barracks in Surrey in 1995, will not look at an alleged culture

of sexual abuse at the base Cheryl James was 18

when she was found with a single On the first day of the new inquest

into her death, Judge Brian Barker said he would conduct a full

investigation on the basis It comes after widespread

allegations of abuse at Deepcut I have always asked what happened to

on the basis of evidence. If the evidence says it is suicide, that is

on the day she died. The Army's rules and regulations. And

allegations they may be third-party involvement in her death. But he

said he would stop short at looking abroad games of sexual abuse and

bullying at Deepcut barracks 20 years ago. The coroner will consider

whether Cheryl James had nonconsensual sex before she died.

In 2002 the BBC reported allegations she was targeted by senior

colleagues. There was many times she was crying in the toilet, talking to

friends. I was aware that a certain Sergeant took an extreme strong

liking to her and made her life hell. The Army warned about

accepting all the allegations as fact. I simply don't admit that

there is a problem on the scale you are trying to paint it. I fully

accept there are individual circumstances which are being

investigated by the police. A very large and of soldiers and excellent

is are being interviewed. But where people are making allegations, we

have to make them to the police. But there has already been a delay to

proceedings here. Evidence will start to be heard until Thursday.

Surrey Police says it wants to see more detail in the expert reports

that have been specially commissioned. A promise from the

coroner today of a full, Frank and fearless investigation but with a

focus on Cheryl James's state of mind that day. The father says this

inquest is his best chance in 20 years for some kind of closure. I

think the deal will come soon after the inquest when people stop

listening so unless we get justice this time, I think our chances are,

will be a lot less in the future. Two men have been arrested

on suspicion of murder after a woman 51-year-old Andrea Lewis was found

at a house in Fairyland Road A 43-year-old and a 46-year-old

that former Conservative MPs, including Neil Hamilton,

is at the National Assembly. Another week, another meeting of

UK's National Executive Committee. No clarity on something which I

think is shaping up to be one of the most hotly awaited decisions in

Assembly politics at the moment, which is, who are you give going to

choose to be their regional candidates? The consensus is, the

party has a great opportunity to have a handful of Assembly Members

here after the elections in May. Their first political breakthrough

at an institution in the UK. Behind-the-scenes, there are real

concerns from senior figures in the party back in particular two high

profile former Conservative MPs are going to be imposed on the party.

Neil Hamilton, a very high-profile former Conservative MP, who was

raised in Carmarthenshire, but the complaint is that he does not have

any strong political associations with Wales, and the same goes for

Mark Reckless. We knew that the number of senior figures in the

party in Wales were concerned about this. Tonight we get a sense of the

potential impact and the worries they have about the network across

Wales. A senior figure tonight told me that this is a debate the party

should have had ten months ago and the worry is that if these figures

do come in, local numbers plummet, local fundraising, local promotion

could be affected, and as a result it has a damaging impact on the

party's chances in the Assembly elections. How damaging is all of

this for Ukip? The timing is difficult and strictly speaking they

don't have two submit names until early April but time is marching on

and we are just about to go into the Welsh party

conference season. One final thought, Ukip pride themselves on

being different. A grassroots party. And here is a classic example of

dealing with the kinds of problems so many of the other parties have

been blighted by in the past. And with around...

And with around three months until Wales goes to the polls

in the Assembly election, BBC Wales is looking at what makes

us different to the other nations in the UK.

The owners of a steelworks and power station in Newport are investing

more than ?10 million in the company behind plans for a tidal energy

The Gupta family, who own Uskmouth power station and Liberty Steel aim

to develop a multi-billion global energy business.

Our economics correspondent Sarah Dickins has the story.

The turbine Hall in the power station, generating entries de which

flows into the grid. National Power closed in 20 years ago but it was

taken over and reopened last year. I was a decommissioning team and it

was a pretty drab place to be. Luckily for us, the company has seen

a future here and invested so things are looking for us. It burns Russian

goal but the plans are to change burning biomass and plant waste as

the company believes renewable energy is the way forward. The Gupta

family already has businesses in 30 countries. Its attention now is on

tidal energy projects. It is investigating an eight figure sum in

tidal lagoon power, which will give it a 60% share. Starting in Swansea

Bay, it was to generate publicity by using the tide. But why invest an

eight figure sum when tidal lagoons Swansea is not even going ahead yet?

Because we are supporters of their technology, we are supporters of the

people. We believe this technology will take it forward to the next

stage. How much research have you done looking into their business

plans, their technical logical plans? We are quite up to speed with

the technology of energy creation and we have looked at their plans in

terms of viability, we have looked at the plans in terms of the

environmental impact, we have looked at the plans in terms of the cost

curb and we're comfortable with them all. As plans developed,

more investment is likely to be made. The company say they have

analysed every detail of the plans, technological and business plans as

well, behind tidal lagoon project. They are confident it is the way

ahead and they are excited that one of the lagoons on the drawing board

is alongside this site in Newport. They are also working on a tidal

power project in India. The family hopes to create a multi-million

pound renewable energy business to supply energy intensive industries

like steel with low-cost power. A cash injection for

the Tidal Lagoon Project Any company likes an investment of

many millions and that money is likely to increase if tidal lagoon

power produces more projects. If they do the six they want in the UK,

let alone abroad, we can expect more money from the Gupta family. But it

will also be welcomed by the company because it is a sign of confidence.

