Welcome to a world where nothing is quite as it seems.

0:00:020:00:06

Welcome to Fake Britain.

0:00:060:00:07

-Get down! Get down!

-Put him on the floor, now!

0:00:200:00:23

Put your hands behind your back, now.

0:00:230:00:25

It's just an ordinary house, it could be anywhere in the country

0:00:250:00:29

but this is the Fake Britain house and it's filled with fakes.

0:00:290:00:33

You may not know it but your home could be too.

0:00:330:00:37

In this series,

0:00:370:00:38

we'll be investigating the criminals trying to

0:00:380:00:40

get their hands on your cash

0:00:400:00:42

by using fraud, forgeries and fakery

0:00:420:00:46

and I'll be showing you how you can avoid being taken for a ride.

0:00:460:00:50

Today on Fake Britain...

0:00:530:00:55

Police!

0:00:550:00:56

..we're with the National Crime Agency

0:00:560:00:58

as they crack down on suspected ID fakers.

0:00:580:01:02

Please open up or I'll put the door in.

0:01:020:01:04

And we'll discover who's buying fake identities and what happens

0:01:040:01:08

if one of them is yours.

0:01:080:01:10

Somehow these people think I owe £113,000.

0:01:100:01:15

The dark forces selling fake signatures to young Doctor Who fans.

0:01:150:01:20

It's just ridiculous really. It was an abuse of trust.

0:01:200:01:23

And the fake dental tool being sold to British surgeries.

0:01:240:01:29

There is a risk of infection and the patient may lose their tooth.

0:01:290:01:33

This is a real British passport.

0:01:390:01:42

When you're not using yours,

0:01:420:01:43

you'll probably put it away in a drawer and forget all about it.

0:01:430:01:47

But while YOU may not be thinking about it,

0:01:470:01:49

there are criminals who certainly are because stealing one of these,

0:01:490:01:53

even if it means breaking into your home to do it,

0:01:530:01:55

is worth their efforts.

0:01:550:01:58

It's a gateway to the kind of ID crime which, as a nation,

0:01:580:02:02

is now costing us 3.3 billion pounds a year.

0:02:020:02:06

Are you convinced you couldn't be a target for the fakers?

0:02:060:02:09

It's 5am and we're in Essex with the National Crime Agency.

0:02:120:02:16

The newly formed agency has a remit to tackle

0:02:170:02:20

serious and organised crime.

0:02:200:02:22

Fake Britain has been given exclusive access to the team

0:02:220:02:25

charged with cracking down on identity crime.

0:02:250:02:28

This morning, the arrest team are acting on intelligence

0:02:290:02:32

from the passport office.

0:02:320:02:33

Their suspect is thought to have applied for passports and

0:02:350:02:39

driving licences under multiple different names,

0:02:390:02:42

none of which are his own.

0:02:420:02:44

Principal officer Lewis Hunt is leading the NCA's drive to

0:02:450:02:49

crack down on the identity fakers.

0:02:490:02:52

There's been multiple identity abuse, not only just passports

0:02:520:02:57

but also driving licences as well.

0:02:570:02:59

And we're obviously keen to secure any evidence that we can find there

0:03:000:03:06

in relation to identity documents.

0:03:060:03:09

This morning's operation is part of the NCA's response to

0:03:110:03:14

a disturbing new trend.

0:03:140:03:17

Lewis Hunt believes that the demand for fake identities is fuelling a

0:03:170:03:20

rise in thefts of identity documents from ordinary members of the public.

0:03:200:03:25

We've seen evidence now of people involved in large scale burglaries,

0:03:250:03:32

particularly looking for identity documents.

0:03:320:03:36

And those genuine documents are then being used by serious criminals

0:03:360:03:40

to create the fake identities

0:03:400:03:43

which will be used for a range of criminal activity.

0:03:430:03:45

Everything from complex identity fraud to

0:03:450:03:48

evading travel restrictions.

0:03:480:03:51

Terrorists have used them in the past, money launderers,

0:03:510:03:55

drug traffickers,

0:03:550:03:57

even sex offenders to actually travel outside their actual banning orders.

0:03:570:04:03

Back in Essex, the arresting team go in.

0:04:050:04:09

Their suspect is about to get an unexpected wake-up call.

0:04:110:04:14

KNOCKING ON DOOR

0:04:140:04:16

Hello. Police. NCA. Please open up.

0:04:160:04:18

KNOCKING ON DOOR

0:04:180:04:20

National Crime Agency, please open up or we'll put the door in.

0:04:200:04:23

Please, come on.

0:04:230:04:24

Hello there.

0:04:240:04:25

Come down, National Crime Agency.

0:04:270:04:29

Eventually the officers are let in.

0:04:320:04:34

We're here to search the premises for identity crime.

0:04:340:04:38

Yeah, thank you.

0:04:380:04:39

20 minutes later, the suspect is taken away for questioning.

0:04:410:04:44

This arrest is part of the National Crime Agency's

0:04:450:04:48

crack down on identity crime.

0:04:480:04:50

Fake Britain has followed the NCA's efforts

0:04:520:04:54

to bring the ID fakers to justice.

0:04:540:04:56

We were with NCA officers as they made their first arrest of a

0:04:580:05:01

suspected seller of fake identity documents here in the North West.

0:05:010:05:05

So far the NCA have arrested dozens of suspects

0:05:060:05:10

and seized hundreds of fake ID documents

0:05:100:05:13

and through these investigations, the NCA has learnt how criminals

0:05:130:05:17

are stealing people's identities and applying for genuine IDs.

0:05:170:05:21

Suddenly they've got a genuine document that has been

0:05:230:05:27

fraudulently obtained.

