That's it from me. | 0:00:00 | 0:00:01
Welcome to the programme. | 0:00:04 | 0:00:05
Tonight's headlines: In his first major speech on the EU Referendum, | 0:00:05 | 0:00:08
the First Minister says the choice is a more 'fundamental | 0:00:08 | 0:00:10
moment' than the vote to create the Welsh Assembly. | 0:00:10 | 0:00:15
Following a BBC Wales investigation, an inquiry into the running | 0:00:15 | 0:00:18
of a private college in Cardiff finds a number of failings. | 0:00:18 | 0:00:20
And the expectations of a nation may be on his shoulders. | 0:00:20 | 0:00:23
But Gareth Bale insists Wales are not a one man team, | 0:00:23 | 0:00:26
as the Euro 2016 opener gets ever closer. | 0:00:26 | 0:00:36
Good evening. | 0:00:37 | 0:00:45
The First Minister says the question of whether to remain in or leave | 0:00:45 | 0:00:48
the EU is a bigger decision than the vote in 1997 | 0:00:48 | 0:00:51
to create the Welsh Assembly. | 0:00:51 | 0:00:52
Carwyn Jones said the referendum, which will be held two weeks today, | 0:00:52 | 0:00:55
is a "fundamental", "forever choice". | 0:00:55 | 0:00:56
Speaking in Swansea tonight, he set out in detail, | 0:00:56 | 0:00:58
why he thinks we should remain in the EU. | 0:00:58 | 0:01:00
The focus was on jobs, with a warning that Brexit | 0:01:00 | 0:01:03
could jeopardise the sale of Tata Steel here. | 0:01:03 | 0:01:05
The Leave campaign has also been focussing on the economy, | 0:01:05 | 0:01:07
saying life would be easier for small businesses outside the EU. | 0:01:07 | 0:01:10
Here's our political reporter, Paul Martin. | 0:01:10 | 0:01:18
It is on the horizon now. | 0:01:18 | 0:01:19
Just two weeks to go and tonight the first big intervention | 0:01:19 | 0:01:22
of the referendum campaign from the First Minister. | 0:01:22 | 0:01:24
Speaking in Swansea Bay to an audience of Labour | 0:01:24 | 0:01:26
politicians and activists, Carwyn Jones was preaching | 0:01:26 | 0:01:28
to the converted tonight but he knows Labour voters are far | 0:01:28 | 0:01:30
more divided on the EU than Welsh Labour politicians. | 0:01:30 | 0:01:40
Not least because of concerns about immigration. | 0:01:42 | 0:01:43
There was very little on that in tonight 's speech. | 0:01:43 | 0:01:46
Instead, this is what Carwyn Jones wants to talk about to try to win | 0:01:46 | 0:01:49
over his own voters. | 0:01:49 | 0:01:54
Jobs, end of story. | 0:01:54 | 0:01:55
As I said, I have spent a lot of my time talking | 0:01:55 | 0:01:57
to businesses in Wales, I have spent a lot of time | 0:01:57 | 0:02:00
talking to businesses who want to invest in Wales. | 0:02:00 | 0:02:05
They come here because they get access to the European | 0:02:05 | 0:02:08
market of 500 million. | 0:02:08 | 0:02:09
The UK is too small a market for them. | 0:02:09 | 0:02:11
Wales is too small a market for them. | 0:02:11 | 0:02:13
If we cannot be part of that market, they are not going to come, | 0:02:13 | 0:02:16
they are not going to stay. | 0:02:16 | 0:02:18
And it was jobs on the mind of leave campaigners in Wales today. | 0:02:18 | 0:02:21
They say small businesses have had to swim against the tide in the EU | 0:02:21 | 0:02:24
and that they would find it easier to bid for public contracts | 0:02:24 | 0:02:27
if they were freed from Brussels red tape. | 0:02:27 | 0:02:29
Also today, a point of agreement between the two camps. | 0:02:29 | 0:02:31
The magnitude of the vote. | 0:02:31 | 0:02:34
