Welcome to Wales Today - our top stories: Experiencing

:00:15.:00:16.

a mental health crisis - Louisa Tanner ended up

:00:17.:00:18.

Tonight, calls to improve care for mental health patients.

:00:19.:00:21.

And leaking windows and cold classrooms -

:00:22.:00:23.

the teaching union which wants to double the amount spent

:00:24.:00:25.

Should someone facing a mental health crisis ever end up in A

:00:26.:00:38.

That's the reality for too many patients, according to mental health

:00:39.:00:43.

experts who've spoken to Wales Today.

:00:44.:00:46.

They've described support here as patchy and are calling

:00:47.:00:51.

for more appropriate places of safety -

:00:52.:00:53.

As part of the BBC's In the Mind season, Carys Notley

:00:54.:01:01.

Rowan has lived with chronic depression and anxiety

:01:02.:01:04.

At just 13, she started self-harming.

:01:05.:01:11.

Two years ago, Rowan had a severe breakdown,

:01:12.:01:13.

But she says the poor care she received in A

:01:14.:01:18.

would deter her from seeking help there again.

:01:19.:01:21.

I felt like I was being a bit of a burden because I had done it

:01:22.:01:25.

to myself, so I was just asking somebody else to clean up my mess

:01:26.:01:28.

rather than being a patient who deserved care.

:01:29.:01:36.

There was no mental-health nurse, nobody came to talk to me,

:01:37.:01:39.

it was just stapled up and on your way.

:01:40.:01:43.

A departments are not always equipped to deal

:01:44.:01:45.

They often don't have specialists working there who can advise

:01:46.:01:55.

and identify onward routes of referral for individuals.

:01:56.:01:57.

So people may end up in A departments but they may not be best

:01:58.:02:00.

Whilst Rowan says she would have benefited from further care,

:02:01.:02:02.

many others experiencing a crisis are detained for their own safety

:02:03.:02:05.

Last year, 1,181 people in Wales were admitted to a health-based

:02:06.:02:08.

place of safety but when there are no hospital beds available,

:02:09.:02:13.

often the only safe place for people to go is a police cell,

:02:14.:02:18.

which is where 541 people in distress were held.

:02:19.:02:23.

She has borderline personality disorder, which affects her moods

:02:24.:02:27.

In 2014, aged 21, she started experiencing unbearable suicidal

:02:28.:02:33.

thoughts and ended up spending the night in a cell.

:02:34.:02:40.

It is a very frightening experience because you can hear other people

:02:41.:02:43.

who have been locked up for committing crimes

:02:44.:02:44.

and they are being vocal, banging on the cells,

:02:45.:02:47.

and you are already in a distressed state and it just makes you feel

:02:48.:02:51.

There are calls for more suitable places of safety where people can go

:02:52.:02:55.

to recover, places like Coed Arian crisis house,

:02:56.:02:58.

in partnership with Cardiff and Vale health board.

:02:59.:03:04.

This crisis house in Cardiff is currently the only one in Wales

:03:05.:03:06.

with private bedrooms, homely living areas

:03:07.:03:11.

and support workers on-site 24 hours a day.

:03:12.:03:14.

It's a place of safety and sanctuary where people can come to recover

:03:15.:03:17.

from their crisis whilst maintaining their independence.

:03:18.:03:21.

Gofal wants to see the creation of more services like this

:03:22.:03:23.

93% of people who stay here return home after a seven-day stay,

:03:24.:03:29.

you can expect to stay for a minimum of a 28-day section.

:03:30.:03:34.

So this is an environment that for some people supports

:03:35.:03:37.

a much better and a much quicker process of recovery.

:03:38.:03:41.

But some experts say more research is still needed on their benefits.

:03:42.:03:45.

The Welsh Government says spending on mental-health services in Wales

:03:46.:03:48.

is rising and points to an agreement signed in December between

:03:49.:03:52.

police forces, charities, the NHS, councils and other agencies.

:03:53.:03:56.

The idea is to bring these bodies together to improve crisis care.

:03:57.:04:00.

For Rowan, who could experience a crisis at any moment,

:04:01.:04:04.

an alternative couldn't come soon enough.

:04:05.:04:07.

The Welsh Government needs to double the amount it's spending

:04:08.:04:10.

That's according to a teachers' union here amid claims that many

:04:11.:04:15.

school buildings aren't "up to scratch".

:04:16.:04:17.

One Newport headteacher has told BBC Wales that some buildings

:04:18.:04:21.

The Government has described its record on new school

:04:22.:04:25.

And despite being judged as Good by Estyn, it's feeling its age,

:04:26.:04:42.

leaking roofs and windows and abandoned classrooms.

:04:43.:04:48.

The headteacher, who has improved GCSE pass rates by 60%,

:04:49.:04:52.

says some of its buildings are deplorable

:04:53.:04:55.

and blames Newport Council and the Welsh government

:04:56.:04:57.

for not doing enough to improve buildings like his.

:04:58.:05:01.

There is a whole generation of school stock that has leaking roofs,

:05:02.:05:05.

have classrooms which are too small and too cramped.

:05:06.:05:13.

But this evening, it emerged these plans to improve the school

:05:14.:05:16.