0:05:270:05:29

Back in Essex and an hour into the search of the house,

0:05:310:05:34

the arresting officer senior officer Andy Guy begins to

0:05:340:05:38

suspect there may be more than one faker in the house.

0:05:380:05:42

A marriage certificate

0:05:420:05:43

and evidence of a previous identity under a different name is found.

0:05:430:05:48

Let's go.

0:05:490:05:51

Just come.

0:05:510:05:52

It's enough for them to want to question the woman further

0:05:520:05:55

and she's arrested.

0:05:550:05:56

OK, then, in you go.

0:05:560:05:58

She seemed to be a different person with P45s

0:05:590:06:02

and different identification,

0:06:020:06:04

different documents with regard to the Inland Revenue, HMRC.

0:06:040:06:08

Now, there's a completely different identity.

0:06:080:06:10

The search continues for another couple of hours while every

0:06:110:06:14

document within the house is examined for evidence of fakery.

0:06:140:06:19

Well, in these bags we've got passports,

0:06:190:06:21

we're got credit cards, we've got driving licences

0:06:210:06:24

and on the phones, we hope to have identity details as well.

0:06:240:06:28

The evidence here will be crucial if the team is to secure convictions.

0:06:290:06:34

Now, we're going to interview the man and the woman

0:06:340:06:37

and hopefully we will have enough information to charge today.

0:06:370:06:42

The haul is taken back to base and painstakingly logged.

0:06:450:06:49

-There's your fake marriage certificate, I think.

-OK.

0:06:510:06:55

Following interviews with the suspects

0:06:550:06:57

and a review of the evidence,

0:06:570:06:58

principal officer Lewis Hunt decides he has enough to hold both

0:06:580:07:02

suspects in custody while the investigations continue.

0:07:020:07:06

He's seen some cases where members of the public don't even realise

0:07:080:07:12

ID documents, such as passports and driving license have been stolen.

0:07:120:07:17

It might well be that you put them in,

0:07:170:07:19

say for the instance, the drawer where all those documents go and

0:07:190:07:24

lo and behold, when you want them for that particular bit of travel,

0:07:240:07:28

you suddenly can't find them and

0:07:280:07:31

they've been taken actually in the burglary as well.

0:07:310:07:36

And his message for all of us is very simple.

0:07:360:07:38

Be aware of how important their documents are,

0:07:400:07:44

to actually make sure they safeguard those documents because

0:07:440:07:49

if they're broken into at home, those documents will be taken from them.

0:07:490:07:55

Later, we'll meet one man who knows all too well what can happen

0:07:560:08:00

when your ID documents fall into the hands of the fakers.

0:08:000:08:03

I'm totally innocent, I've done nothing wrong and, you know,

0:08:030:08:07

why would I even contemplate remortgaging my property for

0:08:070:08:10

something that I didn't owe?

0:08:100:08:12

It's over 50 years old and a national institution, Doctor Who.

0:08:190:08:23

Now, there have been 12 Doctors in all and in this anniversary

0:08:230:08:28

celebratory book I've got a couple of their signatures.

0:08:280:08:31

Not that, that's the Dalek's.

0:08:310:08:33

But look, David Tennant and over the page, Matt Smith.

0:08:330:08:38

As you might expect in the Fake Britain house though, they're fakes

0:08:380:08:42

and we've discovered there is a disturbance

0:08:420:08:45

in the world of the Time Lords autograph hunters.

0:08:450:08:48

Daniel Moore is 18 years old and a self confessed sci-fi geek.

0:08:550:09:00

He's part of a new generation of Doctor Who fans

0:09:020:09:05

and a keen collector of memorabilia and autographs.

0:09:050:09:09

I'm a big fan of Doctor Who and Star Wars

0:09:120:09:14

and lots of other sort of sci-fi series.

0:09:140:09:18

I like to meet these people and get autographs.

0:09:180:09:20

This is when I met Billie Piper with my partner Sarah.

0:09:220:09:26

This is a Doctor Who encyclopaedia, it's one of my proudest possessions.

0:09:260:09:29

I've got lots of Doctor Who signatures in here.

0:09:290:09:31

This is Christopher Eccleston and here is Matt Smith.

0:09:330:09:38

But Daniel's love for all things for Doctor Who

0:09:400:09:42

was to cause him a big headache.

0:09:420:09:45

When he was aged just 15, he came into contact with a man

0:09:450:09:48

selling Doctor Who autographs online.

0:09:480:09:51

Over the next two years, Daniel purchased around £850 worth

0:09:510:09:56

of signed memorabilia from this individual.

0:09:560:09:59

I'd bought this book a couple of years ago

0:09:590:10:01

when I was 16 years old, I paid £30 for it thereabouts.

0:10:010:10:05

I bought it because I wanted a piece of Doctor Who memorabilia.

0:10:050:10:08

I liked it, I believe they were genuine.

0:10:080:10:11

But little did Daniel know that an investigation

0:10:130:10:16

into the seller's activities was already under way.

0:10:160:10:19

Caroline Carter, a Trading Standards officer in Norwich,

0:10:210:10:24

had received a tip-off about an eBay dealer selling fakes.

0:10:240:10:28

We got reports was selling fake autographs on eBay and he was also

0:10:290:10:34

providing little certificates with these autographs

0:10:340:10:38

and photos of stars that were signed,

0:10:380:10:40

saying that they were authentic.

0:10:400:10:42

Caroline asked Gary King, an expert witness in autograph cases,

0:10:450:10:50

to have a look at what was being sold.

0:10:500:10:53

What caught Gary's eye was the number of

0:10:530:10:56

undedicated autographs the dealer was selling.

0:10:560:10:58

In the world of autographs, undedicated signatures, which

0:11:010:11:04

consist of just the celebrity's autograph, are much sought after.

