You are watching x-ray. If you have been ripped off for that deal turns | :00:17. | :00:21.
out to be dodgy, we will battle it out on your behalf. We are here to | :00:22. | :00:29.
fight your corner. Tonight, how flammable | :00:30. | :00:43.
is your child's Halloween costume? Now a change in the law could give | :00:44. | :00:45.
commuters more clout to complain! The more people claim the more | :00:46. | :01:01.
they are going to start listening the more they are going to realise | :01:02. | :01:04.
this service isn't acceptable. And Gareth and Joy paid six grand | :01:05. | :01:10.
for a new set of wheels But the garage now has | :01:11. | :01:13.
their cash, and their car. Now, it's Halloween next | :01:14. | :01:19.
week, and many people But how safe are the | :01:20. | :01:21.
costumes we're buying? Poundland has just issued a product | :01:22. | :01:26.
recall for their range of coloured 'Fright Nite' wigs after they failed | :01:27. | :01:29.
the company's fire safety testing. And it's not just wigs that | :01:30. | :01:32.
could cause a real life Dressing up as witches, | :01:33. | :01:34.
fairies and skeletons is all part But this time two years ago, | :01:35. | :01:48.
a terrifying accident sparked TV presenter Claudia Winkleman | :01:49. | :01:52.
described how her eight-year-old daughter was badly burnt | :01:53. | :01:58.
after a candle set fire As a parent you couldn't have failed | :01:59. | :02:00.
to have been shocked The hope, of course, | :02:01. | :02:09.
that something would be At the time, many retailers agreed | :02:10. | :02:15.
to make sure that Halloween outfits and other fancy dress costumes | :02:16. | :02:19.
would be less flammable in future. Two years on, the shops are once | :02:20. | :02:22.
again full of colourful They look great, but | :02:23. | :02:25.
are they any safer? We asked a group of mums from Rudry, | :02:26. | :02:36.
near Caerphilly, if it was something I've never considered | :02:37. | :02:39.
whether a costume I'm We're thinking about how much fun | :02:40. | :02:52.
we'll have wearing them, You expect that if you're | :02:53. | :02:55.
going to buy something By law, children's fancy dress | :02:56. | :03:02.
costumes are classed as toys, and have to meet | :03:03. | :03:07.
European Standard EN71. But that means that if they caught | :03:08. | :03:09.
fire, they could still burn There is of course a big difference | :03:10. | :03:15.
between this and a toy. If your child's teddy caught fire, | :03:16. | :03:23.
they could drop it and run away. And that's worrying surgeons | :03:24. | :03:28.
at the Welsh Centre for Burns. Young skin is thinner | :03:29. | :03:38.
than an adult's skin so it takes a lower temperature and a shorter | :03:39. | :03:40.
duration of time in contact with the heat to cause a burn | :03:41. | :03:43.
in a child than it would do in an adult, that's what makes | :03:44. | :03:46.
children more vulnerable. Retailers say they've made | :03:47. | :03:52.
warning labels clearer, and that costumes are now more | :03:53. | :03:53.
fire-resistant. So with Halloween fast approaching, | :03:54. | :03:55.
I want to see for myself just how flammable the costumes on sale this | :03:56. | :03:58.
year really are. These Halloween dresses, | :03:59. | :04:01.
from major supermarkets and discount stores, | :04:02. | :04:11.
range in price from ?1 to ?14. The shops which sell them say | :04:12. | :04:19.
they've all been fire tested to a higher standard | :04:20. | :04:22.
than is required by law. With each of the costumes we're | :04:23. | :04:28.
going to set a light to them with a candle, | :04:29. | :04:31.
simulate a child brushing against a tealight or something | :04:32. | :04:33.
like that on Halloween. It's not a scientific test, | :04:34. | :04:37.
and the dresses vary in size and fabric, but you'll get a good | :04:38. | :04:40.
idea. Up first is the Zombie Princess | :04:41. | :04:46.
dress from Sainsbury's. The company says its costumes have | :04:47. | :04:48.
built in fire breaks and fabric which is carefully chosen to slow | :04:49. | :04:51.
down the spread of flames. After just one minute, | :04:52. | :04:54.
the fire has reached the waistband. And when it takes hold | :04:55. | :04:56.
