The manufacturers of e-cigs claim their products are free of | 0:02:28 | 0:02:31 | |
many of the harmful chemicals found in cigarettes or rolling tobacco. | 0:02:31 | 0:02:36 | |
The devices are credited by some people with helping them | 0:02:36 | 0:02:39 | |

E-cigarettes are electronic and need to be frequently charged. | 0:02:41 | 0:02:45 | |

started by e-cigarettes, including a recent fatality in Liverpool. | 0:03:05 | 0:03:08 | |
Many of the most popular e-cigarette brands have this safety mark | 0:03:09 | 0:03:13 | |
on the back of the packet. | 0:03:13 | 0:03:15 | |
Now, SGS is one of the world's biggest test houses and they certify | 0:03:15 | 0:03:19 | |
thousands of different products, from bicycles to dishwashers. | 0:03:19 | 0:03:23 | |
So this mark should be reassuring. | 0:03:24 | 0:03:26 | |
So you might have thought. | 0:03:26 | 0:03:28 | |
Aged just 43, Tracy Joiner suffered a heart attack | 0:03:31 | 0:03:36 | |
and was advised to give up smoking immediately. | 0:03:36 | 0:03:39 | |
Tracy knew she had to find a way to kick the habit, | 0:03:39 | 0:03:42 | |
but quitting proved tough. | 0:03:42 | 0:03:44 | |
I was lying awake at night, craving still for a cigarette. | 0:03:44 | 0:03:47 | |
She turned to e-cigs, | 0:03:47 | 0:03:49 | |
believing them to be a healthier option than tobacco. | 0:03:49 | 0:03:53 | |
I found these e-cigarettes and to me it was like a godsend. | 0:03:53 | 0:03:57 | |
One day, Tracy needed a new e-cigarette, | 0:03:59 | 0:04:02 | |
so she drove to a nearby newsagent and bought a popular brand. | 0:04:02 | 0:04:06 | |
My local newsagents had actually got this e-cigarette in. | 0:04:08 | 0:04:12 | |
I thought, yeah, I've heard of that make, | 0:04:12 | 0:04:15 | |
it's meant to be a good make, so I paid me £20, got me e-cigarette, | 0:04:15 | 0:04:19 | |
and I came home that night and charged it up. | 0:04:19 | 0:04:23 | |
Following the instructions on the packaging, | 0:04:23 | 0:04:26 | |
Tracy charged up her e-cig with the USB connecter provided with the kit. | 0:04:26 | 0:04:30 | |
And then she went to bed. | 0:04:30 | 0:04:33 | |
But, an hour later, she was woken up by a burning sensation in her foot. | 0:04:33 | 0:04:37 | |
Me foot were hanging off the edge of the bed, | 0:04:37 | 0:04:40 | |
where the bed frame was on fire. | 0:04:40 | 0:04:42 | |
I turned on the light and me bedroom were going up in flames. | 0:04:42 | 0:04:46 | |

