In the UK, there's a burglary every 64 seconds.

0:00:020:00:05

But right across Britain, committed police forces are leading

0:00:190:00:23

the battle to stop the thieves in their tracks.

0:00:230:00:25

Police forcing entry!

0:00:250:00:27

Police!

0:00:270:00:29

For the victims of these crimes,

0:00:290:00:30

it can take months or even years to overcome the trauma.

0:00:300:00:33

You feel awkward when somebody has wandered through your house

0:00:330:00:36

and gone through your personal belongings, don't you?

0:00:360:00:38

Somebody must be desperate.

0:00:380:00:40

But in this series, we're fighting back against the burglars,

0:00:420:00:46

helping you to beef up your security.

0:00:460:00:48

We've got the floodlights, we've got the camera, we've got the locks.

0:00:520:00:56

Excellent stuff.

0:00:560:00:57

-We feel more secure now, which is good.

-Oh, aye, yes, smashing.

0:00:570:01:01

-Smashing, a really good job.

-I agree.

0:01:010:01:03

This is...

0:01:030:01:04

Who would stoop so low as to steal a child's bike?

0:01:140:01:18

Especially when it's locked up in a garden shed.

0:01:180:01:21

Well, trust me, it does happen.

0:01:210:01:23

On today's programme, I'll be looking at how we can keep our bikes

0:01:230:01:26

and sheds safe from thieves.

0:01:260:01:28

But, first, the story of Luke and Tina.

0:01:280:01:31

They didn't think they had much worth stealing.

0:01:310:01:33

Well, they were in for a nasty shock.

0:01:330:01:35

It's just gone eight o'clock in the morning

0:01:360:01:39

and an emergency call comes in to the police.

0:01:390:01:42

Is there anything more disturbing than waking up to find

0:02:010:02:05

someone's been poking around in your house while you've been asleep?

0:02:050:02:09

As I arrive at the scene of the crime,

0:02:090:02:11

the police are busy dusting for fingerprints.

0:02:110:02:14

Luke and Tina are trying to come to terms with what's been done to them.

0:02:140:02:18

We'd come down about 6:45 this morning and the dog...

0:02:180:02:22

I thought I'd let the dog out,

0:02:220:02:23

so I come down, let the dog out, and this door was wide open.

0:02:230:02:26

I was still half-asleep, so I didn't think much of it.

0:02:260:02:30

Shut the door and went back to bed.

0:02:300:02:33

That's the tiny window they must have got through.

0:02:350:02:37

Luke, a grandad and former army corporal who was forced

0:02:390:02:42

into early retirement through ill health, was gutted to discover

0:02:420:02:46

that a laptop, a tablet computer, and a mobile phone were all missing.

0:02:460:02:51

My son came in and said, "You moved the laptop?" I said, "No."

0:02:510:02:54

He says, "Well, it's not there, it's gone."

0:02:540:02:57

And he noticed the back gate was open, down there.

0:02:570:03:00

-One of his kids' bikes had gone.

-Quite a few electrical bits gone.

0:03:000:03:04

Laptop, my phone, iPad...

0:03:040:03:07

Thankfully, Tina's handbag was covered by a cushion

0:03:070:03:10

and Luke's wallet was also overlooked.

0:03:100:03:13

They tried to get the telly off the wall and failed.

0:03:130:03:16

-So they were clearly aiming for electricals.

-Looks that way, yeah.

0:03:160:03:19

But what's really hit Tina hard

0:03:210:03:22

is the theft of their grandson Jamie's push bike.

0:03:220:03:26

We know how to wait and save up, and get our stuff back,

0:03:260:03:30

but the kids, I mean, spring's not that far away.

0:03:300:03:32

Will we be able to afford another bike by then?

0:03:320:03:36

They've completely been through the shed.

0:03:360:03:38

That's the granddaughter's bike, they took the grandson's bike,

0:03:380:03:41

it's gone.

0:03:410:03:42

Because that one needs mending, so they probably left that one.

0:03:420:03:46

That's where the bikes were, right at the back.

0:03:460:03:49

It's something else.

0:03:490:03:51

Could have been worse, could have been a lot worse.

0:03:510:03:55

Luke and Tina clearly adore their grandchildren and to see these

0:03:550:03:58

two kind and generous people suffer like this is just heart-breaking.

0:03:580:04:03

-And you were in when this happened?

-We were in bed.

-Asleep up there.

0:04:030:04:06

-Didn't hear a thing?

-No.

0:04:080:04:10

More than one quarter of burglars get in through

0:04:100:04:13

an unlocked door or open window.

0:04:130:04:16

That seems likely here, too.

0:04:160:04:19

There was all this stuff on top of there, it was knocked down here.