it's not a pretty sight. It has started melting up and going | :04:57. | :05:02.
up through the costume now, as you can see there is plastic | :05:03. | :05:06.
dripping off it, which would stick Eventually, almost eight | :05:07. | :05:09.
minutes after lighting With several other dresses, | :05:10. | :05:16.
the flames start to burn, but go out before they reach | :05:17. | :05:20.
the body of the dress. Asda's Orange Pumpkin | :05:21. | :05:26.
dress is up next. At first, it seems to perform well, | :05:27. | :05:32.
the flame goes out But on Craig's advice, we try again, | :05:33. | :05:36.
lighting the hem in exactly the same way, and this time, it's | :05:37. | :05:46.
a very different story. Now that is actually | :05:47. | :05:53.
quite dramatic that one, that's gone straight up | :05:54. | :05:55.
the middle there. Yes, Rachel, you can see how quick | :05:56. | :05:57.
now that these can take hold. The costume is engulfed in flames | :05:58. | :06:07.
and drops to the ground after 1 min 23 seconds, | :06:08. | :06:09.
where it keeps burning. That is actually | :06:10. | :06:11.
quite scary isn't it? It is, that's gone | :06:12. | :06:13.
up really quickly. Asda though insists the costume has | :06:14. | :06:16.
passed their flammability tests, Morrisons also performs well | :06:17. | :06:18.
at first, the flame goes But when we re-light it, | :06:19. | :06:21.
in the same way, the entire dress is destroyed within 3 | :06:22. | :06:25.
and a half minutes. When we light the hem | :06:26. | :06:27.
of the costume from B, there's only a small | :06:28. | :06:35.
amount of damage. But when we try the sleeve, | :06:36. | :06:36.
it melts after 35 seconds, and causes the rest of the dress | :06:37. | :06:44.
to catch fire. Craig isn't too impressed | :06:45. | :06:46.
with Aldi's Vampire dress either. It took a little bit of time | :06:47. | :06:56.
to catch, but when it did catch it went up through the midriff quite | :06:57. | :07:00.
quickly, a lot of toxic Yeah, very noticeable, | :07:01. | :07:02.
quite thick black smoke. We're also struck by the fumes | :07:03. | :07:10.
coming off this Home Bargains dress. All in all, there's a real | :07:11. | :07:13.
mixture of results. But all the costumes we tested | :07:14. | :07:15.
burned to some degree. Some of the fabrics did | :07:16. | :07:18.
perform quite well actually and if you were a vigilant parent | :07:19. | :07:20.
you might be okay, but other fabrics really didn't and all that was left | :07:21. | :07:23.
of those costumes was a sort of solid plastic mass on the floor, | :07:24. | :07:26.
that was dripping hot plastic And that's not a chance I'd | :07:27. | :07:29.
like to take with my child's skin. So, if they're burning and dripping | :07:30. | :07:43.
those patches of molten plastic will stick to the skin | :07:44. | :07:46.
and potentially cause a deep burn. Little people, wearing | :07:47. | :07:51.
something like this, They're not going | :07:52. | :07:52.
to know what to do. No, you need somebody | :07:53. | :07:56.
very calmly tell them to stop where they are, | :07:57. | :07:58.
not to run, to stop, drop to the floor and roll and that | :07:59. | :08:00.
will put the flames out. The burn needs to be cooled | :08:01. | :08:04.
with cold running water Once you've cooled the burn cover it | :08:05. | :08:06.
with something really simple like cling film and call | :08:07. | :08:10.
for some help. Safety groups, including | :08:11. | :08:18.
the British Standards Institution, are calling for even tougher laws | :08:19. | :08:20.
on costume safety. Until that happens, be extra | :08:21. | :08:22.
careful this Halloween. We passed our findings | :08:23. | :08:24.
onto the companies, who all said They all stressed that the costumes | :08:25. | :08:32.
we tested have passed numerous independent tests of a higher | :08:33. | :08:36.
standard than the legal minimum. B did also say they've | :08:37. | :08:40.
brought our findings to the urgent attention of their suppliers | :08:41. | :08:42.
and will take any steps necessary to make sure | :08:43. | :08:44.
their products are safe. And if you really want to cut | :08:45. | :08:48.
the risk of fire this Halloween, lots of places are selling LED | :08:49. | :08:52.
