That's all from the BBC News at Six, so it's goodbye from me, and on | :00:00. | :00:07.
Tonight, the Government blocks plans for a new free school in | :00:08. | :00:14.
Nottinghamshire. It was due to be run by the former | :00:15. | :00:20.
head of Derby's Al`Madinah School. A sunbed scare over salons that fail | :00:21. | :00:23.
over safety. Plus a city's on`the`spot fines for | :00:24. | :00:32.
spitting. Oh, spitting is a terrible habit. If the fine helps stop it, | :00:33. | :00:38.
that's good. I will be finding out how the East | :00:39. | :00:44.
Midlands is prepared for any potential flooding. | :00:45. | :00:54.
Good evening and welcome to Friday's programme. First tonight, | :00:55. | :00:59.
controversial free schools are back in the education spotlight. The | :01:00. | :01:04.
Government has turned down an application for a new free school at | :01:05. | :01:08.
Newark in Nottinghamshire. It was going to be led by the man who used | :01:09. | :01:13.
to be in charge of Derby's troubled Al`Madinah School which has also | :01:14. | :01:18.
seen another major change today. Simon Hare is there now. | :01:19. | :01:23.
Good evening to you. What's happened? Well, the trust which | :01:24. | :01:28.
set`up the Al`Madinah School here in Derby has gone. You remember they | :01:29. | :01:32.
came for a lot of criticism last year from the Government and its | :01:33. | :01:36.
inspectors about how they ran the school which was branded | :01:37. | :01:39.
dysfunctional and they were given a deadline of today to step down. We | :01:40. | :01:43.
now know they have stepped down and a new trust is running Al`Madinah | :01:44. | :01:47.
School. Tonight, in a letter to parents, confirmation that the | :01:48. | :01:51.
school's primary site will close. All the pupils will be moved here | :01:52. | :01:59.
and taught on this one site near Derby train station. The school will | :02:00. | :02:00.
continue to 0 Derby train station. The school will | :02:01. | :02:03.
continue to have a Muslim ethos and Barry Day, the chairman of the new | :02:04. | :02:07.
trust saying there is a lot to do at the school and its future is far | :02:08. | :02:11.
from secure. It is in special measures. It is due another | :02:12. | :02:14.
inspection and the group behind that new trust has said it will not take | :02:15. | :02:18.
on the long`term running of this school. | :02:19. | :02:24.
What about this other school that we have mentioned? Yes, well the man | :02:25. | :02:28.
who was the founding principal at Al`Madinah School, he left because | :02:29. | :02:35.
of his concerns at the trust here and threats made to his family. He | :02:36. | :02:43.
wanted to be principal of the Newark School of Enterprise. Mr | :02:44. | :02:53.
Cutts`Mackay was doing promotional events as recently as Wednesday. But | :02:54. | :02:58.
the Government has now said the proposed school didn't reach the | :02:59. | :03:01.
high bar we have set so the project won't go any further. That is news | :03:02. | :03:05.
that's been welcomed by the man in charge of the Nottinghamshire local | :03:06. | :03:07.
authority schools. Le d with the decision. I welcome | :03:08. | :03:12.
it. I think it is the right decision for Newark. I don't think it was | :03:13. | :03:16.
viable because the take`up wasn't there. The numbers of pupils that | :03:17. | :03:20.
they claimed they had to start in September was not sufficient. | :03:21. | :03:29.
Those behind the Newark School of Enterprise said they are | :03:30. | :03:32.
disappointed at the Government's decision. They said there was a | :03:33. | :03:36.
surge of interest in places in the school due to open in September and | :03:37. | :03:40.
they believe there is a need for a free school in Newark. | :03:41. | :03:47.
Two`thirds of tanning salons in Derbyshire visited by council | :03:48. | :03:50.
inspectors were breaking the legal ultraviolet ray limits. The | :03:51. | :03:56.
inspections took place months ago, but the council's yet to check up to | :03:57. | :03:59.
see if anything's changed. Here's our health correspondent, Rob | :04:00. | :04:01.
