The Welsh Government takes legal action - | :00:00. | :00:12.
after a damning report into the biggest sale of public land | :00:13. | :00:15.
And Assia Newton was stalked before she was killed - now police | :00:16. | :00:21.
are to be trained to spot the dangers. | :00:22. | :00:39.
The Welsh Government has confirmed tonight it's taking legal action | :00:40. | :00:43.
against its former property advisors - after a damning report | :00:44. | :00:46.
into the BIGGEST sale of public land in Wales in recent years. | :00:47. | :00:51.
It says it's also referred Lambert Smith Hampton | :00:52. | :00:53.
to its Professional Body - over its conduct in the case. | :00:54. | :00:56.
The latest development follows a report by Assembly Members | :00:57. | :00:58.
in January which said the taxpayers had lost tens of millions of pounds. | :00:59. | :01:01.
Our Political Editor Nick Servini has the latest. | :01:02. | :01:10.
Exactly four years after the sale of 15 publicly-owned sites | :01:11. | :01:12.
In January a report by the Public Accounts Committee | :01:13. | :01:20.
described the sale for ?21 million as cavalier and scandalous. | :01:21. | :01:24.
The sites were sold without an open tender by the regeneration | :01:25. | :01:27.
investment fund for Wales, a body owned by the Welsh | :01:28. | :01:31.
government to a company based in currency called South Wales Land | :01:32. | :01:33.
Developments, owned by one of the richest men in Wales, | :01:34. | :01:36.
These included a site in the Vale of Glamorgan which was bought | :01:37. | :01:43.
from the taxpayer for less than ?3 million. | :01:44. | :01:46.
It has since been sold on for housing by South Wales Land | :01:47. | :01:49.
Another was bought for ?100,000 for 1.9 million. | :01:50. | :01:57.
And the so-called jewel in the crown in Lisvane on the edge | :01:58. | :02:04.
of Cardiff was bought off the taxpayer for ?1.8 million. | :02:05. | :02:07.
The report says it now has a potential open market | :02:08. | :02:09.
A third of that will be paid back to the public purse | :02:10. | :02:14.
in what is called a claw-back arrangement. | :02:15. | :02:17.
The findings prompted the First Minister to | :02:18. | :02:20.
publicly apologise to assembly members. | :02:21. | :02:25.
The way that it was managed fell well below the standards we expect | :02:26. | :02:28.
as a government and for that we are sorry. | :02:29. | :02:34.
This has been a long-running saga which included an investigation | :02:35. | :02:36.
by the Serious Fraud Office but came to | :02:37. | :02:38.
nothing, internal enquiries and do report by the public spending | :02:39. | :02:40.
watchdog, the Wales Audit Office, which identified a conflict | :02:41. | :02:43.
of interest as one Lambert Smith Hampton employee had represented | :02:44. | :02:49.
both the seller and the buyer at the same time. | :02:50. | :02:53.
The Public Accounts Committee had recommended | :02:54. | :02:57.
the Welsh government carefully consider action against Lambert | :02:58. | :02:59.
Smith Hampton and a referral to its professional body the Royal | :03:00. | :03:04.
Both recommendations have been taken up by ministers. | :03:05. | :03:11.
And so we have another major development in | :03:12. | :03:13.
For years, those who sold this land insisted it was a good deal and then | :03:14. | :03:19.
we had a series of damning reports and a public | :03:20. | :03:22.
Now the prospect of those involved slugging | :03:23. | :03:24.
As the government tries to reclaim lost | :03:25. | :03:29.
There has been no comment from Lambert Smith | :03:30. | :03:36.
Hampton in response to today's developments. | :03:37. | :03:40.
A man from Caernarfon has been found guilty of attempted murder | :03:41. | :03:43.
after attacking his wife as she walked their children to school. | :03:44. | :03:45.
Mold Crown Court heard Sylvan Parry, who's 46, punched his wife | :03:46. | :03:50.
Fiona Parry to the ground and repeatedly kicked her. | :03:51. | :03:52.
The planned M4 relief road could cost over a billion pounds. | :03:53. | :04:01.
That's despite the First Minister, Carwyn Jones, saying last year | :04:02. | :04:03.
that the cost would be much lower than that. | :04:04. | :04:06.
New figures show the preferred route, South of Newport, | :04:07. | :04:10.
would cost ?857 million to build - but factors such as buying land | :04:11. | :04:13.
A new report has recommended that the body which distributes | :04:14. | :04:24.
public money to Universities should be SCRAPPED - | :04:25. | :04:29.
and replaced with a new organisation. | :04:30. | :04:31.
