My house is on six acres we have a hot tub with full entertainment | :01:37. | :01:40. | |

And I also have a lot of cars. These pictures come from a cable TV | :01:45. | :01:49. | |
show where rich teenagers get a party to die for. | :01:49. | :01:54. | |
That is �1,318, please. The family here are the Panasears, | :01:54. | :01:59. | |
from the Vale of Glamorgan. And the cash comes from dad, Harby Panesear. | :01:59. | :02:06. | |
But where did the money come from? This lane in Llantwit Major used to | :02:06. | :02:11. | |
be the hub of his business empire. He took over a company called | :02:11. | :02:15. | |
Motorcare Warranties from his father-in-law, around 2004. | :02:15. | :02:18. | |
Then, four years ago, he set up another company, Motorcare Elite, | :02:18. | :02:27. | |
which operated from offices in this house. | :02:27. | :02:30. | |
The company sold warranties to car dealers, who then sold them on to | :02:30. | :02:36. | |
their customers, offering peace of mind in case the car broke down. | :02:36. | :02:42. | |
Andrew Rafferty from Hirwaun needed a reliable car to get to work. | :02:42. | :02:46. | |
It had done 80,000 miles, so the garage advised me to get one, as a | :02:46. | :02:50. | |
peace of mind. I took out the Motorcare warranty, | :02:50. | :02:53. | |
which, as the garage advised me, was probably one of the best on the | :02:53. | :02:56. | |
market at the time. Andrew paid the garage �200 for a | :02:56. | :02:59. | |
one-year warranty, but in January last year, he faced a big repair | :02:59. | :03:02. | |
bill. But Motorcare seemed slow to pay up. | :03:02. | :03:07. | |
I was �675 out of pocket. It was just after Christmas and I have two | :03:07. | :03:13. | |
kids. It is a dear time of the year and I was in and out of work. | :03:13. | :03:16. | |
The cash never arrived and, by March, Motorcare had gone out of | :03:16. | :03:22. | |
business. But they were just the middlemen. Andrew's policy says it | :03:23. | :03:27. | |
was backed by an insurance company called Alpha Insurance. Surely they | :03:27. | :03:31. | |
would pay out? We received a letter saying that, | :03:31. | :03:34. | |
when they have looked at the records, Motorcare had in fact paid | :03:34. | :03:42. | |
out on this claim on January 5. I can show them bank statements | :03:42. | :03:47. | |
showing I have not had this money. Alpha Insurance say they have | :03:47. | :03:51. | |
evidence other customers are in the same situation. Andrew is furious | :03:51. | :03:55. | |
with Harby Panesar. It makes me very angry to think I | :03:55. | :03:59. | |
actually work for a living and earn money and there is people like him | :03:59. | :04:02. | |
out there taking money from working class people who have worked for | :04:02. | :04:08. | |
this money. Adrian and Beverly Reynolds, from | :04:08. | :04:11. | |
Cwmcarn, bought their pick-up at auction, together with a �700 | :04:11. | :04:14. | |
Motorcare Elite warranty, which would last as long as they kept the | :04:14. | :04:19. | |
vehicle. It seemed like money well spent | :04:19. | :04:24. | |
when the car did go wrong. So how much was the repair? | :04:24. | :04:31. | |
The repairs came to �1,260 in total. Quite a lot of money to pay out. | :04:31. | :04:34. | |
But I guess you were reassured because, hey-ho, you had the | :04:34. | :04:36. | |
warranty? Exactly. | :04:36. | :04:40. | |
But it was not that simple. Motorcare had gone out of business, | :04:40. | :04:42. | |
so they turned to the underwriters named on the warranty, Alpha | :04:42. | :04:46. | |
Insurance. We contacted Alpha group and they | :04:46. | :04:54. | |
did not seem to have any record of the policy that we had paid for. | :04:54. | :04:57. | |
In fact, Alpha say they have never provided insurance for life-of- | :04:57. | :05:07. | |
:05:07. | :05:08. | ||
It seems Llantwit Major-based Motorcare had some other tricks up | :05:08. | :05:14. | |
its sleeve. We have been sent lots of Motorcare | :05:14. | :05:18. | |
warranties by viewers. This policy here mentions the name | :05:18. | :05:22. | |
of a company called Belmonte Limited. We have been in touch with | :05:22. | :05:26. | |
them and they say they've never had a contract with Motorcare. | :05:26. | :05:29. | |
When you look closely, you see the actual insurance underwriters are | :05:29. | :05:39. | |
:05:39. | :05:46. | ||
London-based Marine & General Insurance Company. We cannot find | :05:46. | :05:53. | |
any trace of this company fills stop | :05:53. | :05:56. | |
While Motorcare boss Harby Panesar was issuing these policies he was | :05:56. | :05:59. | |
living the dream, spending a reported �20,000 on his daughter's | :05:59. | :06:01. | |
party. But his warranties were not such a | :06:01. | :06:04. | |
hot ticket. The Financial Services Authority is investigating - and | :06:04. | :06:10. | |
warning all custumers that their policies may be worthless. | :06:10. | :06:12. | |
And they say Motorcare sold warranties through more than 400 | :06:12. | :06:21. | |
garages. There must be thousands of people who could be out of pocket. | :06:21. | :06:24. | |
Harby Panesar says he is unable to speak to us because of the FSA | :06:24. | :06:30. | |
investigation. Whilst the Motorcare money machine | :06:30. | :06:33. | |
has hit the buffers, the man in charge is still living in his | :06:33. | :06:38. | |
luxury home. He has been declared bankrupt, but does not seem to be | :06:38. | :06:42. | |
on the bread line. We were still keen to speak to Mr | :06:42. | :06:45. | |
Panesar. Can you tell us why you have been | :06:46. | :06:52. | |
selling worthless warranties? Sorry, I have not sold any policies. | :06:52. | :06:56. | |