tealights like this one to put in your pumpkins, | :08:53. | :08:58.
much safer than real candles! Still to come, we meet commuters | :08:59. | :09:05.
who say taking the train It's getting like a cattle | :09:06. | :09:08.
truck, everyone standing. But Arriva Trains Wales insist | :09:09. | :09:15.
they're doing a good job. It's perception, and not fact, | :09:16. | :09:22.
and I think that's what I want The evidence shows that 80% | :09:23. | :09:25.
of our trains arrive on time Time for a quick update on some | :09:26. | :09:30.
of the stories we brought you last week and we've had several calls | :09:31. | :09:37.
about fake landlord Dale Sparey who owes money to lots of people | :09:38. | :09:39.
in Bridgend and Porthcawl. Some new information | :09:40. | :09:42.
about his whereabouts, And last week we featured the case | :09:43. | :09:44.
of taxi driver Steven O'Connell who'd had a string of parking | :09:45. | :09:54.
charges after dropping off passengers at a car | :09:55. | :09:56.
park in Ebbw Vale. The company blamed his | :09:57. | :09:58.
personalised number plate But it seems parking problems | :09:59. | :10:01.
are cropping up in other Almost 125,000 people in Wales | :10:02. | :10:09.
are blue badge holders. These badges mean disabled drivers | :10:10. | :10:22.
get dedicated spaces, with extra room around the car | :10:23. | :10:28.
for wheelchairs or And in most council car parks, | :10:29. | :10:31.
and some private ones, Robert Nicholls has had a blue | :10:32. | :10:41.
badge for many years. A few weeks ago, he arranged to meet | :10:42. | :10:44.
a friend at Cardiff West services, and drove into the disabled | :10:45. | :10:48.
section of the car park. You've got a row of parking bays | :10:49. | :10:50.
marked with the disabled sign on the floor and a solitary disabled | :10:51. | :10:53.
sign. Robert says he didn't see any | :10:54. | :10:59.
information about how long he could stay, or whether he'd | :11:00. | :11:02.
have to pay. So he assumed it was free, | :11:03. | :11:04.
and stayed for three hours. Then, a week later Robert had | :11:05. | :11:06.
a shock, when this arrived. A parking charge notice telling him | :11:07. | :11:09.
he'd stayed too long without paying If he paid quickly, it | :11:10. | :11:12.
would go down to sixty. It's quite a bit of money, | :11:13. | :11:18.
quite a chunk out of the food bill the car is used mainly | :11:19. | :11:21.
for going back and fore to the hospital which I have | :11:22. | :11:23.
to attend quite regularly, Robert wrote to CP Plus, | :11:24. | :11:25.
and asked us to check As we drove in, we saw one sign, | :11:26. | :11:38.
telling us there's free parking for two hours, | :11:39. | :11:42.
not that we could stop to read it. But there were none in the disabled | :11:43. | :11:45.
section of the car park, a clear breach of the British | :11:46. | :11:47.
Parking Association's I believe they should cancel Liz | :11:48. | :11:49.
and myself's ticket, or anybody else that has been parked | :11:50. | :11:56.
there because they haven't displayed the signs to give the people | :11:57. | :11:58.
using the disabled bay the information that is | :11:59. | :12:01.
required to use the site. Well, CP Plus say they're now | :12:02. | :12:07.
looking into Robert's complaint, but point out that he contacted us | :12:08. | :12:09.
before going through They told us their car parks | :12:10. | :12:12.
are regularly checked by the British Parking Association | :12:13. | :12:23.
but after we sent them a few photos, they have now agreed to look again | :12:24. | :12:26.
at the signage in the disabled section of the Cardiff West | :12:27. | :12:29.
services, and put up more notices So hopefully everything will be | :12:30. | :12:32.
much clearer very soon. Many of us rely on them to get | :12:33. | :12:38.
us to work every day, but as I've been finding out, | :12:39. | :12:47.
it can be a bumpy ride. With almost 1,500 miles of track | :12:48. | :12:50.
and 30 million passenger journeys every year, people all over | :12:51. | :12:52.
