Thieves will steal our cars, our valuables - | 0:00:02 | 0:00:04
just about anything they can get their hands on. | 0:00:04 | 0:00:08
To cut down on crime and antisocial behaviour, the police | 0:00:08 | 0:00:11
and other agencies are using new tactics and technology | 0:00:11 | 0:00:15
so the bad guys get caught in the act. | 0:00:15 | 0:00:18
-The CCTV is gold dust. -Great evidence for the police. | 0:00:18 | 0:00:22
Got to have him stopped. | 0:00:22 | 0:00:23
Local councils, shops and businesses are laying some traps of their own. | 0:00:23 | 0:00:26
The eureka moment, when you get that evidence. | 0:00:26 | 0:00:29
And the general public too | 0:00:29 | 0:00:30
can help unsuspecting crooks get their come-uppance. | 0:00:30 | 0:00:33
-People won't stand by. -I couldn't sit back and do nothing. | 0:00:33 | 0:00:37
Yes, we've got her. | 0:00:37 | 0:00:39
So anyone who's up to no good | 0:00:39 | 0:00:41
had better think twice. | 0:00:41 | 0:00:43
They might just get caught red-handed. | 0:00:43 | 0:00:46
Today, a burglar's broken in to a business | 0:00:51 | 0:00:54
but the owners can see the raid live on their mobile phones. | 0:00:54 | 0:00:57
I don't know what we need to do. We need to do something. | 0:00:57 | 0:01:00
They race to the shop, | 0:01:00 | 0:01:01
but find themselves face-to-face with the burglar. | 0:01:01 | 0:01:04
As soon as he saw me shouting, he was really panicking. | 0:01:04 | 0:01:07
Also today, the appalling sight of a truck driver deliberately | 0:01:09 | 0:01:13
dumping over a tonne of dangerous waste in a street. | 0:01:13 | 0:01:18
It smelled horrific. | 0:01:18 | 0:01:19
It is an appalling thing to do, as far as I am concerned. | 0:01:19 | 0:01:22
'There was asbestos and there was also a toilet | 0:01:22 | 0:01:24
'and human faecal material contained in the waste.' | 0:01:24 | 0:01:27
Absolutely disgusting. | 0:01:27 | 0:01:28
And another scarcely credible crime as a shop lifter tries | 0:01:30 | 0:01:34
to steal a chainsaw by stuffing it down his shorts. | 0:01:34 | 0:01:38
This man's definitely not the sharpest tool in the box. | 0:01:38 | 0:01:42
Derby in the East Midlands. | 0:01:51 | 0:01:53
It's the early hours of the morning | 0:01:53 | 0:01:55
and a burglar is raiding a local store. | 0:01:55 | 0:01:59
What he doesn't know is that the shop's horrified owners are watching | 0:02:00 | 0:02:04
him live on their smartphones at home as he steals their goods. | 0:02:04 | 0:02:08
He was inside. Terrifying. | 0:02:08 | 0:02:10
It's my place. | 0:02:10 | 0:02:11
Somebody is stealing my stuff. So I got angry. | 0:02:11 | 0:02:14
But the couple are so shocked by what they're seeing, | 0:02:14 | 0:02:17
they now make a serious mistake. | 0:02:17 | 0:02:19
By pressing the wrong button on their phone, | 0:02:19 | 0:02:21
they cancel the shop's alarm, | 0:02:21 | 0:02:22
which means the police aren't alerted. | 0:02:22 | 0:02:25
Realising their error, the couple believe the only way | 0:02:25 | 0:02:28
to catch the man is to rush to the shop themselves. | 0:02:28 | 0:02:31
I don't know what we need to do. We need to do something. | 0:02:31 | 0:02:33
With the thief about to escape with thousands of pounds worth | 0:02:33 | 0:02:36
of their goods, the chase is on, and it's going to end dramatically. | 0:02:36 | 0:02:40
The bustling city of Derby was home to one of the world's | 0:02:47 | 0:02:51
first ever factories, and its fame is built on industry and commerce. | 0:02:51 | 0:02:55
Husband and wife Samy and Kala | 0:02:55 | 0:02:58
have run their own business here for the past three years. | 0:02:58 | 0:03:02
And they've made the city their home. | 0:03:02 | 0:03:05
We've been married 22 years now | 0:03:05 | 0:03:06
and we've been living together very happily. | 0:03:06 | 0:03:09
And we've got a 17-year-old son who is doing A-level now. | 0:03:09 | 0:03:13
At one end of their business premises, Samy and Kala have | 0:03:13 | 0:03:18
a convenience store and at the other, they run a restaurant. | 0:03:18 | 0:03:21
This is my life, actually, for me and my son and my whole family. | 0:03:21 | 0:03:26
It is the only south Indian restaurant in Derby. | 0:03:26 | 0:03:29
