machines get it wrong? First, hospital parking - if you | :01:09. | :01:13. | |
are a patient or a visitor, how much do you have to pay? Well, | :01:13. | :01:17. | |
we've been investigating and have discovered it can cost you up to | :01:17. | :01:22. | |
�35 a day to leave your car. In fact, hospital Trusts are raking in | :01:22. | :01:26. | |
more than �100 million a year with parking charges. Where's that money | :01:26. | :01:31. | |
going? Believe it or not, some of it is ending up with private | :01:31. | :01:39. | |
parking companies. A recent survey by Macmillan Cancer Support reveals | :01:39. | :01:44. | |
that 45% of people are stressed or worried about the costs of hospital | :01:44. | :01:50. | |
pashing in parts of the UK at least. In Scotland it's free -- parking. | :01:50. | :01:52. | |
In Wales there are only two hospital boards that still charge | :01:52. | :01:56. | |
and in Northern Ireland the most you would pay for a 24-hour stay is | :01:56. | :01:59. | |
�11. But in England, it's a very different story. | :01:59. | :02:03. | |
Some of the charges at the moment are far beyond what anyone should | :02:03. | :02:06. | |
reasonably be asked to pay in a service that should be free at the | :02:06. | :02:11. | |
point of use and we are really concerned that's having a financial | :02:11. | :02:14. | |
impact on the patients and relatives having to visit loved | :02:14. | :02:19. | |
ones day after day and who've been charged an incbl amount to do so. | :02:19. | :02:24. | |
So just how much can it cost? -- incredible amount. We contacted 190 | :02:24. | :02:29. | |
Hospital Trusts and health boards across the UK. Of the 152 who | :02:29. | :02:34. | |
responded, 129 charge for parking. The highest hourly charge was | :02:34. | :02:39. | |
Chelsea and Westminster hospital at �3.50 for the first hour. The | :02:39. | :02:45. | |
lowest was in Totnes Hospital in Devon where it's 40p for the first | :02:45. | :02:49. | |
hour. If you have to stay overnight and park for 24 hours, you could | :02:49. | :02:54. | |
pay as little as �1.50 in Alder Hey Children's Hospital in Liverpool. | :02:54. | :03:01. | |
Whereas in London, you could pay a staggering �33 at Kings College or | :03:01. | :03:06. | |
�35 at Chelsea and Westminster. But, as patients are spending money, | :03:06. | :03:10. | |
hospitals are saving money by treating an increasing number of | :03:10. | :03:14. | |
people as out-patients. Over a six week course of | :03:14. | :03:17. | |
radiotherapy, tpwhecked saving up to �6,000 if the patients don't | :03:17. | :03:23. | |
stay at the hospital overnight -- they could be saving. We don't | :03:23. | :03:26. | |
think people going for life-saving treatment should have to pay for | :03:26. | :03:29. | |
parking in a hospital and cancer patients are often going daily so | :03:29. | :03:33. | |
if you are paying for car parking every time you go to a hospital, | :03:33. | :03:39. | |
you are racking up substantial charges. Carol is one such patient | :03:39. | :03:46. | |
who requires regular streement treatment. I've been disabled since | :03:46. | :03:50. | |
I was eight months old. I can't just leap on a bus like a lot of | :03:51. | :03:54. | |
people can so I do have to take the car. Sometimes you have to be there | :03:54. | :03:56. | |
a long time, depending on the treatment you are having and | :03:56. | :04:02. | |
pashing fees can mount up. There's that side of things, as well as the | :04:02. | :04:07. | |
anxiety of the actual viz to it the hospital. At a time when people are | :04:07. | :04:10. | |
feeling the pinch anyway, this additional financial burden makes | :04:10. | :04:14. | |
it that bit harder. What really concerns us is the postcode lottery | :04:14. | :04:17. | |
that exists in parking. If you live particularly in a Metropolitan area | :04:17. | :04:20. | |
like London, Manchester or Liverpool, you are likely to pay | :04:20. | :04:24. | |
more than you would in other areas. We'd like to see the Government | :04:24. | :04:30. | |
step in and define what a reasonable charge is for parking so | :04:30. | :04:34. | |
patients in certain areas aren't paying extortionate fees. But so | :04:34. | :04:37. | |
far, the Government's done relatively little to help patients | :04:37. | :04:42. | |
in England. And in many areas, fees are going | :04:42. | :04:45. | |