decision to charge a flat fee of 40p for bags with each online | :09:00. | :09:09. | |
delivery. It is very unfair. I always go back a carrier bags to | :09:09. | :09:15. | |
the delivery man. I do not need them. I know what is just 40p, but | :09:15. | :09:20. | |
it just seems wrong that they cannot find another system. | :09:20. | :09:24. | |
Not a happy lady. And it is not just Maggie who's been in touch. | :09:24. | :09:27. | |
Trissy Williams from Newport says Tesco have offered the option of a | :09:27. | :09:30. | |
bag free delivery for years and she does not understand why Sainsbury's | :09:30. | :09:32. | |

Williams is so annoyed that she is stopped shopping at Sainsbury's | :09:35. | :09:37. | |
altogether. Sainsbury's say they decided to | :09:37. | :09:43. | |
charge 40p because online customers use, on average, eight bags each. | :09:43. | :09:47. | |
And they have done it so customers know exactly how much their online | :09:47. | :09:50. | |
shop will cost. But they are going to look at this policy again in the | :09:50. | :09:54. | |
next few months. We will be watching. Now, regular | :09:54. | :09:57. | |

Ebbw Vale. Dozens of people complained to us after getting | :10:00. | :10:06. | |
parking charge notices from a company called Excel Parking. The | :10:06. | :10:10. | |
town's MP Nick Smith even mentioned us in the House of Commons. | :10:10. | :10:14. | |
BBC Cymru Wales is on a story about car parking management in my | :10:14. | :10:24. | |
:10:24. | :10:24. | ||
constituency. This follows a high number of customer complaints. | :10:24. | :10:28. | |
Mr Smith was as concerned as we were. He started looking into the | :10:28. | :10:30. | |
way in which private parking companies like Excel operate. We | :10:30. | :10:34. | |
asked him to share his findings with us. | :10:34. | :10:38. | |
I have been outraged by some of the stories people have told me about | :10:38. | :10:41. | |
what's gone on at The Walk. Councillors Mostyn Lewis and John | :10:41. | :10:47. | |
Rogers are up in arms, too. They say the council has received more | :10:47. | :10:50. | |
than 90 complaints. Nick, I can tell you story after | :10:50. | :10:54. | |
story and I am sure Mostyn can as well, about this sort of situation. | :10:54. | :10:58. | |
Disabled people have been treated disgracefully. | :10:58. | :11:00. | |
Mostyn's angry because Excel Parking tried to charge David | :11:00. | :11:04. | |
Hambley �120, because it took him too long to get a ticket from the | :11:04. | :11:14. | |

