Private Cheryl James from Llangollen, who died at Deepcut | :01:26. | :01:35.
barracks in Surrey in 1995, will not look at an alleged culture | :01:36. | :01:39.

into her death, Judge Brian Barker said he would conduct a full | :01:50. | :01:55.
investigation on the basis It comes after widespread | :01:56. | :01:57.
allegations of abuse at Deepcut I have always asked what happened to | :01:58. | :02:21.
on the basis of evidence. If the evidence says it is suicide, that is | :02:22. | :02:26.
it. If it does not say it is suicide, that is it. A father | :02:27. | :02:32.
seeking answers about his daughter. Private Cheryl James from Van Gaal | :02:33. | :02:36.
and found with a bullet wound to her head at Deepcut in Surrey. Within | :02:37. | :02:42.
weeks, the army ruled it was suicide. She was one of four | :02:43. | :02:47.
soldiers to die at Deepcut. Allegations of widespread bullying | :02:48. | :02:52.
image. One of those allegations, she was forced into having sex with a | :02:53. | :02:55.
senior colleague here before she died. Her family's search for | :02:56. | :03:01.
answers has brought them here, to a courthouse in Surrey not far from | :03:02. | :03:07.
Deepcut barracks. Today's new inquest, only possible because their | :03:08. | :03:10.
lawyers argued Surrey Police should be forced to reveal more | :03:11. | :03:15.
information. The coroner said today he would look at his state of mind | :03:16. | :03:22.
on the day she died. The Army's rules and regulations. And | :03:23. | :03:26.
allegations they may be third-party involvement in her death. But he | :03:27. | :03:30.
said he would stop short at looking abroad games of sexual abuse and | :03:31. | :03:35.
bullying at Deepcut barracks 20 years ago. The coroner will consider | :03:36. | :03:39.
whether Cheryl James had nonconsensual sex before she died. | :03:40. | :03:46.
In 2002 the BBC reported allegations she was targeted by senior | :03:47. | :03:49.
colleagues. There was many times she was crying in the toilet, talking to | :03:50. | :03:56.
friends. I was aware that a certain Sergeant took an extreme strong | :03:57. | :04:01.
liking to her and made her life hell. The Army warned about | :04:02. | :04:04.
accepting all the allegations as fact. I simply don't admit that | :04:05. | :04:11.
there is a problem on the scale you are trying to paint it. I fully | :04:12. | :04:15.
accept there are individual circumstances which are being | :04:16. | :04:19.
investigated by the police. A very large and of soldiers and excellent | :04:20. | :04:24.
is are being interviewed. But where people are making allegations, we | :04:25. | :04:29.
have to make them to the police. But there has already been a delay to | :04:30. | :04:33.
proceedings here. Evidence will start to be heard until Thursday. | :04:34. | :04:38.
Surrey Police says it wants to see more detail in the expert reports | :04:39. | :04:41.
that have been specially commissioned. A promise from the | :04:42. | :04:46.
coroner today of a full, Frank and fearless investigation but with a | :04:47. | :04:51.
focus on Cheryl James's state of mind that day. The father says this | :04:52. | :04:55.
inquest is his best chance in 20 years for some kind of closure. I | :04:56. | :05:00.
think the deal will come soon after the inquest when people stop | :05:01. | :05:04.
listening so unless we get justice this time, I think our chances are, | :05:05. | :05:09.
will be a lot less in the future. Two men have been arrested | :05:10. | :05:12.
on suspicion of murder after a woman 51-year-old Andrea Lewis was found | :05:13. | :05:16.
at a house in Fairyland Road A 43-year-old and a 46-year-old | :05:17. | :05:22.

appealing for witnesses. There are fresh concerns within UKIP | :05:44. | :05:47.
about who should be selected to stand as candidates to fight | :05:48. | :05:51.
the Assembly election in May. Some party members are concerned | :05:52. | :05:56.
that former Conservative MPs, including Neil Hamilton, | :05:57. | :05:59.
could be imposed on the party The party's National Executive | :06:00. | :06:02.
