Face to face with flood victims - the First Minister returns

:00:00.:00:09.

to Talybont in Gwynedd where residents were left waiting

:00:10.:00:11.

The third time now, you would have thought

:00:12.:00:18.

they would have learned by the second time.

:00:19.:00:20.

How long is it going to take them to learn, you know?

:00:21.:00:24.

Tonight opposition parties accuse the Welsh Government of failing

:00:25.:00:26.

Connor Marshall was murdered in an unprovoked attack.

:00:27.:00:43.

His mother says his killer was already being supervised

:00:44.:00:45.

by probation workers for previous offences.

:00:46.:00:47.

Rhian Lewis from Cardiff, blind for seven years.

:00:48.:00:48.

After a pioneering operation, the moment she recovers some

:00:49.:00:51.

Honest to God, that felt like Christmas Day!

:00:52.:01:06.

The long road to Rio's Olympics - our sports correspondent tests out

:01:07.:01:09.

the world class facilities intended for our elite athletes.

:01:10.:01:11.

And Wales was the wettest part of the UK last month,

:01:12.:01:14.

so what are the prospects for the rest of January?

:01:15.:01:22.

They were expecting him last week, but today the First Minister finally

:01:23.:01:26.

met flood victims in Talybont in Gwynedd, after they were flooded

:01:27.:01:29.

Some residents were frustrated Carwyn Jones missed them

:01:30.:01:34.

off his previous tour of flood-hit areas.

:01:35.:01:36.

He announced an extra ?2.3 million of funding for communities

:01:37.:01:38.

This is the Welsh share of a similar funding announcement

:01:39.:01:44.

They are drying out in Talybont now, the First Minister could see that.

:01:45.:01:57.

He could also probably detect the strength of feeling here.

:01:58.:02:00.

Through the front doors, through the back doors,

:02:01.:02:01.

meeting in the middle, try and save what you can by rushing

:02:02.:02:05.

Unless something is done, it will happen again.

:02:06.:02:16.

Villagers thought they would be meeting the First Minister last week

:02:17.:02:20.

but there was a mix-up and he did not arrive.

:02:21.:02:22.

This is a community which believes it has been let down.

:02:23.:02:25.

A scheme to help remains on the drawing board and that has

:02:26.:02:31.

Plaid Cymru politicians blaming a Labour Welsh Government,

:02:32.:02:36.

the Welsh Government dishing it back by return.

:02:37.:02:38.

Over the last week, what happened here in Talybont has turned

:02:39.:02:41.

into a political row, but then this is an election year

:02:42.:02:44.

and political parties are keen to score points off each other

:02:45.:02:47.

but for the people of Talybont, what is more important

:02:48.:02:49.

is that the problems which caused the flooding gets sorted out.

:02:50.:02:52.

Last week we spoke to Eirlys Evans, as she attempted to deal

:02:53.:02:55.

with the latest flood to sweep into her home.

:02:56.:02:57.

Pictures recorded by visitors show the force of the water as it ripped

:02:58.:03:01.

Today, Eirlys Evans was among those to tackle Carwyn Jones

:03:02.:03:05.

We need a flood defence now because if it rains,

:03:06.:03:15.

we are going to be petrified here again.

:03:16.:03:18.

It only takes about 35-40 minutes for the water to come

:03:19.:03:20.

You would have thought they would have learnt

:03:21.:03:32.

How long is it going to take them to learn?

:03:33.:03:38.

Talybont's problems are bound up with a wider issue,

:03:39.:03:41.

flooding on the nearby A55, North Wales' main road artery.

:03:42.:03:43.

This picture shows what it was like on Boxing Day,

:03:44.:03:45.

A planned flood scheme would stop this and the flooding

:03:46.:03:54.

Today the First Minister said there was no reason

:03:55.:03:57.

The issue was getting the easements overland that were required to take

:03:58.:04:01.

a pipe through the land, as I understand it,

:04:02.:04:03.