Most of our customers are British and they love to come | 0:03:29 | 0:03:33
and have food with us. | 0:03:33 | 0:03:34
It is quite nice. | 0:03:34 | 0:03:36
But keeping their two businesses going requires a great | 0:03:36 | 0:03:38
deal of effort. | 0:03:38 | 0:03:40
Kala also works as a nurse, while Samy runs both the shop | 0:03:40 | 0:03:44
and restaurant day-to-day. | 0:03:44 | 0:03:45
Most of the time my husband goes to bed around one o'clock | 0:03:45 | 0:03:48
and two o'clock because getting every single penny | 0:03:48 | 0:03:51
from the shop is not easy. | 0:03:51 | 0:03:52
He's a very hard worker. | 0:03:52 | 0:03:55
It's difficult making a living. | 0:03:55 | 0:03:57
And the threat of crime makes it even harder. | 0:03:57 | 0:03:59
After suffering two previous break-ins, | 0:03:59 | 0:04:02
they decided to install an alarm and cameras. | 0:04:02 | 0:04:05
We've got CCTVs in our home | 0:04:05 | 0:04:07
and shops that are all connected to our phone. | 0:04:07 | 0:04:11
They can use their mobile phones to view their shop's | 0:04:11 | 0:04:14
security camera system any time at home, | 0:04:14 | 0:04:16
and it will alert them if the shop alarm is ever triggered. | 0:04:16 | 0:04:20
And one April night, this system proves to be crucial. | 0:04:20 | 0:04:23
It's just gone half past three in the morning. Samy, Kala | 0:04:25 | 0:04:29
and their 17-year-old son are asleep at home when their phone rings. | 0:04:29 | 0:04:33
PHONE RINGS | 0:04:33 | 0:04:34
I answered it. I was really half asleep. | 0:04:34 | 0:04:36
It's an unwelcome wake-up call. | 0:04:36 | 0:04:38
An automated message from their shop's alarm system. | 0:04:38 | 0:04:42
There's been a break in. | 0:04:42 | 0:04:44
It says, "Intruder inside in your premises. | 0:04:44 | 0:04:47
"Do you want to handle it?" If you want to handle it, you press one. | 0:04:47 | 0:04:51
If you don't want to then it's press two, it goes to the police, | 0:04:51 | 0:04:55
and I accidentally pressed one. | 0:04:55 | 0:04:57
Still drowsy and shocked by the call, Kala presses the wrong button | 0:04:57 | 0:05:01
and actually stops the alert going to the police. | 0:05:01 | 0:05:04
Literally made me jump. "Oh, my God, I've pressed the wrong button | 0:05:04 | 0:05:08
"so I have to tackle this." | 0:05:08 | 0:05:10
Kala desperately shakes husband Samy awake. | 0:05:10 | 0:05:13
He checks the store cameras on his phone. | 0:05:13 | 0:05:16
And my husband jumped up saying, "Somebody's inside." | 0:05:16 | 0:05:18
Samy is horrified by what he sees. | 0:05:18 | 0:05:21
A burglar is ransacking their shop right in front of his eyes. | 0:05:21 | 0:05:25
It's my place. Somebody is stealing my stuff, so I got angry. | 0:05:25 | 0:05:29
It's really... Why are they doing it to us? That's my... Why? | 0:05:29 | 0:05:36
The burglar's unaware a silent alarm's been triggered. | 0:05:36 | 0:05:40
He's turned over the restaurant, bust through into the stock room | 0:05:40 | 0:05:43
and now grabs what he can from behind the shop's counter. | 0:05:43 | 0:05:46
I don't know what we need to do. We need to do something. | 0:05:46 | 0:05:49
Knowing the police haven't been called, Samy believes | 0:05:49 | 0:05:52
it's down to him to rush to the shop and stop the burglar. | 0:05:52 | 0:05:55
It's only a few minutes' drive away. | 0:05:55 | 0:05:57
Kala holds back for a moment to make a 999 call to the police. | 0:05:57 | 0:06:01
I said to them, "I have to go. Can you send the police? | 0:06:01 | 0:06:05
"I have to put the phone down." | 0:06:05 | 0:06:06
Kala runs to Samy, who's about to drive off. | 0:06:06 | 0:06:09
I said, "No, you don't need to come." | 0:06:09 | 0:06:11
She said, "No, no, I won't allow you alone so I'll come with you." | 0:06:11 | 0:06:15
The couple set off in the car. | 0:06:15 | 0:06:17
We've been both talking about what we are going to do. | 0:06:17 | 0:06:20
I didn't plan anything, just we wanted to go and catch him. | 0:06:20 | 0:06:23
Meanwhile, at the shop, the cameras show the thief is stuffing | 0:06:23 | 0:06:27
packs of cigarettes into a bag. | 0:06:27 | 0:06:29
Hearing a noise outside, he pauses. | 0:06:30 | 0:06:33