Committee met again today Our political editor Nick Servini | :06:03. | :06:07.
is at the National Assembly. Another week, another meeting of | :06:08. | :06:24.
UK's National Executive Committee. No clarity on something which I | :06:25. | :06:30.
think is shaping up to be one of the most hotly awaited decisions in | :06:31. | :06:34.
Assembly politics at the moment, which is, who are you give going to | :06:35. | :06:38.
choose to be their regional candidates? The consensus is, the | :06:39. | :06:42.
party has a great opportunity to have a handful of Assembly Members | :06:43. | :06:48.
here after the elections in May. Their first political breakthrough | :06:49. | :06:53.
at an institution in the UK. Behind-the-scenes, there are real | :06:54. | :06:56.
concerns from senior figures in the party back in particular two high | :06:57. | :07:02.
profile former Conservative MPs are going to be imposed on the party. | :07:03. | :07:07.
Neil Hamilton, a very high-profile former Conservative MP, who was | :07:08. | :07:12.
raised in Carmarthenshire, but the complaint is that he does not have | :07:13. | :07:16.
any strong political associations with Wales, and the same goes for | :07:17. | :07:21.
Mark Reckless. We knew that the number of senior figures in the | :07:22. | :07:24.
party in Wales were concerned about this. Tonight we get a sense of the | :07:25. | :07:29.
potential impact and the worries they have about the network across | :07:30. | :07:33.
Wales. A senior figure tonight told me that this is a debate the party | :07:34. | :07:37.
should have had ten months ago and the worry is that if these figures | :07:38. | :07:43.
do come in, local numbers plummet, local fundraising, local promotion | :07:44. | :07:48.
could be affected, and as a result it has a damaging impact on the | :07:49. | :07:52.
party's chances in the Assembly elections. How damaging is all of | :07:53. | :07:58.
this for Ukip? The timing is difficult and strictly speaking they | :07:59. | :08:01.
don't have two submit names until early April but time is marching on | :08:02. | :08:03.
and we are just about to go into the Welsh party | :08:04. | :08:23.
conference season. One final thought, Ukip pride themselves on | :08:24. | :08:25.
being different. A grassroots party. And here is a classic example of | :08:26. | :08:28.
dealing with the kinds of problems so many of the other parties have | :08:29. | :08:30.
been blighted by in the past. And with around... | :08:31. | :08:32.
And with around three months until Wales goes to the polls | :08:33. | :08:34.
in the Assembly election, BBC Wales is looking at what makes | :08:35. | :08:37.
us different to the other nations in the UK. | :08:38. | :08:39.
It's part of a series called How Wales Works which you can follow | :08:40. | :08:42.
across BBC Wales TV and radio programmes and online. | :08:43. | :08:44.
The owners of a steelworks and power station in Newport are investing | :08:45. | :08:47.
more than ?10 million in the company behind plans for a tidal energy | :08:48. | :08:51.
The Gupta family, who own Uskmouth power station and Liberty Steel aim | :08:52. | :08:56.
to develop a multi-billion global energy business. | :08:57. | :08:57.
Our economics correspondent Sarah Dickins has the story. | :08:58. | :09:06.
The turbine Hall in the power station, generating entries de which | :09:07. | :09:13.
flows into the grid. National Power closed in 20 years ago but it was | :09:14. | :09:18.
taken over and reopened last year. I was a decommissioning team and it | :09:19. | :09:23.
was a pretty drab place to be. Luckily for us, the company has seen | :09:24. | :09:29.
a future here and invested so things are looking for us. It burns Russian | :09:30. | :09:33.
goal but the plans are to change burning biomass and plant waste as | :09:34. | :09:38.
the company believes renewable energy is the way forward. The Gupta | :09:39. | :09:44.
family already has businesses in 30 countries. Its attention now is on | :09:45. | :09:48.
tidal energy projects. It is investigating an eight figure sum in | :09:49. | :09:53.
tidal lagoon power, which will give it a 60% share. Starting in Swansea | :09:54. | :09:59.