Wales rely on trains. I come from Taffs Well | :12:53. | :13:09.
station into Cardiff Newport to Cardiff Central | :13:10. | :13:11.
and Cardiff Central to Queen Street. There are four train | :13:12. | :13:18.
operators in Wales. Arriva Trains Wales is the largest, | :13:19. | :13:20.
with 127 trains, It may be the biggest company, | :13:21. | :13:22.
but many of its passengers don't We first met some of | :13:23. | :13:32.
them 18 months ago. John Riva was fed up | :13:33. | :13:35.
with overcrowding. Everyone was crammed | :13:36. | :13:45.
into the smallest of spaces, packed in like sardines you can't | :13:46. | :13:47.
move, you can't breathe. Bethan Woolrich was unhappy | :13:48. | :13:54.
with the service too. Usually the five o'clock | :13:55. | :13:56.
to six o'clock trains, people don't get on the trains | :13:57. | :13:58.
because they physically So a year and a half down the line, | :13:59. | :14:00.
are services running In fact, they seem | :14:01. | :14:06.
to be getting worse. In a recent survey by Which?, | :14:07. | :14:14.
Arriva Trains Wales dropped a whopping 13 places from last year, | :14:15. | :14:16.
to rank as the worst company The same survey found less than half | :14:17. | :14:19.
of Arriva's customers were happy Campaigner Steve Fletcher runs | :14:20. | :14:28.
a Facebook page called Has he seen any improvements | :14:29. | :14:40.
since we met him last March? Since last time we met we've | :14:41. | :14:47.
gone from around 800 These days, Steve sits on Arriva's | :14:48. | :14:50.
passenger panel and gives So do you think they are | :14:51. | :15:01.
listening to your complaints They definitely hear the complaints | :15:02. | :15:06.
whether they are always acting And when things aren't up | :15:07. | :15:12.
to scratch, passengers like Bethan Woolrich say it's tricky | :15:13. | :15:17.
to claim compensation. I went through numerous | :15:18. | :15:21.
channels to claim. There was no solutions just excuses | :15:22. | :15:24.
of why services were as they were. But there could be light | :15:25. | :15:28.
at the end of the tunnel! In the past, train travel wasn't | :15:29. | :15:32.
covered by the Consumer Rights Act - And here's how that could help | :15:33. | :15:35.
passengers in future. Firstly, your train | :15:36. | :15:42.
service must be provided If Wi-fi is advertised and not | :15:43. | :15:44.
provided if they've advertised a refreshments trolley and that's | :15:45. | :15:51.
not provided if you can't get the seat that you've booked | :15:52. | :15:55.
on if the toilet's out of order or dirty lots of things now any | :15:56. | :15:58.
inconvenience on your journey you're There are also changes to the way | :15:59. | :16:02.
compensation is paid. You can now insist on a cash refund | :16:03. | :16:09.
instead of vouchers! You can opt for cash, a cheque, | :16:10. | :16:14.
a BACS payment as long as you specify it at the point | :16:15. | :16:17.
of your complaint. It allows us to decide how we're | :16:18. | :16:20.
going to spend our money instead of having to put it back | :16:21. | :16:24.
into the train company. Another bit of great news is that | :16:25. | :16:27.
season ticket holders can now claim compensation, | :16:28. | :16:30.
although Arriva Trains Wales You've got to claim every single | :16:31. | :16:33.
time and you can't just do them all in one go, so their claim form | :16:34. | :16:39.
isn't the easiest to fill in and if I'm late every single day | :16:40. | :16:43.
I've got to do that 200 times John Riva agrees there could be real | :16:44. | :16:46.
problems ahead with claiming. You're going to get everyone making | :16:47. | :16:56.
a claim and they'll just pass on that cost to the consumer we'll | :16:57. | :17:00.
end up paying more But what if you can't agree | :17:01. | :17:02.
on the amount of compensation? Well, you could now take your rail | :17:03. | :17:12.
operator to court. I'll be interested to see how that | :17:13. | :17:16.
progresses the first few people that challenge it you would hope | :17:17. | :17:19.
you would be able to come to an amicable settlement with the rail | :17:20. | :17:23.
companies first though. In the past, many commuters say | :17:24. | :17:28.
claiming's been a hassle! A recent survey by Transport Focus | :17:29. | :17:33.
found just 12% of people eligible Steve thinks rail firms need to pull | :17:34. | :17:36.
out all the stops If they can allow bulk claiming | :17:37. | :17:42.
if they can even start proactive claiming or proactive compensation | :17:43. | :17:48.
it'll all be great for the customer. The more people claim the more | :17:49. | :17:52.
they are going to start listening the more they are going to realise | :17:53. | :17:54.
this service isn't acceptable. Well, it seems many | :17:55. | :17:57.