That has been resolved, so there is no reason now widely

:04:04.:04:09.

Everybody in this village wants to see it.

:04:10.:04:12.

The money is there, Gwynedd are keen to move forward with it.

:04:13.:04:15.

He seems to think there was no problem with the money.

:04:16.:04:21.

If that is the case, and he is true to his word,

:04:22.:04:24.

there is no reason why we cannot go out to tender within a month

:04:25.:04:27.

and complete the work before next winter.

:04:28.:04:29.

In Talybont, they said they wanted to make the most of

:04:30.:04:33.

They wanted him to see first-hand what had happened and that seems

:04:34.:04:37.

Roger is still in Talybont for us tonight. Yes, if there was any

:04:38.:04:53.

lingering resentment following the First Minister 's resent -- failure

:04:54.:04:59.

to turn up last week, there was no sign of it today. It was all down to

:05:00.:05:07.

a misunderstanding. It was the same situation across Wales. The numbers

:05:08.:05:11.

in Wales are relatively small compared to the north of England but

:05:12.:05:15.

every single one of those affected will have had a dreadful Christmas

:05:16.:05:21.

and New Year. Here in Talybont, it has happened before and they know

:05:22.:05:23.

about the months of misery ahead of them as they tried to put back their

:05:24.:05:32.

homes, put back their lives. As for the A55, work is due to start next

:05:33.:05:38.

year on another bit of the road a few miles to the east of here. There

:05:39.:05:41.

are plenty of people in this part of Wales tonight who will tell you that

:05:42.:05:43.

work should now be brought forward. Iolo, how unprecedented

:05:44.:05:46.

is the weather we've been getting? You do wonder how much you would

:05:47.:06:03.

have to spend to stop the flooding. It is almost impossible to predict.

:06:04.:06:07.

The government in Westminster and in Cardiff are in a difficult position.

:06:08.:06:12.

Most of the organisations and authorities would have said they

:06:13.:06:18.

have improved a lot as to how they predict and how they react to the

:06:19.:06:23.

prediction. But given the rainfall this year and given the fact it is

:06:24.:06:29.

so much higher, 217% higher, that is excessively high. Capel Curig was

:06:30.:06:43.

among the highest. We have had highly temperatures. All that makes

:06:44.:06:51.

it much harder for the authorities. Let's talk about the money and how

:06:52.:06:57.

much has been spent. The Welsh Government since 2011 have spent

:06:58.:07:03.

?300 million. That is roughly ?50 million on average per year. They

:07:04.:07:08.

have actually topped it up several times because of the unusual

:07:09.:07:11.

circumstances in many of those years. That is ?300 million which

:07:12.:07:16.

includes European funding and another allocation was made today by

:07:17.:07:20.

Carwyn Jones in Talybont when he was visiting. ?2.3 million and that is

:07:21.:07:29.

after the consequential formula because of what David Cameron

:07:30.:07:31.

announced in December. That is the slice of money for Wales. On that

:07:32.:07:37.

A55, that part of the road actually flooded three years ago. That is why

:07:38.:07:43.

a lot of the locals are asking the question, what has changed? How have

:07:44.:07:48.

the other political parties reacted to Carwyn Jones' visit? There are

:07:49.:07:57.

political responses. The Liberal Democrats say that the Welsh

:07:58.:08:01.

Government are neglecting land management. Where water is allowed

:08:02.:08:05.

to flow during flooding. The Conservatives would argue, a lot

:08:06.:08:11.

more should be done in terms of not allowing any more new houses to be

:08:12.:08:15.

built on flood plains. Plaid Cymru, which runs the council, says there

:08:16.:08:22.

must be a more proactive and preventative approach taken by the

:08:23.:08:25.

government. All these points I put to the government and also to

:08:26.:08:29.