0:04:190:04:22

Yeah.

0:04:220:04:23

He must have been a right tiddler, got through that window.

0:04:230:04:26

-It opens further than that.

-Oh, does it?

0:04:260:04:28

Yeah, the policeman's pushed it to, a bit.

0:04:280:04:31

It was wide open this morning.

0:04:310:04:33

Still, though, I think we can rule out any sumo wrestlers.

0:04:330:04:37

It looks like the thieves may have slipped up

0:04:370:04:40

when Tina discovers a clue.

0:04:400:04:42

There's a zipper, there, caught in the top.

0:04:420:04:45

-Oh, yes!

-Nothing to do with me or Luke.

0:04:450:04:47

So they've wriggled in on their belly, or something.

0:04:470:04:50

That may be an important bit of evidence, there.

0:04:500:04:53

The scene of crime officer soon has it collected.

0:04:530:04:56

It could supply valuable DNA evidence to help catch the criminal.

0:04:560:05:00

Out in the garden, I spot some CCTV cameras belonging to the

0:05:000:05:05

fast-food restaurant across the alley.

0:05:050:05:07

They're not pointing directly at Luke and Tina's,

0:05:070:05:09

but they might have recorded some vital evidence.

0:05:090:05:12

It's up there, but it doesn't shine onto here.

0:05:120:05:15

It might shine on the back.

0:05:150:05:17

Might show them going away with stuff, or...

0:05:170:05:20

I'm sure the police will be interested in their footage.

0:05:200:05:23

West Yorkshire has just seen close to a 20% fall in

0:05:230:05:26

reported burglaries, but that's no consolation to Luke and Tina.

0:05:260:05:31

-You're upset, aren't you?

-Yeah.

0:05:310:05:33

I'm angry about the bike.

0:05:350:05:38

I mean, I'm angry about these bits, I mean,

0:05:380:05:40

I got him the iPad thing for Christmas and that, but...

0:05:400:05:43

They're replaceable. I mean, I know the bike's replaceable, we're not...

0:05:430:05:47

We're not lottery winners, or millionaires...

0:05:470:05:50

-We're all just...

-Plodding on.

-..plodding on.

0:05:500:05:52

I hate to see Tina upset like this.

0:05:540:05:57

I really want to help this couple feel safe again in their own home.

0:05:570:06:00

We've got some resources

0:06:020:06:03

and some contacts that we can help you to improve your security.

0:06:030:06:07

-Yeah.

-So how does that sound?

-Yeah.

0:06:070:06:12

Good, I mean, there's not a lot left that they can take,

0:06:120:06:14

but it would help, I suppose, but I just thought...

0:06:140:06:17

For peace of mind, you don't like the idea of people walking

0:06:170:06:20

through your house when you're asleep, do you?

0:06:200:06:22

Hopefully, we'll try and make sure they can't get in again.

0:06:220:06:26

Luke and Tina have good neighbours,

0:06:260:06:29

but they are dangerously close to a high crime area.

0:06:290:06:32

Plus, I'm concerned about where their house is on the estate.

0:06:320:06:35

They're right on the end, here, so they are a bit more

0:06:350:06:38

vulnerable than the rest of the block for getting burgled again.

0:06:380:06:41

I want to make sure that their security is a lot better,

0:06:410:06:44

so I've asked Crime Reduction Officer Richard Thornton

0:06:450:06:49

what can be done to protect their home.

0:06:490:06:52

The initial concern probably would be you've no boundary,

0:06:520:06:55

the fence has sadly been damaged at some point and not replaced.

0:06:550:06:59

If you actually put a boundary fence on here,

0:06:590:07:01

that offender has got to consciously think

0:07:010:07:03

of crossing that boundary to go in and commit the offence.

0:07:030:07:06

Tucked away down an alley,

0:07:060:07:08

there's another security issue that Richard's honed in on.

0:07:080:07:11

The front door.

0:07:110:07:12

It's going to be very dark, I would suspect,

0:07:120:07:14

there's no lighting near the door.

0:07:140:07:17

We'd recommend just a door lighting at this particular point.

0:07:170:07:20

It illuminates the area, any pedestrians passing

0:07:200:07:22

are going to see anybody creeping around.

0:07:220:07:26

And here's another reason why Richard thinks their security

0:07:260:07:29

is a bit, well, rubbish.

0:07:290:07:31

You've got wheelie bins that are insecure.

0:07:310:07:34

Those wheelie bins can be brought up to the fence,

0:07:340:07:36

somebody can stand on them and climb straight over the fence.

0:07:360:07:40

It'd be an easy point of access.

0:07:400:07:42

So it, sort of, makes the fence kind of redundant

0:07:420:07:45

if you've got climbing aids like that.