Sissons. It is one way of getting a suntan, | :04:02. | :04:07.
but just how safe are sunbeds? New rules came in 20 limiting the level | :04:08. | :04:14.
of ultraviolet rays, but how many salons are compliant? Spot checks on | :04:15. | :04:20.
32 salons in Derbyshire revealed 21 weren't. 45 sunbeds breached, legal | :04:21. | :04:29.
UV output limit and five of those had UV emissions double the | :04:30. | :04:32.
recommended level. We are working with businesses to make sure they | :04:33. | :04:36.
are aware what they need to do to make sure people aren't exposed to | :04:37. | :04:40.
risks. But even sunbeds operating a the | :04:41. | :04:46.
legal level gave off the equivalent UV to an hour's midday sun in | :04:47. | :04:50.
Australia. Shouldn't the spot checks have been done years ago? We | :04:51. | :04:55.
prioritise and use our resources in the are we think is most | :04:56. | :04:59.
appropriate. We haven't got the capacity to visit every business | :05:00. | :05:04.
that's operating in Derbyshire. Rob is with us now. Why did | :05:05. | :05:08.
Derbyshire Trading Standards give them so long to put things right? | :05:09. | :05:14.
Well, it is a big question and the answer they say is they want to take | :05:15. | :05:18.
a softly softly approach to begin with. They don't want to use a | :05:19. | :05:23.
sledgehammer to crack a nut. They want to give them time to put things | :05:24. | :05:27.
right. It was September and October that they carried out the checks and | :05:28. | :05:30.
where are we now? Almost in February. They say they will do it | :05:31. | :05:35.
in the next few weeks. Are consumers getting enough protection? Well, I | :05:36. | :05:37.
have spoken 0 getting enough protection? Well, I | :05:38. | :05:40.
have spoken to the Sunbed Association that represents a fifth | :05:41. | :05:44.
of salons and they say that they believed that Derbyshire should have | :05:45. | :05:47.
acted sooner and it is disappointed they haven't. They said the future | :05:48. | :05:52.
is enforcement. They agree the lamps need to be brought up to the right | :05:53. | :05:56.
standard, but they say that there should be better enforcement. | :05:57. | :06:00.
Trading Standards say they are in a world of completing priorities and | :06:01. | :06:04.
they can only do so much. Very briefly, what did Trading | :06:05. | :06:09.
Standards want to see? In Derbyshire they have joined calls for a | :06:10. | :06:13.
national licensing system of salons. Liverpool want to see that as well, | :06:14. | :06:19.
but the Sunbed Association say they could have a local one if they | :06:20. | :06:23.
wanted to. A public consultation on the | :06:24. | :06:25.
proposed High Speed Rail route through the East Midlands ended | :06:26. | :06:37.
today. People had until 5pm to comment on phase two of the plans. | :06:38. | :06:41.
The line is likely to pass through the region and onwards to the north | :06:42. | :06:44.
of England, with a station planned for 0 | :06:45. | :06:44.
of England, with a station planned for Toton in Nottinghamshire. | :06:45. | :06:47.
A number of people have been arrested today in Leicestershire as | :06:48. | :06:49.
part of a police led operation to target criminals on the road. Police | :06:50. | :06:52.
officers joined nine other agencies in stopping motorists. They say from | :06:53. | :06:57.
40 vehicles checked, they uncovered 23 0 0 | :06:58. | :06:57.
40 vehicles checked, they uncovered 23 offences and they included | :06:58. | :07:00.
immigration issues as well as driving offences. Police say they | :07:01. | :07:04.
will continue to use mobile patrols as part of what they called | :07:05. | :07:08.
Operation Tiger. Police say they are growing | :07:09. | :07:11.
increasingly concerned for the welfare of a missing Mansfield man. | :07:12. | :07:18.
Jeremy Quinn`Smith was last seen at his home at 7pm last night. Officers | :07:19. | :07:25.
say they want to trace him. He is of medium build with short, light brown | :07:26. | :07:31.
hair and blue eyes. One of the region's former leading | :07:32. | :07:36.