This is the biggest decision of our lifetime. | 0:02:34 | 0:02:36
It is far more important than any referendum we have had since 1975, | 0:02:36 | 0:02:39
far more important than any general election or assembly election, | 0:02:39 | 0:02:41
because this will determine whether or not Britain becomes | 0:02:41 | 0:02:43
an independent country again or whether we become part | 0:02:43 | 0:02:46
of what will be an increasingly powerful European EU which will be | 0:02:46 | 0:02:48
on the way to becoming a superstate. | 0:02:48 | 0:02:56
With the polls tide, no politician knows for sure | 0:02:56 | 0:02:58
which way the wind is blowing. | 0:02:58 | 0:03:00
We will find out in a fortnight. | 0:03:00 | 0:03:06
And if you want to find out more about the EU Referendum | 0:03:06 | 0:03:09
and the key issues, then there's everything you need | 0:03:09 | 0:03:11
to know on the BBC website. | 0:03:11 | 0:03:17
A former South Wales Police officer has been found guilty | 0:03:21 | 0:03:23
of two counts of rape. | 0:03:23 | 0:03:24
45-year-old Jeffrey Davies was a serving officer in the Rhondda | 0:03:24 | 0:03:27
when he raped the women in 2002 and 2003. | 0:03:27 | 0:03:29
He was dismissed from the force in 2013 after being convicted | 0:03:29 | 0:03:31
of other sexual assaults. | 0:03:31 | 0:03:32
He'll be sentenced at a later date. | 0:03:32 | 0:03:42
A fresh row has broken out between Ukip's group | 0:03:43 | 0:03:45
leader in the Assembly, Neil Hamilton, and the party's | 0:03:45 | 0:03:47
leader in Wales, Nathan Gill. | 0:03:47 | 0:03:48
It follows Mr Gill's attack on Mr Hamilton for offering support | 0:03:48 | 0:03:51
to the Welsh Government's plans for an M4 relief road. | 0:03:51 | 0:03:53
Mr Hamilton says Mr Gill, who is also a Member | 0:03:53 | 0:03:56
of the European Parliament, should not "double job" if he cannot | 0:03:56 | 0:03:58
fully commit to Cardiff Bay. | 0:03:58 | 0:04:00
But Mr Gill has said he's fully involved in all | 0:04:00 | 0:04:02
the jobs he's doing. | 0:04:02 | 0:04:11
Calls to overturn a ban on speaking Welsh at Westminster debates have | 0:04:11 | 0:04:13
been rejected by the Leader of the House of Commons. | 0:04:13 | 0:04:16
Chris Grayling told MPs it would not be sensible to spend taxpayers' | 0:04:16 | 0:04:19
money on translation. | 0:04:19 | 0:04:20
The shadow Leader of the House, Chris Bryant, had called | 0:04:20 | 0:04:22
for the language to be allowed during meetings of the | 0:04:22 | 0:04:24
Welsh Grand Committee. | 0:04:24 | 0:04:34
I understand that of course the language | 0:04:35 | 0:04:37
of this house is English. | 0:04:37 | 0:04:38
But Welsh is the mother tongue of many of my compatriots | 0:04:38 | 0:04:41
and my constituents. | 0:04:41 | 0:04:42
So is it not time we allowed Welsh in the Welsh grand committee? | 0:04:42 | 0:04:48
An inquiry into the running of a private college in Cardiff has | 0:04:48 | 0:04:51
found a number of failings, and called for improvements | 0:04:51 | 0:04:53
in the way it's run. | 0:04:53 | 0:04:54
It follows a BBC Wales Week In Week Out investigation last year, | 0:04:54 | 0:04:58
which recorded a recruiting agent for the West London Vocational | 0:04:58 | 0:05:00
Training College telling an undercover reporter | 0:05:00 | 0:05:01
they could cheat in their coursework and lie about qualifications. | 0:05:01 | 0:05:11
The programme broadcast in December showed a reporter posing | 0:05:14 | 0:05:16