Arriva Trains Wales passengers are far from happy with | :17:58. | :18:03.
the service they're getting. Lynne Milligan is the company's | :18:04. | :18:07.
customer services director. The Which survey says Arriva trains | :18:08. | :18:10.
Wales is the worst operator in UK, customers less satisfied | :18:11. | :18:13.
than when we last spoke, this We're always disappointed | :18:14. | :18:16.
when we get poor feedback, 111 people, when we carry | :18:17. | :18:23.
30 million people a year, It's perception and not | :18:24. | :18:27.
fact and I think that's what I want to get over | :18:28. | :18:34.
to our customers today. The evidence shows that 80% | :18:35. | :18:36.
of our trains arrive on time and we run 1000 trains, | :18:37. | :18:39.
the evidence shows we're one of top Are you doing anything | :18:40. | :18:42.
to make claiming easier? The consumer rights act which has | :18:43. | :18:52.
just come in for transport on October 1st will look at every | :18:53. | :18:55.
case on its individual merits. So on the front page of our website, | :18:56. | :18:59.
there is a button which is delay and compensation, if you click | :19:00. | :19:04.
through to that, it really helps to navigate through, | :19:05. | :19:07.
tells you am I entitled, you can take a picture of your ticket, | :19:08. | :19:10.
upload it and it goes straight into our team to be processed | :19:11. | :19:13.
as quickly as possible. Will they still have | :19:14. | :19:19.
to claim for every single Yes, they will because we have | :19:20. | :19:21.
to protect ourselves against fraudulent claims and that's | :19:22. | :19:24.
why we require customers to make a claim for an individual journey | :19:25. | :19:27.
so that we can investigate that journey and check | :19:28. | :19:29.
out the details of it. Last time we spoke, | :19:30. | :19:32.
we talked about overcrowding, it's still a massive issue | :19:33. | :19:35.
for your passengers. You said there was simply | :19:36. | :19:37.
no more train stock, is there no way that can trains can | :19:38. | :19:41.
be provided, more trains. Our biggest challenge is we have 127 | :19:42. | :19:45.
trains but the demand is growing, we're seeing almost double | :19:46. | :19:48.
the growth since the franchise started, and train size just hasn't | :19:49. | :19:51.
kept pace with that, its as frustrating to us | :19:52. | :19:57.
as it is to customers and hopefully new franchise will address that | :19:58. | :20:00.
in terms of what ever rolling stock strategy | :20:01. | :20:02.
the government puts in place. Time for a news update - | :20:03. | :20:04.
and from next week, budget airline Ryanair is cutting its online check | :20:05. | :20:11.
in period from seven days before a flight | :20:12. | :20:13.
to just four. Hardly ideal if you're | :20:14. | :20:18.
on holiday at the time! And if you don't check in online, | :20:19. | :20:22.
you'll have to fork Trading standards in Pembrokeshire | :20:23. | :20:24.
are warning of a cold-calling scam, where people are told they must | :20:25. | :20:31.
have a smoke alarm by law - The caller then tries | :20:32. | :20:34.
to charge eighty pounds. Remember, the Fire service can | :20:35. | :20:41.
provide smoke alarms for free! And some major banks are under fire, | :20:42. | :20:45.
for not doing enough to protect Tested 11 banks and found some - | :20:46. | :20:48.
including Lloyds and Santander - weren't offering | :20:49. | :20:59.
a two step ID check. Now, Rachel's been investigating | :21:00. | :21:03.
a family run car firm which seems We're actually from BBC Wales | :21:04. | :21:06.
from the X-ray programme. Four years ago, I was battling it | :21:07. | :21:18.
out on behalf of a viewer who'd bought a faulty Mini from the Cars | :21:19. | :21:22.
to Go garage in Briton Ferry. After we got involved, | :21:23. | :21:25.