Conservatives has announced that he is joining UKIP. David Parsons was | :07:37. | :07:45.
the leader of Leicestershi county council. Earlier today, he was | :07:46. | :07:51.
welcomed into UKIP by its leader, Nigel 0 | :07:52. | :07:51.
welcomed into UKIP by its leader, Nigel Farage. This has taken quite a | :07:52. | :07:55.
few people by surprise. Let's find out more from our political editor. | :07:56. | :08:00.
John, nothing surprises you. But how significant is this? This is a real | :08:01. | :08:09.
political turn`up. David Parsons was only cleared by Leicestershire | :08:10. | :08:13.
Police and that was over expenses he claimed while he was chairman. This | :08:14. | :08:19.
morning, well the former Tory leader and his wife were shaking hands with | :08:20. | :08:24.
their new party leader, the UKIP leader, Nigel Farage and David | :08:25. | :08:28.
Parsons only hinted a week ago that he was looking for a new political | :08:29. | :08:33.
role, but I bet his former Conservative colleagues never | :08:34. | :08:38.
anticipated this. They are a new political force. They have got | :08:39. | :08:41.
something to say to people. They are talking about things that people | :08:42. | :08:44.
want to talk about. About immigration. About the welfare | :08:45. | :08:50.
state. I'm interested in doing that. I certainly have no plans at present | :08:51. | :08:56.
to stand. David Parsons brings a wealth of | :08:57. | :08:58.
experience in Local Government, but having been 0 | :08:59. | :08:58.
experience in Local Government, but having been involved with the | :08:59. | :09:01.
committee of the regions, having been involved with the regional | :09:02. | :09:05.
assembly, he has seen t impact the European Union is having not just on | :09:06. | :09:10.
national Government, but on Local Government. What's been the wider | :09:11. | :09:15.
political reaction? His former Conservative colleagues are nearly | :09:16. | :09:21.
as impressed just hear what the Tory MPs had to say on the Sunday | :09:22. | :09:27.
Politics. Well, David Parsons started in the Labour Party. David | :09:28. | :09:31.
is going to go where he feels most comfortable. I wish him well. So he | :09:32. | :09:35.
has been around the block. But what do you think is next? Well, there is | :09:36. | :09:39.
a general election next year as we know. David Parsons has ruled out | :09:40. | :09:44.
standing as a Parliamentary candidate for UKIP. Nigel Farage is | :09:45. | :09:49.
rather keen he does. If he does, well the Conservatives in | :09:50. | :09:52.
Leicestershire could have a problem that they thought 0 | :09:53. | :09:53.
Leicestershire could have a problem that they thought they had dealt | :09:54. | :09:55.
with. Interesting, John. Thank you very | :09:56. | :10:00.
much indeed. When I was brought up, I was taught | :10:01. | :10:04.
never to spit, but there does seem to be a lot more spitting in public | :10:05. | :10:09.
places now. One local authority in the East Midlands is cracking down | :10:10. | :10:14.
on what it says is a flilty habit. From tomorrow, if you are caught | :10:15. | :10:17.
spitting in Leicester then you will face an ?80 fine. | :10:18. | :10:24.
If you are thinking of spitting on the street in Leicester, think | :10:25. | :10:28.
again. From tomorrow, you will end up with an ?80 fine as the city | :10:29. | :10:33.
council declares a war on spitters. Most people will agree, it is | :10:34. | :10:37.
disgusting and anti`social and looks horrible, but we have had some | :10:38. | :10:41.
fairly significant reports. A woman using a wheelchair was having to use | :10:42. | :10:45.
gloves because as she turned the wheels on her wheelchair, the spit | :10:46. | :10:49.
was sticking to her chair and getting on to her hands. People | :10:50. | :10:54.
shouldn't have to put up with that. Nearly 1200 people responded to a | :10:55. | :11:00.
city council consultation with 95% saying they supported the | :11:01. | :11:04.
introduction of a fine for spitting. Oh spitting, is a terrible habit. If | :11:05. | :11:09.
the fine helps to stop it then that's all to the good. People walk | :11:10. | :11:14.
in it. The germs go along the road. It is disgusting. I am not sure if | :11:15. | :11:20.
