Aberthaw Power Station pumped out double the limit | :00:00. | :00:07.
And Ron Davies, former Welsh Secretary, | :00:08. | :00:12.
appearing to lay obstacles across a cycle path | :00:13. | :00:14.
amidst a bitter row between locals and cyclists. | :00:15. | :00:17.
And Gordon Anglesea is on trial for historial sex abuse - | :00:18. | :00:24.
one witness claims the former police superintendent wrecked his life. | :00:25. | :00:31.
The coal-fired power station at Aberthaw was pumping out | :00:32. | :00:45.
double the limit of toxic pollution permitted for seven years. | :00:46. | :00:49.
Now the UK Government is under fire from the European Court of Justice | :00:50. | :00:53.
for its failure to curb those emissions, which experts say | :00:54. | :00:56.
can cause serious health and environmental problems. | :00:57. | :01:00.
Our business correspondent, Brian Meechan, | :01:01. | :01:02.
For 18 months, teams of contractors have been creating | :01:03. | :01:08.
It was a massive construction project designed to use Welsh coal. | :01:09. | :01:14.
It finally began operating in 1971 and now generates enough electricity | :01:15. | :01:19.
to meet the needs of three million households. | :01:20. | :01:22.
The coal used at the site has largely come from opencast mines | :01:23. | :01:27.
in Wales and it is harder to burn than alternatives. | :01:28. | :01:30.
That was the reason the UK government argued | :01:31. | :01:31.
that it was a special case and was allowed | :01:32. | :01:33.
more than double the emissions levels of nitrogen oxide | :01:34. | :01:37.
than the EU would normally legally permit. | :01:38. | :01:40.
Soot, or carbon black - that's produced once you burn coal. | :01:41. | :01:44.
Dr Kelly Berube, from Cardiff University, | :01:45. | :01:47.
is an expert on the effects of pollution and said the emissions | :01:48. | :01:50.
from Aberthaw can cause serious health problems. | :01:51. | :01:53.
The emissions coming out from Aberthaw consist of particulate | :01:54. | :01:56.
matter and various gases and, in combination, | :01:57. | :01:59.
they cause inflammation of the lungs. | :02:00. | :02:03.
If you are a healthy person, they can cause reduced | :02:04. | :02:06.
lung function, so you'd have trouble breathing. | :02:07. | :02:08.
In the long term, if they have chronic exposure to high levels, | :02:09. | :02:11.
people that don't have diseases could develop a variety of diseases. | :02:12. | :02:15.
They court rejected the idea that Aberthaw was a special case, | :02:16. | :02:19.
saying the UK government cannot use its importance to the local | :02:20. | :02:22.
economy as a justification for not enforcing emissions limits. | :02:23. | :02:27.
Ministers must also pay the costs of the case. | :02:28. | :02:30.
Its operator, RWE, says it's disappointed by the ruling, | :02:31. | :02:33.
adding that environmental protection is a priority for the company. | :02:34. | :02:38.
It says it will work with the UK and Welsh government | :02:39. | :02:40.
and Natural Resources Wales to accommodate the changes | :02:41. | :02:43.
to the way the station is regulated as a result of the ruling. | :02:44. | :02:47.
Owners RWE has already said that, from April next year, | :02:48. | :02:52.
it will only produce electricity during peak periods, | :02:53. | :02:55.
and the UK government has made it clear that it wants to see | :02:56. | :03:01.
all coal-fired power stations closed by 2025. | :03:02. | :03:05.
The Blue Anchor pub has been selling beer to customers | :03:06. | :03:08.
in nearby East Aberthaw since the 14th century. | :03:09. | :03:11.
One local councillor told me that the power station | :03:12. | :03:14.
We don't have an awful lot of employment opportunities out | :03:15. | :03:18.
so, yes, of course I'm concerned about the loss of jobs. | :03:19. | :03:26.
The company says that new technology at Aberthaw | :03:27. | :03:28.