0:07:450:07:47

Luke and Tina used to think their high fence would keep burglars out.

0:07:470:07:51

Sadly, it didn't.

0:07:510:07:52

-This is where the burglars got over, we think.

-Nice, high fence.

0:07:540:07:58

There are things you can actually install on top of the fence.

0:07:580:08:01

If it's well up out of the way, over two metres,

0:08:010:08:04

you can put what we call these hostile toppings.

0:08:040:08:07

You can buy strips, plastic strips that are spiky,

0:08:070:08:10

you can put anti-climb paint on there...

0:08:100:08:13

Should a determined burglar get into the garden,

0:08:130:08:15

Richard recommends better locks for the door.

0:08:150:08:19

But a much softer target, of course, is Luke and Tina's ropey old shed.

0:08:190:08:23

So, Rich, here's the shed. What do you reckon?

0:08:230:08:26

Nightmare, basically.

0:08:260:08:29

Erm... There's no locks on, clearly.

0:08:290:08:32

It's insecure, so anybody can literally just pull that open.

0:08:320:08:36

There's clearly no bolts that have gone straight through into the frame.

0:08:360:08:40

We'd be looking at suggesting putting in a couple of coach bolt type things

0:08:400:08:44

that can't be unscrewed from external.

0:08:440:08:46

We're seeing offenders literally come with a screwdriver,

0:08:460:08:50

unscrew all the hinges and leave the locks intact

0:08:500:08:52

and just peel the door back.

0:08:520:08:54

-They do it in minutes.

-Is there anything else that can be done?

0:08:540:08:58

Yeah, they can get shed alarms, they can be fitted.

0:08:580:09:01

They either can be working independently, battery-powered,

0:09:010:09:05

or you can have them fastened up to the mains.

0:09:050:09:07

I would never have thought of having an alarm for a shed.

0:09:070:09:11

Good idea, although a recent poll revealed that 34% of us

0:09:110:09:16

rarely turn our house alarm on.

0:09:160:09:18

Luke and Tina do have one, but it doesn't work,

0:09:180:09:21

and there's a dead giveaway.

0:09:210:09:23

If you live locally, looking at that alarm box,

0:09:230:09:26

I can tell you now, it's a very old phone number on the front of there,

0:09:260:09:30

-not the current prefix for Leeds.

-Right.

0:09:300:09:34

That hasn't been the phone number since ye olde Leeds.

0:09:340:09:37

An offender's going to know that,

0:09:370:09:39

so they're going to look at that and say,

0:09:390:09:41

"It's an old box, is the alarm current? Probably not."

0:09:410:09:44

Clearly Richard thinks there's a lot to be done here.

0:09:440:09:47

What would be your overall security assessment

0:09:470:09:50

for this house out of ten?

0:09:500:09:51

-I'd be looking at, probably, three.

-Three? As low as that?

0:09:510:09:55

-As low as that.

-Looks like we've got a lot to do.

0:09:550:09:58

Time to make a call to a man who can help.

0:09:580:10:01

-Hello, Neil, it's Dan.

-'Hiya, Dan, how are you doing?'

0:10:010:10:04

All right, yeah, listen, I think I've got a job for you,

0:10:040:10:06

are you available?

0:10:060:10:08

'Oh, yes, if you let me have details, let me know what it is,

0:10:080:10:11

-'I'll get it sorted out for you as soon as possible.'

-Fantastic.

0:10:110:10:15

Those cameras belonging to the takeaway are probably watching me,

0:10:150:10:18

but let's hope they also got some pictures of whoever burgled

0:10:180:10:21

Luke and Tina's home.

0:10:210:10:23

As night falls, the police are on the case.

0:10:230:10:26

The attacked premises is actually just here.

0:10:270:10:30

Having first established that the cameras may have seen something,

0:10:300:10:33

PC Nathan Goodwin now needs to find out if the footage exists.

0:10:330:10:37

Hiya, sir, you all right? It's been identified you've got CCTV cameras.

0:10:370:10:41

At the back? Yeah, we have.

0:10:410:10:43

Right, I just need to see

0:10:430:10:45

-if they do cover a possible route to the suspects.

-OK.

0:10:450:10:47

If I can view them, just have a look to see

0:10:470:10:49

-if there is any suspects caught on it.

-No problem.

0:10:490:10:51

-So that's looking down the alleyway that way.

-Right.

-And then...

0:10:530:10:58

That one looks...that way, where we've just walked.

0:10:580:11:01

It appears to be a little bit of a long shot,

0:11:020:11:05

as in, the house is over here.

