they should go out and sort it out. Right between RAF Marham and | :02:01. | :02:07. | |
Swaffham are strong. Number two Squadron has been given honorary | :02:08. | :02:11. | |
citizenship, the service people send their families to local schools The | :02:12. | :02:14. | |
noise of the jets is a reminder that the base is nearby. We have had | :02:15. | :02:19. | |
connections with them for m`ny years. So many of the peopld of | :02:20. | :02:24. | |
Swaffham are employed at Marham So many retired people from Marham live | :02:25. | :02:29. | |
here, having stayed in the region, and of course, the force people | :02:30. | :02:32. | |
themselves, they do not all live on the base. The Tornados left on | :02:33. | :02:38. | |
August the 12th, armed only with high`tech imaging equipment, carried | :02:39. | :02:43. | |
in a pod underneath the fusdlage. The role was humanitarian, helping | :02:44. | :02:47. | |
aircrews to drop aid in the right place over northern Iraq. Now, that | :02:48. | :02:52. | |
has changed, and in the deb`te, the Essex MP John Baron urged c`ution. | :02:53. | :02:57. | |
Does he accept that without the Iraqi army being able to take and | :02:58. | :03:01. | |
hold ground, there is a real risk that air strikes might not just | :03:02. | :03:05. | |
prove in effect, but could become counter`productive? This is what | :03:06. | :03:09. | |
they are trained to do. The morale on the base is very high. The | :03:10. | :03:14. | |
aircraft in Cyprus are being supported by ground crew from | :03:15. | :03:18. | |
Marham. There is a warning today from the Islamic party of Britain | :03:19. | :03:22. | |
that air strikes in Iraq will not protect people here. I think it is | :03:23. | :03:26. | |
the past failure of the polhcies which MPs have voted for, and by | :03:27. | :03:31. | |
continuing down that road, `nd posturing to do something, giving | :03:32. | :03:35. | |
the impression to the popul`tion that you are really coming back and | :03:36. | :03:40. | |
doing something, it is not going to make us more safe, it is gohng to | :03:41. | :03:46. | |
make us less safe. So, MPs have voted yes for military action, and | :03:47. | :03:50. | |
that means the mission for the Marham aircrews has changed, is | :03:51. | :03:51. | |

has been with the Tornados from 31 And this afternoon, | :03:54. | :03:56. | |
he returned via RAF Akrotirh, where pilots are preparing to deploy | :03:57. | :04:01. | |
in the skies over Iraq. I asked him | :04:02. | :04:04. | |
how soon they could be flying. They have just been waiting for the | :04:05. | :04:15. | |
green light for action from politicians. They could be taking | :04:16. | :04:19. | |
off from this runway in the next few hours. Wobbly after nightfall. They | :04:20. | :04:23. | |
would be armed with a range of weapons winning missiles, gtided | :04:24. | :04:28. | |
bombs, it depends on the targets. They have been based in Cyprus for | :04:29. | :04:32. | |
the last month or so, carryhng out surveillance missions, gathdring | :04:33. | :04:37. | |
intelligence about insurgents and their movements. I think thdy have | :04:38. | :04:40. | |
got a pretty good idea off the ground. How dangerous could the | :04:41. | :04:47. | |
mission be for them? Over Iraq it will certainly be more dangdrous | :04:48. | :04:49. | |
than their current tour of Afghanistan. I have just bedn | :04:50. | :04:54. | |
filming with 31 Squadron from RAF Marham over the last few daxs in | :04:55. | :04:58. | |
Kandahar. The threat from insurgents in Afghanistan on the ground really | :04:59. | :05:02. | |
is minimal, they just do not have the capability. So Marham's aircrews | :05:03. | :05:06. | |
pretty much have the freedol of the skies. In Iraq, however, IS really | :05:07. | :05:12. | |
have got hold of some sophisticated weapons, so I think the aircrews | :05:13. | :05:17. | |
cannot rule out the threat that they could be shot down by ground to air | :05:18. | :05:21. | |
missiles. And of course, thhs will not be their first deployment over | :05:22. | :05:28. | |
Iraq, will it? Absolutely not, I think you could say Iraq is pretty | :05:29. | :05:32. | |
much a second home for the Tornados. In the early 1990s, sadly they lost | :05:33. | :05:39. | |
six jets, islets and navigators were killed, and more were captured. | :05:40. | :05:43. | |
Then, they were carrying out these very low level bombing misshons on | :05:44. | :05:49. | |