But it's not Kala and Samy he's hearing. | 0:06:33 | 0:06:35
It's a newspaper delivery driver dropping off the morning papers, | 0:06:35 | 0:06:39
completely unaware of what's going on inside the building. | 0:06:39 | 0:06:43
Hearing the noises outside, the burglar decides it's time | 0:06:43 | 0:06:47
to get out, so grabs the loot, picking up the shop's safe too. | 0:06:47 | 0:06:51
Knowing there's someone outside, he runs through to the stock room, | 0:06:51 | 0:06:55
desperate to find another way out of the store. | 0:06:55 | 0:06:59
It's at this moment Samy and Kala arrive outside. | 0:06:59 | 0:07:03
They pull up next to the newspaper van. | 0:07:03 | 0:07:05
My husband said, "It's the newspaper delivery man." | 0:07:07 | 0:07:09
Kala tells the delivery driver about the burglar inside the shop. | 0:07:09 | 0:07:13
She begs for his help and she gets it. | 0:07:13 | 0:07:16
He didn't think second thought or anything. Just instantly said yes. | 0:07:16 | 0:07:20
Brave man. | 0:07:20 | 0:07:22
They split up to look for the burglar. The driver runs to | 0:07:22 | 0:07:25
one side of the building. | 0:07:25 | 0:07:27
Samy and Kala head off in different directions to cover | 0:07:27 | 0:07:30
all possible exits. | 0:07:30 | 0:07:31
Then Kala spots a fire escape door is ajar. | 0:07:31 | 0:07:34
So I was just putting my feet a bit higher up to see what's | 0:07:34 | 0:07:38
happening and I was watching the door. | 0:07:38 | 0:07:40
Suddenly, she comes face-to-face | 0:07:40 | 0:07:43
with the burglar on the other side of the fence. | 0:07:43 | 0:07:45
He stood there. | 0:07:45 | 0:07:47
As soon as he saw me here and shouting, he was really | 0:07:47 | 0:07:52
panicking and he was so stressed out and he said, "Bloody hell." | 0:07:52 | 0:07:57
While Kala shouts to tell her husband | 0:07:57 | 0:08:00
and delivery driver she's spotted the thief, | 0:08:00 | 0:08:02
the intruder tries to get away by climbing over a wall. | 0:08:02 | 0:08:06
She shouted, "He is escaping. Help, help." | 0:08:06 | 0:08:09
Samy realises the burglar's heading to the building next door | 0:08:09 | 0:08:12
and runs round. | 0:08:12 | 0:08:14
I ran out. I wanted to catch him. | 0:08:14 | 0:08:16
He sees the man jumping down from this wall and tries to grab him. | 0:08:16 | 0:08:20
I started to catch him but I lost my balance, | 0:08:20 | 0:08:24
so I fell into the floor | 0:08:24 | 0:08:26
and there was some stones and nails there, so my hand was injured. | 0:08:26 | 0:08:31
In the meantime, he jumped round the floor | 0:08:31 | 0:08:34
and started running towards the gate. | 0:08:34 | 0:08:36
But the burglar's running into trouble, because Kala | 0:08:36 | 0:08:39
and the newspaper delivery driver are coming round the corner. | 0:08:39 | 0:08:42
I said, "Can we catch him up, please? Go and catch him. Go and catch him". | 0:08:42 | 0:08:45
So we literally ran. | 0:08:45 | 0:08:47
The driver grabs the thief and so does Kala. | 0:08:47 | 0:08:49
It took a while for us to stop him. | 0:08:49 | 0:08:51
We both need to force him to sit down on the floor. | 0:08:51 | 0:08:54
Then I said to him, "Calm down. You can't escape from us." | 0:08:54 | 0:08:58
Finally, the burglar stops struggling. | 0:08:58 | 0:09:01
My heart was going like... galloping like a horse. | 0:09:01 | 0:09:06
In the meantime, the police... Within a minute, they came here. | 0:09:06 | 0:09:09
A police officer comes over and handcuffs the burglar. | 0:09:09 | 0:09:12
I said to him, "Thank God you are here." | 0:09:12 | 0:09:15
But still, I couldn't talk to him | 0:09:15 | 0:09:17
any further because I was so breathless. | 0:09:17 | 0:09:20
He took him from us, and arrested and took him to their car. | 0:09:20 | 0:09:25
The public-spirited newspaper driver gets back to his delivery round | 0:09:25 | 0:09:29
while police officers check the shop. | 0:09:29 | 0:09:31
He broke three doors, and a lot of damage he did. | 0:09:31 | 0:09:34
But they've stopped the thief from getting away | 0:09:34 | 0:09:37
with £8,000 worth of their goods. | 0:09:37 | 0:09:40
A stunned Kala and Samy return home, | 0:09:40 | 0:09:43