you went up to somebody who had spat on the floor what they would say to | :11:21. | :11:23.
you. I'm not sure they would like that job. ?80 is too much. It should | :11:24. | :11:26.
be ?50 or ?20. 0 that job. ?80 is too much. It should | :11:27. | :11:29.
be ?50 or ?20. It will be difficult to enforce because people are never | :11:30. | :11:32.
around when the incident happens. We will be able to enforce it. We do | :11:33. | :11:39.
for littering, for dog fouling. Our officers are confident about | :11:40. | :11:42.
carrying that out. Well, you have been warned. Dare to spit and you | :11:43. | :11:47.
will end up with an on`the`spot fine. | :11:48. | :11:53.
How revolting. Still to come: | :11:54. | :11:59.
Baton down the hatches. After another wet and windy day we | :12:00. | :12:03.
will be looking at what is being done to hold back any potential | :12:04. | :12:05.
floods here. I will have your weekend forecast | :12:06. | :12:08.
plus a 0 I will have your weekend forecast | :12:09. | :12:10.
plus a look back at January's rainfall. Just how wet has it been? | :12:11. | :12:13.
Find out later. Work to demolish Leicester's | :12:14. | :12:29.
Belgrave Flyover will take over two months. The city council announced | :12:30. | :12:34.
the nine week time scale this afternoon after consulting local | :12:35. | :12:38.
people. It says two`thirds were in favour of a short period of work to | :12:39. | :12:43.
dismantle the structure. It shuds for good tonight. | :12:44. | :12:49.
The East Midlands is seen a bigger boom in house building than any | :12:50. | :12:51.
other 0 boom in house building than any | :12:52. | :12:51.
other part of 0 boom in house building than any | :12:52. | :12:52.
other part of the country. Figures show that the number of new homes | :12:53. | :12:57.
built here in the last three months of 2013 rose by almost 60% compared | :12:58. | :13:02.
to the same period the year before. Nationally the rise was just 33% or | :13:03. | :13:05.
a third. 0 a third. | :13:06. | :13:09.
Now to something that's at the heart of Nottingham's plans for economic | :13:10. | :13:14.
growth. The idea is to produce a creative quarter. The aim is to | :13:15. | :13:18.
revive parts of the city with support and 0 0 | :13:19. | :13:19.
revive parts of the city with support and funding for new and | :13:20. | :13:22.
existing businesses and those behind it say the plans are taking shape. | :13:23. | :13:30.
Could this be a window into the future of mobile phone apps. Ian | :13:31. | :13:36.
started his business with just two people, now he is hoping to expand | :13:37. | :13:40.
to 47. He is part of the creative quarter an initiative to loan new | :13:41. | :13:44.
businesses to an area of the city and provide financial support. That | :13:45. | :13:46.
money 0 and provide financial support. That | :13:47. | :13:48.
money is enabling us to accelerate. So we are going to go from a two, | :13:49. | :13:57.
three`man business to 50 people. The creative quarter includes the Lace | :13:58. | :14:10.
Market and Hockly Markets. Nottingham has topped surveys for | :14:11. | :14:15.
the number of empty shops so as part of the creative quarter, the council | :14:16. | :14:20.
is giving grants to businesses who open up empty spaces. This area will | :14:21. | :14:24.
be a hub for independent retailers in the spring, but the question is | :14:25. | :14:27.
given the fact that 0 in the spring, but the question is | :14:28. | :14:28.
given the fact that we 0 in the spring, but the question is | :14:29. | :14:29.
given the fact that we shop more online and the economic climate, | :14:30. | :14:33.
will there be enough to keep these businesses going? | :14:34. | :14:40.
Well, this woman thinks so. She opened her 0 | :14:41. | :14:41.
Well, this woman thinks so. She opened her cafe last October with | :14:42. | :14:45.
the help of the empty shops grant. We have a loyal base of customers. | :14:46. | :14:50.