Bay, it was to generate publicity by using the tide. But why invest an | :10:00. | :10:04.
eight figure sum when tidal lagoons Swansea is not even going ahead yet? | :10:05. | :10:10.
Because we are supporters of their technology, we are supporters of the | :10:11. | :10:14.
people. We believe this technology will take it forward to the next | :10:15. | :10:18.
stage. How much research have you done looking into their business | :10:19. | :10:23.
plans, their technical logical plans? We are quite up to speed with | :10:24. | :10:27.
the technology of energy creation and we have looked at their plans in | :10:28. | :10:32.
terms of viability, we have looked at the plans in terms of the | :10:33. | :10:36.
environmental impact, we have looked at the plans in terms of the cost | :10:37. | :10:38.
curb and we're comfortable with them all. As plans developed, | :10:39. | :11:02.
more investment is likely to be made. The company say they have | :11:03. | :11:04.
analysed every detail of the plans, technological and business plans as | :11:05. | :11:06.
well, behind tidal lagoon project. They are confident it is the way | :11:07. | :11:09.
ahead and they are excited that one of the lagoons on the drawing board | :11:10. | :11:12.
is alongside this site in Newport. They are also working on a tidal | :11:13. | :11:14.
power project in India. The family hopes to create a multi-million | :11:15. | :11:16.
pound renewable energy business to supply energy intensive industries | :11:17. | :11:17.
like steel with low-cost power. A cash injection for | :11:18. | :11:20.
the Tidal Lagoon Project Any company likes an investment of | :11:21. | :11:29.
many millions and that money is likely to increase if tidal lagoon | :11:30. | :11:34.
power produces more projects. If they do the six they want in the UK, | :11:35. | :11:39.
let alone abroad, we can expect more money from the Gupta family. But it | :11:40. | :11:44.
will also be welcomed by the company because it is a sign of confidence. | :11:45. | :11:49.
We thought, they thought, their whole plans were to be on site in | :11:50. | :11:54.
Swansea by now. This is a project that has had delay after delay and | :11:55. | :11:58.
still there is not an agreement with the UK Government about what will be | :11:59. | :12:02.
the price of the elegance of the. There are reports today that they | :12:03. | :12:13.
are looking at a new kind of agreement on the table and it might | :12:14. | :12:16.
be quite soon that could bring the price of electricity from the | :12:17. | :12:18.
Swansea lagoon down to also the nuclear level. We asked the nuclear | :12:19. | :12:21.
government and it said there was no timescale, they could not tell us | :12:22. | :12:24.
when or if an agreement looked likely. But it does look as if they | :12:25. | :12:28.
are moving closer. A sign of confidence like this is something | :12:29. | :12:33.
the company will want. Interesting times because the two new nuclear | :12:34. | :12:39.
reactors under discussion, for both of those, the companies involved | :12:40. | :12:43.
have been expressing concern about the cost. So very interesting times. | :12:44. | :12:48.
I think there will be an announcement at some point but we | :12:49. | :12:51.
don't know what that is all when it is coming. | :12:52. | :12:53.
Plans to re-write the devolution settlement are so flawed | :12:54. | :12:56.
Assembly Members should reject them altogether. | :12:57. | :12:57.
That's according to a team of academics and former senior civil | :12:58. | :13:00.
servants who say the Draft Wales Bill doesn't give | :13:01. | :13:02.
The draft bill includes giving new powers to the Assembly | :13:03. | :13:08.
over energy, transport and its own elections. | :13:09. | :13:09.
The Welsh Secretary Stephen Crabb has said he'll listen | :13:10. | :13:12.