0:11:040:11:08

Celebrities will often want to dedicate a signature

0:11:100:11:13

because it removes the option of you selling it on eBay,

0:11:130:11:16

people don't want a dedicated signature,

0:11:160:11:19

undedicated is much more valuable and so that's why they do it.

0:11:190:11:22

Sales of undedicated autographs on this scale was certainly

0:11:250:11:28

grounds for suspicion but Caroline Carter would need

0:11:280:11:31

solid proof of fakery before she could act.

0:11:310:11:35

She contacted the BBC team who issue signed photographs

0:11:350:11:39

of the Doctor Who stars and told them of her suspicions.

0:11:390:11:42

Together they decided to make a test purchase from the seller

0:11:430:11:47

so they could establish whether the autographs were genuine.

0:11:470:11:50

This envelope actually contained the test purchase that the

0:11:520:11:55

BBC Worldwide did and it contained an image of Karen Gillan,

0:11:550:12:00

one of the Doctor's assistants in Doctor Who.

0:12:000:12:03

Miss Gillan examined this photograph

0:12:030:12:06

and said she did not believe it was her autograph.

0:12:060:12:09

Caroline's investigation was gathering speed.

0:12:110:12:14

Victims were coming forward.

0:12:140:12:16

Soon she had a name, Andrew Sullivan.

0:12:170:12:21

Caroline applied for a warrant to raid his premises

0:12:210:12:24

for suspected illegal activity.

0:12:240:12:26

What the arrest team were to discover

0:12:270:12:29

staggered everyone involved.

0:12:290:12:31

This is just a small amount of stuff that were

0:12:330:12:36

seized from Mr Sullivan's house.

0:12:360:12:39

The haul they recovered from his house is one of the biggest

0:12:390:12:42

ever seen in a case of this type.

0:12:420:12:44

There was 76 bags of this sort of size of evidence that we seized.

0:12:440:12:50

When you actually look at some of the bags,

0:12:500:12:52

they've got thousands and thousands of photographs that,

0:12:520:12:54

some were signed, some were preparing to be signed,

0:12:540:12:58

some were just literally stored waiting for an order to come through

0:12:580:13:01

so it sort of shows the public how much really was going on here.

0:13:010:13:06

It was certainly not a small scale operation.

0:13:060:13:09

But it's not just the scale of what's here.

0:13:090:13:12

Sullivan's attention to detail was crucial in convincing

0:13:120:13:15

Doctor Who fans to part with their cash.

0:13:150:13:18

Also within was a certificate of authenticity which is something,

0:13:180:13:23

to a collector, is something they want desperately to get,

0:13:230:13:27

that adds a lot of money to an item you've bought

0:13:270:13:30

but obviously clearly in this case,

0:13:300:13:32

it just makes a consumer take a decision

0:13:320:13:34

they probably wouldn't have taken, believing totally that it was

0:13:340:13:38

an official piece of memorabilia and it had been signed genuinely.

0:13:380:13:41

However, one of the most damning pieces of evidence was found

0:13:420:13:46

in Sullivan's makeshift waste paper basket.

0:13:460:13:49

This was particularly interesting,

0:13:490:13:51

it's a photograph of the celebrity Kerry Katona.

0:13:510:13:54

It had been ripped into four separate pieces in the bin

0:13:540:13:58

but pieced together, you'll see that it was signed by Jenny Agutter.

0:13:580:14:03

Now, this really seemingly proved something was not right

0:14:030:14:07

that was going on within the house.

0:14:070:14:09

The Trading Standards team believes many of Sullivan's customers

0:14:120:14:16

were in their teens when they purchased the fake autographs

0:14:160:14:19

and, sadly, Daniel was one of them.

0:14:190:14:21

We asked Gary King to take a closer look at the autographs

0:14:220:14:26

that were sold to Daniel.

0:14:260:14:28

This "Karen" is wrong,

0:14:280:14:30

it starts off at one angle and ends up at another.

0:14:300:14:34

It should slope more to the right, it's starting to come back and

0:14:340:14:39

I suspect that his own handwriting is more upright than Karen Gillan's.

0:14:390:14:45

He's tried to copy Karen's angle and he can't do it.

0:14:450:14:49

Well, again, if we look at this "D" in this "David Tennant",

0:14:490:14:53

you can just see some very slight hesitations around that area where

0:14:530:14:58

he's actually drawn the signature rather than done it at any speed.

0:14:580:15:05

Whereas David Tennant would do that quite quickly.

0:15:050:15:08

He'd have it over and done with in a couple of seconds.

0:15:080:15:11

Gary believes that Sullivan targeted younger Doctor Who fans.

0:15:130:15:17

I think Sullivan took advantage of this newer generation of fans

0:15:170:15:21

because they're younger and they are very fanatical about the programme

0:15:210:15:24

and once they've got one signature, they'll want another

0:15:240:15:27

and they don't have the same experience as the older fans

0:15:270:15:30

with regard to differentiating between genuine signatures

0:15:300:15:34

and fake signatures and they can very easily get taken in.

0:15:340:15:37

Daniel felt betrayed when he discovered the man

0:15:380:15:41

he'd been buying signed memorabilia from was actually selling fakes.

0:15:410:15:46

It was definitely an abuse of trust in the sense of ripping people off.

0:15:460:15:52

I mean, he told me, I spoke to him quite regularly,

0:15:520:15:55

that he had other people he was in regular contact with,

0:15:550:15:59

regular customers, so he was doing this to a lot of people.

0:15:590:16:03

Trading Standards believe Sullivan made

0:16:030:16:06

more than £35,000 from his fakery.

0:16:060:16:09

Faced with overwhelming evidence in court, Sullivan pleaded guilty.