strategic positions like arls dumps and runways, so they were vtlnerable | :05:50. | :05:52. | |
to ground attack. I think this time they have learned their lesson in | :05:53. | :05:57. | |
the second Gulf War, they flew at a higher altitude, and they whll be | :05:58. | :06:01. | |
this time around. This is open`ended, but certainly the | :06:02. | :06:03. | |
Secretary of State for Defence said this campaign could last 2`3 years. | :06:04. | :06:11. | |
And if the Tornados are involved throughout that time, it cotld be | :06:12. | :06:15. | |
the end game for them, becatse they are due to be retired, after 40 | :06:16. | :06:17. | |
years, in 2018. Involved. Also, we have to be clear | :06:18. | :07:19. | |
that this is a multilevel rdsponse, it is not just the aircraft, it is | :07:20. | :07:22. | |
the coalition on the ground, we have to show to the Gulf states | :07:23. | :07:29. | |
particularly that we are involved, because their financial involvement | :07:30. | :07:32. | |
in this country is signific`nt. There will be families watching this | :07:33. | :07:35. | |
in places like Colchester who will think, it is jets first, but it will | :07:36. | :07:40. | |
be soldiers next? And I would be worried, too. That I have to say | :07:41. | :07:46. | |
that the spectre of a long shadow of Afghanistan and Iraq still plays | :07:47. | :07:50. | |
long in Whitehall. And in Westminster. Frankly put, this is | :07:51. | :07:54. | |
not a business for us in terms of boots on the ground. This should be | :07:55. | :07:59. | |
an Arab solution to an Arab problem, we should not be putting troops on | :08:00. | :08:02. | |
the ground. But it could follow`on, logically? There could even be | :08:03. | :08:09. | |
people there now? When we s`y boots on the ground, we mean, it | :08:10. | :08:15. | |
operations. I personally thhnk that trainers, and let's face it, the | :08:16. | :08:19. | |
Peshmerga, I would hope there are special forces training teals there | :08:20. | :08:20. | |
now. I do not know. It has emerged that the Norfolk | :08:21. | :08:23. | |
and Norwich Hospital has bedn on black alert nearly every day | :08:24. | :08:26. | |
of the last two months ` "the operational pressure h`s been | :08:27. | :08:29. | |
extreme?. Financially, the hospital is facing | :08:30. | :08:34. | |
its first planned deficit, `nd This afternoon, | :08:35. | :08:37. | |
I spoke to the hospital's chief It is where we go for emergdncy | :08:38. | :08:50. | |
treatment after an injury or a referral. This week there h`s been a | :08:51. | :08:55. | |
shortage of beds, and the knock`on effect is that patients havd been | :08:56. | :08:58. | |
transferred to what are called escalation areas. It is not the | :08:59. | :09:05. | |
ideal place to give them thd care they need. So why have they been | :09:06. | :09:11. | |
nonblack alert? Last year there were more than 25,000 emergency | :09:12. | :09:15. | |
admissions. This went up to more than 26,000 this year. The hospital | :09:16. | :09:22. | |
says patients cannot leave the department goes there is a lack of | :09:23. | :09:27. | |
community care available. Also last month, staff sickness levels were | :09:28. | :09:31. | |
particularly high. For the first time, the hospital is expecting an | :09:32. | :09:35. | |
?11 million shortfall. All this puts pressure on the hospital and its | :09:36. | :09:39. | |
staff. When we are long black alert, we have more patients and wd would | :09:40. | :09:44. | |
ideally be hoping to cope whth, but we see them all. With the fhnancial | :09:45. | :09:49. | |
pressures as well, the trust is always carrying lots of vac`ncies | :09:50. | :09:53. | |
amongst staff, so the staff we have are doing more work than thdy would | :09:54. | :09:58. | |
do, so it is a double whammx. Being on black alert now means thdy only | :09:59. | :10:02. | |
have a few months to try and ease the situation before it is winter, | :10:03. | :10:06. | |
when there is normally a significant increase in emergency admissions. | :10:07. | :10:14. | |
This afternoon, I spoke to the hospital's chief | :10:15. | :10:16. | |
She told me the main problel was the delay in discharging patients | :10:17. | :10:22. | |
from the hospital, when thex needed more care in the community. | :10:23. | :10:29. | |
It is finding the right cap`city in the right place at the right time. | :10:30. | :10:34. | |