People are using this place as a secondary work space. By us being | :14:51. | :14:56.
linked in, it has grown for us and we're helping it grow. Part of the | :14:57. | :15:02.
creative quarter is about supporting established businesses. There is a | :15:03. | :15:04.
loan fund that businesses can access either to keep themselves going or | :15:05. | :15:10.
either to grow. The creative quarter company says | :15:11. | :15:15.
there are more plans to help stimulate growth, but entrepreneurs, | :15:16. | :15:19.
there is a lot riding on its success. | :15:20. | :15:24.
It is fair to say that we have seen our fair share of rain so far this | :15:25. | :15:32.
year. Some parts of the East Midlands had up to double the usual | :15:33. | :15:36.
rainfall for January. We have had another bucket load today. When the | :15:37. | :15:40.
weather is bad emergency planners are put on alert. | :15:41. | :15:48.
Add the letter P and you wouldn't find a more appropriately named road | :15:49. | :15:50.
than 0 find a more appropriately named road | :15:51. | :15:50.
than this 0 find a more appropriately named road | :15:51. | :15:53.
than this one in Leicestershire today. There is evidence of | :15:54. | :15:57.
January's heavy rainfall everywhere. In Derbyshire, the river is swollen | :15:58. | :16:02.
and in places has burst its banks. Bad news for some of the homes. Not | :16:03. | :16:08.
such bad news perhaps for the neighbours. When the wet weather | :16:09. | :16:11.
comes, so does the fear of flooding. But more measures are being put in | :16:12. | :16:16.
place to reduce the risks. Nottingham had a long history of | :16:17. | :16:18.
flooding, 0 Nottingham had a long history of | :16:19. | :16:20.
flooding, but it is much better protected now thanks to a new flood | :16:21. | :16:26.
defence scheme. It runs for 27 kilometres, along the River tenth | :16:27. | :16:32.
and it is `` Trent be and it is designed to protect 16,000 homes and | :16:33. | :16:35.
businesses. This was Nottinghamshire back in the summer and being | :16:36. | :16:40.
prepared to cope with scenes like these is a round`the`clock job. When | :16:41. | :16:46.
floods happen, a team here is ready to spring into action and they are | :16:47. | :16:52.
based in the most unusual of places. The very bowls of the business in an | :16:53. | :16:58.
underground bunker, safe, of course, from flooding. At the moment we have | :16:59. | :17:03.
got the one flood alert. A team of staff monitor information from the | :17:04. | :17:07.
Met Office and Environment Agency and work out when, where and how to | :17:08. | :17:13.
help. In a flood, and in other emergencies, if 0 | :17:14. | :17:14.
help. In a flood, and in other emergencies, if we need to, we can | :17:15. | :17:18.
evacuate people. We can bring in emergency transportation. We can | :17:19. | :17:24.
open up emergency accommodation. We can provide shelter and information | :17:25. | :17:28.
to people. But what we can't do is keep back the floodwaters. A lot of | :17:29. | :17:32.
the time, you know, that's one of the problems that we have is | :17:33. | :17:37.
sometimes you can't stop it. It is about mitigating and trying to | :17:38. | :17:41.
prevent the risk. There are ten flood alerts 0 | :17:42. | :17:41.
prevent the risk. There are ten flood alerts across the East | :17:42. | :17:48.
Midlands tonight. None is an immediate danger to property. | :17:49. | :17:54.
Fingers crossed we escape the worst. It is time for sport. It is the day | :17:55. | :18:00.

Two goals for Watford left the manager with work to do. The manager | :18:36. | :18:40.
got it wrong in the first 45 minutes. The staff and the manager | :18:41. | :18:43.
probably sorted one or two things out in the second. It was that | :18:44. | :18:48.
change of strategy in the second half bringing Cox, Mackie and | :18:49. | :18:55.
Henderson off the bench. They all scored. Cox with the first. | :18:56. | :19:00.
Henderson made it 2`2 on 73 minutes from an exceptional cross from Andy | :19:01. | :19:07.
Reid. Suddenly, there was a lift. Mackie headed in from another | :19:08. | :19:11.
brilliant Reid delivery and went over to celebrate with the manager. | :19:12. | :19:16.