0:16:090:16:14

Andrew, can you give us a comment on the case?

0:16:140:16:16

Fake Britain caught up with the faker as he arrived

0:16:160:16:19

for sentencing at Norwich Crown Court.

0:16:190:16:22

But he wasn't very chatty.

0:16:220:16:23

Is there anything you'd say to the victims?

0:16:230:16:26

Sullivan arrived at the court hoping to avoid prison but the judge,

0:16:260:16:31

citing the scale of his operation,

0:16:310:16:32

gave him a 21 month custodial sentence.

0:16:320:16:36

What do the Doctor's themselves think of this trade

0:16:400:16:42

in fake autographs?

0:16:420:16:44

We put the question to two former Time Lords at the

0:16:460:16:49

Doctor Who 50th anniversary convention.

0:16:490:16:51

Well, I didn't know about that. I never thought of that really.

0:16:530:16:56

How can you forge my signature?

0:16:560:16:58

Well, that's appalling. I mean, it's just appalling, it's theft.

0:16:580:17:03

Hello!

0:17:030:17:04

'It's really sad to prey on fandom'

0:17:040:17:07

which is people celebrating something.

0:17:070:17:10

Daniel has just set up his first home with his girlfriend Sarah

0:17:110:17:16

but he still struggles to understand how a man he thought

0:17:160:17:19

he could trust would turn out to be a faker.

0:17:190:17:23

It's just ridiculous really.

0:17:230:17:25

I guess you can see what draws people into doing these things

0:17:250:17:27

but justice has been served in the end, I guess.

0:17:270:17:32

You know, he might've made all that money, went on holiday,

0:17:320:17:35

you know, did all these things and he's in prison now.

0:17:350:17:39

But Daniel's unfortunate run in with an autograph faker

0:17:400:17:44

hasn't put off his passion for all things Doctor Who.

0:17:440:17:47

Just a few weeks after Sullivan's sentencing, Daniel is back out there

0:17:490:17:53

tracking down former Time Lords and, of course, their autographs.

0:17:530:17:58

Just met David Tennant so I've just got his autograph,

0:17:580:18:00

the real deal, on this Richard II programme.

0:18:000:18:03

I'm quite happy to have met him in contrast to having bought

0:18:030:18:05

fakes in the past,

0:18:050:18:07

it's quite amazing to meet the real deal, to meet an actual Doctor

0:18:070:18:10

and get him face to face, was quite hectic,

0:18:100:18:13

lots of people but I was at the front, managed to meet him, get

0:18:130:18:17

a photo with him and was very pleased to do that so it's made my day.

0:18:170:18:21

Fake Britain has been following the National Crime Agency

0:18:290:18:32

as they crack down on the ID fakers.

0:18:320:18:35

Open up or I'll put the door in. Please, come on.

0:18:350:18:38

The authorities suspect this man was using passport details belonging

0:18:380:18:42

to an innocent member of the public to create fake identities.

0:18:420:18:47

But how do you know when your identity's being faked?

0:18:470:18:50

In 2003, Adrian Richards' family home in east London was burgled

0:18:530:18:58

and his passport was stolen.

0:18:580:19:00

Adrian reported the theft and considered the matter closed

0:19:000:19:04

but the burglary was to set off a chain of events of which

0:19:040:19:08

Adrian would be completely unaware until seven years later

0:19:080:19:12

when a letter arrived.

0:19:120:19:14

It arrived on a Saturday morning, registered post,

0:19:140:19:17

my 14-year-old son signed for it.

0:19:170:19:19

The letter was from Her Majesty's Revenue and Customs

0:19:210:19:25

and it stated that Adrian owed the German tax authorities

0:19:250:19:29

in excess of £113,000 in unpaid VAT.

0:19:290:19:34

It was a real shock, you had to look twice.

0:19:340:19:37

We just couldn't understand why it was us.

0:19:380:19:42

Never done any work in Germany and somehow these people think

0:19:420:19:47

I owe £113,000 in VAT.

0:19:470:19:50

Under EU regulations, British tax authorities are duty-bound to

0:19:520:19:56

collect unpaid tax owed by British citizens

0:19:560:19:59

when specific requests are made by other EU states.

0:19:590:20:03

Adrian contacted HMRC to clear up the misunderstanding.

0:20:030:20:07

We explained in writing to them and on the phone and still

0:20:080:20:12

we didn't get any recognition from HMRC and we just kept getting

0:20:120:20:18

these letters from the German tax authorities

0:20:180:20:22

requesting to us this huge sum.

0:20:220:20:25

But this was no administrative error.

0:20:250:20:27

The German tax authorities had evidence proving a company

0:20:270:20:31

registered in Adrian's name owed a small fortune in unpaid VAT.

0:20:310:20:35

With the demands for payment becoming ever more insistent,

0:20:360:20:39

Adrian started to fear for his family's future.

0:20:390:20:43

We went from, you know, the belief that it was a simple mistake

0:20:430:20:46

and they've got the wrong person to desperation really.

0:20:460:20:51

Well, the only way I could raise that sort of money is through

0:20:510:20:53

remortgaging my property and I'm totally innocent,

0:20:530:20:57

I've done nothing wrong and you know, why would I even contemplate

0:20:570:21:00

remortgaging my property for something that I didn't owe?

0:21:000:21:04

Then another bombshell arrived again through the post.

0:21:040:21:09

Yeah, we were in the middle of trying to resolve the issues with HMRC

0:21:090:21:12

and the German VAT claim

0:21:120:21:13

and we received an interim charging order from solicitors

0:21:130:21:18

acting on behalf of the telephone regulator trying to recover

0:21:180:21:22

a debt of £34,000 for misuse of premium rate telephone numbers.