Tracy managed to put out the fire, but not before flames | 0:04:55 | 0:04:58 | |

and confirmed that the device Tracy purchased | 0:05:21 | 0:05:24 | |
was from an established brand, which was sold nationwide. | 0:05:24 | 0:05:28 | |
Tracy had used the device as directed by the instructions. | 0:05:28 | 0:05:32 | |
Like many e-cig brands available at newsagents, | 0:05:33 | 0:05:37 | |
garages and supermarkets across the UK, | 0:05:37 | 0:05:40 | |
the packaging on Tracy's device stated it had been tested by SGS. | 0:05:40 | 0:05:44 | |
SGS is an international test house which tests and certifies | 0:05:46 | 0:05:50 | |
hundreds of household products every year. | 0:05:50 | 0:05:53 | |
And their mark indicates the product has been assessed | 0:05:53 | 0:05:57 | |
and approved by safety specialists. | 0:05:57 | 0:05:59 | |
It's a guarantee of quality, which assures retailers, | 0:05:59 | 0:06:02 | |
from local shops to our biggest supermarkets, | 0:06:02 | 0:06:05 | |
that they're selling a safe and rigorously tested product. | 0:06:05 | 0:06:09 | |
But Steve Elliott, head of corporate security at SGS, | 0:06:09 | 0:06:13 | |
has a shocking revelation. | 0:06:13 | 0:06:14 | |
One of the very few products that we do not test | 0:06:16 | 0:06:19 | |
just so happens to be electronic cigarettes, | 0:06:19 | 0:06:21 | |
and we've made that decision globally. | 0:06:21 | 0:06:24 | |
We've decided not to be involved in that market. | 0:06:24 | 0:06:26 | |
We don't test any electronic cigarettes | 0:06:26 | 0:06:29 | |
anywhere in the world, so it is very clear to us where we | 0:06:29 | 0:06:32 | |
see our name appearing on packaging and where it appears that those | 0:06:32 | 0:06:36 | |
products have been tested by us, that advertising is false. | 0:06:36 | 0:06:40 | |
SGS were so horrified to see their safety marking being | 0:06:41 | 0:06:44 | |
abused in this way that they hired Lela Baumer, | 0:06:44 | 0:06:47 | |
a researcher specialising in online fraud, to investigate. | 0:06:47 | 0:06:51 | |
Lela started by examining adverts on Chinese websites, | 0:06:51 | 0:06:55 | |
which were falsely stating their e-cig was SGS approved. | 0:06:55 | 0:07:00 | |
The scale of what she found was astonishing. | 0:07:00 | 0:07:03 | |
It was enormous. | 0:07:03 | 0:07:05 | |
It was the biggest case we've ever had and ever seen. | 0:07:05 | 0:07:08 | |
It was millions of ads, literally millions of ads. | 0:07:08 | 0:07:11 | |
We've taken down millions of ads. | 0:07:11 | 0:07:13 | |
There's still some out there with e-cigarettes referring to SGS, | 0:07:13 | 0:07:17 | |
but we're getting there. | 0:07:17 | 0:07:19 | |
These websites were selling consignments of e-cigs | 0:07:19 | 0:07:22 | |
to retailers across the world, including here in the UK. | 0:07:22 | 0:07:26 | |
When we get the physical products being sold in the UK, | 0:07:27 | 0:07:30 | |
we can see the same SGS logo on the packaging, which is scary, | 0:07:30 | 0:07:34 | |
because then it's not only referring in the text in the ad, | 0:07:34 | 0:07:37 | |
it's actually on the product, as well. | 0:07:37 | 0:07:39 | |
And, when Lela delved further, she found Chinese manufacturers | 0:07:39 | 0:07:43 | |
had actually been creating fake SGS safety certificates. | 0:07:43 | 0:07:47 | |
Here's some examples of certificates that are fake. | 0:07:48 | 0:07:52 | |
Companies selling e-cigarettes on these sites are using these | 0:07:52 | 0:07:55 | |
kind of certificates. | 0:07:55 | 0:07:57 | |
We sometimes even find the same certificate being used | 0:07:57 | 0:08:00 | |
over and over again. | 0:08:00 | 0:08:01 | |
SGS checked and quickly confirmed Lela's findings. | 0:08:01 | 0:08:04 | |
What I have here is a genuine SGS certificate. This is a blank one. | 0:08:04 | 0:08:08 | |
We haven't yet printed the results of the inspection onto it, | 0:08:08 | 0:08:11 | |
but this certificate has several security features on it. | 0:08:11 | 0:08:14 | |
The security features are similar to those on a bank note. | 0:08:14 | 0:08:17 | |
When we're asked to confirm whether a certificate is genuine or not, | 0:08:17 | 0:08:20 | |
we will start by looking for those security features, | 0:08:20 | 0:08:23 | |
before we then go to the trader and ask them to prove | 0:08:23 | 0:08:26 | |
that they were actually subject to an SGS inspection. | 0:08:26 | 0:08:29 | |
What I also have here is another certificate, | 0:08:29 | 0:08:31 | |
this one relates to an electronic cigarette product. | 0:08:31 | 0:08:34 | |
This certificate is not genuine. | 0:08:34 | 0:08:36 | |
It appears to be genuine, but it's not. | 0:08:36 | 0:08:38 | |
The security features on here do not match the security features | 0:08:38 | 0:08:42 | |
on our genuine certificate and the content itself, | 0:08:42 | 0:08:45 | |
when we've gone out and checked the content, the content is not true. | 0:08:45 | 0:08:48 | |
So, this is a fake one, | 0:08:48 | 0:08:50 | |
this is a genuine one. | 0:08:50 | 0:08:51 | |
Clearly, it's the explosive potential of e-cigs | 0:08:54 | 0:08:57 | |
which makes the use of a fake safety mark so alarming. | 0:08:57 | 0:09:01 | |
While fires from real cigarettes remain by some distance | 0:09:03 | 0:09:06 | |
the most likely cause of a house fire, the Fire and Rescue service | 0:09:06 | 0:09:09 | |
are increasingly concerned about the dangers of e-cigs. | 0:09:09 | 0:09:13 | |
Mark Hazelton is reviewing the service's national policy | 0:09:14 | 0:09:18 | |
on e-cigarettes and he's alarmed by the number of incidents nationwide. | 0:09:18 | 0:09:22 | |
There have now been 70 fires | 0:09:22 | 0:09:23 | |
attributed to these e-smoking products. | 0:09:23 | 0:09:26 | |
We know 11 of those have resulted in injuries | 0:09:26 | 0:09:29 | |
and we know there has now been one fire fatality. | 0:09:29 | 0:09:31 | |
And the explosion at Tracy's house | 0:09:31 | 0:09:34 | |
is typical of many of the cases that Mark knows about. | 0:09:34 | 0:09:37 | |
When a lithium battery catches fire, it's like a firework. | 0:09:37 | 0:09:40 | |
It heats up and then fires a cone of hot embers two or three feet | 0:09:40 | 0:09:44 | |
away from the original device. | 0:09:44 | 0:09:45 | |
So, you've got a hotspot where the device is | 0:09:45 | 0:09:47 | |
and then that hot spray of embers can go forward, | 0:09:47 | 0:09:50 | |
and that can catch carpet, can catch furniture, | 0:09:50 | 0:09:52 | |
it can catch bedding - anything that's in its path. | 0:09:52 | 0:09:54 | |
Electrical safety expert Steve Curtler has spent months | 0:09:55 | 0:09:58 | |