The It will also be using less coal from opencast Welsh mines, | :03:29. | :03:34.
so other businesses and suppliers will be affected. | :03:35. | :03:36.
Environmental campaigners are welcoming court's verdict. | :03:37. | :03:42.
There's a real importance for clarity of government | :03:43. | :03:44.
policy on the future for coal stations in the UK. | :03:45. | :03:46.
This is a one-off ruling affecting Aberthaw | :03:47. | :03:50.
and possibly other European stations. | :03:51. | :03:51.
Now we need to establish the coal phase-out | :03:52. | :03:53.
Natural Resources Wales will now be expected to implement | :03:54. | :03:58.
If the European Commission is not satisfied with the progress | :03:59. | :04:03.
being made at the plant, it could result in fines being added | :04:04. | :04:06.
Footage has emerged which appears to show | :04:07. | :04:11.
the former Secretary of State for Wales, Ron Davies, | :04:12. | :04:14.
helping to block an unofficial bike trail on Caerphilly mountain. | :04:15. | :04:19.
Mr Davies denies intending to hurt anyone | :04:20. | :04:21.
by placing rocks and logs over the trails, | :04:22. | :04:23.
in a row over the way mountain bikers are using the area. | :04:24. | :04:30.
Natural Resources Wales, which owns the land, | :04:31. | :04:32.
has encouraged both sides to meet to resolve the issue. | :04:33. | :04:34.
Fast, exhilarating and, for many, on their doorstep. | :04:35. | :04:41.
Official bike tracks like this are great for some, | :04:42. | :04:45.
others like to go somewhat off-piste here on Caerphilly Mountain. | :04:46. | :04:50.
Turn off an established walking and cycling trail | :04:51. | :04:52.
It's not against the rules unless you cause damage | :04:53. | :04:59.
Natural Resources Wales, who own the land, | :05:00. | :05:02.
recently removed some dangerous jumps | :05:03. | :05:03.
and blocked off other routes like this. | :05:04. | :05:08.
So, this is one of the lines that had | :05:09. | :05:10.
some features in that were deemed to be unsafe. | :05:11. | :05:13.
Some bikers have agreed not to ride them again, | :05:14. | :05:16.
But they say they're now finding rocks and logs | :05:17. | :05:21.
Ones that were not placed there by the landowner. | :05:22. | :05:31.
If you hit something like that when you're going | :05:32. | :05:33.
at any speed at all, you'll go over the front of your bike. | :05:34. | :05:36.
That could cause a number of injuries, | :05:37. | :05:38.
you could break your collarbone from landing, | :05:39. | :05:39.
you could hit one of the trees in the woods. | :05:40. | :05:42.
These objects are being placed there, | :05:43. | :05:43.
and they seem to be getting bigger and bigger. | :05:44. | :05:45.
Maybe some people don't agree with the way that we use | :05:46. | :05:48.
the woods but I think when you're putting | :05:49. | :05:50.
other people in danger, that's a problem for us. | :05:51. | :05:52.
Natural Resources Wales put up signs when they closed | :05:53. | :05:54.
some of these trials, asking bikers to stop using them | :05:55. | :05:56.
The signs were torn down and defaced. | :05:57. | :06:00.
Some claim they've also been abused and intimidated by groups | :06:01. | :06:03.
This footage appears to show two men using logs and rocks | :06:04. | :06:09.
to block one of the unofficial bike trails. | :06:10. | :06:13.
It is understood this man is the former | :06:14. | :06:15.
Secretary of State for Wales, Ron Davies. | :06:16. | :06:17.
Both men didn't want to talk to me on camera | :06:18. | :06:22.
but both denied intending to deliberately injure anyone. | :06:23. | :06:25.
They both claimed they couldn't recall | :06:26. | :06:29.
What we're trying to do is to continue to communicate | :06:30. | :06:34.
with both groups and encourage them to tolerate each other. | :06:35. | :06:37.
And to make sure that both of them are aware the impacts | :06:38. | :06:41.
of their activities and behaviours on the route. | :06:42. | :06:46.