will Forest fans regard this as a good transfer window? January has | :20:05. | :20:10.
been uneventful for Forest fans for the last few season. David Vaughan | :20:11. | :20:15.
extended his loan deal. We have seen three new players. It has been a | :20:16. | :20:21.
good week, I think, for Forest fans. You said there might be more to | :20:22. | :20:30.
come? Dare I mention Jack Hobbs. The news is today that the two clubs are | :20:31. | :20:35.
in negotiation. They are close to reaching an agreement and it looks | :20:36. | :20:39.
like that Jack will be coming back. Nothing is 0 0 | :20:40. | :20:40.

we are very pleased with and also had to knock back one or two bids | :21:18. | :21:23.
for our own players. So, you know, hopefully it will close and we won't | :21:24. | :21:27.

I kept on training. People would say, "What are you doing up here?" I | :23:27. | :23:31.
said I enjoyed it. There is too much left, you have got to come back. | :23:32. | :23:34.
That's why I'm back. He is back ready for a fight that will decide | :23:35. | :23:42.

I'm under the weight. His ambition is to be the best in the world. He | :24:22. | :24:24.
had one crack in Tokyo three years ago, but he needs a win this weekend | :24:25. | :24:28.
to stay in the elite. This is it for me. I look at it I have dreamed of | :24:29. | :24:36.
becoming a Worle world champion. I'm going to take the opportunity with | :24:37. | :24:51.
both hands. Good luck to him. It has been unusually wet this January. In | :24:52. | :24:57.
Derbyshire, 147% of the usual January rainfall. Lincolnshire 165%, | :24:58. | :25:03.
Nottinghamshire 166%, but the big number is for Leicestershire. In | :25:04. | :25:10.
Leicestershire they have had 109.4 millimetres of rainfall. That's 192% | :25:11. | :25:16.

of the usual January rain. It makes it the fourth wettest January on | :25:18. | :25:24.
record, but there has been that rain today. You maybe hoping for dry | :25:25. | :25:29.
weather as we move into February. I am afraid it really is staying | :25:30. | :25:34.
unsettled. Tomorrow, it is a very cold start. It remains very windy | :25:35. | :25:38.
and there will be a good deal of scattered showers in the afternoon. | :25:39. | :25:42.
There is a brief improvement on Sunday. It is by far the better day | :25:43. | :25:46.
out of the weekend. Drier and brighter. So that area of rain is | :25:47. | :25:50.
pushing away. You can see it moving out to the east. Behind it, the | :25:51. | :25:57.
isobars are really going to squeeze together. 40 to 50mph gusts are | :25:58. | :26:02.
possible. At the moment then, here is the rain. It is slowly starting | :26:03. | :26:08.
to move away from the east. It is becoming patchy in nature. It will | :26:09. | :26:12.
clear. Behind it, we will start to see showers and these could be | :26:13. | :26:16.
winter why I across higher ground, but they seem to die out and push | :26:17. | :26:20.
away and the skies clear and the temperatures will take a quick | :26:21. | :26:24.
tumble. It is late in the night. There is the risk of of ice on | :26:25. | :26:29.
untreated surfaces. A cold start. A frost developing late in the night | :26:30. | :26:32.
into Saturday morning. So it is a cold start tomorrow. Wrap up warm. | :26:33. | :26:38.
There will be sunshine around. A few scattered showers. As we go into the | :26:39. | :26:41.
afternoon, the cloud starts to increase and the showers start to | :26:42. | :26:44.
push in. Generally falling as rain as the temperatures start to recover | :26:45. | :26:48.
as we go into the afternoon with a high of seven Celsius. Here you have | :26:49. | :26:52.
got it, those strong gusty south`westerly winds throughout. On | :26:53. | :26:56.
Sunday, a much better story. Some sunshine around. The winds are | :26:57. | :27:01.
lighter. It is a breezy day, but much lighter. It should stay dry, | :27:02. | :27:06.
but then the unsettled weather returns for Monday. | :27:07. | :27:11.
It is still the weekend. At least we are saying goodbye to January. | :27:12. | :27:14.
Nobody will shed any tears over that. And February is very short. | :27:15. | :27:19.
Soon it will be March, spring time, fab. | :27:20. | :27:24. |