The legislation, the legislative process needs to be paused, | :13:13. | :13:19.
let's reflect, it will take a few months, a few months is really worth | :13:20. | :13:23.
it to get a stable devolution settlement for Wales, | :13:24. | :13:29.
which I think so many people in Wales want. | :13:30. | :13:33.
Some Labour Party members in Merthyr have responded angrily | :13:34. | :13:39.
to the party's decision to select their next Assembly Member | :13:40. | :13:43.
Current AM Huw Lewis is standing down at the election in May. | :13:44. | :13:51.
Traditionally, there are plenty of votes here for the Labour Party. And | :13:52. | :14:05.
it will be a female candidate who has the job of trying to defend | :14:06. | :14:08.
those votes at the Assembly election. Huw Lewis, the Assembly | :14:09. | :14:16.
Member since 1999, is standing down. When the decision to choose the next | :14:17. | :14:20.
Labour candidate from an all women short list was made, some local | :14:21. | :14:26.
councillors, including the council leader, registered their dismay on | :14:27. | :14:29.
Twitter. The grumbles of discontent have not got as bad as in other | :14:30. | :14:33.
seats where Labour has used all women short lists in the past, but | :14:34. | :14:37.
there are those who are annoyed that these decisions are taken by the | :14:38. | :14:42.
Welsh Labour executive, not local party members. And there are some | :14:43. | :14:46.
men who would have liked to have stood but now won't get the chance. | :14:47. | :14:51.
They include this councillor, who calls himself a disgruntled former | :14:52. | :14:56.
potential candidate. I don't think it is the way to bring about | :14:57. | :15:01.
equality. In order to bring equality, I don't think you should | :15:02. | :15:05.
then have an injustice. The idea behind it is admirable, that we | :15:06. | :15:09.
should have more women involved in public life, I absolutely agree with | :15:10. | :15:13.
that, but we should do it the right way. We should not patronise women | :15:14. | :15:18.
by saying you can only achieve something in life if others are | :15:19. | :15:23.
hampered. In the town, opinion was mixed. It doesn't have to be a | :15:24. | :15:28.
female, as long as someone is doing the job. I think it is about time | :15:29. | :15:32.
women had an opportunity, expressing their opinions and putting forward | :15:33. | :15:37.
their views. I think it is a difficult challenge because what you | :15:38. | :15:40.
want is the best people to do the job, whatever their sex or gender. | :15:41. | :15:47.
To have all women, it is almost sexually biased. Welsh Labour said | :15:48. | :15:51.
it was proud of its record on diversity and it has more women | :15:52. | :15:56.
politicians than any other party. The local Labour Party is due to | :15:57. | :16:01.
meet later this week. While some may want to use that as an opportunity | :16:02. | :16:06.
to vent their anger, others in the party say Labour cannot cave in to a | :16:07. | :16:10.
backlash if it is serious about gender equality. | :16:11. | :16:12.
Much more to come before seven o'clock. | :16:13. | :16:15.
Tom Lawrence joins Cardiff until the end of the season - | :16:16. | :16:18.
will the move help his chances of going with Wales to Euro 2016? | :16:19. | :16:23.
And Storm Henry has arrived, bringing more turbulent | :16:24. | :16:26.
Credit cards, contactless debit card payment, online banking. | :16:27. | :16:38.
There's no denying there's been an explosion in financial | :16:39. | :16:41.
But we still depend on old fashioned cash and now there's a call | :16:42. | :16:46.
for Welsh banknotes, just like in Scotland | :16:47. | :16:49.
and Northern Ireland, so what would they look like? | :16:50. | :16:52.
Should a Welsh banknote show off the majestic Snowdon? | :16:53. | :17:04.
Or the only Welsh politician to be Prime Minister, | :17:05. | :17:06.
What about that iconic rugby stadium? | :17:07. | :17:10.
Can't miss out a castle - Harlech perhaps? | :17:11. | :17:14.
Wales's own Florence Nightingale - Betsi Cadwaladr? | :17:15. | :17:22.