A Welsh Government-commissioned review says a new 'Tertiary | :04:32. | :04:33.
Education Authority' should REPLACE the Higher Education Funding Council | :04:34. | :04:35.
The Education Minister says a decision will be made | :04:36. | :04:38.
A national campaign has been launched to highlight the danger | :04:39. | :04:48.
posed by people who stalk their EX-partners. | :04:49. | :04:50.
The charity behind it - says the vast majority of women | :04:51. | :04:53.
murdered by ex-partners will have been stalked beforehand. | :04:54. | :04:56.
nearly 250 people reported suspected stalkers to police here. | :04:57. | :05:04.
Jordan Davies has been to speak to a victim's sister. | :05:05. | :05:11.
this is a sister, as you can seek to here was shaved off. She told us she | :05:12. | :05:22.
had done it for a charity but we found in court that he had done it. | :05:23. | :05:24.
Assia Newton was attacked regularly - by her husband | :05:25. | :05:26.
After decades of abuse - she separated from Kelvin Newton. | :05:27. | :05:30.
But he continued to turn up at her home unannounced. | :05:31. | :05:32.
A few days before she was due to go on holiday. | :05:33. | :05:35.
He turned up and strangled her with a dog lead. | :05:36. | :05:38.
Now - her sister - Nadia Salaman believes Assia | :05:39. | :05:43.
might still be alive - if Kelvin Newton's behaviour | :05:44. | :05:45.
I would have thought stalking was a stranger outside your house, he was | :05:46. | :06:03.
letting himself in the house, but he was unwarranted, she did not want | :06:04. | :06:12.
him there, he was stalking. Perhaps if he had been arrested, it would | :06:13. | :06:17.
have given my sister some breathing space, who knows what would have | :06:18. | :06:19.
happened. New stalking laws were | :06:20. | :06:20.
introduced in 2012 - campaign want more people to use | :06:21. | :06:25.
them before it's too late. The charity says that over a recent | :06:26. | :06:30.
two and a half year period - nearly 250 people reported suspected | :06:31. | :06:33.
stalkers to Welsh police - The charity says many victims | :06:34. | :06:36.
won't contact police until there have been | :06:37. | :06:39.
over 100 incidents. A lot of the research has been | :06:40. | :06:48.
published around stalking... Jane Monckton-Smith has written | :06:49. | :06:53.
several books on The issue. And says the relationship | :06:54. | :06:55.
between stalking and violence And that dangerous behaviour - | :06:56. | :06:57.
can often be missed. The most dangerous form of stalking | :06:58. | :07:06.
is that perpetrated by an ex-partner. Much more dangerous than | :07:07. | :07:14.
stranger stalking. The research has come out of America showing that up | :07:15. | :07:18.
to 90% of cases had stalking prior to the homicide. | :07:19. | :07:19.
Nadia - who lives near Porthcawl - now realises there were warning | :07:20. | :07:22.
She now wants people to report stalking sooner in the hope it'll | :07:23. | :07:31.
Anglesey and Pembrokeshire County Councils have decided to charge | :07:32. | :07:35.
owners of Second Homes - and long-term empty properties - | :07:36. | :07:38.
Anglesey voted for a 25 percent extra charge, | :07:39. | :07:44.
Meanwhile, Flintshire and Powys councils have already voted | :07:45. | :07:51.
But critics say the hike could hit the tourism industry. | :07:52. | :07:56.
We've got a huge issue with the service provisions we have | :07:57. | :08:03.
to give to second homes and they contribute so little | :08:04. | :08:05.
to funding those services but the priority must be to provide | :08:06. | :08:08.
homes for our young people in particular in the county. | :08:09. | :08:10.
First to rugby - and England's Manu Tuilagi | :08:11. | :08:13.
is on the bench for the first time in nearly 2 years as Wales take | :08:14. | :08:17.
on England in Twickenham this Saturday. | :08:18. | :08:18.
Meanwhile, Wales forwards coach, Robin McBryde, says England has more | :08:19. | :08:21.
of an edge - compared to when Wales beat them in last year's World Cup. | :08:22. | :08:27.
They have got the bit between their teeth and created | :08:28. | :08:29.
quite a bit of momentum in the first Six Nations. | :08:30. | :08:32.
So they are sitting pretty and are not too far away | :08:33. | :08:34.
from where they want to be I don't think. | :08:35. | :08:43.
Football - Swansea City coach Francesco Guidolin | :08:44. | :08:45.
insists his future remains at the club - | :08:46. | :08:50.
despite an illness which means he'll miss a third game | :08:51. | :08:52.
The 60 year old Italian has spent 5 nights in a London hospital | :08:53. | :08:56.
