Vic had booked and paid Thomson Holidays almost £4,000 | 0:03:08 | 0:03:11 | |
for the holiday over seven months before the family was due to depart, | 0:03:11 | 0:03:15 | |
and, keen to make sure that all he had to do | 0:03:15 | 0:03:18 | |
was to look forward to the trip itself, | 0:03:18 | 0:03:20 | |
he'd also ensured that all the necessary paperwork was in order, | 0:03:20 | 0:03:24 | |
checking the passports were up-to-date, | 0:03:24 | 0:03:26 | |
and that he'd got the obligatory ESTA approval | 0:03:26 | 0:03:28 | |
that you need to enter the US. | 0:03:28 | 0:03:30 | |
I'm not one of these sort of people | 0:03:33 | 0:03:34 | |
that leaves things to the last minute. | 0:03:34 | 0:03:36 | |
I want to make sure that I've got everything in place | 0:03:36 | 0:03:38 | |
so that it's ready, and I can just then relax | 0:03:38 | 0:03:42 | |
and think about the holiday. | 0:03:42 | 0:03:43 | |
So, weeks later, with everything seemingly in place, | 0:03:45 | 0:03:48 | |
the family set off for the airport to check in. | 0:03:48 | 0:03:50 | |
But despite all those months of planning, | 0:03:50 | 0:03:53 | |
there was an unwelcome surprise when they arrived at the desk. | 0:03:53 | 0:03:56 | |
Finally our turn to get to the check-in, | 0:03:58 | 0:04:00 | |
and walked up to the desk, had all four passports in our hand, | 0:04:00 | 0:04:04 | |
with the booking form, | 0:04:04 | 0:04:06 | |
and the lady behind the reception desk took one look at my passport | 0:04:06 | 0:04:10 | |
and she said, "You're not going to be allowed to travel," | 0:04:10 | 0:04:13 | |
and my whole world fell apart. | 0:04:13 | 0:04:15 | |
It seemed that Vic had fallen foul of a new rule | 0:04:16 | 0:04:18 | |
that he hadn't even been aware of. | 0:04:18 | 0:04:20 | |
Although his passport was still in date, | 0:04:20 | 0:04:22 | |
with plenty of months to run, it was missing one vital feature. | 0:04:22 | 0:04:26 | |
It did not contain a biometric chip and, without one, | 0:04:26 | 0:04:29 | |
it could no longer get him into America. | 0:04:29 | 0:04:32 | |
I thought it was a joke, I really did. | 0:04:33 | 0:04:36 | |
You know, I started laughing - I said, "You cannot be serious." | 0:04:36 | 0:04:39 | |
But I'm afraid this was no laughing matter. | 0:04:41 | 0:04:43 | |
Four weeks earlier, on the 1st of April 2016, | 0:04:43 | 0:04:47 | |
the US Department of Homeland Security had brought into force | 0:04:47 | 0:04:50 | |
a new rule stating that only passports | 0:04:50 | 0:04:53 | |
containing one of these biometric chips would be accepted, | 0:04:53 | 0:04:57 | |
because they're considered harder to forge | 0:04:57 | 0:04:59 | |
and a much more secure way of monitoring | 0:04:59 | 0:05:02 | |
who is entering and leaving the country. | 0:05:02 | 0:05:04 | |
But having known nothing of that, | 0:05:04 | 0:05:06 | |
Vic was now faced with a very difficult choice. | 0:05:06 | 0:05:09 | |
I was just an utter wreck, | 0:05:12 | 0:05:14 | |
I had so many things going through my mind about, you know, | 0:05:14 | 0:05:17 | |
"What are we going to do?" | 0:05:17 | 0:05:18 | |
You know, "Are they going to go? | 0:05:18 | 0:05:20 | |
"Am I going to have to sort things out my end? | 0:05:20 | 0:05:23 | |
"Do they go without me? Do we all stay at home?" | 0:05:23 | 0:05:26 | |
I was like, "Dad has to go. Like, he has to." | 0:05:26 | 0:05:29 | |
And I just didn't believe that it was happening | 0:05:29 | 0:05:31 | |