They were rejected by councillors over fears the site may flood,

:05:17.:05:22.

but tonight, Newport Council says it is

:05:23.:05:24.

resubmitting the proposals to build a new Welsh medium school

:05:25.:05:28.

on the site and refurbish Duffryn high.

:05:29.:05:31.

The Welsh Government says it is investing nearly ?2 billion

:05:32.:05:34.

in schools and colleges through its 21st Century Schools programme.

:05:35.:05:39.

It says it is the most ambitious school building

:05:40.:05:41.

and improvement programme since the 1960s.

:05:42.:05:45.

But the Association of Teachers and Lecturers in Wales disagree

:05:46.:05:48.

and want the Welsh Government to increase the amount

:05:49.:05:51.

They agree with the National Union of Teachers here

:05:52.:05:55.

that many school buildings aren't up to scratch.

:05:56.:05:59.

Definitely double the amount we are seeing going in there.

:06:00.:06:01.

We have got to get school building stock right,

:06:02.:06:04.

we need to give our youngsters the best start in life

:06:05.:06:07.

and so that money would be well spent.

:06:08.:06:09.

So this evening, a glimmer of hope for pupils here at Duffryn High

:06:10.:06:12.

and for those hoping to attend Newport's first

:06:13.:06:16.

But unions are concerned that other children across Wales

:06:17.:06:21.

Parents in Denbighshire have said they will appeal

:06:22.:06:27.

the council's decision to push ahead with controversial plans

:06:28.:06:31.

to close Ysgol Llanbedr Primary School near Ruthin.

:06:32.:06:34.

but the council says the closure in August

:06:35.:06:39.

comes as part of its review into school provision.

:06:40.:06:43.

Flintshire Council has agreed to make what it describes

:06:44.:06:46.

as "unprecedented" savings of ?21 million.

:06:47.:06:50.

It says it's protecting core services - but they will be at risk

:06:51.:06:53.

In Gwynedd, councillors have decided to delay making a decision

:06:54.:06:59.

on closing the David Lloyd George Museum

:07:00.:07:02.

The number of adults taking part in sport three times a week or more

:07:03.:07:09.

has increased, according to Sport Wales.

:07:10.:07:11.

However, the research also showed that a million adults

:07:12.:07:14.

Women, disabled people and those from deprived areas

:07:15.:07:19.

are also less likely to play sport regularly.

:07:20.:07:24.

Welsh singer-songwriter Amy Wadge is celebrating after winning

:07:25.:07:26.

She picked up a Grammy Award in LA last night for co-writing

:07:27.:07:32.

Ed Sheeran's hit single Thinking Out Loud.

:07:33.:07:37.

You know, we are really thrilled for her.

:07:38.:07:47.

And I think it's testament to the partnership

:07:48.:07:50.

between Ed and Amy that he shared the stage with her,

:07:51.:07:54.

shared the limelight and gave her the full credit for co-writing

:07:55.:07:57.

All change on the weather front. Yes, cold and frosty last night but

:07:58.:08:14.

a different story tonight and tomorrow, we will all see some rain,

:08:15.:08:19.

sleet and snow in places. Most places dry at the moment but it

:08:20.:08:22.

won't last. By the end of the night, much of the country will have rain,

:08:23.:08:26.

fresh to strong winds were temperatures staying above freezing,

:08:27.:08:33.

so tomorrow morning, no frost, no sunshine, but cold and wet, some

:08:34.:08:36.

heavy rain, pool travelling conditions and also some sleet and

:08:37.:08:42.

snow on the hills and mountains -- poor travelling conditions. The

:08:43.:08:45.

south-east of England dry and bright, further north and west, a

:08:46.:08:49.

band of rain, some of that heavy, with sleet and snow on higher

:08:50.:08:51.

ground, some sniper the Pennines and Peak District. Some sunshine in

:08:52.:08:57.

Northern Ireland and gradually brightening up across Scotland with

:08:58.:09:00.

one or two showers. Close to home, more rain and sleet in places, snow

:09:01.:09:06.

in upland areas. That will gradually ease later on with dry weather

:09:07.:09:09.

following from the West. Cold tomorrow with the wind easing.

:09:10.:09:12.

Tomorrow evening, rain and sleet with a little snow in the margins

:09:13.:09:18.

were gradually clear. Most places are dry overnight with frost and icy

:09:19.:09:23.

patches. Thursday, a much better day, dry and brighter, some

:09:24.:09:28.

sunshine, just one or two showers. Friday, all change again, with these

:09:29.:09:31.

fronts moving in from the Atlantic. They will bring milder, moist air,

:09:32.:09:35.

some rain turning up on Friday, the wind is picking up as well and that

:09:36.:09:41.

sets the scene for the weekend, milder temperatures, double figures

:09:42.:09:47.

on Saturday, but more rain and drizzle on the way. So not a great

:09:48.:09:50.

day tomorrow, but much nicer with some sunshine on Thursday. We will

:09:51.:09:55.

be back in breakfast with the latest news and sport from six o'clock

:09:56.:09:58.

tomorrow morning. Thank you for watching, from all of us on the

:09:59.:09:59.

programme, good night.