Mountain bikers say they've now started online groups | :06:47. | :06:47.
like other those others know which routes are acceptable | :06:48. | :06:49.
A week after the Conservative government in Westminster announced | :06:50. | :06:55.
plans allowing grammar schools to expand in England, | :06:56. | :06:59.
Tory Welsh Assembly Members say they're "not persuaded" that | :07:00. | :07:03.
allowing schools to select pupils by ability is "appropriate" in Wales. | :07:04. | :07:07.
It comes after UKIP called for the grammar system | :07:08. | :07:10.
But Wales' Education Secretary has called them a "distraction". | :07:11. | :07:17.
A man has been charged with criminal damage | :07:18. | :07:20.
after two cars were set alight in Flint. | :07:21. | :07:22.
It happened at a property on Northop Road yesterday. | :07:23. | :07:24.
The 22-year-old man has been released on bail, | :07:25. | :07:27.
to appear before magistrates next month. | :07:28. | :07:29.
A 54-year-old woman has also been arrested | :07:30. | :07:32.
on suspicion of making threats to kill, | :07:33. | :07:35.
and is being held by police in Wrexham. | :07:36. | :07:40.
A man who claims he was sexually abused | :07:41. | :07:42.
has told a jury the assaults wrecked his life. | :07:43. | :07:48.
Gordon Anglesea, who's 78 and from Old Colwyn, | :07:49. | :07:51.
denies three charges of indecent assault | :07:52. | :07:53.
His defence has suggested the witness - who cannot be named - | :07:54. | :08:00.
wants compensation to fund a drink and drugs habit. | :08:01. | :08:03.
From Mold Crown Court, Roger Pinney. | :08:04. | :08:07.
The fifth day of evidence in this trial, and details have emerged | :08:08. | :08:10.
of offences that Gordon Anglesea is accused of committing against | :08:11. | :08:12.
They date back to 1982 and 1983, when the former | :08:13. | :08:20.
police superintendent ran an attendance centre | :08:21. | :08:22.
Much of that evidence came in the form of a video interview | :08:23. | :08:29.
the alleged victim gave to investigators. | :08:30. | :08:31.
In it, he claimed he had been sexually assaulted in the changing | :08:32. | :08:34.
The attendance centre was at St Joseph' School in Wrexham. | :08:35. | :08:41.
It has changed considerably in the past 30 years but, there, | :08:42. | :08:44.
the witness claimed, Gordon Anglesea exercised this power. | :08:45. | :08:49.
Then the jury heard from the man giving live evidence in court. | :08:50. | :08:53.
Although guaranteed anonymity, he asked for screens to be removed | :08:54. | :08:57.
because he said he wanted to see his alleged abuser, | :08:58. | :09:00.
Under cross-examination from Tania Griffiths QC, | :09:01. | :09:06.
for the defence, the witness was pressed | :09:07. | :09:07.
about his criminal record and his mental state - | :09:08. | :09:11.
he had spent time in psychiatric institutions - | :09:12. | :09:14.
and then his drink and drugs problem. | :09:15. | :09:17.
The witness said he did not want compensation. | :09:18. | :09:28.
He said he wanted people to see and to come forward. | :09:29. | :09:35.
He then pointed to Gordon Anglesea and said this, | :09:36. | :09:37.
"He has wrecked people's lives, and he ought to pay for it." | :09:38. | :09:40.
Gordon Anglesea denies all charges and the case continues. | :09:41. | :09:47.
A 22-year-old man from the Carmarthenshire area | :09:48. | :09:49.
has been arrested in London on suspicion of terrorism offences. | :09:50. | :09:53.
He has been released on bail, pending further police enquires. | :09:54. | :09:57.
Dyfed Powys police are not releasing any further details. | :09:58. | :10:02.
Cardiff Airport has announced an expansion of flights | :10:03. | :10:04.
to countries including Greece, Tenerife and Portugal. | :10:05. | :10:07.
