Tonight the city plays host to the final televised leaders'

debate ahead of next week's election.

Six party leaders will take to the stage to make

In what may be an election with a low turnout, tonight's

performances may be crucial to electoral success.

And here's why debates like this can be so important.

Last time around, in this constituency, Cardiff Central,

:01:36.:01:38.

the result was so close, Labour beat the Liberal Democrats

:01:39.:01:42.

And the constituency that lies to the north of the city regularly

:01:43.:01:50.

changes hands between the Conservatives and Labour.

:01:51.:01:53.

Among the lowest in Wales at just shy of 37%.

:01:54.:01:59.

So now you know the figures you'll understand why the leaders

:02:00.:02:03.

may be feeling the heat backstage as they rehearse

:02:04.:02:07.

Here's our political editor Nick Servini.

It is all about performance tonight as the six main party leaders

lock horns for the last time in the centre of Cardiff.

But with fears of a low turnout, as the Assembly election has been

overshadowed by the EU referendum and the steel crisis,

I am not interested in the Assembly really.

I won't to decide until the very last moment just in case.

Taking part in tonight's vote will be Carwyn Jones for Labour,

for Plaid Cymru, Kirsty Williams for the Liberal Democrats,

and Alice Hooker-Stroud for the Greens.

Inevitably it will be Carwyn Jones who is under most scrutiny

because Labour have been the party in government

:03:19.:03:21.

but the opposition parties have to strike a balance.

They want to get their blows in on Labour but, at the same time,

:03:26.:03:29.

in a positive way, set out what they would do

:03:30.:03:33.

Last week's ITV Wales debate came to life on the subject

:03:34.:03:39.

The expectation is that health will play a more

:03:40.:03:44.

I don't think anybody screwed up last week

:03:45.:03:49.

but I don't think anybody cut through either.

:03:50.:03:51.

I think some of the polling demonstrated that the electorate

:03:52.:03:54.

was warming to them in similar sorts of ways.

:03:55.:03:57.

We had a really interesting opinion poll figures earlier this week

:03:58.:04:01.

showing Leanne Wood connecting with the audience.

:04:02.:04:05.

Plaid Cymru are feeling pretty buoyed up.

:04:06.:04:09.

I can imagine them trying to do something to trigger a final sprint

:04:10.:04:13.

towards actually substantially increasing their seats next week.

:04:14.:04:18.

And one bit of advice from a former adviser to Welsh Labour who says

:04:19.:04:22.

above all, the leaders need to avoid getting bogged down in detail.

:04:23.:04:28.

We are not that sure how many undecided there are out there

:04:29.:04:32.

because people, the opinion polls are quite

:04:33.:04:34.

It could make a difference in some marginal seats

:04:35.:04:40.

but only if they really make a strong case.

:04:41.:04:42.

If all of the leaders focus on minor elements of manifestos of different

:04:43.:04:46.

parties and they start rowing with each other about

:04:47.:04:49.

percentages here and there, people will turn off.

:04:50.:04:53.

There are not many set piece events that give politicians

:04:54.:04:57.

the opportunity to reach out to those who would otherwise

:04:58.:04:59.

This is one of them and one they will all want to maximise.

Well, the technical rehearsals are underway,

Nick, this really is a significant evening

That's right. This is where all the action will be denied. In an

election campaign, hundreds of people are involved

behind-the-scenes but over the next few hours, it really does come down

to the six key individuals and point is, at this stage in the campaign,

if there is a strong performance by a particular leader, it could really

generate a sense of momentum as we head into the final week. In terms

of the content tonight, I have spoken to the debate produces, and

they say they have had loads of questions on the of the NHS. The

likelihood is that that will be the first subject and topic that is

infrastructure and plans for an M4 relief road. And also education, may

be the surprise package in previous debates, in terms of the Passion it

has aroused. All to play for in what will be the last set piece events of

Nigel Farage says he hasn't spoken to Neil Hamilton

during the Assembly Speaking in Caerphilly earlier,

Mr Farage insisted he supported all the party's candidates and hoped

Mr Hamilton would do a very good job Senior party sources have said

Nigel Farage and the Ukip Wales leader Nathan Gill were unhappy

Mr Hamilton was selected. I have supported all

to secure the future not only for Port Talbot but also

for Scunthorpe and steel-making in Britain, we are coping

with a massive oversupply, a collapse in prices from China,

so we must do all we can. There is no guarantee of success,

:08:26.:08:28.

we will work hard, get a proper sales process and get behind it

on a bipartisan basis, Well, our business correspondent

A few stores down, this sports shop has been a fixture

He lives a mile down the road and it has taken him

It's an effort for people to get a Queensferry at the moment

The work has taken longer than expected.

Flintshire Council has apologised for the delay and disruption

caused by the works but says access to the properties

However, many business owners feel they are losing customers

because local people are staying away from the area

A crisis in the steel industry has arguably overshadow the Assembly

The Welsh Communist Party wants the next Welsh government

There is so much that could be done with a thoroughly modernised steel

industry but we don't have those resources at the moment.