The capacity is not as flexhble as we would like it to be, and really, | :10:35. | :10:40. | |
that is down to money. If you want flexibility, then you need to build | :10:41. | :10:44. | |
some headroom into the systdm. As the money gets tight, there is less | :10:45. | :10:47. | |
and less headroom for all of us which is what is impacting ts most. | :10:48. | :10:52. | |
Let's talk about money, bec`use the hospital is facing an ?11 mhllion | :10:53. | :10:58. | |
deficit for the first time. Your director of resources has s`id the | :10:59. | :11:02. | |
future is actually uncertain ` how worried personally are you `bout the | :11:03. | :11:06. | |
future of the hospital? I al very worried about the future of the | :11:07. | :11:11. | |
finances at the hospital. I am not worried about the future of the | :11:12. | :11:14. | |
hospital. I think we have got an amazing hospital, we have the most | :11:15. | :11:18. | |
incredible staff here, who `re working their socks off. Thd money | :11:19. | :11:23. | |
will sort itself out. How whll the money sort itself out, is it | :11:24. | :11:27. | |
government which needs to ghve more money? I think there will bd some | :11:28. | :11:33. | |
really significant changes hn the way in which hospitals like ours are | :11:34. | :11:36. | |
paid for the patients that we see as emergencies. What we are dohng is | :11:37. | :11:42. | |
looking very, very carefullx and where we need to invest, to make | :11:43. | :11:45. | |
sure that we can provide thd highest quality care we can. Right now, the | :11:46. | :11:52. | |
demand for our services is very very high. You can imagine that | :11:53. | :11:57. | |
people watching this might be concerned if they think thex might | :11:58. | :12:00. | |
have to come into hospital `nd they might be put in a place which is not | :12:01. | :12:05. | |
normally used, or they might have to have their major surgery cancelled ` | :12:06. | :12:09. | |
what would your message be? Sometimes, we have to do thhngs | :12:10. | :12:12. | |
which are not in line with our vision, which we would not | :12:13. | :12:18. | |
necessarily want to do. There are times when we have to make the least | :12:19. | :12:24. | |
unpalatable choice. That is really, really difficult from an individual | :12:25. | :12:29. | |
patient is, really hard. Wh`t we have to do is look at the rhsk of | :12:30. | :12:34. | |
all of the patients that we have to care for, and manage that rhsk | :12:35. | :12:38. | |
across that patient group as a whole. It is really, really tough. | :12:39. | :12:53. | |

in recent years, but campaigners say much more needs to be done. | :13:41. | :13:43. | |
Thousands and thousands of teenagers across the UK have just left home | :13:44. | :13:56. | |
for the very first time. Ovdr the next three years at least, they will | :13:57. | :14:00. | |
live and work in a new placd, filled with strangers, often far away from | :14:01. | :14:05. | |
their family and friends. K`te is one of them. She is from | :14:06. | :14:11. | |

was a bit like, are we going to get there? And if I get there, will I be | :14:34. | :14:37. | |
able to hack it, or will I just come home? I going to spend the rest of | :14:38. | :14:43. | |
my life living at home with my parents? Which I do not want. This | :14:44. | :14:47. | |
is an induction run by the University for students with | :14:48. | :14:51. | |
disabilities, or who requird extra help. One of the reasons Kate chose | :14:52. | :14:54. | |
East Anglia was because of the support it offers. We want students | :14:55. | :15:01. | |
with disabilities, whatever their disability, to be able to access the | :15:02. | :15:04. | |
full range of what the univdrsity has to offer, the learning `nd | :15:05. | :15:10. | |
teaching, the social experidnce and the opportunity to get involved in | :15:11. | :15:14. | |
volunteering and all sorts of clubs and societies. But many young people | :15:15. | :15:18. | |
believe there are still too many barriers preventing them from going | :15:19. | :15:22. | |
to university. The figures have improved ` up from 5.4% of the | :15:23. | :15:32. | |
student population to 8.6%. But less than 15% of disabled people have a | :15:33. | :15:33. | |
degree. The next three years will bd long | :15:34. | :15:45. | |
and hard for Kate. Just getting here was tough enough. But she is | :15:46. | :15:49. | |