0:21:220:21:28

In this new demand,

0:21:290:21:31

the British telephone regulators stated that Adrian was being fined

0:21:310:21:34

for breaching codes of practice and he needed to pay a £34,000 fine.

0:21:340:21:41

Well, the scam was this premium rate telephone company phone individuals

0:21:410:21:45

and with a recorded message saying, "Help! Help!"

0:21:450:21:49

The line went dead and then the individual would phone back to say,

0:21:490:21:53

"Can I help?" And they got charged an exuberant amount for doing that.

0:21:530:21:57

With this second case,

0:21:590:22:00

Adrian was now facing demands for over £150,000.

0:22:000:22:05

It couldn't just be a coincidence.

0:22:050:22:07

He began to suspect he'd been a victim of a sophisticated scam.

0:22:070:22:12

He decided to fight back and reclaim his identity from the faker.

0:22:120:22:16

We employed a solicitor and during his investigations

0:22:170:22:21

found a copy of this individual's passport.

0:22:210:22:25

I couldn't believe the fact that my passport which, MY passport,

0:22:260:22:30

had my signature on it, my name, my date of birth,

0:22:300:22:33

it didn't have my photograph on it,

0:22:330:22:35

it had somebody else's photograph on.

0:22:350:22:37

And they'd obviously doctored my passport to use for their benefit.

0:22:370:22:42

You just don't believe that somebody else has taken

0:22:420:22:46

and doctored your passport in such a way that it can be used and can be

0:22:460:22:51

passed in banks and institutions to open accounts and start up companies.

0:22:510:22:58

This evidence helped Adrian's solicitor convince the

0:23:000:23:03

telephone regulator that it was a case of ID fakery

0:23:030:23:07

and the case was dropped.

0:23:070:23:09

Meanwhile, Adrian was pulling out all the stops to convince

0:23:090:23:12

the HMRC of his innocence.

0:23:120:23:15

We went to our MP and explained the situation to him.

0:23:150:23:20

We appointed a German solicitor.

0:23:200:23:22

Adrian had to use £2,000 of his savings to cover

0:23:240:23:27

the cost of the German lawyer but it was money well spent.

0:23:270:23:31

Three months later, he got the news that he'd been waiting for.

0:23:310:23:36

The HMRC believe it's identity fraud and thank God,

0:23:360:23:40

they closed the case which is great news.

0:23:400:23:42

But Adrian's not alone in falling prey to ID fakers.

0:23:440:23:48

In 2013, CIFAS,

0:23:500:23:52

an organisation that tracks fraud in the UK discovered that

0:23:520:23:55

over 100,000 of us had had personal data used to create a fake identity.

0:23:550:24:01

And as in Adrian's case,

0:24:030:24:04

it's a crime that often starts with a burglary.

0:24:040:24:07

Faced with a rise in the number of burglaries in their area,

0:24:090:24:12

Bedfordshire Police came up with an ingenious operation to

0:24:120:24:16

counter the trade in stolen goods but little did they realise,

0:24:160:24:21

they'd also uncover a thriving market for the documents used

0:24:210:24:24

to create fake identities.

0:24:240:24:27

Recently the force rented a commercial premises on this road

0:24:270:24:30

and set up a second-hand goods business which they just

0:24:300:24:33

called This 'N' That.

0:24:330:24:35

But the shop was a sting operation

0:24:370:24:39

staffed by two experienced undercover police officers.

0:24:390:24:42

Jed McCarthy, Detective Chief Inspector

0:24:440:24:46

at Bedfordshire Police headed up the operation.

0:24:460:24:50

We run it as a proper business.

0:24:500:24:52

People come and buy things from us legitimately

0:24:520:24:54

and sell things to us legitimately but over time and building trust,

0:24:540:24:59

people start coming in and selling us the proceeds of crime.

0:24:590:25:05

What the criminals didn't know was that their every action was

0:25:050:25:08

being recorded on camera.

0:25:080:25:09

What surprised the undercover team was the number of

0:25:120:25:14

stolen identity documents they were being offered.

0:25:140:25:17

People were offering us their own and other people's identity documents.

0:25:180:25:22

Their passports, driving license, credit cards,

0:25:220:25:26

all those type of documentation

0:25:260:25:28

and so that actually became quite a significant part of the operation.

0:25:280:25:34

Bedfordshire Police had been expecting to receive hooky gear,

0:25:340:25:37

TVs, antiques and jewellery but over 25% of the goods sold to the

0:25:370:25:41

undercover officers were identity documents.

0:25:410:25:45

Many of which had been stolen from innocent members of the public.

0:25:450:25:48

One offender, Mr Bela Varga, a 48-year-old painter and decorator

0:25:500:25:54

proved to be a regular visitor to the shop.

0:25:540:25:57

In total, Bela Varga sold the undercover team 16 documents,

0:25:590:26:03

including stolen passports and driving licences.

0:26:030:26:07

And the evidence the CCTV yielded

0:26:080:26:11

left Bela Varga with no wriggle room.

0:26:110:26:13

We have, on video and audio, him selling us fake identities.

0:26:160:26:20

Identities that he cannot lawfully or legally sell to anybody else.

0:26:200:26:25

And we wouldn't have got this success at court if it wasn't for the quality

0:26:250:26:29

of evidence that both the video and the audio in this shop has given us.

0:26:290:26:34

After pleading guilty,

0:26:350:26:37

Bela Varga received a suspended sentence for handling stolen goods.

0:26:370:26:42

In total, CCTV evidence from the undercover shop has been used

0:26:420:26:46

to secure convictions against 80 offenders.

0:26:460:26:50

For Detective Chief Inspector McCarthy,

0:26:500:26:52

the operation was a success on a number of fronts, not least

0:26:520:26:56

for the targets of the crime who had their property returned to them.