up. According to the results of our Freedom of Information request, in | :04:45. | :04:50. | |
the last two years, over 50 hospital Trusts have increased | :04:50. | :04:55. | |
their parking charges. What we know and what patients tell us is that | :04:55. | :05:01. | |
some hospitals haven't followed the guidance and are still charging | :05:01. | :05:04. | |
cancer patients. We'd like hospitals to actually take this | :05:04. | :05:08. | |
seriously and comply with the guidance and we'd like the | :05:08. | :05:12. | |
Government to look at how we can encourage compliance with the | :05:12. | :05:17. | |
guidance. Carol agrees. Her hospital, west | :05:17. | :05:21. | |
Middlesex, used to offer free parking to the disabled. This | :05:21. | :05:26. | |
stopped several years ago and she's been paying ever since. I was | :05:26. | :05:31. | |
absolutely livid that they could do this to us. People in Wales have | :05:31. | :05:36. | |
been told they are not allowed to charge for parking at hospitals and | :05:36. | :05:39. | |
Scotland aren't allowed to park and here they have the choice and what | :05:39. | :05:44. | |
do they do, put it on where it wasn't before - terrible. Some | :05:44. | :05:47. | |
hospitals offer concessions to people with long-term conditions, | :05:47. | :05:52. | |
but recent research shows that almost 60% of patients are still | :05:52. | :05:56. | |
paying the full price. Hospitals do not have a duty to tell you about | :05:56. | :05:59. | |
the concessions available to you. We have people all the time that | :05:59. | :06:02. | |
tell us if they'd known they could have had free parking or reduced | :06:02. | :06:07. | |
parking over time, they would have taken that option up. They need to | :06:07. | :06:10. | |
know if free or reduced parking is available so they can properly | :06:10. | :06:14. | |
assess the best options. Hospitals are generating millions | :06:14. | :06:18. | |
of pounds in parking fees from members of the public. But where is | :06:18. | :06:23. | |
all this money going? Well, off the Hospital Trusts and health boards | :06:23. | :06:26. | |
that responded to our Freedom of Information request, more than a | :06:26. | :06:30. | |
third used private companies to run their car parks. Many refused to | :06:30. | :06:34. | |
tell us exactly how much of the money generated went to these | :06:34. | :06:38. | |
companies, but five of the hospital Trusts and health boards did and | :06:38. | :06:42. | |
revealed that rather than put the money back into patient care, all | :06:42. | :06:47. | |
fees for parking in five of their car parks simply goes to the | :06:47. | :06:51. | |
private parking company. The car park at west Middlesex is | :06:51. | :06:55. | |
also run by a private firm. National Health Service, to have a | :06:55. | :06:58. | |
car park that's run by a private company, it's making profits o us | :06:58. | :07:02. | |
of people that have to go to hospital for whatever reason, not | :07:02. | :07:05. | |
just because you are disabled but if you are sick or visiting people | :07:05. | :07:08. | |
that are sick. I think that's so wrong that they should make money | :07:08. | :07:13. | |
out of the fact that people are suffering. | :07:13. | :07:16. | |
Carol's hospital, the west Middlesex told us its fees do offer | :07:16. | :07:20. | |
value and the money is used to maintain and improve its car parks. | :07:20. | :07:25. | |
They say concessianary parking and other good transport links are also | :07:25. | :07:30. | |
available. The Department of Health says patients have a fundamental | :07:30. | :07:35. | |
right to fair and appropriate car parking concessions and it expects | :07:35. | :07:41. | |
Hospital Trusts to provide them and set fair prices. What have the | :07:41. | :07:46. | |
hospitals said, Rani? The Chelsea and Westminster Hospital says it's | :07:46. | :07:52. | |
frozen charge force the past five years. Money raised support for | :07:52. | :07:55. | |
patient care. Concessions are available, as they are at Kings | :07:55. | :07:58. | |
College which has one of the highest overnight fees. It says | :07:58. | :08:02. | |
charges have not increased for ten years and they use the money to | :08:02. | :08:07. | |
maintain and improve facilities. As for the other hospitals, Liverpool | :08:07. | :08:11. | |
Heart & Chest do not manage the parking contract. Birmingham | :08:11. | :08:16. | |