As you can see, the battery itself has completely disintegrated. | 0:10:40 | 0:10:44 | |
It was launched out of the cap that holds the battery like a firework. | 0:10:44 | 0:10:49 | |
If it goes off in your house, | 0:10:49 | 0:10:50 | |
whatever it comes into contact with, combustible materials, | 0:10:50 | 0:10:53 | |
it's just going to set light to it, so you've got no chance. | 0:10:53 | 0:10:56 | |

It's extremely alarming to see product safety marks | 0:11:05 | 0:11:09 | |

Consumers rely on them, retailers rely on them | 0:11:11 | 0:11:14 | |

that all of us have worked really hard to establish | 0:11:19 | 0:11:22 | |
and make sure they can go into any shop and buy a product that's safe. | 0:11:22 | 0:11:25 | |

wants to see the products taken off the shelves. | 0:11:28 | 0:11:31 | |
Where they claim to have been checked by us and they're not | 0:11:31 | 0:11:34 | |
then we don't think those products should be on the shelf. | 0:11:34 | 0:11:37 | |
We don't think consumers should be misled, | 0:11:37 | 0:11:39 | |
and we think whatever appears on the shelf, | 0:11:39 | 0:11:41 | |

We informed ECITA, the industry association | 0:11:44 | 0:11:47 | |

We trust our dentists, they're highly qualified | 0:19:45 | 0:19:48 | |
and they'll no doubt be using the latest professional equipment, | 0:19:48 | 0:19:51 | |

They were bought by an unsuspecting British dentist, | 0:19:53 | 0:19:56 | |
but fortunately were never used on a patient. | 0:19:56 | 0:19:59 | |
They're fake and, as we discovered, | 0:19:59 | 0:20:01 | |
they shouldn't get anywhere near anyone's teeth. | 0:20:01 | 0:20:06 | |
The dental tools market here in the UK | 0:20:07 | 0:20:10 | |
is thought to be worth over £500 million every year. | 0:20:10 | 0:20:13 | |
And where there's serious money to be made, | 0:20:13 | 0:20:16 | |
of course, the fakers aren't far behind. | 0:20:16 | 0:20:18 | |