Natural Resources Wales and Natural Resources Wales came out with some

:08:30.:08:33.

interesting scissors edicts. 900 applications last year, 96% of

:08:34.:08:38.

those, they say, does look at flood risk. The gunmen says flooding is a

:08:39.:08:46.

key priority. They are looking to protect homes and infrastructure but

:08:47.:08:52.

the bottom line is, there is no legal obligation to protect every

:08:53.:09:01.

home -- the government. Now the rest of the day 's news.

:09:02.:09:04.

The mother of a teenager, who died after an unprovoked attack,

:09:05.:09:06.

says her son's killer was a time-bomb waiting to go off.

:09:07.:09:09.

18-year-old Connor Marshall was murdered in Porthcawl last year,

:09:10.:09:11.

but the man who murdered him, was already being supervised

:09:12.:09:14.

by probation workers for previous offences.

:09:15.:09:15.

Nadine Marshall claims her son would still be alive if that had

:09:16.:09:18.

been done properly, but officials say nothing could have been done

:09:19.:09:21.

Connor Marshall was a lively, likeable teenager, just

:09:22.:09:28.

But last year on a trip to Porthcawl 's Trecco Bay,

:09:29.:09:33.

he was murdered in an unprovoked attack.

:09:34.:09:34.

His family was to learn later it was a case of mistaken identity.

:09:35.:09:40.

He was attacked in Porthcawl on March the 8th, which is my

:09:41.:09:43.

We then spent four horrible days in hospital with the two children,

:09:44.:09:47.

having to look at somebody that did not resemble Connor at all.

:09:48.:09:53.

In June last year, his killer, David Braddon, was sentenced to life

:09:54.:09:56.

The court heard that David Braddon was subject to a supervision order

:09:57.:10:05.

for two previous drug offences and assaulting a police officer.

:10:06.:10:07.

A review of the way he had been supervised was ordered

:10:08.:10:10.

and the family has seen a summary of that report,

:10:11.:10:12.

which says they could have adopted a more targeted and proactive

:10:13.:10:15.

approach in trying to engage him and reassess and manage his risk.

:10:16.:10:27.

It is just a gutting feeling to know already that is the mistakes that

:10:28.:10:31.

have happened could have prevented what happened to Connor and it

:10:32.:10:33.

would mean my family is as it should be.

:10:34.:10:35.

Do you really feel that the mistakes were so serious that this murder

:10:36.:10:46.

But the Ministry of Justice say nothing could have been done

:10:47.:10:57.

to predict or prevent Connor's killing.

:10:58.:10:59.

And no one could have foreseen that David Braddon would go on to commit

:11:00.:11:02.

They go on to say serious further offences are rare but each one

:11:03.:11:06.

is taken extremely seriously and investigated fully.

:11:07.:11:08.

They add that public protection is our priority and we continue

:11:09.:11:10.

to consider the findings in this case.

:11:11.:11:14.

But Connor's mother is not satisfied.

:11:15.:11:15.

She has started an online petition, demanding access to the full report.

:11:16.:11:22.

He had escalated in the violence, he had escalated in the number

:11:23.:11:26.

of offences, he had escalated in his ability to abscond.

:11:27.:11:28.

David Braddon was a time bomb waiting to explode.

:11:29.:11:30.

Memories of happier times cover the wall of the Marshall home.

:11:31.:11:41.

And for mum Nadine, Connor will always be close by,

:11:42.:11:43.

So it is basically some of Connor 's Ashes used and then they turn it

:11:44.:11:55.

to glass and put it into a ring and a where it next to the ring

:11:56.:11:59.

Ten months after Connor's murder, his family are still struggling

:12:00.:12:04.

to come to terms with the manner of his death.

:12:05.:12:11.

To see your children hurting is the biggest, most painful thing

:12:12.:12:13.

But in equal measures, we are angry to know that this

:12:14.:12:24.

A baby born by emergency Caesarean section, after his mother

:12:25.:12:33.

was involved in a car crash, has died.

:12:34.:12:35.

The boy's father, Simon Lewis, died in the crash in Cardiff,

:12:36.:12:38.

His wife and their three-year-old daughter were passengers.

:12:39.:12:41.