new machines. It is disgraceful. | :11:16. | :11:19. | |
While we were filming, I was shocked by how many people had | :11:19. | :11:23. | |
stories about their bad experiences. I am six foot and I am finding it | :11:23. | :11:26. | |
difficult trying to make sense of these signs here and there is a lot | :11:26. | :11:29. | |
of information there. The signs are not lit, which means | :11:29. | :11:32. | |
if it is dark or dusky, it is difficult to make sense of them. | :11:32. | :11:35. | |
And I am concerned about the positioning of some of the signs. | :11:35. | :11:38. | |
If you're reading them, you are standing in the road. There is | :11:39. | :11:42. | |
always the chance you could get winged by a passing car. | :11:42. | :11:45. | |
Since X-Ray first looked into problems at The Walk and I started | :11:45. | :11:47. | |
writing to the company, the landowners who have engaged Excel | :11:47. | :11:52. | |
got involved. There are some new signs up, but | :11:52. | :11:56. | |
that is not enough. I have been trying to find out how many notices | :11:56. | :12:00. | |
have been issued and who's making the money. | :12:00. | :12:04. | |
I got in touch with the company and asked them to explain that to me, | :12:04. | :12:08. | |
but they will not. I also understand that the owners | :12:08. | :12:11. | |
get money from the machines here, but the car park managers get money | :12:11. | :12:19. | |
from the parking charge notices. A cynic would say in their interest | :12:19. | :12:25. | |
for more notices to be issued. It seems they are making a tidy | :12:25. | :12:29. | |
profit. They are managed by a guy called | :12:29. | :12:33. | |
Simon Renshaw Smith. Last year, he paid himself a �100,000 bonus - on | :12:33. | :12:40. | |
top of a near �400,000 salary. Nice work if you can get it. | :12:40. | :12:44. | |
A lot of people have been asking me how Excel got hold of their contact | :12:44. | :12:47. | |
details to send out these parking charge notices. | :12:47. | :12:51. | |
In last six years, the DVLA here have given Excel details of 200,000 | :12:51. | :13:01. | |
:13:01. | :13:02. | ||
drivers for penalty notices for They tell me that they have to | :13:02. | :13:05. | |
provide registered keeper details to those with a valid reason to ask | :13:05. | :13:09. | |
for it. That includes parking companies, although the DVLA says | :13:09. | :13:17. | |
there are strict controls. So the DVLA provide this data to | :13:17. | :13:20. | |
Excel because they abide by the British Parking Association Code of | :13:20. | :13:25. | |
Practice. But the Code of Practice was in part decided by Mr Simon | :13:25. | :13:30. | |
Renshaw Smith, the managing director of Excel. | :13:30. | :13:34. | |
That is because he sits on the Approved Operators board of the BPA. | :13:34. | :13:39. | |
Funny that....! At the moment, people who feel they | :13:39. | :13:42. | |
have had an unfair parking charge from a private company like Excel | :13:42. | :13:47. | |
can only appeal to that firm. The British Parking Association will | :13:47. | :13:50. | |
not get involved, so that firm is the judge, the jury and the | :13:50. | :13:56. | |
executioner. But there is another way appeals | :13:56. | :13:59. | |
could be run and it is a model council-owned car parks have to | :13:59. | :14:03. | |
follow. An independent adjudicator, the Traffic Penalty Tribunal, | :14:03. | :14:10. | |
decides whether appeals are justified there. | :14:10. | :14:15. | |
I have come to meet Linda Sparks from Port Talbot. She successfully | :14:15. | :14:18. | |
appealed against her local council when they tried to charge her for | :14:18. | :14:21. | |
not paying to park in a disabled space, despite the fact she had | :14:21. | :14:27. | |
displayed a valid blue badge. The adjudicator accepted the point | :14:27. | :14:32. | |
that I made that the signs were unclear in their wording. They said | :14:32. | :14:34. | |
there were no concessions when there clearly were some concessions | :14:34. | :14:38. | |
and she accepted that these signs did not have the blue badge logo on | :14:38. | :14:48. | |
them in order that people would know it was relative to them. | :14:48. | :14:51. | |
Many of the people that have come to me are very happy to pay for | :14:51. | :14:54. | |
parking, absolutely compliant and want to do the right thing, been | :14:54. | :15:01. | |
caught out and they think unfairly treated. That is why they are cross, | :15:01. | :15:07. | |
that is why they are angry. We need to reduce the penalty. That way | :15:07. | :15:10. | |
everybody is doing the right thing - people pay to park and the | :15:10. | :15:20. | |
landowner gets money for people Well, Excel Parking Services insist | :15:20. | :15:24. | |
that they've always acted properly. But the good news is things are | :15:24. | :15:26. | |
about to change. The British Parking Association has just | :15:26. | :15:30. | |
announced they will be setting up a new appeals system. We caught up | :15:30. | :15:33. | |
with Patrick Troy of the BPA to find out what that will mean for | :15:33. | :15:37. | |
motorists? When it comes into being, what it will mean is that it will | :15:37. | :15:40. | |
be very similar to the way that members of public who get parking | :15:40. | :15:44. | |
tickets from local authorities are able to appeal now. So in simple | :15:44. | :15:47. | |
terms, if you get a parking ticket and you're not happy with it, you | :15:47. | :15:51. | |
will write to the person who's issued it to you, just as you would | :15:51. | :15:53. | |
to the local authority. They will consider your case and either | :15:53. | :15:57. | |
cancel your ticket or ask you to pay it. If they ask you to pay it | :15:57. | :16:01. | |
then they will tell you to whom you can go to have your case | :16:01. | :16:04. | |
independently considered. That scheme should come into being in | :16:04. | :16:09. | |
October. We'll be watching how it works. Now lots of you have also | :16:09. | :16:12. | |

