derby? It's a horrendous tale of systematic | :01:03. | :01:20. | |
sexual abuse ` carried out by a social worker and a care worker at a | :01:21. | :01:23. | |
school for troubled children. John Leslie Duncan, who's now 61, and | :01:24. | :01:26. | |
58`year`old Kevin Brown, preyed on vulnerable boys for years. They'd | :01:27. | :01:31. | |
already been given jail sentences for their crimes. But then more | :01:32. | :01:37. | |
victims started to come forward. So the police began a new investigation | :01:38. | :01:40. | |
` and this evening, a judge extended those sentences. Duncan now gets a | :01:41. | :01:45. | |
total of 24 years behind bars ` Brown gets 14 years. Tonight, we | :01:46. | :01:49. | |
hear from their victims. Our Chief Reporter Chris Stewart has the | :01:50. | :01:53. | |
story. They trusted him, liked him ` some | :01:54. | :01:58. | |
of them loved him like a father. And they were repaid by being sexually | :01:59. | :02:03. | |
abused. Tonight, John Leslie Duncan is starting an extended prison | :02:04. | :02:08. | |
sentence. In court today to see his abuser ` and supported today by his | :02:09. | :02:12. | |
family ` one of Duncan's victims, who has waived his right to | :02:13. | :02:19. | |
anonymity. It feels good. It is a weight off my shoulders. It was my | :02:20. | :02:24. | |
big secret of these years. It blighted my life. My whole life was | :02:25. | :02:29. | |
just totally surrounded by this abuse case. I was ashamed of. | :02:30. | :02:35. | |
Trusting the police was a big issue. Trusting the police was a big issue | :02:36. | :02:45. | |
and it was a great thing to do. And this is Duncan's colleague, care | :02:46. | :02:48. | |
worker Kevin Brown. His string of offences not as serious as Duncan's | :02:49. | :02:51. | |
` but also involving what the judge said was a shocking breach of trust. | :02:52. | :02:55. | |
One of his victims also spoke to us. The first time he told me it was | :02:56. | :02:59. | |
an accident and would not happen again and I believed him because he | :03:00. | :03:04. | |
had always been friendly. Was there ever a point where you thought you | :03:05. | :03:09. | |
needed to tell someone? I was too frightened to. He said if I said | :03:10. | :03:16. | |
anything, he knew where my family was and he would come and see them. | :03:17. | :03:19. | |
The majority of the offences happened at Feversham School at | :03:20. | :03:22. | |
Walbottle on the outskirts of Newcastle. The school's trustees | :03:23. | :03:25. | |
were the mental health charity Mind. The building which housed Feversham | :03:26. | :03:28. | |
still exists ` but there's no other link. Feversham closed in 1996. Only | :03:29. | :03:32. | |
one school brochure produced by the charity still exists ` and this is | :03:33. | :03:38. | |
it. These exclusive pictures show the children, the school's aims... | :03:39. | :03:42. | |
It also shows Duncan with children on his knee and a youthful Kevin | :03:43. | :03:50. | |
Brown. Two carers turned tormentors. The youngsters sent here were often | :03:51. | :03:52. | |
from very troubled family backgrounds. Best illustrated by | :03:53. | :04:01. | |
something which happened during the police interviews. One victim was | :04:02. | :04:05. | |
asked to identify himself in a photograph and said he could not. He | :04:06. | :04:11. | |
said he had never seen a picture of mice `` of himself as a child. | :04:12. | :04:14. | |
One former Feversham workers says when he raised the alarm, his claims | :04:15. | :04:18. | |
were dismissed by the trustees. They interviewed me for two days at the | :04:19. | :04:25. | |
offices in Gateshead, in which I told them everything that I knew. I | :04:26. | :04:29. | |
presented written evidence of things that were going wrong. I mean to | :04:30. | :04:37. | |
people at the school. Then I received a letter three weeks after | :04:38. | :04:41. | |
that telling me that my allegations were without foundations. | :04:42. | :04:46. | |
Tonight, the police had this to say. We would always encourage victims to | :04:47. | :04:52. | |
come forward and report sexual offences regardless when they | :04:53. | :04:58. | |
happens. We will always fully investigate any report of sexual | :04:59. | :05:01. | |
offences and with our partners, make sure the victims get all the support | :05:02. | :05:04. | |
they need. A spokesman for Mind, meanwhile, says the charity wasn't | :05:05. | :05:07. | |
involved in the governance of the school ` and that it applauds those | :05:08. | :05:19. | |
who have spoken out. It's a crime that one in five women, | :05:20. | :05:23. | |
and one in ten men, will experience at some point in their life. Yet | :05:24. | :05:35. | |
stalking continues to be one of the most under`reported offences. Today | :05:36. | :05:37. | |
a South Tyneside woman ` who was stalked and raped by her ex`partner | :05:38. | :05:41. | |
` is sharing HER story, to try to encourage other victims to seek | :05:42. | :05:45. | |