Scotland and Northern Ireland both have them. | :17:23. | :17:24.
Now Plaid Cymru would like to see a change in the law to allow | :17:25. | :17:28.
specific Welsh banknotes to be issued. | :17:29. | :17:33.
If symbols weren't important, why would we have a national flag? Why | :17:34. | :17:40.
would we have a national anthem? Why would we have BBC Wales? These | :17:41. | :17:44.
things are vitally important as we develop as a nation. It would be an | :17:45. | :17:50.
indication that Wales is getting an increasingly fiscal role for itself. | :17:51. | :17:53.
We have had our own banknotes before. | :17:54. | :17:56.
Here in the Carmarthenshire drovers town of Llandovery, | :17:57. | :17:59.
the first independent Welsh bank was set up in 1799. | :18:00. | :18:02.
Back then banks could issue their own notes, | :18:03. | :18:05.
but as smaller operators were taken over, the system became centralised | :18:06. | :18:09.
and by 1908 all of the Welsh notes were withdrawn. | :18:10. | :18:16.
An old ?5 note from Lampeter Bank sold at auction a few | :18:17. | :18:21.
The future of banking may be on your phone but for small | :18:22. | :18:28.
businesses, cash will always be a firm favourite. | :18:29. | :18:31.
Being a rural area, I reckon a sheep. Definitely Russell Brand. He | :18:32. | :18:48.
is inspiring. He is not Welsh. It does not matter. Any sheep? What | :18:49. | :18:56.
type of sheep would you say? Shane Williams. She married Michael | :18:57. | :19:01.
Douglas. Catherine Seda Jones. Even if the law was changed | :19:02. | :19:07.
to allow it, that may not be Deciding who or what makes it | :19:08. | :19:10.
on to those top notes, After years of disagreement, | :19:11. | :19:13.
a deal's been done between Cardiff City's current | :19:14. | :19:21.
and former owners over debts The club's settled a dispute | :19:22. | :19:24.
with the company, Langston, on the day it was due to be heard | :19:25. | :19:29.
in the Royal Courts of Justice. Here's our business | :19:30. | :19:33.
correspondent Brian Meechan. Vincent Tan has owned Cardiff City | :19:34. | :19:46.
for six turbulent and often controversial years. The debt | :19:47. | :19:49.
questions have been around throughout that time so how did | :19:50. | :19:53.
Vincent Tan end up going head-to-head with the former owner | :19:54. | :19:58.
and current life President Sam Hamam? Cardiff City and Langston | :19:59. | :20:02.
reached a deal in 2013 to pay off the debt but that unravelled. It | :20:03. | :20:07.
headed for the Courts after Cardiff insisted on knowing who was behind | :20:08. | :20:13.
Langston before it paid the company almost ?6 million. The club believes | :20:14. | :20:17.
Sam Hamam was behind the offshore company but then there were claims | :20:18. | :20:20.
he wasn't. Cardiff City football club | :20:21. | :20:37.
and Langston entered into a deal a few years ago but then the question | :20:38. | :20:39.
of who was behind Langston was thrown into dispute and the club had | :20:40. | :20:42.
always maintained that that is what it wants to know. In the court | :20:43. | :20:44.
proceedings, it was admitted that Sam Hamam was behind Langston so he | :20:45. | :20:48.
was persuaded to negotiate with them. It is believed the agreement | :20:49. | :20:53.
means a payment of ?5 million will be made to Langston in 30 days, | :20:54. | :20:59.
followed by another ?2 million on Cardiff reaching the Premiership | :21:00. | :21:02.
again. Fans will hope this brings an end to this saga so they can focus | :21:03. | :21:08.
more on football results rather than financial results. I have been a fan | :21:09. | :21:14.
since the age of four. I am used to rubbish on the pitch but in recent | :21:15. | :21:17.
years we have had far more rubbish off it and it is distracting. It | :21:18. | :21:23.
must be distracting for the management, the football management | :21:24. | :21:26.
