think you will have to use it but you do because it does happen. And | :00:51. | :00:56. | |
high hopes for the new Leicester Lions in Speedway. Good evening. | :00:57. | :01:10. | |
Welcome to the programme. Police forces have been accused of putting | :01:11. | :01:15. | |
thousands of people at risk because of failings in the way they deal | :01:16. | :01:19. | |
with domestic abuse. In a scathing report, Her Majesty's Inspectorate | :01:20. | :01:22. | |
of Constabulary has cold for substantial reforms. Nottinghamshire | :01:23. | :01:24. | |
and Derbyshire in particular have been criticised for a lack of | :01:25. | :01:27. | |
knowledge among staff, a backlog of cases and for providing an | :01:28. | :01:33. | |
inconsistent service to victims. Our Chief News reporter Quentin Rayner | :01:34. | :01:39. | |
is here to tell us more. The Inspectorate says this should be a | :01:40. | :01:46. | |
wake`up call to the police. On average they receive an emergency | :01:47. | :01:49. | |
related call every 30 seconds and 77 women were killed last year by their | :01:50. | :01:52. | |
partners or ex`partners. Across the East Midlands it accounts for 10% of | :01:53. | :01:56. | |
all recorded crime, and almost 6,500 incidents of domestic abuse, | :01:57. | :01:58. | |
resulting in injury, were recorded in the year up to last August. | :01:59. | :02:06. | |
Derbyshire is criticised for weaknesses in staff training and | :02:07. | :02:12. | |
gaps in their knowledge. Officers need to fully understand domestic | :02:13. | :02:14. | |
abuse including coercive and psychological control. Significant | :02:15. | :02:17. | |
backlogs are highlighted, and the force has now stopped its policy of | :02:18. | :02:21. | |
closing standard risk cases that aren't processed within its target | :02:22. | :02:32. | |
of seven days. Yes, we need to improve. If the report had come back | :02:33. | :02:37. | |
and said everything was rosy with the constabulary I would have been | :02:38. | :02:43. | |
surprised but we do need to improve and part of the governance | :02:44. | :02:47. | |
arrangements is to come back and make recommendations, we will act on | :02:48. | :02:51. | |
those and we will improve. The Nottinghamshire force is criticised | :02:52. | :02:53. | |
by the Inspectorate for inconsistency. It found that high | :02:54. | :02:56. | |
risk victims receive a better standard of service and protection | :02:57. | :02:59. | |
than those assessed as lower risk. For them there's no system in place | :03:00. | :03:03. | |
to review their level of risk once an offender is released from | :03:04. | :03:07. | |
custody. The Inspectors also found a lack of awareness among officers | :03:08. | :03:10. | |
about victims in their local area, and the force doesn't have an | :03:11. | :03:14. | |
understanding of serial offenders in Nottinghamshire. I don't think there | :03:15. | :03:23. | |
is a difference in the level of protection but there is a difference | :03:24. | :03:27. | |
in the level of risk protection and we have to approach that. The work | :03:28. | :03:37. | |
is in its infancy and we have to support that. Work is being done and | :03:38. | :03:41. | |
we have to work to understand more how perpetrators heave and how we | :03:42. | :03:46. | |
can manage them. Leicestershire is praised for its information sharing | :03:47. | :03:49. | |
with other agencies and for being one of the few forces which asks | :03:50. | :03:52. | |
victims for feedback about its service. A Leicester`based domestic | :03:53. | :03:57. | |
violence project says the initial response by the police is vital. It | :03:58. | :04:03. | |
is extremely crucial. Obviously they are the first to go out to those | :04:04. | :04:10. | |
kind of instances. It is about looking for warning signs, looking | :04:11. | :04:12. | |
at what the needs of the victims are, making sure they are safe so it | :04:13. | :04:19. | |
is crucial they have that awareness and knowledge first`hand especially | :04:20. | :04:23. | |
because they are the first to be in contact with that victim as these | :04:24. | :04:28. | |
officers, the one that support. The Inspectorate recognises considerable | :04:29. | :04:30. | |
improvements over the past decade, but it's still found that the | :04:31. | :04:33. | |
service offered to victims is too often unacceptable. It's insisting | :04:34. | :04:37. | |
domestic abuse must no longer be the poor relation to other policing | :04:38. | :04:43. | |
activity. Councils in the East Midlands are investigating claims | :04:44. | :04:46. | |
Jimmy Savile carried out abuse at the former Aspley Wood School in | :04:47. | :04:49. | |
Nottingham and the now`closed Bassetlaw School in Nottinghamshire. | :04:50. | :04:55. | |
They're among 21 children's homes and schools in England where it's | :04:56. | :04:58. | |
claimed Savile abused children between the 1960s and 80s. The | :04:59. | :05:05. | |
government has ordered local authorities to investigate. | :05:06. | :05:07. | |
Nottingham City Council says one allegation has been made. Meanwhile, | :05:08. | :05:10. | |
Nottinghamshire County Council says it's appalled. A care home manager | :05:11. | :05:17. | |
has been suspended from nursing for 12 months after she was found guilty | :05:18. | :05:21. | |
of banning a man from visiting his dying mother`in`law. Vanessa Gent | :05:22. | :05:24. | |
faced allegations relating to 85`year`old Elisabeth Peacock who | :05:25. | :05:26. | |
lived at Southwell Court Care Home in Nottinghamshire and had severe | :05:27. | :05:34. | |
dementia. Gent was found guilty of four counts by a Nursing and | :05:35. | :05:41. | |
Midwifery Council panel. It's been confirmed that it'll cost millions | :05:42. | :05:44. | |
of pounds to fix damage caused by a large fire at Derby's Assembly Rooms | :05:45. | :05:49. | |
car park. The blaze ` almost two weeks ago ` started in an air | :05:50. | :05:53. | |
conditioning unit. Last week it was announced the venue will be closed | :05:54. | :05:56. | |
for at least eight weeks, with the cancellation of 50 shows. You're | :05:57. | :06:02. | |