help. Katie Cole has been to meet her. It started with text in and | :05:46. | :05:48. | |
phone calls. He would turn up unexpectedly at my door. He would | :05:49. | :05:53. | |
follow me to work. Anywhere you went with friends and family, he would | :05:54. | :05:55. | |
turn up. Catherine Cunningham has been | :05:56. | :05:58. | |
through more than most in the last two years. She was stalked for | :05:59. | :06:02. | |
months by her ex partner. At the time, if I had realised it would | :06:03. | :06:07. | |
escalate, I should have phoned the police and reported it. | :06:08. | :06:09. | |
Catherine did eventually contact the police ` after her ex broke into her | :06:10. | :06:13. | |
home and raped her. He is now serving an eight year jail sentence. | :06:14. | :06:19. | |
There are probably thousands of girls and women going through the | :06:20. | :06:23. | |
same thing. It is really important for them to tell family and friends, | :06:24. | :06:28. | |
phone the police, get out. If I can help someone avoid going through | :06:29. | :06:32. | |
what I did it is worth it. Today is National Stalking Awareness | :06:33. | :06:35. | |
Day ` a campaign being supported by our regions police forces. The focus | :06:36. | :06:39. | |
in on workplace stalking ` a quarter of victims say they're stalker has | :06:40. | :06:43. | |
turned up at work. One of the things we are pushing us for employers to | :06:44. | :06:47. | |
have policies and practices in place to recognise stalking. It is | :06:48. | :06:55. | |
actually quite important, not only for the welfare of the victim, but | :06:56. | :07:00. | |
also from a productivity point of view, if you have victims on the | :07:01. | :07:04. | |
sick or underperforming, it has a performance issue in the workplace. | :07:05. | :07:09. | |
For Catherine ` she's now trying to put her life back together ` but she | :07:10. | :07:13. | |
says the emotional scars of what happened WILL never go away. It | :07:14. | :07:17. | |
won't go away. Now I know he has been sentenced, I still get that | :07:18. | :07:27. | |
fear. It will not leave. I have to learn to live with it. | :07:28. | :07:33. | |
Katie joins me in the studio. The focus today is on stalking in the | :07:34. | :07:37. | |
workplace ` what's being done to help victims? Employers are going to | :07:38. | :07:44. | |
be given advice on how they can offer support. Handbook has been | :07:45. | :07:50. | |
written. People are going to be trained up in workplaces in the | :07:51. | :07:55. | |
region. As the police Commissioner explained. Our approach is to get | :07:56. | :08:02. | |
champions into workplaces to look after anyone who is suffering from | :08:03. | :08:05. | |
any kind of violence or abuse, including stalking. You should hear | :08:06. | :08:12. | |
in the North East soon get a champion in your workplace. If you | :08:13. | :08:16. | |
need some help and don't have the courage to go to the police, if you | :08:17. | :08:23. | |
are worried about it, speak to that person at work. The message tonight | :08:24. | :08:30. | |
is do not suffer alone. Stalking can ruin lives and it is important that | :08:31. | :08:35. | |

know these international companies would not be seeing in Britain if we | :10:30. | :10:37. | |

living wage? You could commit to that right now. We have a national | :10:44. | :10:48. | |
minimum wage. A living wage. We have a national minimum wage which Labour | :10:49. | :10:55. | |
legislated for. We would like to see that go up. It is about a national | :10:56. | :10:58. | |
minimum wage and protecting the tax credits. Why should voters in the | :10:59. | :11:02. | |
North East and Cumbria trust you to run our economy? There was a global | :11:03. | :11:07. | |
financial crisis all round the world. We have to take our | :11:08. | :11:13. | |
responsibility for that. The question for the future is who will | :11:14. | :11:17. | |
put youth jobs first, who will make the labour market work fairly? | :11:18. | :11:20. | |
Labour are the people with the track record and commitment to make that | :11:21. | :11:26. | |
happen. But his opponents in Redcar are not convinced. Things are | :11:27. | :11:30. | |
getting better, the government is backing the Tees Valley heavily, | :11:31. | :11:33. | |
they are putting five times as much money into the Tees Valley for | :11:34. | :11:36. | |
manufacturing than the previous government. We are getting people | :11:37. | :11:43. | |
back to work successfully. The other thing Labour don't like to mention | :11:44. | :11:47. | |
is the ?700 tax cut which the Lib Dems had on the front of their | :11:48. | :11:50. | |
manifesto last time. This comes into fruition this month. We will of | :11:51. | :12:03. | |
course be bringing you news from the other parties visits to the region | :12:04. | :12:10. | |
ahead of the local and Euro elections on May the 22nd. Whether | :12:11. | :12:15. | |