and I just, like, started crying. | 0:05:31 | 0:05:33 | |
Vic decided he had no other option but to wave his family goodbye | 0:05:35 | 0:05:38 | |
and try and join them later on the holiday | 0:05:38 | 0:05:40 | |
IF he could sort out a new passport. | 0:05:40 | 0:05:42 | |
Just to see my wife and my daughter in tears was... | 0:05:44 | 0:05:47 | |
..really upsetting. | 0:05:49 | 0:05:50 | |
Determined to salvage at least some of his holiday, | 0:05:52 | 0:05:55 | |
as soon as it was open, Vic drove to the Passport Office in London, | 0:05:55 | 0:05:59 | |
where, after securing an emergency appointment, | 0:05:59 | 0:06:01 | |
he was able to get a brand-new biometric passport. | 0:06:01 | 0:06:05 | |
But by the time he'd done so and sorted out a new flight, | 0:06:07 | 0:06:10 | |
it ended up costing him not just an extra £500, | 0:06:10 | 0:06:14 | |
but also the first four days of his holiday. | 0:06:14 | 0:06:16 | |
I tried to make the most of it, | 0:06:17 | 0:06:19 | |
but it was always on the back of my mind just what had happened, | 0:06:19 | 0:06:23 | |
and no matter how much I tried, | 0:06:23 | 0:06:24 | |
it was always going to be a ruined holiday | 0:06:24 | 0:06:26 | |
and it's always going to be remembered | 0:06:26 | 0:06:27 | |
for all the wrong reasons. | 0:06:27 | 0:06:29 | |
Once back in the UK, when the whole experience had sunk in, | 0:06:29 | 0:06:33 | |
Vic felt that such a change to the rules affecting entry to the US | 0:06:33 | 0:06:37 | |
should have been brought to his attention | 0:06:37 | 0:06:39 | |
by the company that he'd booked with, Thomson. | 0:06:39 | 0:06:42 | |
And, after all, it does post alerts and updates | 0:06:42 | 0:06:44 | |
about things such as Zika. | 0:06:44 | 0:06:45 | |
Thomson's, to my mind, have been culpable, | 0:06:48 | 0:06:50 | |
because they've not put any press releases on their website, | 0:06:50 | 0:06:53 | |
they've not e-mailed me about it, I've had no notifications from them | 0:06:53 | 0:06:57 | |
to notify me of any changes in the passport control. | 0:06:57 | 0:07:00 | |
All I kept getting back was, "It's the traveller's responsibility | 0:07:00 | 0:07:04 | |
"to check all of their documentation is in place," | 0:07:04 | 0:07:06 | |
and I'd done that already. | 0:07:06 | 0:07:08 | |
Well, Thomson reiterated that advice when we got in touch, | 0:07:09 | 0:07:13 | |
adding that, in line with the official entry guidelines | 0:07:13 | 0:07:15 | |
set out by the American government, | 0:07:15 | 0:07:17 | |
it does ask during and after the booking process | 0:07:17 | 0:07:20 | |
that all customers read about and obtain relevant documentation | 0:07:20 | 0:07:24 | |
directly from the country to which they're travelling. | 0:07:24 | 0:07:27 | |
It also said that once it became aware | 0:07:28 | 0:07:30 | |
that some passengers may be affected by the new rules, | 0:07:30 | 0:07:33 | |
it did add a mention of the change to its website. | 0:07:33 | 0:07:36 | |
In any case, travel expert Simon Calder | 0:07:39 | 0:07:42 | |
completely agrees with the company's position on this one. | 0:07:42 | 0:07:45 | |
There's a very straightforward answer | 0:07:46 | 0:07:48 | |
to where the responsibility lies for having the right travel documents, | 0:07:48 | 0:07:52 | |
and that is with you, the passenger. | 0:07:52 | 0:07:55 | |
It's not the airline's responsibility, | 0:07:55 | 0:07:57 | |
