or "SOS Single". Now, you don't expect people giving out tickets | 0:05:41 | 0:05:45 | |
to be making notes about you or the state of your house when they come calling, | 0:05:45 | 0:05:50 | |
but that's exactly what Elite Systems Ltd of Lincolnshire did, | 0:05:50 | 0:05:54 | |
in what Trading Standards officer Kirsty Toyne discovered was a devious sales strategy. | 0:05:54 | 0:05:59 | |
As a Trading Standards officer, | 0:05:59 | 0:06:01 | |
I'd never come across a company operating this way. | 0:06:01 | 0:06:04 | |
They were writing down details, such as, did the house look nice, the age of the consumer. | 0:06:04 | 0:06:11 | |
I found that to be totally underhand. | 0:06:11 | 0:06:14 | |
Elite Systems, who are not to be confused with other reputable companies | 0:06:14 | 0:06:18 | |
of a similar name, worked by collating private information about consumers | 0:06:18 | 0:06:22 | |
without their consent. | 0:06:22 | 0:06:24 | |
But they had even more sinister plans in mind | 0:06:24 | 0:06:27 | |
for their would-be "prize winners", who included 90 year-old widower | 0:06:27 | 0:06:31 | |
Arthur Bone, who was subjected to an appalling sales attack. | 0:06:31 | 0:06:35 | |
He just sort of gave me a counterfoil, | 0:06:35 | 0:06:38 | |
and it must have been about this prize offer. | 0:06:38 | 0:06:41 | |
'And he came back soon after that and told me I hadn't won the prize.' | 0:06:41 | 0:06:46 | |
Arthur may not have won the prize, | 0:06:46 | 0:06:48 | |
but he was offered a free carpet clean. | 0:06:48 | 0:06:51 | |
Elite Systems were official retailers of carpet cleaners | 0:06:51 | 0:06:54 | |
manufactured by a legitimate company, | 0:06:54 | 0:06:56 | |
but the manufacturer had absolutely no connection to this con and no idea | 0:06:56 | 0:07:00 | |
that their product was being sold in such a despicable manner. | 0:07:00 | 0:07:04 | |
In fact, the sales personnel were working to a routine. | 0:07:04 | 0:07:08 | |
The script mentioned that the consumer had won the daily draw. | 0:07:08 | 0:07:12 | |
And it was apparent from our investigation that there was no such thing as a daily draw. | 0:07:12 | 0:07:17 | |
Anybody who met the criteria got a call offering a free carpet clean. | 0:07:17 | 0:07:23 | |
Arthur received exactly the same offer. | 0:07:23 | 0:07:26 | |
And with the sales reps so well versed in selling this product, | 0:07:26 | 0:07:30 | |
it meant that he didn't stand a chance. | 0:07:30 | 0:07:33 | |
He came and demonstrated it. He was a very pleasant man | 0:07:33 | 0:07:37 | |
and convinced me it was a very good machine. I fell for it. | 0:07:37 | 0:07:40 | |
But not without putting up a fight. | 0:07:40 | 0:07:44 | |
If it was apparent that they weren't getting anywhere, | 0:07:44 | 0:07:47 | |
they were not getting a sale, | 0:07:47 | 0:07:49 | |
they would telephone the boss at the office | 0:07:49 | 0:07:51 | |
and put the boss on to the consumer. | 0:07:51 | 0:07:53 | |
'He got on the phone, didn't he? He said, "We could get it down from | 0:07:53 | 0:07:58 | |
' "1,300 to 600." I should of guessed then' | 0:07:58 | 0:08:02 | |
that it was a bit of a trick. | 0:08:02 | 0:08:04 | |
I said, "Oh, well, that's good." | 0:08:04 | 0:08:06 | |
He also told me, "Quite a lot of pensioners pay the full price, you know." | 0:08:06 | 0:08:11 | |
'And I think I wrote a cheque for 600.' | 0:08:11 | 0:08:14 | |
That is just shocking! | 0:08:14 | 0:08:17 | |
Like many before him, Arthur had been duped by a hard-selling scam. | 0:08:17 | 0:08:20 | |
Realising he'd been pressurised into purchasing the cleaner, Arthur took the brave decision | 0:08:20 | 0:08:26 | |
to confide in someone. He got in touch with his friends, Shona and Vincent Phillips, | 0:08:26 | 0:08:31 | |
who also clean for him, and know full well that he'd never even be able to use a cleaner | 0:08:31 | 0:08:36 | |
like the one he'd been sold. | 0:08:36 | 0:08:38 | |
He was feeling | 0:08:38 | 0:08:39 | |
very anxious about what he'd done. | 0:08:39 | 0:08:44 | |
And then realising he was never going to use it. | 0:08:44 | 0:08:48 | |
That's when we got the phone call. | 0:08:48 | 0:08:50 | |
I went up, and he was quite distressed about what had happened. | 0:08:50 | 0:08:53 | |
And he just sat there in his chair and said, "What am I going to do?" | 0:08:53 | 0:08:58 | |
As with many elderly victims of doorstep crime, | 0:08:58 | 0:09:01 | |
Arthur was initially reluctant to speak out at about what had happened. | 0:09:01 | 0:09:05 | |
I asked how much he'd paid for it. | 0:09:05 | 0:09:07 | |
He said, "Shona, I can't tell you." | 0:09:07 | 0:09:09 | |
I said, "What do you mean, you can't tell me?" He said, | 0:09:09 | 0:09:12 | |
"Well, this man on the other end of the phone said that | 0:09:12 | 0:09:15 | |
"I wasn't allowed to tell you because it was a good deal." And I said, "No, | 0:09:15 | 0:09:19 | |