and the general management, and it has divided the fans. It is long | :21:27. | :21:29.
overdue that we started concentrating on what is going on on | :21:30. | :21:37.
the pitch. It seems to be settled, for the moment. The question is, | :21:38. | :21:41.
will they continue to work together or have relations now soured between | :21:42. | :21:42.
them? Cardiff City have signed the Wales | :21:43. | :21:44.
striker Tom Lawrence on loan until the end of the season | :21:45. | :21:47.
from Premier League leaders The 22-year-old recently finished | :21:48. | :21:49.
a loan spell with Championship side Last week I went there to talk | :21:50. | :21:53.
to him about his chances of making I also caught up with another hoping | :21:54. | :21:58.
to be in France this summer. Meet Adam Henley, a regular | :21:59. | :22:04.
for Blackburn Rovers, aiming to secure a place | :22:05. | :22:10.
in the squad for the European I just want to win but with | :22:11. | :22:13.
the Euros being just around the corner, it gives you that extra | :22:14. | :22:30.
little bit of edge to really push on and really put in | :22:31. | :22:35.
some good performances. Strong performances for Rovers meant | :22:36. | :22:40.
a first senior call-up A debut as a substitute in | :22:41. | :22:45.
a friendly against the Netherlands. Born in Knoxville, Tennessee, | :22:46. | :22:52.
he could have played for America or England, he moved | :22:53. | :22:55.
there when he was two, but he also qualifies | :22:56. | :22:58.
for Wales through his mother, They are all massive Wales fans | :22:59. | :23:01.
and it has been an honour for me to get the chance when I am so young | :23:02. | :23:07.
to join the Welsh setup and having It gives you a sense of pride | :23:08. | :23:12.
and it is great for me to reach this Chris Coleman admits some | :23:13. | :23:20.
of his younger players need to make Something not lost on striker | :23:21. | :23:26.
Tom Lawrence when I caught up It is all about playing games | :23:27. | :23:30.
wherever I am and putting performances together to help | :23:31. | :23:38.
the team, which put me in good stead A graduate of Manchester United's | :23:39. | :23:41.
youth system, Tom wanted guaranteed game time that he was not | :23:42. | :23:46.
getting at Blackburn. Today's move to Cardiff, | :23:47. | :23:50.
it is hoped, will mean more first-team football ahead of Wales' | :23:51. | :23:54.
Euro 2016 campaign this summer. I have watched the Euros in the past | :23:55. | :23:59.
and I know how big it is. If I can keep performing well, | :24:00. | :24:03.
hopefully I can put And he will hopefully have more | :24:04. | :24:06.
opportunities at Cardiff to show what he can do and cement his place | :24:07. | :24:14.
in the squad over the coming months and prove there is more to Wales' | :24:15. | :24:17.
goal-scoring threat The transfer window will close | :24:18. | :24:20.
in just over four hours. Cardiff, who are only allowed | :24:21. | :24:26.
to sign players on loan due to a transfer embargo, | :24:27. | :24:29.
have also signed Danish striker Kenneth Zohore from | :24:30. | :24:32.
Belgian club Kortrijk. Elsewhere, Swansea City offered | :24:33. | :24:35.
to sign Wales defender James Chester on loan but West Brom | :24:36. | :24:39.
rejected the bid. Swansea are also thought to be | :24:40. | :24:42.
interested in Swindon Town and Iraq The Swans' Portuguese international | :24:43. | :24:46.
striker Eder has joined He failed to score in 13 | :24:47. | :24:51.
Premier League games Rugby, and throughout | :24:52. | :24:56.
the rest of this week, we'll be looking forward | :24:57. | :25:01.
to the Six Nations Championship, Tickets for all three of Wales' home | :25:02. | :25:03.

Grand Slam-winning season in 2008. Wales' first game is away from home | :25:15. | :25:18.
against Ireland on Sunday. Let's get a Grand Slam-winning | :25:19. | :25:23.