back to the bed they left less than an hour ago. | 0:09:43 | 0:09:46
And what an hour it's been. | 0:09:46 | 0:09:48
I couldn't believe that's what we did - caught him. | 0:09:48 | 0:09:52
I literally went up to wake my son to tell him what happened. | 0:09:52 | 0:09:55
He still was asleep, bless him. | 0:09:55 | 0:09:57
In court, the burglar is sentenced to 20 months in prison. | 0:10:01 | 0:10:04
For their actions, the couple were awarded £500 each for bravery, | 0:10:07 | 0:10:12
as was the delivery driver. | 0:10:12 | 0:10:14
After everything happened I said to him, "Thank you." | 0:10:14 | 0:10:17
Samy's particularly impressed by Kala's part in catching the burglar. | 0:10:17 | 0:10:21
She was running here and there and she was giving instructions, | 0:10:21 | 0:10:24
so I am proud of her. | 0:10:24 | 0:10:26
Really amazed myself, how I could I react in a stressful situation. | 0:10:26 | 0:10:30
Just a few seconds, everything happened and we caught him. | 0:10:30 | 0:10:35
Confronting a criminal is best avoided, | 0:10:40 | 0:10:42
but if we're unlucky enough to come face-to-face with | 0:10:42 | 0:10:45
an intruder in our homes, what should we do? | 0:10:45 | 0:10:48
The number-one thing is your safety, | 0:10:48 | 0:10:50
so running away or hiding is absolutely the right thing to do. | 0:10:50 | 0:10:55
The best thing you can do if an intruder is on the premises | 0:10:55 | 0:10:58
is think of an escape route. Always think - protecting yourself | 0:10:58 | 0:11:01
and others that are with you. | 0:11:01 | 0:11:02
You could call 999 and you don't have to speak. The police | 0:11:02 | 0:11:06
will still be able to listen to everything that's being said | 0:11:06 | 0:11:09
and this could be essential evidentially, later on in court. | 0:11:09 | 0:11:12
The worst thing you can do is corner and offender, | 0:11:12 | 0:11:15
become aggressive and challenge them. | 0:11:15 | 0:11:17
Fight or flight is a basic human instinct, | 0:11:17 | 0:11:19
so that will apply to the criminal as much as you. | 0:11:19 | 0:11:21
If you remove the flight option, then effectively | 0:11:21 | 0:11:24
you've got a fight on your hands. | 0:11:24 | 0:11:26
Try and remain calm. Call for the police. | 0:11:26 | 0:11:28
We will respond. Don't make the situation any worse | 0:11:28 | 0:11:30
than it needs to be. | 0:11:30 | 0:11:32
And now for the most bizarre shoplifting attempt you'll | 0:11:37 | 0:11:41
ever see. Or should that be SAW?! | 0:11:41 | 0:11:44
In a garden equipment shop, this man has picked up a big orange chainsaw. | 0:11:49 | 0:11:54
What he does next is unbelievable. | 0:11:54 | 0:11:56
Hiding behind the high counter, he stuffs it into his shorts. | 0:11:57 | 0:12:01
It's just as well the chain guard is on - | 0:12:01 | 0:12:04
otherwise he'd be sore in all the wrong places. | 0:12:04 | 0:12:07
Attempting to conceal it under his T-shirt, | 0:12:07 | 0:12:10
he saunters out of the store. | 0:12:10 | 0:12:13
Unsurprisingly, the staff saw exactly what he was up to | 0:12:13 | 0:12:18
and called the police. | 0:12:18 | 0:12:19
Later arrested, | 0:12:19 | 0:12:21
the chainsaw thief is told he will have to spend a year in jail. | 0:12:21 | 0:12:25
So no doubt he'll be feeling rather SAW about the whole thing. | 0:12:25 | 0:12:29
A pair of bad pennies | 0:12:35 | 0:12:36
break into a museum and shop | 0:12:36 | 0:12:39
and steal a treasured collection of antique coins. | 0:12:39 | 0:12:42
It was years of collecting. I was sickened. | 0:12:42 | 0:12:45
But then the thieves try to spend the vintage coins | 0:12:45 | 0:12:48
at a supermarket. | 0:12:48 | 0:12:50
Not the brightest of couples. | 0:12:50 | 0:12:52
Most of us dispose of our rubbish carefully. | 0:12:57 | 0:13:01
But some people's idea of taking care of their waste | 0:13:01 | 0:13:04
is to tip it outside other people's homes, | 0:13:04 | 0:13:06
and sometimes on a massive scale. | 0:13:06 | 0:13:09
Blackpool, Lancashire. | 0:13:14 | 0:13:17
This back lane runs behind a street of family homes. | 0:13:17 | 0:13:20
A truck drives down the lane. | 0:13:21 | 0:13:23
And what happens next is simply beyond belief. The driver | 0:13:23 | 0:13:27