"you're talking to me now. You've got to tell me how much it is." And he said, "It was £600, Shona." | 0:09:19 | 0:09:26 | |
I said, "We're not having that. No way can you afford that!" | 0:09:26 | 0:09:30 | |
Arthur was lucky to have such good friends by his side, but Vincent soon discovered | 0:09:30 | 0:09:35 | |
that getting Arthur's money back was easier said than done. | 0:09:35 | 0:09:39 | |
Over a period of just less than a month, I left messages. | 0:09:39 | 0:09:44 | |
"I'd like to speak to the manager." "He's not in." "He may be coming in, he might not be coming in. | 0:09:44 | 0:09:50 | |
"We don't know where he is." | 0:09:50 | 0:09:52 | |
Then this woman started to get really hostile on the end of the phone to me - | 0:09:52 | 0:09:57 | |
on the verge of abusive, really. | 0:09:57 | 0:09:59 | |
I said, "Look, I've had enough of this, I'm going to get Trading Standards involved." | 0:09:59 | 0:10:04 | |
By calling Trading Standards, Vincent and Shona had done | 0:10:04 | 0:10:08 | |
exactly the right thing and taken their first steps towards fighting back. | 0:10:08 | 0:10:13 | |
With the evidence from Arthur's experience at the hands of these aggressive salesmen, | 0:10:13 | 0:10:18 | |
it wasn't long before Trading Standards were mounting a case against Elite Systems. | 0:10:18 | 0:10:22 | |
The prices we found the cleaners being offered for ranged from £2,500 down to £600. | 0:10:22 | 0:10:30 | |
It seemed to us that the initial price being offered to the consumer | 0:10:30 | 0:10:36 | |
would be based on the information that had been noted on the stub of the ticket | 0:10:36 | 0:10:40 | |
regarding the wealth and the age of the consumer. | 0:10:40 | 0:10:43 | |
The underhand tactics used by this company to maximise their profits | 0:10:43 | 0:10:47 | |
were absolutely diabolical, but here comes the good news. | 0:10:47 | 0:10:51 | |
Trading Standards were able to take Elite Systems to court where they were fined over £17,000. | 0:10:51 | 0:10:58 | |
Arthur received a full refund, but this was down to the determined efforts of Vincent and Shona | 0:10:58 | 0:11:06 | |
who persistently fought back against these doorstep criminals. | 0:11:06 | 0:11:10 | |
You don't let people like that get ripped off, not when they're friends. | 0:11:10 | 0:11:14 | |

When we first went round to the consumers' house, we saw two elderly residents, | 0:12:45 | 0:12:52 | |
and they were getting very agitated. You could clearly see | 0:12:52 | 0:12:56 | |
that the whole thing had upset them very badly. | 0:12:56 | 0:12:59 | |
The couple had been cold-called by a pair of rogues | 0:12:59 | 0:13:03 | |
who had managed to convince them that their drains needed unblocking | 0:13:03 | 0:13:07 | |
-TERRY: -They had charged £300 for commencing the work. | 0:13:07 | 0:13:12 | |
They then left them with this ruse, | 0:13:12 | 0:13:16 | |
that they were going away to purchase or hire expensive machinery | 0:13:16 | 0:13:22 | |
which would clear the blockage in the drain | 0:13:22 | 0:13:25 | |
and they had told the couple that this would be £6,700, making 7,000 overall. | 0:13:25 | 0:13:32 | |
£7,000 to unblock a drain and pick up a machine?! A likely story! | 0:13:32 | 0:13:39 | |
The turning point in this case was that both Trading Standards | 0:13:39 | 0:13:42 | |
and the police had been alerted straightaway, | 0:13:42 | 0:13:45 | |
so it was a perfect opportunity to catch these rogues red-handed. | 0:13:45 | 0:13:50 | |
Police Community Support Officer Lisa Plastow was also at the scene. | 0:13:50 | 0:13:54 | |
They agreed to pay the £300, | 0:13:55 | 0:13:59 | |
they believed what these rogue traders said about how they needed to go away and get this machine. | 0:13:59 | 0:14:05 | |
Unfortunately, they believed everything that the rogue traders had told them. | 0:14:05 | 0:14:09 | |
We knew the trader was to return that afternoon | 0:14:09 | 0:14:15 | |
While we were talking and getting a strategy together of how to deal with this, | 0:14:15 | 0:14:19 | |
the trader telephoned the resident. | 0:14:19 | 0:14:23 | |
She wasn't sure what to say. | 0:14:23 | 0:14:25 | |
She's a timid lady. Unfortunately these criminals | 0:14:25 | 0:14:28 | |
realised that something was up and they put the phone down. | 0:14:28 | 0:14:32 | |
That was the last anyone heard or saw of these doorstep criminals. | 0:14:32 | 0:14:37 | |
But Trading Standards and Essex Police aren't letting go. | 0:14:37 | 0:14:40 | |
It's well into the day at Operation Mermaid, | 0:14:40 | 0:14:44 | |
and while there's been no sign of them, there's a chance that these rogues could turn up | 0:14:44 | 0:14:48 | |
as the police continue to stop and search commercial trade vehicles. | 0:14:48 | 0:14:52 | |
I can't wait to see if Operation Mermaid uncovers those cold-calling rogues. | 0:14:52 | 0:14:58 | |
