housing officers are pounding the streets and knocking on doors. | 0:02:22 | 0:02:25 | |
They're relying on a steady stream of tip-offs | 0:02:25 | 0:02:28 | |
from neighbours and others in the community | 0:02:28 | 0:02:30 | |
to help them flush out new leads on tenancy cheats. | 0:02:30 | 0:02:33 | |
It was one such eagle-eyed member of the community | 0:02:36 | 0:02:39 | |
that helped to lift the lid on our first case. | 0:02:39 | 0:02:41 | |
It concerns a woman who sublet her flat in South London | 0:02:42 | 0:02:46 | |
and made more than £10,000 while she was living in France, | 0:02:46 | 0:02:51 | |
Marie-Laure Badai. | 0:02:51 | 0:02:53 | |
The story came to light back in January 2015 | 0:02:54 | 0:02:57 | |
with a report of a leak at one of the flats on this estate. | 0:02:57 | 0:03:01 | |
Luke is meeting up with Stefan Tavernier-Gustave, | 0:03:02 | 0:03:05 | |
who's been the housing officer responsible | 0:03:05 | 0:03:07 | |
for the Roupell Park council estate in Lambeth, South London, | 0:03:07 | 0:03:10 | |
for the last 12 years. | 0:03:10 | 0:03:12 | |
There's not much that goes on here that Stefan doesn't know about. | 0:03:12 | 0:03:16 | |
I'm a generic housing officer/youth coordinator. | 0:03:16 | 0:03:20 | |
The generic housing officer consists of dealing with leaseholders, | 0:03:20 | 0:03:23 | |
dealing with tenants, leaseholders and service charges, | 0:03:23 | 0:03:27 | |
rent arrears, normal allocations, which is home swaps. | 0:03:27 | 0:03:30 | |
Sounds like you're the go-to guy on the estate | 0:03:30 | 0:03:32 | |
for any kind of problems across the board, really. | 0:03:32 | 0:03:34 | |
Well, yeah, you could say that. Yeah, I'm the front line of staff, | 0:03:34 | 0:03:38 | |
so, yeah, they will come to me for any issues they may have | 0:03:38 | 0:03:41 | |
in terms of their housing management, really. | 0:03:41 | 0:03:43 | |

It's challenging for 140 units for one person, really, yeah. | 0:03:44 | 0:03:47 | |

It was Stefan being in the right place at the right time | 0:03:50 | 0:03:53 | |
that led to the discovery of a huge tenancy fraud on his estate. | 0:03:53 | 0:03:57 | |
And Marie-Laure Badai was the woman at the centre of it. | 0:03:58 | 0:04:01 | |
Early last year, there was a water leak | 0:04:02 | 0:04:05 | |
from Miss Badai's property into the flat below. | 0:04:05 | 0:04:08 | |
In January, we had a leak reported | 0:04:08 | 0:04:10 | |
at one of our properties in this block. | 0:04:10 | 0:04:13 | |
Initially, the plumber went up there to the property, | 0:04:13 | 0:04:16 | |
felt there was something odd, | 0:04:16 | 0:04:17 | |
so, initially, first point of contact would be me | 0:04:17 | 0:04:20 | |
to go up to the property | 0:04:20 | 0:04:22 | |
and establish what is actually going on at that point. | 0:04:22 | 0:04:24 | |
I'm used to everybody in this estate. | 0:04:24 | 0:04:26 | |
I'm quite familiar by faces. | 0:04:26 | 0:04:28 | |
Not necessarily by names, | 0:04:28 | 0:04:30 | |
but by faces, I definitely can identify them. | 0:04:30 | 0:04:32 | |
So, you had an idea of who your tenant is, | 0:04:32 | 0:04:35 | |
-who should have been at the property. -Absolutely, yeah. | 0:04:35 | 0:04:38 | |
And this is the property where the water leak was coming from. | 0:04:39 | 0:04:43 | |
So, this is the property that I attended. | 0:04:43 | 0:04:46 | |