as a student being told they could fake certificates | 0:05:16 | 0:05:18
to get on courses. | 0:05:18 | 0:05:19
They could pay for someone else to do their assignment, | 0:05:19 | 0:05:22
they were told, and could lie to get funding. | 0:05:22 | 0:05:32
Can I make it? | 0:05:32 | 0:05:33
Fake it? | 0:05:33 | 0:05:34
Do it on the printers? | 0:05:34 | 0:05:44
That led the body which is charged with maintaining standards | 0:05:44 | 0:05:47
in higher education, the quality assurance agency, | 0:05:47 | 0:05:48
to conduct an inquiry. | 0:05:48 | 0:05:52
I think it is fair to say that the problems we have | 0:05:52 | 0:05:55
uncovered are pretty serious. | 0:05:55 | 0:05:57
As the report makes clear, we reviewed the providers | 0:05:57 | 0:05:59
against something called the UK quality code for higher education, | 0:05:59 | 0:06:02
which is a framework or a list of requirements that we would expect | 0:06:02 | 0:06:06
any provider to adhere to and this particular college is falling short | 0:06:06 | 0:06:09
in a number of those areas in the quality code, | 0:06:09 | 0:06:11
so it is fairly serious stuff. | 0:06:11 | 0:06:16
The report found that a significant number of students were not properly | 0:06:16 | 0:06:19
qualified for their courses. | 0:06:19 | 0:06:20
It found the procedures for the appointment of staff proved | 0:06:20 | 0:06:23
unfit for the purpose. | 0:06:23 | 0:06:25
Investigators did not find any specific evidence that students | 0:06:25 | 0:06:27
were advised to fake qualifications or pay for a assignment | 0:06:27 | 0:06:29
is beyond what was in the BBC programme but they say weaknesses | 0:06:29 | 0:06:32
in the college's processes made it vulnerable to this | 0:06:32 | 0:06:34
sort of misconduct. | 0:06:34 | 0:06:42
The college is based in London but it opened a Cardiff campus over | 0:06:42 | 0:06:46
three floors in this office block last summer. | 0:06:46 | 0:06:47
When the allegations came to light, the Welsh Government stopped | 0:06:47 | 0:06:50
payments for grants and loans but it had already paid over ?500,000 | 0:06:50 | 0:06:53
to the College and its students. | 0:06:53 | 0:07:00
The government has welcomed today's report but it says while a police | 0:07:00 | 0:07:03
investigation into alleged fraud is ongoing, it cannot | 0:07:03 | 0:07:05
comment in detail. | 0:07:05 | 0:07:06
Questions should now be asked about the oversight of private | 0:07:06 | 0:07:09
colleges like this and attempts made to recover public money, | 0:07:09 | 0:07:11
according to one Assembly Member. | 0:07:11 | 0:07:12
I think we need to recoup every penny that has gone to this college | 0:07:12 | 0:07:16
which should not have gone to the college. | 0:07:16 | 0:07:19
At the moment, that is not being talked about. | 0:07:19 | 0:07:21
There is no clear recommendation about that but frankly, | 0:07:21 | 0:07:26
I don't think that taxpayers should have to stand the cost of the abuse | 0:07:26 | 0:07:30
that has taken place. | 0:07:30 | 0:07:31
The college has declined to comment. | 0:07:31 | 0:07:32
It now has four weeks to produce an action plan for improvements. | 0:07:32 | 0:07:42
People living in Gwynedd have voiced concerns | 0:07:46 | 0:07:48
that the grass in some parks, cemeteries and open spaces | 0:07:48 | 0:07:50
(INSERT VIDEO OOV) (OOV? has become overgrown. | 0:07:50 | 0:07:52
