into the so-called Battle of Orgreave, when striking | :01:50. | :01:51. | |
miners and police clashed in South Yorkshire in 1984. | :01:52. | :01:53. | |
The ruling has been condemndd by former miners, by Labour | :01:54. | :01:55. | |
politicians and also by South Yorkshire's Police | :01:56. | :01:57. | |
and Crime Commissioner in the strongest of terms. | :01:58. | :01:59. | |
"Shameful", an "establishment stitch-up" and "an absolute | :02:00. | :02:01. | |

Tom, this was not the decishon campaigners were expecting. | :02:07. | :02:12. | |
I think it is absolutely inconceivable that the men who came | :02:13. | :02:18. | |
here 32 years ago to pick it would have any idea how that they would | :02:19. | :02:26. | |
change their lives forever. For the campaigners it is inconceiv`ble | :02:27. | :02:29. | |
They were expecting to hear from the Government about how the terms of | :02:30. | :02:32. | |
reference for the enquiry would operate. Yet here we are with no | :02:33. | :02:38. | |
enquiry. It feels like a dedp scar that runs through South Yorkshire | :02:39. | :02:39. | |
has just been opened again. Concluded that there is no case for | :02:40. | :02:55. | |
either a statutory enquiry or an independent review. | :02:56. | :02:59. | |
32 years after the noise and violence it comes to this. She told | :03:00. | :03:11. | |
us that we weren't going to get anything. It was a complete shock. | :03:12. | :03:14. | |
And a great great disappointment. Striking miners became part of a | :03:15. | :03:32. | |
conflict with police. There was violence on both sides. Campaigners | :03:33. | :03:36. | |
say the tactics used were dhfferent. They want to know why and who | :03:37. | :03:43. | |
ordered them. The physical landscape at Orgreave has changed beyond all | :03:44. | :03:53. | |
recognition. As has the polhtical. Campaigners claim that just as in | :03:54. | :04:03. | |
enquiry has uncovered subterfuge at Hillsborough it was at play here. . | :04:04. | :04:12. | |
But they have been left empty-handed. Rejecting any form of | :04:13. | :04:23. | |
investigation, and best -- @mber Road released a statement. There | :04:24. | :04:36. | |
were no miscarriages of justice There were no deaths. There were no | :04:37. | :04:43. | |
convictions. The right honotrable lady should be aware. Therefore it | :04:44. | :04:48. | |
doesn't merit the same level status as a of a public enquiry as was | :04:49. | :04:54. | |
required for Hillsborough. @re we right in concluding that thd | :04:55. | :04:56. | |

take the campaign next. For more than three decades, | :05:40. | :05:42. | |
campaigners have demanded the truth Many believe that the events | :05:43. | :05:44. | |
of the Hillsborough football disaster, in which 96 | :05:45. | :05:47. | |
football fans died in 1989, if Orgreave had been investhgated | :05:48. | :05:50. | |
properly five years earlier. Our political editor Len Tingle | :05:51. | :05:55. | |

search for the truth. At the National union of Mineworkers | :05:58. | :06:14. | |
headquarters today the news that there will be no enquiry into | :06:15. | :06:17. | |
Orgreave was met with a mixture of anger and defiance. It says in a | :06:18. | :06:26. | |
statement that there was no deaths or wrongful prosecutions, s`id the | :06:27. | :06:29. | |
police force can do whatever they want as long as no one dies. Arthur | :06:30. | :06:37. | |
Scargill was at and arrested at Orgreave. He has always said the | :06:38. | :06:42. | |
facts of the police operation have been covered up for 32 years. They | :06:43. | :06:51. | |
are still restricted. They `re still... There is a reason for it. | :06:52. | :06:57. | |
They must disclose all the documentation from the Government | :06:58. | :07:04. | |
and the police. What we need is a demand to rerun the allegathons of | :07:05. | :07:10. | |
police brutality. The film shows clearly what happened, that a bunch | :07:11. | :07:17. | |
of thugs turned up to prevent men from going to work, to prevdnt | :07:18. | :07:24. | |
lorries driving in and out of the works, and they were intendhng to do | :07:25. | :07:29. | |
that by force. There were 94 arrests, all acquitted. Those | :07:30. | :07:34. | |
calling for an enquiry say ht might settle why those trials collapsed. | :07:35. | :07:39. | |
It took an investigation by BT BBC to show those acquittals were no | :07:40. | :07:45. | |
technicalities. Dozens of statements came to light made by... We got hold | :07:46. | :07:58. | |
of around 100 police statemdnts from Orgreave and what you find hs | :07:59. | :08:00. | |
fascinating. In turning down an enquiry today, it | :08:01. | :08:18. | |
was said policing had changdd so much that there was nothing more for | :08:19. | :08:22. | |
the forced to learn. But evdn this week, one of those officers came | :08:23. | :08:29. | |
back for the first time and met campaigners to explain how those | :08:30. | :08:35. | |
statements had been compiled. South Yorkshire detective stood up and | :08:36. | :08:38. | |
said this is an instruction, a request. These phrases and sentences | :08:39. | :08:48. | |
must go into every statement for a successful prosecution. A ntmber of | :08:49. | :08:53. | |
us, including myself, asked what was going on and said this wasn't how we | :08:54. | :08:57. | |
do things. We were told it was from the top. Campaigners are sthll | :08:58. | :09:03. | |

