as well as a higher level than usual of scrutiny and advice | 0:00:59 | 0:01:02 | |

For the last year, the Betsi Cadwaladr health board has | 0:01:05 | 0:01:08 | |
been in special measures. | 0:01:08 | 0:01:09 | |
We think there have been improvements in | 0:01:09 | 0:01:11 | |
out-of-hours services. | 0:01:11 | 0:01:12 | |
There have been improvements in recruitment and, crucially, | 0:01:12 | 0:01:14 | |
improvements in engagement. | 0:01:14 | 0:01:17 | |
But with the public and with the staff of the health | 0:01:17 | 0:01:20 | |
board as well feeling more connected to the leadership, | 0:01:20 | 0:01:23 | |
and that leadership question, there is a new chief exec, | 0:01:23 | 0:01:25 | |
a new medical director, a new nursing director and crucially | 0:01:25 | 0:01:29 | |
a new director of mental health. | 0:01:29 | 0:01:31 | |
The special measures seems to have unlocked quite a lot | 0:01:31 | 0:01:33 | |
of energy among staff. | 0:01:33 | 0:01:34 | |
Staff really want to make the board work and want to see | 0:01:34 | 0:01:37 | |
the improvements themselves. | 0:01:37 | 0:01:39 | |
Staff and managers may be positive now but that's not | 0:01:39 | 0:01:42 | |

A year ago today, the Welsh Government stepped | 0:01:44 | 0:01:47 | |
in with the country's biggest health board, but the problems | 0:01:47 | 0:01:49 | |

Three years ago, an official report said there was significant | 0:01:51 | 0:01:54 | |
management failings there. | 0:01:54 | 0:01:56 | |
The then chairman resigned. | 0:01:56 | 0:01:58 | |
In February last year, plans to temporarily downgrade | 0:01:58 | 0:02:01 | |
maternity services caused protest. | 0:02:01 | 0:02:04 | |
The health board eventually changed its mind. | 0:02:04 | 0:02:06 | |
In May 2015, a leaked report highlighted big problems | 0:02:06 | 0:02:10 | |
in out-of-hours GP services. | 0:02:10 | 0:02:13 | |
In the same month, there was another official report into | 0:02:13 | 0:02:16 | |
the Tawel Fan ward at Ysbyty Glan Clwyd. | 0:02:16 | 0:02:17 | |
it found that patients had been kept like animals. | 0:02:17 | 0:02:21 | |
It all meant that the board was put into special measures, | 0:02:21 | 0:02:24 | |
and the then Chief Executive was suspended. | 0:02:24 | 0:02:27 | |
The Patients' Watchdog body says things are improving, | 0:02:27 | 0:02:30 | |
but the health board has lost the trust of | 0:02:30 | 0:02:32 | |
the people of North Wales. | 0:02:32 | 0:02:34 | |
I think that over a period of about three or four years, | 0:02:34 | 0:02:38 | |
we've had all the issues that we know about, and what this | 0:02:38 | 0:02:43 | |
has done is chipped away at the social capital | 0:02:43 | 0:02:46 | |

And it really is - public confidence really is at rock bottom. | 0:02:49 | 0:02:57 | |
Away from the wards, health board managers have been | 0:02:57 | 0:02:59 | |

and to deal with the other problems, like the difficulties with | 0:03:01 | 0:03:03 | |
GP surgeries and the way they recruit staff. | 0:03:03 | 0:03:06 | |
They admit it could take up to another year to fully sort things | 0:03:06 | 0:03:09 | |
out, and perhaps even longer to win back the trust and confidence | 0:03:09 | 0:03:12 | |