We were expecting to find a middle-aged woman with two children. | 0:04:46 | 0:04:49 | |
She's been living here for over four years now. | 0:04:49 | 0:04:52 | |
During that time, Stefan hadn't seen any problems. | 0:04:52 | 0:04:56 | |
The only interaction we had with her | 0:04:56 | 0:04:58 | |
is when she actually came into the office | 0:04:58 | 0:05:00 | |
to report any housing management or any repairs she had, | 0:05:00 | 0:05:03 | |
but it was quite sporadic. | 0:05:03 | 0:05:04 | |
She was a fairly nice lady, very well spoken, very polite. | 0:05:04 | 0:05:09 | |
But when Stefan went to investigate the leak, | 0:05:09 | 0:05:11 | |
it wasn't the tenant who opened the door. | 0:05:11 | 0:05:13 | |
It was a woman Stefan had never seen before. | 0:05:13 | 0:05:16 | |
I saw a much younger lady. | 0:05:16 | 0:05:19 | |
She was quite surprised to see me | 0:05:19 | 0:05:21 | |
and I was really quite surprised to see her. | 0:05:21 | 0:05:23 | |
And she said, well, | 0:05:23 | 0:05:24 | |
her landlord said that she was going to be able to stay here. | 0:05:24 | 0:05:29 | |
So, for me, that rang alarm bells, | 0:05:29 | 0:05:32 | |
so I was like, "OK, well, she's not the landlord - | 0:05:32 | 0:05:35 | |
"she's a tenant, and we're the landlord - | 0:05:35 | 0:05:37 | |
"so we need to be asking you a bit more questions about that." | 0:05:37 | 0:05:40 | |
She told Stefan that she and her sister | 0:05:40 | 0:05:43 | |
were sharing a room in the flat | 0:05:43 | 0:05:45 | |
and there was someone else renting the other room. | 0:05:45 | 0:05:47 | |
In all, they were paying £1,200 a month to Miss Badai. | 0:05:47 | 0:05:52 | |
So, you hadn't had any reports about subletting or anything suspicious? | 0:05:52 | 0:05:57 | |
No, Luke, we never had any reports from anybody in this block | 0:05:57 | 0:06:00 | |
or any residents around the block about any subletting, | 0:06:00 | 0:06:03 | |
so we were none the wiser | 0:06:03 | 0:06:05 | |
until the report of the leak, really, to be honest. | 0:06:05 | 0:06:07 | |
For once, a leak proved actually really positive for you guys. | 0:06:07 | 0:06:10 | |
Absolutely. It gives us a little doorway, to be honest. | 0:06:10 | 0:06:13 | |
-It did indeed. -Yeah. | 0:06:13 | 0:06:14 | |
With the legitimate tenant nowhere to be found, | 0:06:16 | 0:06:19 | |
Stefan passed the information on to | 0:06:19 | 0:06:21 | |
Lambeth housing fraud investigator Pam Esiso. | 0:06:21 | 0:06:24 | |
Pam is part of a team that, last year, | 0:06:24 | 0:06:26 | |
recovered 93 social housing properties | 0:06:26 | 0:06:29 | |
and uncovered tenancy fraud valued at £1.6 million. | 0:06:29 | 0:06:35 | |
Pam immediately got on the case and went to the flat. | 0:06:35 | 0:06:39 | |
She interviewed a male subtenant at the address, | 0:06:39 | 0:06:42 | |
who told her he had found the flat advertised on the internet. | 0:06:42 | 0:06:46 | |
They felt that it had gone through the normal channels, | 0:06:46 | 0:06:49 | |
gone through Gumtree, got the advert from Gumtree, | 0:06:49 | 0:06:53 | |
called up the person and were shown the property | 0:06:53 | 0:06:57 | |
and just rented a property, so they feel a bit hard done by. | 0:06:57 | 0:07:03 | |
The official tenant, on the other hand, was anything but. | 0:07:03 | 0:07:06 | |
She was paying only £500 a month to the council | 0:07:06 | 0:07:09 | |
and receiving around £1,200 from the subtenants. | 0:07:09 | 0:07:13 | |