talking to him in a moment. But first let's hear from 20`year`old | :08:48. | :08:50. | |

was so independent, out and about, I had a life really. Getting | :09:07. | :09:17. | |
councillors. That someone is mucking about there. I have lost all my | :09:18. | :09:31. | |
independence. And my health with it. I know she is brave. I don't think I | :09:32. | :09:37. | |
would be able to handle what she has gone through. I started off being | :09:38. | :09:46. | |
really, really clumsy. I dropped my past, I could not pick it up. It is | :09:47. | :09:54. | |
great for, the strongest type you can get. He has done a really good | :09:55. | :10:03. | |
job on the film, a better job than they all thought. It is not easy | :10:04. | :10:17. | |
seeing your mum and dad cry. That still makes me well up a bit but | :10:18. | :10:22. | |
that film, she never rehearsed anything. What she has said is what | :10:23. | :10:29. | |

walking around gassing on lattes thinking they own the place while | :11:08. | :11:12. | |
obviously we had the very small crew and everybody was working for free. | :11:13. | :11:17. | |
On the day we did not really know until we got in there. Amy has good | :11:18. | :11:25. | |
and bad days. The other girl had just started her treatment a few | :11:26. | :11:30. | |
weeks before for leukaemia and was in isolation so until we got there | :11:31. | :11:34. | |
on the day we did not know if they would be able to take part. Like | :11:35. | :11:41. | |
macro what was it like working with Amy? Our account is so honest. The | :11:42. | :11:50. | |
film has been screening at the Albert Hall. She came down on Monday | :11:51. | :11:54. | |
with her dad and her aunties and uncles and I had been to have the | :11:55. | :12:01. | |
look on the stage before she went out, obviously she was really | :12:02. | :12:05. | |
nervous, there were 6000 people out there. I walked out and I was | :12:06. | :12:12. | |
frightened. Backstage she was really, really nervous obviously. | :12:13. | :12:18. | |
Roger Daltrey who is the patron of the whole thing sat with her and | :12:19. | :12:22. | |
heard other for half an hour and they spoke it through and she was | :12:23. | :12:27. | |
brave enough to go out. She did not know she would be brave enough to | :12:28. | :12:33. | |
talk. She got a standing ovation from the crowd. It was an amazing | :12:34. | :12:40. | |

Both my boys were born at the hospital that opened the unit. We | :12:50. | :12:56. | |
were asked if we would be interested in coming for a visit and to bring a | :12:57. | :13:05. | |
few films in. We were invited last year and it was like everything was | :13:06. | :13:11. | |
going to change. I had never heard of the charity, I did not know how | :13:12. | :13:16. | |
specialist it was and the cure that was so local to me, E unit in my | :13:17. | :13:23. | |
city. We went to their shows and I saw the film last year and just said | :13:24. | :13:28. | |
to the charity if they would ever consider me then I would do it. A | :13:29. | :13:35. | |
brief word about future plans? I have been in London this week at the | :13:36. | :13:40. | |
Albert Hall, meeting with Channel four about the new CDs. We are going | :13:41. | :13:46. | |
to start writing in a few weeks and if that goes well we will be | :13:47. | :13:51. | |

man who had collapsed on the street, has won a prestigious award. Despite | :14:09. | :14:17. | |
having a heart condition himself, Sam Herbert managed to get the man's | :14:18. | :14:20. | |
heart restarted. In fact, Sam from Derby was one of three East Midlands | :14:21. | :14:24. | |
winners at the Everyday Heroes national awards in London last | :14:25. | :14:26. | |
night. James Roberson reports. The morning after the night before. Sam | :14:27. | :14:32. | |
and his dad back in Derby after the awards. 16`year`old Sam won this top | :14:33. | :14:44. | |
award for his prompt action last spring. It was here in Derby that | :14:45. | :14:50. | |
last May Sam was walking home from Army cadets when he saw a man | :14:51. | :14:54. | |
suddenly collapsed just ahead of him. He put his first aid training | :14:55. | :15:03. | |
into action. I put him in the recovery position. He was | :15:04. | :15:08. | |
unconscious. He stopped breathing so I had to roll them back onto his | :15:09. | :15:14. | |
back and commence CPR. I did not feel like I could carry on. I had to | :15:15. | :15:31. | |
phone the Ambulance Service. Some schools also won awards for | :15:32. | :15:42. | |
excellent training and a specific campaign. To get the award was | :15:43. | :15:49. | |
delighted. It is well`deserved for all of the children, they all | :15:50. | :15:54. | |
deserve to get the commendations that they did. I've felt it was just | :15:55. | :16:03. | |
something that I did and it is something everyone should know | :16:04. | :16:14. | |