callously tips a tonne and a half of dirty, | 0:13:27 | 0:13:30
dangerous waste all over the road. And this is no accident. | 0:13:30 | 0:13:35
Unbelievable! | 0:13:35 | 0:13:37
I was absolutely gobsmacked. I've never seen anything like it before. | 0:13:37 | 0:13:40
It's disgusting for the local residents. | 0:13:40 | 0:13:42
It's an appalling thing to do, as far as I'm concerned. | 0:13:42 | 0:13:45
It smelled absolutely horrific. | 0:13:45 | 0:13:47
And this turns out to be just one in a string of offences | 0:13:49 | 0:13:52
by a brazen rubbish dumper. | 0:13:52 | 0:13:54
This is the biggest fly-tipping case ever | 0:13:55 | 0:13:57
in Blackpool Council's history. | 0:13:57 | 0:13:59
It's absolutely disgusting. | 0:13:59 | 0:14:00
Blackpool is famous for the Tower, the Golden Mile, beach, | 0:14:08 | 0:14:12
and its illuminations. | 0:14:12 | 0:14:14
But recently, a shadow was being cast over this | 0:14:14 | 0:14:17
bright, colourful resort by the large-scale dumping of rubbish | 0:14:17 | 0:14:21
in parts of the town. | 0:14:21 | 0:14:23
Tim Coglan works for Blackpool Council. | 0:14:23 | 0:14:26
'There are many different types of fly tipping.' | 0:14:26 | 0:14:28
There's a small bag of rubbish being dumped in the street, right the way | 0:14:28 | 0:14:32
through to commercial fly tips. | 0:14:32 | 0:14:34
Commercial fly tippers are rogue traders who charge customers | 0:14:34 | 0:14:38
to get rid of rubbish for them. | 0:14:38 | 0:14:40
But to avoid the costs of proper waste disposal sites, | 0:14:40 | 0:14:43
they just dump it illegally. | 0:14:43 | 0:14:45
And the council have to clean it up. | 0:14:45 | 0:14:47
It is costing over half a million pounds every year, | 0:14:47 | 0:14:50
when there are so many causes that that money could be used for. | 0:14:50 | 0:14:54
And Tim believes dumping rubbish causes neighbourhoods to deteriorate. | 0:14:54 | 0:14:58
There is actually a feeling that | 0:14:58 | 0:15:00
if an area appears to be unkempt, then people think it's all right | 0:15:00 | 0:15:03
to commit further criminal offences in that area, so it's also possibly | 0:15:03 | 0:15:07
increasing crime and people's fear of crime, from those fly tips. | 0:15:07 | 0:15:11
Blackpool resident Vivian has seen how illegal dumping can | 0:15:11 | 0:15:16
affect the neighbourhood. | 0:15:16 | 0:15:18
She and her husband moved here 35 years ago to raise their family. | 0:15:18 | 0:15:22
Moved in 1st of July, 1980, | 0:15:22 | 0:15:24
and it was a lovely community at that time. | 0:15:24 | 0:15:29
'We sort of watch out for each other.' | 0:15:29 | 0:15:31
If anybody goes on holiday, we keep an eye on things | 0:15:31 | 0:15:35
for each other and those sort of things. | 0:15:35 | 0:15:37
Then, a few years ago, waste started to appear | 0:15:37 | 0:15:40
in the lane behind their house. | 0:15:40 | 0:15:42
Televisions, sofas, fridges. One of our neighbours, she's on dialysis | 0:15:42 | 0:15:49
and numerous times it's stopped ambulances | 0:15:49 | 0:15:52
actually coming down the back | 0:15:52 | 0:15:54
because of the rubbish that's there. | 0:15:54 | 0:15:56
Each time the council cleared it up, more rubbish would appear. | 0:15:56 | 0:16:00
Then Vivian notices that crime starts to rise. | 0:16:00 | 0:16:03
The community deteriorated over that period of time. | 0:16:03 | 0:16:08
In 2004, there had been some vandalism on my house. | 0:16:08 | 0:16:12
My husband was really upset about it | 0:16:12 | 0:16:15
so he actually had cameras installed both front and back of the house. | 0:16:15 | 0:16:20
The cameras act as a deterrent and most of the problems stop. | 0:16:20 | 0:16:25
Now, years later, Vivian's children have moved out | 0:16:25 | 0:16:28
and her husband has passed away. | 0:16:28 | 0:16:30
My daughters want me to move, but I've lived here 35 years now. | 0:16:30 | 0:16:34
There's an awful lot of good memories | 0:16:34 | 0:16:36
and I don't want to move. I love the house. | 0:16:36 | 0:16:39
But one day recently, Vivian had a shock when she came out | 0:16:39 | 0:16:43
to find mattresses and sofas strewn the entire length of her back lane. | 0:16:43 | 0:16:48
