its charge by ?36 a year Suffolk decided | :01:34. | :01:36. | |
on an increase of 3%, meaning an extra ?56 a year | :01:37. | :01:52. | |

this year by up to 50%. So, too, funding for charities | :03:05. | :03:08. | |
in Norfolk who provide accommodation County councils no longer have | :03:09. | :03:10. | |
a statutory obligation to provide So, with spending | :03:11. | :03:15. | |
pressures elsewhere, this part of the budget | :03:16. | :03:20. | |
is being scaled back. I regret that, but we have been | :03:21. | :03:24. | |
subsidising the district councils and they have their own | :03:25. | :03:30. | |
tax-raising powers. What we are saying is, "Hang on, | :03:31. | :03:32. | |
we can no longer do this for you." This was the most contentious | :03:33. | :03:39. | |
part of today's budget. The opposition parties tried | :03:40. | :03:45. | |
to reverse the cuts, but when theey failed, there | :03:46. | :03:47. | |
were cries from the public There will be an increase | :03:48. | :03:49. | |
in homelessness. There are places already closing | :03:50. | :03:56. | |
down that look after vulnerable people and women's centres | :03:57. | :03:59. | |
and so on. And they have been lost and are in | :04:00. | :04:00. | |
the process of being lost. I don't know where people like that | :04:01. | :04:03. | |
are supposed to now go. The council says that, | :04:04. | :04:10. | |
in making difficult choices, it has been able to protect | :04:11. | :04:12. | |
frontline services. Libraries, even mobile | :04:13. | :04:14. | |
ones, are staying open. No fire stations are being closed. | :04:15. | :04:16. | |
And school crossing patrol survive. But it has meant some painful cuts | :04:17. | :04:18. | |
and a big increase in council tax. How is this going to go down with | :04:19. | :04:44. | |
the electorate? The county council said the serve equally Waverley | :04:45. | :04:48. | |

business rates are staying the same or going down, | :05:38. | :05:41. | |
but it is if they are going up. And that is the picture | :05:42. | :05:44. | |
in places such as Southwold in Suffolk and Burnham Market | :05:45. | :05:47. | |
in Norfolk, where rents have risen since the last valuation | :05:48. | :05:49. | |
nearly ten years ago. This bakery in Southwold, | :05:50. | :05:54. | |
which has recently been refurbished, is expecting its business | :05:55. | :05:57. | |
rates to rise from ?2,000 At the moment, I only pay myself | :05:58. | :05:59. | |
the minimum wage of ?10,000 a year. Everything that I make goes | :06:00. | :06:07. | |
back into the business. So we are looking at decisions, | :06:08. | :06:09. | |
potentially, about the likes of the people that | :06:10. | :06:11. | |
I employ and employ and decisions about where money | :06:12. | :06:14. | |
is invested in the business. But are increases | :06:15. | :06:21. | |
on that scale typical? No, they are not. | :06:22. | :06:23. | |
The government has been at pains today to say that the main | :06:24. | :06:26. | |
areas seeing increases are in London and the South East, | :06:27. | :06:28. | |
not in this region. It says businesses in the East | :06:29. | :06:34. | |
will see an average 7% fall in their business rates, equivalent | :06:35. | :06:37. | |
to a saving of ?180 million. And the winners, in more detail, | :06:38. | :06:40. | |
include Chelmsford, which will see a reduction of 10%, | :06:41. | :06:42. | |
Ipswich 11% and Norwich 5%, though that does not mean that | :06:43. | :06:45. | |
all premises in those places though that does not mean that | :06:46. | :06:47. | |
all premises in those places So, have we got any districts | :06:48. | :06:56. | |
seeing an increase? Only two districts in | :06:57. | :07:01. | |
the whole of Norfolk, Suffolk and Essex, according | :07:02. | :07:04. | |
