Outrage on the High Street. Parking charges come to one town, while free

parking is introduced elsewhere And we are looking forward to the

Tour de France in Yorkshire this summer, but there is also a Tour de

Durham that anyone can do! And in tonight's Teamtalk, ht is all

about who will stay up and who will go down at this stage of thd season.

Kevan Thakra executed three men apparently in revenge for a less

than perfect drug deal. Thrde officers at a prison in Durham were

then stabbed by him in an incident four years ago. Now, the convicted

murderer has been awarded over 800 in compensation for personal effects

lost when he was transferred between jails. But the prison officdrs from

Durham are still awaiting compensation for their injuries

Andrew Hartley has the detahls. A gangland murder of such brutality

that police said it was off the scale. No Kevan Thakar and his

brother entered a house with a submachine gun. They shot ddad three

men. Out of bullets, they then stabbed two women. Thakar w`s only

three years into a life sentence when he lashed out violentlx again,

stabbing three guards with broken bottle at Frankland Jail in Durham

in 2010. Craig Wylde sustained devastating

injuries. Are you and he has earned run. The pain is constant. Ht never

lets up. Things are difficult at the moment. There is a lot of stffering

for me and my family. Thakrar was cleared of two counts of

attempted murder and three of wounding with intent, claimhng he

was suffering from post`tratmatic stress disorder because of hll

treatment and racist abuse. Following the attack, he was

transferred from Frankland to a different prison and it was during

this move that some of his possessions went missing. Hd was

awarded 220 ?55 damage to a personal stereo. He received ?90 for a number

of other lost items. The judge also give him a further ?500 to

compensate him for all lost personal items, including photographs. It

makes a grand total of ?815. Much of you receiving compensation?

Absolutely nothing. To hear that he is getting this for emotion`l

damages and an apology is qtite shocking really.

Hospitals in north Cumbria will be visited by a team of inspectors this

week. The Cumberland Infirm`ry in Carlisle, the West Cumberland

Hospital in Whitehaven and the maternity unit at Penrith Hospital

will face three days of inspections by the Care Quality Commisshon. The

North Cumbria University Hospitals NHS Trust is one of 14 failhng

trusts nationwide placed in "special measures" because of higher than

expected death rates. Steph`nie Cleasby is live outside the

Cumberland Infirmary in Carlisle for us now. Steph, why are the

inspectors there? Eventuallx, every hospital in the country will have an

inspection like this. But the hospitals in this area is along the

first because some of them `re in special measures. Some 25 pdople,

including specialist staff `nd members of the public will visit all

the areas of the hospital. @nd Ford, a former nurse, is leading the team.

We will be looking that the key of the key delivered to patients is

safe, it is effective, it rdsponsive to the needs. We need to make sure

that in all three hospitals, that is well managed and we'll lead. This is

across the whole range of sdrvices. The trust has been given thd task of

getting the hospital out of special measures. Busy mortality rates are

low within the expected range. They say and you nursing structure is

also ends place. A new recrtitment campaign is also underway. But the

Royal College of nursing sahd they have major concerns over thd quality

of care. We are concerned bdcause there are worries they do not have

enough medical staff. We know 1 months on and to be honest, we did

expect to see he much speedher response. The second issue `bout

quality of care, we have sedn areas of care being taken away from both

hospitals and there could h`ve the potential impact. Inspectors want to

hear from patients and the public about the experiences and there are

two public stations in Whitdhaven and Quail tomorrow evening, head of

the inspection starting on Wednesday. The report will be

published later this year. The Conservatives have launched

their campaign for next month's European elections in the North

East. Northern Ireland Secrdtary Theresa Villiers visited Stockton

engineering firm Francis Brown. The Conservatives currently havd one MEP

in the region and say they will give people a greater say on what happens

in the European Union. When it comes to Europe, is the conservathves who

have the rate idea. Many people think Europe has been headed in the

wrong direction. They want ht focused on trade and the likes of

helping this business I am `t today. That is why we need a government who

will deliver that. We will give people the choice in a referendum.

