |
work should now be brought forward. Iolo, how unprecedented | :05:44. | :05:46. | |
is the weather we've been getting? You do wonder how much you would | :05:47. | :06:03. | |
have to spend to stop the flooding. It is almost impossible to predict. | :06:04. | :06:07. | |
The government in Westminster and in Cardiff are in a difficult position. | :06:08. | :06:12. | |
Most of the organisations and authorities would have said they | :06:13. | :06:18. | |
have improved a lot as to how they predict and how they react to the | :06:19. | :06:23. | |
prediction. But given the rainfall this year and given the fact it is | :06:24. | :06:29. | |
so much higher, 217% higher, that is excessively high. Capel Curig was | :06:30. | :06:43. | |
among the highest. We have had highly temperatures. All that makes | :06:44. | :06:51. | |
it much harder for the authorities. Let's talk about the money and how | :06:52. | :06:57. | |
much has been spent. The Welsh Government since 2011 have spent | :06:58. | :07:03. | |
?300 million. That is roughly ?50 million on average per year. They | :07:04. | :07:08. | |
have actually topped it up several times because of the unusual | :07:09. | :07:11. | |
circumstances in many of those years. That is ?300 million which | :07:12. | :07:16. | |
includes European funding and another allocation was made today by | :07:17. | :07:20. | |
Carwyn Jones in Talybont when he was visiting. ?2.3 million and that is | :07:21. | :07:29. | |
after the consequential formula because of what David Cameron | :07:30. | :07:31. | |
announced in December. That is the slice of money for Wales. On that | :07:32. | :07:37. | |
A55, that part of the road actually flooded three years ago. That is why | :07:38. | :07:43. | |
a lot of the locals are asking the question, what has changed? How have | :07:44. | :07:48. | |
the other political parties reacted to Carwyn Jones' visit? There are | :07:49. | :07:57. | |
political responses. The Liberal Democrats say that the Welsh | :07:58. | :08:01. | |
Government are neglecting land management. Where water is allowed | :08:02. | :08:05. | |
to flow during flooding. The Conservatives would argue, a lot | :08:06. | :08:11. | |
more should be done in terms of not allowing any more new houses to be | :08:12. | :08:15. | |
built on flood plains. Plaid Cymru, which runs the council, says there | :08:16. | :08:22. | |
must be a more proactive and preventative approach taken by the | :08:23. | :08:25. | |
government. All these points I put to the government and also to | :08:26. | :08:29. | |
Natural Resources Wales and Natural Resources Wales came out with some | :08:30. | :08:33. | |
interesting scissors edicts. 900 applications last year, 96% of | :08:34. | :08:38. | |
those, they say, does look at flood risk. The gunmen says flooding is a | :08:39. | :08:46. | |
key priority. They are looking to protect homes and infrastructure but | :08:47. | :08:52. | |
the bottom line is, there is no legal obligation to protect every | :08:53. | :09:01. | |
home -- the government. Now the rest of the day 's news. | :09:02. | :09:04. | |
The mother of a teenager, who died after an unprovoked attack, | :09:05. | :09:06. | |
says her son's killer was a time-bomb waiting to go off. | :09:07. | :09:09. | |
18-year-old Connor Marshall was murdered in Porthcawl last year, | :09:10. | :09:11. | |
but the man who murdered him, was already being supervised | :09:12. | :09:14. | |
by probation workers for previous offences. | :09:15. | :09:15. | |
Nadine Marshall claims her son would still be alive if that had | :09:16. | :09:18. | |
been done properly, but officials say nothing could have been done | :09:19. | :09:21. | |
Connor Marshall was a lively, likeable teenager, just | :09:22. | :09:28. | |
But last year on a trip to Porthcawl 's Trecco Bay, | :09:29. | :09:33. | |
he was murdered in an unprovoked attack. | :09:34. | :09:34. | |
His family was to learn later it was a case of mistaken identity. | :09:35. | :09:40. | |
He was attacked in Porthcawl on March the 8th, which is my | :09:41. | :09:43. | |
We then spent four horrible days in hospital with the two children, | :09:44. | :09:47. | |
having to look at somebody that did not resemble Connor at all. | :09:48. | :09:53. | |
In June last year, his killer, David Braddon, was sentenced to life | :09:54. | :09:56. | |
The court heard that David Braddon was subject to a supervision order | :09:57. | :10:05. | |
for two previous drug offences and assaulting a police officer. | :10:06. | :10:07. | |
A review of the way he had been supervised was ordered | :10:08. | :10:10. | |
and the family has seen a summary of that report, | :10:11. | :10:12. | |
which says they could have adopted a more targeted and proactive | :10:13. | :10:15. | |
approach in trying to engage him and reassess and manage his risk. | :10:16. | :10:27. | |
It is just a gutting feeling to know already that is the mistakes that | :10:28. | :10:31. | |
have happened could have prevented what happened to Connor and it | :10:32. | :10:33. | |
would mean my family is as it should be. | :10:34. | :10:35. | |
Do you really feel that the mistakes were so serious that this murder | :10:36. | :10:46. | |
But the Ministry of Justice say nothing could have been done | :10:47. | :10:57. | |
to predict or prevent Connor's killing. | :10:58. | :10:59. | |
And no one could have foreseen that David Braddon would go on to commit | :11:00. | :11:02. | |
They go on to say serious further offences are rare but each one | :11:03. | :11:06. | |
is taken extremely seriously and investigated fully. | :11:07. | :11:08. | |
They add that public protection is our priority and we continue | :11:09. | :11:10. | |
to consider the findings in this case. | :11:11. | :11:14. | |
But Connor's mother is not satisfied. | :11:15. | :11:15. | |
She has started an online petition, demanding access to the full report. | :11:16. | :11:22. | |
He had escalated in the violence, he had escalated in the number | :11:23. | :11:26. | |
of offences, he had escalated in his ability to abscond. | :11:27. | :11:28. | |
David Braddon was a time bomb waiting to explode. | :11:29. | :11:30. | |

and paramedic trainer, began to perform CPR on her. | :14:19. | :14:20. | |
Her lips turned blue and she vomited. | :14:21. | :14:23. | |
As the family waited for the paramedics a passing fire | :14:24. | :14:26. | |
crew was flagged down who tried to establish | :14:27. | :14:28. | |
Mr Lapsley said, "Seeing them frustrated made it worse | :14:29. | :14:33. | |
because I knew then that it wasn't right." | :14:34. | :14:34. | |
Medically trained first responders seemed shellshocked and panicked | :14:35. | :14:36. | |
when they arrived about 15 minutes after the 999 call. | :14:37. | :14:39. | |