has found its way into British surgeries, | 0:20:22 | 0:20:24 | |

These fake lights used to set fillings could harm teeth | 0:20:26 | 0:20:30 | |
and this counterfeit hand-held X-ray machine | 0:20:30 | 0:20:33 | |
emits harmful levels of radiation. | 0:20:33 | 0:20:35 | |
But, for the first time, | 0:20:37 | 0:20:38 | |
dental drills are being targeted by the fakers. | 0:20:38 | 0:20:42 | |
And Danny Lee-Frost from the MHRA, | 0:20:42 | 0:20:45 | |
the Medicines and Healthcare products Regulatory Agency, | 0:20:45 | 0:20:49 | |
recently discovered how dentists are being duped | 0:20:49 | 0:20:52 | |
when they buy these drills online. | 0:20:52 | 0:20:54 | |
These were purchased by a dentist from a Chinese-based website, | 0:20:55 | 0:20:59 | |
he thought he was buying from a UK-based website, | 0:20:59 | 0:21:02 | |
used them in his practice. | 0:21:02 | 0:21:04 | |
Clearly, these drills look convincing. | 0:21:04 | 0:21:06 | |
This is a very sophisticated product. | 0:21:06 | 0:21:09 | |
They are substantial in weight, | 0:21:09 | 0:21:11 | |
it's a very high degree of machine tooling involved, | 0:21:11 | 0:21:13 | |
they're highly polished, so they look the part. | 0:21:13 | 0:21:15 | |
If a dentist ordered these over the internet | 0:21:15 | 0:21:18 | |
thinking he was buying the genuine and these arrived in a parcel, | 0:21:18 | 0:21:21 | |
there'd be no way you could tell these weren't genuine | 0:21:21 | 0:21:24 | |
until he started using them | 0:21:24 | 0:21:25 | |
and then the problems would start to occur. | 0:21:25 | 0:21:28 | |
The issues with the product started almost immediately. | 0:21:28 | 0:21:31 | |
They didn't work correctly, | 0:21:31 | 0:21:33 | |
so the dentist assumed they needed a repair. | 0:21:33 | 0:21:37 | |
He contacted NSK, who manufacture the drills. | 0:21:37 | 0:21:40 | |
So he sent them to the genuine manufacturer, | 0:21:42 | 0:21:45 | |
who quite rightly said, "These aren't ours, we didn't make these." | 0:21:45 | 0:21:48 | |
We were then notified and an investigation started from there. | 0:21:48 | 0:21:52 | |
It's the level of sophistication being employed by the fakers | 0:21:52 | 0:21:56 | |
that alarms Danny. | 0:21:56 | 0:21:57 | |
The dentist was completely unaware. | 0:21:57 | 0:21:59 | |
He thought he was buying the genuine product, | 0:21:59 | 0:22:01 | |
obviously he was looking for the genuine product, | 0:22:01 | 0:22:03 | |
the website was advertising what he thought was the genuine product, | 0:22:03 | 0:22:07 | |
he was completely taken in, completely taken unawares. | 0:22:07 | 0:22:10 | |
But this dentist wasn't alone. | 0:22:10 | 0:22:12 | |
The MHRA had several reports of counterfeit drills | 0:22:12 | 0:22:15 | |
just like this one being bought by dentists. | 0:22:15 | 0:22:18 | |
In one case, the drill fell apart in the patient's mouth, mid-surgery. | 0:22:18 | 0:22:23 | |
That does fill us with some alarm, | 0:22:23 | 0:22:25 | |
that there were other dentists out there doing the same thing, | 0:22:25 | 0:22:28 | |
albeit unwittingly, using fake, counterfeit equipment on patients. | 0:22:28 | 0:22:33 | |
Soon after the NSK fakes emerged, | 0:22:33 | 0:22:36 | |
a more complex case involving a British supplier of dental equipment | 0:22:36 | 0:22:40 | |
came to the MHRA's attention. | 0:22:40 | 0:22:43 | |
A British company visiting overseas trade events | 0:22:43 | 0:22:46 | |
was duped into buying an unlicensed, untested product. | 0:22:46 | 0:22:52 | |
So, what we've have got here are a couple of brochures | 0:22:52 | 0:22:56 | |
from Chinese manufacturers of dental medical appointment. | 0:22:56 | 0:22:59 | |
And what would happen is UK medical supply companies | 0:22:59 | 0:23:02 | |
will attend trade fairs in China, for example, | 0:23:02 | 0:23:06 | |
be approached by these types of manufacturers | 0:23:06 | 0:23:08 | |
who will offer to manufacture these dental drills and other components, | 0:23:08 | 0:23:13 | |
but put the supply company's details and branding on the product. | 0:23:13 | 0:23:17 | |
So, when they're imported into the UK, | 0:23:17 | 0:23:19 | |
essentially, it is now a branded product for that supply company. | 0:23:19 | 0:23:24 | |
The manufacturer will also supply the CE-marked certificate, | 0:23:24 | 0:23:28 | |
to show that it's been through a notified body, | 0:23:28 | 0:23:30 | |
so it's got EU approval, | 0:23:30 | 0:23:31 | |
it's been tested and meets all the quality standards | 0:23:31 | 0:23:35 | |
for a dental product. | 0:23:35 | 0:23:37 | |
Any supplier of dental devices to the UK market | 0:23:37 | 0:23:40 | |
will need to see a certificate stating the product has been tested | 0:23:40 | 0:23:44 | |
and meets required safety standards. | 0:23:44 | 0:23:46 | |
In this case, the British company was given a certificate. | 0:23:46 | 0:23:49 | |
But it was a fake. | 0:23:49 | 0:23:51 | |
It purports to be from a European approval body based in Germany. | 0:23:51 | 0:23:55 | |
To our investigator, one glance at this said that it was counterfeit. | 0:23:55 | 0:23:59 | |
There were too many mistakes on this certificate. | 0:23:59 | 0:24:02 | |
But the medical supplies company who bought the products, | 0:24:02 | 0:24:06 | |
had them shipped to the UK and supplied with this certificate, | 0:24:06 | 0:24:09 | |
they think everything's fine and as it should be. | 0:24:09 | 0:24:13 | |
It's the first time the MHRA have discovered fake certificates | 0:24:14 | 0:24:17 | |
being used to dupe British companies into buying untested | 0:24:17 | 0:24:21 | |
and unapproved dental equipment. | 0:24:21 | 0:24:24 | |
Fortunately, the MHRA acted quickly | 0:24:24 | 0:24:27 | |
and seized over 300 of these unapproved drills | 0:24:27 | 0:24:30 | |
days before they were to be sent out to dentists across the UK. | 0:24:30 | 0:24:34 | |
However, the MHRA fear British dentists | 0:24:34 | 0:24:37 | |
could still be fooled into buying the NSK counterfeit. | 0:24:37 | 0:24:41 | |
Clearly, these fakes are dangerous. | 0:24:41 | 0:24:43 | |
They've never been properly tested, until now. | 0:24:43 | 0:24:46 | |
We asked Professor Damien Walmsley | 0:24:46 | 0:24:49 | |
at the Birmingham School of Dentistry | 0:24:49 | 0:24:51 | |
to test the counterfeit drill against a real one. | 0:24:51 | 0:24:54 | |
I've got two of the hand pieces here. | 0:24:56 | 0:24:59 | |
An initial glance, they look like the same thing. | 0:24:59 | 0:25:02 | |
They both have the same markings on. | 0:25:02 | 0:25:04 | |
It's only when you get to closer inspection | 0:25:04 | 0:25:07 | |