0:26:560:26:59

It was interesting that following the conclusion of this operation

0:26:590:27:03

and when we started going to an arrest phase,

0:27:030:27:05

we had a significant drop in serious acquisitive crime in the Luton area

0:27:050:27:09

but what it helped us do was identity these victims that had

0:27:090:27:12

lost property and getting their property back for them.

0:27:120:27:15

Later, the extraordinary story of how one gang of fakers

0:27:150:27:19

created hundreds of fake identities for illegal immigrants.

0:27:190:27:23

I've been in the job for about 29 years and in all honesty,

0:27:230:27:26

I can't say that I've ever come across anything of the complexity

0:27:260:27:29

or spread of this operation.

0:27:290:27:32

And how a Home Office investigation brought the gang to justice.

0:27:320:27:36

Now, while most of us might not look forward to a visit to the dentist,

0:27:420:27:46

you'd be even more reluctant if you discovered that medical equipment

0:27:460:27:49

being put into your mouth was fake.

0:27:490:27:52

Take a look at this.

0:27:520:27:54

It's a dental curing light and it's used to set a filling.

0:27:540:27:58

The problem is this fake wouldn't help to preserve your teeth

0:27:580:28:02

and it could actually destroy them.

0:28:020:28:05

You'll find a dental curing light in every dental surgery in the UK.

0:28:090:28:14

The product is used by dentists to harden fillings in your teeth.

0:28:140:28:18

But Danny Lee-Frost from

0:28:200:28:22

the Medicine and Healthcare Regulatory Agency, the MHRA,

0:28:220:28:25

is en route to assess a haul of fake dental lights.

0:28:250:28:29

This morning, we're on our way to the MHRA evidence store,

0:28:290:28:33

we're going to be looking at a consignment

0:28:330:28:36

of seized dental curing lights.

0:28:360:28:38

These products have come in from China and they've been

0:28:380:28:40

the focus of our attention for the last two or three weeks.

0:28:400:28:44

This isn't the first time the MHRA has had to act to stop

0:28:440:28:48

fake dental equipment coming into the country.

0:28:480:28:51

Previously on Fake Britain,

0:28:520:28:53

we've seen seizures of fake dental products,

0:28:530:28:56

including this incredible range of fake tools from China.

0:28:560:28:59

They're so badly made they could break inside a patient's mouth.

0:29:010:29:06

The products Danny's come to inspect are part of a huge seizure

0:29:080:29:12

at the Port of Felixstowe.

0:29:120:29:14

During the course of this investigation,

0:29:140:29:16

the MHRA have seized over 400 of these counterfeit devices.

0:29:160:29:20

They were all destined to be sold on eBay and Amazon.

0:29:200:29:23

It's hard to believe a professional dentist would buy one of these

0:29:260:29:30

fake lights but the MHRA knows 256 of them

0:29:300:29:35

have been sold to UK addresses, including dental surgeries.

0:29:350:29:39

What we have here are two of these dental curing devices.

0:29:390:29:44

This one is a complete fake, there's no details of the manufacturer,

0:29:440:29:47

which means the CE mark is invalid, that's a fake device.

0:29:470:29:52

This one is a counterfeit.

0:29:520:29:54

The packaging and the labelling say it's been made by the

0:29:540:29:57

Guilin Woodpecker factory in China

0:29:570:29:59

which is a legitimate manufacturer of these products.

0:29:590:30:02

However, this particular one we understand was made by a factory that

0:30:020:30:05

makes products for tattooing.

0:30:050:30:08

The dangers with these products are that we do not know where they were

0:30:080:30:11

made, we don't know whether they're safe,

0:30:110:30:14

whether they will work properly. Any dentist using this to try and

0:30:140:30:18

harden off and cure your fillings, it may not work.

0:30:180:30:21

That's going to lead to you going back to the dentist in future,

0:30:210:30:24

you may have further pain, further problems and further treatment.

0:30:240:30:27

So what does an experienced dentist make of the product?

0:30:300:30:34

We asked Paul Gallop to take a closer look at the counterfeit

0:30:340:30:37

Woodpecker machine.

0:30:370:30:40

So when I first looked at the box, I thought,

0:30:400:30:42

"Well, this is very plain packaging."

0:30:420:30:43

It's just a digital picture on the outside. I thought,

0:30:430:30:46

"This looks a bit strange because it's a little bit plain."

0:30:460:30:48

Then I opened it up, the first thing I noticed were the instructions.

0:30:480:30:51

The instructions, usually get a booklet,

0:30:510:30:54

it's like 30 pages thick in every single European language.

0:30:540:30:57

That booklet was in Chinese and English, that was it and then

0:30:570:31:00

when I looked at the product, initially it looked quite nice

0:31:000:31:03

on the outside, it looked quite good

0:31:030:31:05

but then as I put it together it felt plasticy, it felt cheap.

0:31:050:31:09

This is just two plastic bits put together.

0:31:110:31:15

This isn't sealed properly so bacteria are going to grow in here.

0:31:150:31:20

The other problem with this light is, that I've noticed, that

0:31:210:31:25

the connectors for the electrical recharging system are exposed.

0:31:250:31:30

In the recharger, there's two double pin sockets

0:31:310:31:36

and you put this back on here, if that's wet and this is wet,

0:31:360:31:39

then there is potential to get electrocuted.

0:31:390:31:42

So the fake dental light doesn't look good to our dentist.

0:31:420:31:46

How does it perform in the lab?

0:31:460:31:48

Will Palin from the

0:31:510:31:52

School of Dentistry at the University of Birmingham

0:31:520:31:55

is going to compare the counterfeit product against the genuine light.

0:31:550:31:59

He starts by testing the actual wavelength that the light emits.