Some people have taken to social media to share their views -- | 0:07:52 | 0:07:55
with some calling it "a disgrace". | 0:07:55 | 0:07:56
Gwynedd council says budget cuts have meant less frequent | 0:07:56 | 0:07:59
grass cutting. | 0:07:59 | 0:08:00
Councillor Dilwyn Lloyd says no longer being able to afford | 0:08:00 | 0:08:02
to cut the grass regularly, poses a risk to the public. | 0:08:02 | 0:08:05
I have received several complaints regarding the long grass and I have | 0:08:05 | 0:08:08
also received a complaint regarding broken glass amongst the grass, | 0:08:08 | 0:08:10
which is a health and safety matter. | 0:08:10 | 0:08:17
With just two days to go before they start their Euro 2016 campaign, | 0:08:17 | 0:08:20
Gareth Bale has dismissed talk that Wales is a one-man team. | 0:08:20 | 0:08:23
The side face Slovakia on Saturday, in what will be their first match | 0:08:23 | 0:08:26
at a major tournament since the 1958 World Cup. | 0:08:26 | 0:08:28
Bale underlined the importance of the whole squad, urging them | 0:08:28 | 0:08:31
to make the nation proud. | 0:08:31 | 0:08:32
Iwan Griffiths reports from Wales' training base in Dinard, | 0:08:32 | 0:08:34
in northern France. | 0:08:34 | 0:08:43
Standing by with enthusiasm at a theatre full of journalists. | 0:08:43 | 0:08:45
At last given an opportunity to interview the most expensive | 0:08:45 | 0:08:48
player in the world. | 0:08:48 | 0:08:52
But they had to wait. | 0:08:52 | 0:08:54
The first few questions came from Dylan and Morgan | 0:08:54 | 0:08:56
from Gareth Bale 's former school, Whitchurch high. | 0:08:56 | 0:08:58
We are all really excited about the game on Saturday. | 0:08:58 | 0:09:00
How much information are you getting on the feeling from back home? | 0:09:00 | 0:09:03
Yes, obviously, we are all looking forward to it first and foremost | 0:09:03 | 0:09:06
and the whole nation is looking forward to it and we hope | 0:09:06 | 0:09:09
to do the nation proud. | 0:09:09 | 0:09:13
He scored seven of Wales' 11 goals qualifying for Euro 2016 but insists | 0:09:13 | 0:09:16
they are not a one-man team and appears calm when reminded | 0:09:16 | 0:09:19
he has the expectations of a nation resting on his shoulders. | 0:09:19 | 0:09:27
For me, I want to go out and play football, I want to enjoy myself | 0:09:27 | 0:09:31
on the football pitch. | 0:09:31 | 0:09:32
Like you do when you are a kid. | 0:09:32 | 0:09:34
And the Welsh side here now, we all get on so well. | 0:09:34 | 0:09:37
We are like brothers. | 0:09:37 | 0:09:38
We are friends, we joke around, we play together. | 0:09:38 | 0:09:40
Together, stronger. | 0:09:40 | 0:09:41
It is therefore a reason. | 0:09:41 | 0:09:42
We do not just say it for no reason. | 0:09:42 | 0:09:46
With a Foreign Office warning for travelling fans to remain | 0:09:46 | 0:09:49
vigilant in light of potential terrorist attacks, Gareth Bale | 0:09:49 | 0:09:51
was asked about his concerns, specifically when it came | 0:09:51 | 0:09:53
to safety of family members. | 0:09:53 | 0:09:58
You obviously have things about your friends and family coming | 0:09:58 | 0:10:00
over but it is one of those things. | 0:10:00 | 0:10:02
You just have to kind of put the back of your mind. | 0:10:02 | 0:10:05
You cannot let these things stop your life, I guess. | 0:10:05 | 0:10:08
It is for us to try and continue as normal. | 0:10:08 | 0:10:10
We want to concentrate on the football and hopefully | 0:10:10 | 0:10:12