happened today because I thhnk that South Yorkshire Police could have | :12:42. | :12:45. | |
shown by being open and transparent and welcoming the enquiry, they | :12:46. | :12:48. | |
could have shown they are m`king a difference to that culture. Amber | :12:49. | :12:58. | |
Rudd says we should be focusing on the future. I don't think the | :12:59. | :13:05. | |
Government have any appetitd for any merger. I think what Amber Rudd was | :13:06. | :13:10. | |
saying to people like me, hold the police force to account. Wh`t I | :13:11. | :13:17. | |
would say is the way I will do that is by holding the enquiry and taking | :13:18. | :13:21. | |
seriously what it finds. All people want is to get to the bottol of the | :13:22. | :13:27. | |
truth, the facts of what happened at Orgreave, what part did Govdrnment | :13:28. | :13:32. | |
play in that, what part did the play police play in that? Remembdr police | :13:33. | :13:39. | |
forces from all over the cotntry played a part in that. Do you think | :13:40. | :13:54. | |
an enquiry into Orgreave wotld have improved the police's reput`tion? I | :13:55. | :14:00. | |
do. We were welcoming that dnquiry. We were planning for it and | :14:01. | :14:04. | |
preparing for it. We were gdtting the archives together. We h`d just | :14:05. | :14:10. | |
appointed a professional archivist to catalogue the archive. Wd were | :14:11. | :14:16. | |
searching police stations to ensure everything that could be known about | :14:17. | :14:21. | |
Orgreave was known. That's what we want, the facts and the truth. And | :14:22. | :14:27. | |
by demonstrating their openness in that way, the present force could | :14:28. | :14:30. | |
have shown they were quite different from the force in the past. This is | :14:31. | :14:34. | |
an opportunity that has been denied them. | :14:35. | :14:44. | |
We will have minders childrdn and grandchildren watching how can you | :14:45. | :14:51. | |
assure them that the force can be trusted? Hillsborough has bden | :14:52. | :14:59. | |
mentioned... We know the force has a long way to go, so I saw thhs as an | :15:00. | :15:05. | |
opportunity and I know the present Chief Constable saw this as a long | :15:06. | :15:16. | |
way to go -- an opportunity to be open and honest. I will meet the | :15:17. | :15:20. | |

Over 200 men say they were `bused at the St William's Approved School | :15:41. | :15:43. | |
Nigel Feeley from Leeds was abused by the former | :15:44. | :15:46. | |
Principal of the home, James Carragher, in 1972. | :15:47. | :15:48. | |
It's claimed those running the home had numerous chances to stop him, | :15:49. | :15:51. | |
but their failure meant boys were abused for decades. | :15:52. | :15:53. | |
I didn't deserve what they did to me. Nigel Feeley was 13 years old | :15:54. | :16:07. | |
when he was sent to St Willham's Approved School, run on by half of | :16:08. | :16:11. | |
the Middlesbrough diocese. Nigel was one of many boys abused by the | :16:12. | :16:16. | |
former principal, James Carragher. He started coming round and | :16:17. | :16:19. | |
touching, like doctors do. Xou couldn't scream at him and say, go | :16:20. | :16:29. | |
away, because he had the power. What could I have done? James Carragher | :16:30. | :16:36. | |
is currently serving his thhrd prison sentence for abusing boys of | :16:37. | :16:41. | |
the home. He was principal there from 1976 to 1990, but doculents | :16:42. | :16:44. | |
seen by the BBC's Inside Out suggest the abuse started in the 1970s, and | :16:45. | :16:50. | |
those running the home knew about it. James Carragher was subject to | :16:51. | :16:54. | |
an internal investigation on April six 1970. No further action was | :16:55. | :17:01. | |
taken. In 1983, another disciplinary after he physically assaultdd a boy. | :17:02. | :17:06. | |
If a person with more scruples had got in early and done a proper | :17:07. | :17:10. | |
investigation, Carragher wotld have been kicked out of the placd in the | :17:11. | :17:16. | |
early 70s. Neither the order nor the diocese have responded to these | :17:17. | :17:22. | |
allegations, but in statements, the Della Sala offered an unresdrved | :17:23. | :17:35. | |
apology. Both reiterated thdy now have robust safeguarding policies in | :17:36. | :17:40. | |
