Hello, welcome to Monday's Look East. | :00:00. | :00:00.
A mother and three children from Dunstable killed | :00:00. | :00:08.
As he is jailed for ten years, a heartfelt plea | :00:09. | :00:14.
We urge you to make a personal commitment to stop using mobile | :00:15. | :00:20.
phones whilst driving and make our roads safer for everyone. | :00:21. | :00:25.
The council buying up land to kick-start city development. | :00:26. | :00:33.
The best in the country for early cancer diagnosis, | :00:34. | :00:37.
we find out why this hospital is leading the field. | :00:38. | :00:39.
And one year on, have new saltmarshes | :00:40. | :00:41.
and lagoons flourished in the region's newest wetland area? | :00:42. | :00:52.
First tonight, a family driving home to Dunstable after a holidax | :00:53. | :00:59.
ploughed into by a lorry whose driver was using his mobile phone. | :01:00. | :01:02.
Tracey Houghton and three children were killed | :01:03. | :01:04.
in the horrific crash on thd A3 in Berkshire in August. | :01:05. | :01:08.
Today, the lorry driver was sentenced to ten years in prison. | :01:09. | :01:12.
But road safety campaigners say not enough is being done to stop people | :01:13. | :01:15.
A scene of complete devastation following the crash on the A34 which | :01:16. | :01:25.
killed a mother from Bedfordshire and three children. | :01:26. | :01:29.
Tracey Houghton died instantly, along with her sons | :01:30. | :01:32.
Ethan and Joshua and her partner's daughter Amy Goldsmith. | :01:33. | :01:36.
Lorry driver Tomasz Kroker have been scrolling | :01:37. | :01:39.
through music on his mobile phone when he smashed into a queue of | :01:40. | :01:45.
Our children lost their lives because of the | :01:46. | :01:50.
But we are not the only family to have suffered due to what is | :01:51. | :02:04.
perceived by many as minor, inconsequential crime. | :02:05. | :02:06.
A crime that takes place on our roads every day. | :02:07. | :02:08.
Today, Tomasz Kroker was jailed for ten years. | :02:09. | :02:11.
The judge said his attention to the road was so poor | :02:12. | :02:16.
he might as well have had his eyes closed. | :02:17. | :02:19.
So this is the area that we have set aside as a | :02:20. | :02:21.
At Ethan's school in Dunstable, plans are now well | :02:22. | :02:25.
underway for a permanent memorial for him and his 11-year-old brother | :02:26. | :02:29.
Joshua, who was due to start here in September. | :02:30. | :02:32.
Pupils liked him, staff liked him, one of those pupils that | :02:33. | :02:37.
actually doesn't bring attention to himself because he was just | :02:38. | :02:40.
a model pupil and Josh, who was due to join us, | :02:41. | :02:43.
never arrived but, of coursd, similarly we heard the same about | :02:44. | :02:46.
The family had been on their way back | :02:47. | :02:55.
to Bedfordshire from a camphng trip when the crash happened. | :02:56. | :02:57.
The lorry that hit them was travelling at 50 mph. | :02:58. | :02:59.
We need to educate people about the dangers and I think the | :03:00. | :03:05.
deterrent needs to be such that it is a deterrent, | :03:06. | :03:07.
actually stops people from using their phones. | :03:08. | :03:09.
And I think there is probably some options | :03:10. | :03:11.
around technology as well to prevent it. | :03:12. | :03:13.
You don't need to be using your phone whilst driving. | :03:14. | :03:15.
That is the message echoed by family members who | :03:16. | :03:17.
are campaigning for all drivers to keep their eyes on the road | :03:18. | :03:20.
The road safety campaign group Brake has been calling for better | :03:21. | :03:26.
policing of the roads, to catch and punish drivers | :03:27. | :03:29.
I asked Alice Bailey from the charity if the ten year | :03:30. | :03:35.
A 10-year sentence for the loss of four lives is very difficult to sort | :03:36. | :03:44.
He may only serve five years, he will | :03:45. | :03:49.
probably get automatically released after that amount of time so, you | :03:50. | :03:52.
know, it equates to actuallx, you know, not much more than a year | :03:53. | :03:55.
We think that penalties need to be much tougher | :03:56. | :04:02.
for this kind of crime and that is why Brake is calling for a | :04:03. | :04:05.
fundamental review of sentencing and charging when it comes | :04:06. | :04:07.
Recent figures seem to have shown, actually, a drop in the | :04:08. | :04:11.
number of convictions of people using their phone behind the wheel. | :04:12. | :04:14.
So does that mean your message is getting through or is it just | :04:15. | :04:17.
that fewer people are getting caught? | :04:18. | :04:18.
I would love to think it is because fewer people | :04:19. | :04:20.
are actually using their mobile phones but most surveys | :04:21. | :04:24.
show that use is prolific, the RAC very recently called it | :04:25. | :04:27.
an epidemic so I really don't think the message | :04:28. | :04:29.
Most police forces have seen a lot of cuts, | :04:30. | :04:32.
often road traffic policing is seen as a soft target for those cuts. | :04:33. | :04:35.