The baby was born three months prematurely on Sunday,

:12:42.:12:43.

Two more arrests have been made in connection with the fire

:12:44.:12:57.

which gutted a primary school in Cwmbran.

:12:58.:12:59.

Two men, aged 18 and 21, have been arrested on suspicion

:13:00.:13:02.

of arson after the blaze at Coed Eva Primary in the early

:13:03.:13:05.

Four teenage boys have also been arrested and released on bail.

:13:06.:13:08.

The school is closed until next week at the earliest.

:13:09.:13:19.

Police have been continuing house to house inquiries in Prestatyn

:13:20.:13:22.

after a man was stabbed yesterday afternoon.

:13:23.:13:23.

The 24-year-old remains in a critical but stable

:13:24.:13:25.

Police have been searching the areas of Lon Ceiriog and Lon Brynli

:13:26.:13:29.

An inquest has heard of a father's desperate attempts

:13:30.:13:33.

to save his six-year-old daughter after she choked on a grape.

:13:34.:13:36.

Jasmine Lapsley died in August 2014 whilst on holiday in Gwynedd.

:13:37.:13:38.

Her parents say the 25 minute wait for an ambulance was far too long.

:13:39.:13:44.

It was a family holiday on the Gwynedd coast.

:13:45.:13:47.

Jasmine Lapsley, her two brothers, parents, grandmother

:13:48.:13:51.

and step-grandfather had travelled from Liverpool to stay in a house

:13:52.:13:54.

at Morfa Nefyn on the Lleyn Peninsula.

:13:55.:13:58.

On the night of August 19th 2014, during a game of cards,

:13:59.:14:05.

Jasmine began to choke after eating a grape.

:14:06.:14:06.

Her father Robert told the inquest that he grabbed her and began

:14:07.:14:13.

slapping her back and performing abdominal thrusts with no success.

:14:14.:14:15.

He took her outside and neighbours, an off duty police officer

:14:16.:14:18.

and paramedic trainer, began to perform CPR on her.

:14:19.:14:20.

Her lips turned blue and she vomited.

:14:21.:14:23.

As the family waited for the paramedics a passing fire

:14:24.:14:26.

crew was flagged down who tried to establish

:14:27.:14:28.

Mr Lapsley said, "Seeing them frustrated made it worse

:14:29.:14:33.

because I knew then that it wasn't right."

:14:34.:14:34.

Medically trained first responders seemed shellshocked and panicked

:14:35.:14:36.

when they arrived about 15 minutes after the 999 call.

:14:37.:14:39.

His wife said a 25 minute wait for paramedics was far too long.

:14:40.:14:42.

Jasmine was airlifted to Ysbyty Gwynedd in Bangor

:14:43.:14:44.

by the RAF helicopter but doctors were unable to save her.

:14:45.:14:46.

Her mother Kathleen described her feelings at the hospital,

:14:47.:14:52.

saying just a couple of hours had passed from the family

:14:53.:14:57.

being in the sunshine on holiday to seeing Jasmine choke

:14:58.:15:03.

The inquest is expected to last for up to six days.

:15:04.:15:12.

Much more to come before 7pm: The long road to Rio's Olympics,

:15:13.:15:15.

We test out the world class facilities for our elite athletes.

:15:16.:15:20.

And there's more unsettled weather on the way.

:15:21.:15:22.

Some dry weather and sunshine as well.

:15:23.:15:24.

A woman from Cardiff who's been blind for 16 years has recovered

:15:25.:15:37.

some of her sight in a pioneering operation that could transform

:15:38.:15:40.

Rhian Lewis has been fitted with what's called a bionic eye,

:15:41.:15:44.

a tiny electronic chip that's helping her to see again.

:15:45.:15:46.

Rhian Lewis from Cardiff has been gradually losing her sight

:15:47.:15:56.

A serious disorder, retinitis pigmentosa,

:15:57.:15:59.

meant by the age of 33, she was completely blind

:16:00.:16:01.

in her right eye and had very limited vision in her left.