We've received a complaint about this specific pump that we are | :09:31. | :09:41. | |

going to have a look at today. With the cars, the way they are these | :09:42. | :09:46. | |
days with computers, you get an indication from the read-out of the | :09:46. | :09:50. | |
car as to what you get, so he's disagreed with that and formed the | :09:50. | :09:54. | |
impression that he's received short measure. With rising fuel prices, | :09:54. | :09:57. | |
the last thing drivers want is to be short changed, so the officers | :09:57. | :10:03. | |
need o be sure this pump's dispensing the amount it says it is | :10:03. | :10:09. | |

measures. We have had another complaint about the diesel pump at | :10:13. | :10:17. | |

art gadget known as pump watch. This has been carefully | :10:22. | :10:28. | |
collaborated to accurately measure 20, 10 and five letter volumes. | :10:28. | :10:32. | |
This will tell us whether it's in the tolerances levels under the | :10:32. | :10:39. | |
weights and measures act. If it's correct, the pump should measure | :10:39. | :10:46. | |
between 0.5% below or above the levels stated. If it's wrong, the | :10:46. | :10:49. | |
owners will have to get it fixed. Steve is dispensing the fuel into | :10:49. | :10:56. | |

pouring all the diesel back into the tank, Alan gives the concerned | :11:28. | :11:32. | |

another. Here, they perform checks to make sure the 12,000 passengers | :11:59. | :12:04. | |
flying out every day are not being overcharged for their baggage -- | :12:04. | :12:10. | |
Newcastle airport. Alan's drafted in a bigger crew and even more | :12:10. | :12:15. | |
extensive range of collaborated weights and measures. The team work | :12:15. | :12:18. | |
closely with the city Council Trading Standards airport. Our aim | :12:18. | :12:22. | |
is to make the customer's experience as smooth as possible | :12:22. | :12:26. | |
and make sure that the weighing machines on the check-in work is a | :12:26. | :12:29. | |
critical part of that. With the help of airport maintenance, Alan | :12:29. | :12:35. | |
and his team begin the test. They place 30 kilogram weights on to | :12:35. | :12:38. | |
each conveyor belt. We are looking for the indication to be exactly | :12:38. | :12:43. | |
the same as the weight wes know are on the platform. It takes at least | :12:43. | :12:48. | |
ten minutes to fully check each machine and after the first hour, | :12:48. | :12:53. | |
the team have found nothing to concern them. Then they arrive at | :12:53. | :13:02. | |

the rail running that way was resting on this pen. That's been | :14:04. | :14:09. | |
cleared and the machine's been tested again. It looks fine, so we | :14:09. | :14:12. | |
can fairly safely assume that that's been the problem and that's | :14:12. | :14:16. | |
been cleared now. Over the course of the day, Alan and his team | :14:16. | :14:21. | |
discover two more faulty desks. These problems were actually caused | :14:21. | :14:24. | |
by the desks being positioned too close to one another, so easily | :14:24. | :14:29. | |
fixed by separating them. By the end of the day, all 49 desks | :14:29. | :14:33. | |
were back in service and, most importantly, working properly. | :14:33. | :14:37. | |