it's not the travel agent's responsibility. | 0:07:57 | 0:07:59 | |
Now, all passports currently in use should be biometric, | 0:08:01 | 0:08:04 | |
and poor Vic was amongst the final group of people | 0:08:04 | 0:08:07 | |
to still have an old-style one that wasn't. | 0:08:07 | 0:08:10 | |
But although that particular problem won't happen to you, | 0:08:11 | 0:08:14 | |
there might still be other new rules or essential paperwork | 0:08:14 | 0:08:17 | |
that could scupper your trip in the same way. | 0:08:17 | 0:08:20 | |
Cindy Schwartz wrote to us about one that caused her a problem | 0:08:21 | 0:08:25 | |
after planning a trip to South Africa. | 0:08:25 | 0:08:27 | |
Like Vic, Cindy thought that she had all the paperwork that she needed | 0:08:28 | 0:08:31 | |
to visit her parents, who were looking forward | 0:08:31 | 0:08:33 | |
to seeing their granddaughters, Holly and Hope. | 0:08:33 | 0:08:37 | |
I was eager for my family to meet Hope. | 0:08:37 | 0:08:39 | |
Holly was beside herself because she was going to see Mia, | 0:08:39 | 0:08:42 | |
who is her cousin, and I hadn't seen my sisters in three years. | 0:08:42 | 0:08:47 | |
Cindy had booked her flight with Emirates, | 0:08:51 | 0:08:53 | |
and she checked on the airline's website | 0:08:53 | 0:08:55 | |
to see which documents she might need for the children to travel. | 0:08:55 | 0:08:59 | |
There was one change from previous trips, | 0:08:59 | 0:09:01 | |
but nothing that wasn't easily sorted. | 0:09:01 | 0:09:04 | |
They did specify, Emirates, when I booked, | 0:09:05 | 0:09:09 | |
that you needed an unabridged birth certificate, | 0:09:09 | 0:09:11 | |
which I didn't need three years earlier. | 0:09:11 | 0:09:14 | |
The departure date arrived, and Cindy's partner, Rob, | 0:09:15 | 0:09:18 | |
who wasn't coming on the trip, | 0:09:18 | 0:09:20 | |
drove the rest of the family to the airport. | 0:09:20 | 0:09:22 | |
But, as in Vic's case, check-in just didn't go to plan. | 0:09:22 | 0:09:25 | |
The check-in person disappeared, came back with a supervisor, | 0:09:25 | 0:09:29 | |
who asked for a document I had never heard of. | 0:09:29 | 0:09:33 | |
Turned out to be a PCA, which is a Parental Consent Affidavit, | 0:09:35 | 0:09:39 | |
and they said, "Because their father's not flying with you, | 0:09:39 | 0:09:43 | |
"you can't fly alone without the PCA," | 0:09:43 | 0:09:46 | |
and that's where the nightmare started. | 0:09:46 | 0:09:48 | |
Cindy was told that, in June 2015, the South African government | 0:09:50 | 0:09:54 | |
had introduced the Parental Consent Affidavit | 0:09:54 | 0:09:57 | |
to combat child trafficking. | 0:09:57 | 0:09:59 | |
It requires children travelling with only one parent | 0:09:59 | 0:10:02 | |
to have written consent from the other in order for them to fly. | 0:10:02 | 0:10:06 | |
But, at the time she'd booked, | 0:10:08 | 0:10:09 | |
Cindy hadn't seen anything on the Emirates website | 0:10:09 | 0:10:12 | |
suggesting a need for the affidavit, and by now it was too late. | 0:10:12 | 0:10:16 | |
I said, "We didn't see anything on the website." | 0:10:18 | 0:10:20 | |
They then replied and said, "It was your responsibility to check, | 0:10:20 | 0:10:25 | |
"you should have checked before you flew, it's not our responsibility." | 0:10:25 | 0:10:28 | |
I said, "Well, you've told us about the..." | 0:10:28 | 0:10:30 | |