0:32:020:32:07

The power of the electromagnetic waves these lights give off

0:32:080:32:11

is measured in nanometres.

0:32:110:32:13

This measurement is critical in determining how effectively

0:32:130:32:17

the lights will set the filling.

0:32:170:32:19

So we've just finished the tests

0:32:190:32:21

and the product that was purchased from a reputable company

0:32:210:32:25

showed an output at 470 nanometres,

0:32:250:32:29

whereas the product that was purchased online

0:32:290:32:32

showed a shorter wavelength at 450 nanometres.

0:32:320:32:35

Ultimately what that means is that the online product may not

0:32:350:32:40

cure the filling material as effectively as the branded product.

0:32:400:32:45

A difference of 20 nanometres doesn't sound like much but it could

0:32:470:32:50

be crucial in determining whether the filling will set properly.

0:32:500:32:55

Dr Palin now tests the light's ability to actually set a filling.

0:32:550:33:00

What we're doing here is going to test

0:33:000:33:02

the properties of the material that are cured by the light itself.

0:33:020:33:06

This material is the white filling material that dentists will use.

0:33:060:33:11

The dentist will fill the cavity with this material

0:33:110:33:14

and then use the curing light to set the material hard.

0:33:140:33:18

Dr Palin tests both lights using the same composite material.

0:33:200:33:26

At first look, they look similar in terms of how hard

0:33:260:33:29

they have become but if we look at the results,

0:33:290:33:32

here we can see the purple line here, that is the sample that has

0:33:320:33:38

been cured by the branded light and the red line is the sample that

0:33:380:33:43

has been cured by the light that was purchased online.

0:33:430:33:47

The way that the line drops, how quickly it drops

0:33:470:33:49

and the amount that it drops gives us an indication of how well set

0:33:490:33:54

the material is and you can see at the end of the test,

0:33:540:33:58

there's a difference of approximately 10%.

0:33:580:34:01

Despite the differences in wavelengths, both fillings feel hard

0:34:010:34:05

to the touch and Dr Palin believes this is part of the problem.

The dentist is not necessarily going to know

0:34:090:34:12

whether the material is cured effectively or not.

0:34:120:34:15

So it might be that the patient has to come back a week, two weeks later

0:34:150:34:19

and either the material has failed

0:34:190:34:22

or there's been some secondary infection and ultimately,

0:34:220:34:25

the restoration will have to be replaced.

0:34:250:34:28

We also asked Dr Palin to test the temperature that the light emits.

0:34:300:34:34

And his findings are a cause for grave concern.

0:34:350:34:39

What we found was that the leading brand showed

0:34:400:34:43

an increase in temperature of approximately 25 degrees Celsius.

0:34:430:34:47

The curing unit that was purchased online surprisingly had a temperature

0:34:470:34:54

increase of approximately 50 degrees Celsius which is really quite high.

0:34:540:35:00

This is truly shocking.

0:35:000:35:02

Under British safety standards,

0:35:020:35:04

a dental light cannot emit more than 40 degrees.

0:35:040:35:07

The fake light is outputting 50 degrees, 25% above the legal limit.

0:35:070:35:11

When exposed to temperatures this high,

0:35:130:35:16

the living cells within the tooth are at risk of being destroyed

0:35:160:35:20

and that has serious implications for patients.

0:35:200:35:23

The implications of such a high temperature rise could mean

0:35:250:35:28

that it kills the living part of the tooth

0:35:280:35:33

so the cells that are contained within the pulp cavity

0:35:330:35:38

and, if that happens, there is a risk that the restoration will fall out

0:35:380:35:42

and potentially the patient may lose their tooth.

0:35:420:35:45

Earlier we discovered what can happen when your passport falls

0:35:530:35:57

into the hands of the ID fakers.

0:35:570:35:59

I'm totally innocent, I've done nothing wrong

0:35:590:36:01

and you know, why would I even contemplate

0:36:010:36:04

remortgaging my property for something that I didn't owe?

0:36:040:36:08

But just what is the price for British citizenship,

0:36:080:36:12

if you're an overseas national willing to do business

0:36:120:36:15

with the fakers?

0:36:150:36:16

For five years a gang of fakers operated behind these

0:36:190:36:22

shuttered premises in a quiet part of Manchester.

0:36:220:36:26

Neighbours believe the man renting the premises,

0:36:270:36:29

Ataur Rahman Talukdar, was running a travel agency

0:36:290:36:33

and money exchange service called Miftah Travel and Cargo.

0:36:330:36:36

But in reality, the building was being used as a front for fake ID

0:36:380:36:41

documents and these fakes were being produced on an industrial scale.

0:36:410:36:47

Nick Wood heads up the Home Office immigration team

0:36:490:36:52

here in the North West.

0:36:520:36:54

In recent years,

0:36:540:36:55

his team have uncovered a number of immigration scams

0:36:550:36:58

but nothing on the scale of what they were about to discover.

0:36:580:37:01

I've been in the job for about 29 years and in all honesty,

0:37:030:37:06

I can't say that I've ever come across anything of the complexity

0:37:060:37:09

or spread of this operation that was run by Talukdar.

0:37:090:37:12

Talukdar and his associates were creating reams of fake documents

0:37:140:37:18

all intended to dupe the Home Office into unwittingly approving

0:37:180:37:22

residency or citizenship applications from his clients.

0:37:220:37:26

He had various levels of what he could do for people,

0:37:280:37:32

ranging from simply putting residency stamps into Bangladeshi passports,

0:37:320:37:36

all the way up to full British citizenship.

0:37:360:37:39

So this is the place where those conversations

0:37:390:37:41

and those deals took place.