0:11:050:11:07

It won't catch the actual offence occurring,

0:11:070:11:09

but if I capture two people on CCTV mooching around

0:11:090:11:13

at four o'clock in the morning,

0:11:130:11:15

it's a good enough reason for me to go and speak to them.

0:11:150:11:18

Who says being a cop's glamorous?

0:11:180:11:20

The break-in could have occurred at any time during the night,

0:11:200:11:23

so there's a lot of footage to study.

0:11:230:11:26

But, incredibly, there's a breakthrough

0:11:260:11:28

within a very short time.

0:11:280:11:30

-That's the same lad going back, isn't it?

-Yeah.

0:11:310:11:34

23:41, he goes back.

0:11:340:11:37

And this has never happened.

0:11:370:11:38

I've never sat looking at CCTV and within ten minutes seen possible offenders.

0:11:380:11:42

Not out of seven hours' worth of CCTV.

0:11:430:11:46

Result!

0:11:460:11:47

But the pictures alone aren't good enough

0:11:470:11:49

for a positive identification.

0:11:490:11:51

They do have their hoods pulled up. They are quite masked over.

0:11:510:11:55

But bearing in mind that we found in the house

0:11:550:11:57

items which could give back DNA,

0:11:570:12:00

as in the zip, we can then go arrest that person

0:12:000:12:03

if we can recover what appears to be reasonably identifiable clothing,

0:12:030:12:07

and it's missing what it's missing,

0:12:070:12:09

then it gives some interesting questions that they need to answer.

0:12:090:12:14

Come on, let's see some property.

0:12:140:12:16

That's a bike. Someone has just come out of that back bit, there,

0:12:180:12:21

on a pedal bike.

0:12:210:12:22

Bingo! That's Jamie's bike, I think. Unbelievable!

0:12:220:12:26

Let's see that again.

0:12:260:12:28

Time to take one more look at the crime scene

0:12:280:12:31

and put all the pieces together.

0:12:310:12:32

The way they've got into this offence is by an insecure window,

0:12:320:12:36

which it's possible that they've seen from that side and then

0:12:360:12:41

come round here and when we've been watching them walking up and down,

0:12:410:12:45

they've been trying to get in through the gate.

0:12:450:12:47

They haven't had a bike and they've come up this way,

0:12:470:12:50

gone into there, and they've now got a bike with them.

0:12:500:12:52

It's not definitely them, but from what I've seen on the cameras

0:12:520:12:57

and what I know of the offence, everything ties in.

0:12:570:13:00

Hopefully Luke and Tina will see justice,

0:13:000:13:03

but, now, let's crack on with stopping any more break-ins.

0:13:030:13:07

Neil and the boys are here to help them fight back.

0:13:070:13:10

-Neil.

-Dan.

-You all right?

0:13:100:13:11

-Yeah, not bad, how are you?

-How's it going?

-Oh, it's good.

0:13:110:13:14

Plenty to do, but we can tick one thing off our list straightaway.

0:13:140:13:18

-Council have been and they've sorted out the fence, so...

-Excellent.

0:13:180:13:21

That's loads neater.

0:13:210:13:23

The alarm, we've been after...

0:13:230:13:25

I think the last time that was working, those two needed barbers.

0:13:250:13:28

Top of their to-do list is Luke and Tina's old garden shed,

0:13:300:13:33

a soft target if ever there was one.

0:13:330:13:36

But is it a bit like yours?

0:13:360:13:38

Jacqui's been looking into what all of us can do

0:13:380:13:41

to keep our gardens secure.

0:13:410:13:43

Almost a fifth of household burglaries involve property

0:13:430:13:45

taken from outside the home, from our sheds and garages.

0:13:450:13:49

Not only that, but our gardens form the first line of defence

0:13:490:13:53

to stop burglars actually getting inside our homes.

0:13:530:13:55

So I've come to a show garden

0:13:550:13:58

designed especially to prevent theft.

0:13:580:14:01

Metropolitan Police Crime Officer Paul Barden is going to talk me

0:14:010:14:04

through it.

0:14:040:14:06

Well, this is the front garden,

0:14:060:14:07

approaching it as any member of the public would

0:14:070:14:10

and also a burglar, what's the first thing that you would say about it?

0:14:100:14:14

You can see clearly through to the front door and the clear aspect

0:14:140:14:17

of the window and it's made, basically, to keep the planting low

0:14:170:14:20

so you can see out and from the street, you can see clearly towards

0:14:200:14:24

the property, so there's nowhere, really, that anybody could hide.

0:14:240:14:28

Well, let's go in and have a look.

0:14:280:14:29

Is there anything important about what we're standing on?

0:14:290:14:32

Gravel is designed to make noise

0:14:320:14:33

and alert the occupants that potentially somebody could be near.

