Howard West, 23 years a resident of Pannal, | :01:41. | :01:43. | |
is one of the volunteers opdrating the new community speed cam. | :01:44. | :01:47. | |
People want to get to where they want to go in the | :01:48. | :01:50. | |
shortest time possible and unfortunately they speed. | :01:51. | :01:53. | |
But since we've been here, there's been a dramatic effect | :01:54. | :01:57. | |
The speed has been reduced dramatically. | :01:58. | :02:00. | |
A full report on anyone spedding will be sent to police HQ. | :02:01. | :02:03. | |
The motorist will first get a warning letter and a posshble | :02:04. | :02:06. | |
prosecution if that driver is caught speeding again. | :02:07. | :02:12. | |

in our village, it's affecting our way of life, | :02:38. | :02:39. | |
we're frightened when we take our kids to school, when we cross | :02:40. | :02:42. | |
the road and we want to try and do something about it. | :02:43. | :02:45. | |
Residents say there have already been clear results from the pilots | :02:46. | :02:49. | |
of this scheme before today's official launch. | :02:50. | :02:52. | |
We've seen a dramatic reduction in the number of speeding vdhicles. | :02:53. | :02:59. | |
When we first started off, we were getting about 20 | :03:00. | :03:01. | |
speeding vehicles an hour in one direction only. | :03:02. | :03:08. | |
Now that's flattened out to about one speeding vehicle an hour. | :03:09. | :03:11. | |
So there's been a dramatic reduction. | :03:12. | :03:12. | |
Police claim other villages across North Yorkshire are now keen | :03:13. | :03:15. | |
to adapt the idea themselves of taking up the speed gun | :03:16. | :03:19. | |
to stop motorists who just won't observe the speed limhts. | :03:20. | :03:28. | |
Brian Gregory is from the Alliance of British Drivers. | :03:29. | :03:31. | |
I asked him what he thinks about the idea of the schemd. | :03:32. | :03:35. | |
I think there's a number of issues with it, really. | :03:36. | :03:39. | |
Firstly, there's an underlyhng presumption that all traffic | :03:40. | :03:42. | |
accidents are actually causdd by people breaking speed lilits | :03:43. | :03:45. | |
and nothing can actually be further from the truth. | :03:46. | :03:48. | |
Somewhere around 3% to 5% of road traffic accidents are caused | :03:49. | :03:52. | |
by people breaking the speed limit and invariably, | :03:53. | :03:55. | |
those people are so percepttally impaired by drugs and alcohol that | :03:56. | :04:01. | |
nothing is going to stop thdm, not speed cameras or sometiles | :04:02. | :04:03. | |
There is evidence from Australia, where they are even more kedn | :04:04. | :04:09. | |
on speed limit adherance than we are, that actually | :04:10. | :04:11. | |
This if you force people to drive so that they are so concerndd | :04:12. | :04:17. | |
about going over the speed limit, it introduces almost tunnel vision | :04:18. | :04:22. | |
and they actually then focus only on the speedometer and what's | :04:23. | :04:25. | |
going on inside the car, and they become virtually oblivious | :04:26. | :04:27. | |
to other road users, pedestrians, cyclists and so on | :04:28. | :04:32. | |
It makes conditions more dangerous rather than less. | :04:33. | :04:35. | |
Surely you must understand the concerns of local villages. | :04:36. | :04:40. | |
We know of one fatality in that village so they have a right, | :04:41. | :04:43. | |
don't they, to expect drivers to obey speed limits? | :04:44. | :04:46. | |
As long as they are sensibly set, absolutely. | :04:47. | :04:49. | |
The limits need to be set according to the best road safety practice, | :04:50. | :04:54. | |
and that's using the 85th pdrcentile principle where you set the speed | :04:55. | :04:57. | |
limit so that 85% of the tr`ffic travels at or below that spded. | :04:58. | :05:00. | |
But if you set limits away from that, you won't | :05:01. | :05:03. | |
Should we be recalibrating our speed limits in towns and villages, | :05:04. | :05:12. | |
We should be evaluating thel to see whether they are sensible rdlative | :05:13. | :05:18. | |
to the prevailing road configurations, absolutely. | :05:19. | :05:27. | |
But in many cases that would mean speed limits going up rather | :05:28. | :05:30. | |
than down and that does not necessarily mean | :05:31. | :05:32. | |
There are many examples of speed limits being increased | :05:33. | :05:35. | |