Yes, in our test, it's Halifax that's the most expensive for | :18:47. | :18:49. | |
authorised overdrafts. What about the fees for exceeding | :18:49. | :18:55. | |
your agreed overdraft? Our team found these charges to be sometimes | :18:55. | :18:58. | |
complicated, often confusing and usually more expensive. The | :18:58. | :19:06. | |
question this time - how much would it cost to go into an unauthorised | :19:06. | :19:10. | |
overdraft for 31 days? If you are overdrawn by more than �6, you will | :19:10. | :19:17. | |
pay �6 a day. Halifax do things differently don't they? A daily fee | :19:17. | :19:22. | |
of �5. Santander? They charge �5 per day for unplanned overdrafts. | :19:22. | :19:27. | |
We found the bank charging the lowest fee for going �100 overdrawn | :19:27. | :19:32. | |
without permission is HSBC. As well as levying interest, it charges a | :19:32. | :19:38. | |
�25 arrangement fee, bringing the total bill to around �26.55. But it | :19:38. | :19:43. | |
will waive that if you stay out of the red for six months, meaning you | :19:43. | :19:49. | |
could end up paying just �1.55. In contrast, the most expensive banks | :19:49. | :19:56. | |
were NatWest and RBS, both charging us a whopping �186 for exceeding | :19:56. | :20:01. | |
our limit by just �100. These charges vary widely but what | :20:01. | :20:04. | |
they have in common is that they are all quite high. I think people | :20:04. | :20:08. | |
should really think carefully before they go overdrawn without | :20:08. | :20:13. | |
asking their banks' permission. could think very carefully because | :20:13. | :20:17. | |
the penalties from some banks are so high, they can work out more | :20:17. | :20:23. | |
than the interest rates charged on a payday loan. But how much more? | :20:23. | :20:28. | |
On average, if you borrow �100 from a payday lender, you will pay | :20:28. | :20:31. | |
between �20 and �37 in interest at the end of that month. It varies | :20:31. | :20:35. | |
according to the lender and also according to how good or bad a risk | :20:35. | :20:39. | |
you are. That is, of course, a lot cheaper than you could pay if you | :20:39. | :20:43. | |
go overdrawn without asking permission from your bank first. | :20:43. | :20:47. | |
You could pay five or six times that in bank fees and charges which | :20:47. | :20:52. | |
will come as a big surprise. 40 banks subscribed to a lending | :20:52. | :20:56. | |
code under which they'll let customers know if they can opt out | :20:56. | :21:00. | |
of unauthorised overdrafts, warn them in advance if they are about | :21:00. | :21:04. | |
to two over their agreed limits and if they do go over and are in | :21:04. | :21:08. | |
danger of getting into financial problems, help them find a solution. | :21:08. | :21:12. | |
So although I think the banks in some cases have made real | :21:12. | :21:15. | |
improvements, I would say that consumers have to look carefully at | :21:15. | :21:19. | |
how much they could end up paying if they go overdrawn without asking | :21:19. | :21:23. | |
first and I would say try and avoid it if you can, talk to your bank, | :21:23. | :21:26. | |
and if they won't give you the overdraft, maybe it's a sign that | :21:26. | :21:31. | |
you are spending too much and you need debt advice, rather than go | :21:31. | :21:34. | |
overdrawn without asking. Well, all the banks we looked at | :21:34. | :21:38. | |
told us that they are committed to offering clear and simple charging | :21:38. | :21:42. | |
structures and a wide range of information and help for customers | :21:42. | :21:46. | |
who go overdrawn. This includes alerts if they are about to go | :21:46. | :21:49. | |
overdrawn and assistance if they are facing difficulty. They also | :21:49. | :21:54. | |
encourage customers to talk to them about their financial needs, they | :21:54. | :21:59. | |
say. Bank of Scotland says it's sorry that Stephen feels he was | :21:59. | :22:03. | |
unfairly charged. Along with Lloyds TSB, it says overdrafts aren't | :22:03. | :22:06. | |
guaranteed and are based on people's personal circumstances. | :22:06. | :22:10. | |
Not all customers have access to an unplanned overdraft and they say | :22:10. | :22:13. | |
they wouldn't extend them to those who're unlikely to make repayments. | :22:13. | :22:17. | |
What about the rest to have banks that we looked at, Rani? Halifax | :22:17. | :22:22. | |
says our example isn't typical and that comparing its �1 daily plan | :22:22. | :22:26. | |
with other bank charges isn't a like for like comparison. It says | :22:26. | :22:29. | |
it offers options to prevent customers going overdrawn and when | :22:30. | :22:33. | |
they do, it's usually for a few days. If that goes on for longer | :22:33. | :22:37. | |