see my family up north. My daughter is in Nottingham. Regular visits to | :17:50. | :17:53. | |
see his children and grandchildren who all live far away are important | :17:53. | :18:02. | |
to Mike. How old are the grandchildren? Six. Mike thought | :18:02. | :18:05. | |
his �7,000 Peugeot would be just the job for family visits and | :18:05. | :18:12. | |
motorway driving. Until he had a very frightening experience. I was | :18:12. | :18:17. | |
within half a mile of home, and a warning light came on the dash. It | :18:17. | :18:22. | |
just cut out like somebody switched the engine off. There was no power | :18:22. | :18:25. | |
in the engine. There was cars behind me but they missed me | :18:25. | :18:29. | |
luckily. The car was under warranty but the garage he'd bought it from | :18:29. | :18:34. | |
was no longer a Peugeot dealership. They advised Mike to go to Griffin | :18:34. | :18:42. | |
Mill garage in Pontypridd. They put a new fuel pump on it and then a | :18:43. | :18:46. | |
week later it was the same. And you had quite a nasty experience didn't | :18:47. | :18:50. | |
you on the motorway? Yes I was up on the M6, I'd done about 160 miles | :18:51. | :18:54. | |
and it cut out then. It could have been dangerous then as it happened | :18:54. | :18:58. | |
there were no cars around. Mike took the car back to Griffin Mill | :18:58. | :19:02. | |
who carried on trying to diagnose the problem. But when it lost power | :19:02. | :19:08. | |
again on a busy road last October, he decided enough was enough. | :19:08. | :19:12. | |
want a car that's safe to drive and not be frightened when I go out | :19:12. | :19:16. | |
that it's going to cut out on me and cause an accident. OK, Mike, | :19:16. | :19:25. | |
I'm on the case! So what can you do if you keep taking your car to a | :19:26. | :19:29. | |
garage and the problem just doesn't get fixed? It can be difficult to | :19:29. | :19:32. | |
prove that a garage is at fault, but if a customer feels that their | :19:32. | :19:35. | |
problem isn't being dealt with properly they can register their | :19:35. | :19:40. | |
complaint with a motoring trade association. Motor Codes is | :19:40. | :19:43. | |
government backed and has a free- of-charge service to help deal with | :19:43. | :19:47. | |
disputes. But Mike had a manufacturer's warranty so he was | :19:47. | :19:50. | |
covered for repairs and could have reported the issues directly to | :19:50. | :19:56. | |
Peugeot. I've been in touch with Griffin Mill and Peugeot, and both | :19:56. | :20:00. | |
have offered their apologies. Griffin Mill say they wanted to | :20:00. | :20:04. | |
take the car in for more testing but Mr Thane refused this request. | :20:04. | :20:07. | |
However Peugeot have offered to take the car away to carry out | :20:07. | :20:12. | |
extensive tests at their main Technical Centre in Coventry. | :20:12. | :20:15. | |
They've also offered �580 to pay for a hire car so Mike can continue | :20:15. | :20:22. | |
to visit his family while the work is carried out. Thanks Lucy, the | :20:22. | :20:27. | |
car is now fixed. I'm driving again and now I feel safe. And that's | :20:27. | :20:36. | |
Mike's a happy man. He is indeed. Now, last March we brought you a | :20:36. | :20:38. | |
shocking investigation into a supposed therapist working in | :20:38. | :20:43. | |
Carmarthenshire who falsely claimed he could treat cancer. Our evidence, | :20:43. | :20:46. | |
and the testimonies of two new victims, led to the arrest of Reg | :20:46. | :20:49. | |
Gill and his wife Leila and they were finally brought to justice | :20:49. | :20:59. | |