We thought, they thought, their whole plans were to be on site in

Swansea by now. This is a project that has had delay after delay and

still there is not an agreement with the UK Government about what will be

the price of the elegance of the. There are reports today that they

are looking at a new kind of agreement on the table and it might

be quite soon that could bring the price of electricity from the

Swansea lagoon down to also the nuclear level. We asked the nuclear

government and it said there was no timescale, they could not tell us

when or if an agreement looked likely. But it does look as if they

are moving closer. A sign of confidence like this is something

the company will want. Interesting times because the two new nuclear

reactors under discussion, for both of those, the companies involved

have been expressing concern about the cost. So very interesting times.

I think there will be an announcement at some point but we

don't know what that is all when it is coming.

Plans to re-write the devolution settlement are so flawed

Assembly Members should reject them altogether.

That's according to a team of academics and former senior civil

servants who say the Draft Wales Bill doesn't give

The draft bill includes giving new powers to the Assembly

over energy, transport and its own elections.

The Welsh Secretary Stephen Crabb has said he'll listen

The legislation, the legislative process needs to be paused,

let's reflect, it will take a few months, a few months is really worth

it to get a stable devolution settlement for Wales,

which I think so many people in Wales want.

Some Labour Party members in Merthyr have responded angrily

to the party's decision to select their next Assembly Member

Current AM Huw Lewis is standing down at the election in May.

Traditionally, there are plenty of votes here for the Labour Party. And

it will be a female candidate who has the job of trying to defend

those votes at the Assembly election. Huw Lewis, the Assembly

Member since 1999, is standing down. When the decision to choose the next

Labour candidate from an all women short list was made, some local

councillors, including the council leader, registered their dismay on

Twitter. The grumbles of discontent have not got as bad as in other

seats where Labour has used all women short lists in the past, but

there are those who are annoyed that these decisions are taken by the

Welsh Labour executive, not local party members. And there are some

men who would have liked to have stood but now won't get the chance.

They include this councillor, who calls himself a disgruntled former

potential candidate. I don't think it is the way to bring about

equality. In order to bring equality, I don't think you should

then have an injustice. The idea behind it is admirable, that we

should have more women involved in public life, I absolutely agree with

that, but we should do it the right way. We should not patronise women

by saying you can only achieve something in life if others are

hampered. In the town, opinion was mixed. It doesn't have to be a

female, as long as someone is doing the job. I think it is about time

women had an opportunity, expressing their opinions and putting forward

their views. I think it is a difficult challenge because what you

want is the best people to do the job, whatever their sex or gender.

To have all women, it is almost sexually biased. Welsh Labour said

it was proud of its record on diversity and it has more women

politicians than any other party. The local Labour Party is due to

meet later this week. While some may want to use that as an opportunity

to vent their anger, others in the party say Labour cannot cave in to a

backlash if it is serious about gender equality.

indication that Wales is getting an increasingly fiscal role for itself.

We have had our own banknotes before.

Here in the Carmarthenshire drovers town of Llandovery,

the first independent Welsh bank was set up in 1799.

Back then banks could issue their own notes,

but as smaller operators were taken over, the system became centralised

and by 1908 all of the Welsh notes were withdrawn.

and former owners over debts The club's settled a dispute

with the company, Langston, on the day it was due to be heard

correspondent Brian Meechan. Vincent Tan has owned Cardiff City

for six turbulent and often controversial years. The debt

questions have been around throughout that time so how did

Vincent Tan end up going head-to-head with the former owner

and current life President Sam Hamam? Cardiff City and Langston

reached a deal in 2013 to pay off the debt but that unravelled. It

headed for the Courts after Cardiff insisted on knowing who was behind

Langston before it paid the company almost ?6 million. The club believes

Sam Hamam was behind the offshore company but then there were claims

he wasn't. Cardiff City football club

and Langston entered into a deal a few years ago but then the question

of who was behind Langston was thrown into dispute and the club had

always maintained that that is what it wants to know. In the court

proceedings, it was admitted that Sam Hamam was behind Langston so he

was persuaded to negotiate with them. It is believed the agreement

means a payment of ?5 million will be made to Langston in 30 days,

followed by another ?2 million on Cardiff reaching the Premiership

again. Fans will hope this brings an end to this saga so they can focus

more on football results rather than financial results. I have been a fan

since the age of four. I am used to rubbish on the pitch but in recent

years we have had far more rubbish off it and it is distracting. It

must be distracting for the management, the football management

and the general management, and it has divided the fans. It is long

overdue that we started concentrating on what is going on on

the pitch. It seems to be settled, for the moment. The question is,

will they continue to work together or have relations now soured between

them? Cardiff City have signed the Wales

striker Tom Lawrence on loan until the end of the season