book as well. 99% of refusals stop at the door because a lot of kids | :26:20. | :26:25. | |
want to see and they stand there when their parents come in. My | :26:25. | :26:30. | |
policy is simple, if they don't look old enough, don't come in the | :26:30. | :26:36. | |
shop. This shop has strict rules of selling to minors, but not everyone | :26:36. | :26:42. | |
is as responsible. It's been a tough challenge over the years to | :26:42. | :26:46. | |
clamp down on things? There were fireworks going off all over the | :26:46. | :26:49. | |
place in Middlesbrough. We all got our heads together and thought, | :26:49. | :26:53. | |

a hotline number for the public to call if they had any information | :27:00. | :27:05. | |
about illegal sales. People were brilliant. They clearly | :27:05. | :27:10. | |
didn't want to live next door to an explosives store so they rang up | :27:10. | :27:14. | |
and said who they were selling to, when and gave us comprehensive | :27:14. | :27:17. | |
details. Within weeks of the hotline being set up, they were | :27:17. | :27:21. | |
alerted to a man selling fireworks to children from his house. | :27:21. | :27:24. | |
started on the surveillance and quite honestly, nothing was | :27:24. | :27:28. | |
happening at all. We were on the point of calling it off when all of | :27:28. | :27:32. | |
a sudden, the lights went on in the living room, the curtains were | :27:32. | :27:37. | |
thrown back, the patio doors were opened and really, in no time at | :27:37. | :27:43. | |
all, the back garden was just full of youths in tracksuits and | :27:43. | :27:48. | |
baseball caps offering money and running off with fireworks in all | :27:48. | :27:55. | |
directions. It was clearly a very, very thriving business. They were | :27:55. | :27:58. | |
actually discharging the fireworks immediately outside the gentleman's | :27:58. | :28:02. | |
garden. Ironically, he was annoyed about that and came out and chased | :28:02. | :28:06. | |
them for that, but he was quite clearly happy to gain the profit | :28:06. | :28:10. | |
from selling the fireworks in the first place. That trader was | :28:10. | :28:14. | |
charged with the illegal supply of fireworks to under 18s. He received | :28:14. | :28:19. | |
a community punishment order for 100 hours. | :28:19. | :28:23. | |
But back on the street, Steve is keen to keep getting the message | :28:23. | :28:29. | |

going out and the start of the firework and then we are timing how | :34:31. | :34:37. | |
long the fireworks are running. And we are also observing the things | :34:37. | :34:42. | |
that are ejected to make sure that nothing falls outside the circle. | :34:42. | :34:47. | |
So chances of enjoying the firework, remote. These fireworks must be | :34:47. | :34:50. | |
placed 25 metres away from anyone watching them. | :34:50. | :34:55. | |
In the test area, the outer yellow circle marks the danger zone. If | :34:55. | :34:58. | |
any debris weighing more than one gram drops outside the area, the | :34:58. | :35:02. | |
firework will fail the test. If any blazing debris drops between the | :35:02. | :35:08. | |

what should we do to keep ourselves safe? First of all, you should be | :41:23. | :41:27. | |

there are some very big fireworks which are legal to be sold to | :41:43. | :41:46. | |
people these days - make sure that the fireworks you buy are suitable | :41:46. | :41:50. | |
for the private space that you've got. If your back yard or garden | :41:50. | :41:57. | |
isn't big enough to take a firework, stand back 25 metres from it, for | :41:57. | :42:00. | |
