Business as usual on the wards at Ysbyty Gwynedd in Bangor today,

but behind the scenes, there been action plans

as well as a higher level than usual of scrutiny and advice

from Welsh Government staff.

For the last year, the Betsi Cadwaladr health board has

been in special measures.

We think there have been improvements in

0:01:090:01:11

out-of-hours services.

There have been improvements in recruitment and, crucially,

0:01:120:01:14

improvements in engagement.

But with the public and with the staff of the health

board as well feeling more connected to the leadership,

and that leadership question, there is a new chief exec,

a new medical director, a new nursing director and crucially

0:01:250:01:29

a new director of mental health.

The special measures seems to have unlocked quite a lot

of energy among staff.

Staff really want to make the board work and want to see

the improvements themselves.

Staff and managers may be positive now but that's not

always been the case.

A year ago today, the Welsh Government stepped

in with the country's biggest health board, but the problems

go back even further.

Three years ago, an official report said there was significant

management failings there.

The then chairman resigned.

In February last year, plans to temporarily downgrade

maternity services caused protest.

The health board eventually changed its mind.

In May 2015, a leaked report highlighted big problems

in out-of-hours GP services.

In the same month, there was another official report into

the Tawel Fan ward at Ysbyty Glan Clwyd.

it found that patients had been kept like animals.

It all meant that the board was put into special measures,

and the then Chief Executive was suspended.

The Patients' Watchdog body says things are improving,

but the health board has lost the trust of

0:02:300:02:32

the people of North Wales.

I think that over a period of about three or four years,

we've had all the issues that we know about, and what this

0:02:380:02:43

has done is chipped away at the social capital

0:02:430:02:46

that the health board had.

And it really is - public confidence really is at rock bottom.

Away from the wards, health board managers have been

working hard to win back that trust,

and to deal with the other problems, like the difficulties with

GP surgeries and the way they recruit staff.

They admit it could take up to another year to fully sort things

out, and perhaps even longer to win back the trust and confidence

of people in the North Wales.

after he was attacked in Thailand.