Road traffic police officers save lives and we are | :04:36. | :04:38.
calling for more investment in those offices. | :04:39. | :04:42.
How long does it take to | :04:43. | :04:44.
achieve that kind of attitude shift though? | :04:45. | :04:45.
Because drink-driving was | :04:46. | :04:46.
seen as fairly acceptable only a couple of decades ago. | :04:47. | :04:49.
People think it is OK, they won't get caught, | :04:50. | :04:51.
Yeah, it is difficult and we do need a | :04:52. | :04:54.
cultural shift the way we have seen a cultural | :04:55. | :04:56.
shift when it comes to | :04:57. | :04:58.
I think most people now, right minded people wouldn't | :04:59. | :05:05.
think that was an acceptable risk so we do need | :05:06. | :05:08.
to educate people on the | :05:09. | :05:09.
We sometimes the driving under the influence | :05:10. | :05:12.
of a mobile phone, it is | :05:13. | :05:13.
as dangerous as drink-driving, people should view it like that it | :05:14. | :05:16.
And this case so tragically highlights | :05:17. | :05:19.
the devastating consequences when people aren't paying attenthon to | :05:20. | :05:22.
Does technology have a role to play, either with the mobile phond | :05:23. | :05:26.
manufacturers or the car manufacturers to actually prevent us | :05:27. | :05:28.
from fiddling with our phone if we are in our car? | :05:29. | :05:31.
Yeah, absolutely and technology can be your friend. | :05:32. | :05:35.
Mobile phones have just adv`nced so much over the last years | :05:36. | :05:38.
and I think many people are addicted to them | :05:39. | :05:46.
which is why they can't stop checking them | :05:47. | :05:48.
or fiddling with them or | :05:49. | :05:49.
So, yeah, mobile phone companies, it would be | :05:50. | :05:52.
great if, you know, there | :05:53. | :05:53.
are already apps that can stop you, you know, from taking or receiving | :05:54. | :05:57.
calls, driving mode, like there's flight mode | :05:58. | :05:58.
if you are in a plane, people | :05:59. | :06:00.
And also the car manufacturdrs themselves, unfortunately, we are | :06:01. | :06:04.
seeing a lot more screens in cars and this too could result in people | :06:05. | :06:07.
scrolling through music, taking their eyes off the road. | :06:08. | :06:09.
We are very, very concerned about the | :06:10. | :06:11.
rise in in-car screens and we would like car manuf`cturers | :06:12. | :06:13.
Alice Bailey from Brake speaking earlier. | :06:14. | :06:22.
Next tonight, plans to revitalise Peterborough city centre | :06:23. | :06:24.
are a step closer with plans for a ?15 million | :06:25. | :06:26.
The idea to transform the North Westgate area | :06:27. | :06:29.
has been around since the early 1970s | :06:30. | :06:31.
but it's been dogged by complex land ownership issues. | :06:32. | :06:33.
Prime development land in one of Britain's | :06:34. | :06:38.
fastest-growing cities but | :06:39. | :06:40.
for 40 years, it has been lying neglected. | :06:41. | :06:45.
We have another example of one of the problems which is a | :06:46. | :06:48.
row of terraced houses in many different ownerships. | :06:49. | :06:50.
They have all got to be acquired separately. | :06:51. | :06:56.
One of those who has helped to develop | :06:57. | :06:58.
It's very accessible but it's a big site to put things on. | :06:59. | :07:02.
If you had too many houses, can you sell them | :07:03. | :07:05.
If you had too many shops, can you sell them all at | :07:06. | :07:09.
It's the second time the cotncil has made a direct move to | :07:10. | :07:14.
Here at Northwest Gate, the council are | :07:15. | :07:20.
looking to earmark ?15 millhon so they can take a lead role in the | :07:21. | :07:24.
And here at Fletton Quays, the council | :07:25. | :07:27.
have already announced they are working with others here to | :07:28. | :07:29.
kick-start development in this part of the city. | :07:30. | :07:33.
But as the council has just put up its council tax, if this | :07:34. | :07:36.
is the right way to be spending public money? | :07:37. | :07:40.
It's inappropriate for the public, they | :07:41. | :07:46.
Especially for people like me, a pensioner. | :07:47. | :07:51.
We are a growing city so we have to move with | :07:52. | :07:54.
the times so if it means we've got to spend money, | :07:55. | :07:59.
The new business that comes in will probably offset | :08:00. | :08:03.
The council defends its latest decision. | :08:04. | :08:06.
People do get agonised about things like that but | :08:07. | :08:08.
it is capital money, it's revenue money. | :08:09. | :08:15.
Obviously there will be a cost because you | :08:16. | :08:18.
are borrowing it but it will all come back | :08:19. | :08:20.
to a great advantage in the end | :08:21. | :08:22.
in extra business rates and extra council tax and so on, | :08:23. | :08:25.
as well as making a profit out of it all. | :08:26. | :08:27.
The council says if they do agree to come up with the money, it will be | :08:28. | :08:31.
two years before any plans become a reality. | :08:32. | :08:33.