:16:02.:16:09.

It is a bit like if somebody is putting a dimmer switch off

:16:10.:16:12.

And the dimmer switch is going lower and lower and the light

:16:13.:16:17.

It has been maybe eight years since I had any idea

:16:18.:16:22.

what my children looked like and I certainly don't

:16:23.:16:25.

The 49-year-old has had a pioneering operation at a hospital in Oxford,

:16:26.:16:31.

the first of its kind outside Germany.

:16:32.:16:32.

It is currently being trialled here in the UK but the results

:16:33.:16:35.

for patients can make the biggest difference to even

:16:36.:16:37.

Honest to God, it felt like Christmas Day.

:16:38.:17:05.

The operation is difficult and delicate and takes

:17:06.:17:07.

The retinal implant, a three millimetre squared

:17:08.:17:13.

electronic chip with light sensors, is placed at the back of the eye.

:17:14.:17:20.

Those sensors send signals to the optic nerve and the brain.

:17:21.:17:23.

At first, the patient can only see flashes of light but with time,

:17:24.:17:26.

the brain learns how to convert those into shape is and objects.

:17:27.:17:29.

Rhian's sight is limited to outlines at it is still huge progress

:17:30.:17:32.

and the surgeons who are watching her recovery with interest say

:17:33.:17:34.

A mixture of relief and disbelief, really.

:17:35.:17:44.

We are able to give her some vision back.

:17:45.:17:46.

If the results continue to be as promising as they have been

:17:47.:17:49.

so far, then it is likely that in the future, this device may be

:17:50.:17:52.

The implant should last around five years.

:17:53.:18:02.

It has already given Rhian some precious sight back and plenty

:18:03.:18:05.

of confidence to go out and rediscover the world around her.

:18:06.:18:13.

And you can see more on this story on Trust Me,

:18:14.:18:15.

I'm A Doctor on BBC 2 Wales tomorrow at 8pm.

:18:16.:18:22.

The future of the Welsh NHS will be Plaid Cymru's "top priority"

:18:23.:18:25.

in May's Assembly election, according to its health spokeswoman.

:18:26.:18:27.

Elin Jones said the party's three point "Cancer Contract" would ensure

:18:28.:18:30.

patient's got a cancer diagnosis or the all clear within 28 days.

:18:31.:18:32.

In December, Deputy Health Minister Vaughan Gething announced 100-day

:18:33.:18:35.

plans had been drawn up to improve cancer services and waiting times.

:18:36.:18:38.

Plaid Cymru says faster diagnosis is crucial.

:18:39.:18:46.

We want to make the inroad in the diagnosis so that we can have

:18:47.:18:54.

early diagnosis and that can mean of course that a person is told

:18:55.:18:57.

that they don't have cancer, as well is told that they do have cancer.

:18:58.:19:00.

And when you have the diagnosis early, all the evidence shows

:19:01.:19:03.

that the ability to survive your cancer, live with your cancer,

:19:04.:19:09.

is improved significantly and we want to make those improvements.

:19:10.:19:13.

Plans have been unveiled for the UK's biggest craft bakery,

:19:14.:19:15.

which will create 100 new jobs in Wrexham.

:19:16.:19:17.

The Village Bakery has submitted a planning application for the super

:19:18.:19:20.

bakery which would cost 16 million pounds.

:19:21.:19:21.

If permission is granted, the bakery will be built on land

:19:22.:19:24.

next to the company's existing units on the Wrexham Industrial Estate.

:19:25.:19:27.

The Village Bakery was named Wales' fastest growing

:19:28.:19:28.

Talks have resumed to try to resolve a dispute

:19:29.:19:38.

between Arriva Trains Wales and the Unions over working conditions.

:19:39.:19:40.

A 24 hour strike yesterday caused travel chaos as over 1,000 rail

:19:41.:19:43.

New Real Madrid boss Zinedine Zidane says Gareth Bale will be a key

:19:44.:19:59.

member of his squad, despite reports linking the Wales

:20:00.:20:01.

international with a move back to the Premier League.