Only the Communist Party in Wales is standing in this election

not only for a Welsh Assembly and government with real powers

and resources to make a big difference but we believe this needs

:14:28.:14:31.

to take place within a federal Britain so that the wealth

:14:32.:14:35.

that is currently hoarded by the wealthiest 10%

:14:36.:14:39.

of the population, who avoid paying their taxes, would be

:14:40.:14:43.

redistributed to all of the nations and regions

:14:44.:14:46.

The Monster Raving Loony Party have launched a so-called manic-festo

:14:47.:14:52.

Policies include re-routing any M4 relief road to boost

:14:53.:14:57.

tourism in Porthcawl, Tenby and even take it

:14:58.:15:00.

We are offering an alternative for people and we are saying

:15:01.:15:05.

If you don't like what is being offered in the mainstream,

We will be on everybody's ballot paper and everybody in Wales

gets the chance to vote for the Monster Raving Loony Party.

Annie Mulholland has spent the last five years

She got in touch to tell us what she would do

If I was First Minister, I would stop the NHS

Annie was told a drug which had not been approved for use

on the NHS because of its cost could prolong her life.

Patients in Wales can apply to their health board

to get these treatments in exceptional circumstances.

Annie's health board turned her down.

:16:46.:16:47.

Provision for cancer in Wales is really different

First of all it was drugs and then there were other things as well.

I started to look to find out where do I need to live in Wales

:16:56.:16:59.

to optimise my life span and I couldn't get any

:17:00.:17:01.

information, but I could get information about England.

:17:02.:17:05.

Annie went to stay with her daughter in London

:17:06.:17:07.

She claims it would have been easier being closer to home.

:17:08.:17:12.

When you have a terminal diagnosis, one thing you want to do is spend

:17:13.:17:15.

as much of your time with your family, you don't

:17:16.:17:18.

want to be going up and down to another place for treatment.

:17:19.:17:22.

It would have reduced the most terrible amount of trauma

:17:23.:17:26.

Health boards were set up so funds can best serve the local population.

:17:27.:17:32.

Annie says if she was First Minister, a single power

:17:33.:17:35.

would decide who could receive non-approved drugs or treatments

:17:36.:17:39.

rather than one for each of the seven health boards.

:17:40.:17:43.

And she is not just talking about cancer patients

:17:44.:17:46.

Annie's cancer is no longer responding to treatment

:17:47.:17:51.

but she hopes in the future patients will have more choice.

:17:52.:17:58.

The guilt of having sorted myself out is enormous

:17:59.:18:01.

It has been my nine to five job, Monday to Friday, for the last

:18:02.:18:07.

three and a half years, because I want to make sure that

:18:08.:18:11.

other people can be discerning if they want to and they can make

:18:12.:18:16.

And I just hope, if by having cancer and being the person I am,

:18:17.:18:22.

things might change for the better in future,

:18:23.:18:26.

Well, let's talk to our health correspondant Owain Clarke.

Let's be clear, Annie Mulholland is not talking about any differences of

:18:36.:18:50.

policy between Wales and England, merely asking whether there is a

:18:51.:18:54.

level playing field within Wales. New drugs for a range of conditions,

:18:55.:18:59.

often expensive, are developed all the time, but how do you judge

:19:00.:19:03.

whether the benefits of those drugs justify the costs when you consider

:19:04.:19:08.

the needs of the entire population? Expert panels covering Wales and

:19:09.:19:13.

England make those calls. If they say yes, the drugs should be

:19:14.:19:18.

generally available but even if they say no, patients and their doctors

:19:19.:19:22.

can try to get the NHS to pay for them through a different route. But

:19:23.:19:26.

in order to do that, they need to demonstrate they are exceptional

:19:27.:19:31.

cases, which can be tricky to define, and different health boards

:19:32.:19:35.

have different panels making those decisions and the concern is they

:19:36.:19:37.

might be reaching different conclusions. As this issue been

:19:38.:19:44.

looked into? The cross-party health committee at the Assembly suggested

:19:45.:19:47.

a few years ago perhaps there should be a single panel for Wales. The

:19:48.:19:53.

Welsh government had a review of the process subsequently. New guidelines

:19:54.:19:57.

are on the way. One changes, if there is a critical mass of similar

:19:58.:20:01.

requests across Wales, perhaps they should be a more consistent

:20:02.:20:06.

decision-making process. And what are the parties saying about this? A

:20:07.:20:11.

lot of parties talk about finding new drugs but the Lib Dems say they

:20:12.:20:15.

should be a symbol panel, so do Plaid Cymru, who say it should be

:20:16.:20:21.

judged on the benefits for patients, not exception allergy. Labour want

:20:22.:20:24.

to get the best access for new drugs that are proven to work, the

:20:25.:20:30.

Conservatives promising millions for clinical trials and new drugs and

:20:31.:20:34.

Ukip say that if you have the opportunity to elect health boards,

:20:35.:20:38.

that makes them more accountable. Thank you very much.