And boxer Lee Selby returns to London to defend his IBF | :08:57. | :09:00.
World Featherweight title next month. | :09:01. | :09:02.
He'll be taking on the American, Eric Hunter, at the O2 Arena. | :09:03. | :09:05.
29 year old Selby from Barry, first captured the World Title last | :09:06. | :09:08.
People living in a village in Ceredigion say it's been split | :09:09. | :09:16.
in half, after a historic bridge partially collapsed. | :09:17. | :09:19.
The bridge in Llanfair Clydogau near Lampeter connects the village, | :09:20. | :09:23.
but it was closed after part of it gave way at the weekend. | :09:24. | :09:26.
It's stood in this village for over a century and half. | :09:27. | :09:35.
But at the weekend the bridge in Llanfair Clydogau partially | :09:36. | :09:37.
Now too unsafe to use it's closed and split the village in two. | :09:38. | :09:45.
With half the village unable to get to the local shop unless the take | :09:46. | :09:48.
a long detour it's quieter than normal. | :09:49. | :09:54.
It has caused havoc in the village because their village that like the | :09:55. | :10:00.
shoppers on one side and people live on the other side. It is three miles | :10:01. | :10:05.
that way so it is seven miles round trip just to come to the shop. | :10:06. | :10:07.
So with shop and post office on one side and the bus stop and village | :10:08. | :10:14.
hall on the other I took the detour to see how long it'd take. | :10:15. | :10:20.
It has taken me just over 25 minutes. I had to go into the | :10:21. | :10:30.
village and in and out of two counties, no back into Ceredigion | :10:31. | :10:36.
council is to it has taken me just under 25 minutes which would | :10:37. | :10:37.
normally take two minutes. makes the drive to the shop daily | :10:38. | :10:39.
to pick up his morning paper There was a plan in 2014 for a plan | :10:40. | :10:54.
to fix the bridge. They did some blood and early work and then went | :10:55. | :10:58.
to eat claiming there wasn't any money and there we have the bridge | :10:59. | :10:59.
collapsed. -- went away. Engineers have carried out | :11:00. | :11:04.
an inspection and the bridge But it's a listed structure | :11:05. | :11:08.
so they are liaising with CADW and at the moment cannot say | :11:09. | :11:12.
when it will reopen. So with the village split in two it | :11:13. | :11:14.
looks like a frustrating wait Let's get the weather forecast | :11:15. | :11:17.
next - here's Derek. Thank you. We enjoyed a taste of | :11:18. | :11:30.

of the warmest places in the UK. There is plenty more dry weather to | :11:38. | :11:42.
come over the next few days, thanks to high pressure. A dry story | :11:43. | :11:48.
tonight, a few clouds and clear sky, turning cold with the widespread | :11:49. | :11:54.
frost. Temperature could fall as low as minus three or minus four | :11:55. | :11:58.
degrees. A cold and chilly start tomorrow morning, dry with plenty of | :11:59. | :12:04.
sunshine. Close it in Monmouth and Newport, also cloud over Fishguard. | :12:05. | :12:10.
Across the rest of the UK, a chilly start in England with four patches | :12:11. | :12:15.

different story for Northern Ireland and West Scotland, Renee in Belfast | :12:20. | :12:25.
and Glasgow. Breezy as well with a high of eight Celsius in Newcastle. | :12:26. | :12:31.
More cloud tomorrow in the afternoon but many places dry, still bright in | :12:32. | :12:36.
places. Giving players and in the sunshine, at 211 Celsius on the | :12:37. | :12:40.
north coast. Tomorrow night, drive for many of us. Perhaps a few spots | :12:41. | :12:48.
of rain to the north-west. Not as cold as tonight. Temperatures | :12:49. | :12:51.
remaining above freezing. Plenty of cloud on Saturday, perhaps a few | :12:52. | :12:56.
spots of rain in the north-west. It should brighten up in the south with | :12:57. | :13:02.
sunshine. It looks drive for rugby in Twickenham on Saturday afternoon. | :13:03. | :13:07.
Hardly a breath of wind. High pressure for Sunday. That means more | :13:08. | :13:13.
dry weather and that goes for next week. We had an thread I spelt | :13:14. | :13:19.
change. Some sunshine, a chilly easterly breeze and cold enough | :13:20. | :13:22.
overnight frost. There's plenty more on all our | :13:23. | :13:23.
stories on our website. But for now that's Wales Today - | :13:24. | :13:27.
thanks for watching - from all of us on the programme, | :13:28. | :13:30.
nos da, goodnight. | :13:31. | :13:32. |