-Unabridged birth certificate. -"..unabridged birth certificate, | 0:10:30 | 0:10:33 | |
"but you haven't told us about this new requirement for an affidavit." | 0:10:33 | 0:10:37 | |
A-boo! | 0:10:37 | 0:10:39 | |
And it made no difference that the children's father, Rob, | 0:10:40 | 0:10:43 | |
was standing right next to them, saying it was OK for them to fly. | 0:10:43 | 0:10:47 | |
The family was told that an official form | 0:10:47 | 0:10:49 | |
needed to be countersigned by a solicitor. | 0:10:49 | 0:10:51 | |
We needed to make a decision quite quick, | 0:10:53 | 0:10:56 | |
so we started phoning around police stations and solicitors' offices. | 0:10:56 | 0:11:00 | |
Cindy and Rob eventually found a solicitor to sign the form, | 0:11:01 | 0:11:05 | |
and Cindy just about made the next flight seven hours later, | 0:11:05 | 0:11:08 | |
having had to fork out another £600. | 0:11:08 | 0:11:12 | |
Well, later she complained to Emirates about what happened, | 0:11:12 | 0:11:15 | |
claiming that, at the time, | 0:11:15 | 0:11:16 | |
the information about the need for this paperwork | 0:11:16 | 0:11:19 | |
just wasn't made clear on the website. | 0:11:19 | 0:11:21 | |
But, in an echo of Vic's situation, | 0:11:21 | 0:11:23 | |
she too was told that finding out what travel documentation you need | 0:11:23 | 0:11:28 | |
is solely down to the passenger | 0:11:28 | 0:11:29 | |
and not the airline, or your tour operator. | 0:11:29 | 0:11:32 | |
And, of course, when we got in touch with Emirates, | 0:11:37 | 0:11:39 | |
the airline reiterated all of that once again, stressing it's the... | 0:11:39 | 0:11:43 | |
..and that they're up-to-date according to the legal requirements | 0:11:47 | 0:11:50 | |
of the country they're travelling to. | 0:11:50 | 0:11:52 | |
The airline also pointed out that its website | 0:11:52 | 0:11:54 | |
has easy-to-find information about visas for destinations, | 0:11:54 | 0:11:58 | |
covered by its network, including South Africa. | 0:11:58 | 0:12:02 | |
And, as part of that, it does feature the requirement | 0:12:02 | 0:12:05 | |
for a Parental Consent Affidavit for children and young adults | 0:12:05 | 0:12:08 | |
entering or leaving the country. | 0:12:08 | 0:12:10 | |
Cindy claims that information wasn't there when she booked her flights, | 0:12:15 | 0:12:18 | |
but either way, in the end, whether it was or wasn't | 0:12:18 | 0:12:21 | |
isn't really the point, because what both these cases underline | 0:12:21 | 0:12:25 | |
is just how vital it is that you do not rely on an airline, | 0:12:25 | 0:12:29 | |
a tour operator, or indeed anyone else, | 0:12:29 | 0:12:32 | |
to update you on new rules that could affect | 0:12:32 | 0:12:34 | |
what paperwork you need to travel. | 0:12:34 | 0:12:36 | |
And Simon Calder says it's simple to make the relevant checks yourself. | 0:12:36 | 0:12:40 | |
It's very easy. You can search online for FCO - | 0:12:43 | 0:12:47 | |
Foreign and Commonwealth Office - and then the name of the country, | 0:12:47 | 0:12:50 | |
and about the first thing that pops up will be entry requirements. | 0:12:50 | 0:12:54 | |
You can then have a look and see what they need. | 0:12:54 | 0:12:57 | |
It might be that they're happy | 0:12:57 | 0:12:59 | |
with you paying a few dollars when you arrive. | 0:12:59 | 0:13:01 | |
It might be that they demand an online, as it were, interrogation. | 0:13:01 | 0:13:06 | |
You simply don't know, | 0:13:06 | 0:13:08 | |