Natalie Amphlett got her money back. And now I'm back a few hundred yards | :21:26. | :21:31.
up the road where the same family of car dealers left an elderly | :21:32. | :21:35.
couple without transport I've been lying awake, | :21:36. | :21:41.
thinking and worrying about it, it plays on your mind | :21:42. | :21:52.
all the time, you can't get Gareth Rees and his wife | :21:53. | :21:56.
Joy from Brynamman love So when Gareth and Joy decided | :21:57. | :22:01.
to change their car in May this year they were looking for something that | :22:02. | :22:16.
had the oomph to tow After some searching, | :22:17. | :22:19.
Gareth thought he'd struck lucky when he found a Landrover Freelander | :22:20. | :22:25.
for sale on the forecourt We went up to see it and I fancied | :22:26. | :22:29.
it, it looked immaculate. So Gareth traded in his | :22:30. | :22:36.
old Vauxhall Astra for ?1,500 and handed the boss, Ceri James, | :22:37. | :22:47.
a cheque for the rest. How did you feel once you'd | :22:48. | :22:52.
purchased the vehicle? But as soon as they took | :22:53. | :22:55.
their new car home, things Even though the handbrake was on, | :22:56. | :23:03.
the car lurched backwards, And over the next few days, the list | :23:04. | :23:18.
of faults got longer and longer. Then I found out the | :23:19. | :23:23.
sunroof wasn't working. And a few other | :23:24. | :23:32.
things came to light. Gareth rang James Motor | :23:33. | :23:38.
Company to complain, and they arranged for another garage | :23:39. | :23:40.
to repair the Landrover. But when more than three weeks went | :23:41. | :23:43.
by, with still no sign of the car being ready, | :23:44. | :23:45.
the couple demanded a refund. At first, James Motor Company | :23:46. | :23:49.
agreed, but cheekily, they wanted to take off the ?600 | :23:50. | :23:53.
they said they'd spent They said, oh the boss | :23:54. | :23:57.
isn't here right now, I went up then tomorrow and he said, | :23:58. | :24:09.
oh the cheque has been signed but not signed for this week, | :24:10. | :24:16.
it'll be signed next week. So I had to go back | :24:17. | :24:20.
with nothing again. By August, there was still no sign | :24:21. | :24:23.
of the money, despite the best We'd sent a number of letters | :24:24. | :24:26.
via registered post and they just kept being delivered to the sorting | :24:27. | :24:33.
office unsigned for. So when the family decided | :24:34. | :24:40.
to take legal action against James Motor company, | :24:41. | :24:42.
they wanted to make sure they didn't I thought, right I'm | :24:43. | :24:46.
going to deliver this by hand and I'm going to film it so he can't | :24:47. | :24:52.
deny he's received it. Natalie handed the letter | :24:53. | :24:59.
to the boss Ceri James. The county court later ordered | :25:00. | :25:03.
the company to give Gareth and Joy We wrote to Ceri James, | :25:04. | :25:06.
but he refused to tell us why His solicitor sent us this letter | :25:07. | :25:15.
saying James Motor Company has ceased trading and they consider | :25:16. | :25:22.
the matter closed. There's now a different | :25:23. | :25:26.
garage, Prestige Motors, But the boss of that company insists | :25:27. | :25:29.
Ceri James doesn't work here. We're not convinced though, | :25:30. | :25:38.
we've just spotted him inside. But by the time we knock | :25:39. | :25:41.
the door, he's disappeared. Less than a week after we got | :25:42. | :25:55.
in touch there was a knock He said I've come from the garage | :25:56. | :25:59.
and they told me to give you this. So he gave me the envelope | :26:00. | :26:04.
and I opened it and behold It's been a lot of | :26:05. | :26:07.
sleepless nights for them. It's taken away their pleasure | :26:08. | :26:21.
of the caravan. So, yeah, he had the cheque | :26:22. | :26:25.
and smiles all round. You can see instantly | :26:26. | :26:27.
the worry lifting from them. Well, I'm happy to say that Gareth | :26:28. | :26:31.
and Joy's cheque has cleared and they're over the moon | :26:32. | :26:40.
with the result. It's just a shame we had | :26:41. | :26:44.
to get involved before Remember, we're here | :26:45. | :26:49.

8,000 migrants have left the camp at Calais | :27:59. | :28:00.
known as The Jungle. French authorities plan | :28:01. | :28:03.
to bulldoze it. Migrants are being | :28:04. | :28:05.