that HS2, rather than putting a station at Meadowhall, would put a | :06:38. | :06:40. | |
branch line to Sheffield city station and go around the shde, | :06:41. | :06:47. | |
closer to Doncaster. This rdport are not related three pages of ht, was | :06:48. | :06:52. | |
unveiled by the communities who have drawn it up-to-date before they take | :06:53. | :06:56. | |
it to the Department for Tr`nsport Secretary Chris Grayling. They say | :06:57. | :07:02. | |
when HS2 said this is our ndw route, HS2 said it would be simpler to | :07:03. | :07:06. | |
build, ?1 billion cheaper and we won't have to knock down so many | :07:07. | :07:11. | |
properties. The campaigners say they reject all of these facts and here's | :07:12. | :07:15. | |
the evidence we've gleaned to prove it. I put it to the campaigners this | :07:16. | :07:24. | |
is just a case of not in my backyard and that's something they | :07:25. | :07:24. | |
strenuously denied. It is going to be four times | :07:25. | :07:28. | |
noisier, it is going to be We are going to have a 50-foot-high | :07:29. | :07:31. | |
wall that will be four times We will have a depot | :07:32. | :07:35. | |
which is two kilometres long. We are not against infrastrtcture, | :07:36. | :07:39. | |
but there are reasons and wd're All those arguments come back to not | :07:40. | :07:41. | |
in my back garden. This is the whole point abott this, | :07:42. | :07:45. | |
is that if Crofton was the only place that HS2 high-speed lhne | :07:46. | :07:49. | |
could go through, we would have to | :07:50. | :07:51. | |
reluctantly accept it. What about HS2? Have we heard what | :07:52. | :08:07. | |
they think about this report? Yes. They've been under pressure since | :08:08. | :08:12. | |
July to come up with facts `nd figures to placate angry residents | :08:13. | :08:16. | |
who quite understandably have had their tempers stoped becausd they | :08:17. | :08:19. | |
were nowhere near this railway line until we broke the news in July | :08:20. | :08:25. | |
there was this change of mood. Today HS2 were repeatedly pressed on BBC | :08:26. | :08:29. | |
Radio Sheffield. He asked them how many houses will be demolished if | :08:30. | :08:33. | |
you choose this new route. They couldn't put down a precise figure. | :08:34. | :08:38. | |
They say that information whll become public wants the change of | :08:39. | :08:45. | |
route has been decided upon. They are still adamant this new proposal | :08:46. | :08:48. | |
is far better than the Meadowhall route. | :08:49. | :08:50. | |
This M18 route proposal provides better connectivitx | :08:51. | :08:51. | |
Leeds city centre to Sheffidld city centre fast route | :08:52. | :08:55. | |
But that also then allows us to start freeing up capacitx | :08:56. | :08:58. | |

It was during a 20-week scan her parents were first told | :12:38. | :12:39. | |
there were significant development problems with her brain. | :12:40. | :12:44. | |
Subsequent tests suggested that if Shalome did survive, | :12:45. | :12:45. | |
We were told she'd have one eye one nostril, possibly a mouth. | :12:46. | :12:53. | |
When you're told that your child is incompatible with life, | :12:54. | :12:55. | |
Shalome's parents refused a termination and their little girl | :12:56. | :13:01. | |
was born last November with plans not to resuscitate. | :13:02. | :13:05. | |
But one week later she was transferred home and her parents say | :13:06. | :13:08. | |
We have moments where we think is this it? | :13:09. | :13:15. | |
Sometimes you wonder if she's better being at peace | :13:16. | :13:18. | |
because it breaks your heart when she's in pain. | :13:19. | :13:22. | |
But we wouldn't change this for the world. | :13:23. | :13:26. | |
When you see how much she lhghts up with attention and a bit of love | :13:27. | :13:30. | |
and just being looked at and being held, it's amazing | :13:31. | :13:34. | |
Shalome's family have been supported throughout by | :13:35. | :13:37. | |
the Forget Me Not Children's Hospice in Huddersfield, which looks | :13:38. | :13:40. | |
Nurses specialise in helping families who are given a devastating | :13:41. | :13:47. | |
diagnosis through the pregn`ncy birth and sometimes death | :13:48. | :13:50. | |
Sadly, the diagnosis of a b`by, we are unable to change that, | :13:51. | :13:56. | |
but we are able to offer thdm support 24 hours a day | :13:57. | :14:00. | |
from the point of diagnosis all the way through their journey, | :14:01. | :14:03. | |
So far, the specialist nursds in the team here have | :14:04. | :14:10. | |
helped around 80 families during pregnancy and after birth. | :14:11. | :14:17. | |
But they estimate they are probably only reaching about 25% | :14:18. | :14:19. | |
We have that foresight to know we won't have her forever, | :14:20. | :14:31. | |
but at least we can prepare ourselves for that and the hospice | :14:32. | :14:34. | |
It's unlikely she'll ever w`lk or talk, and her condition | :14:35. | :14:42. | |
But in her short life, Shalome has defied expectathons | :14:43. | :14:56. | |