0:14:330:14:36

It doesn't have to be particularly thick,

0:14:360:14:38

but it does part of the security aspect for the front of the property.

0:14:380:14:42

But clearly this front window and door could be vulnerable.

0:14:420:14:45

What have you done here?

0:14:450:14:46

Very simply, we have some prickly planting to protect the window

0:14:460:14:51

and it's not the sort of planting that people can hide behind, either,

0:14:510:14:54

so it gives a bit of defence, as well.

0:14:540:14:57

But burglars don't always take the conventional front door route.

0:14:570:15:01

So what about the back garden?

0:15:010:15:03

I've never seen, sort of, that horizontal...

0:15:030:15:06

Latchlarp fencing, before.

0:15:060:15:08

There are no finger holds,

0:15:080:15:10

there are no foot holds that you can use to either climb in or climb out.

0:15:100:15:14

It's a different design and it is both safe for children

0:15:140:15:17

but it is also good security, as well.

0:15:170:15:20

But the trellis on the top, wouldn't that give a burglar something

0:15:200:15:23

to put their hands and feet in?

0:15:230:15:24

It could do, if you use the sort of heavyweight trellis.

0:15:240:15:27

This is very light and very flexible

0:15:270:15:29

and again it's designed to support plants and not body weight.

0:15:290:15:31

So they can't get a grip hold of that and get over it,

0:15:310:15:34

-it's going to fall to bits?

-Absolutely.

0:15:340:15:36

Making sure your garden is well lit is also really important.

0:15:360:15:40

Lighting which is directional, that can actually look down the garden

0:15:400:15:44

rather than back towards the house.

0:15:440:15:46

But a lot of people have lighting at the back of their garden

0:15:460:15:48

coming towards the back of the house.

0:15:480:15:51

There is a problem with that.

0:15:510:15:52

If you're inside the house and you want to be able to see outside,

0:15:520:15:55

if you've got light coming in, it could glare you,

0:15:550:15:57

you're not going to be able to see anybody.

0:15:570:15:59

You want to be able to see the things in your garden.

0:15:590:16:01

That's one hell of a lock you've got on that shed, isn't it?

0:16:040:16:07

This is a pad bolt system. We'd advocate having two...

0:16:070:16:10

..and then that just slides down...

0:16:120:16:15

..so it's a visual deterrent and also a time deterrent, as well.

0:16:160:16:19

Paul, I can immediately see that the tools have been

0:16:220:16:26

padlocked to the wall.

0:16:260:16:27

Tools are not cheap these days, but they can be used to, perhaps,

0:16:270:16:30

attack your own property.

0:16:300:16:31

Sited near the windows

0:16:310:16:33

so that the burglar can see without having to come in, even,

0:16:330:16:37

-that this is really secure.

-Absolutely, a visual deterrent

0:16:370:16:40

sometimes works. It means also that perhaps the opportunist has

0:16:400:16:43

got to go a little bit further and bring something with them

0:16:430:16:46

rather than having ready-made tools that are available in the garden.

0:16:460:16:49

Well, I've learnt some really interesting tips

0:16:520:16:54

and ideas about how to plan a garden - keeping it wide open,

0:16:540:16:57

the planting, and just a few interesting thoughts

0:16:570:17:00

about the design of it - to create that first light line of defence

0:17:000:17:04

between the burglar and your house.

0:17:040:17:06

Back in Leeds, I'm taking it personally,

0:17:090:17:11

helping Luke and Tina,

0:17:110:17:12

who had their grandson's bike stolen from their garden shed.

0:17:120:17:16

Valuable electrical items were taken from their home, too.

0:17:160:17:20

But, as I discover,

0:17:200:17:21

they have another reason to regret the loss of Jamie's bike.

0:17:210:17:24

The child's mum, she took out a loan, you know,

0:17:250:17:28

from one of them doorstep loan sharks to buy these bikes.

0:17:280:17:32

It's not just £150 bike,

0:17:320:17:34

she's probably paid £500 apiece for these bikes.

0:17:340:17:37

-She bought the bikes with very tough credit...

-Yeah...

0:17:370:17:41

Doorstep lending.

0:17:410:17:42

Yeah, which makes it...

0:17:420:17:44

it worse, because the kids have had to go without

0:17:440:17:47

while she was paying the money back.

0:17:470:17:49

But I won't get on that again.

0:17:500:17:53

The police do have some leads, though.

0:17:530:17:56

For a start, Tina discovered a zip left behind

0:17:560:17:59

as the burglar wriggled through the utility room window.

0:17:590:18:02

I know, it's not very deep, is it?

0:18:020:18:04

It's not a big fellow that's got in there, is it?