everything else around us gets sorted. | 0:10:12 | 0:10:18
There is two days now before that opening game against Slovakia. | 0:10:18 | 0:10:21
The main concern here is that Chris Coleman on Saturday can pick | 0:10:21 | 0:10:24
from a fully fit Wales squad. | 0:10:24 | 0:10:25
And although David Vaughan sat out of this session, it is believed | 0:10:25 | 0:10:28
all is well on the injury front. | 0:10:28 | 0:10:30
Joe Ledley, Joe Allen and Hal Robson-Kanu | 0:10:30 | 0:10:31
again training today. | 0:10:31 | 0:10:33
Good news, less than 48 hours before Wales embark on their historic | 0:10:33 | 0:10:35
Euro 2016 campaign. | 0:10:35 | 0:10:44
And Wales kick off their campaign in Bordeaux on Saturday, | 0:10:44 | 0:10:46
where they face Slovakia and Tomos Dafydd is there. | 0:10:46 | 0:10:52
So the waiting is nearly over and over the next few hours, | 0:10:52 | 0:10:55
many thousands of Wales fans will arrive here to see that. | 0:10:55 | 0:10:57
The fan zone is nearly finished and on Wales Today, | 0:10:57 | 0:11:00
we will be looking ahead to that big game and reflecting | 0:11:00 | 0:11:02
on the security measures for fans. | 0:11:02 | 0:11:04
We will be talking to some former players who missed out on major | 0:11:04 | 0:11:07
tournament football in the past. | 0:11:07 | 0:11:08
And what about the opposition? | 0:11:08 | 0:11:09
Slovakia, England and Russia lie in wait. | 0:11:09 | 0:11:11
We will have our guide to the group. | 0:11:11 | 0:11:13
Join us for Wales Today at 6:30pm. | 0:11:13 | 0:11:23
Yes, plenty more from France tomorrow. | 0:11:24 | 0:11:26
But time now for the weather forecast. | 0:11:26 | 0:11:28
Here's Sue Charles with the details. | 0:11:28 | 0:11:31
Good evening. | 0:11:31 | 0:11:33
Another humid one today. | 0:11:33 | 0:11:34
For most, it has been fine but we have had | 0:11:34 | 0:11:36
some heavy showers too. | 0:11:36 | 0:11:37
And tomorrow we start the see some changes. | 0:11:37 | 0:11:39
Less warm and generally turning cloudier. | 0:11:39 | 0:11:40
With more widespread showers. | 0:11:40 | 0:11:41
Overnight, this cold front moves in from the Atlantic, | 0:11:41 | 0:11:44
which will bring thicker cloud and some rain tomorrow. | 0:11:44 | 0:11:46
So mist and fog developing, cloud thickening ahead of that | 0:11:46 | 0:11:48
front with a few showers, light winds and very | 0:11:48 | 0:11:56
muggy again overnight. | 0:11:56 | 0:11:57
So tomorrow, a humid start with showers and then more | 0:11:57 | 0:11:59
cloud than recent days. | 0:11:59 | 0:12:01
Some drier, brighter spells and across the UK, | 0:12:01 | 0:12:03
it is the south-east of England holding onto the brighter | 0:12:03 | 0:12:10
weather the longest. | 0:12:10 | 0:12:11
Clouding over from the north and West, with showers | 0:12:11 | 0:12:13
moving eastwards. | 0:12:13 | 0:12:16
The clouds are pressing the temperatures for most. | 0:12:16 | 0:12:18
13 Celsius in north-east Scotland. | 0:12:18 | 0:12:20
23 in the warmer air across the south-east of England. | 0:12:20 | 0:12:22
Across Wales later, some dry spells, some showers, not quite as warm. | 0:12:22 | 0:12:25
Temperatures back in the high teens everywhere. | 0:12:25 | 0:12:27
And that weather front moves north-eastwards, | 0:12:27 | 0:12:28
bringing heavy showers overnight Friday and into Saturday. | 0:12:28 | 0:12:30
And then Saturday is a case of sunny spells with a few showers. | 0:12:30 | 0:12:33