He's facing a disciplinary panel this week - charged | :08:43. | :08:44.

will fingerprint them as yot know will fingerprint them as you know | :09:45. | :09:47.

were chalk and cheese, they rubbed each other up the wrong way. They | :10:13. | :10:16.

tomorrow. -- Mr Styles. Post officer workers have w`lked out | :10:31. | :10:37.
on strike for the second time in two months in a dispute over jobs, | :10:38. | :10:40.
pensions and branch closures. Several branches in our reghon | :10:41. | :10:43.
were affected by the action - and members of the Communic`tion | :10:44. | :10:45.
Workers Union and Unite say they've not ruled out further action | :10:46. | :10:48.
in the run-up to Christmas. Here at Wellingborough's | :10:49. | :10:51.
main post office, it looked like business | :10:52. | :10:53.
as usual Staff had walked out and managers | :10:54. | :10:55.
drafted in, opening few counters and offering | :10:56. | :11:02.
fewer services. I'm ever so concerned and the point | :11:03. | :11:12.
is that it has been a long-running dispute we've had for a long time | :11:13. | :11:15.
over job losses, vicious attacks on pensions that we've seen for our | :11:16. | :11:18.
members over the recent months. And the fact is that we've | :11:19. | :11:21.
got to secure a future If we don't do | :11:22. | :11:23.
something now, what the Government is doing now | :11:24. | :11:26.
is managing decline. Across this region, eight | :11:27. | :11:28.
Crown Post Offices were affdcted and it is the future of these l`rge high | :11:29. | :11:36.
street offices which are the unions Our biggest fear is that thdy will | :11:37. | :11:40.
close, as they have done in many of the towns, especially across | :11:41. | :11:44.
the eastern region and the Lidlands where they have gone from bhgger | :11:45. | :11:47.
sites with many counters into small franchise like WH Smith with one | :11:48. | :11:49.
or two, possibly three counters that It doesn't serve the | :11:50. | :11:52.
business and it certainly doesn't serve our members' jobs | :11:53. | :11:55.
terms and features. Before today's strike, | :11:56. | :11:57.
the Post Office said that more than 97% of our branchds | :11:58. | :11:59.
will be unaffected. And we're focusing on supporting | :12:00. | :12:01.
them to deliver services They went on to say that | :12:02. | :12:03.
moving services to retail outlets such as WH Smith | :12:04. | :12:08.
leads to a better service More talks between unions | :12:09. | :12:10.
and the Post Office are schdduled but the union say if no progress | :12:11. | :12:18.
is made, more strikes could take | :12:19. | :12:20.
place before Christmas. Cambridgeshire County Council has | :12:21. | :12:31.
stocked up with 10,000 tonnes of salt to cope | :12:32. | :12:33.
with potential freezing Gritter routes have also bedn | :12:34. | :12:35.
revised because of budget cuts, which could mean some minor roads | :12:36. | :12:38.
are left untreated. It's been the end of an era at | :12:39. | :12:40.
Wicksteed park in Kettering today. The final ride of the | :12:41. | :12:45.
famous Pirate Ship. 32 competition-winners | :12:46. | :12:47.