Chief executive Roger Lewis confirmed that, | :10:08. | :10:09.
next year, the airport is "doubling its investment" | :10:10. | :10:12.
with Ryan Air, which began flying from Cardiff in 2014, | :10:13. | :10:16.
with the flight operator launching a new route to Faro. | :10:17. | :10:21.
There are concerns that a shortage of chefs | :10:22. | :10:23.
could harm Wales' food industry, which is worth around ?6 billion. | :10:24. | :10:26.
The President of the Wales Culinary Association says | :10:27. | :10:31.
more needs to be done at home and in schools | :10:32. | :10:33.
to encourage young people to take up cooking as a career. | :10:34. | :10:38.
Somebody switched me on to be a chef. | :10:39. | :10:40.
That was either my mother cooking in the home or something | :10:41. | :10:43.
that I learned in school that sparked me to say, | :10:44. | :10:46.
"Do you know what, this is something that I want to do." | :10:47. | :10:49.
And I fear there is not enough cooking going on in homes | :10:50. | :10:52.
and food is not on the curriculum in schools, | :10:53. | :10:54.
so what is going to spark the future generation of chefs in this country? | :10:55. | :10:59.
Football and, in the third round of the EFL Cup, | :11:00. | :11:01.
a goal in the third minute of extra time from Gylfi Sigurdsson | :11:02. | :11:05.
A much-changed Manchester City powered into the fourth round | :11:06. | :11:09.
with a comfortable win at the Liberty Stadium. | :11:10. | :11:11.
Final score, Swansea 1, Manchester City 2. | :11:12. | :11:16.
good evening. An Autumn mix coming up in the next two days. That means | :11:17. | :11:29.
some sunshine, rain and strong winds. We have got some rain to deal | :11:30. | :11:33.
with the night of which has already arrived in the West. It will spread | :11:34. | :11:38.
east in the early hours. Milder than last night, temperatures everywhere | :11:39. | :11:43.
is in double figures. Tomorrow is a special day, it is the autumn | :11:44. | :11:46.
equinox, when the sun crosses the equator, meaning longer nights like | :11:47. | :11:52.
ahead. Tomorrow, some rhymes -- sunrise around 7am. Misty and murky | :11:53. | :11:59.
in places, but it will dry up and brighten up in the West later in the | :12:00. | :12:07.
day. The rest of the UK, cloud and spots of rain will drift eastwards. | :12:08. | :12:10.
Further north and west, it will brighten up with some sunshine in | :12:11. | :12:14.
Edinburgh. Blustery showers arriving late in the day in Northern Ireland | :12:15. | :12:18.
and the West of Scotland. Top temperatures of 20 Celsius in | :12:19. | :12:24.
Norwich. Close to home, it will be a nice afternoon, dry and bright with | :12:25. | :12:27.
some sunshine. Fresher than the day, 15 Celsius in Fishguard, and 17 in | :12:28. | :12:32.
Wrexham. Tomorrow night, we could see some showers, but otherwise dry, | :12:33. | :12:40.
clear and cool. Temperatures in the countryside dropping as low as six | :12:41. | :12:44.
or seven Celsius. Not a bad day coming up on Friday. Generally dry. | :12:45. | :12:48.
Some cloud and sunshine, but the breeze next up, especially in the | :12:49. | :12:55.
north-west. On Saturday, we have an active cold front line through | :12:56. | :12:58.
Ireland, which will head our way to stop ahead of it, strong and gusty | :12:59. | :13:03.
southerly winds. They will be some dry and bright weather on Saturday, | :13:04. | :13:07.
but not all day. Rain will spread from the West during the afternoon | :13:08. | :13:11.
and evening. Some of that is heavy with strong and gusty winds. On | :13:12. | :13:15.
Saturday night, the rain will clear. Sunday is looking cool and breezy | :13:16. | :13:19.
with a mix of sunshine and showers. Thank you. | :13:20. | :13:22.
From all of us on the programme, goodnight. | :13:23. | :13:32.