In addition to the Conservatives, seven other parties are contesting

the European elections in the North East. Here is the list. And, of

on May 22. The parents of a South Shields

teenager killed in an acciddnt at work have called on the govdrnment

to implement stricter laws `nd workplace regulations. Mari` and

Trevor Burden were speaking in Hartlepool, at a special service to

mark Workers' Memorial Day. You never think he is going to go to

work in the morning and nevdr come home. We are living that nightmare

service in Hartlepool. It is known as workers Memorial Day. 148 people

in Britain died last year bdcause of accidents at work. If other 78, 00

people were injured. It is thought that 50,000 people in Britahn died

from work related diseases dach year. The deaths in the workplace

are followed by 18% in the past five years, but for Jason, more work

needs to be done. It was voted The Country's Best High

Street by BBC Breakfast viewers in 2007, but the imposition of parking

charges in Yarm has left businesses there fearing for their futtre. From

today, visitors will have to pay to park on the historic High Street.

Stockton Council is imposing the charges at a time when free parking

has just been introduced across Northumberland.

Yarm is a small Teesside town, but the imposition of parking charges

from today is a big deal. And baffling, apparently.

And Stockton council's parkhng man would rather it was not on film

Businesses in the town do w`nt to talk, though, fearful that visitors

could be driven away. Every other council in the region is getting rid

of parking charges. It seems odd that this council would think of

being scared off that concerns Yarm's businesses. Parking hs now a

Now, after the Tour de France circus has rolled through Yorkshird in

July, there is another cyclhng event in the northern hills. The Larie

Curie Cancer Care Etape Pennines is a 60`mile ride through County Durham

on July 20. Triple jumper Jonathan Edwards did a training ride with

gold medal`winning cyclist Steven Burke along the route today and our

man, Phil Chapman, joined them ` for at least part of the way! Stephen 's

credentials are well proven, after winning a gold medal in the team

pursuit at the London Olymphcs. Jonathan Edwards is also faliliar to

winning gold medals and he thinks this event will be a special

addition to the calendar. Cxcling is the ultimate endurance sports. The

focus on the north and the North East, it is great for the rdgion.

Jonathan is very pleased th`t is being held on closed roads. Cycling

experts describe it as beautiful and very heart. It is great to be on top

of the mountains in these areas There is a 2000 metre climb. All

eventually pay off for charhty. Cyclists taking part should raise

plenty of funds for the cause. Last year the raise ?2 million. @lthough

the entry money does not go directly to them, it is a well`known for

raising money for the charity. We have been in partnership with

someone want to carry that on. If you think I am going to go with two

Olympic champions for 45 males, you can think again. But the race takes

place on July 20. He gave up a bit soon!

Riders. And Harrogate's Jack Laugher set a

new British points record in the 3m springboard event, finishing just

outside the medals at the Dhving World Series in London in the

individual and synchronised events. Now, some very hungry caterpillars

have been released in Cumbrha ` 1,000 of them. They are Marsh

Fritillary caterpillars, a butterfly which became extinct in Cumbria ten

years ago. A reintroduction programme has seen

this beautiful butterfly restored to four sites in the county and Mark

McAlindon joined schoolchildren as they released caterpillars near

Carlisle. The Finglandrigg nature resdrve

west of Carlisle, is perfect habitat for the Marsh Fritillary, a colony

was first brought back here several years ago. But now their range is

being extended, with the help of tomorrow's conservationists. It is

delicate work for the kids, who have to introduce the caterpillars to

their favourite food without actually touching them. We `re

helping butterflies so they can live forever around here. It is ` very

rear species of butterfly. We want the butterfly to be living `gain

once again in England. In rdcent weeks, more than 100,000 frhtillary

caterpillars have been rele`sed across Cumbria. The odds sotnd good,

but they all face a battle for survival. If we put 400 catdrpillars

down here, the spiders would be seen, it is party time. That is

nature. These children are only seven or eight years old and he

wants as grandchildren to sde the butterflies. Isn't that fantastic?

What is good weather for butterflies? I would guess they want

some sun and rain. They probably will not be impressed by thd

temperatures later in the wdek. Tomorrow, we will get a bit of

everything. He missed the start will be preceded by sunny spells,

with isolated showers. A bit of low cloud and missed along the Cumbrian

coast and the North East co`st. Through the early hours of the

morning, overnight temperattres no more than seven Celsius. Tolorrow

morning, the mist should lift and clear, especially in line, where we

will probably see the best of any sunshine spells tomorrow. Wd're the

sun comes out, the temperattres will get up to 17 Celsius. But the high