right here in Swansea Crown Court. Reg Gill is not a doctor. But he | :21:04. | :21:06. | |
claims he can treat cancer, even though he knows that's illegal | :21:06. | :21:14. | |
under The Cancer Act. I've been to prison for doing it. Really? Yeah. | :21:14. | :21:18. | |
Well, it's illegal for me to cure you of cancer. The 77-year-old was | :21:18. | :21:23. | |
running an alternative clinic here in Carmarthenshire. He advertised | :21:23. | :21:25. | |
his bizarre treatments at health fairs, convincing sick people who'd | :21:25. | :21:32. | |
lost faith in conventional medicine that he could treat their illnesses. | :21:32. | :21:36. | |
Judith Green was one of his patients. He'd said he'd been a | :21:36. | :21:39. | |
medical officer in the war, he seemed to be experienced, very | :21:39. | :21:43. | |
knowledgeable, and I had no reason at that stage to doubt that he was | :21:43. | :21:51. | |
a medical doctor. In 2004, Gill was jailed for fraud, after falsely | :21:51. | :21:58. | |
claiming he could cure a Flintshire man of pancreatic cancer. But | :21:58. | :22:02. | |
prison didn't stop Reg Gill from preying on desperate people. Early | :22:02. | :22:06. | |
last year, we found out that he and his new wife Leila were still | :22:06. | :22:09. | |

with a friend who wanted to buy supplements. But Reg Gill shifted | :25:24. | :25:30. | |

looking at me. He started moving the palm of his hand over my | :25:35. | :25:39. | |
midriff area and he said, you have big problems. He said you're going | :25:39. | :25:43. | |
to have to take your clothes off for me to have a proper look. He | :25:44. | :25:47. | |
started to press my lower abdomen then he moved his hand up from my | :25:47. | :25:52. | |
tummy and started to feel my breasts. He looked me in the eye | :25:52. | :25:57. | |
and said, well, my dear, I'm sorry to say but you have cancer. It was | :25:57. | :26:04. | |
a massive shock. In the same breath he said, don't worry I can fix that. | :26:04. | :26:08. | |
This machine doesn't just diagnose cancer it treats cancer. It was | :26:08. | :26:11. | |
like the same person had told me I'm going to die then told me I | :26:12. | :26:17. | |
could live. Reg Gill used the IFAS machine on the woman in an intimate | :26:17. | :26:23. | |
way. His wife, Leila, assisted him. He was breathing on me, much too | :26:24. | :26:28. | |
close, but I couldn't move away. Then he said it's all gone, he said | :26:28. | :26:35. | |
he'd got it. I was so relieved. next day the woman went to her GP. | :26:35. | :26:40. | |
Shocked at her story, he was able to confirm she did not have cancer. | :26:40. | :26:43. | |
She searched the internet and after seeing X-Ray's report on the Gill's, | :26:43. | :26:48. | |

it put into pictures what was going on in the Gills household. Both | :27:32. | :27:35. | |
complainants had come to us and given us their versions of events | :27:35. | :27:40. | |
but this corroborated everything they were saying. Mr and Mrs Gill | :27:40. | :27:44. | |
are a danger to the public, because they are telling people not to have | :27:44. | :27:51. | |
conventional treatment and are also sexually abusing them. So it is a | :27:51. | :27:55. | |
very pleasing result. The jury at Swansea Crown Court was unanimous | :27:55. | :27:59. | |
in their verdict. Reg Gill was found guilty of three sexual | :27:59. | :28:05. | |
assaults, six assaults by penetration and two counts of fraud. | :28:05. | :28:08. | |