Our tenant was making nearly £700 every month | 0:07:13 | 0:07:17 | |
from subletting the property. | 0:07:17 | 0:07:19 | |
Based on those figures, | 0:07:20 | 0:07:22 | |
the tenant could have already pocketed more than £10,000 | 0:07:22 | 0:07:25 | |
in unlawful profits. | 0:07:25 | 0:07:28 | |
Pam's investigation has to be meticulous | 0:07:28 | 0:07:31 | |
so that the case is watertight if and when it has to go to court. | 0:07:31 | 0:07:34 | |
We're always very careful when carrying out our investigations | 0:07:34 | 0:07:38 | |
because one wrong move could potentially harm a case. | 0:07:38 | 0:07:41 | |
We have to look through the case notes, | 0:07:41 | 0:07:44 | |
almost like looking for a needle in a haystack. | 0:07:44 | 0:07:48 | |
Back in the office, Pam started looking into Badai's background. | 0:07:49 | 0:07:53 | |
The Prevention Of Social Housing Fraud Act, | 0:07:55 | 0:07:57 | |
which was introduced in 2013, | 0:07:57 | 0:08:00 | |
allows housing officials access to personal documents. | 0:08:00 | 0:08:04 | |
The Prevention Of Social Housing Fraud Act | 0:08:04 | 0:08:06 | |
has made it slightly easier | 0:08:06 | 0:08:08 | |
for us to get more information about tenants, | 0:08:08 | 0:08:11 | |
to be able to build a profile of where they've been, | 0:08:11 | 0:08:14 | |
what they've been doing, how they spend their money. | 0:08:14 | 0:08:17 | |
In this case, Pam wanted to crosscheck | 0:08:17 | 0:08:20 | |
what the tenant was spending with where she was supposed to be living. | 0:08:20 | 0:08:23 | |
The first thing I did was to carry out initial background checks. | 0:08:25 | 0:08:29 | |
This is a copy of the credit search. | 0:08:29 | 0:08:32 | |
This evidence helps highlight who lives in a property and who doesn't. | 0:08:32 | 0:08:37 | |
So, for people living in a property, | 0:08:37 | 0:08:39 | |
I would expect active credits in the property. | 0:08:39 | 0:08:43 | |
Things like their bank statements, | 0:08:43 | 0:08:45 | |
utility bills, like your gas and electricity, | 0:08:45 | 0:08:48 | |
phone bills, TV licence. | 0:08:48 | 0:08:50 | |
In this case, we hardly have anything on her, | 0:08:50 | 0:08:53 | |
which kind of points to the fact that she's not in the property. | 0:08:53 | 0:08:56 | |
Pam was confident the official tenant Miss Badai | 0:08:56 | 0:09:00 | |
was not living in the property, but was subletting. | 0:09:00 | 0:09:03 | |
But she still didn't know where Miss Badai was. | 0:09:03 | 0:09:07 | |
If you have your bank account and you have your cards | 0:09:07 | 0:09:10 | |
and you're in the UK, you spend on a daily basis. | 0:09:10 | 0:09:12 | |
You can go to Sainsbury's, you can go to, | 0:09:12 | 0:09:15 | |
you know, maybe the cinema, just shop around. | 0:09:15 | 0:09:19 | |
It leaves footprints for you. | 0:09:19 | 0:09:22 | |
But if you're abroad and you're just kind of exchanging money | 0:09:22 | 0:09:26 | |
or just withdrawing, that reflects as well. | 0:09:26 | 0:09:29 | |
The information suggested the tenant was actually living abroad. | 0:09:29 | 0:09:33 | |
I requested for bank statements | 0:09:35 | 0:09:37 | |
under the Prevention Of Social Housing Fraud | 0:09:37 | 0:09:40 | |
and the bank statements came back and sure enough, going back to 2008, | 0:09:40 | 0:09:44 | |
I was able to see activities on the bank account | 0:09:44 | 0:09:47 | |