enjoyed the fairground It's been at the park since 198 , | :12:48. | :12:48.
but has become too expensive It will be replaced by airwave | :12:49. | :12:52.
spring. But is it from me. And Mick McCarthy under | :12:53. | :13:10.
pressure at Ipswich. Mick McCarthy celebrates four years | :13:11. | :13:25.
in charge of Ipswich Town tomorrow but the fans are not in the mood for | :13:26. | :13:29.
salivating. The team are not winning and the football has been ddscribed | :13:30. | :13:30.
and the football has been described as boring! -- not in the mood for | :13:31. | :13:32.
celebrating. When it comes to treating c`ncer, | :13:33. | :13:33.
all the experts agree, spotting the signs early | :13:34. | :13:36.
will dramatically increase Which is why the medical | :13:37. | :13:37.
profession works very hard to achieve the highest rates | :13:38. | :13:42.
of early diagnosis. And doctors and nurses | :13:43. | :13:46.
in West Suffolk have just bden named as the best in the country | :13:47. | :13:49.
for detecting cancer early. That puts them first | :13:50. | :13:53.
out of 208 other areas. And not only are they saving lives, | :13:54. | :13:56.
they are saving money too. Tonight's special report is from | :13:57. | :14:00.
our health reporter, Nikki Fox. Hard-working and compassionate. | :14:01. | :14:12.

the best possible images to get that early diagnosis if it is thdre, for | :14:54. | :14:58.
them. Maths teacher Kathleen was screened in a similar van. That was | :14:59. | :15:04.
18 months ago in a Tesco car park. There were no visible signs of her | :15:05. | :15:09.
cancer but breast imaging picked it up and Kathleen has had a stccessful | :15:10. | :15:11.
up and Kathleen has had a successful operation. I did not know there was | :15:12. | :15:15.
anything there, I couldn't see or feel anything. It was so sm`ll | :15:16. | :15:17.
anything there, I couldn't see or feel anything. It was so small that | :15:18. | :15:18.

fantastic and brilliant. I almost fact it was diagnosed so early? Is | :15:27. | :15:27.

national average of 50%. We go over and above what we are contracted to | :16:00. | :15:59.
and above what we are contr`cted to do. For example, this month is | :16:00. | :16:06.
breast awareness month and we have had more referrals than we have | :16:07. | :16:11.
spaces for. So we have organised extra additional clinics in the | :16:12. | :16:15.
evenings to cope with that demand. For West Suffolk, being the best | :16:16. | :16:19.
doesn't just mean a fancy thtle early diagnosis means a greater | :16:20. | :16:21.
early diagnosis means a gre`ter chance of survival. | :16:22. | :16:24.
It was an unhappy weekend for our football teams | :16:25. | :16:26.
Norwich were thumped 5-0 by Brighton, while Ipswich | :16:27. | :16:29.
were booed off the pitch, following their draw with Rotherham. | :16:30. | :16:33.
Not a great anniversary present for Ipswich manager | :16:34. | :16:36.
Mick McCarthy, who celebratds four years in charge tomorrow. | :16:37. | :16:40.
Our sports editor Jonathan Park is at Portman Road. | :16:41. | :16:48.
That's right. By this time last week I was at Stadium:mk. Today `nother | :16:49. | :16:58.