Unfortunately, her cameras didn't offer many clues. | 0:16:48 | 0:16:52
The black and white camera wasn't working very well | 0:16:52 | 0:16:55
so I decided, "To heck with it, I'm going to have new ones installed". | 0:16:55 | 0:16:59
The new cameras soon prove crucial. | 0:16:59 | 0:17:02
It's a Monday morning, just gone 9:30am. | 0:17:05 | 0:17:08
Vivian is sitting at her computer. | 0:17:08 | 0:17:10
I heard this almighty bang, looked through the window | 0:17:10 | 0:17:13
and saw the lorry flying by. | 0:17:13 | 0:17:17
She rushes out the back to see the lorry disappearing round the corner. | 0:17:17 | 0:17:21
And what's left behind on the road is staggering. | 0:17:21 | 0:17:24
It was absolutely horrendous. | 0:17:24 | 0:17:26
It started in front of my garage, all the way past my gate, | 0:17:26 | 0:17:29
all the way up almost to the top of the alleyway. | 0:17:29 | 0:17:34
And it stunk like sewage out of ditches or whatever. | 0:17:34 | 0:17:39
Vivian's neighbour also can't believe | 0:17:39 | 0:17:41
what he's seeing and smelling. | 0:17:41 | 0:17:43
I said to him, "Don't worry about it. I've caught him on camera." | 0:17:43 | 0:17:47
And this is what the cameras have captured. | 0:17:47 | 0:17:50
A driver in a tipper truck drives down the lane. | 0:17:54 | 0:17:57
Travelling at speed, he raises the back | 0:17:57 | 0:17:59
and recklessly empties its contents. | 0:17:59 | 0:18:01
I just find it appalling that anybody could do it to other people. | 0:18:03 | 0:18:07
I just get angry about it. | 0:18:07 | 0:18:09
Vivian calls the council right away. | 0:18:09 | 0:18:12
Obviously officers responded within the hour to get down there | 0:18:12 | 0:18:15
to seal off the area, to make sure that nothing was going to cause | 0:18:15 | 0:18:19
any immediate public health issues. | 0:18:19 | 0:18:21
And there are some big health issues. | 0:18:21 | 0:18:24
One was the fact that there is asbestos amongst the rubble, | 0:18:24 | 0:18:27
and there was also a toilet and human faecal material | 0:18:27 | 0:18:30
contained in the waste. | 0:18:30 | 0:18:31
Imagine, for instance, if children were deciding | 0:18:31 | 0:18:33
to play down that back alleyway. | 0:18:33 | 0:18:35
Absolutely disgusting. | 0:18:35 | 0:18:37
Determined to catch this fly tipper quickly, | 0:18:37 | 0:18:40
Tim is grateful for the footage from Vivian's cameras. | 0:18:40 | 0:18:43
This is manna from heaven when it comes to proving | 0:18:43 | 0:18:45
the evidence for a prosecution. | 0:18:45 | 0:18:47
The number plate of the truck is clearly visible. | 0:18:47 | 0:18:50
The registration mark of that vehicle is checked to ascertain who | 0:18:50 | 0:18:54
the owner of the vehicle is. | 0:18:54 | 0:18:56
They get the name of the truck owner and find that he runs | 0:18:56 | 0:18:59
a waste disposal firm. | 0:18:59 | 0:19:00
To help build their case, | 0:19:00 | 0:19:03
before they clear the rubbish from Vivian's back lane, the council | 0:19:03 | 0:19:06
officers have the horrible task of searching through it for clues. | 0:19:06 | 0:19:10
It could be invoices, it could be letter headings, anything that | 0:19:10 | 0:19:13
identifies where the rubbish has come from. | 0:19:13 | 0:19:16
They find the rubbish is from a building company. | 0:19:16 | 0:19:19
And they were visited to find out, "Did you dump this rubbish?" | 0:19:19 | 0:19:22
They reveal they paid a man to dispose of it for them | 0:19:22 | 0:19:25
and they give his name to Tim's team. | 0:19:25 | 0:19:28
It turns out he is an associate of the truck's registered owner. | 0:19:28 | 0:19:32
It so happens that a member of Tim's team has dealt with | 0:19:32 | 0:19:35
the suspect before, and by coincidence, spotted him | 0:19:35 | 0:19:39
driving past on the same day of the fly tip. | 0:19:39 | 0:19:42
One of our officers witnessed this individual wearing this | 0:19:42 | 0:19:45
striking T-shirt, | 0:19:45 | 0:19:47
in the same registration-marked van that was on the CCTV coverage. | 0:19:47 | 0:19:50
Now Tim and his team can prove who dumped the waste, | 0:19:50 | 0:19:54
they decide to widen their investigation. | 0:19:54 | 0:19:57