the metal is much sleeker, nicely finished | 0:25:10 | 0:25:13 | |
and you can tell it's a piece of precision engineering. | 0:25:13 | 0:25:17 | |

it's particularly difficult to work out the difference | 0:25:18 | 0:25:21 | |
because the marking looks very good. | 0:25:21 | 0:25:23 | |
If I look at this, they just look very similar. | 0:25:23 | 0:25:25 | |
The fonts they use is different to the fake, | 0:25:25 | 0:25:28 | |
but it has numbers, it has the brand, it says where it's from, | 0:25:28 | 0:25:32 | |
both of them have the same, except they're just orientated differently. | 0:25:32 | 0:25:36 | |
As a dentist, I wouldn't be able to tell the difference. | 0:25:36 | 0:25:39 | |
I've shown these fakes around to many people | 0:25:41 | 0:25:43 | |
and they're just amazed. People who actually service them, | 0:25:43 | 0:25:46 | |
people within our own hospital looking at them say, | 0:25:46 | 0:25:49 | |
"That is absolutely amazing. It just looks like the real thing." | 0:25:49 | 0:25:53 | |
So, the two drills look very similar. How do they perform? | 0:25:53 | 0:25:57 | |

and if there's anything wrong with the machinery or the mechanism of it | 0:26:31 | 0:26:34 | |
then we know straightaway that there could be problems with the drill. | 0:26:34 | 0:26:38 | |
First up is a genuine dental drill. | 0:26:39 | 0:26:42 | |
We can see only a small amount of vibration. | 0:26:42 | 0:26:44 | |
This scale is quite small on that. | 0:26:44 | 0:26:47 | |
There is a little bit of side to side motion, | 0:26:47 | 0:26:49 | |

I sold them all at that point, got about half my money back. | 0:37:52 | 0:37:55 | |

When selling these cardbacks, Jason had clearly stated | 0:37:59 | 0:38:02 | |
that the cards he was selling were not true originals. | 0:38:02 | 0:38:05 | |

But not every seller is aware they're flogging a fake. | 0:38:08 | 0:38:11 | |

and maybe half of them have been declared, half of them haven't. | 0:38:16 | 0:38:19 | |

the seal on some of the boxed figures in their possession. | 0:39:03 | 0:39:06 | |
They discovered crude attempts to seal the bubble on to the cardback. | 0:39:06 | 0:39:10 | |
The most common thing with all the cards that he produced | 0:39:11 | 0:39:14 | |
is the fact that they're absolutely case fresh. | 0:39:14 | 0:39:17 | |
The one on the left is a genuine mint on card, | 0:39:17 | 0:39:19 | |