0:18:040:18:07

No, some little toerag.

0:18:070:18:08

Plus, the police now have CCTV pictures of what

0:18:090:18:12

looks like two burglars loitering outside their home.

0:18:120:18:16

That's a bike. Someone's just come out of that back bit, there,

0:18:160:18:18

on a peddle bike.

0:18:180:18:19

That's encouraging news for Luke and Tina and they could do with it, too,

0:18:210:18:25

because they're still in a bad way.

0:18:250:18:27

It didn't really hit me straightaway.

0:18:270:18:30

It got me, sort of, a bit down and...

0:18:310:18:34

the day after.

0:18:340:18:35

-Being intruded upon, and...

-It got me straightaway.

0:18:370:18:40

The next morning when I woke up, I wouldn't come downstairs.

0:18:400:18:43

You were scared to come downstairs.

0:18:430:18:44

I made him come down first.

0:18:440:18:46

I wouldn't come downstairs until he told me that

0:18:460:18:48

there had been nobody in.

0:18:480:18:50

The Crime Reduction Officer, Richard, he's had a look

0:18:500:18:53

around and he actually gave it just a three out of ten

0:18:530:18:57

for your security, here.

0:18:570:18:59

-Is that a surprise?

-Yeah, very surprised.

-Yeah,

0:18:590:19:02

because we thought that big fence would do it.

0:19:020:19:06

Putting the fence up, we assumed that that's enough to say,

0:19:060:19:09

-"Keep out."

-Obviously not.

-So, there's a fair bit to do,

0:19:090:19:12

-we'll get this place firmed up, and nice and secure.

-Yeah.

0:19:120:19:15

That would be brilliant. We wouldn't feel safe until it is secure, now,

0:19:150:19:20

that's what we want, so that would be brilliant.

0:19:200:19:22

The boys are already getting stuck in,

0:19:220:19:25

one mighty task being a complete revamp of the garden shed,

0:19:250:19:29

courtesy of Neil, Jason, and their willing apprentice.

0:19:290:19:32

Are you filming this? Donnelly's doing a bit of graft, for once.

0:19:320:19:37

Remember the old screws? They were hopeless against the burglars.

0:19:370:19:40

Bring out the clutch screws!

0:19:400:19:42

They go in but they don't come out.

0:19:420:19:45

Get in.

0:19:450:19:46

I never thought I'd say it, but that's looking solid.

0:19:480:19:51

Time for further reinforcements.

0:19:510:19:53

-At last!

-Believe it or not, it's my son.

-Is it?

0:19:530:19:56

I'm so pleased someone with hair's turned up.

0:19:560:19:59

While Liam applies the hostile toppings

0:20:010:20:04

and the anti-climb paint...

0:20:040:20:06

So is this the old-fashioned burglar grease?

0:20:060:20:09

That's right, it's horrible to put on.

0:20:090:20:10

It's really effective when you get it on there.

0:20:100:20:13

..Jason's fitting an alarm that actually works,

0:20:130:20:15

including a wireless connection to the shed.

0:20:150:20:18

So basically this talks to the alarm and that's it?

0:20:180:20:22

-That's it, yeah.

-Fantastic.

0:20:220:20:24

Plus there's a new British Standard lock, a proper dusk to dawn

0:20:240:20:28

light by the front door,

0:20:280:20:29

and, last but not least, secure wheelie bins.

0:20:290:20:33

We've put a bracket on already, so let's just wrap this chain around.

0:20:330:20:36

There we are, that's the bins secure.

0:20:410:20:43

Luke and Tina's home is now a lot safer,

0:20:430:20:46

so hopefully no more lost bikes for them.

0:20:460:20:49

But, as Jacqui's discovered, here in Leeds,

0:20:500:20:53

they're fighting back against bike theft.

0:20:530:20:56

Unbelievably, 95,000 bikes were stolen in 2013

0:20:560:21:00

and many more went unreported.

0:21:000:21:02

I'm meeting up with PC Matt Guy, who's an expert

0:21:060:21:09

when it comes to keeping bikes safe.

0:21:090:21:12

So tell us about this place, what's so secure about it?

0:21:120:21:14

The first thing is location. Where are you going to park your bike?

0:21:140:21:17

Here's a really, really good location.

0:21:170:21:19

It's a nice open space, there's a CCTV camera up there, it's well lit,

0:21:190:21:23

and you've got these bike racks.

0:21:230:21:25

-Presumably, the lock is also pretty key?

-The lock's key.

0:21:250:21:28

This one here is a secure D-lock, which is

0:21:280:21:29

locked through the bike frame. If you've got detachable front wheels,

0:21:290:21:32

you want to be locking them up, because we are finding that

0:21:320:21:35

people are just stealing the wheels now they can't get the whole bike.