were such that I believed that she was living outside the country. | 0:09:47 | 0:09:53 | |
Pam decided to check whether the tenant's children | 0:09:53 | 0:09:56 | |
attended school in the UK. | 0:09:56 | 0:09:57 | |
Close as we had to them being recorded in a school was in 2006 | 0:09:59 | 0:10:04 | |
when one of them was just registered briefly | 0:10:04 | 0:10:08 | |
but never actually attended the school, | 0:10:08 | 0:10:10 | |
so that, again, looks like she probably never had | 0:10:10 | 0:10:16 | |
the intention of schooling the kids here in the UK. | 0:10:16 | 0:10:21 | |
Later, we'll find out what happens | 0:10:21 | 0:10:24 | |
when Pam discovers the official tenant living in France. | 0:10:24 | 0:10:28 | |
It's wrong to sublet a council property. | 0:10:31 | 0:10:33 | |
First of all, you're making money illegally. | 0:10:33 | 0:10:35 | |
Secondly, you're taking the opportunity | 0:10:35 | 0:10:37 | |
of someone that needs that place. | 0:10:37 | 0:10:39 | |
Subletting in that way is pretty disgusting. | 0:10:39 | 0:10:42 | |
I mean, you're gaining from a system | 0:10:42 | 0:10:46 | |
that's been put into place to help people. | 0:10:46 | 0:10:49 | |
I think people who are using it as an income | 0:10:49 | 0:10:52 | |
is a bit socially wrong because the whole point of it is | 0:10:52 | 0:10:56 | |
for people who are less fortunate to have a house. | 0:10:56 | 0:10:58 | |
And I think if they're stopping people who need housing | 0:10:58 | 0:11:02 | |
for their own profit is wrong and should not be allowed. | 0:11:02 | 0:11:08 | |
Obviously, the people who are subletting their flat | 0:11:08 | 0:11:11 | |
that was given to them by the council | 0:11:11 | 0:11:12 | |
don't really need it, obviously. | 0:11:12 | 0:11:14 | |
If they're doing that, they don't need it, | 0:11:14 | 0:11:16 | |
and so therefore the council needs to do something about it urgently. | 0:11:16 | 0:11:19 | |
Councils and housing associations are acutely aware | 0:11:20 | 0:11:24 | |
of the easy profits to be had from unlawful subletting. | 0:11:24 | 0:11:28 | |
Many have set up hotlines for tip-offs | 0:11:28 | 0:11:30 | |
from whistle-blowing neighbours. | 0:11:30 | 0:11:33 | |
And one housing association - | 0:11:33 | 0:11:35 | |
Havering in East London - | 0:11:35 | 0:11:37 | |
even went so far as to offer | 0:11:37 | 0:11:38 | |
a £500 reward for information | 0:11:38 | 0:11:41 | |
leading to a successful | 0:11:41 | 0:11:43 | |
fraud investigation. | 0:11:43 | 0:11:44 | |
A tip-off alerted council investigators | 0:11:45 | 0:11:48 | |
that a woman in Barnet was subletting her two-bedroom flat | 0:11:48 | 0:11:51 | |
to her daughter. | 0:11:51 | 0:11:52 | |
She had moved to Clacton-on-Sea to run a pub | 0:11:54 | 0:11:56 | |
while her daughter stayed on in her social housing flat. | 0:11:56 | 0:12:00 | |
The tenant was ordered | 0:12:01 | 0:12:03 | |
to return the keys | 0:12:03 | 0:12:04 | |
and pay costs of over £2,000. | 0:12:04 | 0:12:07 | |
The flat in Barnet was re-let | 0:12:07 | 0:12:09 | |
to a family from the housing list. | 0:12:09 | 0:12:11 | |

But nestled in these upmarket streets and surrounding area, | 0:12:48 | 0:12:52 | |
there are more than 1,000 social housing properties. | 0:12:52 | 0:12:56 | |
Meet fraud investigator Sherene Horne. | 0:12:56 | 0:12:58 | |
Sherene works for housing association Circle Housing | 0:12:58 | 0:13:02 | |