When officers start to analyse previous complaints | 0:19:57 | 0:20:00
around fly tipping, there is other intelligence | 0:20:00 | 0:20:03
that links this particular individual | 0:20:03 | 0:20:06
to other fly-tipping offences. | 0:20:06 | 0:20:08
They painstakingly unearth evidence that connects the driver to | 0:20:08 | 0:20:11
nine other cases of fly tipping and the owner of the truck to four. | 0:20:11 | 0:20:15
He is a serial fly tipper, and this is the biggest | 0:20:15 | 0:20:18
fly-tipping case that Blackpool Council has ever prosecuted. | 0:20:18 | 0:20:22
In court, the driver is sentenced to 39 weeks in prison, | 0:20:25 | 0:20:29
suspended for a year. | 0:20:29 | 0:20:31
He's also ordered to do unpaid work and pay £1,000 in compensation. | 0:20:31 | 0:20:35
The owner of the truck receives a suspended jail sentence | 0:20:37 | 0:20:41
and a community order. | 0:20:41 | 0:20:43
It's a clear message to would-be fly tippers. You will be | 0:20:44 | 0:20:48
punished appropriately, so just don't do it. | 0:20:48 | 0:20:50
Vivian's cameras did their job and there hasn't been any trouble since. | 0:20:50 | 0:20:56
I was rather pleased with myself, the fact that they caught him, | 0:20:56 | 0:20:59
pleased that the council was going to do something about it, and | 0:20:59 | 0:21:03
even more pleased when I heard that he'd been fully prosecuted for it. | 0:21:03 | 0:21:07
And anybody else that wants to try it, they've got me to contend with. | 0:21:07 | 0:21:12
These old-fashioned coins might be worth a pretty penny to a collector, | 0:21:16 | 0:21:20
but you wouldn't be able to use them at your local supermarket. | 0:21:20 | 0:21:23
And surely no-one would be silly enough to try and spend them nowadays. Or would they? | 0:21:23 | 0:21:29
In a shopping arcade in Bolton, this coin collector's museum and shop | 0:21:33 | 0:21:38
has shut its doors for the night. But these two want to open it again. | 0:21:38 | 0:21:43
They don't use a key. | 0:21:43 | 0:21:44
As you're about to hear, they just throw a brick through the window... | 0:21:44 | 0:21:48
THUDDING | 0:21:48 | 0:21:50
..and lay waste to a man's lifetime collection of rare coins. | 0:21:50 | 0:21:55
It was years of collecting, and I was sickened. | 0:21:55 | 0:22:00
But these two try to spend their loot and find crime doesn't pay. | 0:22:00 | 0:22:05
They're trying to use the large 5ps, the large 10ps | 0:22:05 | 0:22:09
and the large 50ps. | 0:22:09 | 0:22:11
Not the brightest of couples. | 0:22:11 | 0:22:13
Best not to get caught short when you're trying to spend a penny. | 0:22:13 | 0:22:17
North-west of Manchester, the town of Bolton | 0:22:20 | 0:22:23
is home to old soldier Stan. | 0:22:23 | 0:22:25
PennyWise Money Museum and Coin Shop is his passion. | 0:22:25 | 0:22:30
It's taken him decades to build up a huge collection | 0:22:30 | 0:22:33
of unusual old coins. | 0:22:33 | 0:22:35
This is eight reales, which is also known as pieces of eight | 0:22:35 | 0:22:40
to the old pirates and everything else. They were made in full silver. | 0:22:40 | 0:22:43
Ten of them was equivalent to a gold doubloon. | 0:22:43 | 0:22:47
Stan offers advice to fellow enthusiasts, | 0:22:47 | 0:22:50
as well as buying and selling coins and other collectables. | 0:22:50 | 0:22:53
-Light Infantry, here. -That's the one. -Yes. That's the one. | 0:22:53 | 0:22:56
'I enjoy the challenge, you know? "What is this? What is that?"' | 0:22:56 | 0:23:01
And I'm pretty good at what I do. | 0:23:01 | 0:23:03
These days, he's surrounded by all sorts of money, | 0:23:03 | 0:23:06
but Stan's early life was penniless. | 0:23:06 | 0:23:09
Born in the middle of World War II, by 1946 his family were homeless. | 0:23:09 | 0:23:14
When I was about four years old, | 0:23:14 | 0:23:17
me and my brother were found living in a car | 0:23:17 | 0:23:20
and we both had pneumonia. And my brother died, but I survived. | 0:23:20 | 0:23:26
And from there they put us in a Dr Barnardo's home. | 0:23:26 | 0:23:32
Coins were something scarce and exciting for Stan, | 0:23:33 | 0:23:37
and he grew fascinated by collecting them. | 0:23:37 | 0:23:40
I obtained some German coins, and they were from the soldiers | 0:23:40 | 0:23:45