:20:02.:20:03.

Zidane took charge of his first training session today as Real boss.

:20:04.:20:06.

He understands that Bale was disappointed by the sacking

:20:07.:20:09.

of his predecessor, Rafa Benitez, but said that he'll give the world's

:20:10.:20:11.

most expensive footballer the care and support he needs.

:20:12.:20:18.

Rugby and the Scarlets are hoping Liam Williams can make his return

:20:19.:20:21.

from injury in the match against Connacht on the 30th of January.

:20:22.:20:24.

The Wales full-back injured his foot during the World Cup clash

:20:25.:20:27.

His return would be just one week before the opening Weekend

:20:28.:20:31.

Wales' Martin Phillips is through to the second

:20:32.:20:39.

round of the BDO World Darts Championship.

:20:40.:20:41.

Phillips, from Dolgellau, eased past two-time champion

:20:42.:20:42.

Jim Williams from Presteigne is also through to the last 16.

:20:43.:20:48.

With the Olympic Games set to open in Rio in exactly seven months,

for many Welsh athletes, the dream is to secure a place

:21:00.:21:02.

Their performance is tailored and developed

:21:03.:21:07.

at the Elite Performance Unit within the Sport Wales Headquarters.

:21:08.:21:09.

A unit that's been revamped to make sure the best science,

:21:10.:21:12.

medical and rehab practitioners work alongside athletes

:21:13.:21:14.

Elite athletes working in an elite high-performance unit.

:21:15.:21:34.

But the journey towards the Rio Olympics is well under way

:21:35.:21:37.

with Welsh athletes thriving in an elite environment.

:21:38.:21:42.

You mainly see the strength and conditioning area

:21:43.:21:44.

but the physios, the doctors, the masseurs, the physiologists,

:21:45.:21:46.

The main difference is everybody is working in the same room,

:21:47.:21:51.

working towards the main goal of a medal.

:21:52.:21:55.

The key concept with this restructure at the Sport Wales

:21:56.:22:00.

headquarters is that the science, medical and rehab practitioners

:22:01.:22:03.

are brought into one area, which enables them to work alongside

:22:04.:22:05.

I have only been using all of the facilities since June, July,

:22:06.:22:15.

and just in the past six months, I have noticed a big

:22:16.:22:18.

difference in my performance, just how I approach training

:22:19.:22:20.

and competitions and I can see by the results, I have

:22:21.:22:22.

Slowly speed it up and get you running faster and faster

:22:23.:22:28.

So, how would a regular sports journalist deal with the strains

:22:29.:22:36.

You are currently using 50 millilitres of oxygen

:22:37.:22:39.

Wow, just a couple of minutes on this and I am shattered.

:22:40.:22:52.

It is about how much oxygen your body can use.

:22:53.:22:54.

With our elite guys, it is nearer towards the 90

:22:55.:22:58.

Yes, I was way off the fitness levels of Dewi Griffiths,

:22:59.:23:04.

the long-distance runner from Carmarthenshire,

:23:05.:23:06.

just one of the athlete is hoping to profit from the elite facility.

:23:07.:23:09.

It just helps to try and get the extra 1% at the end of the race.

:23:10.:23:13.

When you look up the difference between a medal and not getting

:23:14.:23:16.

a medal, there is nothing between them.

:23:17.:23:17.

Anything I can do and anything that can help me in my training or get me

:23:18.:23:21.

that extra little step definitely helps.

:23:22.:23:24.

His blood is tested before and during a gruelling 90

:23:25.:23:26.

It measures the concentration of lactate in the blood.

:23:27.:23:31.

Keeping lactate levels constant allows an athlete to continue

:23:32.:23:33.

running faster for an extended period of time.

:23:34.:23:35.

The information vital in the development of athletes.

:23:36.:23:46.

British sport is regarded as one of the world's best now in Olympic

:23:47.:23:49.