0:21:350:21:38

You then move on to this next bike here and another

0:21:380:21:41

good way of making sure your bike's not stolen is by buying a cheap bike.

0:21:410:21:45

It is a good example. What I wouldn't do, though,

0:21:450:21:47

is I wouldn't use one of these locks.

0:21:470:21:49

That can be cut through literally with a pair of scissors.

0:21:490:21:51

That's a big no-no.

0:21:510:21:53

Now, this bike here has got one of the most useless locks in the world, ever.

0:21:530:21:56

That really would go through with a pair of nail clippers.

0:21:560:21:59

I wouldn't recommend this to anyone, we just see so many of these bikes go and it takes seconds.

0:21:590:22:03

They walk up, they snip it, generally they work in teams of two,

0:22:030:22:06

one person snips through, the other person rides off and they're gone.

0:22:060:22:09

The chances of catching them are tiny and then

0:22:090:22:11

it's hard to get the bikes back as well,

0:22:110:22:13

because often they are not marked.

0:22:130:22:14

But if you're parking your bike up and your bike looks more secure than your neighbour's

0:22:140:22:18

and they're about the same price,

0:22:180:22:20

chances are you're not going to have it stolen.

0:22:200:22:22

And how much should you spend, then, to get a really good one?

0:22:220:22:24

Rule of thumb, 10% of the cost of your bike.

0:22:240:22:27

So £300 bike, £30 lock.

0:22:270:22:29

Even better than locking your bike outside in the street...

0:22:300:22:33

if you can, park it in a secure bike park, like one of these.

0:22:330:22:37

Designed like a multistorey car park,

0:22:430:22:46

it's full of bikes instead of cars.

0:22:460:22:48

Very simple to do,

0:22:480:22:50

slot your bike into this lovely metal tray.

0:22:500:22:53

For £1 a day,

0:22:530:22:55

you can be sure that your bike is safe...

0:22:550:22:58

secure...

0:22:580:23:00

and is covered by CCTV cameras 24 hours a day.

0:23:000:23:03

Andy Sandiford is the manager and he tells me how the

0:23:080:23:11

park is going down amongst the cyclists of Leeds.

0:23:110:23:14

It's very popular, we've been open since August 2010,

0:23:140:23:18

so just over three years, now.

0:23:180:23:20

We've over 100 customers with monthly and annual passes

0:23:200:23:23

and a lot of people using one-off day tickets

0:23:230:23:25

where they might just want to pop into town,

0:23:250:23:28

lock up their bike and do a bit of shopping.

0:23:280:23:30

Leeds was the front runner, but other cities soon followed

0:23:300:23:34

and the aim is to have more than 30 across the UK within a few years.

0:23:340:23:38

So, you've chosen your secure place to leave your bike

0:23:380:23:41

and you've got a really good lock.

0:23:410:23:43

The next thing you can do to secure your bike is to mark it.

0:23:430:23:46

What we recommend in this area is the ImmobiTag.

0:23:480:23:50

OK, Matt, well, show me how it works.

0:23:500:23:52

Right, so you remove your saddle seat

0:23:520:23:54

and then you just pop this down the saddle post, here.

0:23:540:23:57

So what happens when your bike gets stolen, then?

0:23:570:24:00

I put my dipper down there and I press my button.

0:24:000:24:03

This picks up the code that's in the microchip.

0:24:030:24:05

I can then run that through my police radio,

0:24:050:24:07

and I can find out whose property it belongs to.

0:24:070:24:10

If you've reported this bike stolen,

0:24:100:24:12

Mr Billy Burglar's going to get locked up.

0:24:120:24:14

Excellent, and I get my bike back.

0:24:140:24:15

Only 9% of our stolen goods are ever recovered,

0:24:210:24:25

so Luke and Tina aren't getting their hopes up over their lost

0:24:250:24:28

bike and electrical goods.

0:24:280:24:30

The sighting of two possible break-in suspects on CCTV

0:24:300:24:33

was a bit of a breakthrough, though.

0:24:330:24:35

That's the same lad going back, isn't it?

0:24:370:24:39

So how is the investigation progressing?

0:24:390:24:41

It did show some promising footage to begin with, however, since

0:24:410:24:45

I've downloaded it, it's not produced as much of an image as we want it to.

0:24:450:24:51

It's not suitable, unfortunately, for identifying anyone out of that.

0:24:510:24:54

Have you got anything else to go on?

0:24:540:24:56

On that job there were also some forensics which were sent off,

0:24:560:24:59

I've just had the results back of that, today, as well.