coming back from the Second World War. | 0:23:45 | 0:23:47
That's where I started my collection. | 0:23:47 | 0:23:50
At 18 he joined the Royal Engineers, travelled the world | 0:23:50 | 0:23:52
and started to collect foreign coins. | 0:23:52 | 0:23:55
And each place I went, these bags of coins were getting bigger | 0:23:55 | 0:23:58
and bigger, but they had to be something unusual. | 0:23:58 | 0:24:02
I couldn't stop then. It was a bug. | 0:24:02 | 0:24:04
While touring the Far East, he met Mai. | 0:24:04 | 0:24:08
She was just a lovely person. Still is. Kindest person I've ever known. | 0:24:08 | 0:24:13
But in later life, Mai is diagnosed with Alzheimer's. | 0:24:13 | 0:24:16
Stan becomes her full-time carer. | 0:24:16 | 0:24:19
I was always looking after her, because I do everything. | 0:24:19 | 0:24:22
But it was too much for me. | 0:24:22 | 0:24:24
Stan organises carers to look after Mai during the day | 0:24:24 | 0:24:28
and gives some attention to the other great love of his life. | 0:24:28 | 0:24:32
His passion for coins. | 0:24:32 | 0:24:33
So he opens the PennyWise Coin Shop and Museum. | 0:24:33 | 0:24:37
My wife is the most important thing, but it does give me | 0:24:37 | 0:24:41
great satisfaction to actually have a shop here | 0:24:41 | 0:24:44
and do something I wanted to do many years ago. | 0:24:44 | 0:24:48
But recently, Stan's peace was shattered by | 0:24:48 | 0:24:50
two unwelcome visitors to his shop. | 0:24:50 | 0:24:53
What happens is recorded on the arcade CCTV. | 0:24:54 | 0:24:58
It's 5:20 in the afternoon, and as the paying customers leave, | 0:24:59 | 0:25:04
two men with no intention of paying wait behind. | 0:25:04 | 0:25:08
They head for Stan's museum. | 0:25:08 | 0:25:11
One keeps lookout while the man in the hat moves into the alcove | 0:25:11 | 0:25:14
by the museum door. | 0:25:14 | 0:25:17
The lookout goes outside to make sure the coast is clear. | 0:25:17 | 0:25:20
The thieves talk on the phone. | 0:25:20 | 0:25:22
INDISTINCT CONVERSATION | 0:25:22 | 0:25:24
There's no-one around. | 0:25:24 | 0:25:26
CRASH | 0:25:26 | 0:25:28 | |
The man smashes the window and grabs Stan's treasured collection, | 0:25:28 | 0:25:32
including sets of mint-condition coins in their original cases. | 0:25:32 | 0:25:36
The lookout walks off. The man with the hat and the bag of loot | 0:25:37 | 0:25:41
isn't far behind. | 0:25:41 | 0:25:43
It's taken the thieves just two minutes to steal | 0:25:43 | 0:25:47
part of a collection that's taken Stan over 60 years to create. | 0:25:47 | 0:25:51
Next morning, on his 73rd birthday, | 0:25:52 | 0:25:55
Stan arrives at the museum to find the shop window smashed. | 0:25:55 | 0:25:58
It was quite devastating, really, | 0:25:58 | 0:26:01
because it was years of collecting, and I was sickened. | 0:26:01 | 0:26:07
The police are called and the arcade's CCTV camera is checked. | 0:26:07 | 0:26:11
CRASH | 0:26:11 | 0:26:13 | |
Even now, it's difficult viewing for Stan. | 0:26:14 | 0:26:18
I think he's raking the stuff through the window. | 0:26:18 | 0:26:20
Really, really annoyed, you know? | 0:26:20 | 0:26:22
But while the police are still at the shop, | 0:26:23 | 0:26:26
they get a call from a nearby supermarket. | 0:26:26 | 0:26:29
Two men are trying to spend old-fashioned coins. | 0:26:29 | 0:26:33
They're trying to use coins, but the half-pence is a little thing that went out in '84. | 0:26:33 | 0:26:38
The large 5ps, the large 10ps, and large 50ps. | 0:26:38 | 0:26:43
Not the brightest of couples. | 0:26:43 | 0:26:45
Supermarket staff delay the pair of penny-pinching crooks | 0:26:45 | 0:26:48
while police rush to the store. | 0:26:48 | 0:26:50
And they were still at the tills. | 0:26:51 | 0:26:54
And their pockets were bulging with coins. | 0:26:54 | 0:26:57
The pair are arrested. | 0:26:57 | 0:26:58
But Stan's heartbroken to discover his pristine coins | 0:26:58 | 0:27:03
are no longer in their cases. | 0:27:03 | 0:27:05
These are mint coins. Unscratched, unhandled by... Unless with gloves. | 0:27:05 | 0:27:11
And they had scratched every single coin as they took it | 0:27:11 | 0:27:13