And British sport is full of practitioners that

:23:50.:23:52.

The difference now is a lot of them are staying in Wales.

:23:53.:23:56.

They don't see the need to go to the British governing

:23:57.:23:59.

The equipment we are using is used by British athletics

:24:00.:24:04.

and across the world and other countries as well.

:24:05.:24:07.

Yes, comparable to the rest of the world.

:24:08.:24:13.

The next step for Dewi is reaching the Rio Olympics, a dream shared

:24:14.:24:17.

by many Welsh athletes, as the summer games get ever closer.

:24:18.:24:24.

Derek's here now with the weather forecast.

:24:25.:24:26.

After all the rain, better news to come hopefully, Derek?

:24:27.:24:34.

Better news for tomorrow. But make the most of the dry weather. We know

:24:35.:24:39.

that December was the warmest and wettest since records began but

:24:40.:24:44.

Wales was also the wettest part of the UK. 359 millimetres, over a foot

:24:45.:24:54.

of rain, fell. December also the wettest month on record. But

:24:55.:24:59.

annually, we have had wetter years. At the moment, 2000 the wettest on

:25:00.:25:07.

record. Looking ahead, there is more rain and showers on the way. But

:25:08.:25:12.

next week, signs of a change. Colder air over the Arctic looks like

:25:13.:25:16.

heading our way. Also turning dry with some frost and some wintry

:25:17.:25:22.

showers. Most of the rain today has fallen in the South. Even the odd

:25:23.:25:28.

rainbow, captured by dawn in Cardiff. Tonight, rain in the South

:25:29.:25:33.

will ease. Still a few showers about overnight. Heavy in places.

:25:34.:25:39.

Otherwise, becoming dry. Cold enough for a slight frost. A few mist and

:25:40.:25:45.

fog patches forming. Temperatures in Ceredigion could dip as low as minus

:25:46.:25:51.

one Celsius. The jet stream has shifted further south. The jet

:25:52.:25:55.

stream tomorrow will push another frontal system in from the Atlantic.

:25:56.:26:01.

Ahead of that, some dry weather. Here is the picture for 8am. Chilean

:26:02.:26:08.

places with a touch of frost. Most of the country drive at this stage

:26:09.:26:14.

but not everywhere. The wind light. During the day tomorrow, the mist

:26:15.:26:19.

and fog patches will slowly lift. A lot of try whether for a change

:26:20.:26:24.

tomorrow. However, it looks like rain will reach Pembrokeshire around

:26:25.:26:29.

5pm. Accompanied by a freshening south-easterly wind. Temperatures

:26:30.:26:34.

tomorrow between six and eight Celsius. The wind is picking up in

:26:35.:26:40.

the south and west later in the afternoon. Tomorrow evening, rain

:26:41.:26:43.

will spill across the rest of the country. Some heavy bursts. But

:26:44.:26:50.

trying up again in in the night. Thursday, bright and breezy,

:26:51.:26:53.

scattered showers, heavy showers in parts of the South. It will be

:26:54.:26:59.

wintry on the tops of the hills and mountains with some snow. On Friday,

:27:00.:27:03.

rain will be around it is back to sunshine and showers again. The

:27:04.:27:09.

weekend very mixed. More rain and showers but there should be some dry

:27:10.:27:13.

around brighter spells as well. Next week, signs of a cold snap on the

:27:14.:27:18.

way. Drier and more settled at least for a while.

:27:19.:27:20.

The First Minister announced an extra ?2.3 million for funding

:27:21.:27:25.

for sommunities affected by flooding.

:27:26.:27:26.

It's the Welsh share of a similar announcement made in England.

:27:27.:27:29.

Carwyn Jones was at Talybont in Gwynedd, where he finally met

:27:30.:27:32.

flood victims there after he failed to arrive last week

:27:33.:27:34.

I'll have an update for you here at 8pm and again after the BBC

:27:35.:27:43.

From all of us on the programme, good evening.

:27:44.:27:48.