McCarthy had Ipswich Town. That game on Saturday against Rotherham, they | :17:03. | :17:04.
were expected to win it, but they only got a draw and as you | :17:05. | :17:09.
mentioned, it is four years tomorrow that Mick McCarthy has been in | :17:10. | :17:12.
charge of Ipswich Town. He has certainly seen better days | :17:13. | :17:16.
here. Four years ago, Mick McCarthy breezed into Portman Road whth | :17:17. | :17:18.

particularly good team. Big Mick got them into the play-offs with a team | :17:31. | :17:35.
that on cost a few hundred thousand pounds. Since then, it has not been | :17:36. | :17:40.

the goals dried up and so dhd the entertainment. On Saturday, they | :17:46. | :17:49.
very nearly lost a game McC`rthy had labelled a must win against | :17:50. | :17:52.
Rotherham, far and away the worst side in the division. This late | :17:53. | :17:57.
strike salvaged a draw but the Blues at full-time tell you Mick has lost | :17:58. | :18:01.
the backing of some fans who feel they are not being -- being | :18:02. | :18:04.
entertained. He might be under pressure from the | :18:05. | :18:08.
fans but I understand he is not under pressure from the board. He | :18:09. | :18:11.
also says he is not going to be going anywhere. Karl, what hs your | :18:12. | :18:16.
going anywhere. Karl, what is your take on this? Does he deserve | :18:17. | :18:20.
longer? The fans want to be entertained. When he came into the | :18:21. | :18:24.
Cup, we needed McCarthy and he made us a stronger side. However, last | :18:25. | :18:28.
season was poor and the style of football was against what how we | :18:29. | :18:31.
like to see a plate. This season football was against what how we | :18:32. | :18:33.
like to see a plate. This sdason has been even worse. He has a more | :18:34. | :18:34.
talented side now than we have been even worse. He has a more | :18:35. | :18:37.
talented side now than we h`ve had talented side now than we have had | :18:38. | :18:39.
for a number of seasons and still on Saturday we were against the | :18:40. | :18:40.
for a number of seasons and still on Saturday we were against thd bottom | :18:41. | :18:43.
league team and we are still defending with all the players in | :18:44. | :18:46.
the box. There is no get out, get out area. Both the goals were scored | :18:47. | :18:50.
from that situation. So it hs out area. Both the goals were scored | :18:51. | :18:51.
from that situation. So it is the coaching that is not helping. You | :18:52. | :18:54.
got to the play-offs under McCarthy got to the play-offs under McCarthy | :18:55. | :18:57.
playing the same type of football so is it just the fact you're not | :18:58. | :19:00.
winning games or is it about the entertainment? I think a lot of fans | :19:01. | :19:04.
even in those days were moaning about the style of football but when | :19:05. | :19:08.
you are playing at home with one up front and two defensive midfielders, | :19:09. | :19:12.
it is not ideal. On Saturdax it was different, it is really the | :19:13. | :19:16.
formation the fans wanted. But the team looked disjointed. We could not | :19:17. | :19:22.
defend to save our lives. Obviously, other people elsewhere, some | :19:23. | :19:25.
shocking results, notably Norwich City losing at Brighton by 5-0. And | :19:26. | :19:30.
MK Dons, a strong link with Ryan Giggs to become the next manager. | :19:31. | :19:38.
This was the worst since Alex Neil took charge. Lacklustre and | :19:39. | :19:42.

