migration, the difference between the number of people | :01:42. | :01:43. | |
It says if it continues at its present rate until 2030, | :01:44. | :01:50. | |
overall EU net migration will be 65,000. | :01:51. | :01:54. | |
But there is also an upper end to the projections, if a number | :01:55. | :01:58. | |
of new countries like Turkey become part of the club. | :01:59. | :02:00. | |

The ability of the NHS to cope with immigration levels was always | :03:27. | :03:29. | |
going to be hotly contested, and with two and a half weeks to go | :03:30. | :03:32. | |
it has done just that at a crucial time in the campaign. | :03:33. | :03:38. | |
The ?500 million of borrowing allocated for the M4 relief road | :03:39. | :03:40. | |
would be better spent on public transport infrastructure | :03:41. | :03:43. | |
Jenny Rathbone and John Griffiths claim the so-called Metro project | :03:44. | :03:50. | |
would be a far better use of public money, | :03:51. | :03:53. | |
than extra miles of motorway around Newport. | :03:54. | :03:56. | |
The Welsh Government says it will deliver both schemes, | :03:57. | :04:01. | |
and they've been backed by business-group the CBI. | :04:02. | :04:04. | |
It's a bold scheme bringing an integrated public | :04:05. | :04:09. | |
transport system of trains, buses and light rail | :04:10. | :04:11. | |
to tens of thousands of people across South Wales, | :04:12. | :04:15. | |
enabling them to get quickly and efficiently to the capital | :04:16. | :04:18. | |
But at a cost of ?2 billion it does not come cheap. | :04:19. | :04:24. | |
And one Cardiff AM believes the Welsh government should divert | :04:25. | :04:27. | |
funds from the proposed M4 relief road around Newport to help | :04:28. | :04:29. | |
I do not see the money on the table that is needed | :04:30. | :04:35. | |
And so I think the money would be better spent on the Metro, | :04:36. | :04:44. | |
and then we can re-evaluate the congestion on the M4. | :04:45. | :04:49. | |
The Metro plan is all about making public transport more attractive. | :04:50. | :04:51. | |
At the moment, 200,000 people work in Cardiff, | :04:52. | :04:54. | |
78,000 of them come from outside the area. | :04:55. | :04:55. | |
But even small changes to the rail infrastructure can have an impact. | :04:56. | :05:00. | |
Around 24 trains come to and from the valleys | :05:01. | :05:04. | |
But here there's a bottleneck, that could be alleviated | :05:05. | :05:09. | |
with investment, leaving a far more efficient rail | :05:10. | :05:11. | |
Four years ago the Prime Minister described it as a foot | :05:12. | :05:17. | |
on the windpipe of the Welsh economy. | :05:18. | :05:20. | |
The M4 relief road should help alleviate that, | :05:21. | :05:24. | |
but can we afford both the Metro and the relief road? | :05:25. | :05:28. | |
The Welsh government certainly think so. | :05:29. | :05:30. | |
And that is a viewpoint shared by the CBI in Wales. | :05:31. | :05:33. | |
They say the M4 serves two thirds of the Welsh population and two | :05:34. | :05:36. | |
The M4 is about connecting to the outside world, | :05:37. | :05:44. | |
And there is no point having those internal communications | :05:45. | :05:47. | |
unless we can connect an export goods outside. | :05:48. | :05:51. | |
But one leading transport expert disagrees and believes the Metro | :05:52. | :05:54. | |
In places like Bordeaux a new transport system took 40% | :05:55. | :05:59. | |
of the commuters away on the first day. | :06:00. | :06:03. | |
The Metro will clearly have a much better effect in terms of pulling | :06:04. | :06:08. | |
out of their cars onto a really good first-class European | :06:09. | :06:11. | |
The Welsh government has been given powers to borrow ?500 million | :06:12. | :06:16. | |
But there is opposition in some quarters over what route | :06:17. | :06:22. | |
Supporters of the Metro believe that with a strong cross-party | :06:23. | :06:26. | |
consensus Metro many more achievable and deliverable. | :06:27. | :06:32. | |