and Primrose Hill is her patch. | 0:13:02 | 0:13:04 | |
It's Sherene's job to make sure tenants aren't cheating the system | 0:13:04 | 0:13:08 | |
by subletting their properties and making a mint in the process. | 0:13:08 | 0:13:12 | |
Primrose Hill is a very sought-after area. | 0:13:12 | 0:13:15 | |
We have quite a lot of famous people living in the area, | 0:13:15 | 0:13:18 | |
some famous landmarks | 0:13:18 | 0:13:19 | |
and people can make quite a lot of money from rental incomes. | 0:13:19 | 0:13:23 | |
And with London property prices soaring, | 0:13:23 | 0:13:25 | |
there's a huge difference between social housing rents | 0:13:25 | 0:13:28 | |
and the private sector. | 0:13:28 | 0:13:30 | |
On a social rent, it's roughly about £145 a week for a one-bed flat, | 0:13:30 | 0:13:34 | |
but on the private market, | 0:13:34 | 0:13:36 | |
it would be about £375 to £400 a week. | 0:13:36 | 0:13:39 | |
Sherene has a whole network of people | 0:13:39 | 0:13:42 | |
that help her keep an eye on the properties she's responsible for, | 0:13:42 | 0:13:45 | |
from caretakers to other tenants. | 0:13:45 | 0:13:48 | |
If they notice something's not right, they tell Sherene, | 0:13:48 | 0:13:52 | |
and that's her cue to look into the tenancies. | 0:13:52 | 0:13:55 | |
Tip-offs that we receive from neighbouring residents | 0:13:55 | 0:13:58 | |
and the community are very important | 0:13:58 | 0:14:01 | |
because without those, we don't know what's going on. | 0:14:01 | 0:14:03 | |
Let's say, for example, the tip-offs that I've received today, | 0:14:03 | 0:14:06 | |
I wouldn't have had a clue | 0:14:06 | 0:14:08 | |
that there was possibly subletting going on at the property | 0:14:08 | 0:14:10 | |
without an anonymous tip-off from...I don't know who | 0:14:10 | 0:14:14 | |
cos it's anonymous. | 0:14:14 | 0:14:16 | |
So, we'll do a bit of investigation there, | 0:14:16 | 0:14:18 | |
do some door knocking. | 0:14:18 | 0:14:20 | |
Sherene's found there's no substitute for hitting the streets, | 0:14:20 | 0:14:23 | |
visiting properties and tenants unannounced. | 0:14:23 | 0:14:26 | |
We don't know what we're going to find when we knock the doors. | 0:14:26 | 0:14:29 | |
We could find the subtenants. | 0:14:29 | 0:14:32 | |
You know, on occasion, we've found the resident being there, | 0:14:32 | 0:14:34 | |
so that's always a good thing because then we're able to prove | 0:14:34 | 0:14:37 | |
that, actually, the resident is residing at the property | 0:14:37 | 0:14:40 | |
and we can close the case. | 0:14:40 | 0:14:42 | |
Um, but quite often, we find the subtenant's there | 0:14:42 | 0:14:44 | |
and unfortunately, a lot of the times, | 0:14:44 | 0:14:47 | |
we don't even get an answer. | 0:14:47 | 0:14:48 | |
So, hopefully, today, we'll be lucky and somebody will be there. | 0:14:48 | 0:14:52 | |
Sherene relies not just on tip-offs, but on people like Karen, | 0:14:52 | 0:14:56 | |
the caretaker responsible for these properties. | 0:14:56 | 0:14:59 | |

the tenant was, in fact, living in France | 0:33:14 | 0:33:16 | |
and enjoying a lifestyle which may have been financed, in part, | 0:33:16 | 0:33:20 | |
by subletting her council flat. | 0:33:20 | 0:33:21 | |
The subtenants gave Pam contact numbers for the tenant. | 0:33:23 | 0:33:26 | |
Someone who identified herself as the tenant answered the phone | 0:33:26 | 0:33:29 | |