Canaries were top two weeks ago but have slipped to fourth after two | :19:58. | :20:02.
defeats in three games. It was a disastrous day for Norwich City one | :20:03. | :20:05.
of the worst defeats for a long time and perhaps lots of good will has | :20:06. | :20:08.
gone from the club because the fans were on site, clapping the lanager | :20:09. | :20:13.
of the pitch when they got relegated but now, serious questions being | :20:14. | :20:17.
asked, lots of pressure on Alex Neil but Norwich are still forth so it is | :20:18. | :20:21.
not all bad. Here at MK Dons, Ryan Giggs is the latest name to be | :20:22. | :20:24.
linked to the vacant managerial position. I understand that is | :20:25. | :20:27.
unlikely although the Chairlan is unlikely although the Chairlan is | :20:28. | :20:30.

on track before those camer`s arrive on track before those cameras arrive | :21:22. | :21:26.

things will stop A year ago, a brand-new wetland | :21:29. | :21:30.
was created in will stop Essex. A year ago, a brand-new wetland | :21:31. | :21:35.
was created in Essex. A sea wall was breached and parts | :21:36. | :21:37.
of Fingeringhoe Wick were flooded. The aim was to create new | :21:38. | :21:40.
salt marshes and lagoons. And now we've been back to see how | :21:41. | :21:42.
the landscape has changed. once, this part of Fingeringhoe Wick | :21:43. | :21:54.
was green fields. Now it is Saltmarsh, home to a | :21:55. | :21:55.
growing number of birds. Thhs time growing number of birds. Thhs time | :21:56. | :21:59.
lapse footage from last year shows how the landscape changed. The sea | :22:00. | :22:04.
wall was lowered and then preached to allow the area to be flooded. | :22:05. | :22:07.
wall was lowered and then preached to allow the area to be flooded Now | :22:08. | :22:08.
to allow the area to be flooded. Now there are 22 hectares of salt marsh | :22:09. | :22:13.
and not only is the bird life changing, so if the plant lhfe. Some | :22:14. | :22:21.
are dying off, but others are new. You got the glass work and the sea | :22:22. | :22:25.
blight... This is an amazing colour, this plan. This is the sea blight. | :22:26. | :22:32.
Typical salt marsh plant and it provides a nice area to allow the | :22:33. | :22:39.
salt marsh to build up. The breach in the wall was 300 metres wide, | :22:40. | :22:43.
allowing for the tide to flow in and create a new intertidal habhtat a | :22:44. | :22:46.
create a new intertidal habitat, a crucial project, as 80% of coastal | :22:47. | :22:50.
marshes in Essex have been lost. Wetlands are some of our most | :22:51. | :22:55.
damaged habitats, nearly half are now separated from the rivers, | :22:56. | :22:58.
meaning wetland habitats ard highly meaning wetland habitats ard highly | :22:59. | :23:01.
fragmented. That is why projects like this are so important. Due to | :23:02. | :23:05.
the sea walls, the salt marsh becomes squeezed, so the become | :23:06. | :23:12.
eroded and they get smaller and smaller. So what you have here is | :23:13. | :23:13.
eroded and they get smaller and smaller. So what you have hdre is a | :23:14. | :23:19.
natural transition. So you have from the pioneer species to established | :23:20. | :23:22.
species right the way through. In the last 12 months, around 30 bird | :23:23. | :23:28.
species have been seen here, including Kingfisher, what was | :23:29. | :23:33.
agricultural land. We were not seen very much before. Largely completely | :23:34. | :23:37.
devoid of birdlife. We were confident that once you havd | :23:38. | :23:39.
confident that once you have breached it and the salt and silt | :23:40. | :23:45.
secretes, we would start to attract more of these estuary birds. That is | :23:46. | :23:48.
the great thing about birds, they have an ability to find new habitats | :23:49. | :23:53.
and when it is fresh and new, it is really high value. There is all the | :23:54. | :23:57.
nutrients and all the insects. It is hoped over the next few years, birds | :23:58. | :24:02.
will breed in -- and numbers will continue to swell although in | :24:03. | :24:04.

produce some light rain and drizzle. But we do not expect it to matter | :25:49. | :25:52.
very much. Temperatures tomorrow only up to about 12 or 13. With the | :25:53. | :26:01.

average. On Friday, a bit of a change again, another front pushing | :26:50. | :26:53.
down from the North West, which will introduce some thicker cloud and | :26:54. | :26:58.
outbreaks of rain. Some places, could be quite persistent. Depending | :26:59. | :27:01.