0:24:590:25:01

Unfortunately, the item that we'd sent off, which was a small portion

0:25:010:25:04

of a zip, that hasn't brought any DNA material back, either.

0:25:040:25:08

Not looking good, then.

0:25:080:25:09

On that offence, unfortunately there's not

0:25:090:25:11

a lot of enquiries left that we can do.

0:25:110:25:13

But when you lose your key evidence, it's frustrating.

0:25:130:25:17

That's a blow,

0:25:170:25:18

I was really hoping they could make an arrest soon.

0:25:180:25:21

Still, at least Luke and Tina's house is now a lot more secure.

0:25:210:25:25

Time to see if crime reduction officer Richard Thornton

0:25:250:25:29

would like to rethink his rating.

0:25:290:25:31

-What do you think of it so far?

-Looks ten times better, doesn't it?

0:25:310:25:35

Absolutely brilliant.

0:25:350:25:36

Luke and Tina used to think their high garden fence protected them.

0:25:360:25:40

But now, thanks to a few key additions, it really will.

0:25:400:25:44

We've got our defensive spikes.

0:25:440:25:45

Out of the way, nobody's going to get injured

0:25:450:25:48

unless they're going to want to climb over that.

0:25:480:25:50

But what about the shed Richard described as a nightmare?

0:25:500:25:53

Have a look at this!

0:25:530:25:55

Hope he likes my screws.

0:25:550:25:58

Absolutely amazing. No, great job on the front, that's super.

0:25:580:26:01

Sounds good. But what's his verdict?

0:26:010:26:04

Last time, you gave us

0:26:040:26:07

a three out of ten for the security on this house.

0:26:070:26:10

Now that we've made the improvements, what do you think?

0:26:100:26:13

Made a massive difference, it really has made a big difference.

0:26:130:26:16

It's got to be now, pretty much, I'd say a nine out of ten.

0:26:160:26:20

Nine out of ten? Ho-ho!

0:26:200:26:23

Yeah, there's not much else you could really do, now, at this point.

0:26:230:26:26

-Yeah.

-So it's a really good job.

-I'm chuffed with that. Brilliant.

0:26:260:26:30

-Nice one, Rich.

-Nice one.

-I'm going to go and tell them the good news.

0:26:300:26:33

-See you later.

-See you!

0:26:330:26:35

All done, come and have a look.

0:26:360:26:38

New lighting,

0:26:420:26:43

only comes on when it goes dark.

0:26:430:26:45

New locks and secure wheelie bins.

0:26:450:26:48

Never even thought of that.

0:26:480:26:50

And, to cap it all, the wireless alarm.

0:26:500:26:53

-Just like a car.

-That's it?

0:26:530:26:57

-That's it.

-So if someone opened the door now...

-Yeah.

0:26:570:26:59

-Shall I try?

-Yeah, give it a go.

0:27:010:27:02

ALARM SCREECHES

0:27:040:27:06

That's really clever, isn't it?

0:27:080:27:10

So, what do Luke and Tina make of the improvements?

0:27:100:27:12

So, we're all done. What do you think?

0:27:140:27:16

Yeah, great, appreciate it, thank you very much.

0:27:160:27:18

We can't thank you enough for what you've done, thank you.

0:27:180:27:21

-It's brilliant, a lot more secure.

-Yeah, much, much, better.

0:27:210:27:24

-Well, we haven't slept properly since it happened, have we?

-Not really.

0:27:240:27:28

-We'll sleep better tonight!

-Ah, yes.

-So that's all your security sorted.

0:27:280:27:32

How are you getting on with your insurance?

0:27:320:27:34

Oh, yeah, they've been very good, very helpful.

0:27:340:27:37

Quite efficient and quick, we've got

0:27:370:27:39

-the vouchers through to replace everything already.

-Oh, brilliant.

0:27:390:27:43

How about the bike?

0:27:430:27:44

Oh, we got the vouchers for Jamie, my grandson's bike,

0:27:440:27:46

so we're hoping to go and fetch that as soon as possible.

0:27:460:27:49

-And it'll be as safe as houses, now, in the shed, so...

-Brilliant.

0:27:490:27:54

-First use for the shed.

-Oh, definitely.

0:27:540:27:56

-Thanks again, Dan, appreciate it.

-No worries.

-All the best.

-Cheers.

0:27:560:28:00

-Cheers.

-All the best. Cold hands!

0:28:000:28:02

I'm so chuffed, you know. At the start,

0:28:040:28:06

we were given three out of ten for the security on this place.

0:28:060:28:09

To get it up to nine out of ten, that's an incredible result.

0:28:090:28:13

I'm so happy for Tina and Luke, this place is rock solid.

0:28:130:28:17

They ain't getting burgled again.