0:37:410:37:43

When accessing applications for residency or citizenship from

0:37:450:37:49

overseas nationals,

0:37:490:37:50

the Home Office will want to see numerous supporting documents.

0:37:500:37:54

Applicants need to show proof they've been living

0:37:540:37:57

and working legally in the UK for at least five years.

0:37:570:38:01

Talukdar realised his clients would be willing to pay a small

0:38:020:38:05

fortune for fake versions of that paperwork.

0:38:050:38:09

The gang would start by procuring passports from Bangladesh

0:38:100:38:14

then using fake supporting paperwork,

0:38:140:38:17

build fake identities around the name on the Bangladeshi passport.

0:38:170:38:21

Talukdar would then apply for anything from leave to remain

0:38:230:38:26

in the UK to full British citizenship

0:38:260:38:30

using the name on the procured passport

0:38:300:38:32

but inserting the photo of his client.

0:38:320:38:35

The full citizenship package cost an incredible £15,000.

0:38:360:38:40

But this would entitle Talukdar's clients to all of the

0:38:420:38:46

welfare benefits and services, including education

0:38:460:38:49

and free health care that come with being a British citizen.

0:38:490:38:53

Talukdar didn't operate alone.

0:38:550:38:57

Under him were a number of lieutenants who assisted him

0:38:570:39:01

in creating the fake life stories his clients needed.

0:39:010:39:05

One of the gang, Haroon Miah, worked here,

0:39:050:39:08

a branch of Barclays bank in Hyde.

0:39:080:39:10

Talukdar got Haroon Miah to make up false bank accounts

0:39:110:39:15

in false identities.

0:39:150:39:18

Now Haroon Miah did this without any knowledge of Barclays

0:39:180:39:20

and he did it without any of the checks and balances that you'd

0:39:200:39:23

normally expect when a bank account is opened up.

0:39:230:39:25

The Home Office team had long held suspicions that Talukdar was

0:39:270:39:31

involved in immigration offences.

0:39:310:39:33

However, it was a tip-off from one of Talukdar's former workers

0:39:330:39:37

which gave the team the evidence they needed to raid

0:39:370:39:40

Miftah Travel and Cargo.

0:39:400:39:42

What they found was evidence of one of the largest

0:39:420:39:45

fake immigration operations ever attempted in Britain.

0:39:450:39:49

This is just some of the haul of

0:39:490:39:51

fake documents found at Miftah Travel.

0:39:510:39:54

Helpfully for the authorities,

0:39:540:39:55

Talukdar was in the middle of doing a deal as they arrived.

0:39:550:39:59

We had a Bangladeshi gentleman who couldn't speak much English

0:39:590:40:02

but when we asked him, indicated that it was Talukdar that

0:40:020:40:05

had his identity and his supporting documents.

0:40:050:40:09

We looked at Talukdar who had very obligingly presented us

0:40:090:40:12

with this Bangladeshi passport with forged Home Office stamps in it

0:40:120:40:18

and a whole plethora of paperwork all made out in the customer's name

0:40:180:40:23

as part of the supporting application to the Home Office.

0:40:230:40:26

This gentleman was subsequently convicted

0:40:260:40:29

and was sent to prison for obtaining leave by deception.

0:40:290:40:32

The Home Office immigration team also found 11 Bangladeshi passports.

0:40:330:40:39

These documents were probably sourced in Bangladesh

0:40:400:40:43

and procuring them was key to Talukdar's operation.

0:40:430:40:48

His clients couldn't use their original passports.

0:40:480:40:51

For starters, they would reveal that the holder had just

0:40:510:40:54

arrived in the UK or had been here illegally.

0:40:540:40:58

An experienced faker like Talukdar knew how to doctor these passports

0:40:590:41:03

so the authority's suspicions wouldn't be raised.

0:41:030:41:06

Part of the photograph has been taken out ready for somebody else's to be

0:41:060:41:10

slipped in and the details have been bleached and washed away,

0:41:100:41:15

again ready for someone else to have their details inserted instead.

0:41:150:41:19

Although ostensibly this document in itself wouldn't be any good to

0:41:190:41:22

travel, you can always cannibalise blank pages and use them

0:41:220:41:27

to replace pages which might in your own passport have an

0:41:270:41:30

adverse immigration history signal.

0:41:300:41:33

As part of the investigation,

0:41:330:41:35

Nick's team also built up a picture of Talukdar's lifestyle,

0:41:350:41:38

in order to prove that his actual spending didn't match his income.

0:41:380:41:43

Exhibit one was his home.

0:41:430:41:46

As you can see, comfortable,

0:41:460:41:47

well appointed detached four bedroomed house in Hyde.

0:41:470:41:50

He put a £90,000 deposit on this despite being on benefits at the time

0:41:510:41:55

so that gives you some indication of what kind of money he was making.

0:41:550:41:58

In total, the Home Office believes Talukdar arranged fake documents

0:42:000:42:04

for around 250 immigrants over a five year period

0:42:040:42:09

and this trade netted the gang over £700,000.

0:42:090:42:14

Talukdar was convicted of conspiracy to assist unlawful immigration

0:42:140:42:17

and conspiracy to commit fraud by false representation.

0:42:170:42:21

He was jailed for eight years.

0:42:210:42:24

Haroon Miah who was sacked from Barclays following his arrest,

0:42:240:42:27

was jailed for three years after being convicted of

0:42:270:42:30

conspiracy to assist unlawful immigration.

0:42:300:42:34

Other gang members, including three of Talukdar's brothers, were

0:42:340:42:37

jailed for between one year and four years and three months.

0:42:370:42:41

However, the impact of the gang's fakery continues.

0:42:410:42:45

Of the estimated 250 clients, many have never been traced.

0:42:450:42:50

That's all from Fake Britain. Goodbye.