and therefore, with rules changing frequently, | 0:13:08 | 0:13:10 | |
it makes sense always to check online before you go. | 0:13:10 | 0:13:14 | |
And indeed, when we followed Simon's advice | 0:13:16 | 0:13:18 | |
and checked the FCO site ourselves, | 0:13:18 | 0:13:20 | |
it was clear you might need all sorts of unexpected paperwork | 0:13:20 | 0:13:24 | |
to enter certain countries. | 0:13:24 | 0:13:26 | |
For example, in 17 African nations, | 0:13:27 | 0:13:30 | |
all travellers need proof of vaccination against yellow fever. | 0:13:30 | 0:13:34 | |
And if you go to Uzbekistan, as well as a visa, | 0:13:34 | 0:13:37 | |
you may well need a written invitation to be allowed in. | 0:13:37 | 0:13:40 | |
As for coming home, many countries impose an exit or departure tax, | 0:13:40 | 0:13:45 | |
and although that's normally included | 0:13:45 | 0:13:47 | |
in the price of your airline tickets, | 0:13:47 | 0:13:49 | |
if you go to the Dominican Republic, | 0:13:49 | 0:13:51 | |
it has to be paid on departure in cash. | 0:13:51 | 0:13:54 | |
The world is basically divided into two - | 0:13:54 | 0:13:57 | |
there's the EU, places you can go to with a British passport, | 0:13:57 | 0:14:01 | |
which is still an EU passport, of course, until the day we leave, | 0:14:01 | 0:14:05 | |

having to re-book flights, it had been incredibly stressful. | 0:14:25 | 0:14:29 | |

Once the preserve of only the rich, | 0:14:40 | 0:14:42 | |
over recent decades, air travel has become so commonplace | 0:14:42 | 0:14:46 | |

But, you know, it's reckoned that around a quarter of us | 0:14:51 | 0:14:54 | |
are, in varying degrees, actually afraid of flying, | 0:14:54 | 0:14:57 | |

So several of the airlines run courses | 0:15:00 | 0:15:03 | |
that are designed to overcome the fear of flying | 0:15:03 | 0:15:05 | |

and is looking into what happened with its partner airline... | 0:36:15 | 0:36:18 | |
It reiterated that, as the return journey was not on its own airline, | 0:36:21 | 0:36:25 | |
pre-booked seats weren't available, | 0:36:25 | 0:36:27 | |
so it's refunded the seat selection fee the family paid. | 0:36:27 | 0:36:30 | |
For its part, Pegasus Airlines insisted | 0:36:34 | 0:36:37 | |
that, as the flight had been chartered by Thomson, | 0:36:37 | 0:36:39 | |
all sales, ticketing and reservations | 0:36:39 | 0:36:42 | |

It went on to say that its charter flight seats | 0:36:44 | 0:36:46 | |
are allocated during check-in according to availability, | 0:36:46 | 0:36:50 | |
and that, as Kim and Steve were some of the last people to check in, | 0:36:50 | 0:36:53 | |
staff offered them the best seats they could. | 0:36:53 | 0:36:56 | |
It added that, once on board, as other passengers will also | 0:36:56 | 0:36:59 | |
want to sit with the people in their group, | 0:36:59 | 0:37:02 | |
all that cabin crew can do is politely speak to other guests | 0:37:02 | 0:37:05 | |

Now, you might think it would be a no-brainer | 0:37:13 | 0:37:15 | |
that young children are seated with their family on flights. | 0:37:15 | 0:37:18 | |
But there's no legal requirement for that to happen. | 0:37:18 | 0:37:21 | |
The Civil Aviation Authority says it should be the aim of airlines | 0:37:21 | 0:37:25 | |
to put children close to their parents or guardians | 0:37:25 | 0:37:28 | |
in order to ensure access, | 0:37:28 | 0:37:30 | |
and passengers' safety in an emergency. | 0:37:30 | 0:37:32 | |
